"The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), commonly known as Superfund, mandates evaluation of remediation alternative using nine criteria: (1) overall protection of human health and the environment, (2) compliance with ARARs (applicable or relevant and appropriate standards), (3) long-term effectiveness and permanence, (4) reduction of toxicity, mobility or volume, (5) short-term effectiveness, (6) implementability, (7) cost, (8) state acceptance, and (9) community acceptance. Many states have adopted these or similar criteria for remedy selection under state laws. Although not explicitly addressed in the CERCLA criteria, consideration of sustainability can be incorporated into these criteria. This paper explores how sustainability can be evaluated for remedy selection using the CERCLA criteria. INTRODUCTION Sustainability considerations can be incorporated into all phases of site remediation: • Site investigation (remedial investigation). • Remedy selection. • Remedial design. • Remediation construction. • Operations, maintenance, and monitoring. This paper focuses on remedy selection. Many have looked at remedy selection using sustainability criteria. However, CERCLA and corresponding State programs require remedy selection using mandatory criteria. This paper shows how sustainability can be explicitly considered using the mandatory criteria. REVIEW OF CERCLA CRITERIA First, we review the definitions of the CERCLA criteria. We then explore how sustainability criteria can be fit into the CERCLA criteria. Overall Protection of Human Health and the Environment This criterion addresses the degree to which each alternative is protective of human health and the environment, considering both long-term and short-term risks. Overall protectiveness is a ""threshold"" criterion, in that alternatives that do not achieve adequate protection of human health or the environment are eliminated from further consideration. Evaluation of this criterion is derived from the evaluation of the other criteria (e.g., long-term effectiveness and permanence, and short-term effectiveness). It is not an independent criterion, but more a summary of the overall evaluation."

Accurate knowledge of the gas content of coal seams has always been important, according to the work of W. P. Diamond and J. R. Levine, 1981, but is becoming increasingly important for several reasons: Excessive gas emissions in the mine can create explosion hazards. Depletion of shallower coal reserves is forcing underground operations to greater depths where coal gas content is often greater. Natural gas prices and the need for new energy sources make naturally occurring coal gas a potential resource of economic interest. Information on coal gas content will impact mine designs, mine ventilation system specifications, and the effectiveness of methane control procedures used. Accurate resource assessment is needed for projecting and designing potential gas utilization enterprises. The emphasis upon methane hazards in mining operations, and upon potential methane utilization, has led us to improve upon the procedures used to determine coalbed methane levels.

Subway tunnels proposed for the Los Angeles County Metropolitan Transportation Authority (LAMTA) East Side Extension are to be excavated below the groundwater through an area of Los Angeles, California with dissolved hydrogen sulfide concentrations in excess of 200 mg/L. To address unique construction and worker safety issues, bench scale and field pilot test studies were conducted to evaluate various mitigation alternatives including in-situ oxidation by chemical injection, slurry pH adjustment to suppress H2S evolution, and chemical treatment to remove the H2S from the slurry and muck material. The results provided the basis for detailed hydrogen sulfide control specifications for the contractor.

A vital aspect of environmental impact assessment for surface mining operations is the determination of potential effects on water resources. This topic has been the subject of much recent concern, controversy and legislation. As increasing data become available regarding the types of hydrologic effects that may be anticipated, methods for safe guarding our water resources can be refined. In view of our current energy situation, the need to develop coal re- sources in a timely and economic manner is apparent. The challenge to the mining industry is to develop these resources in a manner that is also compatible with the beneficial use of water resources in mining regions. For this reason, thorough evaluation of the hydrology of potential mining areas in consideration of proposed mining processes and relevant legal criteria is essential. While pre-mining hydrologic investigations often suggest generalized potential effects, a more reliable method for evaluating specific potential effects is to establish and maintain a hydrologic monitoring program. Such a program must be carefully designed to suit the specific project and its location. This paper describes an approach for selection of criteria for designing a monitoring program for a proposed coal surface mining operation and gasification plant in southwest North Dakota. Woodward-Clyde Consultants (WCC), recently prepared an environ- mental impact report for the ANG Coal Gasification Company (ANG), a subsidiary of the American Natural Gas Company. The mining will be carried out by The North American Coal Corporation (NACCO). Preparation of the report provided the opportunity for the development of a sensitive and economical monitoring program which would function as a baseline hydrological data gathering network as well as act an an early detection system for hydrologic effects of the proposed mining.

