Since 1978, the Colorado Department of Health has become involved in specific investigations of possible radiation hazards among nonminers in Colorado communities. In each instance, the improper disposal of mill tailings has precipitated concerns and allegations of radiation hazards. This presentation is a brief summary of the findings, to date, of 4 such investigations involving tailings disposal problems in Canon City, Denver, Durango and Grand Junction, Colorado. Canon City In the summer of 1979, allegations of excessive cancer incidence were made at public hearings concerning an application for a Radioactive Materials License submitted to the Colorado Department of Health by the Cotter Corporation for a uranium mill at Canon City. Canon City is the site of a uranium mill operated since 1958 by Commonwealth Edison. Local residents accumulated figures and calculated rates suggesting a 2-fold excess in total cancer mortality. These rates were not adjusted or standardized for demographic varibles. A review of cancer mortality data and computation of age standardized rates for years 1950 through 1977 showed that Canon City's cancer mortality rates were within expected limits, actually lower than rates for the State of Colorado or the United States. The first slide shows rates for every fifth year, 1950 through 1975. Further, an analysis of Canon City cancer incidence data from the Colorado Central Cancer Registry revealed that 1979 incidence rates were not significantly different from Colorado rates, with the exception of prostate cancer. The next slide shows age standardized incidence rates for lung, colon, breast and prostate cancer. Data were also reviewed for leukemia, myeloma, lymphoma and cancers of the thyroid stomach, uterine certix, ovary, kidney, bladder-and brain, however, small numbers of cases prevented meaningful rate calculation. 1980 data are presently being analyzed. None of the data yet examined support allegations of radiation-associated cancer in Canon City. Denver In February of 1979, the Department of Health became aware of a number of radium mill tailing deposits in the Denver metropolitan area, remnants of the radium milling industry of the early 1900's. Several of the deposits were situated so as to possibly contribute significantly to radiation exposure of a small number of people over a period of several decades. The Department developed protocols for radiation surveys, dosage estimates and, for a small number of persons, body burdens determinations and peripheral blood lymphocyte cytogenetic studies. The results of this investigation suggested no measurable biomedical impact as a result of the radium deposits. Durango In October of 1979, a physician residing in Durango, Colorado released information from a preliminary analysis of lung cancer data suggesting an incidence rate several times expected in that city. The data were presented at a meeting of a citizen's group concerned about the possible health hazards of 2 uranium mill tailing deposits located in the south end of the city. Since cancer incidence data generally do not exist in most of western Colorado, a team of epidemiologists was dispatched to Durango to work with local physicians and hospitals in conducting an epidemiologic study of selected cancers for the period 1969 through 1978. After case-finding and record abstracting were completed, it was determined that sufficient data were available for study of only 3 sites: lung cancer, breast cancer and leukemia. The next slide shows age standardized incidence rates for these 3 sites for 1969-1978 for Durango and the State of Colorado. There are no significant differences in these rates. The data did show a geographic peculiarity with regards to the relative proportion of tumor types near the tailings deposits as opposed to away from the deposits, however, this finding is based upon very small numbers of cases and may represent only the random excursion of rates based upon small observations. This investigation suggests that if a carcinogenic hazard is present, it is too small to be detected by the study method employed. Grand Junction The Department of Health has been involved in the Grand Junction mill tailings problem for several years. In 1966, the Department issued an order terminating the practice of free public access to a 55-acre pile of uranium mill tailings. Prior to this order, an estimated 300,000 tons of material was removed. Of this amount, an estimated 50,000 tons was presumably used in residential and commercial construction. Despite many allegations of cancer and birth defects excesses in Grant Junction since the mid 1960s, the first epidemiologic study of cancer was conducted in the spring of 1977. Data from the Colorado Central Cancer Registry were analyzed and reported to the Executive Director of the Department of Health in June of that year. The findings of the first and preliminary study were an unexplained excess of acute leukemia and chronic myelocytic leukemia. The excess was based upon small numbers but was present across all age groups. No increase in chronic lymphocytic leukemia was evident.

