Mining impacts to groundwater are being comprehensively regulated for the first time in Arizona with the implementation of the Aquifer Protection Permit Program. This far reaching program is one of the nation's strongest groundwater quality protection programs. Aquifer Protection Pennits (APPs) are required for almost all mining operations and will compel mining companies to pay increased attention to the potential groundwater quality impacts from their activities. All regulated mining operations will have to employ discharge control technologies and monitoring will be heavily emphasized. Technical requirements and relevant permit conditions are discussed.

Rio Algom Mines Ltd. owns eight uranium mines and mills in the Elliot Lake district of Ontario, seven of which were producing before 1960. At present only one mine is operating meeting current contract requirements. Under present economic conditions, it is not feasible to mine ore of less than 2.0 lbs./ton U308, although there are very large reserves below this grade. We are interested in preconcentration for three possible applications: to extend ore reserves by permitting use of lower grade ore, to reduce costs on processing of present grade ore, and to reduce capital investment in expanding production to meet future production goals.

The objectives for closure of a hard rock mine include minimizing long term environmental liability, attaining regulatory compliance, and maintaining geotechnical stability, while closing as cost-effectively as possible. Proper planning for closure should come during the feasibility study, design and permitting phases, and during operations as updates. The lack of a proper or updated closure plan can result in severe environmental and economic consequences. Effective mine closure is the result of a combination of innovative concepts, long-term commitments, and multi-party cooperation. The purpose of this paper is to discuss concepts, commitments, and cooperation as they relate to an effective closure plan.

Upgrading molybdenite ore can be technically difficult and expensive if talc is a major impurity in the ore. The layered structure of molybdenite and talc decreases the surface specificity of floatation and suppression agents, thereby making molybdenite ore beneficiation inefficient if under some wet processing methods. However, oxidic talc surfaces may be distinct from the sulfidic or oxysulfidic molybdenite surfaces, such distinction related to electron work functions and/or densities of electron donors/acceptors sites. If such differences are present, the upgrading of finely sized molybdenite ore by dry triboelectrostatic methods may hold advantages over traditional wet methods.

Utilization of Bucket Wheel Excavators and Overland Conveyor Systems to remove overburden provides increased productivity and flexibility to a surface mining operation. The utilization of such a system at the Texasgulf Inc. Aurora, North Carolina Mine has significantly improved the overall productivity of the mining operation. System flexibility is evidenced by adaptation to operation requirements such as mining area moves, movement of excavated overburden to designated sites, selective handling of overburden, spoil placement contouring, and providing an environmentally sound and safe operation. System productivity is evidenced by actual case studies relating to overall production, excavation rates, and cost effectiveness.

Eldorado Gold Corporation of Vancouver, B.C. owns and operates three gold mines. The Sao Bento underground gold mine in Minas Gerais State, Brazil produced 105,907 ounces in 1997. The La Colorada and La Trinidad open pit, heap leach mines in Mexico produced over 83,000 ounces in 1997. With a deteriorating gold market plaguing the industry throughout 1997 Eldorado had to take critical measures at each mine to enhance gold production while lowering cash operating costs. Each mine had its own unique problems to confront. This case study will discuss three distinct courses of action taken at the three mine sites.

