The mine development decision is made on completion of exploration to determine whether or not a mineral deposit should be developed to production and, if so, how. This involves the selection of an optimum mine development alternative from a number of technically feasible alternatives and the comparison of this optimum with those of other available investment opportunities. If the optimum is sufficiently attractive, the deposit is developed to production. The selection process is carried out within a framework of corporate objectives and resources. The mine development decision is based on the balancing of two parameters - - rate of production as reflected in plant capacity and cut-off grade. On the basis of available information and experience, detailed revenue and cost 'estimates are made for each feasible combination of plant capacity and cut-off grade. What economic evaluation techniques should be applied to these estimates to reduce each alternative to economic indicators that will enable meaningful comparisons and an informed investment decision? This is the essence of the paper. The determination of optimum plant capacity and cut-off grade has been the subject of intensive research efforts by economists and mining engineers (1-7). Their studies are based on marginal analysis and assume that, at the time of decision, certainty conditions prevail with respect to ore reserves, mining costs and mineral markets. The optimum mine development alternative is defined as that which maximizes profitability.

An innovative approach in designing the haulage systems for underground coal mines is discussed in this paper. The haulage systems are formed by serially connected components. Therefore an economic and efficient design of the entire system is necessary. The computer model that uses a heuristic algorithm solves this design problem globally in a single run. It is a probabilistic model because it considers the probabilistic aspects of face operations. It is versatile because it can accommodate any type of mining and belt conveyor network configuration. The hoisting section can be used to design drum or friction hoisting systems for single or multiple level operations. These systems can have two skips in balance or a skip and a counterweight in balance. The model also has the option to internally determine the capacity of bunker(s) and shaft-bottom bin. The objective is to minimize the expected cost per ton of coal hauled from the coal faces to the surface. At the end of the paper is an example that illustrated the capabilities of the model.

The Helvetia copper deposit is a large undeveloped Laramide porphyry copper system located in the Santa Rita Mountains, Pima County, Arizona. This porphyry copper system consists of four areas of copper mineralization: Rosemont, Peach-Elgin, Broadtop Butte, and Copper World. Asarco refers to the four areas collectively as the "Helvetia Deposit". Mineralization and alteration are primarily contact pyrometasomatic, and zoning of hydrothermal alteration and sulfide mineral assemblages are similar to those observed at the Twin Buttes and Mission copper mines located approximately 32 km west of Helvetia. Asarco acquired the Helvetia Deposit in 1988 and has continued the exploration and development effort since then. A considerable amount of excellent geological work has been completed in the area but little information has been published on developments since the mid-1950's. The geology of the deposit as developed by numerous geologists over the past 75 years and the large, bulk tonnage low grade copper deposits outlined in recent years will be briefly reviewed in this paper.

Although the economic importance of recovering copper by leaching of mine work dumps from open-pit operations has been realized for some time, serious attempts to understand and to improve such operations through scientific research has been made only in recent years. This progress report covers the results of chemical, physical, and biological studies pertaining to the dump leaching process and discusses salient features and parameters that may be helpful in improving such operations.

In its, effort to combat waterlogging and coil salinity, the later and Soils Investigation Division of WAPDA (West Pakistan's Water and Power Development Authority) has carried out an extensive program of test drilling and water sampling, since 1954. Data collected during the past ten years have permitted the delineation of fresh and saline ground-water-zones in the Punjab Plain. Fresh ground water containing generally, less than 500 ppm (parts per million) of total dissolved solids is found in wide belts paralleling the major rivers and in other areas of fresh-water recharge. Locally, fresh ground water extends to depths of 1,500 feet and more. Saline ground water occurs downgradient from sources of recharge, particularly in the lower central parts of the interfluvial areas and, presumably, underlies most of the Punjab Plain. The ground waters of the Punjab are characterized by their evolution from calcium, magnesium bicarbonate waters, near sources of recharge, to waters containing a dominant proportion of sodium. The highly mineralized waters of the Punjab are generally of the sodium chloride type, whereas in Dera Ismail Khan District sodium sulfate waters predominate. The pattern of distribution of saline ground-water zones and the observed gradual increase in mineral content, downgradient from sources of recharge, can be explained best by a hypothesis stressing the processes of evaporation from the water table and solution of minerals within the alluvial aquifer.

