The Red Dog zinc/lead deposit in northwest Alaska is the second largest zinc deposit ever discovered. Being developed by Cominco Alaska with startup scheduled for early 1990, it will ultimately be the largest zinc mine in the Western World. Table 1 illustrates the reserves of the deposit.

The concept of the system is to minimize costly unscheduled breakdowns of equipment by replacing components earlier than their "life" expectancy. Periodic unit services are scheduled according to pre-set constraints. Service sheets are generated by matching a job and component master listing based on assigned cyclic component lives. The system can provide accountability of all man-hours reported and history information can be selectively retrieved. By reducing unscheduled equipment shutdowns, this system allows for better utilization of manpower and an overall improvement in equipment reliability and availability.

"The design of the tunnels at Bond Street Station includes a final sprayed concrete fireproofing layer. The performance of this layer was verified by a program of testing to Crossrail’s KT24 specification, which proved that a dosage of 1kg/m³ polypropylene fibers and a layer thickness of 50mm would be sufficient to limit spalling in the event of a fire. Application of this thin layer was achieved using a state of the art spraying robot, with the ability to scan the profile and automatically apply a uniform layer of concrete. To provide assurance and calibrate this spraying robot, BFK developed a bespoke survey system for checking SCL thicknesses in the field. This provided an instant independent check of the spraying robot and allowed areas of inadequate thickness to be rectified without risk of cold joints. This paper describes the practical application of the fireproofing layer and how design compliance was ensured. INTRODUCTION Fire is one of the most serious risks to a tunnel. The nature of tunnels — being long enclosed spaces — can increase the intensity of a fire, and make fire-fighting and rescue operations difficult. The damage that can be caused has been demonstrated by a number of historic tunnel fires, such as the Channel Tunnel fires of 1996 and 2008, and the Mont Blanc Tunnel fire in 1999. Without any intervention, the high temperatures in a fire create thermal stresses and a build-up of vapor pressure within the pores of concrete, which eventually exceed the tensile strength and trigger explosive spalling. Spalling exposes the core of the section to severe temperatures, leading to a loss of concrete and steel reinforcement strength or further spalling of successive layers. The concrete used in tunnel linings is particularly susceptible to explosive spalling, due to its low permeability achieved by the addition of microsilica (Bailey 2011). The sprayed concrete lined (SCL) tunnels on Crossrail have been designed to resist the worst anticipated fire in operation, in order to prevent collapse and minimize damage to the structure. The design called for a system of passive fire protection, the efficacy of which was validated by the contractor through a testing regime. It was critical that the application on site reflected the test conditions, which demanded special control of the profile and thickness of the lining. In order to meet these constraints on tolerances and quality, BAM Ferrovial Kier joint venture (BFK) developed a reliable method of working with the Meyco Logica spraying robot, and a bespoke survey system for accurately checking thicknesses in the field. These innovations are the focus of this paper."

The announcement of a minable reserve of 13.6 Mt (16 million tons) averaging 0.9 g/t (0.027 oz per ton) Au and 2.4 g/t (0.71 oz per ton) Ag for the open pit-heap leach reserve at Red Mountain No. 3 in Ouray County, Colorado, by Cornucopia Resources in November 1985 brings another open pit-heap leach precious metal ore body to the production stage. With about 8.2 Mt (9 million tons) of waste and metallurgical studies showing acceptable recovery rates, low reagent consumption, and good final percentage recovery, Red Mountain is a discovery that will add to the precious metal inventory of the US. Frank Baumgaruler of Denver, CO, recognized the precious metal potential in Red Mountain No. 3 and acquired all of the old claims. James Matlock conducted a field reconnaissance over Red Mountain No. 3 independently of the Baumgartner activities and recognized epithermal alteration and mineralization in the Tertiary volcanics. He recommended acquisition of the ground and was able to obtain rights and drill six core holes for Amoco in 1982. Amoco drilled a further nine core holes in 1983, but then dropped the property. Cyrano Resources examined the data and through its consulting geologist, V.F. Hollister, acquired the rights dropped by Amoco. In 1984 Cyrano began further drilling of the ore zone demonstrated by Amoco but they were then acquired by Cornucopia Resources. Cornucopia completed development of the property and commenced the permitting process in 1986. The property was recognized as a disseminated gold deposit by both Baumgartner and Matlock, and both deserve credit for properly evaluating mineralized outcrop in the Tertiary volcanics. However, Cornucopia recognized the profit potential in the heap leach exploitation of the ores and de- serves credit for completion of premine feasibility studies. The discovery is clearly a geological one, but the premine engineering studies were essential to the conversion of the prospect to a commercial mining enterprise. The deposit lies on the circular bounding fault of the Silverton caldera. Two reprints follow that help understand the geologic setting of the ore controls.