The technology employed in the processing of nickel- and cobalt¬bearing ores is a continually developing process for utilizing the natu¬ral resources available at a given time. Most of the nickel-bearing ores of commercial importance fall under the category of sulfide or lateritic ores. While the occurrences of both types of ore have been known for over a century, until 1960 sulfide ores largely from Cana¬dian mines have constituted the chief source of production for com¬mercial nickel in the Free World. Sulfide ores are readily amenable to some physical means of concentration, but the lateritic ores are not readily concentrated, and to compete economically with the sulfide ores only the high-grade garnierite ores (a type of lateritic ore) found in New Caledonia were processed to any great extent up to the time of World War II. Around 1960, a gradual shift in emphasis towards latetitic ores as a commercial source of nickel became evident. See Fig. 1. New discoveries of sulfide ores, usually located underground, had not kept pace with the steadily increasing demand for nickel. The lateritic ores, found near the surface of the earth, could be readily surveyed and mined. Lower cost processes were being developed for the extrac¬tion of nickel from lateritic ores and for a time it appeared that, based on pre-OPEC economics, the lower grade lateritic ores-down to 1.2% nickel-could satisfy an increasing share of the world demand for nickel. The sharp increase in the price of crude oil in the 1970s, however, slapped an economic damper on the lateritic ores. Processes for treat¬ing lateritic ores consume large amounts of energy; as the nickel industry entered its deep recessionary period in 1981-83, nickel pro¬duction from lateritic ores became less and less profitable than from sulfide ores. At the same time, new sulfide ores were discovered and brought into production, notably in Australia and South Africa. The chapters in Section 17 were prepared in 1973. Recent improvements in mineral dressing techniques since then include Inco's pyrrhotite separation process which can remove additional pyrrhotite from nickel concentrates, resulting in reduced sulfur dioxide emission from the Sudbury smelter, by some 25%. The chapters in this section dealing with nickel are grouped in line with the two broad categories of nickel ores. Starting with the description of nickel and cobalt ores in Chapter 2, Chapter 3 deals with the processing of sulfide ores, and Chapter 4 deals largely with lateritic ores. The intermediate steps to produce a suitable feed for extraction plants and refineries are similar in principle within the same categories, although dissimilar between sulfide and lateritic ores. Thus Inco in Canada employs flotation and so does Western Mining Corp. in Australia, although Inco's plants were started before World War II, and that of Western Mining only recently in the late 1960s. Treatment subsequent to the ore dressing step, however, shows some interesting differences. "Tunnels are built with a design life expectancy of over 100 years. One key component of such a design is the waterproofing system, which must reliably fulfil its function during the whole service lifetime of the tunnel structure. This paper deals with the determination of test criteria for the durability assessment of geosynthetic products in tunnel sealing systems. Hereby the understanding of the individual aging processes is crucial along with the long-term experience with these materials to ensure the transfer of the laboratory results and performance to site practice (test calibration) and vice versa. To verify the results of the new test procedure the material properties of geosynthetic products samples removed from older tunnels are investigated. Based on the presented results of the still ongoing research programs some preliminary conclusion regarding the updating of regulations for tunnel sealing systems are given. INTRODUCTION Watertightness is directly related to the durability and serviceability of the concrete lining. Therefore, modern traffic tunnels and shafts (Figure 1) are generally protected against mountain/ground water and water penetrating through rock fissures by a sealing system, for example with a loose-laid polymeric sheet membrane. Hereby the waterproofing sealing systems must be reliably fulfilling their function during the whole service life of the tunnel structure, regularly of more than 100 years. In consequence, the quality and lifetime performance of the waterproofing materials—beside the correct professional and careful installation in a tunnel infrastructure, is of great importance. The challenge for the industry, owners, operators and designers is ultimately the development of qualification testing and requirements (acceptance criteria) for products to ensure the design lifetime performance. Hereby the qualification procedure is seen as a routine integrated in standards, norms or guidelines, wherein test procedures should cover typical environments for the specific application fields. Polymeric synthetic raw materials are increasingly used in products with long service lifetimes (e.g. in injections, gaskets, waterbars, spray-applied and sheet waterproofing membranes). During service they are subjected to chemical (e.g. oxidation processes) and physical (e.g. changes in morphology) influences from the environment, which affect their mechanical properties—and they age. Hereby organic materials are more affected than inorganic materials. Also, polymers show strongly temperature-dependent properties compared with other construction materials. However, their long-term aging behavior is not given per se and has to be explored extensively by suitable tests, which simulate—under accelerated processes—real exposures and loads. Hereby the understanding of the individual aging processes is crucial along with the long-term experience with these materials to ensure the transfer of the laboratory results and performance to site practice (test calibration) and vice versa."

