Siskon Gold has started gold production at the San Juan deposit in northern California. The mine is located about 27 km (17 miles) north of Nevada City, CA (Fig. 1). It is scheduled to be-come the largest underground gold mine in California. It is situated in the western foothills of the Sierra Nevada Mountains in the Mother Lode gold belt. The property consists of 8 km2 (2,000 acres) of patented land. It is situated in a topographically high area known as San Juan Ridge, which is 213 m (700 ft) above and between the Middle Yuba and South Yuba rivers. The elevation is between 790 and 914 m (2,600 and 3,000ft) above sea level. Annual precipitation averages 1,346mm (53 in.). Most of that falls between November and April.

Production scheduling in underground mines is one of the most important and complex processes in maximising the economic value of an operation over the life of the mine. Due to increasing energy, transportation, processing and smelting costs and reducing water availability, the extraction of ore deposits through underground operations has become more expensive and challenging. A potential productive and efficient solution to mitigate these issues is to integrate pre-concentration systems into the existing mining system to increase ore grades through a preliminary process of rejecting some waste before sending the ore to the energy intensive mineral processing plant. Further benefit of such systems includes the utilisation of the waste and low-grade material in backfilling of open stopes to reduce the transportation costs and surface environmental impact such as reduction of CO2 emissions and waste transportation. The objective of this paper is to present a new mathematical model to optimise the production schedule of underground metalliferous mining operations in the presence of a pre-concentration system. The proposed model optimises the production schedule and sequencing of stopes within a sublevel stoping operation. The results of this study illustrate the potential economic benefits of using a pre-concentration system prior to a mineral processing operation as a result of increased net present value.

INTRODUCTION Insofar as I am aware, the term rock mechanics was not in the English dictionary in 1930 when I started my graduate program at West Virginia University. Hence, I never thought that I was undertaking studies in rock mechanics when I undertook to write a thesis on the physical properties of West Virginia coal. In this case, the subject was primarily concerned with the compressive strength of coal, the elasticity of the coal, the physical weathering properties of the coal and its friability. These days investigations of rocks pertaining to such properties are included in the term "rock mechanics". Other than this aspect, the principle interest in this part of my program was that I became interested in the strength of coal from the standpoint of structural purposes, and also became cognizant of its elastic properties as well as its energy storing properties. This research also tied in with a remark that Professor Lawall made in a Mining Methods class in 1928 when he remarked that a peculiar thing was happening in the southern part of West Virginia, namely, in the Pocahontas coal field. His remarks were to the effect that pillars were blowing up in the mines and when asked why he replied the cause was not known. The failure of three-inch coal specimens, especially those in stronger coal, in non-hydraulic actuated testing machines was reminiscent of his description of those pillar bursts or bumps.

This paper presents the results of an analysis and summary of relevant literature on the mechanism of cementation of metals in acidic aqueous media, with the aim of reconsidering the conventional assumptions. The simplicity of the process as a mere galvanic metal displacement is discussed, and the real effects of pH and hydrogen pressure in different cases assessed. Finally, an alternative mechanism scheme with respect to the role of hydrogen species, in agreement with reported data, is proposed.

Mine frictional resistance is one of the essential parameters of mine ventilation systems, and it is of considerable significance for the prevention and control of mine risks and accident hazards. Frictional resistance requires a lot of resources and time and has errors. To reduce the errors of frictional resistance, a regression model of frictional resistance is proposed based on the correlation analysis of the affecting factors. Through the comparative test analysis of seven regression methods, it is found that the classification and regression tree method for solving the proposed regression model has better performance than other methods. The least square error criterion is used to calculate and rank the importance of the factors affecting frictional resistance. The results show that the cross-sectional area of the tunnel, the support method, and the presence or absence of devices or pedestrian ladders have the most considerable influence on the prediction accuracy of frictional resistance. The support methods and cross-sectional areas are essential input variables. Through the combination test analysis of the influencing factors, the results show that the regression model does not have predictive ability when the number of input variables is less than 3 and the best predictive performance cannot be obtained using all the influencing factors. The best prediction model of resistance is to combine the shape of the tunnel, the support method, the presence or absence of devices or pedestrian ladders, and the cross-sectional area. The method proposed in this paper does not require a lot of resources and time investment, and the frictional resistance error is small. At the same time, it solves the problem of resistance prediction with incomplete data of influencing factors and provides a compelling new method for obtaining frictional resistance parameters.

Slope failures very commonly occur during a long period of heavy rainfall and groundwater rise. The failures pose a substantial risk to people, infrastructure, and equipment downslope. In the recent past, the mining industry has faced an increase in tailings dam failure due to several reasons including pore pressure increases in the dams. Many failures have been observed to occur during times of water level fluctuations but the critical factors that influence the initiation of slope failures still need to be adequately clarified. To investigate these factors, laboratory experiments were conducted on model sandy slopes to determine pore pressure-induced slope failure initiation. This study also presents a method to examine water seepage through soil slopes using an ultraviolet (UV) dye and a UV flashlight. The small-scale model test simulation demonstrated failures induced by either water percolation from the upslope tank at a constant level or by raising the water level at intervals. A bottom chamber fully filled with water to replicate groundwater rise was also simulated. The soil slope was monitored at every stage to study the deformations and behavior until failure occurred. Results gathered from the controlled laboratory conditions were useful for the verification of the numerical modeling method created in the computer program Slide. The analysis showed that slope failure always occurred when the toe was fully saturated. High pore pressures and seepage forces reduce the shear force at the toe to almost zero causing it to slide. A comparison of slope height to water level also indicated an average of 96% water level to cause a failure. At this point, the soil slope is fully saturated and has no matric suction. The findings in this study show that, by monitoring the moisture content of slopes, failures can be predicted.

