The potential of rockfall at open-pit mines presents a continuous hazard to mine workers and is typically mitigated by designing catch benches at empirically determined widths. The National Institute for Occupational Safety and Health (NIOSH) is working in conjunction with industry and academia to revisit and update current catch bench guidelines to better match acceptable risk tolerances for modern mining practices. To begin this process, a rockfall testing program was designed to gather empirical runout and bench catchment data at partnering mine sites in the Western United States. This paper presents a detailed description of each component of the rockfall testing program, including scouting and safety plan development, equipment requirements, synthetic rock development for uniform testing across varying bench configurations, local rock collection for testing of mine-specific geology, data acquisition during testing, and data processing. Additionally, this paper describes how the program has been updated over time according to lessons learned during initial rockfall testing.

This paper describes research conducted under the BuMines's Advancing Metal and Nonmetal Mining Technology Program, a major element being the application of new and improved technology to shaft design in deep underground vein-type mines. Two basic design parameters considered in shaft planning are configuration (shape) and ground support. The most common shapes are circular and rectangular. Ground support systems include concrete, timber sets, steel sets, rock bolts, and steel liners. The inherent advantages and/or disadvantages of various shaft designs such as ventilation and fire resistance, flexibility and ground support characteristics are well known. Circular concrete-lined shafts have minimal resistance to air flora and are virtually fireproof, an important consideration in deep hot mines. However, concrete does not yield significantly, and failure conditions and misalignment cannot be easily repaired. Timber-supported rectangular shafts predominate in the Coons d'Alene Mining District with its highly stressed and frequently heavy ground. The sets can be relieved and reblocked when out of alignment. However, the constant maintenance and repair requirements result in exposure to an inherently dangerous working environment combined with excessive operating costs. Obviously a dilemma exists--a circular, concrete-lined opening has many desirable features, provided it is strong enough to withstand the stresses involved. Rectangular, timber supported shafts have proven adequate in the Coeur d'Alenes; however, the implication of increased maintenance and repair requirements on ever-deepening shafts in this district and other similar areas will be an important design consideration in the future. This paper, then, presents shaft-configuration and ground-support guidelines to help remove some of the uncertainty concerning the stresses to be encountered in typical deep vein mining areas.

Controlled recirculation of ventilation air in underground metal and nonmetal mines has the potential to improve airflow and the health and safety of miners when implemented properly. Previous research by Robinson, Marks, Cecala and others concluded that the success of a district recirculation system is predicated upon an adequate supply of fresh air and the use of a reliable monitoring system for safe operation. This recent research also showed that contaminant levels will not exceed pre-recirculation levels, and that district recirculation can improve the dilution of face contaminants, especially methane gas. To illustrate the process of implementing controlled recirculation and also to promote and give guidance to mine operators in consideration of this tool to improve mine airflow, Office of Mine Safety and Health Research (OMSHR) researchers acquired baseline airflow and contaminant data from a multi-level room-and-pillar nonmetal mine and used commercial ventilation network software to simulate base case conditions and recirculation of mine air. Mine return air baseline contaminants of dust and diesel particulate matter were at lower levels than intake air, providing the potential for improved face air quality. A ventilation model implementing controlled recirculation was developed and analyzed, showing an increase in air quantity at the face, improved intake air quality, and contaminant exposure levels below those set by statutory requirements. These results, along with conclusions reached by previous researchers, provide the basis for examining the safe and effective implementation of controlled recirculation in metal and nonmetal underground mines using this mine as an example.

This report will be given in two sections. The first sec¬tion outlines techniques and equipment to form almond shaped fluorspar briquettes by means of briquet presses, and the second section outlines techniques of the balling disc. PART I - BRIQUET PRESSES Fluorspar has been briquetted for a number of years and the so called "peach pit" briquet is known to many steelmen. Present production is estimated at over 100,000 tons annually. Slide 1 shows an assortment of various sizes and shapes of briquettes. It is possible to form fluorspar into almost any configuration of briquet. For safety on the melting floor, pillow type briquets are preferred. Ease of mechanical handling and durability of the product are facil¬itated by an almond shape. The dimensions of the almond can vary from 1-in. to 1-1/2-in. in length, from 13/16-in. to 1-in. in width and from 1/2-in. to 1-in. in thickness. The type of equipment to pro¬duce almond shaped fluorspar briquettes is shown in Slide 2. Here we have a Komarek-Greaves and Company 300 ton briquettor equipped with almond rolls. This machine is capable of producing fluorspar briquettes at a rats of 30 tons per hour with power consumption of 35 hp per ton par hour.