The widely used R70 method is modified to measure the self-heating propensity of low-rank coals. This modified R70 method enables the introduction of controlled amount of moist oxygen into the reaction vessel. Three coal lumps were collected from three different locations in a surface mine in the Powder River Basin. The coal samples were tested in oxygen flow with controlled moisture content under adiabatic condition. By measuring the relative humidity at the exhaust exit point of the testing setup, the flux and cumulative wetting heat that is consumed by coal samples can be determined. Through a better way of determining the coal’s specific heat, the total heat, including heat of wetting and coal’s oxidation heat, required to raise coal to a given temperature can be determined. Then, the contribution of heat of wetting at the different stages of the testing is quantified. The effects of evaporative heat through a group of tests have also been quantified. From this research, a better understanding of the effect of wetting heat on inducing low-rank coal’s spontaneous combustion can be acquired.

Meramec Mining Company, owned 50% by St. Joseph Lead Company and 50% by Bethlehem Steel Corporation,- is engaged in the mining, concentrating and pelletizing of iron ore from the Pea Ridge Mine which is located in the rugged, wooded Missouri Ozarks about 15 miles from the town of Sullivan or 75 miles southwest of St. Louis. The orebody was delineated in the middle 1950's by the St. Joseph Lead Company during the Company's intensive exploration program to discover new lead orebodies to replace the declining reserves of the famous Southeast Missouri Lead Belt. An airborne magnetometer survey was run by the U.S. Geological Survey, the Missouri Survey and several mining companies, (of which St. Joseph Lead Company was the principal supporter). The survey was published in 1950 and disclosed an anomaly in the vicinity of Pea Ridge. In 1950 test drill holes disclosed that under some 1300 feet of sediments there did exist an iron deposit of probable commercial significance. No further action was taken until 1956 when additional drill holes confirmed beyond reasonable-doubt-that this was a major iron ore discovery.

And a new generation of safety culture experts are telling mining companies how to use it: It is a situation that is still too common in the mining industry: the latest personal protective gear is in place. The safety rules are known and followed. And then, in a moment of inattention or carelessness, a mistake is made and someone gets hurt or killed. Common wisdom claims that such accidents are impossible to eliminate entirely. Mining is dangerous, and some miners will always be hurt and killed. An increasing number of mine safety experts, however, reject the common wisdom. A year with zero mining deaths is possible, they say; with the use of one of the newest weapons to the mining industry in the safety war: the concept of safety culture. Safety culture refers to the set of attitudes, beliefs, perceptions and values that influence safety in the work environment. It is also sometimes called the way an organization behaves when no one is watching. Robert Peters, of the Office of Mine Safety and Health Research (OMSHR) at the National Institute for Occupational Safety and Health (NIOSH), describes safety culture this way: ?It?s what?s believed on a day-to-day basis. For example, if a miner sees a workplace hazard and he truly believes that his boss wants him to identify the hazard and bring it to the company?s attention, that would be an example of a positive safety culture.?

