Under contract to the Department of Energy, Fluor Mining & Metals, Inc. and Bonner & Moore Associates developed a group of computer models that can be used to simulate single seam dragline operations. These models have been subsequently modified by Fluor for use in multi-seam dragline mining situations. The single seam model analyzes the digging, spoiling, and walking patterns of draglines to identify possible parameter changes to increase productivity. Parameters such as key-cutting, panel width, digout length, and bench height, etc., are analyzed in this process. The models were tested using data from four operating mines. Field demonstrations were performed to correlate computer optimization results with field data. Productivity was greatly enhanced at one mine site by a change in some of the operating parameters. The multi-seam study has as its objective the development of a broad- based mine planning tool which would be used to identify and quantify the different procedures employed in multi-seam dragline mines to increase their productivity. The major problem identified in multi-seam mining is the sequencing of the different stripping and mining operations. The multi-seam model has the same capabilities as the single seam model. In addition, it models up to four seams with three partings per seam. It allows the operation of several draglines at different levels, and analyzes the effect of ramps, rehandling, and ancillary mining equipment.

BHP Iron Ore initiated a program in January, 1995 at their Mt. Whaleback operation in Newman, Western Australia to develop a decommissioning plan for the waste rock material. The primary research program includes the development of technology for the long term performance of the waste rock dumps with respect to vegetation, slope stability, surface runoff, erosion, and water infiltration. This paper evaluates field performance of cover systems constructed on a horizontal and a sloped waste rock surface. The cover system is constructed using suitable run-of-mine waste material to minimize closure costs. The moisture is subsequently released to the atmosphere as evapotranspiration. Rainfall entering the waste material is buffered due to the presence of the cover material thereby significantly reducing net percolation to the underlying waste rock. The objective is to control acid rock drainage by preventing moisture movement into and through the waste rock material. Two years of field data are presented to illustrate low percolation rates to the underlying waste rock and key performance characteristics of the moisture store and release cover system design. Field data collected to date demonstrates that a moisture store and release cover system constructed with suitable run-of-mine waste material has good potential as a final acid rock drainage control cover system at the Mt. Whaleback site. The performance of the cover system on a sloped surface was significantly altered as compared to placing the cover system on a horizontal surface.

The US Bureau of Mines conducted a multifaceted geomechanics research project at a bump-prone longwall coal mine in eastern Kentucky. This mine presented a unique opportunity to study coal mine bumps because the problem appeared to be confined to areas beneath a sandstone channel of limited areal extent. The Bureau's research plan sought to exploit the uniqueness of the site by monitoring strata behavior and longwall support reactions as the longwall face approached and passed beneath a sandstone channel. The study incorporated static pillar stress and strata deformation measurements, shield support leg pressure measurements and microseismic monitoring, as well as geologic mapping and the collection of observational data. Data collection was underway when a major coal bump occurred on the longwall face at the mine. Pillar behavior (load and deformation), shield loading and microseismic activity were monitored prior to, during and after the bump. Observations in the tailgate indicated that these pillars were failing prior to and following the face bump. Shield load data, evaluated in an effort to identify trends that could be used to forecast coal bumps, appear to provide a measure of the effectiveness of destressing operations conducted on the face (e.g. shot firing). Analyses of microseismic data revealed anomalous values associated with microseismic "energy" prior to the face bump. In addition, microseismic source-location data and underground observations provided some insight as to the sequence of pillar and face bumps.

