The Chino Mines Company, a Kennecott-Mitsubishi partnership, located in Hurley, New Mexico, recently completed a $405 million modernization of its mine, concentrator, and smelter facilities. The mine/ concentrator modernization commenced in 1980 and the smelter modernization began during 1982. Modernization of the mine and concentrator facilities involved increasing the mining rate from 98 kt/d (108,000 stpd) to 152.2 kt/d (167,800 stpd). Ore mining was designed to increase production from 20.2 kt/d (22,300 stpd) to 34.0 kt/d (37,500 stpd). A new concentrator was constructed near the mine using semi-autogenous grinding. The new smelter uses the INCO flash smelting process, increasing capacity by 40.8 kt/a (45,000 stpy) to 99.8 kt/a (110,000 stpy) of salable copper.

There exists a wide array of industrial by-products that can be shown to produce beneficial responses in the soil/plant environment. These materials range from clean coal technology residues produced in the generation of electric power, particularly those high in gypsum, to mineral 'fines' produced by the aggregates and crushed stone industries. A number of these materials will be examined in relation to potential nutritional interactions in soils and crops with emphasis on trace elements. The significance of utilizing these materials in agriculture as a component of sustainable agricultural systems will be discussed.

An improved experimental procedure to measure contact angle has been consolidated with coal surface preparation involving polishing with abrasive paper, alumina powder, and a cloth, followed by ultrasonic and mechanical cleaning. Specifically, the captive-bubble measuring technique has been compared with the sessile-drop technique and the former has been recommended for the examination of the hydrophobic properties of coal surfaces. Results of the research program, which is currently under way, on the examination of the effect of the nature, amount, size and distribution of mineral inclusions in coal on its wettability are briefly reviewed.

INTRODUCTION The simplest way to drill a hole into rock is to strike a steel chisel or drill bit with a hammer. Early miners used this elementary hand technique so successfully in "single jacking" and "double jacking" that the first mechanical rock-drill designers sought to duplicate it. However, in the early developments, the designers were forced to retreat to a construction known as the "piston drill," wherein the entire drilling element is tied to the piston and reciprocates with it. It took nearly 50 years to devise a method of divorcing the two elements and to achieve the original hammer principle used in hand drilling. The Mont Cenis tunnel, drilled through the French Alps in 1861, usually is considered the birthplace of the mechanical rock drill. The Hoosac tunnel in Massa¬chusetts was drilled at about the same time, and the success of these two ventures paved the way for innova¬tions that produced the Burleigh, Ingersoll, Sergeant, and Waugh piston drills between 1870 and the turn of the century. In 1897, George Leyner of Colorado introduced what has been considered the most significant development in rock-drill history. He devised the hollow drill steel for water flushing; when combined with his free-piston hammer drill, this became the first lightweight and dust¬free underground machine. In addition, Leyner's drills introduced improvements such as automatic rifle-bar rotation of the drill steel and chuck, automatic lubrica¬tion, and an enclosed throttle control. During the 1920s and 1930s, automatic feeds, centralizers, sliding cones, and the automatic water back head were developed, laying the groundwork for all pneumatic underground drills currently in use. Since these pioneering efforts, rock-drill development has been concerned primarily with refining the designs and improving the metallurgy to make faster, lighter, and more dependable machines. Fig. 1 illustrates the progress in drilling speed during the first 125 years of rock-drill development; that progress is a credit to the persistence and inventiveness of the designers in the rock-drilling industry. ROCK-DRILL CLASSIFICATIONS To meet the variety of conditions encountered in rock drilling, several distinct types of drills have been de¬veloped. In general, rock drills may be classified as either hand-held or mounted, with the hand-held ma¬chines including the jackhammer or sinker, the jackdrill or jackleg, and the stoper. The mounted drills are com¬monly known as "drifters." Table 1 shows that each type of drill is available in several sizes from different manufacturers. Fig. 2 illustrates a typical rock drill, showing the principal components. The jackhammer or sinker, shown in Fig. 3, is used primarily for general mine utility work such as drilling anchor holes (short vertical holes to bolt or anchor machinery), pin holes (short, usually horizontal holes to fasten sheaves, etc. to side walls), popholes (for blasting large boulders), and similar applications. They also are used for shaft sinking. Jackhammers are classified ac¬cording to weight, and they range from 7 to 30 kg (15 to 65 lb). The rock drill originally known as a jackleg was made by clamping a pneumatic cylinder or leg to a jack¬hammer, both to support the weight of the machine and to feed the tool forward in horizontal or uphole work. The more modern jackdrill refined this concept to make the hinged pivot for the leg integral with the drill cylinder and to group all drill and leg controls in the drill back head for convenience. Fig. 4 illustrates a typical jackdrill. Jackdrills are classified according to cylinder bore size, ranging from 60 to 83 mm (2.375 to 3.25 in.). Because of their light weight and versatility, jack drills are very effective in small drifts, small tunnel head¬ings, and stoping. The High Density Sludge Process was originally developed by Bethlehem Steel Corporation for use on acid mine drainage and diluted waste pickle liquor discharges requiring continuous chemical treatment systems. This work began in the early 1970s and was first put into practical use around 1973. To date there are approximately 15 operating systems which have been installed on mine drainage in the United States, and another 10 systems worldwide. Dense Sludge is an innovative and improved method for treating acidic metal bearing streams in a manner which minimizes the volumetric generation of sludge for disposal. The technology utilizes a sludge recycle process which forms particles that have a low affinity for water, unlike conventional metal hydroxide solids which contain tightly bound interstitial waters. Typical acid mine drainage streams contain high sulfate concentrations which combine with calcium ions in lime based treatment systems to form gypsum crystals. The physical form of this gypsum is radically altered when the Dense Sludge process is utilized compared to the form generated in conventional lime treatment systems. The characteristics of the metals particles are also changed in this process, as the metal hydroxides are converted to metal oxides. Slides No. 1 and No.2 show scanning electron micrographs of conventional and densified sludges illustrating these differences. The magnification used was 300X. The dense sludge particles settle faster, dewater more readily, are more easily pumped, and hold much less water than conventional precipitates. In some cases, because the metal content of the sludge is more concentrated, it can be economically recovered.