"This paper reports on computational and experimental research, performed at the Collaborative Research Center “Interaction Models for Mechanized Tunneling” at Ruhr-University Bochum, Germany. Research covers a broad spectrum of topics relevant for mechanized tunneling in soft soil conditions. This includes advances exploration methods and models for the characterization of the in-situ ground conditions, the interaction of the face support and the tail gap grouting with the porous soil, multi-scale models for the design of fiber reinforced segmental linings with enhanced robustness, computational methods for the numerical simulation of the tunnel advancement, the soil excavation and the material transport in the pressure chamber, logistics processes and risk analysis in urban tunneling.INTRODUCTIONMechanized Tunneling has proven itself as an economical and flexible construction method that continues to undergo a dynamic evolution process. Shield diameters continue to increase, and the application range of tunnel boring machines is being extended to an ever-increasing variety of geotechnical conditions. In order to maintain economic viability and to ensure an environmentally friendly construction process, realistic and reliable numerical models are required in order to make informed decisions during planning and construction. To provide a reliable numerical prognosis, it is necessary to accurately assess and understand the interactions between the components involved in mechanized tunneling with the surrounding site, the ground, and any pre-existing structures. Heterogeneous geological conditions and often only approximated ground parameters create, in contrast to other engineering projects, special demands. This necessitates new insights to new problems that can only be effectively solved through truly interdisciplinary research. To address these challenges, the German Research Foundation (DFG) has established the Collaborative Research Center “Interaction Models for Mechanized Tunneling” (SFB 837) at the Ruhr-University in Bochum in 2010. Collaborative Research Centers are interdisciplinary scientific research groups in which cooperative research is conducted under the umbrella of a central research theme. With a research budget of ca. 10 Million Euros for the second 4-year funding period, and a research team composed of 13 project leaders along with approximately 35 scientific assistants the SFB 837 is currently one of the largest research groups conducting fundamental research in tunneling related topics worldwide.RESEARCH TOPICSThe research topics of the SFB 837 encompass a number of relevant planning and construction related aspects in mechanized tunneling (Figure 1). These research themes are each supported by computational models and laboratory investigations and are all included in an SFB overarching Tunnel Information Model (TIM). Interaction groups integrate and combine the results of different submodels through prototypical cause-and-effect relationships, and through the analysis of the Wehrhahn metro line (WHL) project in Düsseldorf, which has been adopted as the reference project for the SFB 837."

Surface force measurements based on atomic force microscopy (AFM) are used to describe the wettability of surfaces, specifically kaolinite basal plane surfaces at a high resolution. The kaolinite particles (~500 nm) were ordered with either the silica tetrahedral face exposed or the alumina octahedral face exposed, and surface force measurements were made between a hydrophobic diamond-like-carbon (DLC) tip and the kaolinite faces at pH 4, which is around the isoelectric point of the DLC tip. Under these conditions, the effect of electrostatic interaction should be eliminated and only van der Waals interactions and hydrophobic-hydrophobic interactions are expected to contribute to the surface force. The wettabilities of the surfaces were determined from the magnitude of the surface force. Wettabilities of the kaolinite basal planes thus determined were compared with the corresponding wettabilities of talc and mica surfaces, which are well-known to be naturally hydrophobic, and hydrophilic surfaces, respectively. The results reveal that the silica tetrahedral face of kaolinte has a modest level of hydrophobicity, which may be due to the lack of hydrogen bonding sites. In contrast, the alumina octahedral face showed no hydrophobicity, since a layer of surface hydroxyl groups is present at the alumina face, resulting in a relatively strong interaction between this surface and water molecules. It is expected that, with a better understanding of the surface properties of kaolinite, further improvements in flotation separations and dewatering may be achieved.