The financial analyst's job is to make an objective appraisal of the investment opportunities which exist within the various industries under his supervision within the context of the economic model provided by his firm and the a climate of investor sentiments. Industry analysis is critical. When a major investment trend develops, usually the stock of all companies within the specific industry react in the same direction. I should emphasize here, however, that an investment trend is influenced by the economic outlook, but economics is not the only determinant - investor psychology and arbitrary political factors may be of equal or greater importance. Part of our job is to recognize trends early and determine whether they are valid. Following industry analysis, the analyst must examine the specific companies within that industry since some companies usually react more violently than others to industry trends, whether they be favorable or adverse. To simplify the process of evaluating an investment opportunity, it is convenient to isolate three types of factors which have a bearing on every sort of business although the degree of influence of each factor may vary from industry to industry. These categories are, 1) independent or external factors insofar as they are beyond the control of corporate management, 2) interdependent factors insofar as influence may be exerted by industry-wide action, and 3) dependent factors covering the area of internal decisions which are basically under the control of the individual corporate managers. Although the title of this paper, "The Corporate Use of Cash Flow," is only one segment of the third category, it may be useful to continent on the first two categories as well. The independent factors may be either economic or governmental. The economic factors include cyclicality which may be very high in the case of the basic commodity industries or relatively low as in the case of utilities. Underlying growth rates, another independent factor, may range from the business equipment industry with an annual growth rate of 14% through the electric utility industry with a growth rate of about 7% per year to the

In west-central England, 183 m (600 ft) below the Cheshire Plain, lie the evaporate remains of an ancient sea. Stratified into nine beds of salt separated by marl bands, the deposit stretches roughly 21 x 12 km (13 x 7.5 miles) and contains reserves of rock salt estimated as high as 400 Gt (440 billion st). The Winsford Salt Works, one of England's largest underground mines, extracts the Cheshire salt and sells it for use as animal feed, for application in de-icing programs, and as a key ingredient in sodium fertilizer production and a variety of other industrial processes. Because road de-icing is an important market, demand for Winsford's salt varies with the severity of British winters. Design capacity is 2.25 Mt/a (2.5 million/year). However, production peaked at 2 Mt (2.2 million st) in 1987. Over the past five years, annual production has averaged 1.6 Mt (1.7 million st). Run-of-mine salt averages 92.5% NaCl, mixed with about 5% marl. The marl was formed by deposition of a reddish dust blown into the Cheshire basin from deserts in what is now central Europe. Association with the marl adds color to the salt, producing tea-colored crystals that resemble unrefined sugar. Adaptation of coal mining systems Rock salt mining in the Winsford district began at least as early as 1682. Mining at the current site dates from 1844 but was shut down from 1892 to 1928. In the early 1900s, a series of catastrophic collapses and floods plagued and ultimately shut down then-active Cheshire brine-salt producers. Subsequently, Winsford reopened and began adapting mechanized underground coal mining systems to rock salt extraction.

The bucket elevator is probably the oldest known form of conveyor. Its history can be traced back to the days of Babylon where wicker baskets lined with a natural pitch and fastened to ropes operating over wooden sheaves turned by slaves, were used for the elevating of water into irrigation ditches. It is not unnatural for the bucket elevator to be the first in history, for even today engineers and designers recognize that well designed, correctly applied bucket elevators offer unequaled advantages over other bulk material elevating methods. The bucket elevator's vertical design saves valuable floor space. It provides flexibility of machinery layout with lowest initial capital expenditure, which is its principal advantage. While the advantages of the bucket elevator have long been recognized, there has been a tendency to lean away from its use because of high maintenance without reliability. CHAIN Belt Company found that the bucket elevator, if correctly applied, can be built to be as dependable and reliable as any other piece of machinery in today's modern processing plants. It is not difficult to understand why the bucket elevator is looked upon sometimes as a necessary evil in the material handling system. Very little has been published or written about the specific use or application of bucket elevators other than in manufacturers catalogs. Most of today's elevator application was set forth at the turn of the century by Hetzel (1). There have been many improvements made in the manufacturing techniques of elevator components, improvements in material selections, all which can be used to improve today's bucket elevator. To best understand the improvements which have taken place recently in the design and application of bucket elevators, an understanding of basic elevator principles is desirable. In general, it can be said that bucket elevators are classified into two basic types : (1) centrifugal discharge and (2) continuous. Elevators in use today are either of the centrifugal discharge type or the continuous type, or a combination of both in special applications.

