With most of the coal currently mined in the eastern U.S. already requiring cleaning to meet electric utility coal specifications, the question remains how medium- and high-sulfur coal producers will provide the even better quality coal expected to be demanded if pending acid rain legislation is enacted. One emerging approach is to crush the coal to liberate additional ash and sulfur so that better quality coal can be produced at equal yields. This paper discusses how to measure liberation. the premiums the utility market is willing to pay for lower sulfur coal, and a staged middlings crushing scheme that promises the benefits of total raw coal crushing but at lower costs. For some coals, cautious application of liberation concepts may be the only way to produce a product that can be quality and cost competitive in the future utility coal market.

Fly ash is a by-product generated from combustion of coal in thermal power plant. Disposal of fly ash is a major environmental concern for the power plants. Though a considerable part of fly ash is used in cement making and brick manufacturing, substantial quantity remains unutilized. Silica and alumina are the major constituents in fly ash along with lime. Aluminosilicates and unhydrated lime present in fly ash, in presence of water, undergo a pozzolanic reaction and form cementitious bond which holds the particles together. Bentonite is commonly used as binder in micropelletization of process waste to attain the mechanical strength required for handling and transportation. The bonding of particles by bentonite is a physical mechanism, while fly ash bonding is a chemical mechanism. The present paper deals with the partial replacement of bentonite with fly ash in micropelletization without affecting the quality of micropellets.

In attempting to tell the general public about the coal industry's land reclamation efforts, we have often said, "We're not doing things by the book, because we're still writing it." Like any good catchphrase, the statement is not only striking but true. It is particularly true in the mountains of Appalachia, where the problems of mining; and of reclamation are made more intense by the nature of the terrain. Mining and reclaiming the land "by the book' --which is to say by the methods of contour mining traditionally used in hill country--hasn't worked too well. So a lot of conscientious coal operators and associations are trying new methods--new ways of mining, new machines for seeding and planting, and new species to seed. Not all their experience can be transplanted to other areas, and of course I don't believe that Appalachia is the only place where new methods are being developed. Nevertheless, there's enough action in Appalachia to make a detailed examination rewarding, so let's focus on the hills to see what's new.

This paper deals with problems of groundwater development in an insular circum-Pacific environment, and is not oriented as such to mining and mineral development. Nonetheless, because a reliable water supply is necessary for most mining and related support activities, and since water supplies are limited in many insular parts of the Pacific Basin, groundwater development is a subject which must be frequently addressed. Because many in the audience may be already familiar with groundwater development for continental environments, I have chosen to deal with groundwater occurrence and development problems which for the most part are unique to insular environments. In such environments, the local geology plays a critical role in determining groundwater occurrence and its suitability for development. The three examples discussed in this paper-Hawaii, Guam, and the Marshall Islands-were selected because they illustrate groundwater occurrence in a wide range of geologic conditions. For example, the Hawaiian aquifers consist primarily of basaltic lavas, while Guam is made up of andesitic lavas and coral reef limestones, and the Marshall Islands are coral atoll deposits. Despite differences in aquifer size and rock types, the principal mode of groundwater occurrence at the three sites is similar; thus, development strategies are also similar. Figure 1 shows the location of the three sites.

In less than two years, Stratmin has discovered, explored, developed, financed and put into production by open pit, a large graphite mine. The deposit, hinted by airborne electromagnetic survey, was discovered in September 1987 through various ground geophysical surveys, diamond drilling and trenching. The open pit started production in February 1989, feeding a nearby leased mill at Notre-Dame-du-Laus (Quebec), having a processing capacity of 400 tons per day. A new 1,000 tonne per day mill was built at the mine site, in Lac-des-lies (Quebec) and began production in April 1990. The Lac-des-lies graphite operation is currently one of the largest of its kind in the world. Mine and mill facilities are operated by Stratmin Graphite, jointly owned by Stratmin Inc. (75%) and Imetal-France (25%), a wholly owned subsidiary of Imetal (France). From initial exports limited to Japan and United States, Stratmin Graphite is now exporting in fourteen different countries, attesting to the very high quality of its products, with grades ranging from 92% to 97% carbon. Among the numerous graphite deposits discovered in Canada, Stratmin Graphite Inc. has emerged as the leader and virtually the sole crystalline graphite producer in North America, operating on a continuous basis.