It is doubtful if anyone knows precisely how many U.S. coal miners have been killed by roof falls. In 1931, 51 miners were killed by falls or rock in every 10-day period (Paul, 1). Roley (2) indicated that from 1882 to 1945, over 3,700 men were killed by roof falls in Illinois alone. During this 63-year period, roof falls accounted for 47.6 percent of the coal mine accident fatalities. Similarly, Price and Nolting (3) reported that during the 10-year period beginning in 1937, roof falls claimed over 50 percent of the lives lost in West Virginia coal mines. Over 150 miners died under fallen rock in West Virginia alone, in each of those years. Certainly, the statistics have improved over the years. The Theodore Barry Report of 1971 (4) indicated that during, the previous 4 years, fewer than 100 miners per year lost their lives to roof falls--in the entire United States. The improvement is less remarkable when it is realized that the accident rate has declined only as the number of miners employed underground has declined. The TRW Report (4) pointed out that although the number of fatalities in underground coal mining (from all causes) had been cut in half from 1956 to 1965, the fatality rate per thousand miners had remained virtually constant. The decreased accident rate was due not to a reduction in hazards but to a reduction in work force. Roof falls still claim approximately 50 percent of the lives lost in underground coal mines. Considering the increased underground production of coal which must result from our energy crisis, the environmentalists' pressure against strip mining, and our inevitably diminishing supply of strippable coal, it is apparent that some means must be found to reduce the number of lives claimed by coal mine roof falls.

There has been an increasing trend in recent months by regulatory agencies to require that estimates be made of the hydraulic head acting, under operational conditions, on the surface of primary leach pad liners. This move towards inferred performance standards, rather than specifying a prescriptive standard for all sites regardless of economics, is to be generally welcomed. The theory of flow on a sloped beach pad, which was developed by East et al, 1987 (Reference 1 and 3) has been refined and extended. Unitized curves have been developed by graphically displaying the seepage losses and resulting dissolved gold lost as seepage through the primary liner as an aid to pad liner selection and design. Very little information is available of actual hydraulic head profiles acting on the liners beneath heap leached ores. Attempts have been made to measure these by drilling from the top of the heap and installing piezometers at the base. With this procedure it is difficult to obtain accurate data due to the fact that the drilling operation itself creates a highly permeable vertical flow path which may not exist to the same degree elsewhere in the heap. Combined with the fact that it is almost impossible to ensure that the piezometer tip is sitting directly above the liner without the risk of causing some damage to the liner itself. The best time to install hydraulic head monitoring devices on the pad liner is during construction and when piezometers can be carefully placed directly above the liner and suitably protected hydraulic lines laid to ensure full hydrostatic head measurement with simple manometer devices.

