The CP-3A contract is the final segment of the MWWST’s 28.3 km (17.6 mile)pressurized water supply tunnel for the metropolitan Boston area. The 1,288 m (4,226 feet) of U-shaped tunnel alignment passed through five rock zones employing four different primary support systems. The short tunnel began in Weston, Massachusetts, at Shaft 5A in soft, completely weathered argillite, passed through a fault zone, and ended in Dedham granite. An 18-foot diameter horseshoe starter tunnel was built to accommodate a 4.94 m (16-foot 2 1 / 2 inch) diameter Robbins TBM. Heavy water inflows were anticipated and subsequently encountered during probe drilling. Pre-excavation grouting was implemented at high pressures to displace high water inflows in the starter tunnel and consolidate the fault zone. This paper will provide an overview of the tunnel construction with an emphasis on ground control, grouting and survey control.

Hachinohe smelter, a zinc-lead blast furnace complex with the annual capacity of zinc plus lead of 100,000 tons, had originally treated normal zinc and lead sulfide concentrates. However, it is currently handling a great variety of raw feeds ranging from complex sulfides to oxidic recycled materials in view of resource economy, most of which are unsuitable for zinc electrolysis. This paper reports on some significant efforts recently carried out on improving sintering operation, i.e., the increasing use of secondaries against harmful ingredients like halogens, and the substantial reduction in energy use as the results of various modifications and improvements.

"Australia’s largest rail freight network operator, the Australian Rail Track Corporation (ARTC), has selected GE Transportation’s Movement Planner solution as the key technology enabler for its Hunter Valley-focused network control optimization program.ARTC’s Newcastle-based network control, is the nerve center of Hunter Valley rail operations, where locally based train control professionals make thousands of decisions every day to safely support the annual movement of more than 24 kt/h (26,400 stph) of freight, and tens of thousands of coal, freight, grain and passenger trains each year.ARTC plans to transform its train control function by integrating and then building on Movement Planner, an advanced software solution by GE Transportation that provides real-time rail traffic planning and optimization to enable freight to move more efficiently. “The Hunter Valley rail network is one of the busiest and most complex in the country, supporting the largest coal export port in the world,” ARTC managing director and chief executive officer John Fullerton said.“As bulk freight demands grow, rail operators like ARTC and supply chains like the Hunter Valley coal network need to be creative in the way they respond so the Australian economy doesn’t miss out. That’s why we have conducted a worldwide search to find globally proven solutions that will improve our network productivity and efficiency,” Fullerton said.The Movement Planner solution considers multiple factors including train schedules, trafficcontrol systems and train movements relative to each other and then develops an optimized traffic plan for the trains throughout the network. In recent years there has been increasing concern in the mining industry over the availability and high cost of diesel fuel to support mining operations. Unit Rig & Equipment Co. has been deeply involved with the development and testing of the newest designs for trolley assist. Beginning in dune 1980, Unit Rig modified and commissioned six 156 metric ton (170 short ton) trolley assist haulage trucks at two mine locations in South Africa. Operating haulage trucks with General Electric GTA 15E/776 drive systems were chosen for the tests since this size of truck represented the majority of the population of large size haulage trucks and the greatest technical development problems. Test operations have proven the feasibility of equipment designs in actual operation and preliminary economic data has convinced the operators to proceed with planning to modify their entire mining operation to use trolley assist. The initial capital investment incurred for trolley assist can be recovered in a short period of time. Following this quick capital recovery, mines will continue to realize lower operating costs through increased productivity and lower diesel consumption.

For the mining industry, the Internal Revenue Code and regulations offer a range of choices in arriving at the allowable depletion. Each case is essentially unique. Two prerequisites can optimize these opportunities: communications between the mining company's tax specialists and its technical staff; and an understanding of IRS definitions. For the latter, a logical starting point is consideration of exploration and development, since they precede production and depletion is unallowable prior to production. Criteria for selecting engineering and accounting options for exploration and development indicate the necessity of interaction between these company functions to achieve the most favorable tax position.