Current over-capacity in coal production provides assured and relatively low-cost supplies to coal importers. At the same time, it is of serious concern to coal producers who invested considerable sums in the expectation that overseas demand would continue to grow rapidly. This paper assesses the reserves available for export, the export facilities, the coal supplies which can be put through them, and the market prospects for the future. It assumes, rightly or wrongly, that there will be no major and prolonged disruptions in supply from any major sources of coal. COAL RESERVES FOR EXPORT Economically recoverable reserves in the non-communist world amount to about 470 billion tonnes. These are sufficient to sustain current production levels of 2 billion tonnes a year for 235 years.

Because of the competitive nature of the iron ore pelletizing industry, commodities required for the production of pellets are continually being scrutinized to minimize their usage and offset rapidly escalating costs. In the Tilden pellet plant, the usage of one commodity, bentonite, has been reduced from over twenty-four pounds per long ton of pellets to as low as eight pounds per long ton. The evolution of bentonite usage from plant start-up to the present time is described.

"Intrepid Potash, Inc.’s Carlsbad East facility has refined sylvite and produced muriate of potash (MOP) since 1965. In addition to MOP, Intrepid Potash began recovering the mineral langbeinite from a mixed ore reserve in 2005. In 2011 a new langbeinite recovery process for the coarse (+850 micron) size fraction was constructed to enhance the overall langbeinite recovery. Based on the limited mixed ore reserve and an abundance of langbeinite ore reserves the transition of the East plant to a langbeinite only facility was targeted for 2021. Due to a decreasing grade of the mixed ore reserve, declining sales pricing, and high sylvite operating costs a strategic decision was made to accelerate this transition into 2016. To enable a successful transition, a fines recovery system needed to be developed, constructed and implemented. This paper describes the advancement of langbeinite processing at Intrepid Potash and the planning, development and successful execution of the transition to a langbeinite only operation. BACKGROUND Langbeinite (K2SO4·2MgSO4) is a double salt containing potassium sulfate (K2SO4) and magnesium sulfate (MgSO4). It is used as fertilizer and in the industry is described as Sulfate of Potash Magnesia. It is attractive as a specialty fertilizer and in addition to containing a ready source of a primary nutrient potassium, it also provides two secondary essential nutrients, magnesium and sulfur. It is especially attractive for chloride sensitive crops. Langbeinite has a specific gravity of 2.8, a Mohs hardness of 4.2, and is brittle thus very friable. It is the hardest of the saline minerals, and despite its relative softness on the Mohs scale can be very abrasive in process environments and in field applications, probably due to its conchoidal cleavage. Its solubility at 240 g/l is less than the solubility of sylvite (KCl) or halite (NaCl) and due to even slower relative dissolution kinetics washing with cold water has been a common practice for upgrading langbeinite ores. The solubilization/crystallization relationship for langbeinite is different from the majority of other evaporite minerals in that once langbeinite is solubilized it does not form langbeinite again. Instead it gives up one mole of magnesium sulfate, takes on various waters of hydration and precipitates out as either schoenite (K2SO4·MgSO4·6H2O) or leonite (K2SO4·MgSO4·4H2O) depending on temperature. Due to its partial solubility and phase transitions at its surface when exposed to moisture, there is strong cohesion between wetted particles; the resulting stickiness of the upgraded products can create significant materials handling issues unless processed in slurry form or at relatively low moisture levels. Langbeinite has been produced commercially from two locations, the Kalush and Stebnik regions in the Cartpathian Mountains of former Poland and now the Ukraine and from the Permian Basin in New Mexico (Garrett, 1996; Smith 1949). Current production is from two operators in the U.S., Mosaic and Intrepid Potash."

