The mining paradigm is changing on the continent of Africa. Jessica Kogel?s closing statement from her September 2013 President?s Page (ME, September 2013, pp. 6) has never been more appropriate, ?Africa is shaping up to be the next mining powerhouse, and there is huge opportunity for local communities, national governments and private industry to work together to create a win-win situation for all.? Supporting this notion, attendance at numerous industry conferences around the world demonstrates the shift toward a more sustainable, more environmentally conscious extractive model. But questions remain: How effectively is the industry making this transition, and how willing are companies to learn from the experiences of others? The international development community, as we like to call ourselves, is going through a parallel shift. We are experiencing our own funding crisis; governments are not as flush with resources as they were pre-economic meltdown. But more importantly, after a half century of implementing development programs, we must admit that while some of our programs have been fantastically successful, too many still fail to achieve the goal of poverty alleviation for the world?s poorest. Moving forward, we are forced to recognize that achieving success in scale and sustainability is not always accomplished from our work alone. As the director of international programs for Africare, a nonprofit with more than 40 years of experience implementing community-based development programs in Africa, I can report that our organization is changing the way we think about successful development partnerships. Africare recognizes that for too long the mining sector and nonprofits have been at odds, choosing noncommunication as a ?solution? to the problem. Both sides now recognize that this standoff is outdated, and Africare, specifically, is ready to cross the proverbial line. We see the potential benefits of mining for local communities and, when done responsibly, the opportunity to properly manage Africa?s resource boom as a benefit to all. There are challenges in this conversation. Many mining professionals view nonprofits as whistle-blowers, ready in a pinch to speak to news sources and complain about poor operational standards. Those are advocacy organizations, and while their role is important, they are not the only nonprofits interested in mining operations in developing countries. Organizations like Africare, with decades of experience implementing poverty reduction programs, approach this differently. We know we can work with mining companies to promote economic opportunity in the communities where mining operations are occurring. We recognize that the conversation is difficult, and we are open to discussions about how we can bring our unique experience to bear on the problems faced by mining companies in carrying out their investment programs.

To date some 1,000 exploration targets (by way of adits, mine dumps, shafts, outcrops and unstoped mine areas) have so far been identified using an interactive data base system to query a digital data base comprising topographic, cadastral geological and mine components developed as a compilation of old plans, records, surveys and recently flown aerial photography. The exploration targets are intended for early follow-up as part of a 1987 exploration programme to investigate the reserve potential of the former producing property located in southern Utah. Of further interest is the unscrambling of old mine plans to provide drill targets for investigation of unstoped reserves with one target being a possible 800,000 tons in part of the lower workings. The project site encompasses about 3,200 acres of mainly patented lode claims covering most of the claims and mines of the Gold Mountain mining district formed in 1889. Turn of the century mining saw several mines operating whose total production was at least 143,000 oz. gold and 460,000 oz. silver from steeply dipping veins up to 20 ft. or more in thickness.

INTRODUCTION Geotechnical engineers play a major role in tunnel design primarily because tunnels are constructed entirely within the ground. In general, this role can be divided into two major tasks: subsurface investigations and project design. Under subsurface investigations, it is necessary for the geotechnical engineer to accurately describe the ground in which the project will be built. Under project design, it is necessary for the geotechnical engineer to work together with other members of the design team to make certain that the tunnel fulfills its intended purpose at least cost. Given in the paper are the authors' opinions about what constitutes an adequate scope of services for these two tasks on a tunneling project. SUBSURFACE INVESTIGATIONS o Background Study All subsurface exploration programs for tunnels begin with a thorough investigation of background information about the proposed site. Such background information includes geologic, reports topographic maps, aerial photography, and case history reports of other nearby tunnels. Once completed, it is necessary to study the background information so that the proper scope and magnitude of subsurface exploration work is performed in a manner that provides maximum input to a knowledge of those intact and rock mass properties that are important for an understanding of the entire ground mass. In the past, the center of most companies' e-initiatives has been on reduction of indirect costs, such as selling and procurement. Recently, e-commerce has moved its attention from back-office functions into manufacturing, in order to significantly reduce direct operating costs. This paper describes many of the Web-Powered Manufacturing initiatives being employed across various industries, and relates them to similar opportunities being started within the mining and mineral-processing sector. The following opportunities are enabled by Web-Powered Manufacturing: • Collaboration with outside experts to extend their pool of resources • Management of remote and distributed operations • Tie-in of small operations to a larger operation • Monitoring a position in a JV operated by a partner • Managing a plant located in someone else's facility • Having a chemical supplier manage his inventory in a customer's tanks • Having an equipment supplier remotely troubleshoot his equipment installed in a customer's site • Having an additive supplier provide remote pro-active. guidance in optimization of a customer's operation • Having software suppliers take responsibility for the results of their applications • Outsourcing software and systems support by providing remote access Details of one of these opportunities are described in this article, and the benefits captured using this approach and the technologies necessary to make them a reality are emphasized.