In simpler times, construction was a cooperative undertaking. The frontier tradition of barn-raising is the construction equivalent of the academic ideal of a single student seated on a log with Horace Greeley. In a more complex world, ideals become more elusive. Still, it was only a generation ago that toll revenue bond financed projects generally involved a team composed of investment bankers, engineers, and construction contractors, who all shared a common objective -- to create something useful, at minimum cost and in minimum time, with fair compensation to all involved. In an increasingly contentious public climate, the team has too frequently been splintered into separate camps of owners, engineers, and contractors, who have lost the old objective of creation and have, under the guidance and control of the lawyers, substituted two new primary objectives: 1. To protect one's own skin. 2. To detect and punish culpable negligence of one of the other parties. This process has become so ludicrous that a number of thoughtful observers from all of the camps (including even some lawyers) have come to recognize that there must be a better way to undertake construction works than to use them as wrestling arenas. The road to improved contracting methods starts with mutual understanding of each other's problems and viewpoints. To this end, discussions such as this RETC session make a useful contribution. To

Irrigation simulates a climate change so that crops can be grown that otherwise would not thrive. The abundant sunshine and warm weather of many arid regions induces a rate of growth in excess of that in cooler, moister regions. Hence, the arid part of eastern Washington, traversed by the Columbia River, is admirably suited to irrigation. The Pasco Basin lies in south-central Washington at the south end of the Columbia Basin Irrigation Project of the U.S. Bureau of Reclamation. The Basin, because it lies in the rain shadow of the Cascade Mountains, receives only 6 to 10 inches of precipitation a year with somewhat greater amounts, commonly as snow, on the higher hills. Recent extremes included 3 inches of precipitation from August 1967 to August 1968, and 12 inches in the succeeding "12 months. Most of the precipitation falls during winter. If it were to fall in summer or were evenly distributed throughout the year, evaporation rates probably would produce a true desert.

"Tunnel closures are highly undesirable and the lengthiest are generally attributed to structural failures (e.g. Mont Blanc). Although historical data shows structural failures are closely linked to fire, design parameters for tunnel safety are not well defined. Current research has focused on defining the fire heat release rate and temperature, but these parameters cannot be easily used to determined structural performance. The energy transferred to the structure, the heat flux, is required but current literature lacks these values. Full scale experiments were undertaken on passenger vehicles resulting in heat fluxes between 20-70kW/m2. Analysis shows a vehicle fire’s duration is closely linked to its mass. Further analysis shows small vehicle fires can be scaled as a function of the tunnel diameter and the characteristic height of the desired vehicle. The present work provides engineers an appropriate design methodology to undertake informed thermal-structural analysis to minimize the risk of tunnel structural failure.INTRODUCTION Quantifying the effects of a tunnel fire depends on many factors such as the type of occupants, their vehicles and spacing, ventilation conditions and the geometric shape of the tunnel (Ingason and Lonnermark 2011). For design engineers investigating the thermal-structural performance of a tunnel, these factors are typically converted into spatial and temporal temperature distributions (Usmani et al. 2001) using various design curves such as those of ISO834-1, Hydrocarbon, Rijkswaterstaat (RWS) or RABT-ZTV (Promat 2013). However, to define a temperature profile through a structural element these curves require a heat transfer model that incorporates an appropriate boundary condition. The appropriate boundary condition is the net heat flux which is the result of a complex energy balance. For use in heat transfer calculations the net heat flux must account for the tunnel geometry as well as thermal properties of a given structural element and all other surfaces and mediums affecting the transfer of heat (Torero 2014)."

This paper refers to the new crushing and grinding process, which was invented by Professor Schönert (Ref.1), Clausthal, Germy (author of one of the papers presented at this meeting). The process is known as high pressure particle bed comminution or interparticle crushing. Several papers by Professor Schonert and his coworkers and by specialists of the companies producing the necessary equipment under license agreements already described fundamentals of the process, the equipment used, results of lab size and large scale tests and finally the first results of truly commercial operations (Ref .2 to 11). Therefore it should be sufficient to summarize the main facts here: - To a bed of bulk material a pressure of more than 50 MPa is applied. Comminution is achieved mainly by the pressure which one particle transfers to the other and not by squeezing single particles between the working surfaces of some crusher or grinding media.