The shipment of coal, ores, and minerals in bulk form during the winter months presents a difficult problem in emptying rail cars. U. S. Steel Research in cooperation with U. S. Steel Coal Operations bas laboratory tested and field monitored the effectiveness of using freeze conditioning agents (FCA) to minimize the frozen coal problem. This report examines, in an overview manner, our experience after four seasons of treatment using different FCA agents on raw and preparation plant products. Our observations indicate that if an FCA is applied correctly it is effective mineral to mineral. Freezing problems still occur at the interface between the coal and the metal of the car sides and bottoms. Leading chemical suppliers have made positive improvements in their FCA formulations with second and third generation products. Further advances are needed to make chemical treatment for the prevention of frozen coal a real full-proof method.

The Grasberg porphyry copper-gold deposit of Freeport Indonesia Inc., an 81% owned subsidiary of Freeport-McMoRan Inc., lies within the Ertsberg Mineral District in central Irian Jaya, Indonesia. The Grasberg deposit was discovered during a drilling campaign initiated in early 1988. Production at the open pit Grasberg deposit commenced in December 1989. The Grasberg copper-gold orebody is contained with a young igneous complex of dioritic composition which intrudes limestones of the Tertiary New Guinea Group. Alteration is typical of porphyry copper deposits worldwide except that higher grade primary chalcopyrite with significant gold values is associated with a centrally located zone of strong quartz stockwork.

Resource Engineering and Development, Inc. is designing and building a portable 150 to 225 TPD, flotation-cyanide leach plant with unitized, skid-mounted components. This plant design, with its portability, low capital investment, and high recovery of silver and gold from many partially oxidized ores, is well suited to treat many small, high-grade deposits, old waste dumps, and old mill tailing piles. A description is given of flotation and/or cyanide leach tests run on about 17 partially oxidized, newly mined ores; waste dump materials; placer slimes; and old mill tailings.

It was not many years ago that people would have argued that a coal session did not belong at an International Mining Convention. Historically, steam coal has always been used domestically due to its natural geographic diversity and high transportation expense. Times have changed. With the help of Opec, steam coal has gone international. As opposed to metallurgical coal, whose trade routes have a long history, whose supply sources are more limited and whose market growth is seen by most to be relatively flat, steam coal export forecasts are calling for more than a doubling by 1990 and a quadrupling by the year 2000. Suddenly, one must be familiar with coal mining on a global basis in order to predict which regions will be able to fill these markets.