Clearly there is a tremendous need for assistance in Eastern Europe since most industries must undergo major restructuring. The new governments face many dilemmas, the first task being to establish an order of priorities to deal with the numerous problems at hand. Issues such as the standard of living take low priority compared with market economy and ecological problems. The concept of a Comecon market is now virtually non-existent and trade in roubles ceased from 1991. From this time onwards countries were obliged to trade using free market prices. Governments must also avoid the economic mistakes of countries such as Poland with its high devaluation and lack of economic control and, if possible, contain inflation and unemployment. The privatization of Eastern European enterprises raises considerable difficulties, particularly for large corporations, employing anywhere from 50-100,000 people, which played a major role in the national economy. Whichever method is selected, however, still has to overcome the problem of lack of capital and evaluating the national property. For example, earnings represent only a small percentage of the value of these national industries and thus cannot convert to private ownership without foreign capital investment, either direct or as joint venture capital.

The indirect method of drying coal fines is applied to filter cakes which ordinarily contain 22 to 30% moisture and are not readily transportable. The "Thermal Dryer", which operates on the mass transfer principle, has found wide use in coal preparation plants. The thermal dryer is penalized in operation by the necessity of adding coarse coal to the wet fines before entering the dryer body in order to produce a permeable bed, and thus enable hot gases to uniformly contact the wet mass. The ratio of coarse coal to fines varies from 2:1 to as much as 4:1, depending on the average particle size, moisture, and ash content of the fines.

A coal-fired fluidized bed combustion (FBC) system will be installed at the Owatonna Tool Company, Owatonna, Minnesota. Two FBC combustors will burn solid fuels: coal, petroleum coke, and wood and paper wastes. Crushed dolomitic limestone will be used to control sulfur emissions to EPA limits. The combustors will supply indirectly heated hot air and hot water for paint drying operations, washing processes, and space heating. The program is sponsored by the United States Department of Energy and the Owatonna Tool Company, and is one of five programs designed to demonstrate industrial applications of coal-fired fluidized bed equipment. The paper will describe the combustion system and the results of development tests with dolomitic limestone for sulfur emission control.

Blasting practices based on sound engineering principles are well established but the successful application of these practices requires accurate information about the overburden geology and close supervision of the drilling and blasting operations. Good design alone is not sufficient to insure good results, but the process may be difficult to control unless steps are taken to measure the variables and to provide management and the operators with the information they need to establish and maintain control. Satisfactory blasting can be defined as loosening and fragmenting the rock so that it can be handled by the excavating equipment, while at the same time, governmental regulations on air blast and ground vibrations are not violated. Optimum practices achieve these objectives at the lowest combined cost of the drilling and loading operations and the blasting materials. Total system optimization, that is, taking into consideration the effect of fragmentation on the cost of operating and maintaining excavating equipment as well as drilling and blasting costs, probably is not a reasonable goal at the present time.