Coal exploration may be defined as the acquisition of data necessary to define and acquire a block of coal which can be mined at a profit. Unlike ore minerals, coal resources are widespread and relatively abundant with supply exceeding demand in almost every case. Thus simple discovery of coal is generally not enough. The chemical and physical variability of individual coal seams, the capital intensive nature of coal mine development, and the changing patterns of utilization require that a multiphase, three-dimensional evaluation be made of each potential reserve. Factors which must be investigated include not only the quantity and quality of the coal but also the geologic, hydrologic, and engineering characteristics of the seam and its surrounding strata. Acquisition of property to provide a secure base for exploration and mine development is equal in importance to the geologic and engineering programs. The successful development of a coal reserve requires that control of coal and, in the case of a strip mine, the surface be in the form of contiguous blocks of sufficient size to support mining.

The number and the type of trucks and shovels are two important factors in determining the optimal design parameters of an open-pit mining system. Characteristics of trucks' arrival and service-time distributions determine the performance measures of a truck-shovel system when it is modeled as a closed queuing network. In all of the previous analytical queuing studies of truck-shovel systems, trucks are assumed to be identical with respect to their arrival and service-time distributions. This assumption, although desirable for reducing computational difficulties, causes either underestimation or overestimation of the performance measures depending on the number and type of equipment used in the model. The relative error in performance measures could be significant when the number of different types of trucks and shovels is large. In this paper an analytical method is proposed to model the truck-shovel system as a multiple-chain closed queuing network. This approach would provide the capability of estimating system performance measures for planning purposes when the truck fleet is not necessarily composed of identical trucks. An example of truck-shovel systems is discussed to show how the incorporation of different types of trucks does affect performance measures.

Researchers from the National Institute for Occupational Safety and Health (NIOSH) evaluated the impact of potential shale gas well breaches and subsequent gas inflow on selected mine ventilation systems of operating longwall panels using a 1:30 scaled Longwall Instrumented Aerodynamic Model (LIAM) and Sulfur hexafluoride (SF6) as a tracer gas. A series of tests were performed at 340, 400, and 500 cfm inflow levels utilizing different mine ventilation scenarios. Results suggest that the breached gas can be diluted to meet statutory levels when the longwall panel is adequately ventilated. The results enhance the understanding of the gas inflow and mine ventilation system interaction and provide critical information to the industry and regulatory agencies for improving miners’ safety.

Two plate load tests of 1 m2 area were per- formed in a pressure tunnel at the Rocky Mountain Pumped Hydro Project. Reaction for the 250 tons loading in this 10.5 meter diameter tunnel was provided by deeply anchored, diverging rock bolts, eight per load frame. Pressure build up to 2.5 MPa was provided by circular flatjacks. Rock deformation was recorded at depths of approximately 0.3, 0.9, 1.2, 1.8 and 3.3 meters using axially located multiple position borehole extensometers. The tests were performed in representative units of massive shale and thin to medium bedded siltstone. Stress was built up in four equal steps to 2.5 MPa, held constant for one week for creep monitoring, then unloaded, reloaded and unloaded over a period of one day. The most deformable unit was the massive shale which exhibited 1.3 mm of permanent deformation at the surface after the first loading and unloading cycle, which included 0.36 mm of creep. After the second loading-unloading cycle, the permanent deformation had increased to 2.6 mm, following a maximum deformation at the surface of approximately 3.6 mm. At the maximum stress of 2.5 MPa, the tangent modulus averaged 0.4 GPa when loading, and 0.3 GPa when unloading. The thin to medium bedded siltstone exhibited only 0.17 mm of permanent deformation at the surface after the first loading-unloading cycle, which included only 0.05 mm of creep. After the second loading-unloading cycle, the permanent deformation had increased to 0.27 mm, following a maximum deformation at the surface of approximately 0.53 mm. At the maximum stress of 2.5 MPa, the tangent modulus averaged 6.2 GPa when loading and 21.9 GPa when unloading.

Compania Minera Disputada de las Condes S.A. (Disputada) is proactively implementing closure and reclamation planning activities at its mining and beneficiation facilities (mining facilities) in Chile where regulations governing mine reclamation are not yet fully in place. These activities are being implemented to improve currently employed measures to protect human health and the environment and to enhance reclamation and facilitate future closure with regard to these areas when mining is completed. As part of this process, Disputada, with the assistance of Shepherd Miller, Inc., developed recommendations and guidelines for future closure and reclamation of the Disputada sites. These recommendations and guidance incorporate planning and operational and post-operational design considerations and practices, and standards used by the mining industry and regulatory agencies around the world. The criteria presented in the guidance are based on achieving conditions that will be suitable for the anticipated post-mining land use. This paper discusses the process and approach taken, and the results.