Processing of various ores and materials in a reducing atmosphere has been done for many years. However, the typical device currently used is a large, often high maintenance, expensive piece of equipment; the rotary kiln. While it is a very reliable and a proven technology, the rotary kiln also has its limitations. It is limited by its ability to process very fine materials without creating a huge dust loss to the air pollution control equipment. This leads us towards the development of an alternate technology; the Gas Suspension System. Gas suspension preheating of various materials has been in commercial use since the early 1950's, but recently has been expanded to include Gas Suspension Reduction. Laboratory experience has proven successful on several materials; Nickel Laterite Fines, Iron Ore Fines, Fluorspar, and Clays. The gas suspension reduction system has many advantages over the conventional reduction kiln when processing fines. They are; lower cost, more fuel efficient, able to process fines, less real estate required, etc.

The first form of a surety bond was an honest handshake between two or more parties agreeing to a decision, and their personal guarantee of following through to completion. This has all changed. In 1895, the United States Treasury Department disclosed that $35 million worth of personal surety guarantees on file had become worthless. A law was then passed requiring all surety bonds, in favor of the United States, must be corporate surety bonds. Today, a surety bond is one of the nation's leading fi¬nancial instruments used to guarantee the completion of an obligation. One hundred-fifty years before cor¬porate surety bonds, outcrops near Richmond, VA, were being mined. These surface mines became under¬ground mines. Today, both are still being used to obtain a leading energy source, coal. Since that time, more than 5956 km2 (1.47 million acres) of coal mined lands have been reclaimed in the US (Coal News, August, 1987). More than 25,000 state and Federal mining permits cover¬ing 14,164 km2 (3.5 million acres) have been issued during the last 10 years. Coal production has exceeded 7.2 Gt (8 billion st). More than 5665 km2 (1.4 million acres) of mined land has been reclaimed by active coal mining opera¬tions and 267 km2 (66,000 acres) of abandoned mined lands have been re¬claimed by others. Reclamation bonds were freely writ¬ten in the 1970s. So why are they almost extinct today? Contract bond losses have been severe in the past several years, sureties reporting losses exceed¬ing 110%. But the same proof is not provided on coal reclamation bonds. A surety bond is generally required when one party has an agreement with another party, and that party wants a guarantee from a third party that a job will be completed according to the terms and conditions of a written contract. In the case of a reclamation bond, the surety company (surety) is the financial party. It extends the credit and a guarantee to the obligee (the State, Commonwealth, or Office of Surface Mining) that the principal (the coal operator/company) will complete the terms and conditions of the contract (the rules and regulations governing mining and reclamation). The Surety Association of America defines a surety bond as an agreement providing for monetary compensation should there be a failure to perform specified acts within a stated period. Webster's Dictionary defines surety in the following ways: "l: the state of being sure; 2a: a pledge or other formal engagement given for the fulfillment of an undertaking and; 3b: one who has become legally liable for the debt, de¬fault, or failure in duty of another." Banks never make accommodation loans. Either the loan is good or no loan is made. Surety companies feel the same way about surety bonds. In fact, the average person does not realize the dangers of becoming surety for another. How does a surety determine if a company is worthy of receiving surety credit? How is a coal account under¬written today for an obligation that may not be released for many years? When a surety company executes a reclama¬tion bond, it financially puts its name behind the coal company and its guaran¬tee that should the coal miner default on the obligation, the surety will fulfill the contract. How is the surety to determine if a coal company may still be in business five, 10, 20, or 40 years from today?