As indoor positioning provides particular challenges due to the unavailability of GPS signals, various systems such as ultrawideband (UWB), radio frequency identification (RFID), ultrasound, and wireless local area network (WLAN) have been proposed in recent years. Some of these technologies are currently being marketed and some are still being developed. UWB technology allows for higher precision while also reducing power consumption. Hence, the underground automation and localization systems can use this technology for more accuracy and robustness. This article discusses new robust UWB modules used for underground positioning and collision avoidance with regard to human safety in underground mining operations.

This paper highlights the use of an innovative mine production scheduling scheme for grade-control planning tasks that take into consideration grade-model uncertainty. The scheduling exercise has been carried out with the help of a multiobjective genetic algorithm (MOGa) for the production scheduling operations. The underlying motive behind the use of MOGa has been the generation of a set of pareto optimal solutions to meet the goals of the target-grade specifications for the considered multiple grade attributes. Several new concepts related to MOGa formulation, in particular the mutation operation and the convergence criteria of this algorithm, are proposed in this paper. The modeling of grade uncertainty into the scheduling outputs has also been incorporated through a set of conditional simulated grade maps. The proposed scheme of production scheduling operations has been applied for the grade-control planning operations in an iron ore mine to meet the targeted grade specifications of iron, silica and alumina, and a risk analysis has been performed to this end.