Increased interest in the utilization of the underground environment for water conveyance tunnels, vehicular tunnels, room and pillar type storage chambers, and military installations has focused attention on the possible effects of seismic activity on the stability of these types of structures. Earthquake experience has generally been related to the seismic stability on the surface of the earth. To establish aseismic design criteria, we attempt to predict the seismic exposure of a given site, both in terms of the spectrum of motion to which the structure must react favorably, and the recurrence rate of that motion. Experience gained from studying the effects of the Plowshare underground nuclear tests on existing tunnels and mines, coupled with the experience of the behavior of tunnels and mines in earthquake regions, provides us with an insight to predict the possible effects of earthquakes on underground openings and to establish design criteria. The type of damage ranges from minor fracturing and movements along pre-existing joints or faults through deformation of openings to collapse. The methods used to establish the seismic design criteria for an underground opening require modification of surface criteria to account for the difference in both amplitude and spectra underground. An aseismic evaluation should be performed on all important projects in areas exposed to possible earthquake motion. To perform this evaluation, information is required pertaining to the geometry and properties of structure and ground. Dynamic as well as static properties are required. A prediction of performance can be derived by exposing a model of the site, expressed in terms of its properties and geometry, to a design earthquake.

A modeling scheme is developed to simulate the hydrogeologic effects of mine design and development in unsaturated rock. Simulations are conducted using the UNSAT2 finite element computer program and hydrogeologic data from the site of a proposed mined-out waste repository at Yucca Mountain, NV. Results of the simulations are analyzed for: •variations in the direction of ground water flow and in the distribution of pressure head caused by the design of the mined out openings; and •mine design variables that affect the predicted rates of mine water inflow. Evaluating the hydrogeologic impacts of mine design and mine development in unsaturated rock is significant in several respects. Characterization of the preemplacement of wastes along the fastest path ground water flow system at the Yucca Mountain site has been a primary research effort. Ultimately, however, the degree to which waste isolation is achieved will depend largely on the post-mining hydrogeologic environment as altered by the mine design and on the radionuclide inventory and resulting heat effects of the repository. Therefore, an ongoing characterization of the proposed mined-out nuclear waste repository at Yucca Mountain, NV, is recommended. Modeling results indicate that: •mined out openings will affect the movement of ground water, both in rate and direction; •hydraulic effects of mine development depend on the hydrogeologic environment and on mine design geometry; •mine water inflow is possible in the unsaturated zone, even for mines developed in hydrogeologically homogeneous rocks; and •mine water inflow can occur at values of down ward flux that are appreciably less than the saturated hydraulic conductivity of the overlying rocks.

INTRODUCTION Construction is underway on a laboratory cavern 713 m below surface at the Soudan Mine, Tower-Soudan State Park, in northeastern Minnesota. The 13.9 in wide by 11.6 m high by 71.8 in long cavern will provide a laboratory space for basic research in physics, in which experiments can be conducted with greatly reduced interference from cosmic radiation. A first generation experiment, called the Soudan 1 detector, is currently operating in a converted drift 591 in below surface at the mine. The initial phase of the Soudan 2 detector will be an 1100-metric ton unit, which will occupy approximately a 19 m length of the cavern. Control and monitoring equipment will be in a prefabricated shop office enclosure erected in the cavern. The location and planned usage for the laboratory cavern present special excavation, lining, and outfitting requirements. Temperature and humidity control, a relatively clean dust-free environment, and a long service life are required. Low cost and risk to the owner were basic requirements due to the nature of the funding. The most common type of site selected to meet these two constraints is either an operational mine or a civil works facility such as a road tunnel. There are often serious problems for such laboratories because of ongoing operations such as blasting, hauling, etc. Most of these problems do not exist for the Soudan 2 laboratory because the mine is used as a historical site with regular tours only in the summer season. Determination of the pre-mining geochemical baseline in bed sediments in watersheds impacted by historical mining activity is important in establishing watershed restoration goals. We have developed methods to solve this problem in the Animas River watershed, southwestern Colorado, using geomorphologic mapping to identify terraces that contain pre-mining sediments. Following a systematic evaluation of possible sites, we collected samples of pre-mining sediments in gravel deposits from 21 sites throughout the watershed. Geochemical analysis of individual layers has produced a chemical stratigraphy that can be tied to the historical record through geochronological and dendochronological studies. Analysis of geochemical data, when coupled with the historical record, clearly shows that there has been a major impact on the geochemistry in bed sediments in the active stream channel by past mining activities. Historical mining has resulted in a substantial increase in metals in the very fine sand to clay-sized component of the bed sediment of the upper Animas River, and Cement and Mineral Creeks, which are the major tributaries of the Animas River. Enrichment factors for metals in modem bed sediments, relative to the pre-mining sediments, range from 1 to 6 for arsenic, 1 to more than 10 for cadmium, 1 to about 15 for copper, 1 to more than 25 for lead, 1 to more than 10 for silver, and 1.6 to more than 12 for zinc. The pre-mining bed sediment geochemical baseline is high relative to average crustal abundance values of many metals. The Animas River watershed above Silverton, Colorado would be readily identified as a highly mineralized area suitable for mineral exploration if it were not disturbed by mining.