Magnetic metals are the granddaddy of products which may be recovered from municipal waste. Aside from hand-picking of newsprint and corrugated boxes, magnetic metals are usually the first items a resource recovery facility considers extracting from the solid waste stream. Magnetic metals from incinerator residues and from municipally mandated source segregation programs were first used in significant quantities by the Copper Industry. The ability of the Copper Industry to consume metals from the municipal solid waste stream raised everyone's hopes that there would be more markets for municipal scrap when more of it became available. Somehow something has gone wrong. It is widely acclaimed that scrap is an environmentally sound and economical source of iron. It is greatly in demand for Its contained energy. The prices that the steel industry has been willing to pay for the scrap during the past year are all the proof anyone should need that scrap Is desirable and sought after. But the very fact that I'm speaking today on the markets for magnetic metals recovered from municipal waste indicates that something Is wrong. Clearly the problem is not that we do not need the scrap. The problem is we have not produced the kind of scrap that consumers are willing to buy - either through ignorance of what the consumers wanted or through a conviction that ferrous scrap is so obviously a good thing somebody will surely want it no matter what. Dr. Harvey Alter of the National Center for Resource Recovery has said "You can't sell garbage". In a sense that is only partly true. It really should be "You can't sell garbage for very long". The Steel Companies, in an effort to prove that steel is an environmentally desirable packaging medium, have bought some scrap that can only be described as garbage. They are to be commended for doing so. The fault lies not with the Steel Company for taking and paying for "garbage" but with the producer of that poorly prepared scrap. Far every instance where the steel industry has purchased the often undesirable product from resource recovery facility there are several magnetic installations sitting Idle because someone forgot the most essential part of producing the magnetic product - selling it to someone.

For traditional underhand cut-and-fill mining operations, it can be challenging to design a suitable cemented paste backfill (CPB) mix that can meet the necessary strength requirements and yet maintain its ductility. In deep underground metal mines, the CPB must achieve a high enough strength to be competent under high stress conditions while also remaining ductile enough to withstand high strain from squeezing ground as underhand mining continues under backfilled stopes. To eliminate ground falls that result in injuries and fatalities, researchers from the Spokane Mining Research Division (SMRD) of the National Institute for Occupational Safety and Health (NIOSH) have partnered with Aerix Industries, a producer of concrete additives, to study the effects of foaming agents on the strength and ductility of CPB. This laboratory study examines the impact of various amounts of foam additive on the strength and ductility of CPB mix designs, using binder and tailings provided by Hecla Limited from the Lucky Friday Mine