The content of the paper by V. Rajaram does not fulfill the expectations of the title. But Rajaram submitted the article in October 1983, and he could not have foreseen the numerous developments that would occur before his paper was published more than two years later. Nevertheless, Rajaram failed to mention the interest in oil shale development in southern Indiana beginning in late 1979 and continuing through the present as a result of special financial encouragement of three oil shale projects in May and August 1984 by the Indiana Energy Development Board and the Indiana Corp. for Science and Technology. A session at the 1985 Eastern Oil Shale Symposium in Lexington, KY, Nov. 18-20, 1985, gave the current status of oil shale developments in the eastern United States. Speakers at this session reported on the three Indiana projects. First, Gary D. Aho, Cliffs Engineering Inc., spoke on a feasibility study by Cliffs Engineering and Allis Chalmers for a site-specific pilot plant using the Allis Chalmers process. The plant site is in Clark County, IN, on property of the Midwest Energy Resources Co. The project is funded by $240,908 each from the Indiana Energy Development Board/Corp, for Science and Technology (EDB/CST) and the US Department of Energy (DOE) and $120,454 from the corporate sponsors (total $602,270). Completion is scheduled for mid-1986. Next, Edwin M. Piper, Stone and Webster Engineering Corp., discussed the American Syn-Crude/Indiana Oil Shale Project. This effort followed the completion of two smaller projects funded by the Indiana EDB/ CST: "Testing of Indiana Oil Shale in a Petrosix Pilot Plant" (total funding by EDB/CST at $50,000) and "Assessment of the Petrosix Process for an Indiana Shale Oil Plant" (total funding by EDB/CST at $100,000). The status at the time of the report at the Oil Shale Symposium was that a request for an extension of time for securing nonfederal support had been submitted to the US Synfuels Corp. The proposal included building an 11-m (36-ft) diam retort in south-eastern Indiana to process the New Albany Shale and to produce 366 m3 (2300 bbl) of shale oil per day by the PETROSIX process. The Indiana EDB/CST had contracted with Stone and Webster at $401,100 from EDB/CST and $245,835 from Stone and Webster for activities to advance the project in the negotiations with Synfuels Corp. At the time of the report, this project was the only eastern oil shale proposal that was still on the agenda of the Synfuels Corp. As a result of Congressional action in late December 1985, federal support from the Synfuels Corp. is no longer possible. Finally, Victor H. Carr, Eastern Shale Research Corp., described his firm's project, which is jointly supported by DOE ($227,749) and the Indiana EDB/ CST ($73,850) and is entitled "Feasibility Study to Determine Suitability of an In-Situ Process to Recover Hydrocarbons from Eastern Shale." An area in Scott County, IN, had been chosen, but not a specific 9 x 15-m (30 x 50-ft) site. One burn of a small in situ retort is contemplated as part of the project. Besides these three projects, several reports on shale research were presented. Joseph Damukaitis, American Syn-Crude Corp., reported that a pilot plant using the hydrogenation-extraction (H-E) process (described at the 1984 Eastern Oil Shale Symposium) was 94% built and would go through shakedown with oil shale but would then shift mechanical devices to process coal mine waste. Current status of research on the HYTORT process was then presented by Raymond C. Rex, Jr. Oil shale beneficiation research at the University of Alabama/Minerals Research Institute was reported by R. Bruce Tippin. Scott D. Carter discussed continued research on fluidized-bed retorting of shale at the Kentucky Center for Energy Research Laboratory. Carl E. Roosmagi of DOE, Morgantown, reported on the oil shale research at the Morgantown Energy Technology Center (METC) laboratory. Henry J. Gomberg, Ann Arbor Nuclear Inc., discussed "Radiation Combined with Donor Solvents for Extraction and Up-Grading of Kerogen." Aurora M. Rubel and coauthor Eileen Davis presented results of research at the Kentucky Center for Energy Research Laboratory under the title "The Effect of Shale Particle Size on the Products from the Bench Scale Fixed Bed Steam Pyrolysis of Kentucky Sunbury Shale." Lastly, Maria Rockwell, Technical University of Nova Scotia, presented "Processing and Up-Grading of Low Grade Nova Scotia Oil Shale for Potential Use." A review of shale oil prospects by Gerald Parkinson in Chemical Engineering for Feb. 3, 1986, covers both western and eastern projects and includes a report that the US DOE is funding a few relatively small projects; most of the fiscal 1986 budget of $12 million for shale oil is for fundamental research. Projects include a $3.2 million three-year contract with Hycrude Corp. (Chicago) for development of the HYTORT process and a $1.2 million three-year contract with the University of Alabama's Mineral Resources Institute on beneficiation of eastern oil shale by froth flotation. The report incorrectly states that current projects include a total investment of $466 million in a pair of 18-month technical and economic feasibility studies for proposed projects in southern Indiana. INTRODUCTION Early in the morning of July 16, 1979, there was a breach in the earthen retaining dam of a tailings pond at the United Nuclear Corporation's (UNC's) Church Rock uranium mill. The acidified liquid and tailings slurry spilled through the damaged portion of the retaining wall into an arroyo that is a tributary to the Rio Puerco river system. The