The Monterey Coal Company, a wholly owned subsidiary of The Carter Oil Company of Houston, Texas, recently awarded a contract to build the Monterey No. 1 Preparation Plant, which will be located near Carlinville, Illinois, to the McNally Pittsburg Manufacturing Corporation. The preparation plant will be one of the most modern jig preparation plants in the State of Illinois. Illinois No. 6 coal will be delivered by a 48" slope belt having 35-degree carrying idlers, operating at 650 FPM and operating on an incline of nearly 17 degrees. The slope belt is driven by two 450 BP motors and will deliver the mined coal at the rate of 1800 TPH to a stationary step-type ' screen having six-inch openings. The overproduct from the stationary screen will discharge into a 10' x 24' McNally Rotary Breaker and the underproduct will bypass the rotary breaker. The rotary breaker is equipped with heavy manganese screens with 6 ½" diameter openings. The sized 6" x 0 coal from the stationary step screen and the rotary breaker will be discharged by gravity to a 4%" raw coal incline storage belt. The 48" raw coal storage belt will deliver the 6" x 0 sized coal at the rate of 1800 T?H to an 8000 ton concrete raw coal silo, 70 feet in diameter and 1x7 feet high. The 6" x 0 sized coal will be drawn from the concrete storage silo by seven (7) 36" wide reciprocating plate feeders. Five feeders are to have constant speed drives at a rated capacity of 145 TPH each. Two (2) feeders will have remote con- trolled variable speed drives, to provide a varying feed.

The town of Tayoltita, Durango is located at the bottom of the 2000 m. deep Rio Piaxtla canyon on the axis of the rugged Sierra Madre Occidental mountain range. Throughout most of the year access to the town is restricted to travel by mule or STOL aircraft. Silver and gold have been produced from epithermal veins in the north side of the canyon since 1757. During the last seventy-three years more than 4,588,000 kg. of silver and 76,322 kg. of gold have been produced from approximately 6,000,000 metric tons of ore. The Tayoltita mine is developed within a fault block bounded by normal faults which strike north-northwest and have opposing dips. A thickness of at least 1300 meters of late Cretaceous or early Tertiary volcanic rocks is exposed in the mine. These range in composition from andesite to rhyolite. Andesite predominates in the upper 750 meters of the section. The volcanic rocks were passively intruded by quartz-monzonite and andesite stocks during middle (?) Tertiary time. Mineralization spatially and temporally (?) related to the stocks occurs along the east boundary fault and in intersecting footwall fissures which strike east-west and northeast. Ore was deposited over a vertical range of up to 600 m. prior to tilting of the volcanic rocks 35 to 45° to the east. With few exceptions, the ore bodies are found within the lower 400 to 500 m. of the andesite. Argentite (acanthite), stromeyerite, jalpaite, electrum and native silver are the principal ore minerals. They occur in gangue composed of one or more of the following: quartz, calcite, bustamite, adularia, chlorite, and albite. Base-metal sulfides make up less than 1.5 percent by weight of the ore.

The use of a series of thickeners for-washing of the slime fraction of a leached ore is not uncommon in the uranium industry; however, few ore processing mills have used a thickener circuit for washing leached total ore. The, common, practice is to wash the sand fraction in classifiers and, the slime fraction only in thickeners. At the Uravan mill of Union Carbide Nuclear, Company, a total ore' acid leach is employed to extract uranium values from sandstone ores. These leached ores are then washed at a nominal rate of from 1,000 to 1,300 tons per day in a series of washing thickeners. A typical screen. analysis of the ore being washed in these thickeners, is 25 percent -200 mesh, 3 percent +35 mesh and about, one' percent +l4 mesh., The amount of slimes (-200 mesh) will vary from 20 to 30 percent s the mill receives ore from 150 different mines The washing liquor is acidic, from a pH of about 2 in the first thickener to 0.6 pH in the last thickener and of course ally acid duty equipment must be used. The Uravan mill of Union Carbide Nuclear Company is located in Montrose County, Colorado and is physically located on a canyon wall along the San Miguel river. The thickeners referred to in this, paper are located on top of the mesa above the canyon. For purposes of identification, these thickeners are numbered 1 through 8 from south to north.

