"Carbonic acid prepared on-site from carbon dioxide gas is widely used in water treatment and increasingly in some industrial applications. It has not seen extensive use in mineral processing but is an attractive alternative to sulphuric acid for pH control, with the need to counteract high pH levels caused by cemented backfill of particular interest. The fundamental chemistry of carbonate solutions as applied to flotation and flocculation circuits is described as well as plant-scale application. A project to introduce use of carbon dioxide for pH control at the Hecla Greens Creek lead-zinc-silver-gold operation is planned to begin operation in the first half of 2015. INTRODUCTION Flotation pH Control and Backfill Most sulphide flotation circuits are run at pH values ranging from slightly acid to strongly basic, with slightly basic pH the most common. Lead sulphide circuits are typically run at values from 7.5 to 9, with zinc circuits running at higher values of 9.5 to 10.5. This has been the case with ores that produce a natural pH in the circumneutral range, so that the pH needs to be raised. Although lime [Ca(OH)2] is the cheapest reagent in use to raise pH, soda ash (Na2CO3) or caustic soda (NaOH) are also employed where sodium ions in solution are preferred to dissolved calcium, or, in the case of soda ash, the presence of carbonate is desired. The use of soda ash for pH control in lead circuits has been widely recommended for many decades (1). The situation is necessarily different at operations where cemented backfill is used in underground mines (2). Backfill, whether emplaced as rammed paste or pumped slurry, is composed of mill tailings mixed with around 10% Portland or similar cement. When later mining occurs near or adjacent to previously backfilled areas, a considerable amount of old backfill is inevitably mixed with new ore and shipped to the mill. Depending on orebody geometry, mining methods etc., the amount of backfill in mill feed can easily approach 20%, with periods of higher content not unheard of. The presence of so much backfill, with its high cement content, produces results largely indistinguishable from adding a large amount of lime to run-of-mine feed: mill pH in the grinding circuits can range above 11 and high concentrations of calcium ions are present. The need to raise pH disappears; the problem becomes to lower it."

The Esmeralda mine is located about three miles west of the town of Parral, in the State of Chihuahua, Northern Mexico, and about 400 miles south of El Paso, Texas. The area is serviced by the Interamerican Highway and a branch line of the National Railways of Mexico. The Parral district is quite typical of the semidesert of Northern Mexico, lying near the western margin of the Chihuahua basin and range province known in Mexico as the ?Mesa Central? In the immediate mine area, low rounded hills and rolling plans slope toward the Parral River. Surface elevation at the mine is 5,800 feet. The Esmeralda vein outcrops strongly, but was too low grade to be of interest to the Spaniards, The first claims were staked in 1897 and limited exploration work to a depth of 550 feet was carried out prior to 1912, at which time work was suspended. The Eagle-Picher Company acquired the property in 1944 and by surface diamond drilling outlined an orebody to a depth of 800 feet, Minas de Iguala, S. A, de C.V., one of Eagle-Picher?s totally owned subsidiary companies in Mexico, then unwatered the old workings, developed the mine, installed a modern differential flotation plant and started production lage in 1948. To the present, more than two and ahalf million tons of ore have been mined and milled producing lead and zinc concentrates.

Chromite, the only ore of chromium, occurs almost exclusively in mafic-ultramafic rocks and their weathering products. However, not all kinds of mafic-ultramafic rocks are favorable hosts for possible low-grade chromite deposits. For instance, chromium-bearing basalts are not favorable because they commonly contain < 0.3% Cr2O3, and chromite is almost always less than 50 um in diameter, if it is present at all. Chromite-bearing ultramafic rocks in stratifonn and alpine complexes tend to be either ore grade (> 25% Cr203) or very low grade (< 2% Cr203); intermediate rocks are scarce. In most complexes large tonnages exist only in the < 2% Cr2O3 group and the composition of the chromite is commonly unsuitable for metallurgical use. Some nickel laterite districts contain more than 108 tons of material with 2.0% to 5.5% Cr2O3, and hence, chromium could be a byproduct of nickel in some laterite districts.

