The issues involved in mine closure are usually complex, and the risks are significant. Although environmental risks are paramount, other issues such as safety, community, legal, fiscal and technical factors need to he taken into account. This paper describes a simple empirical model based on the concept of the closure risk factor, which will enable decision-makers to analyze the mine closure risks at any site, regardless of the complexity of the issues and the scale, scope and location of the operation. The model enables all the issues to be captured and their individual and collective risk quantified. A number of case studies in Australia and the Pacific that illustrate the usefillness of the model are presented.

The adsorption of gold onto activated carbon in iodide solutions has been studied. The adsorption rates were determined as a function of temperature, salt concentration and pH as well as activated carbon concentration. A kinetic model was also developed for the adsorption. The adsorption rate was believed to be controlled by a mixed mechanism of film diffusion and pore diffusion, but the film diffusion had a major contribution to the overall rate. Experimental findings were in good agreement with the model developed. The apparent activation energy was found to be 14.9 kJ/mol.

5 miles of soft ground tunnel excavation for the SAWS W‑6 project finished months early despite difficult conditions. Success was achieved using TBMs and other equipment built long before most of the crew was even born. The old school means and methods easily adapted to the conditions encountered and were key to the project’s success. Unfortunately, an industry trend is to specify more “advanced” equipment which can sacrifice adaptability or productivity for a perceived reduction in risk. This case history discusses when traditional methods may be the best option.

The paper discusses the background and theories of the conditions that led to the settlement of a Lovat TBM mining in an earth pressure balance mode on a recent project in Milwaukee, Wisconsin. The settlement occurred independent of human error and caused the cost of the project to increase 50 percent. The project was mined in the highly congested downtown area in alluvial and estuarine deposits, 7.6 m below the water table with a prescribed contract requirement that precluded dewatering in deference to concern for foundations of adjacent existing buildings.

The National Institute for Occupational Safety and Health (NIOSH) has been conducting research related to unconventional gas wells positioned in abutment pillars associated with active longwall mining in Southwestern PA. The Ventilation and Explosion Prevention Team at NIOSH is working toward predicting and characterizing a hypothetical casing breach and its effect on the safety and health of mine workers, gas well workers, and the general public. An important aspect of this research is to distinguish coalbed gas from shale gas in the mine environment as an indicator of a casing breach. Another noncoal gas source exists in the region in the form of underground gas storage fields which also have the potential to migrate towards mine workings. During a potential gas breach, the addition of excess natural gas to coal mine environments will exceed the anticipated ventilation loading and can create a mine explosion hazard. A methodology has been developed to distinguish these gas sources. Gas samples from the three sources were analyzed by gas chromatography, and interpretive methods were applied to distinguish the populations graphically and statistically. Bivariate plots using the hydrocarbon index and the normalized molecular ratios showed that the sources occupy different regions of the graphs. All samples of non-coal gas contained under 2% CO2, and all coal samples included greater than this amount. A multivariate T-squared (T2) test analysis relating comparing data in pairs showed a low p-value (dimensionality parameter) and a high T2 test statistic for all comparisons, indicating that these sources are different and distinct gas populations. Ultimately, stakeholders from the mining and gas production industries can utilize this method to identify gas sources and a potential casing breach.

Ground control analysis and groundwater inflow assessments for underground coal mines require in-depth field investigations including, but not limited to, geological and geotechnical core logging, downhole geophysical logging, laboratory rock strength testing, and packer (Lugeon) testing. Field and laboratory data collection are time consuming and expensive, and an initial understanding of the expected trends among various geotechnical and hydrogeological parameters can assist with the planning and optimization of geotechnical characterization studies and grouting plans. In this study, a comprehensive database is analyzed, comprised of important rock mass characteristics (hydraulic conductivity, rock quality designation (RQD), and lithology) for coal-bearing rocks in the Central Appalachian Basin. Statistical analysis of the data is completed to establish an enhanced understanding of geotechnical and hydrogeological conditions expected to be encountered as underground coal mining passes near and beneath streams and rivers. The results of the study provide valuable reference material for the coal mining industry for completion of shaft installations, mine stream crossings, environmental assessments, and grouting and mine dewatering designs.

