A two level risk analysis procedure which is specially designed for use in river environments, is presented. The first level risk assessment (Level I) is often adequate for purposes of most projects, and entails hazard assessment, exposure identification, consequence estimation, and risk characterization. Two unique features of the method are the Composite Hazard Rating system, which is used in hazard assessment, and a formalized decision model for risk characterization. The risk characterization procedure provides information on the acceptability of risks, can be used to distinguish between the relative severity of risks, and to evaluate whether more advanced risk assessment would be required.

Debate on an appropriate, acceptable method of regulating mine and mineral processing wastes has been ongoing since Congress passed the Resource Conservation and Recovery Act (RCRA) on October 21. 1976. Final regulatory determination on which mineral processing wastes are excluded from the RCRA hazardous waste regulations under the Bevill amendment was made by the U.S. Environmental Protection Agency on June 13, 1991. Regardless of whether a mining or mineral processing facility?s waste stream(s) lost or maintained its exclusion status under the Bevill amendment, that facility can expect more stringent regulation of affected waste streams. These more stringent regulations will be added to an already complex regulatory maze, which includes the Clean Air Act (CAA), Clean Water Act (CWA), Safe Drinking Water Act (SDWA), Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), Superfund Amendments and Reauthorization Act (SARA), and Toxic Substances Control Act (TSCA), as well as state and municipal environmental regulations.

Environmental experts face large and rapidly-increasing volumes of raw data obtained from environmental monitoring stations. These professionals must compile and analyze the data in a systematic manner to cost-effectively understand and minimize the impacts of mining. The shift toward desktop computing, combined with the downsizing of company staffs, has now more than ever created a demand for a modern, PC-based application for the storage, retrieval, analysis and presentation of environmental data. This paper discusses the general requirements of such a system, and points out specific ways in which such industry-specific software can provide convenient and useful access to the data. The software used to illustrate these features is the HydroDat program, developed by Western Water Consultants, Inc.

Gem-quality red beryl in the Wah Wah Mountains of southwestern Utah formed as a post-magmatic mineral in a topaz rhyolite flow. Unlike topaz, this beryl occurs along fractures in devitrified rhyolite, rather than in lithophysal vugs. The flow occupies a graben and perhaps a significant paleo-drainage. Beryl occurs at medial depths within the eroded flow, about 170 m below overlying mafic lava flows. Both beryl-bearing fractures and the host rhyolite show an unusual amount of argillic alteration compared with other topaz rhyolite flows. Alteration may be related to the incursion of surface water along shrinkage fractures within the flow. Whole-rock concentrations of CaO within the host rhyolite are very low (<0.01 % to 0.18%) compared with other topaz rhyolites and Be concentrations (about 20 ppm) are about average. Low Ca activities prevented fluorite precipitation and allowed Be transport as fluoride complexes. Beryl probably grew at subsolidus temperatures (-300-650°C), but above the temperature of kaolin development (200-300°C) as fluoride-rich vapors, released by devitrification, encountered fractures and mixed with vapors derived from surface water flowing through the fractures. Beryllium fluoride complexes reacted with water vapor, silica minerals, alkali feldspar, water, and Fe-Mn oxides along fractures to produce red beryl. Continued reaction of the cooling flow with surface water at lower temperatures probably produced a boiling, more acidic fluid that produced the argillic alteration. Consequently, eruption of low-Ca topaz rhyolite followed by entrance of surface water into medial portions of a devitrifying and still hot lava flow appear to be critical factors that led to red beryl formation.

These play a very important part in recovery of values from many ores. These solutions are of such a chemical nature that they are generally corrosive, flammable, and contaminating. In most cases, they are highly dangerous to the environment. Within the extractive metallurgical industry, it is also very common to have to deal with the handling of contaminating solutions with a high content of cyanide, arsenic, mercury, lead, copper kerosene, acid and many other components whose temporary or permanent confinement within the process must be adequate and absolute.