Introduction The role of marketing in the minerals and mining industry takes on different degrees of importance depending on the commodity, but nowhere are sales and marketing more important than in industrial minerals. This article compares industrial minerals marketing with the marketing of other mining and mineral products. Marketing in Mining Some broad generalizations on the marketing of industrial minerals in relation to other mineral products can be made without getting bogged down with exceptions to generalizations. Two totally different areas of mineral production are crude oil and natural gas, and metals, including ores and concentrates. Although these commodities are the basis for two completely different industries, they share two things in common from a marketing standpoint: • Their value per unit volume is usually high enough so that they can be transported great distances. • Their specifications are readily definable and, therefore, the quality of a standard product from a production run can be communicated by stating certain chemical and physical features. This permits sales to be consummated by telephone, telex, and letter, without the need to pretest the products under use conditions. In regard to the first item, industrial minerals, as opposed to oil, gas, and metals, are in most instances site specific. Location of the point of production in relation to the point of use is of paramount importance based on a generally lower unit to volume value. This means that transportation is a major factor, with the cost of getting the mineral to market commonly exceeding its f.o.b. value. Of the various critics of federal energy and minerals policy we are hearing these days--and they are legion--few make their points more vividly than our fellow SME member and eloquent spokesman for the mineral industry. Mr. Eugene Guccione. In a moment of comparative mellowness. Mr. Guccione recently characterized Washington's time-honored legislative and bureaucratic machinery as a case of "...scientific illiterates asking the incompetents to do the unnecessary." I hope the prevailing industry view of government is not quite that harsh, and yet one cannot deny that government intervention is indeed pressing in on the mineral industry with increasing force. What is happening today in Washington and in state capitols will have enormous impact--both short and long term--on the future of coal and mineral production in the United States. Symptoms of this trend are everywhere. In the first place, there is a sentiment, widely held and still spreading, that the government must become involved-- that no matter what the problem, the solution lies in more government intervention. Free enterprise versus statist, reflex reaction organizations. When it cones to regulation in the resource field, there is too often a tendency to start out by assuming guilt on the part of the mineral industry. This can lead to laws governing mineral recovery that are more punitive than constructive...laws drawn up with little research into the scientific or economic considerations involved.

In this study, the effect of colemanite and calcined colemanite (CC) addition on the properties of iron ore pellets is studied. The pellets are prepared in a lab without and with 0.2% colemanite and varying amounts of CC from 0 to 1.0 wt%in steps of 0.2%. A reference pellet is prepared under typical plant conditions, and the properties of the reference pellet are considered as the base value for improving the cold compressive strength (CCS) while maintaining the other parameters at an acceptable limit without altering the pellet. The study also aims to provide a detailed characterization of colemanite and calcined colemanite to better understand their behaviour during firing. The lab-scale results show that the CCS of pellets made with 0.2% colemanite was reduced by 222 points (60%) as compared to the reference pellets due to crack formation during firing. The results show an improvement in the CCS of the indurated pellets with CC dosage up to 0.4%, and decreasing strength is noted thereafter. It is observed that the swelling index increases with the increase in calcined colemanite dosage. To simulate plant conditions, reference pellets and pellets with optimized CC dosage were fired in a plant furnace.

The article evaluates the convective heat transfer coefficient of ventilation air in a potash mine. The energy balance is obtained through thermal characterization of the ventilation air and rock, allowing for the calculation of heat transfer parameters. Different models for calculating the convective heat transfer coefficient are analyzed. The results indicate that the Pethukov–Kirilov, Gnielinski, and modified Dittus–Boelter models are optimal for this mine. The study also indirectly examines the conductivity of the adjacent rock, suggesting saturation throughout the studied section and the presence of liquid water upwelling in a specific section.

As a result of the Three Mile Accident and because of evidence indicating radiation protection problems, the U.S Nuclear Regulatory Commission (USNRC) undertook a major effort, with the assistance of the Pacific Northwest Laboratory (PNL), to analyze radiation protection programs at 47 commercially operated nuclear power plants. This effort, the health physics appraisal program (HPAP), using a modified management oversite and risk tree analytical logic methodology (MORT) which consisted of analytical trees with applicable questions for each tree, was subsequently extended to include USNRC licensed uranium mills. In the uranium mill appraisal, a team of four senior radiation safety professionals spent a week at each mill evaluating the total health physics program. Prior to the HPAP, the USNRC inspection efforts were designed to determine if the licensees were fulfilling the requirements of the code of federal regulations and the mills source material license. The HPAP, however, was designed and structured to facilitate an integrated look at the total program. It is also directed into areas for which explicit NRC regulatory requirements may not currently exist. The latitude of the HPAP was designed to allow professional judgement in the evaluation of program adequacy, because merely meeting the explicit regulatory requirements does not necessarily ensure an adequate and effective health physics program. The results of the first eight site visits and the generic health physics problems identified within the uranium milling industry will be identified in this paper.