"INTRODUCTION Iron ore beneficiation needs advances in areas such as process control, automation, burner and furnace designs, silica-free binders, and even alternative iron making routes. While some – like new binders – are only step-changes, all are tools that can help make the ironmaking industry more sustainable. This paper focuses on binders. Binders are added to iron ore fines before they are agglomerated. Binders are used to control the balling process and increase the mechanical quality (e.g. strength) of green-balls and pellets. Agglomeration usually follows thickening and filtration. Good-grade ores, which don't require upgrading, are wet ground to decrease particle size and increase specific surface area. Low-grade ores are often extensively upgraded through wet operations (flotation, dispersion and selective flocculation, magnetic separation, etc.). For both types of ores, thickening and filtration conclude the circuits so that moisture contents are lowered and the ores can be agglomerated. It's been known for a long time that thickening and filtration behaviors are influenced by zeta potential (Sandvik, 1979). Highly-negative zeta potential is good for dispersion while low zeta potential is good for filtration. So, the zeta potentials of iron ore particles are lowered with additions of acid or carbon dioxide, for example, to increase filtration rates and throughputs (Eisele et al., 2005). What happens to particles as their zeta potentials are lowered? Particles aggregate together, effectively forming larger particles. How stable then, are those aggregates during mixing and balling? Are they easily broken up during mixing (if mixers are even used)? Are they broken up during balling? Or, do the aggregates resist breakage so that the availability of ultra-fines, which are so beneficial for agglomeration (Stone, 1968), is decreased? For plants where high doses of bentonite are used as binder, the above questions may be of no concern. The bentonite adds the necessary amount of fines; however, even at those plants, the calcium and magnesium contents in the water affect bentonite's effectiveness (more magnesium and calcium means less effective bentonite). (Engesser, 2003) For plants where new silica-free organic binders are being developed and used, the above questions may need to be considered. The binder is only amongst the iron ore particles for a short period of time – until it burns away or thermally decomposes in the induration furnace – so the liberation, availability and distribution of fine particulates is very critical for the quality of balls and pellets. It was hypothesized that high zeta potential conditions would lead to good pellets, while low zeta potential conditions would lead to relatively bad pellets."

INTRODUCTION The finding or acquisition of ore bodies containing 200,000 opt gold and greater is becoming more difficult. There are more investors and small heap leach operators who have or can raise the capital to make the investments in the large ore bodies. Echo Bay Mines' approach has been to regionally develop small ore bodies, two or three in the same geographic location, which when considered together contain over 200,000 opt gold. CONCEPT The "world class" ore body syndrome, which many large gold producing companies maintain, can restrict company growth if the finding or acquisition of these large ore bodies is not forthcoming. Another approach has been taken by Echo Bay Mines. The concept is to regionally develop two or three small ore bodies suitable for processing with portable equipment. The systematic scheduling of mining, processing with a single flexible processing plant using the same management/ operator team can reduce your overall investment. The initial selection of mining and crushing equipment suitable for sun11 open pit operations is essential. A very viable option in the mining sequence is to use contract mining/crushing/screening/agglomerating and stacking. This option also lowers your initial capital investment and increases the flexibility in mining as you move from one mining operation to another. LOCATION AND SEQUENCING One single small ore body of itself is not attractive enough for the large producer. The recovery of the initial capital investment, although very rapid, does not make a viable project. The only alternative is to find two or more small ore bodies close enough geographically to each other so that the same management/operator team can be used to run the operations as each is put into operation. Echo Bay Mines has regionally located several ore bodies ranging in recoverable ounces up to 100,000 oz. These small separate ore bodies, located within a 30-mile radius of each other, for planning purposes have been considered as one single ore body. The first small ore body has the initial burden to recover the capital invested in the office, laboratory, power plant and processing plant. Other capital investments such as water supply, access and haul road, fencing, septic system, pads and ponds are reoccurring at each mine site. The first small ore body must recover the initial capital investment in the movable structures as well as the reoccurring capital investment in the fixed structures very rapidly. A total capital recovery time of 6 to 9 months should be used as an economic decision point for both choosing which small ore body should be processed first, and what the plant design capability should be. The sequencing of the small mines is very critical. All the fixed structures mentioned above must be installed at the second mine site before the first mine has been mined out. The ideal sequencing will allow for only one month between shutdown of the first small mine and production from the second. SPECIFIC OPERATION Echo Bay Mines has completed the construction of the Illipah Mine located in White Pine County, Nevada, with this small mine sequence approach. The Illipah Mine is a 40,000 ounce recoverable gold ore body. This ore body met all the necessary requirements. The United States has the largest total (364 billion metric tons) and recoverable (182 billion metric tons) coal reserves in the world.1 However, progressive coal utilization in this country has been hampered by environmental constraints, such as restrictions on sulfur dioxide, nitrogen oxides, and particulate emissions. New technologies are being pursued both to appease these environmental concerns and improve economic performance and process efficiency. These technologies, however, have not reached the level of effectiveness required for optimum operation. If more stringent emission standards are imposed, it is likely that the coal industry, and the industrial and utility sectors will look increasingly toward the successful development of new and advanced coal cleaning technologies in order to continue and promote the use of coal in this country. The EPA New Source Performance Standards In 1979, the Environmental Protection Agency in response to the amendments to the Clean Air Act of 1977 issued new source performance standards (NSPS) for utility and industrial boilers. The NSPS set emission standards for sulfur dioxide, nitrogen oxides, and particulates affecting boilers of 250 MM Btu per hour heat input or 'greater that started construction after September 1978. Plants starting construction or in operation before September 1978 remained subject to the provisions of the regulations promulgated in 1971, i.e., SO2 emissions of 1.2 15/MM Btu. The NSPS for SO2 emissions provides a sliding scale for SO2 reduction depending on the sulfur content of the run-of-mine coal, with an upper limit of 1.2 lb of SO2 per million Btu and a minimum emission level based on 70% SO2 removal. Table 1 summarizes the EPA NSPS for SO2 emission standards.

