Some people in the mining-engineering field mistakenly believe that mine-water management primarily revolves around the treatment of mine waters that fail to meet applicable water-quality standards. While water-quality control is undoubtedly important, it represents only a fraction of what constitutes comprehensive site-wide, minewater management. A more holistic perspective recognizes that it also involves mine dewatering to maintain safe and workable conditions, securing sufficient water supply for operations, strategically handling surface water within and surrounding the openpit to prevent issues like flooding, developing robust post-closure plans to mitigate long-term environmental effects, and proactively minimizing any adverse impacts on local communities and ecosystems. This article provides a brief overview of topics that fall within the concepts of mine-water management. The focus is on openpit mines, as they are generally larger than underground mines. The management of mine water is highly dependent on local and regional climate such as tropical, desert or temperate climate. Each climatic setting has its own unique challenges, but there are also commonalities.

The Steeple Rock district is a major epithermal .gold-silver district in New Mexico that exhibits district zoning. Five types of ore deposits occur in the district. The base-metal veins (with Au and Ag) form the center of the district and occur along the Carlisle fault. The gold-silver veins occur along northwest-trending faults outward from the base-metal veins. The margins of the district are formed by copper-silver, fluorite, and manganese veins. In addition, areas of older acid-sulfate alteration occur throughout the district and also exhibit zoning: massive silica/chert zone (inner), silicified zone, and clay zone (outer). This alteration overlies regional; alkali-chloride (propylitic to argillic to sericitic) alteration. Synthesis of available data suggests the acid-sulfate alteration is related to a shallow but older epithermal hot springs system. Subsequently, younger epithermal veins formed along faults.

It had been more than a decade since this many booths were occupied at an SME Annual Meeting, but at the 2010 meeting in Phoenix, AZ 630 booths were sold to 470 vendors from the entire spectrum of the mining and minerals industry. Exhibitors such as Metso, FLSmidth, West-Tech, ABB, NIOSH, Eriez and Resource West took their usual prominent places on the exhibit floor and were joined by newcomers such as tunnel boring machine manufacturer Herrenknecht AG, Frontier Kemper, the International Society of Explosive Engineers and more than 100 other first-time exhibitors. On the floor, one could find everything from a new pair of boots to a new career in the recruitment pavilion where some of the biggest companies in mining (Barrick Gold, Freeport-McMoRan, Newmont Mining, etc..) set up shop. The following is a look at some of the companies and products that were on display at the 2010 meeting. In 1970, of the 603 million tons of coal produced in the United States, 339 million tons, or 56%, were produced by under- ground mines. While the ratio of underground to surface production has been decreasing in the last few years, it is anticipated that a 60:40 ratio of underground to surface-mined coal will remain for some time. Underground coal operators are continuing to invest in new mines and are interested in increasing the efficiency of all their operations. One area for improvement is in mine planning and design, particularly in the area of selection of equipment for operation. Because of the availability of a wide variety of equipment, a fair degree of selectivity can be exercised in the choice of equipment for a particular job. However, such a choice must be made on the basis of technological facts and forecasts related to the mining operation. If the mining conditions can be reasonably predicted, along with a mining plan, it should be possible to insure the selection of the right equipment for the particular application. In order to increase the efficiency of underground coal operations, it is necessary to understand not only the operating system in detail, but the inter-relationships between system components and the operating environment. With such an understanding comes the application of simulation and other operations research techniques to plan and operate mining systems. Computer simulation studies have been successfully adapted to underground coal mining, and applications by Prelaz et al. (1965), and Manula and Sanford (1969) are some that are being used by the mining companies. However, a need still exists for better understanding of certain intra-system and system-environment interactions in order that computer simulation programs may be provided with better input data for more effective application. This paper deals with one aspect of the coal-winning system in need of better definition, namely, studying the performance of continuous miners.