Rio Puerco runs through Gallup, New Mexico, and eventually crosses the New Mexico-Arizona border (Fig. 1). On its way to Gallup, the Rio Puerco and its tributaries pass through land with a checkerboard pattern of ownership, with portions owned or leased by the Navajos, individuals, the Bureau of Land Management, and the State. In terms of tailings liquid volume (3.6 x 108L; 94 million gal), the UNC spill ranks as one of the largest. The mass of solids released in the slurry (10.0 x 105 kg; 1 100 tons) appears to be close to the median for accidents of this kind, however [U.S. Nuclear Regulatory Commission (NRC), 1979]. The UNC first opened its Church Rock uranium mill in 1977 on land adjacent to acreage belonging to the Navajo tribe. The mill, which is next to the UNC Church Rock mine, is located approximately 16 km (10 miles) northeast of Gallup, New Mexico (Fig. 1). Gallup, a town of 18 000 people, is the closest population center. The region surrounding the plant site is sparsely populated by Navajos, at a density of approximately 5.8 persons/km2 (15 persons/sq mile). The UNC mill and mines employ approximately 650 persons, and the adjacent Kerr-McGee uranium mine employs about 300. The UNC mill normally processes 3.2 x 106kg/day (3 500 tons/day) of uranium ore, depositing the acidified tailings slurry in a series of three earthen holding ponds. The tailings ponds are located east of the pipeline arroyo that feeds into the Rio Puerco approximately 2.4 km (1.5 miles) from the southernmost tailings dam. The liquid portion of the tailings slurry evaporates in the ponds; hence, under normal conditions, there is no surface flow from the holding ponds to the arroyo. Both runoff from the plant site after heavy rains and possible seepage from the tailings ponds may deliver radionuclides to the arroyo-river system, however. The dam across the southernmost tailings pond was considered to be in keeping with the state of the art. However, the New Mexico Environmental Improvement Division (NMEID) had warned UNC about dangers of locating the pond over a heterogeneous geological formation. The state Engineer's Office approved of the site only after UNC agreed to strict design criteria. Others have pointed to dangers of constructing earthen dams for impoundment of uranium mill tailings (Carter, 1978). Causes of the dam break were multiple: the UNC mill filled the tailings pond to a level that exceeded permit criteria; the tailings pond was lined improperly; the dam was constructed using clay that was compacted excessively, resulting in cracking and subsequent seepage; and the unstable substrate beneath the dam permitted differential settling. The UNC Church Rock mine has continuously released dewatering effluent into the pipeline arroyo at a rate of 88.3 L/sec (1 400 gal/min) since 1968. Before 1975 this effluent was not treated; after 1975 it received precipitation treatment for removal of Ra-226. Radionuclides are also released into the river system through the dewatering of the Kerr-McGee uranium mine 1.6 km (1.0 mile) north of the UNC mill. During usual mining operations, approximately 227 L/sec (3 600 gal/min) are released into the pipeline arroyo and subsequently into the Rio Puerco. The Kerr-McGee mine began continuous release of dewatering effluent in January 1972. In 1974 Kerr-McGee began Ra-226 precipitation treatment of its dewatering releases, but NMEID data indicate that treatment has often been incomplete. The effluent from both mines has been responsible for transforming the downstream portion of the Rio Puerco from a sporadically dry riverbed into a continuously flowing stream and has contributed to the current levels of background radiation along the river system (Table 1). This paper will summarize the postspill monitoring efforts and relate the assessment of this spill to the general question of evaluating the health effects of nuclear fuel-cycle wastes. The data pertaining to the measurement of radionuclides in the Church Rock environment and the radionuclide concentrations in animals will appear in forthcoming reports. CHURCH ROCK HEALTH EFFECTS ASSESSMENT APPROACH The initial health effects evaluation involved identifying the radionuclides that were released into the river system from the tailings pond. Table 1 lists the State of New Mexico maximum permissible radionuclide concentrations for liquids released to unrestricted areas, the typical tailings liquid concentrations, and postspill river water concentrations. The tailings liquid contained comparatively high levels of Th-230, Ra-226, Pb-210, and Po-210--all of which, according to postspill river water samples, had exceeded the state maximum permissible concentrations (MPC) at one time or another. After the radionuclides in the tailings were identified, pathways through which humans could be exposed were clarified. An air-pulsated jig has been widely adopted as a main coal washer. It may be mainly because of its many technical and economic features such as large capacity, low running cost, long life, etc. However, the recent increasing demand of fuel coal requires a higher productivity and efficiency of the air-pulsated jig. To fill this requirement theoretical and experimental investigations have been conducted on model and practical jigs in Japan. This paper generalizes the results of these investigations. In jig operation it is essentially of the most importance to create efficiently the pulsation of the water best suited for coal washing. The optimum pulsation should be determined by the theory of jigging process, and the method to realize it by that of pulsating mechanism.

