The National Institute for Occupational Safety and Health (NIOSH) identified hearing loss as the most common job-related disease in the United States in its 1996 National Occupational Research Agenda. Previous studies by NIOSH have shown operators of surface drill rigs without cabs are commonly exposed to A-weighted sound levels exceeding 90 dB. During hammer-drilling, A-weighted sound levels exceeding 100 dB were recorded at the operator station. NIOSH collaborated with a local drilling company to design and install a partial cab between the operator and the drill steel in an effort to reduce the sound level at the operator station. Sound level measurements in the field show the partial cab reduces the A-weighted sound level by 5-9 dB at the operator’s left ear and 2-5 dB at the operator’s right ear while hammer-drilling. This paper will briefly discuss the preliminary design of a cab and the testing of materials for construction of the prototype. Explanation of the ideas behind the prototype design and fabrication will be covered. Finally, the field test method and results will be discussed in detail.

Dumper operators are frequently exposed to whole body vibration (WBV) in surface mines. Surface mining activities involve the amalgamation of comparatively high intensity of vibration and extended exposure durations. Efficient risk reduction mandates knowing of important phases of a task that poses a threat to health of dumper operators. So far in India very limited studies have been reported on WBV exposure with regard to surface mines. This paper evaluates WBV of dumper operators based on ISO 2631-1:1997 Standards and European Union (EU) Directive 2002 for different phases of job cycle. Six dumpers were considered for this study and the vibration measurements were made for all the four phases of the job cycle by placing the triaxial accelerometer on the operator’s seat-surface and at the seat-back, independently. The findings of the study revealed that the haulage task (loaded travel and empty travel) remains the chief contributor to vibration exposure according to seat-surface and seat-back measurements. Maximum frequency weighted root mean square (RMS) of 1.12 m/s2 and 1.09 m/s2 were reported for empty travel task for seat-surface and seat-back measurements, respectively. For seat-surface measurements based on RMS, Z axis remains as the dominant axis of vibration for all the dumpers during haulage task, whereas for seat-back measurements, the dominant axis varies between X and Y. Exposure action value (EAV) based on RMS has exceeded the threshold value of 0.5 m/s2 for all the dumpers during loaded travel and empty travel for seat-surface as well as for seat-back measurements.

A 16 m by 4.7 m by 24.5 m (52 ft by 15.5 ft by 80.5 ft) underground ore bin was constructed at an 810 m (2660 ft) overburden depth in poor quality, faulted and altered intrusive rocks at Molycorp's block caving molybdenum mine. Geological engineering incorporated detailed structural mapping, rock quality classification, in-situ stress field determinations, numerical stress and failure analysis, and convergence monitoring. The ore bin was mined by conventional methods from the top down and utilized a bored raise for mucking. The initial ground support of rock bolts, lightweight steel sets, and reinforced concrete was later supplemented with an array of 6, 12 and 21 m tensioned, grouted rock bolts when wall closure was noted in the upper ore bin area. The supplementary support was optimized by computer analysis and monitoring.

Part of the increase is a result of recent Research & Development efforts to improve Tunnel Boring Machine (TBM) adaptability, capability and reliability. This paper will review the latest innovations in the TBM industry and explain in detail the results of these innovations followed by a forecast where the technology will take the tunnelling industry in the future.

The Crandon deposit, located in northern Wisconsin, is a 65.8 million ton Precambrian volcanogenic massive sulfide deposit which averages 1.4% copper and 5.8% zinc. The deposit is classic in origin, mineralogy and shape. Comprehensive understanding of the geology of both the deposit and the project site has been fundamental to the credibility and success of Project feasibility studies and regulatory permit preparation. Mine development in the current investment and regulatory climate requires thorough and timely application of geologic tools. From 1977-1980 geologic activities were focused on the typical objectives of orebody delineation, reserve estimation, depositional geology, and general site investigation. Results from these programs formed the basis for the Project's preliminary feasibility studies. Since 1981 further geologic investigations have provided criteria for project design, site management, and operational permitting. Activities have included mine entry position definition drilling, developing geostatistical reserve modeling, large diameter (150 mm) core drilling for mill pilot samples, rock mecha¬nics testing, and evaluation of the glacial overburden/deposit geohydrology for computer simulation.