An accurate and dependable ore reserve estimate is important to any mining company. It is also essential for development drilling and production planning to know about the distribution of the ore within the area to be mined. This paper will show that in the case of more variable deposits such as uranium, the use of geostatistics is superior to conventional techniques. Unlike conventional methods, geostatistics includes the importance of spatial orientation of measured variables. With the use of variograms in conjunction with kriging, a point or a block may be estimated along with its error of estimation. The existence of disequilibrium can create a severe problem in uranium 'ore reserve estimation, and mine and production planning. Disequilibrium can be simply defined as the ratio of chemical or assay values to gamma equivalent values calculated from the downhole geophysical gamma-ray logs. Various methods for adjusting for disequilibrium have been proposed. Most, however, have side stepped the consideration of disequilibrium itself being a regionalized phenomena; or its, relation to surrounding geology. This paper presents methods of incorporating both aspects. The East Dilts Pit at the Bear Creek Uranium Mine in Wyoming, has been used as a case study. Polygonal, triangular, and lognormal kriging and various disequilibrium adjusted methods, including multi-factor cokriging have been com- pared with the mining experience.

Many developing countries with little or no previous environmental regulation are now promulgating air quality regulations which require facilities to demonstrate compliance with both process parameter based emission limits and ambient air quality standards. For many companies with operations in developing countries, an air quality compliance program at the facility level is lacking and these companies have very little background information to work with in developing a program for assessing and maintaining compliance. This paper will present a methodology for development of a comprehensive air quality compliance program for operations located in developing countries with new environmental regulations. The experiences of the authors in developing an air quality compliance program for a mining operation located in South America will be used as a basis. A program for meeting new air quality requirements can be developed in seven steps. The seven steps are: (1) regulatory review and project scope; (2) design and implementation of a baseline air quality monitoring program; (3) site visit, (4) development of a complete air emission inventory; (5) dispersion modeling; (6) compliance analysis and compliance plan; and (7) project completion.

Earlier publications from The University of Alabama have indicated that column flotation performance is improved when operating at low pulp levels and when the feed is directed into the froth phase. To validate these early observations a series of tests were performed in which the position of the feed entry to the column and the pulp-froth interface were systematically varied. The optimum grade-recovery relationship was achieved with high feed entry (WA) of column height) and very low pulp levels (<10% of column height). The position of the pulp-froth interface appears to be the more critical variable. When operating in this mode (1. e. at low pulp levels) column flotation becomes. in reality. a froth separation process.

Innovative mining technology came to Texas in the form of bucket wheel excavator/cross-pit spreader systems. Texas Utilities Mining Company put the first system to work at its Big Brown Mine in December 1985. The second such system was put into operation at the Monticello Mine in February 1991. The cross-pit spreader systems are mobile, electrically powered, excavation and conveyor systems, the principal components of which include bucket wheel excavators (BVE) and an across-the-pit conveyor (spreader). These crawler mounted machines operate as a unit; the BVE&apos;s excavate overburden, feed it via conveyors to the spreader which in turn conveys the material across the open pit and onto the developing spoil bank. The system at the Big Brown Mine is composed of 2 BVE&apos;s and an across-the-pit conveyor while the Monticello system is made up of 1 BVE and a spreader. The BVE&apos;s prestrip overburden preparing a dragline bench for the final removal of overburden. Numerous evaluations, including lignite production requirements, economics, overburden characteristics, rehandle reduction, spoil stability, and the compatibility with dragline operations, led to the selection of the cross-pit spreader system at the Big Brown Mine. The system has proven itself as a viable and economical means of prestripping. The system&apos;s success at the Big Brown Mine led to the development of a second such system at Monticello. The advent of the cross-pit spreader system is viewed by Texas Utilities Mining Company as a viable solution to recovering deeper lignite reserves in a safe and economical manner.