Two hundred years ago next April, our forebears embarked upon the difficult path to national independence. They succeeded, and shook off the yoke of foreign domination. In the ensuing two centuries, the country was mobilized several times to protect that political and economic independence from foreign domination. These efforts were also successful. Thus, as we stand here on the threshold of our third century of political independence, we can thank previous generations and congratulate ourselves for establishing and maintaining the world&apos;s oldest republic. Now -- once again -- the United States faces the challenge of foreign intervention into our economy. This time the battleground is resource avail- ability. America has been blessed with enormous resources. Whether we speak of minerals or timber or water or "amber waves of grain," this nation has benefitted from a resource base that is the envy of the world. This asset, coupled with a political system that permitted us to develop it, has been the physical backbone of our independence. Without the economic independence that this resource base has given us, the political independence we fought for would have been tenuous, at best.

Little did I know, in 1977, that when the A. P. Green Refractories Raw Material Manager showed me 5-6 burlap bags with samples of calcined high alumina bauxite in their testing lab that this was the start of China moving to be the number one user and producer of calcined refractory bauxite. According to Ted Dickson in his August 2008 Industrial Minerals article China produced about 4 million tons of calcined bauxite in 2007 using 2 million tons themselves. They imposed an export limitation of 970,000 tons in 2007 and 940,000 tons in 2008. A 10% growth will take up the difference between exports and production in 4 years. Two of these years are gone. It will take only 4 more years to eliminate the export quota in home use. Then they will be importing unless they increase production. Guyana was exporting over a half million tons in 1975 and sold less than 70,000 tons in 2002. Basai Metals Group bought Guyana?s deposits and is rose to 250,000 tons in 2007 and expects to produce 280,000 tons in 2008. PRICES According to the USGS Prices dropped from $172/per ton for Guyana calcines in 1980 just after the start of Chinese production to $122 in 1985. Guyana prices averaged around $120/ton from 1985 to 2005. China?s price dropped as low as $45/ton in 1995 undercutting Guyana and making it virtually impossible for anyone to get into the market. The price suddenly escalated to $550/ton FOB China in the summer of 2008 when China actually cut its exports in half. The price dropped in the fall as orders dropped. This is a four to five fold price increase. Is this a shortage of bauxite or a monopoly? Australia dropped out of the market in 2008 and Surinam, controlled by Alcoa, is not participating right now. Will these two come back in to make up the difference? Will the price hold up so they can make a profit? [ ] The low prices have undoubtedly affected the prices of the 60 and 79% alumina bauxite which can hold down the quantity of 80% plus calcined refractory needed in the world market. China is starting to upgrade lower quality bauxite up to 90% alumina. With high prices kaolin alteration to high alumina comes into play. The calcined bauxite is also used for proponents, Brown fused alumina, and abrasive grades which compete with Refractories. These and the tightness of supplies needed for metallurgical will hold prices up. TONNAGE China is the number one supplier and consumer of high alumina calcined bauxite in the world. Basai Metals Group Guyana (BMGG) is owned and controlled by Basai Minerals Group of China. This appears to be the second largest supplier. Australia has dropped production and Brazil is just starting to expand. It appears China is going to replace some of exports caused by the Export License 940,000 ton maximum in 2008 by raising Guyana?s (BMGG) production of calcined refractory grade bauxite. Companies exceeded restriction in 2007. Fines have been imposed for 2008. In August 2008 they appear on line to meet the 2008 quota. After August prices have dropped off as orders dropped due to the recession. Guyana was the largest producer in 1975 with 769,000 tons which decreased to less than 79,000 tons in 2002. The U. S. is a small part of the world production. I have used the United States charts to represent world imports because I have little data on what other countries import and pay FOB for their bauxite. China started exporting calcined 80% plus refractory bauxite to the United States in 1979 with 24,000 tons. By 1985 they were the number one importer with 169,000 tons. Guyana who had been number one in shipments to the United States gradually decreased to 36,000 tons in 2006. Guyana has been purchased by China BMGG and will increase there production to over 200,000 tons in 2009. Australia shut down production in 2008 and Surinam has elected to not send any Calcined bauxite to the United States. "Early on Jan. 9, 2014, approximately 37,800 L (10,000 gal) of crude 4-methylcyclohexanemethanol (MCHM) leaked from a storage tank sitting on the bank of the Elk River near Charleston, WV (WVDEP, 2014; CSB, 2014). MCHM is a chemical commonly used in preparation of fine coal and is considered nonhazardous in terms of transportation, storage regulations and also toxicity (CDC, 2014a). Freedom Industries Inc., a producer and vendor of specialty chemical products, had acquired the storage facility from Etowah River Terminal, LLC just a few weeks prior in December 2013 (WVDEP, 2014; Freedom, 2005). The direct cause of the spill was ultimately determined to be two small holes in the base of the 76-year-old tank, which were created due to corrosion damage (Bauerlein and McWhirter, 2014).The spill site was located a little more than 1.6 km (1 mile) upstream from the intake of a municipal water treatment facility operated by West Virginia American Water (WVAW), which serves a population of 300,000 across nine counties in central West Virginia (CDC, 2014a). In a matter of hours, the leaked MCHM made its way through the treatment facility and into the water of nearby homes and businesses, where its strong smell was noticed almost immediately. On the evening of the spill, WVAW concluded that its conventional treatment processes, which include carbon filters to remove a variety of contaminants from water, were not capable of fully removing the MCHM and a "Do Not Use" order was issued for all customers (WVAW, 2014a).With little information readily available regarding the potential human health effects of MCHM, the U.S. Centers for Disease Control and Prevention (CDC) quickly issued an advisory ruling that set a maximum screening level of 1 ppm for safe drinking water (CDC, 2014a). Based on this recommendation, the "Do Not Use" order remained in effect for a total of eight days, until Jan. 17, when the WVAW distribution water was confirmed to have MCHM concentrations below the approved level (WVAW, 2014a). However, due to the pungent odor of the chemical, its presence was still recognizable in the WVAW facility and in consumers’ tap water after the order was lifted (Manuel, 2014). Recent studies have shown that the chemical can be detected in water at sub-ppb concentrations, a fact that undoubtedly added to growing public concern (Rosen et al., 2014; Gallagher et al., 2014). In response to numerous complaints and demands, WVAW continued flushing the treatment facility and pipes until Feb. 25 when MCHM levels were measured below 2 ppb (WVAW, 2014b), and eventually replaced the affected filter media (WVAW, 2014c)."