The thought of constructing an intake shaft five miles from the shore and 142 feet below the surface of Lake Huron from the bottom up sounds like a questionable venture. Why would one want to raise a shaft from the bottom at the end of a 16 foot diameter, six mile long tunnel to within six feet of the bottom of Lake Huron? The answer lies in the fact that Lake Huron is seldom a tranquil lake. The construction period and workable days from the surface are limited. Two previous attempts to construct this intake shaft by conventional means had been thwarted by lake storms. These approaches were circular sheet-piling cofferdams with the intention of sinking a 30 foot OD, five foot wall thickness concrete casing in the center. However lake storms, particularly in the months of November and December, proved disasterous. The last attempt was halted in December 1970 when three of the seven circular cofferdams on the north side were destroyed by pounding waves. Then, due to the nature of the technical difficulties and limited construction schedule time, it seemed desirable to devise a way in which construction could proceed without being too lake-sensitive. Obviously, if men could work from the tunnel and proceed upward toward the bottom of the lake, not having to worry about the soil collapsing and bringing the lake in on their heads, the construction would be unimpeded by adverse weather. The answer to this, however, required techniques beyond the ordinary. Approximately two years previous to the start of this shaft, nine shafts had been efficiently constructed on the same project site

Chemical and radioisotope stratification studies were carried out in an abandoned uranium tailings pile at Elliot Lake, Ontario, Canada. The tailings, with an average thickness of 7 m over an area of 16 hectares, were deposited approximately 20 years ago on a layer of black peaty material which overlays deposits of permeable glaciofluvial sands. Geohydro-chemical investigations of this tailings area have been ongoing since 1978. The radioisotope profile study was conducted on three adjacent sites. Solid core samples, collected with a split spoon sampler at various depths, were analyzed for various chemical and radioisotope constituents. The results indicated by 2 distinct zones of stratification; an upper zone, where the constituents were uniformly distributed, and a lower zone, near the peat-tailing interface, which showed increasing concentration with depth. Within the peat layer, the concentration decreased rapidly with no significant levels of contaminant penetration below the peat layers observed, though the samples were limited. The pH profile showed that the top 5 m of the tailings have been oxidized, the average soil pH in this zone was 3.4 compared to 5 .8 underneath it. The groundwater hydrology of the system was observed to be complex showing downward and lateral flow in the dry season and lateral and upward flow during the spring and periods of heavy rainfall. The results are discussed in terms of a model based on the combined segregation and settling process of the tailings fine fraction, and the geohydro-chemical interaction of the solid and liquid phases.

Powerful, yet inexpensive, personal computers running Windows-95 operating systems provide powerful mine-wide monitoring capabilities when properly engineered. Long awaited conductivity over LAN, phone and Internet links provide new dimensions for sharing information throughout an operator's organization, in- deed around the world. On-line data analysis, archival data storage and historical trend viewing generate shared inputs to production, safety and maintenance personnel. Five years in development, Rel-Tek's new EZ-Trol/W-DX system was engineered around the pilfalls of a Windows environment. It now offers higher speeds, 3D animated graphics and long distance telemetry - all with better reliability than ever before possible. The ubiquitous DDS utility inherent in most Windows was discarded in favor of a lightning fast RAM format. Several ponderous interpretive programs were redesigned into a single compiled entity, thus avoiding the overhead from message conversion, handshaking and transfer. To make the system user friendly, a 'Wizard" utility helps operators set up and reconfigure their systems on site. In-mine data acquisition telemetry was also re- vamped, incorporating a unique noise avoidance scheme, dubbed the "DX" bus - enabling longer distances and higher reliability. 12- bit analog conversion provides the enhanced resolution needed for field scaling auto-cal sensors. By mid '96, eight EZ-TROLMI- DX systems were up and running, several for more than a year. Factory updating and assistance are possible over a phone or Internet link. Our factory testing of components routinely includes actual operation at 2400 BAUD over 14 miles of twisted pair wires.