This paper summarizes the main achievements of our previous project entitled "Development of a technological system producing quality guaranteed fly-ash based binder". Furthermore, this study deals with the laboratory experience of lignite fly ash utilization for two different goals. On the one hand the fly ash was tested as a binder; on the other hand it was investigated as an underground mine backfill material. Considering the first goal, the utilization of a mixture of mechanically activated fly ash and lime for producing an independent binding composition has been assessed involving determination of relationship between the degree of activation of fly ash and the strength of the obtained concrete. The results confirmed that this hydraulic binder is suitable for construction of stabilization and capping layers or base layer. Regarding the backfilling application, this paper presents laboratory experiments, their results including settling tests, hydraulic permeability and strength measurements and dense slurry technology related results.

THE PROBLEM Two and a half years have gone by since the December, 1976 Civil Engineering article on subway costs caused such a furore. What has happened in this interval? Even after discounting the crushing inflation rate, costs are still increasing, and there is no sign of a turndown, even in the rate of increase. Some steps outlined in the article have been taken. In April this year, the first D.O.T.-sponsored Peer Review Group, made up of managers of other transit properties, met in Boston to review MBTA's $500 million Red Line Extension-Northwest for cost effectiveness. While the impact of a review at the end of the design phase, with substantial segments under contract, cannot be as effective as a review early in the design phase, it is nevertheless a start. This first meeting will be followed by a review of Boston's Orange Line relocation, the final design for which is just underway. In the industry at large two facts are evident: 1. We are failing to reduce underground construction costs. 2. Underground construction is in danger of pricing itself out of the market place. It has always been a greater challenge to design a Chevvy than to design a Cadillac, but it is the Chevvy we need today. Much attention has been focussed in the past on engineering design in the narrow sense: areas such as ground loading conditions and concrete design. This summary of international mineral exploration activities for the year 2009 draws upon information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on industry exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analyses of exploration activities by the mineral industry based upon these data. Two types of information are reported and analyzed in this annual review of international exploration for the year 2009: 1) budgetary statistics expressed in U.S. nominal dollars provided by Metals Economics Group (MEG) of Halifax, Nova Scotia, and 2) information on regional and site-specific exploration activities that took place in 2009 and were compiled by the USGS. The MEG information summarizes planned company budgets for worldwide exploration activities in 2009, primarily for base metals (copper, lead, nickel and zinc), diamond and precious metals (gold, platinum-group metals and silver). Information on uranium exploration was included in the MEG overview for the first time in 2007, although this information was not included in the USGS analysis prior to 2008. The MEG survey methodology was changed in 1999 to include companies with exploration budgets greater than $100,000, as well as those companies included in prior studies whose anticipated budgets were above $2.9 million. MEG estimates that its post-1999 surveys cover at least 90 percent of world nonferrous nonfuel mineral exploration budgets. The 2009 survey is reported by MEG to cover an estimated 95 percent. Companies who chose not to participate in the MEG study, private companies that do not publish data and government-funded exploration activities make up the majority of the remaining 5 percent. MEG included 86 more companies in its 2009 survey than it did in 2008.

The need to increase ore recovery and pillar stability caused the Magmont Mine staff to investigate the use of sandfill to accomplish both tasks. The use of hydraulically stowed classified mill tailings as a subsidence preventative will be discussed as well as the use of sandfill in pillar recovery and as a part of the regular mining cycle.

Until a few years ago tunnel construction was based exclusively on experience. In recent years, however, numerical models have increasingly become an integrated part of tunnel design [2]. These models permit good evaluation of the tunnel's support behavior even before it is designed. In particular, numerical methods are highly suited for the development of new construction methods. The prerequisite for this is the application of high-performance pre- and postprocessors, permitting the design engineer to come to a quick interpretation of the analysis results. In future, 3D analysis will take on increasing significance, for which reason this paper also deals with this type of models.

In responding to mine fires and explosions, accurate and timely analysis of the mine atmosphere is critical in making decisions regarding firefighting, mine rescue and mine recovery operations. For many years instantaneous analyses were available to rescue workers using handheld or portable gas detection equipment, including infrared, electrochemical, or catalytic measuring devices for a limited number of specific gases such as oxygen, methane, carbon monoxide and carbon dioxide. Instantaneous sensing technology is not available for all gases, such as nitrogen and hydrocarbons, found in a mine fire atmosphere and cross-sensitivity can be a problem with this technology. For these reasons, air samples are collected for injection into a gas chromatograph for a complete and accurate analysis for all gases including oxygen, nitrogen, methane, carbon monoxide and carbon dioxide, as well as ?fire gases? such as hydrogen, ethylene, ethane, and acetylene. This method requires additional time for transporting the samples to the laboratory near the mine, as well as an instrument operator to inject the samples for analysis. The use of a portable micro gas chromatograph with a continuous and automatic injection system has been implemented by the Mine Safety and Health Administration (MSHA) during mine recovery operations. The device directly samples the mine atmosphere from an underground location every twelve minutes and automatically analyzes the samples for all of the mine fire gases. The portable unit utilizes micro technology and the operating software has been modified to perform the calculation of sample results in and Excel® spreadsheet without user interaction. This paper describes the micro gas chromatograph system and its use at a recent mine recovery operation. The automated remote operation of the micro gas chromatograph has been shown to be a good alternative to infrared and electrochemical sensors used for mine atmosphere analysis.