Newmont?s Twin Creeks Mine, located in northern Nevada, is producing gold ore from surface mining operations. The ore is currently processed at three different on-site facilities depending on ore type and grade. Processing facilities operate under stringent geochemical blending constraints that must be met from mine ore deliveries and off-site sourced ore. To analyze various strategic options, the technical team utilizes the mathematical optimization approach. However, due to the size and complexity of the operation, there are unique challenges in optimizing life-of-mine production scheduling. This paper describes those challenges and methods developed to take advantage of different scheduling software to effectively compensate each other and result in reasonable guidance. This paper also describes how those scheduling results are reflected in detailed mine plan and cost estimate work.

A residential metals abatement program has been underway in Butte for more than 20 years. More than 1,350 yard and attic cleanups were completed by the end of 2018; most triggered by lead. While the focus is on remediation of residential soil and house dust, the program also includes a blood lead monitoring program with identification and abatement of additional sources of exposure for children with elevated blood lead levels (BLLs). As specified in the remediation program, studies are being conducted every 5 years to assess BLL data collected from Butte children. The first two studies have evaluated over 6,000 BLLs from 2003 through 2017 and evaluated trends over this time period, by Butte neighborhood, and as compared to areas outside of Butte. These studies showed that rates of elevated BLLs (i.e., those above 5 µg/dL) in Butte children have declined dramatically since 2002 but have been declining much more slowly since 2011. Improved rates of confirmation testing are needed to verify the rates of elevated BLLs. While the RMAP likely has contributed to these declines in BLLs the magnitude of impact cannot be quantified.

In the search for economic mineral deposits, the need for efficient mineral or chemical assays is of prime importance. Costly analytical methods and long delays in obtaining assay results severely limit the effectiveness of an exploration program. The assay problem becomes acute once a potential ore body is located and large numbers of samples are generated in close interval drilling programs. In order to avoid the delays and high costs of extensive assays, the exploration geologist or mining engineer is likely to be required to curtail his drilling program, composite samples, or restrict the required analyses to a limited number of critical elements. As a result, the definition of the potential ore body may be less than needed for final economic evaluation. The assay requirements for bauxite exploration usually involve a considerable number of total elemental and empirical analysis. Since the Bayer process for extracting alumina from bauxite involves the selective dissolution and reaction of specific minerals from the bauxite, a direct chemical analysis for elemental composition yields only a portion of the data required to effectively describe the potential economic value of ore body or deposit. To fully characterize the economic value of a bauxite requires digestion, mud separation and mud settling tests under conditions approximating a commercial Bayer plant. A close approximation of the process behavior of a bauxite also can be calculated from a combination of the chemical and mineralogical analyses. By determining the elemental chemistry, mineralogy, and Bayer plant processing characteristics of a few samples of a given bauxite, correlations can be derived that permit defining a bauxite in terms of a given set of process conditions.