The study area is located in the NW of Uluborlu (Isparta). Massive limestones and alluvial deposits form the lithological units of the study area. The average thickness of the alluvium deposit consisting mainly of light brown - red colored and fine grained clastic sediments which derived from the limestone is about 10 meters. The aim of this study to investigate the uses of this alluvial sediments as tile - brick material. For this aim, disturbed and undisturbed samples have been taken from different depths in the alluvial deposits. Mineralogical compositions have been determined by XRD and major oxide contents by XRF. Laboratory experiments have been carried out to determine the technological properties of the samples. The selected major oxide contents of samples vary between A12O3 (24.6 - 24.12 wt %), CaO (0.76 - 4.27 wt %), Fe2O3 (10.21 - 10.29 wt %), MgO2 (1.25 - 1.51 wt %). CaCO3 and MgCO3 values calculated from the geochemical analyses, are between 1.55 - 1.62 and 2.62 - 3.17 respectively. The ratios of grain size of the samples are 82 % for < 0.2 mm and 5 % for > 3 mm. Geochemical analyses and technological features of the samples indicate that these fine grained sediments of alluvial deposit are suitable in terms of uses as tile - brick material. The potential reserve of this tile - brick material has been determined as 40 million tones.

Blast vibrations induce sounds within neighboring residences. A house wide vibration and sound monitoring system was installed in a West Virginia home which was subjected to blasts at varied distances and direction. Eighty-nine blast events were monitored and analyzed for this case study. Fifteen channels of data were collected including three triaxial geophones, one airblast microphone, one uniaxial geophone mounted to the wall of the house (response channel), and four microphones that recorded CD quality sound waves inside the house. Each of these channels was recorded on the same time reference and scale allowing for direct comparison of the waveforms. The response channel signal was easily separated into ground vibration induced and airblast induced movement due to the differences in their times of arrival. This response channel was then compared to the sounds recorded inside the home to determine which component of blast vibration induced the maximum sound response inside the home. Blasts at distances less than 762 meters (2,500 feet) had maximum sound responses from both ground vibration and airblast. While for blasts beyond 762 meters (2,500 feet), the maximum sound response inside the home was caused by ground vibration without exception. When airblast was identified as the dominant sound generator in the house, the peak amplitude of the sound was directly related to the amplitude of airblast. When ground vibration was identified as the dominant sound generator in the house, the peak amplitude of sound was not related to the amplitude of ground vibration. In these cases, sound amplitude was driven by the conditions present in the house such as loose items, doors, and windows creating sudden peaks from falling or slamming. In the same respect, sound amplitudes varied depending on where the sound was recorded. Different rooms generated very different sounds based on the contents of the room. Findings from frequency analysis showed that the frequency content of sounds inside the house were not related to frequency content of airblast or ground vibration regardless of source suggesting that residents would have difficulty determining the source of blast induced noise in their homes.