Major sources and reserves of Cb/Nb, Ta, REE, Y, Sc, Zr, Hf, Cu, apatite and vermiculite may be concentrated in primary and secondary minerals associated with different stages and depths of emplacement in carbonatite complexes and kindred alkalic intrusive rocks. Exploration targets include: apatite and pyrochlore (Nb) in the plutonic and hypabyssal core and ring-dikes: bastnaesite (REE), strontianite, barite and fluorite in hydrothermal veins and cone-sheets (subvolcanic setting): thortveitite (Sc,Y) and vermiculite in metasomatized aureoles (fenites): high grade eluvial deposits of apatite and pyrochlore, and secondary REE, Nb, Ti. and V-minerals in supergene and weathered zones.

This paper discusses the subject of "Improving Contracting Methods" from the owners point of view, particularly the public. An overview is given of the work of the U.S. National Committee on Tunneling Technology and some apparent results of the implementation of these recommendations or lack thereof. Selected recommendations that are not being implemented are discussed as to the the desirability and the possible impact of their implementation. Impediments to acceptance of the recommendations are identified and solutions proposed. The difference in the flexibility, attitudes and approaches of owners, public, quasi-public and private, toward improving contracting methods are discussed. Particular emphasis is given to the fact that the onus to improve is on the owner because they usually develop the contractual language or at least have the final decision on its content and are or should be an equal party to the contract during its administration.

Absorbent clays are products, usually in the form of granules, that can absorb and hold approximately their own weight of liquids while essentially maintaining their size and integrity. They always contain in abundance at least one of three materials: montmorillonite, attapulgite and diatomite. The first two are complex silicates; the last is amorphous silica of biogenic origin. Not all montmorillonites provide the base for an absorbent clay, however. Nevertheless, the silicates in particular, and the diatomite to a lesser degree, have certain molecular properties that give rise to the useful physical properties. Uses Use of absorbent clays is as old as civilization. Numerous references to "fuller's earth" appear in ancient writings, including the Bible. Fuller's earth originally connated a clay that could absorb oil and grease from wool to facilitate cleaning. Robertson (1986) covers the fascinating history in interesting detail. In the modern sense, absorbent clays find application in three principal areas, and a host of minor ones. Industrial floor absorbents, cat litter and agricultural carriers comprise the major uses.

The anomaly ratio is obtained by dividing the analyzed value of an element by the anomaly threshold value of the element. The sum of anomaly ratios for all anomalous elements in a sample may be compared with similar sums for other samples, so that the samples having the greatest anomaly-ratio totals can be recognized easily. In partial or full-suites-of-ore-elements the use of anomaly ratios is more meaningful than analyzed values because the ratios quickly indicate anomalous elements and call attention to samples and localities that should be investigated.

Bulk and differential laboratory flotation tests have been carried out using a synthetic mixture of chalcopyrite and molybdenum ore. In addition to boiling and roasting, six different depressants are tested so that the best conditions of separation can be identified. These reagents include sodium cyanide with and without zinc sulfate, potassium ferrocyanide, sodium hydrosulfide, arsenic Noke's reagent, and sodium sulfide. The data indicate that most of these reagents are effective chalcopyrite depressants. However, sodium hydrosul fide can be used preferably if economic, operational, and environmental factors are taken into consideration.