INTRODUCTION Phosphate, one of the three major elements essential for all living plants and animals, has been mined in Florida for over a hundred years. Comprising roughly 80% of the U.S. total and 25% of the world&apos;s supply, the bulk of the 35 to 40 million annual ton output is converted to chemical fertilizers. With the exception of one mine in north Florida near the Georgia state line, today&apos;s mining activities are centered in the middle of the peninsula just east/southeast of Tampa in Polk, Hillsborough and Hardee counties. These "bone valley" deposits extend into Manatee and DeSoto counties, but there is little active mining there as yet. Because strip mining is, perhaps, the ultimate environmental insult and because Florida has a proactive environmental community, it is not surprising that the mining of phosphate rock has become increasingly controversial. This paper describes how phosphate rock is currently mined, the environmental problems presented by mining and processing the rock, and some mitigating technologies being employed to answer such problems. THE PHOSPHATE DEPOSIT AND ITS EXTRACTION Florida&apos;s phosphate deposits containing the calcium phosphate mineral, carbonate-fluorapatite, are between ten and fifteen million years old. The typical "bone valley" matrix is 15 feet thick and lies under 20 to 30 feet of overburden.(Fig. 1) Both the sandy overburden and matrix are unconsolidated and can be removed with standard 45 to 65 cubic yard, walking electric draglines. After removing the overburden, which is windrowed nearby, the dragline operator casts the matrix into a "slurry" pit where it is broken up by high pressure water monitors. Pit pumps (with boosters where necessary) transport the matrix slurry through 16 to 20 inch pipelines to a washer where the three components of the matrix (sand, clay and apatite) are separated. The phosphates contained in central Florida matrix are approximately half pebble/half flotation feed, through the pebble ratio decreases as the industry mines southward. Again, the matrix is roughly equally divided among sand, clays and apatite. The phosphatic clays, 75% of which are less than one micron in size, leave the washer as a 3 to 5% colloidal suspension. The impoundment of these waste clays is one of the environmental challenges to be discussed later. The sand (silica) is separated from the similarly sized phosphate particles by a double float process (fatty acid followed by a reverse mine or cleaner float), and the sand tailings are then pumped to disposal or reclamation sites. The apatite flotation product is combined with the screened phosphate pebbles and stacked to dewater before shipping.

World demand for phosphate rock has increased significantly in the past fifteen years. Prior to the early 1960&apos;s, most of the world production was obtained from Florida, North Africa, and Kola. As the 1960&apos;s arrived, new mines in North Florida and Eastern North Carolina, as well as expanded production in the Western United States, .increased domestic production. Many new mines overseas have also become significant. This includes countries such as Senegal, Togo, Israel, Spanish Sahara, and Jordan. Limited production, often as by-products, has been noted in South Africa, Brazil, and other countries. In recent years, and even recent months, we have learned of many new areas being considered as potential sources of phosphate rock. This includes Australia, Saudi Arabia, Mexico, Colombia, and Brazil. Many other developing countries have discoveries and are considering their new deposits, often with difficult beneficiation problems, as potential sources of phosphate. These factors all relate to expanded world, population and the demand for more fertilizer products to produce food. In this paper, four areas of the world with different types of phosphate deposits are briefly reviewed to contrast the ore beneficiation problems to Florida procedures--long considered the "standard" of the industry, at least for most of the United States&apos; domestic production. Agrico has three large operating mines in Florida with total production capacity exceeding seven million tons per year. Here, pebble phosphate (+14 mesh material) is produced without the use of flotation, whereas all of the material finer than 14 mesh is subjected to flotation beneficiation to upgrade into high grade concentrates.

The single line grinding circuit at Bond Gold&apos;s Colosseum mine consists of variable speed drive semi-autogenous (SAG) milling and secondary grinding with a fixed speed ball mill. There are several advantages and disadvantages of operating SAG mills with variable speed drives. Discussion in this paper will focus on the effects of variable speed SAG milling in relation to mill liner wear, grinding media consumption, and mill operating availability. Operating experiences, corresponding mill data, and pertinent design changes are also presented.