"As the mining industry continues to face difficult challenges the need to persistently focus on productivity and utilization of labor and equipment costs will intensify. With these challenges in mind, Joy Global is helping to bring mining performance and analytics to the next level. By evaluating underground haulage, a significant component of the Room and Pillar mining value stream, variables have been identified and sensitivities have been performed to show opportunities to balance and streamline throughput. As a result of applying operational excellence tools to the mining environment, Joy Global is seeking to optimize mining performances by limiting waste, simplifying the process, increasing productivity and machine utilization, as well as removing workers from harm’s way. These days it’s not enough to work harder; mines have to work smarter. Improving efficiency, reducing costs, increasing safety: these are no longer ‘nice to haves’, they are ‘must haves’. Starting with the best products and the right people is a first step, but then what? How do mines take their operations from just OK to being a top performer? By using operational excellence principles aimed at eliminating waste, simplifying processes, automating where possible and removing people from harm’s way. The fundamentals of operational excellence (OpEx) are based upon the DMAIC process, which stands for define, measure, analyze, improve and control. DMAIC is an improvement cycle that helps with, for example, haulage optimization by: defining the issues and problems in the process as well as the areas of improvement; measuring and collecting mining operational data by time study and equipment monitoring system; analyzing through sensitivities and production modelling to determine root causes; then improving the performance and controlling the operation. Joy Global uses Joy OpEx or ‘lean’ principles inside its organization to drive efficiency, but it also helps its customers employ them to achieve new levels of productivity and safety. These same principles can be applied in most situations to streamline processes, improve operations and deliver value. As applied to mining, OpEx is seen as moving the needle on value creation by first identifying the value stream, then analyzing the areas that are not optimized. Once defined, these areas are ‘designed out’ of operational processes to create an automated operational flow. At a US coal mine, Joy Global was brought in to apply Joy OpEx principles to optimize mining and haulage to improve productivity and reduce costs. This multi-phase process started by defining the existing systems challenges to start finding areas for improvement."