A bearing isolator is a noncontact, nonwearing, permanent bearing protection device. It has a rotor and a stator, and the two are unitized, so that they do not separate from one another while in use. The rotor turns with a rotating shaft, while the stator is pressed into a bearing housing. The two components interact to keep contamination out of the bearing enclosure and the lubricant in. Bearing isolators do not require lubrication or any particular shaft finish or condition. The best bearing isolators are made of metal, usually bronze. They use a vapor-blocking feature that inhibits the free transfer of vapor contamination when the rotating equipment is cycled on and off.

The alkalic igneous province of Montana consists of centers of laccolithic and stock-like intrusive complexes with associated sills, dikes, and breccia pipes (e.g., Judith, Highwood, Little Belt Mts.); isolated plug-like mafic bodies (e.g., Smokey and Eagle Buttes); and clusters of kimberlitic diatremes and ultrabasic dike swarms (Missouri River Breaks). The province extends in a belt throughout central Montana from the North Absaroka Range in the south to the Sweetgrass Hills on the Canadian border. Intrusive activity ranged in age from Late Cretaceous to late Miocene, peaking at about 50 m.y, ago. Diverse types of significant epithermal gold mineralization occur at many of the laccolithic centers. This mineralization took place in large part during the waning stages of, or following, igneous activity. Large remnant travertine blankets in the region attest to comparatively recent hydrothermal activity. The quartz-pyrite-gold mineralization ranges from igneous- hosted stockworks or fracture sets (Zortman-Landusky and Neihart districts) and breccia pipes (North Moccasin Mts.) to replacement zones in flanking and upwarped Madison Group limestone (Gilt Edge and Kendall districts). The latter are mostly localized by intraformational solution breccias in the upper Madison, notably near porphyry contacts. Gold mineralization in the province was accompanied by varying amounts of silver, base metals, sulfosalts, and tellurides, with quartz, fluorite, carbonate, and barite and gangue. Gold occurs as auriferous pyrite, sylvanite, or in native form. Since the 1880's, primary gold production from numerous scattered deposits in the Judith, Moccasin, and Little Rocky Mountains, along with byproduct gold from the Neihart silver district (Little Belt Mountain), has totalled around 2 million oz. The major deposits were in the 1-2 million ton range at an average gold tenor of 0.3-0.6 oz per ton. Most of the ore was mixed oxide or carbonaceous sulfide ore and was treated either by amalgamation or by roasting-cyanidation. Current activity includes heap-leach operations on bulk- tonnage low-grade (approximately 0.03 oz per ton) ores at Zortman-Landusky, and several small-scale, experimental leach or mining operations on carbonaceous replacement ores, as in the Kendall district and Spotted Horse mine. Current exploration efforts for gold are focused not only in the old established districts, but also in and around other alkalic centers, which have been unproductive to date, such as the Crazy Mountains, Sweetgrass Hills, and Bearpaw Mountains. Target concepts in these efforts are porphyry-hosted stockwork or disseminated gold ores and Carlin-type replacement lodes in the flanking Madison or other favorable carbonate units.

The profitability of coal mining operations is highly dependent on the performance of the coal blending and processing facilities. Many companies have recognized this fact and have instituted optimization programs that require large amounts of coal characterization data, extensive operational information and complex costing models. Unfortunately, this brute force approach to optimization is often overwhelming in terms of time and cost and is generally too inaccurate to be of value in day-to-day field operations. A simpler and more practical approach involves the use of ?micro-price? optimization throughout the coal supply chain. This fundamental concept assigns unit values to each type product (particle or groups of particles) passing through the production units. True optimization occurs whenever all particles with positive worth are recovered and passed to market, while all particles with negative worth are rejected. This paper describes the fundamental workings of the micro-price concept as applied to coal blending and processing operations. Several examples are also included to demonstrate the economic gains that can be realized via the application of this concept.