The city of Indianapolis has more than 25,000 homes currently on septic systems. Many of these systems do not function well because of their age and surrounding soil conditions. As Indianapolis has worked to eliminate septic systems and install sanitary sewers in large unsewered areas on the north-west side, capacity of the existing Belmont North Interceptor (BNI) became a concern. The BNI system currently services an area of approximately 80 km2 (31 sq miles) located within the northwest quadrant of the city (Fig. 1). Monitoring of the existing interceptor indicated portions of the sys-tem flowing half- to two-thirds full during dry weather conditions and surcharging during some wet weather conditions. Further analysis of the BNI based on growth projections coupled with increased sewershed yield resulting from the city?s septic tank elimination program (STEP) indicated dry-weather flows could potentially triple over the next 20 years. The Mine Safety and Health Administration?s (MSHA) Roof Control Division (RCD) collects a variety of geological and engineering information pertaining to mining conditions in surface and underground mines throughout the United States. Recently, lineament analyses, trends of geologic structures, and inferred stress directions based on mapping at mines with problematic ground conditions, have been integrated into a GIS. The incorporation of different kinds of information into the same geographic coordinates and map projection, placed on digital geologic maps, allows site specific data to be evaluated in a regional geospatial context, identifying trends in the orientation of horizontal stress or patterns of structural geologic features. As more information is collected, the GIS will evolve as a tool for district- and basin-wide evaluations of controls on ground instability, and may evolve into a predictive tool for some kinds of geologic hazards. In addition to the geologic and geotechnical evaluations, the GIS also serves as a searchable database of previous mine investigations. The database can be searched for a variety of criteria, and the results displayed in real geographic coordinates to find the locations of previously visited mines or to evaluate mine fatality and injury data. This not only allows old reports to be found, but also places the information in a geospatial context with respect to neighboring mines or geographic areas. The GIS also has the capability to serve as a digital mine map repository, where maps can be stored in digital, georeferenced format for display in relation to each other and various themes of interest. This allows evaluation of multiple seam mining interactions and proximity to other mines, and on a national level could serve as an abandoned mine map database.

The Homestake Mining Company at Lead, South Dakota is one of the few remaining gold properties still in operation, in this country. The mine is relatively deep, with a bottom production level of 4250 feet, and a bottom development of 6200 feet. 4, 800 tons of ore are produced daily from three rather large, but inconsistent ore bodies; the dip of which is easterly at about 72 degrees, and the plunge to the south is about 30 degrees. The ore is, for the most part, a chlorite schist with large veins of secondary quartz and cummingtonite schist The ore is not continuous in any direction, but is localized at the ridges of the very intricate system of anti clinal folds. This property has been in active production since its establishment in 1876, except for a period during World War II. The incentive, or contract pay system, has been a gradual process that has been developed by the trial-and-error method down through the years. In looking over the old records, hand-shoveling was paid on an incentive basis as far back as 1916. Since this time, the contract system has grown until it now includes almost all types of underground work - except haulage and maintenance work

Large amounts of limestone fines co-produced during the processing of crushed lime-stone may be useful in the sequestration of carbon dioxide (CO2). Accelerated weathering of limestone (AWL) is proposed as a low-tech method to capture and sequester CO2 from fossil fuel-fired power plants and other point sources such as cement manufacturing. AWL reactants are readily available, inexpensive and environmentally benign. Waste CO2 is hydrated with water to produce carbonic acid. This reacts with and is neutralized by limestone fines, thus converting CO2 gas to dissolved calcium bicarbonate. AWL waste products can be disposed of in the ocean. Feasibility requires access to an inexpensive source of limestone and to seawater, thus limiting AWL facilities to within about 10 km (6 miles) of the coastline. The majority of U.S. coastal power-generating facilities are within economical transport distance of limestone resources. AWL presents opportunities for collaborative efforts among the crushed stone industry, electrical utilities, cement manufacturers and research scientists. There is a concern that CO2 generated from human activities is contributing to climatic and environmental changes. Approximately one-third of anthropogenic CO2 emissions come from burning fossil fuels to generate electricity. Each power plant is capable of emitting several million tons of CO2 annually. A variety of other industrial processes, such as cement manufacture, oil refining, and iron and steel production, also emit large amounts of CO2. The level of atmospheric CO2 can be reduced by capturing CO2 from point-source emissions and storing or sequestering it in isolation from the atmosphere (U.S. Department of Energy, 2003). In 1999, G.H. Rau and K. Caldeira proposed a geochemistry-based method that is referred to as accelerated weathering of limestone (AWL) in a paper titled ?Accelerating carbonate dissolution to sequester carbon dioxide in the ocean ? geochemical implications.?