GENERAL DESCRIPTION At the Star mine, Hecla Mining Co., located in Burke, Shoshone County, ID, the mining method is horizontal slicing (timbered or untimbered) cut-and-fill using hydraulic sand backfill. Back stoping as well as breast stoping is used; see Fig. 1. The annual produc¬tion from all cut-and-fill mining is 259 816 t (286,400 st). The average depth ranges from 366 to 2408 m (1200 to 7900 ft). A majority of the tonnage comes from an average depth of 2240 m (7350 ft). Average travel time to the stope is 1 hr. GENERAL ORE BODY REQUIREMENTS AND LIMITATIONS Size and Ground Conditions The ore body is 610 to 1219 m (2000 to 4000 ft) along the strike and 2408 m (7900 ft) on the dip, with an average vein width of 2.6 m (8.5 ft). The dip is essentially vertical. The ore body is heavily sheared and broken on the main fault structures; it is more competent on the wall veins but everywhere subject to rock bursting at depth. The hanging and footwalls are strongly fractured on the main fault structures, again more competent but still fractured on the wall veins. All host rock is Revett quartzite. Value and Production Requirements The ore value is $56 per ton. Production require¬ments are 1089 t/ d (1200 stpd), five days per week. Why Cut-and-Fill? The slusher extraction method is the most satisfac¬tory and practical for narrow vertical veins with sheared walls. The method must be quite selective to be com¬mercial. The veins are too narrow for rubber-tired ex¬traction and the grade is not high enough to make resuing practical. DETAILED DESCRIPTION Development Access to the main shaft is by the 3.2-km (2-mile) main haulage tunnel. The level intervals in the vertical timbered shafts are 61 m (200 ft). Vein development is by crosscut and laterals located 30.5 m (100 ft) into the vein wall. Vein crosscuts are on ±61 m (200 ft) centers. Access to the vein is by raises carried up with the stope. The raises are equipped with four wood¬cribbed chutes (two orepasses reinforced with angle irons, one manway, and one timber slide, Figs. 2-6). The initial cut is located 6.7 m (22 ft) above the main level (Fig. 1). Stoping Cycle Detail Sampling: Grab samples are taken from the mine cars. Channel sampling of the faces and backs is done when necessary. Drilling: For stope drilling, Ingersoll-Rand 300M percussion drills are used, with Ingersoll-Rand 300M and Gardner-Denver RB83M stopers, used for back stoping. Breasting down is done with Gardner-Denver S83FM jacklegs. The back stoping rounds are 0.9 to 1.8 m (3 to 6 ft) and the breast stoping rounds 1.5 to 3m (5 to 10 ft). Blasting: For stope blasting DuPont Tovex 100 watergel with fuses and igniter cord is used primarily. Approximately 60% of the blasting is done with am¬monium nitrate-fuel oil (ANFO). For development headings and shaft sinking, DuPont Drivex watergel with Ensign Bickford Nonel Primadet primers is is used. Mucking: Broken ore is removed entirely by slusher in the stopes. These are mostly 3.7-7.5-kW (5-10-hp) Ingersoll-Rand air-powered or 7.5-37.3-kW (10-50-hp) Ingersoll-Rand electric-powered. In the horizontal de¬velopment headings Eimco 12B and 21 and Atlas Copco LM-56 overshot mucking machines and a 0.76 (1 cu yd) hydroelectric Wagner HST-1 LHD (load-haul-dump) unit are used. Rockway for Extraction: The cribbed chutes (Fig. 7) are nearly vertical and hexagonal in shape and are made of spaced 152 x 203-mm (6 x 8-in.) timber, reinforced with varying weights and sizes of angle iron, depending on wear requirements. Rectangular cribbed chutes are used where ground pressure is not a problem. Cribbing is added in 2.4 or 3-m (8 or 10-ft) extensions accord¬ing to the floor height (whether timbered or untimbered). See Figs. 8 and 9. Backfilling: Backfilling is done with hydraulic sand consisting of classified mill tailings at 65% solids. The fill contains approximately 20% 325-mesh fines. The tailings are pumped 3353 m (11,000 ft) at 50-55% solids 22.7 dry t/h (25 dry stph) with a duplex piston pump. Cycloning increases the tailings density to 65% solids. "Colored gemstones are most often mined in small scale artisanal mining operations. Sri Lanka is well known as source for precious stones since thousands of years. Gemstones are mine in small open pits, directly in rivers (river dredging) and in underground mines. Almost all mined deposits are alluvial deposits. PRECIOUS STONES AND DEPOSITS Precious stones from Sri Lanka are well known for thousands of years. Tales and legends from Arabia, India, China and reports from discoverers like Marco Polo describe the fabulous stones from Ceylon which was the name for Sri Lanka before 1972. Already 1000 BC King Salomon got valuable gemstones from the legendary Queen of Sheba on her visit to Jerusalem. Paintings (frescoes) of the “cloud maidens” with huge gemstones can be seen at the “mirror walls” of the Sigiriya rock fortress - one of the eight World Heritages Sites of Sri Lanka.And even today some of the most valuable and most desired gemstones come from Sri Lanka. The term “Ceylon Sapphire” stands for an excellent royal blue color of high quality corundum from Sri Lanka. Reason enough to look a bit closer how these gemstones are mined. Sri Lanka has rich gemstone deposits which are mined underground, in small open pits or directly within a river. Some of the primary deposits in magmatic and metamorphic rock are also known, but most gemstones are mined in secondary alluvial deposits. Gem bearing deposits can be found in a band from NW to SE. Highly probable deposits and main mining areas can be found around Ratnapura – the city of gems, down to the coast (Matale) and up to the region around Elahera. These secondary deposits are mostly thin layers of gravel and sand, so called “illam”. The depth can vary between some dm to 10 25 m or even almost 40 m. But the average depth is about 12 m. Gemstone mining is controlled, licensed and regulated by a special authority – the National Gem and Jewelry Authority - which was founded in 1993. Another task of this authority is the promotion and development of the gemstone industry and the control of import and export of gemstones. Any violence of the NGJA law can lead to a fine or even up to 5 years imprisonment. To increase the confidence in the gemstone industry the Authority offers a unique service to foreigners. All bought gemstones can be tested free of charge in certain laboratories in Ratnapura and Colombo. So visitors can be sure they got no imitations, wrong stones or even synthetic stones or glass. It was said that detected synthetic stones will be destroyed and the seller will do all he can to replace the stone with the right stone. Otherwise he will lose his license."