Roof deterioration in weak moisture-sensitive rock leads to roof falls in coal mines. An observation site was set up in intake air at an underground coal mine in central Ohio to evaluate the time-dependent deterioration of moisture-sensitive roof rock. By periodically collecting and weighing the rock falling from the roof, the National Institute for Occupational Safety and Health (NIOSH) was able to quantify the deterioration of the moisture-sensitive shale roof. The measurements showed that more roof rock is falling in the dry winter months. Movements in an intersection were monitored in order to determine if deformation correlated with seasonal changes in temperature and humidity. The rate of intersection roof-to-floor convergence was found to be cyclical and related to seasonal changes, with more convergence during the months of April through September. At the study site intersection, the roof beam did not show deflection indicating movement most likely due to mine floor deformation. The bolt load also increased in the warmer months before shedding load, possibly due to rock failure. Temperature and relative humidity sensors, placed in holes in the roof show that mine air does not mix with the air in the holes. Consistent saturation levels of relative humidity were measured in the holes and it appears that high levels of moisture may have migrated into the bolt holes from roof shales. A roof sealant applied to a portion of the test roof appears to be preserving the roof and reducing the amount of rock fall into the entry, while the screened area virtually eliminated rock falling from the roof.

The existing Central City Tunnel was built primarily in the 1930s with a small portion as old as the 1880s. It conveys stormwater in downtown Minneapolis. It is a 4,400-ft long tunnel located 80 feet underground. The Central City Tunnel has experienced surcharging and surface overflows during heavy rainfall events. This paper presents the details of tunnel and shaft design for the new Central City Parallel Tunnel to mitigate the overflows. The design considered hydraulics and geotechnical engineering for the structural geologic conditions including the weak Saint Peter Sandstone and overlying strong Platteville Limestone. Ground conditions resulted in tunnel designs including large flat-back box tunnels and unique cathedral-shaped tunnel sections.

"INTRODUCTION The Crossrail project provides an East-West link across London enabling an additional 200 million journeys each year linking up major business centres and existing transportation interchanges, while reducing congestion at street level and within the current underground system. The project has built major structures in Sprayed Concrete Linings (SCL), including 5 new stations, 6 crossover caverns and numerous passages, adits and ventilation tunnels. Construction has taken approximately 4 years, and has involved the spraying of over 200,000m3 of concrete. At the start of the project there was a lack of available records from previous projects concerning concrete falls, which hindered risk assessments and the ability to make meaningful comparisons around spraying or material performance. This paper redresses this lack of data by providing information on falls experienced on this project and makes recommendations to assist future projects. Construction Methods Table 1 below summarises the main contracts with elements of permanent SCL. The listed primary lining lengths include pilot tunnels, side drift tunnels and enlargements as separate tunnels.A range of construction sequences were used in order to deal with the design requirements, geometry, and the ground and ground water conditions. The following briefly summarises the build up by layers, with typical design dimensions provided for a platform sized tunnel (approximately 9m internal diameter), excluding tolerance allowances. Some linings were sprayed in more than one layer to allow for inclusion of reinforcement layers or to avoid a too aggressive build-up of thickness: •,Initial shotcrete, or sealing, layer (ISL) of 75mm followed by a Primary Lining (PL) of 300mm. •,Regulating layer of 40mm followed by a Waterproof membrane (Sprayed membrane, 3-6mm). •,Secondary lining (SL) of 250mm with a separate sprayed fire protection layer (FPL) of 50mm."