The paper in based on laboratory and pilot plant investigations which led to the development of a series of processes for production of high purity metals from nickel-copper-cobalt mattes of a wide range of composition. The selection of ammonia pressure leaching or acid pressure leaching for various mattes is discussed. This is followed by discussion of various methods for leach solution purification and metal separation. The metals of high purity are produced by reduction with hydrogen from purified solutions. Examples are given of complete flowsheets for a number of mattes. Drawing upon those examples, general principles for the selection of the most suitable treatment process for particular material are outlined. Under certain circumstances, those processes may replace part of the pyrometallurgical treatment and all of the electrolytic refining steps which are customary in the treatment of nickel-copper-cobalt mattes.

During the last decade there were pronounced changes in the competitive pattern of the fossill fuels It is proposed to trace these trends and describe inter-fuel competition, first as it relates to the economy as a whole and then more specifically to examine competition of the fossil fuels as these share the electric utility market. Table 1, Competitive Fuels and Water Power Used in the United States, 1950-1959, shows the growth in the consumption of coal, oil, gas and water power 'during the past decade. Uses which are not directly competitive among the fuels, such as tractor fuel, carbon black, and consumption of petroleum products in the making of synthetic rubber, have been excluded from these statistics. The experience of the three fossil fuels in competition since 1950 shows natural gas expanding more rapidly, than oil by roughly twice as much, 219.0 percent' compared to 124.1 percent growth in B.t.u.s of oil consumed in the ten-year period. Percentagewise, water power little more than held its own, and coal, including anthracite, actually decreased more than one-fifth.

Many appraisers/valuers believe that the only valuation method available within the cost approach category for real property appraisal is the depreciated replacement cost method. Some valuation and financial reporting standards setters also believe the same. This paper introduces the minerals appraiser to a number of useful methods for mineral property appraisal that are based primarily on the principle of contribution to value, the predominant economic principle in the cost approach. Most of these cost approach methods discussed are primarily for use in valuation of exploration tracts and resource properties that have no defined reserves. However, the powerful rural cost method can be used to calculate the contribution of categories of resources, reserves and other property components to the value of a mineral property. This method can be applied to mineral properties at all stages of development, including producing properties. The author reasons that standards and regulations pertaining to real property valuation should be modified, and underlying principles should be expanded, so as not to inhibit appropriate application of these cost approach methods.

"This paper presents a numerical study regarding the loads, and the corresponding damage, taken by the primary and secondary lining of a tunnel built in cemented fine-grained stiff soils. This study aims at establishing more rational design criteria that take into account explicity the lining performance. A 3.5 km long tunnel to be built in a densely populated northwest area of Mexico City, was considered as case study. Series of three-dimensional finite difference models, developed with FLAC3D, were used to simulate the tunnel construction, and to compute the ground settlements, internal forces, bending moments, and displacements acting both on the primary and secondary tunnel linings. Interaction diagrams were used to study the lining performance. Several advancement lengths, and tunnel covers were considered to establish their impact on the loads transferred to the tunnel lining. A practice-oriented damage criterion for tunnels was proposed based on the interaction diagram analysis. INTRODUCTION Lining performance during conventional tunnelling, CT, as defined by the International Tunnel Association, ITA (ITA 2009) is strongly affected by the construction procedure. Special attention must be taken in cemented fine-grained materials, such as those found in the northeast portion of Mexico City, due to the potential of fragile failure (i.e. the soil fails suddenly without important deformation) that these soils may exhibit. During CT, it is assumed that the ground strength contributes to the stability of the excavation, as long as the lining is built correctly. It is common practice to consider two structures, which together form the tunnel support: 1) A primary lining, which is a flexible support, which allows excavation walls to deform to mobilize part of its shear strength, and thus contributes to the tunnel self-stability, and 2) A secondary lining. Commonly, the primary lining consists of several layers of shotcrete. In this case the installation method guarantees perfect contact between the lining and the excavation perimeter. The secondary lining, if required, is used to withstand the load conditions in the long term and also has an esthetic function. This paper presents a numerical study aimed at establishing a performance damage criterion for the primary and secondary lining design in cemented fine-grained stiff soils. Due to the lack of data, the strength and deformation parameters were established through empirically-derived relationships. Three-dimensional finite difference models were developed to simulate the tunnel construction, and compute ground settlements, internal forces, bending moments and displacements acting both on the primary and secondary tunnel linings. Interaction diagrams, along with a damage criterion were used to study the lining performance. From the results gathered insight was gained regarding tunnel lining performance during CT."