As 1979 drew to a close, it was obvious that China would have another good year with output of most industrial products at 3-9% above levels attained in 1978. Most increases were registered on the basis of maximum utilization of existing capacities and nationalization of procedures and methods. There were also distinct improvements in the quality and variety of products. Coal output probably surpassed the 650-Mt level in 1979. Steel output was expected to reach the 35-Mt level, an increase of nearly 10% over 1978. Based on the vast amount of housing and road and project construction, cement production more than likely surpassed 70 Mt. The nonferrous base metal industries improved somewhat in 1978, but actual output levels in recent years may have been a little higher than previously estimated by the outside world. Stagnate world demand slowed growth in the "export metals" sector. Minerals like magnesite and talc were produced at tonnages much larger than previously thought, with gold also falling into this category. Sulfur and pyrite production are still short, although a big pyrite mine was being brought into production. Barite out-put was reportedly up and fluorspar output held its own. Westerners generally concede that difficulties in transportation and power supply are holding back mineral production. Throughout 1979, basic construction continued on the majority of projects started by the Chinese and those few foreign projects contracted before the adjustment of industrial priorities. Foreign Ventures Perspective The foreign connection looms large in China's plan for modernization. In effect, it is an extension of what China wants to do in terms of "walking on two legs"-that is, develop what can be done locally to the fullest extent, then rely on international technology to move into the bigger and more complicated projects. Foreign projects are designed to complement domestic projects rather than replace them. Many foreign projects were started or continued by the Chinese in 1979. Building the necessary infrastructure for the projects is usually a Chinese endeavor and requires Chinese technicians and money. In areas with a strong economic base, this activity proceeds without foreign aid. In other areas, added funds are requested. Foreign funds can come in many forms-equipment technology, low interest loans, equity capital, advance-of-funds on the basis of future delivery in kind, and joint venture money. The Chinese are exploring all these avenues, with the strategy of minimizing foreign exchange needs for individual projects. They feel very uncomfortable with high interest rates, even though interest can be treated as operating ex¬pense rather than capital expense. Then there's the question of rights. "Failures of coal ribs are major hazards in underground coal mines. For the period of 2010 to 2014, rib falls were the leading cause of groundfall fatalities and accounted for 35% of all groundfall-related fatalities. Currently, the National Institute for Occupational Safety and Health (NIOSH) is conducting a research project to develop an engineering-based design methodology for rib control in coal mines to reduce rib fall accidents and fatalities in underground coal mines. Numerical models can be used as part of the design methodology provided the models are appropriately calibrated and verified. The paper presents a coal rib model to simulate the mechanism of the coal deformation and fracturing that can lead to stress-driven rib falls. The proposed coal rib model was calibrated against published data from an instrumented rib site at the West Cliff mine in Australia. Fracturing of the coal rib was defined by critical values of shear strain of the coal material and rib displacement. A critical plastic shear strain of 2.8% and a sudden increase of rib displacement of 30 to 45 mm were sufficient to develop a fracture plane in the rib model. Accordingly, a discontinuous rib deformation was achieved and it compared favorably against field monitoring data. INTRODUCTION Coal ribs are the vertical walls of coal formed when entries are developed in a coal bed. Failures of coal ribs are a major hazard in underground coal mines. Furthermore, failing ribs can contribute indirectly to roof and floor instability by increasing opening widths across intersections and entryways. Over the last 18 years, there has been a continual occurrence of injuries and fatalities in underground coal mines due to rib falls. For the period of 2010 to 2014, rib falls (excluding longwall face and bursts) were the leading cause of ground fall fatalities and accounted for 35% of all groundfall-related fatalities [1]. Despite the threat of rib falls, the amount of rib falls and rib support research conducted in the U.S. is limited compared with what has been done in pillar and roof support design. Currently, the National Institute for Occupational Safety and Health (NIOSH) is conducting a research project to develop an engineering-based design methodology for rib control in coal mines to minimize the number of rib fall accidents and fatalities in underground coal mines."

The Freeport Sulphur Company operates four sulphur mines in the coastal marsh area-03 South Louisiana. Employing the Frasch process of mining, approximately 13-million gallons of water per day is heated to a mining temperature of 325°F and is injected into the sulphur bearing formations of the four mines. A volume of cold waste water, roughly equal to the Input, is removed from the formations and presents a disposal problem. Two additional mines are currently being developed and will increase the disposal volume by an additional 5-million gallons per day. Although these properties are in a relatively small area, geographically speaking, as shown in Figure 1, they each represent a separate disposal problem with the treatment methods designed for the individual mine.