In particular, progress in various technical aspects of the ironmaking process, including burden materials, equipment, and operation has greatly contributed to the increase in productivity and the reduction of the fuel rate in blast furnaces. With the recent rise in the price of petroleum, the conversion of the energy source from oil to coke has resulted in a temporary increase in the fuel rate of blast furnaces.

Extensive efforts are under way to- ward applying computer techniques to mine production scheduling problems. These efforts are concentrated in four areas: optimization, computerization of traditional methods, heuristics and simulations. These areas complement each other rather than compete. Characteristics of each are discussed toward enabling the engineer to evaluate specific systems that may be encountered. Alternative approaches within each classification are described as well as the motivation for each.

In June, 1980, Reserve Mining Company completed a 370 million dollar construction project which included process modifications required to reduce the silica content from nine to five percent by weight and increase the iron con- tent of Reserve's pellets from 62.5 to 65.8 percent by weight (dry basis); process modifications and additions required to implement "best available technology" water quality controls; and installation of "best available technology" air emission controls. The new process began operation on June 24, 1980 and is being optimized to meet design objectives. Dry cobbing, fine screening and flotation additions to the concentrating process have reduced the silica content of Reserve's pellet from nine percent to five percent by weight. The process reclaims and reuses all process waters, stores all tailings in a zero discharge tailings basin and meets all air emission standards.

Chemistry plays a more important role in milling operations than is generally recognized, particularly in fluid- solid separation processes. Chemical aspects are also very important insofar as plant water quality is concerned, and in the manner in which this water quality effects plant design and operation. Aside from the inherent chemical characteristics of plant water, the mineral preparation industry is becoming increasingly more dependent on the use of mining chemical reagents--relatively new to the coal industry, but items of I standard usage in complex metal recovery plants. These chemicals have many useful properties and can produce significant improvements in operations and metallurgical efficiencies when used properly and intelligently. They can produce poor results and sometimes severe losses when used improperly. Most reagents are relatively expensive on a per pound basis, hence costs can be excessive if they are used wastefully or inefficiently.

[One of the major problems in the purchase and sale of coal shipped in lake or ocean going vessels has always been the difficulty in obtaining a true analysis of the shipped coal?s quality because of faulty sampling by manual methods. As long as coal was sampled according to standards set up by ASTM methods designated D 492-48 there generally were no quarrels with the results obtained. However, due to varied weather conditions and because of the large number of cars sampled, there is no assurance that prescribed manual methods of sampling will always be followed. Because of this problem, the organization previously called American Coal Sales Association, now part of the National Coal Association, set up a committee compose of representatives from coal producers, coal shippers and coal consumers to study this sampling problem and to devise, if possible, a means of sampling on the high lift dumpers which could be automated so that a; true sample of the coal as loaded in the railroad car could be obtained.]

There are two places in the world where potash, trade name for potassium chloride, is economically recovered from naturally occuring brines by solar evaporation. One is at the Dead Sea and the other at Wendover, Utah. American Potash and Chemical at Trona, California recovers potash from natural brines, but uses fuel to accomplish evaporation. Under proper meteorological conditions the use of solar evaporation might be desirable from the economical standpoint. Of course, this may not be true when, if by artificial evaporation, a group of very valuable salts are recovered. This is the case of the American Potash operation at Trona. Solar evaporation has its limits. The working temperature is low. We may say, just to cover most areas of the world where solar evaporation may be practical, that it will take place between 18°C and perhaps around 45°C. In most cases the average working temperature expected will be around 25°C.