Polyacrylic acid (P AA) was evaluated as a selective flocculant for dolomite-apatite system. P AA of 4 million MW was found to flocculate both dolomite and apatite. However, their flocculation behavior was significantly different with 450,000 MW PAA which was the lowest molecular weight fraction capable of flocculation. In single mineral tests, at a dosage of 2kg/t 90% of dolomite and 35% of apatite flocculated. Selectivity was achieved in mixed mineral tests where apatite of 90% grade at 70% recovery level was obtained in the concentrate from a feed consisting of 80:20 mixture of apatite and dolomite. The dolomite rejection was about 75% which corresponds to 1% MgO in the concentrate.

The removal of tritium from tritiated water (-0.5 µCiIL) was studied by metallothermic reduction using aluminum. The influence of the three variables namely the aluminum powder amount, the NaOH concentration and the reaction time has been studied on the tritium activity reduction. The experimental results and statistical analysis showed that more than 85% of tritium can be removed from the tritiated water. Further work on the tritium recovery as well as efforts to totally decontaminate water by incorporating a cryogenic concept is currently pursued.

The flexure of geologic strata, a phenomenon of inter- est to geologists and mining engineers alike, is examined as a sheet bending problem&apos; in Coulomb plasticity. Formulae for the distribution of stress, strain and displacement increments, volume change, change in the length of the central surface and power of dissipation, as well as for the neutral surface shift are given. Strains of any magnitude are considered. The analysis shows that deeply buried strata may bend and develop "tensile" cracks under generally compressive states of stress. It is also shown that bed separation and high capacity props are desirable in mechanized longwall mining, a result in keeping with operating experience. Although speculative at this time, the analysis provides a rational working hypothesis as regards the problem of strata flexure and control.

Taiwan is located in the orogenic belt of island arcs on the western rim of the Pacific Ocean. The structure of the Taiwan coal fields is much complicated as a result of active Cenozoic orogenic disturbance in Plio-Pleistocene time. The abundant faults and folds have created poor structural conditions of the coal seams and some peculiar safety problems in mining however, the domestic coal still played an important role in the economic development of Taiwan for the years before 1968. Because of increasing mining depth and a decreasing number of miners, the coal production dropped from nearly 5.1 million metric tons in 1968 to 2.45 million metric tons in 1981. There were 173 small active coal mines and about 22 thousand miners in 1981. The coal mining in Taiwan has a history of more than one century. Specific efforts have been undertaken in solving major coal mine safety problems such as gas outbursts, bad roofs and weak floors, difficulty in ventilation due to deep underground mining, spontaneous combustion etc. We have thus acquired much helpful experience which, we deem, is worth reporting at this meaningful meeting.

Like most major firms engaged in project management, Dravo Corporation faces a constant challenge to keep its management systems in tune with the ever-increasing demands imposed by larger and more complex projects. This paper suggests that one of the key elements in meeting this challenge is more effective organization of project data. It reveals some of the details of a program at Dravo&apos;s Minerals 6 Metals Division which seeks, through better organization of project data, to improve Dravo&apos;s capabilities in estimating, cost control, scheduling, performance reporting and material control. In particular, this paper discusses ideas Dravo is developing for improved job numbering, codes of accounts, requisition and purchase order numbering, inventory cataloging, and employee/badge numbering.

The tremendous growth in grinding mill size and horsepower during the &apos;70s demanded advancements in gear cutting technology and equipment for the &apos;80s. Computers are used as an aid in the design and selection of the mill drive system; sophisticated computer graphics are used to create manufacturing drawings; and a new generation of gear cutting machines are used to manufacture the gears. These new gear cutters can generate-cut gears over 40&apos; (12.2 m) in diameter at an AGMA quality level exceeding the currenty acceptable standards. The precision of the resulting gear assures maximum tooth contact, which will result in longer gear set life.

In 1973, the United States production of marketable phosphate rock set a record in excess of 42 million tons. This production rate is expected to continue to increase, due to the growing international requirement for fertilizer, at a rate exceeding 5% per year well into 1977. This trend contrasts sharply with the reduced phosphate rock production levels of the 1966 - 1971 period. The natural consequence of this growing phosphate rock market is an evaluation of the variety of means whereby plant capacity can be most effectively increased. One approach toward increased plant production capacity is through large capacity flotation cells provided they can be successfully applied to the recovery of the relatively coarse product which is characteristic of the phosphate rock feed. This paper will summarize the results of a nine month evaluation test program, conducted at the Haynesworth Mine at Bradley, Florida in which the flotation circuit "specific capacity" (tons feed/ft.2 floor space) and "specific input power" (Hp/ton feed) were determined, and the feasibility of achieving economically acceptable concentrate grade and recovery levels was demonstrated, using large, high capacity, flotation cells.