[For reasons well known to Mining Engineers, fine grinding in the wet form is quite universal inn plants engaged in the traction of metallic values from crude ore In the processing, of non-metallic and industrial minerals, however, fine grinding in dry form is the more common method. The crude materials generally contain less moisture than required for wet grinding, and the products are usually marketed or used in the dry form, most of them as powders. To grind wet would therefore entail the addition of water and the expense for drying the product, which is not justified. During the past several years, Raymond Kaiser Engineers has prepared numerous studies concerning the technical and economic feasibility of coal exporting facilities in the western United States. Perhaps the most striking conclusion to be drawn from these efforts is that many people underestimate the complexity of the highly competitive, dynamic coal marketing system which includes coal loading terminals as an essential but relatively low-cost link in the energy production and delivery chain. The title of this paper, "The Status of Western United States Coal Ports - An Economic Assessment," should not delude anyone into thinking that the future of western U.S. coal- exporting ports has now congealed into a well- defined economic plan. As this paper will demonstrate, the situation is complex and more dynamic than ever and promises to remain so into the late 1980's.

Rare earth elements (REEs) and their compounds are essential in a multitude of mundane and sophisticated applications such as renewable energy technologies, catalysts, medicine, and defense applications. The global supply deficit could be attributed to the destabilization of REE market that has, as a result, incentivized indigenous production of REEs. Cost-effective and environmentally benign opportunities are being explored for the production of REEs from non-conventional mineral sources including coal and coal by-products to stabilize the supply chain. Coal from Healy coal mine and Wishbone Hill deposits in Alaska have been quantified for REEs and were found to possess elevated total REE concentrations as compared to world average levels (60– 70 ppm). The objective of the study was to concentrate the REEs in the froth phase by froth-flotation of the fine size fraction (< 75 μm). A Box-Behnken design of experiment was employed to ascertain the main and interaction effects of operational parameters on response variable by analyzing 3D response surfaces. Experiments were carried out to maximize REE recovery and concentration by modeling and optimization of three operating variables (frother dosage, pulp density (% solids), and collector dosage). Based on the results, the optimum flotation conditions for maximum recovery at an elevated concentration of REEs in the froth fraction was obtained at 4.2% solids and 32.7 ppm of frother dosage for Healy sample and 10% solids and 37.9 ppm of frother dosage for Wishbone Hill coal sample. The quadratic relationship between the input and response variable was found to be independent of collector dosage suggesting good surface hydrophobicity and floatability of the two coal samples.

Earlier we described the uranium mineralogy of an areally broad sampling of Crownpoint ore, including the characterization of organic carbonaceous material associated with the uranium mineral. (1) We also reported on the leaching behavior of Crownpoint ores with a mild alkaline leaching system, oxygen (02)-sodium bicarbonate (NaHC03). (2) There was a wide range of leaching responses, with samples from some areas leaching at a slow rate with low uranium recovery. Evidence indicates that in these samples the organic material is intimately associated with the uranium mineral and shields it to some extent from contact by the leachate. (1,2) One method to obtain faster leach rates and higher recoveries is to use a chemically severe leaching system such as sodium hypochlorite (NaOCI) as an oxidant. (3) The use of sulfuric acid (H2SO4) and an oxidant for leaching ore in surface milling operations is widely practiced to effect high recovery of uranium (U308) from the ore. (4,5,6) The U308 is mobilized as the disulfate complex, U02(S04)224-, or possibly, the trisulfate complex, U02(S04)34-, is the soluble species. (7) Sulfuric acid leachate formulations were used in the first in-situ leaching operation in the Shirley Basin in Wyoming. (8) More recently H2S04 formulations have been used in the Rocky Mountain Energy field tests in the Powder River Basin (Bear Creek) and in the Teapot forma¬tion at Nine Mile Lake site near Casper. (9,10) Laboratory studies related to the use of H2SO4 for in-situ leaching have been reported (11-17) and Yan has .reported packed column leach studies on Crownpoint ore using H2504 and oxidant.