Biohydrometallurgy originated, some forty years ago, from an environmental problem, namely the serious pollution of the Ohio river by acid drainage water coming from neighboring subbituminous coal mines. Studies aimed at elucidating the cause of the intensive oxidation of the iron sulfide (pyrite) inclusions of those coals, led to the discovery of a bacterium, Thiobacillus ferrooxidans (Temple and Colmer, 1951), capable of acting as a catalyzer, accelerating the otherwise very slow chemical oxidation of iron sulfide to rates many orders of magnitude higher. However, it is now recognized that the biotechnology of microbial mining dates back to 1963, when the ability of this bacterium to solubilize copper from sulfide ores was ascertained (Razzell and Trussell, 1963). Much research has been carried out on biohydrometallurgy over these last 25 years and is still being actively conducted all over the world. The interdisciplinary nature of this young branch of science and technology is reflected by the variety of experts involved: microbiologists, mining engineers, hydrometallurgists, physico-chemists, mineralogists, solid-state physicists and biochemists. This intensive research effort has provided a solid background on the fundamentals of this technology, although many important issues have still to be solved, amongst which the enzymatic mechanisms controlling biocatalysis of mineral sulfides dissolution, the influence of bulk- and surface solid-state physics of metal sulfides on dissolution mechanisms, the interaction of the various strains composing natural microbial floras. Their elucidation should permit the rationalization of biohydrometallurgical techniques and the optimization of commercial processes. Biohydrometallurgy has already achieved satisfactory results: copper recovery from submarginal copper sulfide run-of-mine ores (i.e. assaying less than 0.3% Cu) by in-situ, dump and/or heap leaching is successfully practised in many countries and uranium recovery through bioleaching is competitive with other leaching processes.

CaCO3, as a component widely existing in natural minerals, is a common impurity. In recent years, triboelectric separation has been applied to the separation of minerals containing CaCO3. However, the CaCO3’ s tribocharging mechanism is still unclear and the charging effect of CaCO3 is not obvious. In order to study the effect of triboelectric charging of CaCO3 particles under different conditions, according to the single particle frictional collision charge-mass ratio formula derived from the condenser model, an experimental platform for particle tribocharging was built in this paper. Then, the formula of charge-to-mass ratio (Q/m) was derived based on the analysis of the particle force. Particle image velocimetry (PIV) was used to record particle motion trajectories to calculate the Q/m of one particle by this formula. In the experiment, the airflow velocity, tribocharge material, and moving distance of the particles were varied to investigate the variation of the particle charge-mass ratio results. The results show that CaCO3 was negatively charged when tribocharging with mental. The particle’s Q/m is positively correlated with the airspeed. When the metal is triboelectrically charged with the insulator, the metal with a smaller work function leads to the insulator particle with a larger Q/m. As the moving distance of the particles increases beyond 230 mm, the particle charge ratio decreases. The particle charge-mass ratio is consistent with the trend of the charge-mass ratio deduced from the capacitance model.

Hazen Research, Inc., has developed a new process for removing pyritic sulfur and ash from coal. Feed coal is contacted with iron carbonyl vapors, Fe(CO)5, at 190°C which puts a thin skin of magnetic material on the pyrite and ash, but does not affect the coal. Thus, low intensity magnetic separators yield a nonmagnetic coal, low in sulfur and ash, and a magnetic refuse, high in sulfur and ash. Results are given for clean coal produced by this method. A comparison is made between results of the magnetic process and the U. S. Bureau of Mines two-stage flotation process cleaning identical samples of Pittsburgh Coal. Capital and operating costs of the two cleaning methods are discussed.