Many factors -- political, environmental and technological -- will determine the extent to which the United States realizes the potential of its vast coal resources. Not the least of these factors is technogical development including mining, processing and transportation. With regard to processing technology, about 50% of the 800x106 tons of coal mined annually in the U.S. is processed in preparation plants. The purpose of the physical separations accomplished in these preparation plants is to remove ash (present as clays and other oxide minerals) and sulfur 'present mostly as pyrite). Coal flotation circuits for such separations are becoming more important in the processing of minus 28 mesh coal. (1,2,3) For example in the U.S. in 1960, 31 flotation plants processed 26,500 tpd; whereas in 1980, there were 80 flotation plants which processed 78,300 tpd. This corresponds to an annual growth in flotation plant capacity of 10 per year during the past two decades. Coal flotation is based on the natural or induced hydrophobicity of coal particles which are separated from hydrophilic ash and sulfur constituents by attachment to air bubbles. The coal particle/air bubble aggregates are collected in a froth phase which is created by the addition of a suitable frother such as MISC. Without exception, such separations are made in a conventional flotation cell, which, in essence, is a stirred tank reactor with a shrouded rotor to shear the air as it passes through a hollow shaft. The dispersed air bubbles (4.0 mm diameter) are stabilized by addition of the frother. Collision of the air bubbles with, and/or precipitation of the air bubbles on, the coal particles results in the formation of coal particle/air bubble aggregates which rise in the gravitational field and are collected in the froth phase developed at the top of the flotation cell. Restraints on successful separation by this conventional flotation technique are particle size and retention time. Generally it is found that effective flotation is only achieved for particle sizes between 10 and 1000 microns. Further, with respect to retention time, it is found that a nominal retention time of at least 2 minutes is required for successful separations. These facts limit the effectiveness of conventional coal flotation. Coal fines may be lost in the reject stream and disposal is frequently a problem. The retention time required for conventional flotation results in large floor space demands which limit the capacity of the plant.

Tunnel boring machine (TBM) system utilization is a critical factor for predicting machine performance. The process of estimating machine performance, including rate of penetration (ROP) and machine utilization (U) must incorporate an understanding of site geology, TBM specifications and site management. The study herein presents a preliminary analysis of the different activity time and downtime components from hard rock TBMs at two project sites to evaluate their impact on machine utilization. A comparison of crew experience, first between shifts and then between projects is included to analyze its effect on utilization and downtime. This work presents the sensitivity of the utilization factor to selected activities in the projects and the impact of geology and site set-up/logistics on machine performance.

INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. Problems associated with fines (minus 6 mm, 1/4-inch) production, preparation, and utilization have long plagued the coal industry and are now more acute than ever. Continuous deep mining systems create more fines which have moisture; content greater than natural levels from dust control spraying and often add substantial levels of mineral matter due to mining selectivity constraints. Frequently, during preparation, more -fines are developed to achieve improved component liberation. Coal consumers often specify small sizes whether for carbonization, combustion, or conversion. Wet beneficiation systems process fines by several' types of unit operations, but usually must also incorporate costly and complex dewatering systems to reduce the moisture content of the products. Existing pneumatic preparation systems are constrained between product equality and yield by the sharpness of separation. These limitations become more severe with decreasing particle size and increasing feed moisture content. Control of particulate emissions, both process and fugitive, during pneumatic preparation, can be forbidding. A pneumatic preparation-process which would overcome these constraints, could be most enticing. The DryFlo system is being evaluated to quantify performance characteristics as regards these constraints.

Leaching of waste material at Kennecott's Chino Mines Division at Santa Rita, New Mexico, has been accompanied by increasing difficulty in circulating leach solutions through the dumps. As a means of recognizing existing problems and considering alternative applications of the leaching concept, a leaching research program was proposed which could be applied to a specific, typical waste dump. Conclusions derived from the area could then be applied to other leaching areas at Chino. Associated with the program was an evaluation of the physical characteristics of the area using Chino's drilling and radiation logging techniques.

By 1950, packaged oil and gas fired boilers were on the market for capacities up to 30,000 lbs./hr. By 1962, capacities were up to 100,000 lbs./hr. and even higher when separate heat traps (economizers and air preheaters) were attached to the boiler packages. During this period, complete packaged coal fired boilers were developed into the 10-15,000 lbs./hr. range. Oil and gas fired plant designs became very compact, "basementless", and far: less costly than the coal fired plants of any capacity. Coal fired plants remained large and expensive, required field erection of boilers and required basements. With the spectacular strides made in automation, oil and gas plants became far less costly to operate, requiring only the part-time attendance of a single operator. Some advances were made in coal fired plants, but not to the degree attained by the fluid fuel competition.

The degree of fragmentation obtained in primary quarry blasting has always been a factor in the speed of digging' the muckpile This paper will discuss a case history of increased production and associated lowered costs from increased fragmentation. The quarry under discussion is fairly new, located in Georgia, and is in the large operation .category. Loading is done by three yard shovels, and, primary crushing by a 48" x 60" haw crusher preceded by a 5' wide feeder. The stone is a hard granite gneiss, of Los Angeles rating 22, and apparent specific gravity is 2.68. The product is shipped to points in that state for railroad ballast, concrete aggregate, and road building stone. Inasmuch as fairly large shovels and a large Jaw were to be utilized, initial drilling and blasting were pointed toward producing fairly large sized muck for this large equipment. This was following a concept somewhat in vogue for some years in the Southeast wherein many large equipment plants would tend towards larger fragmentation, and smaller equipped plants would conversely tend toward attempts at smaller sized rock piles for smaller shovels and crushers.