Public concern over possible degradation of groundwater resources has resulted in an array of Federal laws and corresponding state laws to regulate contaminates from solid and hazardous waste. A mine owner must be familiar with environmental regulations which could impact his operation and must know what precautions and corrective actions to take in order to protect his mining operation from potentially expensive remedial actions. The Environmental Protection Agency (EPA), has issued few regulations controlling the management of mining wastes. Federal regulation of mining came primarily under the Surface Mining Control and Reclamation Act (SMCRA) administered by the Office of Surface Mining (OSM). Waste generated from the extraction, benefication and processing of ores and minerals was exempt from regulation under the Resource Conservation and Recovery Act (RCRA), which is EPA's major instrument in controlling surface contaminates. On December 31, 1985, EPA submitted to Congress a report entitled "Wastes from the Extraction and Benefication of Metallic Ores, Phosphate Rock, Asbestos, Overburden from Uranium Mining and Oil Shale", which will be referred to, henceforth, as the Congressional Report. This Congressional Report assessed the possible adverse effects of mine associated wastes. This report is the first step toward developing regulations with which EPA can regulate waste from the extraction, benefication and process of mineral ores.

The growing role of Colombia as a major supplier of internationally traded steam coal has been widely discussed in the industry. Although Colombian coal has been produced and exported in small quantities for a number of years, Colombia's position as a major coal exporter began in earnest in 1985 with the first commercial exports from the Cerrejon North Block Project. By way of background: ? The mine is located on the Guajira peninsula in Northeast Colombia, about 90 miles from the coast, as shown in Figure 1. ? In addition to the mine itself, the project involves construction of a dedicated railroad and port, which form a modern, efficient and integrated system. ? The Project is embodied in a 50/50 Association Contract between International Colombia Resources (Intercor), a wholly owned subsidiary of Exxon, and Carbocol, the Colombian state coal company. Intercor and Carbocol share investment and operating expenses equally and Intercor has the additional responsibility of managing operations on behalf of both partners. Each partner is entitled to 50% of the coal produced, and each markets its share separately. ? The project is a multi-seam, truck and shovel operation, based on large reserves (2-3 billion tonnes') of high quality bituminous coal. ? Exports began in the first quarter of 1985 at modest levels through what we call Early Coal Facilities, designed and constructed apart from the permanent coal handling system. ? Production will increase rapidly in each of the next few years, reaching the design capacity of 15 Mt per year in 1939. Based on available resources, however, the resource will support expansion, and continued growth n production into the 1990s appears feasible.

Hornestake's Mclaughlin Mine is the first commercial application of pressure oxidation pretreatment of gold prior to cyanidation. Inherent to the autoclave process are several liquid/solid separations. Flocculant consumption represents a significant portion of the consumable reagent costs at McLaughlan. This paper focuses on the efforts of the Operating, Metallurgy and Engineering groups to improve thickener operation and minimize flocculant consumption. An operating philosophy incorporating feed solids control, increasing flocculant dilution water and minimizing flocculant solution shear has resulted in a reduction in 1986 flocculant costs of $0.054/t ($0.06 st) versus 1985 costs. Additional changes are projected to result in a further cost reduction of $0.20/t ($0.22/.st) in 1987.

Recent events pertaining to U. S. energy needs and development of alternative energy fuel resources have made the American public more aware of past and present coal mining operations, and their impacts on the nation's economy and environment. This awareness has developed rapidly due to increased government involvement and consequent media coverage. This is true particularly in the Western states and in Texas. One of the consequences of this increased public awareness is public concern over the perceived and real consequences of mining operations. Emphasis has been placed on potential releases of toxic and hazardous substances, and possible carcinogens. The result of this public concern is a mounting effort at both state and Federal levels to promote stricter laws regulating the mining industry.