"Clays are known to contribute to a wide range of mineral processing challenges. These challenges can haunt a plant from the pit, through the beneficiation plant and even to the tailings pond and process water. Each step that the clay is present potentially experiences significant and costly impacts to the process efficiencies. The effect of clay minerals on the performance of phosphate flotation was investigated. The investigation led to an understanding of the movement of clay through the beneficiation plant, the impact on reagent usage, and the overall flotation performance. INTRODUCTION With the decline in mineral feed grades, mineral processing will continue to face challenges. One significant challenge would be obtaining high recoveries of industry specified quality mineral concentrates with lower quality raw minerals. Other challenges may be the handling of the excess tails and process water being produced to maintain a mill’s production volumes. For example, increased levels of clay have been, and will continue to be, a topic of concern for many mines. Some of these concerns include environmental regulations associated with water storage and discharge, as well as beneficiation. Gonglun Chen reported that clays produced in the phosphate industry are generally colloidal and fine (90% < 45 µm) (Chen, 2006). As such, these clays can take 20-30 years to settle, in the absence of polymeric assistance. The settling of these clays is essential as an accidental discharge can lead to substantial impacts to the wildlife and ecosystem. The Environmental Protection Agency (EPA) has referenced cases where the discharge of water can result in fines in the tens of millions of dollars, and at times causing the processing plants shut down, depending on the volume and quality of this discharged water (EPA, 1997). The turbidity discharge criteria will vary from state to state. Florida’s Department of Environmental Protection has listed a turbidity maximum of 29 NTUs, or 60 mg/L total suspended solids, above the natural background condition (Florida Department of Environmental Protection, 2016). A lot of the literature has been focused on the impact of high levels of clay (>10%) on mineral processing. Farrokhpay has reported the significant impact of clay minerals on froth stability in copper flotation (Farrokhpay, 2012). He reported that clays can form a hydrophobic slime coating on the surface of bubbles, which can yield an increase in froth stability. Clay concentrations as low as 5% can have significant impacts on the rheological properties or slurry viscosities. Increased slurry viscosities can lead to either elevated pumping/processing energies being required, decrease in flotation efficiencies due to a decrease in bubble mobility through the pulp, or decreased throughput to manage these viscosities (Tu, 2005; Farrokhpay, 2013; Burdukova, 2014)."

"Construction of the largest desalinization plant in the Americas has commenced in northern Chile. It is part of a several billion dollar expansion at a copper mine whose operations nearly stopped due to the challenge of securing a reliable source of water from the Pacific Ocean in a safe and environmentally sound manner. This paper discusses the risk management, design and construction of a quadruple chamber intake and outfall shaft, high capacity pump station, three 7m diameter vertically drilled marine shafts and three subsea tunnels constructed through challenging Andean hard-rock geology. The three 2.5m diameter subsea microtunnels are being mined with vertical curves through variable quality rock 30 meters beneath the ocean and retrieved in the wet from the 7m diameter marine shafts. INTRODUCTION AND BACKGROUND The battle for securing the rights to a constant water supply is a worldwide issue and nowhere is that more evident than the Atacama Desert of Chile, the world’s driest place with areas of the desert that have not seen rainfall in recorded history. The Atacama Desert also happens to be home to some of the world’s largest ore deposits which require huge amounts of water to extract and process. What available water there is comes from three main sources: deep seated wells, glacial water from the Andes Mountains, and desalinated water. Vying for water from wells and glacial streams and lakes are numerous agricultural and domestic facilities in the valleys surrounding the Atacama Desert. Environmental regulations and legal rulings have limited the amount of “natural” source water which can be used for mining purposes. Desalination plants are a known solution for combating water scarcity, albeit a costly one. The total estimated cost of constructing this desalination plant is over $3B USD, which will include a 2500lps capacity and an approximately 118km pipeline from the coast up to the mine located in the Andes. The overall scope of the project includes design, procurement, and construction packages for the 2500lps desalination plant including the seawater reverse osmosis plant, water conveyance to the mine, power transmission, the reservoir and the marine works package which forms the basis of this paper. The Great Belt Link is a $3.5 billion fixed link across an 18 km (12 mile) wide body of water that separates the island of Zealand, on which Copenhagen is situated, and the main land mass of Denmark, Jutland, which is part of the European continent. The project consists of three main contracts. The first contract is an 8 km (5 mile) long, two-bore railway tunnel for the eastern half, the second contract is a 6.6 km (4 mile) combination railroad and highway bridge for the western half, and the third contract is a 6.7 km (4 mile) long high-level highway bridge for the eastern half. This paper will discuss the Eastern Railway Tunnel Project and the methods of construction that the joint venture consortium plans to use, along with its equipment selection. The ground conditions to be encountered begin with glacial tills, which are a mixture of clay, silt, sand, gravel, cobbles, and granitic boulders. The boulders can be up to 1-3 m (3-10 ft) in diameter. Underlying the till is a marl which is sometimes highly fractured with hydrostatic pressures of up to 8 bar. About 40% of the tunnel is in till and 40% in marl, with the remaining 20% being a mixed face of the two formations.