The Environmental Impact Statement (EIS) has become a routine requirement for mining operations on federal lands. A similar document is being required in developing countries. Baseline studies are needed prior to writing an EIS and these studies involve surface water, groundwater, air quality, and wildlife/ native plant evaluations. The required baseline hydrology and geochemical studies are often the most expensive and lengthy evaluations. This paper summarizes the hydrology and geochemical baseline studies required for .An EIS and presents suggested methods to expedite these studies and to shorten the time and the cost to complete the studies and the EIS.

This study aimed to identify a way to reduce the use of bentonite in the pelletization of magnetite. With this goal, different combinations of binders were compared to bentonite by examining the quality of pellets obtained by balling drum agglomeration. Pellets were subjected to routine tests that included simple compression of the wet and dry 105°C pellets, dropping wet pellets to determine their ability to survive handling and submitting pellets to thermal shock to determine how they tolerate drying and preheating. The best results use sodium silicate (1.5%) as a binder and show that it is possible to pelletize iron ore without using bentonite.

Coal mining is likely to sustain its critical role as energy requirements are increasing. While surface mining exploits coal seams near the surface, underground mining techniques are crucial for extracting deep coal reserves. Longwall mining is one of the most common methods used in underground coal mining operations. This paper introduces a data-based framework — including data collection, data analysis and the interpretation of operational data — for understanding the system efficiency of a longwall shearer. Operational performance is evaluated by the time between arrivals (TBA) and duration of the shearer stoppages, shearer drums’ reversal time, cutting speed and flit speed on daily production in a longwall top coal caving (LTCC) mine. A discrete event simulation model is developed to represent the bidirectional cutting sequence of a longwall shearer.

An understanding of the spatial and temporal variations of surface moisture content over a heap leach pad is essential for leaching production and to achieve a high ore recovery. The current leach-pad monitoring and data-collection practice remains highly labor intensive and exposes technical staff to cyanide solution, a hazardous material. To address these challenges, we propose using unmanned aerial vehicles (UAVs) equipped with thermal imaging sensors to remotely obtain image data with high temporal and spatial resolution for monitoring the surface moisture distribution over heap leach pads. A field study was conducted over a sprinkler-irrigated heap leach pad at El Gallo gold mine in Sinaloa, Mexico, and the acquired data were used to generate moisture distribution maps of the heap leach pad’s surface. The created moisture maps provide direct visualizations of surface moisture variation over the surveyed area. Such graphical results are effective tools for inspecting heap-leaching operations.