The Churchill Falls Development will eventually be the largest source of hydroelectric power in North America. Churchill Falls was discovered in 1839, but until recent years it was not practical to begin development of this site to tap the 7 million horsepower available. This $1 billion project is located in Labrador, 700 miles northeast of Montreal and 650 miles northwest of St. Johns, Nfld. The construction will divert the Churchill River 5 miles upstream from the 245 foot Churchill Falls. Rapids above and below the Falls, together with the Falls proper, give a natural head of 1,040 feet. In contrast to the basic simplicity of the surface installations, the powerhouse labyrinth is astounding in size and complexity. The largest in the world, it consists of three major chambers - the powerhouse, 972 feet long by 81 feet wide and 154 feet high; the surge chamber, 763 feet long, 40 feet to 64 feet wide and 148 feet high; and the transformer gallery, 856 feet long by 50 feet wide and 39 feet high. Other major features include eleven inclined penstocks, each 1200 feet long and 20 feet in finished diameter; eleven draft tubes averaging 37 feet in finished diameter and 162 feet long; six vertical cable shafts each an average of 865 feet in length; a series of eleven short bus tunnels linking the powerhouse and the transformer gallery; a vertical power-

The occurrence of rock bursts in some deep mines throughout the world constitutes a severe operational hazard. In addition to endangering the safety of the miners, the rock-burst problem is a major factor in mining economically in deep mines because of the loss of production and expense owing to cleanup and repairs following a burst. Developing means of controlling or eliminating rock bursts has been the subject of intensive research for over 50 years. While much has been learned about the effects of rock bursts, little is known about their basic causes; hence, control measures have been at best only partially effective--attested to by the number and severity of bursts that continue to occur throughout the world each year. In the Coeur d'Alene mining district of north Idaho, the rock-burst problem continues as the silver and lead veins persist at depth. These veins are presently being mined at greater than 7,000 feet below the surface and will be mined to some 10,000 feet in the future. The majority of rock bursts in this district occur in pillars. While pillar bursting has been essentially eliminated in some deep-mining districts by longwall techniques, modification or application of this technique to the thin, irregular, and near vertically dipping veins of the Coeur d'Alene district has not been found to be practical. The creation of pillars is a consequence of the horizontal cut and fill mining method used. Figure 1 shows a vertical longitudinal projection of the silver vein at the Galena mine, illustrating the mining method. Stoping progresses between raises and is carried upward between levels. A horizontal pillar is created as a stope approaches a mined-out level. Recent broad-band micro seismic monitoring of rock-burst-prone stopes by the Bureau of Mines has shown that potential burst zones could be delineated weeks in advance of a burst and that a definite sequence of events took place prior to the occurrence of a pillar burst (1). Hence, time was available for control measures to be effected when a stope pillar reached a critical burst geometry.

According to Darcy's law, the rate of filtration should increase with increasing pressure drop across a filter cake. In centrifugal filtration, the driving pressure is created by the centrifugal forces applied in the free water on the surface of a filter cake. However, the pressure drop can become negative when the free water surface disappears, which makes it difficult to achieve low cake moistures. In hyperbaric centrifugal filtration, this problem is overcome using air pressure to restore the pressure differential. In the present work, various mineral and coal fines have been subjected to hyperbaric centrifugal filtration tests. The laboratory tests show that the moistures of various mineral fines, such as copper and zinc concentrates, phosphate, talc, kaolin clay, and precipitated calcium carbonate, can be reduced substantially below that achieved by conventional centrifuges. Similar promising results have also been obtained with various coal fines in laboratory and pilot-scale test programs and in full-scale plant demonstrations.