The paper will describe the $1.7 billion Milwaukee Program. Past contracting practices of the Milwaukee Metropolitan Sewerage District are discussed. To minimize costs and claims, the MMSD has implemented some recommendations from Better Contracting for Underground Construction. Currently implemented are: full disclosure of subsurface data including interpretations, the deletion of disclaimers relating to subsurface information, use of the federal Differing Site Condition clause, payment for mobilization. Also considered was the recommendation concerning Wrap Up Insurance. The MMSD shares and allocates certain designated risks through the Contract. A claims handling methodology has been developed and used on this major construction program.

New powerplants, tunnels and dams are currently under construction at Meraaker to triple the annual power production of a nearly 100 year old power scheme. A total of 44 km tunnels with cross sections varying from 7 m2 to 32 m2 have been excavated in hard rock formations. Ten kilometers were excavated by a High Performance Tunnel Boring Machine (HP TBM). The remaining tunnels have been completed by the drill and blast method, using modem proven equipment and procedures. This paper gives special attention to the TBM drive and equipment selection, including, planning, site organization and performance.

Remote sensing for environmental measurements is already being used. Aircraft-mounted imaging spectroscopy has been used to evaluate historical mining operations, as well as active mine sites. To the extent that remote sensing can provide more sensitive, cost effective and timely monitoring potential, the technology is of interest to the industry. Questions, however, remain about the application and validation of the data and concerning the availability of the technology in the private sector. This paper discusses some of the potential uses, benefits and concerns related to remote sensing. And it discusses efforts to monitor the technology's development.

Three Sulfate-Reducing Bacteria (SRB) passive field-bioreactors were constructed at an abandoned mine site near Butte, Montana, to mitigate AMD emanating from a waste rock pile. Each SRB field-bioreactor contains chambers of an organic source, limestone, and cobbles. The field-bioreactors are configured differently to test the effect of different environmental conditions on the SRB. Preliminary observations indicate that, during start up and the first eight months of operation, the quantity of organic carbon supply significantly impacts the SRB activity. To date, the dissolved metals have been reduced significantly and the pH has increased.

Using potassium oleate as a collector and alizarin red S as a modifying agent, selective depression of dolomite from francolite was achieved in an alkaline medium (pH > 9.0). Adsorption of alizarin reds alone on dolomite was found to be higher than that on francolite. Complimentary adsorption experiments of alizarin red S and oleate showed that oleate adsorprion was increased in the presence of alizaring red S. The results are explained in terms of comparative adsorption for the active sites on francolite and dolomite by oleate and alizarin red S and their interactions with dissolved mineral species in solution.

An historic underground copper mine in Wyoming is discharging neutral but copper-laden water into a pristine creek. The EPA-deferred site qualifies for reclamation by the Wyoming Abandoned Mine Land (AML) program. The cleanup goal is to restore the discharge so that the creek can eventually support a trout fishery. Hydrological and geochemical investigations underground have suggested two sources of mine water: one clean and the other containing copper. Results of bench-and pilot-scale tests support the viability of using low-cost passive treatment techniques to reduce copper concentrations in the near-freezing mine discharge.

Extensive undersea coal reserves, identified in the offshore portion of the Sydney coalfield, Nova Scotia, have resulted in the implementation of a multi-year research program to develop site specific guidelines for the undersea longwall mining operations. At present, uncertainty exists regarding the applicability of the current undersea mining guidelines. Preliminary studies have revealed four potential schemes for monitoring seafloor longwall subsidence profiles: seasurface, subsea, geophysics, and direct monitoring. However, further work has indicated that the use of marine geophysical techniques may be the most effective method of identifying and evaluating seafloor subsidence profiles by comparing pre- and post-mining seafloor topographies.

Risk assessment is a primary factor in the decision to mine some near surface orebodies, such as limestone, by either surface or underground methods. Identification and quantification of risks demonstrate that environmental concerns are greater for surface operations than underground, and may include such factors as runoff, spoil piles, aesthetics, dust, and large site reclamation. Risk assessment also includes local public feeling towards surface and underground operations while considering the balance between environmental impacts and the economic effects of mining on the local community. A complete understanding of the risks involved permits a comprehensive and accurate comparison between the two mining alternatives.