The annual surveys of corporate exploration expenditures carried out by Metals Economics Group (MEG) show that estimated total spending rose to a record $13.2 billion in 2008 ($14.4 billion including expenditure on uranium exploration). This compares with the previous peak of $5.2 billion in 1997. MEG does not adjust its figures for the effects of inflation but recognizes that the substantial increase in budgets of recent years has not been reflected in a proportionate rise in actual activity on the ground (MEG, 2009). In recent years, costs were boosted by rising prices of fuel and other inputs, and acute shortages of qualified staff and drilling rigs. The inflation rate for exploration substantially exceeded increases in general price levels as measured by national indices. Just how much exploration costs in-creased, however, is probably not widely appreciated. Figure 1 compares the MEG estimates of total annual dollar spending in Australia, Canada and the United States combined with their drilling activity, measured in meters drilled, as reported by national agencies. These three countries accounted for 39 percent of MEG?s estimate of total spending on minerals exploration in 2007 and 40 percent in 2008. Expenditure is shown both in money terms, as reported by MEG, and adjusted to real terms, with the U.S. implicit gross domestic product (GDP) price deflator. The comparison is of index numbers based on 2000 as 100. Comparisons for the individual countries are shown in Fig. 2 to 4. National figures for drilling activity and expenditures cover some minerals like iron ore, coal and industrial minerals (29 percent of Australian spending in 2007 to 2008 and 10 percent of Canadian in 2008) that are not included in the MEG estimates of spending. Such exploration has risen more than the total since 1997 so that the index of drilling activity in the figure may be overstated for recent years on a like for like basis with the MEG data. MEG only includes spending on uranium exploration in recent years whereas the national agencies include it throughout. Figures 5 and 6 com-pare national and MEG estimates for Australia and Canada. No comparable figures are available for the United States. The national estimates have been converted to U.S. dollars at the appropriate annual average exchange rates, and the Australian annual totals have been summed from the published quarterly data. Not only is spending cyclical, but so are unit costs. Australian and Canadian data show that total exploration spending per meter drilled rose by 2.5 to 3 times between 2001 and 2008. These rises may partly reflect increasingly complex drilling methods, and an increased share of assaying and testing in total exploration costs. In Canada, however, diamond drilling accounted for a lower footage of the total in 2005-2007 than in the preceding few years, and spending on exploration, as opposed to deposit appraisal, made up a higher proportion of the total. Figure 7 compares index numbers of exploration spending per meter drilled in U.S. dollars for Australia and Canada. These figures raise a number of questions. First, is the relationship between total expenditure and meters drilled in the three countries for which data are available typical of the global experience? Secondly, has there been a significant change in the make-up of exploration spending in recent years? The Canadian data do not suggest that there has been, but is Canada typical? Has drilling become less important relative to other exploration techniques, or is it just as important as ever in confirming the existence of viable ore deposits?

Energold Drilling Corp. is a leading specialty drilling company servicing the mineral and energy sectors in the Americas, Africa and Asia. Energold specializes in mineral exploration in remote locations with limited infrastructure. Such locations require the smallest footprint possible going in, leaving as little or no evidence on their way out. Energold?s rigs can be transported by helicopter or manually on footpaths as narrow as 1 m (3.3 ft). They set up quickly and then are struck and packed out, with any sign of their presence quickly disappearing behind them. Energold has teamed up with Atlas Copco and its team of engineers in North Bay, Ontario to design small rigs capable of drilling to a variety of depths, as required for each project.

The most important safety aspect associated with great mining height in steeply dipping coal seam mining is the stability and control of the roof. When soft coal and hard gangue make up the immediate roof of a working face, the soft-coal interlayer plays a significant role in gangue damage and can cause problems such as roof collapse in front of the support, collapse of partial area supports and other problems that can affect the stability of the supports and the surrounding rock system. This study found that the first weighting step of a multigangue roof is larger than that of a nongangue roof, but periodic weighting steps are similar. The overburden collapse height is lower in a multigangue roof than in a nongangue roof due to the buffering and supporting function of the collapsed gangue. Failure of the coal interlayer is the key factor in the collapse of multilayer gangue. The limited load of the interlayer and maximum resistance of the support is concluded by the hard gangue and soft coal interlayer mechanical model. The maximum resistance of the support increased with the dip angle of the seam and burial depth. Certain measures are proposed to control the stability of the gangue roof, including zoning control of the mining height and resistance and advancing the support while maintaining roof contact, thus ensuring the integrity of the support and surrounding rock system.

This paper presents the results of an investigation of the application of thermal fragmentation in Australian hard-rock, underground, narrow-vein mining. Two geologically similar samples from an underground, narrow-vein, hard-rock gold mine were collected to obtain a measure of the technology’s ability to recover ore by the creation of large thermal openings to assess the applicability of the thermal method.