It has been accepted almost as dogma that sampling contributes most of the error to fluctuations in gold fire assays. Differences in assay results on pulp material from the same sample interval are frequently regarded as evidence of the presence of the so called "nugget effect" or relatively coarse gold particles. It is true that if coarse gold particles are present they contribute to substantial sampling fluctuations, but while the process of sampling is probably the major source, the analytical process cannot -be completely ignored as a possible contributor to erratic assay results. In order to maintain a stable assay process, the analytic part of the system must be kept in control as well as the sampling and preparation part. One way of monitoring the performance of the analytic system is to systematically assay standard material whose sampling characteristics are carefully controlled. Gold assay standards are not prepared nor can they be prepared to account for both sampling and analytical errors. It is not possible to send coarse material to a lab for preparation (which includes both the processes of comminution and splitting) followed by fire assay, to make inferences only about the fire assay process. Because most gold ores are very heterogeneous, sampling errors would in most cases completely mask the contribution of the analytical errors. Assay standard material is prepared only to assess the accuracy and variability in the fire assay process.

The stability of a liner system is influenced by many factors which can be compiled into four basic groups. They are: 1. the liner system components and physical characteristics; 2. the geometry and slope of the liner system; 3. the loading conditions on the liner system; and 4. the foundation conditions under the liner system. Failures in the liner system that are due to one or more factors from the first three groups usually result in movement relative to the plans of the liner system. Failures associated with factors in the fourth group result in deformation(s) across the liner system section beyond its design limits. For purposes of these discussions a failure in the liner system refers to displacements or movements resulting in physical damage to the liner system such that it can no longer function.

Other than being used to convey fill material for the gob stowage or building of ribside packs on advancing longwell faces, pneumatic conveying has not been used for the transport of materials on a large scale in mining operations. The technique is extensively used in the wood products industry for conveying wood chips, limestone and other ingredients for the manufacture of paper, for the transfer from railcars, barges or ships to silos or stockpiles and further transfer into the pulp mills. This method of material transfer has the distinct advantage of transporting suitable material over horizontal and vertical distances within the same system. In considering material associated with mining, this includes, ore, coal and rock up to 4 inch cubed size, throughputs of 200 tons per hour over horizontal distances of 3000 feet or vertical lifts of 2000 feet. In recent years tests have been carried out to determine the physical and economic limitations of pneumatic hoisting, the results of which have led to the installation of two fully productive coal hoisting systems at mines of the National Coal Board in Great Britain. The equipment used for the pneumatic hoisting of coal or waste rock is described in this paper, together with a brief history of the tests which led up to the installation of the two hoisting systems in Great Britain.

Generally speaking, it is safe to address this conference as a conclave of Engineers, Owners&apos; Agents, Governmental Representatives, and Contractors. As a group, we have assembled here to learn of our compatriots engaged in similiar underground operations throughout the United States and the World. We are here to learn of improved methods, higher technology, and better management. Through the acquisition of this knowledge, we each hope we can improve our own particular services, products and projects. This session is dedicated to a discussion of "Costs". The most apparent reason for a discussion of costs at this level is to expose subjects affecting costs and propose methods to reduce them. From that premise a contractor can identify three areas of discussion: design considerations, contract considerations, and governmental considerations. A fourth area of consideration is an introspective view of the contractor&apos;s role in the design construct process. Unnecessary costs and risks attributable to these areas are contributing excessively to ever increasing project and system costs. DESIGN CONSIDERATIONS On April 20, 1977 the Metropolitan Sanitary District of Greater Chicago accepted proposals for the Tunnel and Reservoir Plan on Contract A and Contract B. This letting called for construction of over 33 km (21 miles) of the Mainstream Tunnel bored at 9.75 m (32 ft) to 10.67 m (35 ft.) in diameter. Natural ores, sinters, and pellets were subjected to a carbon monoxide reduction-disintegration test under laboratory conditions including a simulated blast furnace gas and a 1000°F temperature. The most significant findings were that: 1. Self-fluxed pellets broke down to a greater extent than either the acid pellets or the acid or self -fluxed sinter. 2. When pre-reduced, both the acid and self-fluxed pellets had very good resistance to breakdown.

Longwall mining offers low cost potential for coal with high capital investment. As opposed to two shifts-per-day operation in most long- walls, Saarberg Mines in Germany increase utilization of capital by operating their longwalls around the clock. Differentiation between capital and operating costs, corrective maintenance versus preventive maintenance, improved roof conditions, and economical life of equipment was investigated. A surprisingly high degree of improvement was attained. Capital costs at Saarberg longwall coal mines have been reduced through a step-by-step research and trial program. This reduction was particularly influenced by the high performance pilot longwalls at the Ensdorf mine. The following presentation shows data and figures of those longwalls. End results were 40% reduction in capital costs, which could contribute favorably to investment decisions in the coal industry in a supply side economics environment.