Minerals have been critical to human society from the earliest and their use has been intertwined with the development of civilization. In the Western World, the mining, processing and extractive metallurgy associated with ores was first described in detail by Agricola in the 16th century. He considered these collective activities to be the most necessary and the most profitable of professions, and wrote, "without doubt, none of the arts is older than agriculture, but that of the metals is not less ancient; in fact they are at least equal and coeval, for no mortal man ever tilled a field without implements. In truth, in all works of agriculture, as in the other arts, implements are used which are made from metals, or which could not be made without the use of metals; for this reason the metals are of the greatest necessity to man." Ours is still a materials-dependent society that relies heavily on minerals for raw materials. Today our dependence on minerals is exceptionally great. To meet the need for fuel and non-fuel minerals in a representative year, in the United States alone, about one billion tons of coal and 2.7 billion tons of ore are mined. These mineral products are essential for fertilizers, for construction materials, metals and alloys, for manufacturing household and industrial items, for transportation, and for the generation of electric power. It is instructive to consider the diversity of uses found in our society for a single mineral product - silver, for example. Experts believe that in the past 5000 years we have mined about a million tons, or 31.9 billion troy ounces of silver. In 1988, 133 million troy ounces of silver were used in the Unites States. Most of the silver used was for techno- logical, medicinal and industrial purposes, Table 1. X-ray films, for example, carry comparatively large amounts of silver to lessen patient's radiation exposure. Silver does not prevent tooth decay, but each year about two million troy ounces of silver is used for dental work in the United States. In small quantities it is used in medicine. No metal - not even copper conducts heat and electricity so efficiently as silver. Silver wires lace solar cells, and silver oxide batteries power hearing aids, calculators, submarines and satellites. Hardened with tungsten or molybdenum, miniature discs of silver pass current from wire to wire in cars, telephones and computers. A dish- washer timer alone may have 50 such electrical contacts, which open and close without excessive heat or friction. Silver is an important component of solar reflectors, since no other material reflects light so well or uniformly. In our personal lives, silver remains in high esteem to adorn our tables, provide precious objects and jewelry. In many parts of the world, silver in the form of coins, jewelry and bullion is used for financial independence and security against the vagaries of paper currency. In India, silver is used in its purest form as thin foils to decorate sweets and other edibles. It is obvious that this mineral product, silver, is of great value and utility in our society. Minerals and Environment The benefits of minerals do not come without problems. Much of the silver, for example, lies locked up in copper, lead-zinc or precious metal ores; to extract it creates vast quantities of waste material. On the average, in order to recover one ounce of silver about a quarter ton of ore must be mined. To meet the world's annual demand for silver, approximately 100 million tons of waste is generated every Year. The problem with silver is repeated with all minerals. Conversion of mineral ores into usable materials necessitates the generation of large quantities of waste products that create tremendous disposal problems. In addition to waste material discarded during mining, wastes may be generated during processing as gases, liquids or solids that must be subsequently converted into forms more acceptable for disposal. Associated with the handling, treatment and management of waste products are a number of environmental problems. Environmental problems are not new to the minerals industry. Computerized financial models can be used in all phases of the mineral industry from setting exploration targets to projecting profit plans for producing mines. In this presentation, I will use the example of an exploration company entering a new district to trace the application of financial models through the following intermediate phases. 1. Hypothetical analysis and strategy 2. First encounter of mineralization 3. Preliminary drill results - decision process 4. Feasibility studies 5. Post-feasibility negotiations 6. Producing mine 7. Acquisition of producing mines or mineral properties. I will conclude with a brief discussion of the mechanics of the financial models that we use at Wright Engineers Limited. As we progress through the seven phases, the availability and accuracy of the data will parallel the complexity and application of the financial models. However, the same basic financial models are utilized throughout the seven phases. I will begin by suggesting that the exploration group is somewhat autonomous and has the mandate to explore in Western Canada.

Without a doubt, the scope of China?s coal boom has been nonstop. Despite the world economic slowdown, China?s year-on-year gross domestic product (GDP) jumped 10.3 percent year-on-year in 2010, boosted by a faster than expected 9.8 percent expansion in the fourth [ ] quarter. And, the first quarter of 2011 expanded another 9.7 percent. According to a frequently cited statistic, the country is building two mid-sized coal plants each week. This amounts to a yearly increase equivalent to the entire power grid in the United Kingdom. China?s coal production was doubled in the last 10 years, from 1.044 Gt (1.15 billion st) in 1999 to 3.2 Gt (3.52 billion st) in 2010. This is 3.2 times the U.S. production (986 Mt or 1.085 billion st) and nearly half (46.3 percent) of the world?s total coal production (6.91 Gt or 7.6 billion st). This rapid increase of demand for coal has made China the world?s largest coal importer in 2009. With the economic situation improving, this trend is expected to continue.

The existing Chesapeake Bay Bridge-Tunnel complex is being expanded to include the Parallel Thimble Shoal Tunnel. This will be a subaqueous bored crossing between two islands constructed for the original 1960s immersed-tube tunnel. Jet grouting was employed by the Chesapeake Tunnel Joint Venture (CTJV) to provide watertight base plugs, launch and retrieval blocks for the tunnel boring machine (TBM), a TBM canopy to limit ground movement, and a retaining wall to enable off-island excavation: all within hydraulically placed sands. This paper will review the design and construction challenges, including soil permeability and recharge, grout communication, installed grout strengths, and remediation requirements.