The National Institute for Occupational Safety and Health (NIOSH) has been evaluating longwall mining-induced strata fractures and their impacts on casing stability of Marcellus shale gas wells located in longwall pillars. To understand the extent of overburden fractures after longwall mining, NIOSH researchers drilled a postmining corehole into the fractured strata above the Pittsburgh coal seam longwall gob. Knowing the extent of the fracture zone height will help gas operators minimize the hazards of drilling into longwall gobs. The core was retrieved from the surface down to the top of the gob void. Various fractures were encountered varying from 35 to 64 degrees, depending on lithologic type and relative closeness to the gob. The longwall panel dimension was 457 m wide and 3657 m long, in which the total fracture zone height was found to be at 141 m and the hydraulic connected fracture zone at 87.7 m above the top of the Pittsburgh seam. In addition to core drilling through the gob, FLAC3D modeling was also used to simulate the formation of fracture zone and the orientations of longwall-induced fractures. This study provides much-needed evidence on the fracture zone of Pittsburgh seam longwall gobs to help gas operators avoid potential hazards associated with drilling through highly fractured zones

The guidelines were prepared based on the standards and regulations adopted by two prominent coal mining countries, the best practices developed by the mining industry, and the applicable standards used in the United States for the fail-safe operation of main fans.

The South African Mining, Extraction, Research, Development and Innovation (SAMERDI) strategy was launched in 2019 with the goal of modernizing the mining industry. It comprises three major research initiatives: improvement in the efficiency of extraction and health and safety in current mining operations, development of fully mechanized systems to mine narrow tabular ore bodies in hard rock, and development of extraction systems to break rock without using explosives. The crosscutting Advanced Orebody Knowledge (AOK) program seeks to develop and implement drilling and geophysical technologies that can characterize the rock mass ahead of mining and identify potentially hazardous geological features. This knowledge will be integrated with information derived from seismic monitoring. Mining methods, layouts and rock support systems will be adjusted accordingly to mitigate the risk of rockbursts. Boreholes are routinely drilled ahead of mine workings using diamond-impregnated bits. The drill core is logged to identify lithology and geological structures (especially dykes and faults that may be seismogenic), sample the ore body for grade control, and detect areas that may contain water and/or flammable gas. Methods and technology to improve the efficiency of drilling and maximize the information obtained from the drilling process, borehole core, and the borehole itself are being investigated. A range of geophysical technologies are being developed to map the rock mass from the skin of the excavation to a distance of several tens of meters. Light Detection and Ranging (LiDAR) is used to map the geometry of the excavation, including prominent joint, vein and fracture sets and the presence and performance of rock support elements and systems. Ground Penetrating Radar (GPR) is used to penetrate deeper into the rock mass and image joints, fractures bedding planes that influence the stability of the hanging and side walls. Image processing techniques known as ‘seismic attributes’ are being applied to the radargrams to improve interpretation. Electrical Resistivity Tomography (ERT) and various active and passive seismic techniques (e.g. Tunnel Seismic Profiling (TSP), ambient noise tomography) achieve even greater penetration into the rock mass. Finally, machine learning is used to improve the processing and interpretation of seismic and radar data.

At the Frood Mine of International Nickel, tests were begun in March 1966 to evaluate the use of low profile diesel Load- Haul-Dump equipment in cut-and-fill operations. In December 1966, this test was extended to drawpoint loading of caved ore at the Creighton Mine. The results of these tests conclusively demonstrated the effectiveness of this equipment in the operations at International Nickel. This paper describes the equipment used, the operation of the equipment, production data and operating details. Also discussed in the paper are other trackless equipment which works with the Load-Haul-Dump carrier. Production and Safety comparisons are made with the slusher method in bulk mining, giving the reasons for replacing the slushers at the mines of International Nickel Company of Canada, Limited, Ontario Division.

Even with the most conservative mine plan, rib instability can occur unexpectedly, and if not adequately dealt with, can progress from a nuisance to a major safety hazard. This Bureau of Mines paper examines the mechanisms of progressive rib failure in high mine openings and discusses techniques to control rib slabbing. A field test site in a longwall mine was instrumented to investigate rib behavior during mining. While data analysis showed minor pillar dilation, sporadic zones of progressive rib instability were detected which culminated in eventual rib failure. The failure occurred despite conservative pillar dimensions and shallow depth. Physical and computer models were used to demonstrate the mechanisms of rib failure and then evaluate the influence of support and other mine-related parameters on rib behavior.