Introduction The theoretical analysis of tumbling mill energetics and performance has largely neglected mill dimensionality, and, in particular, the importance of the length/diameter (L/D) ratio. This is in spite of the fact that practice varies substantially: geographically, for semi-autogenous and autogenous mills, as between North America and South Africa/Scandinavia, and historically, for overflow ball mills, for which the L/D ratio has increased significantly from the earliest small mills to the largest mills currently. The present study is concerned primarily with the influence of the L/D ratio on the design and operation of overflow ball mills, on the occurrence of the overload phenomenon, and on the limits, if any, it may impose on mill capacities because of critical pulp axial velocity limits. It will be shown that the shape factor is of major importance in this area and that its adjustment to the extent that this is practical should remove the diameter limitations previously postulated for this mill type. Dimensionality in mill design Ball mill shape factors in the period prior to 1927 (Taggart, 1927) averaged 1.1/1 for 29 center discharge mills and 1.0/1 for 30 peripheral discharge mills. With the resumption of new plant construction after the 1930s depression, the Morenci concentrator continued the 1/1 ratio with its 3.1 x 3.1 m (10 x 10 ft) mills. The ratio was increased progressively from then on, reaching 1.6 and 1.8/1 for the largest overflow mills currently. As shown recently (Arbiter, 1989), this is in sharp contrast to autogenous and SAG mill shapes, for which the ratio averages 0.4 in North America. On the other hand, South African practice, starting at the turn of the century with autogenous mills having 4/1 ratios, moved toward 1/1 until recently, when a 2.5/ 1 ratio mill was installed. The reasons given for such divergent practice for mill shape factors are in some respects contradictory and generally inconclusive. The most complete discussion from a practical viewpoint (Dor and Bassarear, 1982) is limited to primary SAG and autogenous mills. Considerations of ball mill dimensionality have had a twofold direction. On the one hand, it has been argued that ball mill efficiencies should increase with increasing diameter and that the specific energy for a particular grind should be reduced accordingly. An inadvertent test of this idea at the Bougainville operation (Burns and Erskine, 1983) resulted in drastic underpowering, which led to failure to reach design capacity until additional mills were installed. This can be taken as strong evidence against any increase in efficiency with diameter. In another direction, it has been argued (Arbiter and Harris, 1982, 1983) that there is a limit to ball mill diameters because of the demonstrable limit to axial flow velocities evident in the overload phenomenon, which as a fact is incontrovertible. But that it places a limit on mill diameters overlooks the evidence given below that appropriate variation in the L/D ratio will permit major increases in diameter, limited only by constructional or economic factors. The present study was directed toward quantifying the overload phenomenon through examination of the influence of mill dimensionality variation and mill operating variables on its occurrence. It is shown that varying the operating conditions, specifically the load fraction and the fraction critical speed, can reduce the risk of overload for existing operations; while appropriate decreases in the L/D ratio can minimize the risk in the design of new circuits. Ball mill overload Ball mill overload is a consequence of the approach to a critical velocity with increasing feed rates or circulating loads. Although the effect has been known for over 50 years, there have been no previous attempts to quantify it. The following description of the ball mill as a flow system is the preliminary to a quantitative analysis: 1) In the absence of a ball load, axial flow of pulp through a mill resembles open channel flow, except for disturbances near the shell due to shell/lifter rotation. 2) For a given ball load (Lf), the void fraction available for pulp hold-up (H) for the ascending portion of the load is approximately 0.4 Lf. In the descending portion, it is greater than this and increases with fraction critical speed (Fc) because of load expansion. 3) Increasing the feed rate increases pulp hold-up and progressively fills the available void space. At a critical flow rate, which depends on system geometry, hydraulic head and pulp rheology, void filling reaches its limit; a pool forms rapidly and fills available space outside the ball load and up to the overflow level. Prior to this, pulp discharges mainly along the ascending rim of the overflow. 4) For a small mill (Lo et al., 1990), it has been shown that with increasing feed rates the critical filling is at or near 50% of the mill volume. Power drops rapidly when this level is reached, as required by the torque formula. 5) The transition to overload is associated with the following phenomena: a) The decrease in power draw. b) Damping of mill sound. c) Reduced comminution of coarser feed sizes, probably due to reduced direct impact in the presence of a pool. d) Increased circulating loads, which further intensify the overload, and increased density of cyclone underflows, which can lead to roping. e) Conditions beyond overload are not known because feed rates are not delibelrately increased beyond this point. f) The existence of the phenomenon limits the capacity of a mill with a fixed set of operating conditions and can prevent the balancing of hard ore feed rate decreases by increases in soft ore rates.