From a gathering storm of climate change based legislation that could potentially overwhelm the mining industry, to the nuts and bolts of mineral processing and just about everything in between, about 100 mining and mineral processing professionals heard it at all at the 60th annual Colorado MPD Meeting April 22-24 at the Broadmoor in Colorado Springs, CO. With a sweeping agenda under the banner ?What in the world is new in mining and metallurgy? attendees were treated to four sessions and 21 presentations that covered the range of mining industry issues. Bill Reid, president, chief executive officer and director of Gold Resources Corp., spoke about his company?s El Aquila gold project in Mexico. With five projects in Mexico, Gold Resources Corps. is aiming to become a low-cost gold and silver producer. Its flagship property, the El Aguila gold project, is a high-grade gold and silver property with significant base metal credits of copper, lead and zinc. Production of the El Aguila project was targeted for mid-2009. Reid said that three high-grade deposits have been discovered at the El Aguila project. They include the high-grade ?manto? style El Aguila openpit deposit, the El Aire high-grade polyme-tallic vein system, which is underground, and the underground La Arista high-grade polymetallic vein system. The project is located 120 km (75 miles) south-east of the capital city of Oaxaca, Mexico. Reid said the property has yielded several exceptional gold and silver surface samples, including a 36-g/t (1.1 oz/st) gold sample and a 3,100-g/t (90 oz/st) silver sample. The United States Department of the Interior&apos;s Office of Surface Mining (OSM) is responsible for regulating active coal mining and reclaiming abandoned coal mines in the United States. In working with the State government agencies that implement these programs, OSM is building a new approach that moves away from traditional "command and control" regulation and towards an approach that focuses on providing long-term environmental and economic sustainability on lands disturbed by coal mining. This initiative called "Reclaim the Future!" looks to enhance opportunities for economic development, wildlife preservation and enhancement, reforestation, and other beneficial and productive uses of lands disturbed by coal mining. The initiative is also focused on ensuring that the landowners and the local public have significant involvement in determining how best to reclaim mine sites and what post-mining land uses are most appropriate for each individual abandoned mine reclamation project or active mine reclamation. Through the use of the best scientific input in an open, participatory process, OSM hopes to further sustainable development principles for coal mining within the framework of existing United States law.

The LA Effluent Outfall tunnel is a 7-mile long, 18' internal diameter, secondary treated effluent discharge tunnel currently under construction by Dragados USA for the Los Angeles County Sanitation District No. 2 (LACSD). The purpose of this tunnel is to add redundancy and increased capacity for discharge of secondary treated effluent from the LACSD’s Joint Water Pollution Control Plant, located in Wilmington, California within Southern Los Angeles County. Current discharge from this facility flows through two existing tunnels of 8' and 12' horseshoe profile, constructed in 1937 and 1958, respectively. When the new tunnel is complete, it will add an additional capacity of 670MGD in peak wet weather flow conditions. Geology of the roughly 7 mile long tunnel was divided into six reaches by the contract documents. Tunnel Reaches (TR) 1 to 3, comprising 19,550' will be excavated in alluvial sands of the San Pedro and Lakewood formations, with cover ranging from 45 to 90 feet. In this reach the tunnel intersects the seismically active Palos Verdes fault Zone. TR 4 is a 1,600' transitional zone between alluvium and the rock formations of the Palos Verdes (PV) Hills, comprised mostly of Malaga Mudstone. TR’s 5 and 6 total 15,591', and are within the rock formations of the PV Hills with overburden ranging from 315' to 475'. The primary constituent of the PV Hills is Altamira

A couple of years ago, one of the major television networks produced a series on the environment. One episode in the series dealt with the nation&apos;s solid waste problem and some of the research being done to solve it. It was interesting to listen to one researcher who was attempting to develop a glass that when broken would dissolve in water. It was said that using this glass would eliminate over 100 million tons of solid wastes each year. At first glance, it would appear that this research-effort would make a significant contribution to environmental pollution control; however, if one pauses to consider the water, he can see that this solution to the solid waste problem may well contribute to a water pollution problem. The dissolved material must either end up in our surface streams or be removed in waste treatment systems. Either alternative may have a more adverse effect on the environment than the original problem. With today&apos;s emphasis on the environment, it is important that the effects of our activities be studied in depth. Then, by properly planning the activity, the adverse effects can be minimized. The coal mining industry 100 years ago was in the same boat, as our glass maker, is today. Unfortunately, it too failed to consider all the effects of its activities and as a result, in Pennsylvania, there are over 5000 miles of streams adversely affected by coal mine drainage. The situation is improving, however, because mine operators are beginning to recognize and accept the methods for controlling coal mine drainage. The purpose of this paper is to discuss the measures for the control of coal mine drainage and to set forth the factors that affect these controls.