The 30th annual American Mining Hall of Fame Awards Banquet and Fundraiser sponsored by the Mining Foundation of the Southwest (MFSW) will be held at the JW Marriott Star Pass Resort, Tucson, AZ on Saturday, Dec. 1, 2012. Each year, one living inductee, two recipients of Medals of Merit and up to five honorees from mining history are chosen by the MFSW for their outstanding contributions to the mining industry. Gregory H. Boyce will be the guest of honor, featured speaker and inductee into the American Mining Hall of Fame. Boyce, chairman and chief executive office of Peabody Energy, is being honored for his leadership in the coal industry.

On average, one to two fatalities occur every year when a miner is struck or pinned by a continuous mining machine (CMM). Proximity detection systems offer an effective means to prevent these types of injuries and fatalities by sensing the presence of a miner and automatically disabling machine motion. The Mine Safety and Health Administration (MSHA) is expected to finalize a regulation that would require the use of proximity detection systems on all CMMs. Approximately one-fourth of all CMMs in use in the United States are already equipped with such a system. The use of these systems will save lives, not only by automatically preventing accidents but also by acting as a tool for educating miners and reinforcing safe work practices. Researchers at the Office of Mine Safety and Health Research (OMSHR) have conducted a series of field evaluations to quantify the performance of these systems in an underground coal environment. These field evaluations measured the distance at which the warning and stop zones were activated. The technology provided consistent activation of the warning and stop zones under many of the conditions tested. However, some performance inconsistencies were observed which present opportunities to improve the reliability of proximity detection system technology. Some of the notable variables that caused significant changes in performance and should be considered in the design, implementation, and use of proximity detection systems include interaction with the trailing cable, performance changes during tramming, and orientation of the miner-worn component.

Staying competitive in the highly aggressive Powder River Basin is a challenge facing all operators. Any advantage that a mine utilizes to improve productivity and reduce costs could mean the difference in the tight spot coal market. Technological advances in mining equipment and data acquisition at the Eagle Butte Mine in Gillette, Wyoming result in productivity gains and increased maintenance awareness. A new overburden haulage truck fleet with an onboard payload and fault monitoring system interacts via telemetry with the loading shovel and PC's located in production and maintenance offices, enabling staff to monitor production and maintenance on a real-time basis. This paper will describe the system and highlight the benefits realized as a result of its implementation.

Selenium (Se) in effluent waters has become a significant challenge for a number of industries. Toxicity studies and new reports of occurrence have certainly caused increased scrutiny and actions in the mining industry today (Sandy, DiSante, 2010). While initial activity in addressing selenium-laden waters were conducted in the coal mining industry, today a much broader range of mine types are beginning to search for solutions to selenium treatment of their mining waters, including both hard rock mining operations (gold, nickel, zinc, etc.) and soft rock mining (phosphate, uranium, etc.) Throughout North America, new regulations covering selenium discharge are either in place or being developed. While a number of physical/chemical approaches show promise in selenium treatment, when considering optimal cost and treatment efficacy issues, biological treatment ? particularly fixed-film biological treatment - is reported to be one of the most promising approaches to managing selenium-containing waters. Among biological treatment options, the fluidized bed reactor (FBR) has undergone extensive pilot testing for Se treatment in the last three years, including eight pilot programs, and the first FBR system is now operating at a coal mining site. In all tests, the FBR has been shown to be a highly cost-effective approach to selenium treatment based on its physical and performance characteristics. This is consistent with its history for reaching low levels of treatment in similar service for other oxyanions including perchlorate, nitrate and various metals. With the results from the most recent testing, the technology has been shown to be adaptable to an ever-broadening range of influent water conditions and flow rates, in varying terrains and weather conditions. Selenium occurs in various valence states from -2 to +6 (Sobolewski, 2005). The speciation of selenium plays a critical role in understanding the effectiveness of any approach for removal, especially to low levels. Elemental selenium is insoluble and has little effect on living organisms. Colloidal fractions are known to occur. In aqueous environments such as coal mining runoff, selenium is most often found as the oxygenated anions of selenite (SeO32-, Se4+) and selenate, (SeO42-, Se6+). Selenium is commonly found in mining waters in concentrations ranging from 3 to >12,000 µg/L. The U.S. National Primary Drinking Water Standard MCL is 50 µg/L for selenium (EU 10 µg/L; WHO 40 µg/L). The National Fresh Water Quality Standard is 5 µg/L for selenium. The U.S. Fish and Wildlife Service has recommended that the National Fresh Water Quality Standard be lowered to 2 µg/L to protect fish, waterfowl, and endangered aquatic species. Several states have followed with enforcement actions at these same low levels. In Canada, permits may require stakeholders to monitor levels in water or biota, or to comply with guidelines, at either the National or Provincial levels, which can be as low as 1 or 2 µg/L in surface waters. Treatment of selenium in all mining waters presents a series of challenges. It can be present in relatively dilute concentrations and in streams with variable and often high flow rates. It can be present in many soluble and particulate forms, which may affect process design and treatability. The conditions of influent selenium-containing waters can vary, with issues such as temperature, pH, total dissolved solids and other contaminants affecting the ability to remove selenium selectively and economically. Treatment of selenium often results in the generation of a concentrated by-product requiring disposal, and re-release from residuals can occur. Beyond these issues, the physical environment of a mining operation can offer challenges such as remoteness and harsh and/or cold weather. Currently available selenium treatment technology (Table 1) includes biological treatment and a number of physical-chemical processes ? such as ion exchange, membrane filtration and adsorption ? that vary widely in efficiency and cost. Most treatment options remain either too costly and/or unproven for selenium-containing streams for reasons that include poor removal efficiency, variability in volume and composition of influents, system sizing and logistics considerations, as well as operating requirements.