Off-highway tire costs represent a significant portion of the total mining costs in openpit, truck-shovel operations. To extend the lives of tires, the site-specific factors influencing tire life should be investigated Valuable data can be obtained by combining historical operational data captured by a mine dispatch system with detailed tire and maintenance histories. Assuming that failure counts satisfy a Poisson distribution, F-tests can be applied to determine significant deviations from desired or target counts. The methodology developed in this paper can be used to identify the haul routes and loading and dumping zones that have significantly higher incidences of tire failure. Corrective action can then be targeted at these zones by modifying the shovel or truck operator practices; changing the haul route maintenance and clean up practices; or altering the bench, ramp or waste dump design parameters. An example is given of the correlation of tire separation and tire impact failures with haul routes for a fleet of nine Caterpillar 793C trucks in operation at the Chuquicamata Mine in northern Chile. A high incidence of impact failures was observed for the ex pit ore crusher and for tires installed in the left outer rear position on the trucks. The latter was postulated to be due to a preference for drivers to execute right-hand turns prior to dumping. Recommendations were made to revise crusher and dump cleanup practices and investigate the feasibility of super-elevating the surface of dumping zones to reduce ground pressure on the left rear tires.

Recycled materials are increasingly being used in road construction to supplement natural aggregate derived from crushed stone, sand, and gravel. An understanding of the amount of substitution that is taking place, its economics, and factors affecting the level of substitution is useful in estimating the potential for recycling and in assessing the total supply of aggregate. While U.S. consumption of recycled aggregates from crushed concrete is estimated to have increased 160 percent between 1994 and 1996; it comprised less than 5 percent of total aggregates consumed in 1995. Construction waste supply is regional, and is determined by infrastructure decay and replacement rates. Aggregate recycling rates are greater in urban areas where infrastructure is being replaced, natural aggregate resources are limited, disposal costs are high, or strict environmental regulations prevent disposal. Recycling is expected to increase as construction contractors attempt to save on transportation, disposal, and new material costs. Aggregate producers include recycled material as an option to consumers in order to prolong the life of their reserves and improve their range of products. Recycled aggregates can be a supplement for natural aggregates in selected applications, but their use should be evaluated locally based upon relative cost, quality, and market factors Because aggregate recycling is often affected by local and regional transportation systems, disposal and tipping fees, resource supply, the market for specific products, and municipal support, costs for three representative fixed site operations of different sizes were modeled. Under study conditions, all were found to be profitable, but highly dependent upon local tipping fees and market prices, which can differ significantly by location. Smaller operations were found to have different operational dynamics, often requiring creative marketing or incentives to maintain profitability.

By an order of the Executive Council of the Provincial Government dated January 18, 1979, a Royal Commission was established under the Public Inquiries Act to: 1) Examine the adequacy of existing Federal and Provincial requirements for the protection of the health and safety of workers associated with exploration, mining and milling of uranium in B.C. and for the protection of the environment and of the public. 2) Receive public input on these matters. 3) Make recommendations for setting and maintaining standards for worker and public safety and for the protection of the environment as a result of the exploration for the mining and milling of uranium ores. At that time,and at the present time in British Columbia, no uranium mines were, or are, in operation. Exploration at a number of sites was under way and one deposit, the Blizzard deposit, with estimated reserves of 1.92 million tonnes containing approximately 4.74 million kilograms of U308 was at an advanced stage of exploration. With our Terms of Reference, and because of the diverse geology of the western Cordillera which could potentially host a broad variety of uranium, deposit types, the Commission was faced with the task of considering environmental and health protection necessary for the potential development of [any] kind of uranium mineralogy situated in [any] of the environments found in British Columbia. Over the past 17 months since that time, much has transpired, culminating in the February 27, 1980 Provincial Government announcement of a seven year moratorium on exploration, mining and processing of uranium coupled with the termination of our Inquiry before completion of the hearings. The Government sebsequently modified its decision to terminate the Commission completely, deciding instead to stop the hearing but allow time for the Commission to gather in the work that had been initiated