The nature, usage and comparatively rare occurrence of ball clay is described. The importance of these white firing plastic clays in ceramics, particularly in the production of industrial sanitary ware and tiles, is emphasized. The US deposits are briefly discussed. What is known about relevant deposits in Brazil, Argentina, Colombia and Venezuela (the four largest ceramic producers in South America) is also described. The ceramic plants have been sited near the centers of population rather than the plastic clay deposits. At present, extraction is probably concentrated on surface residual deposits and lenses which require minimum investment. Native plastic clays are used exclusively in the tile plants, but in sanitary ware, they are often used as extenders of imported ball clays.

An example of market development is described. The market in rail-lake movement of coal is vital to a rail carrier because of its location. This market is threatened by nuclear and other competing fuel sources and by depressed all-rail unit train rates, The first step to develop the rail-lake transportation market consists of rate adjustments and tariff changes to force tighter scheduling of mines, railroad, port and boats, and thus reduce cost. The second step provides a surge pile at the port to eliminate most of the seasonal disadvantage of rail-lake movement and reduce car detention at the port to almost zero.

There are no formulas that guarantee success when it comes to obtaining zoning approval for mineral aggregate mining. Local land use decisions often times represent the most controversial issues faced by community. Public awareness, concern, willingness to get involved, sensitivity to the environment and probably most importantly fear of change only begin to describe the atmosphere in which local land use decisions are made. Add to this the public hearing process which is quasi judicial, adversarial, and unfortunately not designed for resolution of disputes and it is not difficult to see the need for an alternative to present methods. Hopefully, some day we will have a process that will do away with or at least minimize unnecessary, unproductive and unmanageable community conflicts.

Rising demand, artificial market conditions, increased overseas competition, and a fluctuating international situation have brought ever increasing pressures to bear on the nonferrous metals industries, and particularly in the United States, Although capacity is being expanded by the construction of new plants and the development of new ore deposits, increasing attention is being focused on the possibilities of improving the performance of the existing installations and of getting the most out of the new equipment now installed. At first sight the task appears formidable. Based on raw materials which are nonhomogeneous, and possessing characteristics which are hard to quantify, even the processes by which the values in the ores are concentrated and extracted are in many cases not fully understood. The necessary analytical equipment and transducers demanded by these industries have also been slow in development and their earlier absence has hampered the application of modern control technology, This is reflected in plants which have been designed for ease of manual rather than automatic control, and in which the application of control techniques at first sight appears economically prohibitive. However, in any industry progress often comes only in small steps, It may be that by the wise choice of limited objectives and perhaps only partial solutions, substantial improvements in plant performance can be implemented now, and with only a modest investment. If modern control equipment is chosen of the type which can be reprogrammed, advantage can be taken later of more sophisticated solutions as the technology of the industry advances. This task of improving plant performance can and must be commenced even though our knowledge is incomplete. The experience of a related mineral consuming industry, with similar problems in the past, can be encouraging.

When plotted as head vs. volume, fan curves start high and decrease in head with increasing volume while mine head curves start low and rise with increasing volume. Their intersection is the system operating point But wait a minute: Isn&apos;t head loss a negative number, a debit? And isn&apos;t fan head an energy addition, a credit? This, as every ventilation instructor knows, is often a stumbling block to student or audience comprehension. It is possible to use the intuitively correct curves -pressure losses as negative values and energy additions as positive values -and still obtain the correct operating point: adding the two curves produces a third curve that intersects the x-axis at the operating point, the point at \\tIich the fan energy input exactly matches air circulation energy loss. Using this technique also makes it easier to account for outside influences on the system, such as natural ventilating pressure; with the standard approach it is quite easy to add or subtract such influences to the wrong curve. This approach can be extended to the graphical solution of any series/parallel circuit or ventilation net\wrk. The results are the same, and the approach is logically consistent and less confusing.