"The overall goal of this study was to develop a suitable flowsheet to extract rare earth elements (REEs) from coal ash. Only the findings from the first part of this study is being reported at this time. A total of fourteen coal samples of different ranks were examined for REEs concentration. An anthracite coal sample, originating from Pennsylvania having more than 700 ppm (in the coal ash) was selected for the REE extraction tests. The experimental program completed so far included high temperature leaching using nitric acid, followed by the solvent extraction tests. A 4x2x2 experimental design was used to conduct a total of thirty two high temperature leaching tests by varying acid molarity (at 4 levels), solid content (at 2 level) and leaching time (at 2 level). The highest LREE (light REE) recovery of 90% and HREE (heavy REE) recovery of 94% were obtained from the most optimum leaching test condition while maintaining the impurity recovery to the leachate at less than 40%. Solvent extraction experiments were conducted to recover the REE’s from the above leachate solution using a variety of organic extractants including, TBP, Cyanex, D2EHPA and their combinations. D2EHPA was found to be the best extractant during this SX text series providing nearly 99% recovery of REEs. INTRODUCTION The demand for rare earth element and other strategic metals (REM) in the world is rapidly increasing due to their use in a variety of high technology applications. More than 100,000 tons of rare earth oxides (REO) are being used worldwide on an annual basis. However, we have less than 10% of the world reserve of rare earth element (REE) mineral deposits in the US. More than 60% of rare earth oxide (REO) was imported to the US from outside (mostly from China) in the year of 2013. However, China’s institution of export quota has significantly reduced the supply of REMs to the U.S. Hence, new ways of producing REM and/or finding substitutes for those metals for the high-tech applications need to be invented/discovered in a timely manner. Coal Combustion Byproducts (CCBs), which are discarded as waste materials in most cases, are known to contain REEs (in low concentration) that could be extracted using a suitable process flowsheet. This may be a worthwhile route to pursue considering the short supply of REMs and the abundance of coal ash in thousands of ash ponds in the US. On an annual basis, more than 110 million tons of Coal Combustion Byproducts (CCBs) are being produced while satisfying our nation’s need for electricity (ACAA, 2014). However, less than 50% of these CCBs are being successfully used in various applications and the remainder is being dumped as waste materials in the landfills and ash ponds."

"Pressure oxidation (POX) leaching of copper (Cu) concentrates continues to be explored as the next generation of leaching processes to sustain existing Cu Solvent Extraction/Electrowinning (SX/EW) operations as easily leachable ores become scarcer. The leach liquors produced, particularly from total pressure oxidation, contain elevated concentrations of Cu and acid, making solvent extraction processing more challenging. Addressing this challenge will require innovative processing techniques and continuous improvement to be successful in achieving satisfactory physical and metallurgical performance in the SX plant. The ability to efficiently process these feeds via SX plays an important role in the continued success of POX technology. Characteristics of a concentrate leach pregnant leach solution (PLS) are discussed, along with best practices that should be considered for processing by SX. Findings discussed in this paper will shed light on ways to reduce process risk and bring additional improvement to the industry with minimal change to the SX plant. INTRODUCTION Hydrometallurgical processing of copper concentrates continues to gain interest from the industry. Treatment by smelting and electro refining continues to dominate, accounting for ~80% of global copper production, but is faced with its own challenges. The case for increased hydrometallurgical processing has been discussed as high grade ore deposits are diminishing, capital costs for smelting are high, and the environmental aspects present challenges for sustainable practice. The hydromet copper industry is also turning a corner as easily leachable copper oxide deposits are depleting, and excess SX-EW capacity exists in certain regions. The transition to hydrometallurgical processing of copper concentrates will take a bit of effort as leaching of copper sulfides is difficult and byproduct credits must be considered. Various POX leaching processes have been studied and proposed to the industry as viable practices. Of the many processes, commercial use has been practiced with the Mount Gordon Copper Process, total and partial pressure oxidation by Freeport-McMoRan at their Bagdad and Morenci, Arizona complexes, the Sepon Copper Process in Laos, and the bioleach BIOCOP™ process in Chile. The experience related to the current paper centers around Cu concentrate leaching performed by Freeport McMoRan (known as CLP). The patented process was developed as an alternative to smelting and refining in 1998. The technology applies to both molybdenum and copper concentrates. Commercial CLP research and development began with Phelps Dodge in 1999 to 2001. The first commercial plant was commissioned in 2003 at the Bagdad operation. Initial operating conditions of the Bagdad CLP were under high temperature conditions before converting in 2005 to medium temperature conditions. In 2007-2009, the CLP technology was commissioned in Morenci, operating medium temperature and high temperature lite conditions until shutting down due to the economic downturn. The Morenci CLP restarted operation in April 2015 due to acid production benefits for the Morenci leach operations. Renewed solvent extraction test work initiated well before restart and has been an ongoing focus for further SX plant optimization."