With the utilization of most of the "high dam" sites for hydro-electric power and the completion of most railroad routes, many tunnel contractors were extremely doubtful that tunnel driving would continue to be an important element of heavy contracting. Experience has proved otherwise. The ever-increasing need for rapid transit and for pollution control have generated, and will continue for the indefinite future to generate, a very high level of tunneling activity. At the same time, the costs of construction have traveled an upward curve in the tunnel industry, as in all other types of construction. As a result, Owners, Engineers and Contractors have sought ways and means of constructing more economically through the development and use of labor-saving devices and techniques. The development of mining machines and lasers has contributed tremendously to such economy. Before giving you a contractor's viewpoint on Owner-Engineer-Contractor relationships in tunneling, it may be well to provide some background as to matters which give rise to that viewpoint. Construction contractors in general, and tunnel contractors in particular, have always had to contend with the physical environment in which the work has to be accomplished. However, when a building contractor has constructed his foundation, and certainly after he has "closed in", he deals thereafter with known physical conditions, or at least with conditions which he could reasonably have estimated would occur. Except, perhaps, for the hazard as to earthquakes, he has cleared Nature's threats. A tunnel contractor, however, must give thought to what the physical environment may do to his job, each and every day that he is driving a tunnel. INTRODUCTION The following papers describe the extraction of nickel in the form of ferronickel from the Dominican laterites. The Falconbridge process was developed initially in the Falconbridge Metallurgical Laboratories and subsequently in several successive stages of pilot plant operation in the Dominican Republic. In the course of this work we came to believe that there is advantage in piloting on site. Mining, metallurgical and geo-political considerations all have major impact and that belief has been borne out by commercial plant experience. Lateritic nickel ores differ substantially, even within the same orebody, in their amenability to extraction methods. The Falconbridge process takes account of the heterogeneous nature of the deposit. Three years of geological field exploration led to ten years of process development after it was realised that the then known metallurgical processes would not give economical extraction from the Dominican ores. In addition to establishing the viability of a novel pyrometallurgical approach, it was necessary to verify design parameters for a very considerable scale-up to prototype commercial operation. The plant was eventually constructed within the original estimates of time and cost. Unique features contributing to the technical and commercial success of the project are described. Additionally, some bold extrapolation based on pilot plant work, eventually proved to be quite conservative. The mine is not a conventional open pit operation, but is perhaps better characterised as an earth moving job. Novel application of mobile equipment led to great flexibility in the mine, where operation of several mining fronts is essential to maintaining uniformity of ore feed to the plant. The deep South African gold mines rely on refrigeration to provide a safe working environment. Chilled water, which is produced in large central refrigeration plants, is distributed throughout mines In insulated pipes. In view of the high cost of the insulation materials and recent regulations which prohibit the use of certain insulation materials, a careful examination of the actual benefits of insulating chilled water pipes was undertaken. The objective of the investigation was to produce general guidelines regarding the use of insulation, but the results of numerous studies have shown that the use of insulation is extremely site specific and thus no general guidelines can be given. To assist ventilation engineers with studies on insulation requirements for their cooling systems a computer program has been developed. This paper describes the personal computer program which contains the same user friendly interface as developed for other COMRO programs. Is fully menu driven and incorporates a comprehensive HELP facility which provides background information and assistance with the selection of input data. The effects on the ventilation air and chilled water temperatures from not insulating chilled water pipes in certain areas are calculated. Air leakage, heat flow from the surrounding rock to the ventilation air and heat flow from the ventilation air to the water flowing in chilled water pipes are taken into account. A simple cooling system is considered in which cold water is distributed over a distance of 1 000 m through pipes to a single air cooler. The influences of changes in the temperature of the chilled water and ventilation air, as well as air leakage on the insulation requirements are determined.