16.1.1-VENTILATION'S ROLE Importance of Ventilation and Environmental Control-Mine ventilation is necessary for the preservation of human life and for the conduct of operations involved in the underground extraction of minerals. It clearly is the most essential of the functions attendant to mining, yet it is auxiliary to the primary objective in mineral extraction. Ventilation in mining thus poses a paradox: ideally, it should be carried out with minimum interference with and cost to production operations, yet it is absolutely vital in providing adequate environmental con¬ditions to support mining. Deterioration of the atmosphere, along with rising ground pressure, imposes the ultimate constraint with depth in underground mining. Ventilation requirements and costs rise rapidly with depth. To preserve atmospheric quality under intense heat conditions, ventilation at great depths must be supplemented by air condition¬ing. Likewise, when mining at any depth under severe or excessive conditions of gas, dust or humidity, supplementary control measures must be employed. In recent years, environmental standards in mines have been raised substantially. While limits are based on human tolerance, increasing concern is being expressed for standards of human comfort. The reasons are economic, as well as humanitarian. Worker performance and longevity correlates closely with environmental quality. Further, adverse accident and insurance compensation rates are a consequence of unsatisfactory environmental conditions. No mining company can afford to be lax in its environmental and ventilation practices. Functions and Processes-Ventilation is the control of air movement, its amount and its direction. As a means of quantity control, it is one of the constituent processes of total air conditioning, the simultaneous control within prescribed limits of the quality, quantity and temperature-humidity of the air. Ventilation is the most common and most. important conditioning process employed in mines for air environmental control. In mine ventilation, air is coursed through the mine workings and openings themselves and, for auxiliary purposes, through vent tubing and ducts. Thus, many interdependencies exist between the mining system and ventilation method. In fact, the two often have evolved ,jointly, as in room-and-pillar extraction of bedded or tabular mineral deposits, such as coal. Ventilation in mines today is provided almost exclusively by large fans, although air flow may result due to natural (thermodynamic) conditions. As mines increase in depth, size and complexity, demands on the ventilation system to maintain more stringent standards of environmental quality likewise rise. On the other hand, never have the technology and resources of the mining industry to cope with environmental problems been so well developed as they are today. In spite of rising costs, it is unlikely that further progress in mine ventila¬tion and air conditioning must await technological breakthroughs. 16.1.2-NATURE OF THE MINE ATMOSPHERE Air Mixtures-Air is a gaseous mixture comprising the natural atmosphere at the surface of the earth. In order to float coarse sylvite particles, Potash Corporation of Saskatchewan Inc. (PCS) uses amines and extender oil (Esso 904 oil). Since the content of polycyclic aromatic (PCA) compounds in Esso 904 oil is high, PCS has sought a suitable replacement. Various types of physicochemical tests, including measurements of the electrokinetic potential of emulsified oil droplets, oil/water interfacial tension and wetting of KCl plates by oil, did not provide conclusive results. However, captive bubble contact angle measurements on KCl plates in brine in the presence of flotation agents correlated reasonably with the flotation response. A few non-toxic oils were found to provide good results in the flotation experiments and are now tested under industrial conditions.

Mining companies, as developers of natural resources, are being forced to deal with the potential long-term liabilities of past, present, and future mining operations. As discussed in a previous paper (Cobb, et al., 1987), these liabilities can include solid waste disposal corrective action programs (state or federal actions), Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), (Superfund) (state or federal actions), or natural resource damage claims (typically filed by state agencies and provisions specified in CERCLA). These potential liabilities are very real, and should dramatically impact the way a company views its exploration and development programs, and operating mines.

Perlite is a hydrated acid volcanic glass that has been derived from the alteration of obsidians through incorporation of water into the silica structure. It is distinguished from other members of the water-bearing natural glass family by total water content, characteristic fracture and luster. The distribution of major occurrences worldwide is associated with silicic Tertiary through early-mid Quaternary volcanics related to plate movement. The No Agua dome and flow complex is one of the most highly studied perlite occurrences in the world. It clearly exhibits lithologic and textural zonations that reflect simple cooling history. Similar features are commonly observed within other perlitized, extrusive glass selvages. This paper briefly discusses current thought regarding geologic occurrence, the hydration process and the modes of origin with special emphasis on No Agua.

Bio-epigenetic sulphur deposits occur in Pecos, Reeves and Culberson Counties of far West Texas. Sulfate reducrng bacteria, utilizing hydrocarbons as energy, transformed gypsum into replacement limestone and hydrogen sulfide. Hydrogen sulfide, retained in the porosities of the replacement limestone, was subsequently oxidized by highly oxygenated groundwaters, and native sulphur precipitated. West Texas sulphur was first recognized at surface exposures by William P. Blake, a geologist attached to the Captain Pope Military/ Scientific Expedition of 1854. Attempts were made in the early 1900's to mine these sulphur vent exposures by a retort method, but the ventures met with little success. In 1967, Duval discovered a large sulphur deposit near some of the old sulphur works in Culberson County. Duval also extended a small sulphur deposit in Pecos County. The Frasch process, developed for producing sulphur from Gulf Coast salt domes, proved successful in West Texas type sulphur deposits also. However, modifications of the process were necessary to provide economical and efficient sulphur recovery from the varied ore modes. West Texas conditions and logistics require the ultimate in productivity to be competitive in the domestic and foreign sulphur markets. Several companies, in addition to Duval, are producing or have produced sulphur in West Texas. As of the first of June 1984, a total of 29.4 million long tons of sulphur had been produced west of the Pecos -aver. Duval produced more than 88 percent of that total.