Over the last few years, and especially the last few months, issues relating to Corporate Governance in industry in general, and the Minerals industry in particular, have become increasingly topical, as a result of a number of scandals and failures. The development of International and National Codes for the reporting of Mineral Resources and Reserves began some years ago, and has been followed by more stringent Listing Rules for the Securities Exchanges, as well as more standardised formats and protocols for financial reporting of assets and activities. More recently, some countries have adopted Codes for the Valuation of Mineral Properties, which have focussed on standardisation of valuation approaches to be adopted, and the qualifications of people deemed competent to sign off such valuations. This process has not been without criticism, the main criticism being the proliferation of local standards and regulations, which are often difficult to apply and regulate, or which are too prescriptive for multinational mining companies to deal with. In South Africa, these concerns have been recognised, while at the same time a need has been identified to establish a Code which could be applied to South Africa, and the African continent as a whole. Such a development would necessitate that the Code satisfies the needs of the continent, but in a global context. This global context has already been set by the activities of the International Organisation of Securities Commissions, the International Valuations Standards Committee and the International Accounting Standards Board. This paper explains the progress and process that has been established in South Africa for this purpose, and highlights the key issues which are open to public debate, so that the process is inclusive and transparent, whilst at the same time it is consistent with international time frames, and provides a deliverable product that meets the desired objectives.

The National Institute for Occupational Safety and Health (NIOSH) conducted field tests to evaluate the effectiveness of a wet head continuous mining machine for reducing dust exposure for continuous miner operators. Wet head technology delivers water via sprays to the continuous miner?s cutter head as opposed to traditional standard sprays located on the boom and body of the mining machine. The sprays, positioned directly behind each bit on the cutterhead, deliver water at the point of attack, serving to cool the bits during mining to reduce the potential for frictional ignitions. The sprays also flood the coal with water to potentially suppress dust generation. Dust surveys were conducted at several mines to evaluate the wet head?s effectiveness to control respirable dust exposure at the continuous miner operator location and in the immediate return. Results show that the wet head miner generally improved air quality at both sampling locations to varying degrees in some, but not all, mines when compared to a continuous miner with a standard spray system.

The dissolubility of a natural sphalerite (ZnS) in the entire pH range was theoretically calculated, and its practical dissolution in an aqueous solution at different pH values in an inert environment, together with its surface properties after dissolution, was fully investigated. The results of the investigation indicate that the total concentration of Zn (CZnT) decreases significantly with the increase of pH value, while the pH value is set below 8; however, it reverses when the pH value reaches 8. Such a tendency is similar to that of the theoretical calculations, although the experimental CZnT were much higher than those of the theoretical calculations. The X-ray photoelectron spectroscopy (XPS) of the sphalerite surface after its dissolution under alkaline solution shows that a polysulfide (Sn 2-) surface layer with a binding energy (BE) value of 162.96-163.25 eV is present on the surface, and the percentage of Sn 2- increases significantly with an increase in pH value; the undissolved and dissolved sphalerites under the acidic solution have a negligible difference in S2p peaks. The surface S/Zn ratio of all dissolved sphalerites shows a marked Zn enrichment and S deficiency. An atomic force microscope (AFM) view of the sphalerite surface, after its dissolution under the alkaline solution at a pH of 12, shows that the surface is significantly different in morphology from that of the undissolved one.

The Turquoise Ridge gold deposit is located near the Getchell Mine, 72 km (42 miles)northeast of Winnemucca, NV (Fig. 1). The deposit is owned by Getchell Gold Corp. The host rocks consist of Ordovician and Cambrian age shales and limestones. They have been crosscut by the northeast-trending Turquoise Ridge shear zone and northwest-trending shear zones. Gold mineralization occurs at depths from 427 to 671 m (1,400to 2,200 ft) along the intersection of these structures. Large tonnage, flat-lying deposits occur where folded, favorable beds are intersected by the faults. The carbonate in the beds has been replaced with silica, pyrite and arsenic sulfides.