Thus, it is time to recall the value of geostatistical methods which were formerly developed as a money-saving and productivity-increasing tool. The situation has worsened, but the techniques of geostatistics have dramatically changed. Up to millions of dollars can be saved during exploration with simple use of variograms; then, during reserves estimation with kriging methods; and finally, with the parameterization of reserves, when evaluating a project and optimizing its global mining parameters.

It is appropriate to discuss diatomite at an AIME meeting in San Francisco. California has led the nation, and the world, in the production of diatomite products for more than 40 years. It appears that our State will maintain this position for a long time to come. Diatomite today ranks high in the list of California mineral commodities, with a total value since 1889 well in excess of $100 million. California's production has more than doubled since 1942. In 1959, the value of diatomite production in California is exceeded only by the following industrial mineral materials-borates, stone, sand and gravel and cement20,28. Also, not unimportant is the production of diatomite in each of our other Pacific Coast States, including Nevada. First, let us define diatomite. It is a sedimentary siliceous rock of organic origin, which consists mainly of the fossilized remains of diatoms. Diatoms are microscopic aquatic plants which have the capacity of precipitating silica bio-chemically so as to form a part of their organized structure. In the economic sense, we are not concerned with the numerous types of sedimentary materials which contain minor amounts of diatom residues, or with impure or highly indurated siliceous materials, which may have been formed from diatomite2. Diatomite (synonyms--diatomaceous earth, kieselgurO is a term generally restricted to material of such qualities as to be suitable for commercial uses. Diatomaceous silica is a designation which is best used to distinguish the basic component of diatomite, that is, the substance of the silica shell itself, and which is the major' constituent of beneficiated diatomite or processed diatomaceous products.

By its nature, underground metal mining is unlike any other business in the industrial sector. Operations are continuously exposed to economic risk as a normal consequence of mining due to uncertainties associated with the? deposit, excavation, and ever changing political, regulatory, and market conditions. Out pacing advances in productivity and technology, these conditions have contributed to the steady decline of underground hardrock mining in the United States. This paper investigates the trends and major factors believed to be responsible for this decline. Special consideration is given to changes in direct operating costs, labor productivity, and production capacity.

The situation of The Consolidated Mining and Smelting Company of Canada Limited, or Cominco, may be somewhat unique in that the Company is not only a manufacturer of ammonium nitrate, but as a mining company is a major user of its own product. This situation has resulted in highly successful application of ammonium nitrate-oil explosives. Several noteworthy techniques have been developed and others have been improved. Use of this material in the mining industry has led ammonium nitrate producers to adopt the term nitro-carbo-nitrate or INN for ammonium nitrate-oil blends. A small blending plant at Cominco's largest mining property, the Sullivan Mine, at Kimberley, B.C., is producing more than 80% of all the explosive used at the Sullivan, and is supplying two other Cominco mines. Application has required intensive research to determine the best forms of ammonium nitrate for use in small holes drilled for development and long-hole stoping. It has led not only to experiments to determine the best blending oil, but also to development of loading techniques to the point where NCN is being moved through loading tubes over 700 feet. It has required research into mining practices such as hole arrangement and blasting of development cuts. It has resulted in the development of a special product for secondary breaking. All this has been accompanied by the recognition of the importance of insuring safe practices at every stage.