A high seam geologic condition exists at Jim Walter Resources No.4 mine which requires immediate rib support after a continuous miner cuts a place, High seam mining heights are typically 2.4 to 2.6 m (8 to 9 it) and a thick rock layer is present in the upper portion of the coal rib side. The 610 m (2000 ft) mining depth at No. 4 mine induces horizontal rib line movement after excavating an entry. Horizontal rib movement greater than 30.5 cm (12 in) have been noted. When lateral movement occurs in the high seam areas, the thick rock layer, and the coal above the rock layer, become fractured and tend to roll into the entry. If not adequately supported, large rib rolls develop in the place being bolted as well as in previously mined areas which endanger men and equipment. To control this situation rib support must be installed in the roof bolting operation as the bolting crew works towards the face. A rib control system has been developed for this high seam mining condition utilizing a mechanical anchor bolt placed at an angle in the rib and installed with a modified Fletcher DDFI- 15 bolting machine. Over 120 km (75 mi) of entry have been supported with angle rib bolts. These angle bolts constitute 43 to 60% of the total roof and rib bolt footage in the high seam port- ions of No.4 mine. The angle rib bolting system has proven safer, more effective, and more efficient than the earlier support method employing bolts installed horizontally into the rib. No rib roll accidents have occurred since the angle drill bolting machines were placed in service in 1981. By securing the broken rib material with an angle bolt anchored above the coal pillar, a more effective means of rib control is achieved. Angle rib bolting does not interfere with continuous miner productivity. In addition, bolting crews are now reduced from three to two people and the total drilling supply costs are approximately 60% the previous cost, when compared to the previous support method using horizontal rib bolts.

"INTRODUCTION Istanbul is a unique megalopolis connecting two continents. Population growth and economic development require permanent solutions and continuous investments on the transportation infrastructure. While the average population growth rate in Turkey is around 1.3% per annum, Istanbul is growing at an even faster rate of more than 1.5%. Even more striking is the fact that car ownership in Istanbul is increasing 5% a year, which is four times faster than the population growth. Although Istanbul Metropolitan Municipality (IMM) has worked persistently to improve the quantity and quality of the public transportation system in the city through, in particular, extending the available rail system network, the need for extra roads has always fallen behind demand. To make things worse, Istanbul is divided by the Bosphorus Strait, the large waterway connecting the Black Sea to the north and Marmara Sea to the south, which leads to the Mediterranean. This waterway is crossed via two suspension bridges, the Bosphorus Bridge built in 1973 and the Fatih Sultan Mehmet Bridge built in 1988. Current daily traffic across the bridges is around 450,000 vehicles per day. Ever increasing cross-Bosphorus traffic demands require other routes to be in place a soon as possible. While a third bridge farther north is currently under construction, yet another tunnel crossing is coming to the end of construction and is planned to be in service by December 2016. Being implemented under a Build-Operate-Transfer (BOT) model, Istanbul Strait Road Tunnel Project (ISRTP, the Project) has been under the spotlight not only because of its distinctive technical characteristics but also because of its robust business model, exacting financial and legal arrangements, diverse stakeholders and challenging organizational management structure. The following paragraphs offer an overall view of the Project from inception to where it stands now and extend to the imminent operational phase, touching lightly on all major aspects of this challenging journey."

The main phosphate minerals, apatite and francolite, are characterized by intensive selective photoluminescence, connected with impurities of Eu2+, Ce3+, V4+, Mn2+ and (UO22+ ). The non-uniform distribution of phosphate minerals in lumps makes photoluminescence sorting possible. As result, an intermediate product is recovered which is enriched by P205 and has relatively small amounts of chert, dolomite, calcite, fluorite, etc. In the case of Zin Phosphate Plant coarse rejects, for example, it is possible to separate a product enriched by francolite, practically free of chert and with a lowered calcite content. This material is suitable for flotation, with a potential 6-7 % increase yield of concentrate.

Conveyor systems are an essential part of many material movements in all conceivable areas of application. They are used to transport goods in raw materials extraction, agriculture, and even articles for daily use. In the process, not only distances of several kilometers but also differences in altitude of several hundred meters are bridged. The layout of the conveyor usually follows the topography at the respective installation site. Particularly in the case of large height differences, safety devices must be provided to prevent uncontrolled movement. Backstops can take over this task in predominantly ascending overland conveyors and are used either as a primary or as a secondary safety system in conjunction with a service brake. They are always used when the system comes to an unplanned standstill, whether due to a power failure, an emergency stop or a defect. When designing backstops, it must be ensured in any case that all conceivable circumstances are taken into account so that failure is ruled out without the product being unnecessarily large in size. Various safety factors are applied, some of which are even prescribed by authorities. One example is the Australian standard on machine safety for bulk material belt conveyors (AS/NZS 4024). This stipulates a redundant acceleration safety device that can absorb at least 150% of the maximum load.