INTRODUCTION Nonfuel mineral markets have always tended to be volatile due to the cyclical nature of demand and the difficulty of fine-tuning capacity and output levels. Experiences over the past two decades, however, have been especially perverse. This short volume attempts to provide insights into this era and some guidance for the future. The papers are linked together by their focus on issues of productive capacity. At the same time, they provide a useful description, explanation and evaluation of the industry's evolution and its implications for the near-term. The regnant pessimism of the 1980s was very much alive during the early months of 1987 when the theme of this symposium was formalized. Indices of real metal prices had only inched-up from all-time lows in 1986. The hemorrhage of corporate red-ink was still a powerful memory. Frustration with the apparent inability of closures and reduced capacity utilization to re-establish market balance was strong. To the more pessimistic, the industry appeared destined to a quarter century of persistent excess capacity and nonremunerative prices. The conditions to support this pessimism were readily apparent. Economic literature tells us that surplus capacity is a complex, usually unexpected and often long-lived phenomenon caused by the interaction of at least three factors. The first is a rising capital-intensity of production. The second is the presence of aggressive new entrants whose capacity additions are typically (1) trade- dedicated because local market absorption is low; (2) cost-competitive for natural or policy-support reasons; (3) heavily burdened by debt-repayment obligations; and (4) viewed as important sources of employment, regional development and foreign exchange. The third, and often decisive, factor is an unanticipated decline or stagnation in demand growth for the sector's output. The first two factors combine to increase competitive pressures and to raise the actual or perceived cost of idle capacity. Market rigidity reduces responsiveness to price signals and distorts the burden of adjustment. Demand atrophy exacerbates these pressures especially on unprotected producers in the higher quadrants of the global supply function. In the mid-1980s, evidence of the existence of all these factors were easy to cite. Culprits were often identified. Claims for protection, global sharing of adjustment burdens, and imposition of disincentives to new capacity regardless of inherent economic status were co-dominant themes with the buzz-words of "competitiveness" and "level playing fields." This, notwithstanding the suggestions of the same economic literature that excess capacity persists longest when interventionist remedies permit it to continue. Today, only eighteen months later, the mood is decidedly more buoyant and most analysts are cautiously optimistic about the next few years. Many informed analysts have concluded that the excess capacity of the recent past has disappeared. For the present, the marketplace seems to have restored a balance between supply and demand. That the adjustment took five or six years longer than anticipated attests to the dramatic structural changes which have characterized the industry. The implications of these changes for the future are unclear. Were the macroeconomic shocks, coupled with industry transitions, so extraordinary in magnitude and timing that experiences were unique? If so, the next years may hold more stable and cautious times for the industry. Alternatively, is the inherently volatile metals industry facing a future of cycles equally perverse in terms of amplitude and duration due to economic uncertainities and inflexible industry response capabilities?

I am going to discuss gold mining in Mexico during the last twenty centuries and try to suggest some of the futures that may develop in this industry in the next decade. Before I start this rapid review of such a long developing mining tradition, T must give credit to my sources. I an, talking here as an associate of Commoditi,c,s Reseflrch Unit Ltd. of London (better known as CRU) and as a principal of Ainsworth-Jenkins Holdings, an international mineral resource consultant group that has been exploring and deveJoping mining properties in Mexico and Central America for the last six years. CRU is the leading consultancy providing industry, governments and financial institu­tions with analysis and advice on the metals and the mining industries. They recently completed a three volume study entitled Gold Mining Opportunities in Mexico. This .<1tudy describes Mexico, the business environment, its geology and details its gold mining potential with property descriptions and maps. I have adopted and adapted the s11mmari.zed Mexican government statistics and rlrawn on some of the historical comments in these volumes. However, I do not have ti me (nor would it be appropriate) to be giving the details of the CRU work. Jorge Ordonez, whose shoes I am trying to fill today, was a major contributor to the study and it was an honour to be asked by Willem Beunderman, the Principal Editor, to step in when Jorge was unfortunately unable to be here. Jorge has been an enormous help to Ainsworth­Jenkins and a consistent friend of foreign investment in Mexico. Our own work in Mexico has allowed us to obtain a few useful in­sights into this most interesting slice 0f Mexican history.