On June 16, 1982, Rio Blanco submitted a request to the US Minerals Management Service for a suspension of operations under its federal oil shale lease. The company also wanted a five-year delay in the requirement for further minimum royalty payments and a five-year extension of the primary lease terms of 20 years. The request was granted in late July in the midst of yet another slump in oil shale activity. Rio Blanco holds one of four Federal oil shale leases that were granted under the Interior Department's Prototype Oil Shale Leasing Program in 1974. That year the DOI offered for lease six federal oil shale tracts, two each in Colorado, Utah, and Wyoming. The leases in Colorado and Utah were granted for substantial bo¬nus bids as shown in Table 1, but the Wyoming tracts had no takers. In the eight years hence, no oil shale has been produced commercially. Indeed, the prospects for successful oil shale development have fluctuated widely, continuing a 60-year- old cyclical pattern in the fledgling industry. The prototype program was developed and initiated while this infant industry struggled to begin anew, without the benefit of any federal oil shale leasing regulations, or any history of federal oil shale leasing at all. Permanent regulations were not required because the effort was limited and designed to provide the foundation for any future leasing program. Section 21 of the Mineral Leasing Act of 1920, a Nov. 30,1973 Federal Register notice, and the leases themselves constitute the legal and regulatory framework for leasing and developing prototype oil shale tracts. The prototype leases contain some unusual provisions including installment payments of the bonus bids, credit of early development costs against payments due the government, adjustment of royalty rates according to regional crude oil price fluctuations, and unusually extensive and detailed environmental stipulations. Several of the provisions were intended to provide incentives for early development and financial penalties for failure to develop. The requirement for minimum royalty payments in lieu of actual production royalties beginning in the sixth year of the lease falls in the latter category. After the sixth year, the required minimum payment is increased east year through the 15th year by an increment equal to that due in the sixth year. The minimum royalty then remains the same through the final five years of the primary lease term. Minimum royalty is calculates on a different production level for each prototype lease, based on the quantity of 125 L/t (30 gal/st) shale estimated to be recoverable from. each tract by room-and-pillar mining. That mining system was selected for reference as the only proven extraction method for oil shale at that time (early 1970s) The minimum royalty (production) rate was calculated for each tract by direct comparison of its estimated recoverable 125-L (30-gal) resource to a hypothetical tract containing 1.9 Gt (2.1 billion st) of recoverable 125-L (30-gal) shale. For the hypothetical lease tract, the minimum production for the sixth year was calculated to be 3.2 kt/d (3,500 stpd), increasing by a like amount each lease year through the 15th to a daily production rate of 31.7 kt (35,000 st). Under this formula, the hypothetical lease tract would yield $16 million in minimum royalty payments over the 20-year primary lease term if there were no production, no development credits taken, and no adjustment of the royalty rate due to fluctuation of regional crude oil prices. The production rate of 31.7 kt/d (35,000 stpd) was a somewhat arbitrary figure that was considered, in the early 1970s, to represent a minimum size for a commercial oil shale operation. A production rate of 7.9 dam3/d (50,000 bbls/day) soon supplanted that smaller mine production figure as a rule of thumb for the minimum size for a commercial facility. The proportional relation-

"The Murum Hydroelectric Project is a 944-MW development consisting of a 145 meter high RCC dam, two 2660 meter long, 9 meter excavated diameter upper pressure tunnels, surge shafts, two 950 meter long 7 even meter OD penstock tunnels and a surface powerhouse. The project is located in the eastern section of the State of Sarawak, Malaysia, about 200 kilometer from Bintulu, in the Rajang Fold-Thrust Belt, an Upper Cretaceous to Upper Eocene fold and thrust belt that extends under most of Sarawak. The Belaga Formation consists of a thick sequence of deep marine sediments currently appearing as steeply dipping strata of thin to thick bedded, fine to medium grained sandstone interbedded with argillaceous rocks, resulting on a “Flysch” type geologic environment. The project pressure tunnels were excavated perpendicularly to these strata resulting on frequent change on rock conditions and behavior, and required rock support. This paper describes the characterization of the rock mass, design of rock support, and incidents during construction. Particularly interesting were convergence issues in Tunnel 1 resulting from Tunnel 2 excavation. INTRODUCTION The Murum Hydroelectric Project is located in the eastern section of the State of Sarawak, Malaysia, about 200 kilometers from Bintulu, and upstream of the Bakun Hydroelectric Project. The project consists of a 145 meter high RCC dam, a 50 meter high intake tower, two nine meter OD and 2660 meter long upper pressure tunnels, two nine meter OD and 175 meter long vertical shafts, two 25 meter diameter and 80 meter deep surge tanks, two seven meter OD and 950 meter long penstock tunnels and four seven meter OD and 50 meter long branch tunnels, two 8 meter diameter to 3.4 meter diameter and 1400 meter long penstocks installed within the shafts, penstock tunnels and branch tunnels ending in a powerhouse with 944 MW installed capacity. LAYOUT OF THE WATERWAY TUNNELS The two waterways tunnels are basically parallel as shown in Figure 1, with each tunnel supplying water to two units in the powerhouse. The tunnels start separated 25 meters center to center, but 250 meter from the intake the separation increases to 35 meters. The tunnels are lined with reinforced concrete until they reach the surge shafts and steel lined from there to the powerhouse. The tunnel profile is shown in Figure 2."