SME’s Arizona Conference was held at the Doubletree Hotel at Reid Park in Tucson on Dec. 5and 6, 2004. The annual conference is organized by the Arizona Conference Board of Directors, which represents SME sections in Arizona and adjacent areas. The conference provides an opportunity for individuals and corporations associated with mining in the region to get together each year to discuss the status of the industry. The meeting featured a keynote address and more than30 technical papers. Two years ago, the U.S. copper industry was facing on a run for two years now,” and “both precious metal and base metal prices are going up.” The increases in metal prices were attributed to development in China and other Asian countries. “With a population of 1.6 billion, China has recently created 80 million jobs,” said Silver.

The new Roasting Facility at Barrick’s Goldstrike Mine in Nevada, U.S.A. was developed to process 12,000 tons per day of refractory gold ore. The process consists of crushing, dry grinding, roasting, extensive gas purification, calcine quenching and leaching in the presence of activated carbon. The new plant is integrated into the existing Goldstrike facility, treating ore from both open pit and underground sources. The process design, procurement, construction and commissioning of the Roaster facility was performed successfully over a 3½ year period with peaks of 400 engineering personnel and 950 construction personnel supporting the project. The US$330,000,000 project was completed ahead of schedule and under budget. The commissioning was well planned and proceeded smoothly through a rapid start-up to achieve all primary goals within three months of the start of processing of ore.

The Jollyville Transmission Main will be a 10.5-km- (6.5-mile)-long, 213-cm (84-in.) diameter rock tunnel. The tunnel will pass beneath the Balcones Canyonlands Preserve, which was established to protect two endangered bird species, six endangered cave invertebrates and a threatened salamander. To address the sensitive habitat that the transmission main is to pass through, the city of Austin developed an environmental commissioning (EC) process that brought together environmental engineers and scientists, the city?s project management team and the designer team to work collaboratively to meet the city?s goals of producing a cost-effective design while also protecting the environment. This paper describes the environmental commissioning process and the benefits it brought to the project and environment through some unique environmental mitigation measures to protect this sensitive area.

In 2006, McNally International Inc., in a joint venture partner-ship with Aecon Constructors, was the successful bidder on two York Region Tunnel Projects: the Bathurst Collector/Langstaff Trunk Sewers and the York Durham Sewer System (YDSS) Interceptor Sewer 19th Avenue, both in the Toronto area. These projects comprised a total of 13 km (8 miles) of 2.74 m (9 ft) finished diameter tunnels and are both part of the YDSS. Both contracts required the use of earth pressure balance (EPB) tunnel boring machines (TBM) with a precast concrete segmental liner.

The Washington Metropolitan Area Transit Authority's Wheaton Station and tunnel design was completed and offered for bid in the Spring of 1983. The format was unique to the Authority: a four part, four fiscal year contract developed in response to funding limitations with construction divided into four stages allowing the maximum amount of work to be done each year for the funds available. The bid was based on the entire contract, but was orginally awarded for only the first year's work. Each year's work had a maximum funding limitation thus safe guarding the Authority from a grossly unbalanced bid. The Authority's estimate for this work was $83,871,524. The low bid came in at 61% of this for a total low bid of $51,512,058. The low bidder was ILBAU America Corporation whose home offices are in Austria. Following receipt of the bids (and resolution of objections cited by other bidders who felt that the job could not be done for the $51 Million dollar figure), a Notice-To-Proceed was given on October 5, 1983. The construction contract allows a Value Engineering Change Proposal, called a VECP which is initiated and developed by the contractor to change the drawings, specifications or other requirements of the contract. Among other things the VECP should decrease the contract price while maintaining the service life, reliability, ease of maintenance, and standardized features and appearance and not require an unacceptable extension of the contract time. A VECP must estimate the amount of the net savings