Paper and paperboard manufacturers need to quantify the carbon footprint and environmental impact of their products to satisfy market, social and government demands. Coated paper products contain minerals, such as kaolin and calcium carbonate, at significant levels; some coated paper grades have mineral contents as high as 45% by weight. Some uncoated paper has no mineral content, but most uncoated paper contains some mineral to improve appearance, process efficiency and cost. Super-calendared paper grades can contain levels of mineral up to 35% by weight. This paper describes how to calculate the carbon footprint of kaolin and calcium carbonate minerals used for white pigments. The carbon footprint of these minerals strongly correlates to the primary energy sources, final product form and energy used to calcine kaolin and lime. Kaolin and calcium carbonate pigments have a favorable impact on the carbon footprint of paper and paperboard products by directly substituting for fiber and by reducing the energy needed for paper making. The failure of coal ribs is a major hazard in underground coal mines. Researchers from the National Institute for Occupational Safety and Health (NIOSH) have been working on the development of an engineering-based rib control method. A user-friendly standalone application, called Design of Rib Support (DORS), is being developed to ease the calculations of rib support. DORS can estimate the Primary Rib Support Density (PRSD, ton/ft2) for development loading. However, it still needs to take account of another key factor, bolt length, in rib support design. The bolt length can be estimated from the rib fracture depth, and this study focuses on the coal rib fracture depth analysis with numerical modeling and artificial neural network. A total of 331 FLAC3D simulations with different mining scenarios and rib conditions were conducted for this study. Machine learning was then used to predict coal rib fracture depth under different conditions. Based on the numerical simulations, the parameters for mining scenarios and rib conditions were collected as features for machine learning, and coal rib fracture depths were collected as the target to predict. Good data correlation (r-square) was obtained with the use of an artificial neural network. The

The gypsum industry makes significant contribution to the wealth of our nation. This non-metallic mineral ranks in the highest order with America&apos;s most precious resources. Evidence of this is borne out by the fact that gypsum is a vitally necessary element in the building, industrial and agricultural industries. In 1967, the United States consumed 14 million tons of this valuable ore. Of .this amount 69% was required by the building industry for the manufacture of building materials. An additional 21% was directed to the industrial market, for the manufacture of Portland Cement and for other industrial uses. The remaining 10% was used for agricultural purposes.

Degussa Corporation&apos;s peroxide-assisted leaching (PAL) process was evaluated in the batch concentrate leach circuit at Hecla Mining Company&apos;s Republic Unit. The product leached in this batch circuit is a high grade gold-silver sulfide (predominately pyrite) flotation concentrate. The primary objectives of the test program were to determine the effects of dilute hydrogen peroxide addition on leaching kinetics, sodium cyanide consumption and precious metals recovery. The results of the testing demonstrated that using dilute hydrogen peroxide produced the following benefits: - 1. Batch leach time requirements decreased by 80%. - 2. Sodium cyanide consumption in concentrate leach reduced by 55%, which translated to an overall plant reduction of 20%. - 3. In the concentrate leach process, gold recovery was increased by 1 to 2%. Because of the excellent metallurgical results achieved with the use of dilute hydrogen peroxide, as well as an economic incentive, PAL has become standard practice in the concentrate leach circuit operation. A complete description of the Republic PAL plant evaluation and performance is provided in this paper. In addition, process chemistry considerations in regard to the role of hydrogen peroxide are discussed.

Mining projects which contain sulfide mineralization face increasing regulatory hurdles due to environmental concerns over acid rock drainage (ARD) and the ability of long-term reclamation to protect water quality. Among regulatory agencies, much of the perception about sulfide projects has been based on conditions at historic mining sites at which little or no effort was made to control ARD. With proper design measures, ARD production can be greatly reduced or eliminated. The science of ARD prediction and control must be expanded to enable mine planners to anticipate the effect of various facility design options on ARD potential. Some common-sense examples of geochemical prediction techniques and mitigation measures for waste rock dumps, spent ore heaps, and mine pits are described.