Ore was first discovered at the Kidd Creek mine site during the first few days of December 1963 when a diamond drill hole there cut sulfide mineralization. This event marked the end of the search started 11 years earlier with the conception of a geological idea. Economic forces provided the stimulus needed for the application of this idea but other-events, and legal considerations, also played arole in delaying the ultimate discovery. The location of Kidd Creek is shown in Fig. 1. Management of the then Texas Gulf Sulphur Co. had become concerned in 1951 at the company's declining reserves of native sulfur in Texas. This problem was to be alleviated by new discoveries and development of methods to recover sulfur from sour gas. At the time, however, the solution appeared to lie in the recovery of sulfur from pyritic ores. Canada was chosen as the best country in which to find these ores. Walter Holyk was hired in 1951 to conduct the search. By 1952, he was working in the area near Sherbrooke, Quebec, known as the "Eastern Townships" where mineralization consisting of base metal sulfides in volcanic rocks has long been known. His observations here led him to the then revolutionary conclusion that such mineralization could have formed as part of the volcanic process and not, as was generally supposed at the time, by replacement. On learning of the discovery of similar mineralization near Bathurst, NB, he moved there in the spring of 1953. He was able to utilize his new concept and found the Half-Mile Lake sulfide deposit.

The Bureau of Mines, in cooperation with the Illinois Mine Subsidence Insurance Fund, is monitoring the response of two foundations to ground movements induced by subsidence from a high-extraction retreat room-and-pillar operation in southern Illinois. The objective of this monitoring program is to study the inter- action between the ground surface and a structure during a subsidence event. Data from such a study should enhance the understanding of the mechanisms that produce structural damage and aid in the design of structures that resist such damage. This paper describes the monitoring instrumentation and techniques as they relate to the mining and site conditions. The capability of a tiltmeter to detect and follow the tilt of the foundations caused by the mining subsidence sequence is demonstrated. Using data from this tiltmeter, the development of curvature in the foundations as they conformed to the displaced ground surface is shown. This curvature is rep- resented by differences in tilt at various points on the foundations, indicating a change in tilt over a horizontal distance. Also, even though subsidence damage has not been fully analyzed, preliminary observations of the cracks that formed in the foundations are reported. These cracks resulted in the separation of one footing into distinct pieces; therefore, their effect on the tilt readings is cited.

In recent years, a new concept in the control of electrically powered excavators has come into existence. The new type of control system has come to be known as "static" control. The use of the name "static" to describe this system is somewhat misleading since this term refers only to one of the many advantages of this very important advance in excavator control systems. In 1959, the first truly "static" control for Ward-Leonard equipped electric excavators was designed, developed and placed in service. The control system, originally intended only as a more modern electronic type of alternate to the tried and proven rotating amplifier control system then in use, has since proven to be much more.

Much has been written recently about the Henderson Mine Project in Colorado being developed by American Metal Climax, Inc. To briefly recap the project, AMAX has an ore body, containing about 300 million tons of proven and probable molybdenum ore which is located under Red Mountain on the eastern slope of the Continental Divide. The mill, however, will be located on the western slope in the Williams Fork Valley where water and space for waste disposal are more available. AMAX will carry the ore by remote controlled trains from a gathering level underground at the mine, through a ten (10) mile tunnel under the Continental Divide and thence along a five (5) mile surface railroad to the mill site. One of the more challenging facets of the project is the western portion of the ten (10) mile tunnel being driven by Dravo Corporation through difficult ground conditions, downgrade, toward the Continental Divide. The tunnel is a 16'-6" wide by 15' high horseshoe, which runs in a straight line and drops at a constant three percent (3%) grade from the West Portal to the ore zone. Dravo's portion is anticipated to be about 6 1/2 miles long and includes permanent pumping stations located every 4,900 linear feet (lf) permanent rectifier stations every 12,5001f, and one (1) 1,560 ventilation shaft. The western portion of the tunnel lies in the Idaho Springs formation, a mixture of gneiss and schist with some granitic intrusions. Toward the Continental Divide a transition into Silver Plume Granite is expected to occur. Preconstruction geologic information indicated the Idaho Springs and Silver Plume formations to be basically competent with some faulted and altered areas. It