The Stillwater Mining Company, a partnership of The Pittsburg & Midway Coal Mining Co. and Manville Corporation, began commercial production of flotation concentrates from the western hemispheres' only primary platinum palladium deposit at Nye, Montana in March 1937. In the fall of 1987 an integrated pilot plant testing campaign of electric furnace smelling and oxygen? blown converting confirmed the feasibility of further upgrading to semi? refined matte or 'white metal". In the summer of 1990 the production smelter was brought on-line at Columbus, Montana. This paper describes the technology transfer from the pilot to the production smelter. Emphasis is placed on flowsheet development and the scale factors between the test and production furnaces and gas cleaning plants. The metallurgical results of the pilot plant and of the early months of production of the commercial works are also compared.

Rare earth elements have important strategic significance and economic value, and the rare earth elements in coal resources have considerable development potential. This study took coal refuse in the Jungar area of Inner Mongolia, China, as the research object, and investigated the occurrence modes of rare earth elements. A special sequential chemical extraction experiment was designed, and the results showed that the rare earth elements in coal refuse mainly occur in silicate and aluminosilicate form, accounting for approximately 65% of the total rare earth elements. According to the results of SEM-EDS, micro morphology of the sample belonged to the lamellar structure of clay minerals, and Al, Si, Fe, S, Y, and La were all present in the sample. Through SPSS software analysis, rare earth elements have an obvious linear positive correlation with Al, Si, and Fe elements, and a negative correlation with S elements. The rare-earth element occurrence mode in coal refuse can provide a definite theoretical basis for the later extraction and enrichment work.

The Bureau of Mines used geochemical modelling computer programs to characterize a site containing lead slag generated by a lead processing facility. Tests for toxic elements by the U. S. Environmental Protection Agency (EPA) extraction procedure showed that all elements except lead were in compliance. Concentrations for lead ranged from 28 to 30 ppm. However, analysis of water samples from monitoring wells resulted in no lead concentrations that exceeded the National Drinking Water Standard. A discussion of a computational program to calculate concentrations of lead species and several other ions is presented.

INTRODUCTION The LG-2 project is one element of the La Grande Complex, an integrated development of hydro-electric potential being constructed in north-western Quebec by the James Bay Energy Corporation. The project is located on the La Grande River about 65 miles east of Fort George on the James Bay coast and 600 miles north of Montreal. It comprises a 525 foot high dam, 81,000 feet of dykes, spillway and river diversion works and a 16 unit underground powerhouse that will have an installed capacity of 5,328 MW. The power installations at LG-2 represent approximately half of the total potential for the complex. When completed in 1982, LG-2 will rank as the largest underground powerhouse in the world. Studies and site explorations for the project were begun in 1971, construction commenced in 1973 and the roll date for the first machine is scheduled for February, 1980. GENERAL ARRANGEMENT OF POWER INSTALLATIONS As shown in Figure 1, the power installations are located on the south bank of the river about 4 miles downstream from the main dam. Many large. low-grade (refractory) sulfide gold resources exist in Nevada and other parts of the world that are not amenable to concentration by conventional flotation practice, Over the past several years Santa Fe Pacific Gold (SFPG) has investigated flotation process options to economically treat low-grade refractory resources of this type at Lone Tree and Twin Creeks. Conventional flotation technology applied to the original high-grade gold resources at Lone Tree and Twin Creeks was initially unsuccessful. Review and analysis of auriferous (gold-bearing) iron sulfide mineralogical characteristics and flotation chemistry provided a fundamental understanding that led to the development of a new flotation process that SFPG refers to as N2TEC. This paper discusses the development of this technology and compares N2 TEC results with conventional flotation practice.

As manufacturers and mine operators develop and implement proximity detection systems (PDSs), they need to be mindful of the systems’ compatibility with mineworkers’ tasks, and possible unintended consequences. Researchers at the U.S. National Institute for Occupational Safety and Health (NIOSH) interviewed mineworkers at mine sites that currently use or previously have used PDSs on mobile equipment, including shuttle cars, battery haulers and scoops. Mineworkers reported that mobile PDSs affect loading, tramming, section setup, maintenance and general work on the section. Mineworkers discussed the operational effects and increased burden, exposure and risk. Mineworkers also suggested that improved system task compatibility, training, logistics and PDS performance might help address these issues. Manufacturers and mine operators implementing this or similar technologies may also consider mitigating task incompatibilities up front, performing additional site-specific usability testing and restricting the use cases of the system to improve performance.