The concept of initiating a large action-oriented contract, directed toward inherently safe mining systems, was conceived by the U. S. Bureau of Mines in January 1970. At that time we were in the process of establishing research contracts and grants, about 100 of which were let in FY 71 to deal individually with fairly specific technological areas. These projects in the aggregate covered a wide spectrum of health and safety problems. What appeared to be necessary was the creation of a project or program that would provide a focal point for the demonstration of many of the results of this research and also in the action sense culminate with working hardware and systems that could be tested and demonstrated over a fairly long teen. The concept of working demonstrable systems, rather than just a conceptual study, was, felt to be necessary for two significant reasons. In the development of any new system, the translation from concept to working hardware is usually a costly and time consuming process which acts as a deterrent to implementation. Secondly, many decisions in the mining community to change equipment or systems ,are based on first hand observation of the new system, in operational practice, an attitude which is certainly understandable in view of the high capital costs of equipment. Many reports and papers have been delivered on projects under construction or already in operation, but we believe there are few that have been written about projects yet to be built specifically dealing with advanced mine and environmental planning. This paper describes such planning for Atlantic Richfield Company's Black Thunder mine. Project planning is a cyclic phenomenom involving four broadly overlapping planning steps (Figure 1). The demands of the public include needs that can be satisfied through planned resource development. Using a base of information that partly exists and must in part be gathered and updated, the preplanned development can be, evaluated. The evaluation process, with built-in environmental constraints leads to an implementation procedure. Implementation results in the development, including the release of the affected area to other public demands that follow.

Selective flocculation enables the production of high-brightness kaolin products from kaolin ore once considered too poor in quality for beneficiation into paper-coating pigments. Anatase, Ti(1-X)FeXO2, with X = 0 to 0.05, is a common iron-bearing impurity in sedimentary kaolin that can be unresponsive to kaolin beneficiation processes, such as magnetic separation, due to its extremely fine particle size (<0.3 µm), or chemical bleaching, because of its chemical stability. Described here are selective flocculation technologies that separate anatase by flocculating anatase or flocculating kaolinite from dispersed slurries. Applying the advances in the chemical and mechanical dispersion of ultrafine particles and the selective aggregation of kaolinite or anatase particles have resulted in the selective flocculation processes practiced today that have increased process recoveries from those technologies practiced beginning in the 1960s.

When originally accepting the assignment, the Client had described the property as vacant land. A prior appraisal was later discovered and revealed that the property included a mineral rights appraisal. Further research disclosed an old dispute with a court ruling based on testimony by AIMA-certified experts. The present appraisal was therefore based on data from findings of the court with a fresh look at discount rate, absorption period, and residual land value. Fortuitously, the property subsequently sold on the market, while meeting all criteria for Fair Market Value. This provided insight into a market-based discount rate. Also, the absorption period could be adjusted in accordance with the current market conditions. The residual land value was minimal (based on comparable sales and projecting trends in market) as the property was affected by a flood zone and the surrounding development was sparse. PROPERTY HISTORY: A GREAT INVESTMENT Briefly, the subject property is located in the floodplain region of the San Jacinto River, a short river in southeastern Texas that flows into Galveston Bay, filled with sand and gravel. This location is on the north side of Houston, north of Beltway 8 on the east side of I-59.

A very high-grade calcite deposit located in northern Norway consists of CaCO3 ore with minor silicate and sulphide impurities. Cationic (Tallow-1,3-diaminopropane, Duomeen T) collector has been used in the purification of calcite by flotation with an aim of achieving calcite concentrate for its use in value-added products in a variety of industries. The feasibility of sulphide flotation from calcite by this cationic collector has been initially judged from Hallimond flotation and zeta potential on pure mineral systems and the results illustrate the removal of sulphide from calcite ore at neutral pH region. The adsorption mechanism of diamine on both the sulphide minerals was found to be the same by zeta potential studies. The variations in zeta potential are in good agreement with the adsorption of diamine molecular and ionic species as a function of pH. FTIR studies also showed the adsorption of diamine species in agreement with the zeta potential and Hallimond flotation results. Furthermore, the removal of sulphide impurities with selective flotation by diamine collector was performed in bench-scale flotation with the calcite ore and the results indeed showed that the calcite concentrate could meet the quality requirements for its use in the paper industry for coating and filler purposes.