Pressure relief is an important step in preventing and controlling rock burst disasters. Hydraulic slotting has emerged as a strategy for pressure relief and energy release in roadway surrounding rock. There is no qualitative description for the response relationship between hydraulic slotting parameters and the degree of pressure and energy release in a roadway, which is a scientific problem. In this paper, theoretical analysis, numerical simulation, and on-site industrial practice were comprehensively used. First, a structural model for the pressure relief and energy release of coal by hydraulic slotting in a deep roadway was established, and the pressure relief and energy release principle by hydraulic slotting was revealed. The principles and methods for determining hydraulic slotting parameters in the roadway were proposed. Three evaluation indices for the pressure relief and energy release effect of coal after hydraulic slotting were proposed, namely, the stress ratio of coal, elastic energy density ratio of coal, and displacement rate of the roadway rib. According to the evaluation indices, the degree of pressure relief and energy release was divided into three levels: reverse pressurization, full pressure relief, and transitional pressure relief. Then, a FLAC3D numerical model was constructed, the levels of pressure relief and energy release under different hydraulic slotting parameters were analyzed, and the optimal slotting parameters were determined. Finally, on-site industrial practices were carried out in Panel 7312 of the Xinhe Coal Mine. An effect test showed that the effect of pressure relief and energy release was remarkable after hydraulic slotting was adopted on the roadway surrounding rock, which can effectively reduce the risk of rock bursts. These research results can further improve hydraulic slotting technology systems and provide a theoretical basis and technical reference for the stability control of deep roadway surrounding rock.

A number of important international events took place in 2001 in the development and evolution of mineral valuation standards internationally. In Canada, the CIMVal Committee released a draft discussion paper for public and industry comment on principles to guide the development of the planned Canadian mineral property valuation standard. The International Accounting Standards Board (IASB) received comments on its Extractive Industries Issues Paper. IASB will decide whether the financial statements of public mining and petroleum companies will be allowed to provide the value of mineral and petroleum assets on a current value basis instead of an historic cost basis. The author led the Extractive Industries Task Force of the International Valuation Standards Committee (IVSC) in developing its submission to IASB. IVSC intends to develop an extractive industries valuation section for its International Valuation Standards, which could support the planned IASB standard. In Australia, AusIMM has carried out an in-depth review of its highly regarded VALMIN Code. The AusIMM's MICA subdivision organized the VALMIN ‘01 Conference in Sydney, Australia, with a range of international and current issues papers published in the VALMIN ‘01 book. Considerable support for the IVSC initiative was evident at this conference. The results of the review of the extractive industries submissions to the IASB are expected to be released in early 2002. The CMMI Congress in Cairns, Australia in May 2002 is likely to prove to be an important forum for continued discussion of the development and implementation of international standards and qualifications for mineral valuation. The outcomes and implications of these events are discussed.

Bureau of Mines research in in situ uranium leaching includes injection well construction and environmental aspects. Clogging of injection wells is a common problem, and is affected by construction techniques. Part of the clogging can be caused by a low-permeability skin left on the borehole wall if the drilling fluids are not thoroughly flushed out. Certain polymer drilling fluids are less prone to cause clogging than bentonite muds, since a lower solids content can be used. The environmental research primarily involves two contracts. The first describes the environmental impact of in situ leaching and the effect of environmental legislation on leaching; the second describes the cost effectiveness of various methods of restoring ground water quality.

There are certain site-specific geological and physical features of a rock mass which control its behavior under the dynamic stresses induced by the action of explosives. It is essential that blasting technology be adapted specifically to those features. There does not exist a single, simple "right" way for each type of blasting operation, but rather each operation must be custom-designed for each site. When this is done, it is often possible to produce unusual but highly desirable end resglts, such as undisturbed narrow rock walls, monoliths and square benches. Although the techniques illustrated here were developed specifically for "sculpture blasting", the geomechanics principles would apply to other types of blasting control, both large-scale and small-scale. Because the techniques are designed more for the purpose of modifying the site responses which would ordinarily be expected than they are to developing new "blasting formulae?, the name "Modified Site Response Blasting" will be used.

This study revealed significantly less favorable perceptions of the existing organizational safety climate among workers in the underground coal-mining sector compared with those in the industrial-minerals and sand, stone and gravel (SSG) sectors. Consequently, it is important to consider pragmatic ways in which health and safety management systems (HSMS) in coal mines can alter processes to improve these perceptions. Given the interdependencies of safety climate factors and HSMS elements, researchers explored mineworker perceptions of the supportiveness of organizational safety climate factors among mineworkers and identified significant differences in perceptions across sectors. In this paper, we suggest that health and safety professionals in underground coal mining and organizations with fewer resources or less mature HSMSs focus on these factors to bolster support for proactive safety performance. Potential barriers to implementing or improving relevant HSMS elements and ideas to help foster more favorable perceptions of organizational safety climate are also discussed.

Crocidolite is a well known causative agent for mesothelioma. Studies have shown that the pathogenicity of the fiber from different mines varies considerably and it has been postulated the parameter that appears most likely to account for this variation is fiber width. Epidemiological studies have shown that ‘thin’ fibers from mining areas of Western Australia and the Cape Province, in South Africa are associated with a high mesothelioma risk while exposure to ‘thick’ asbestiform amphibole fiber of the same fiber type are associated with little or no mesothelioma risk. This study is concerned with ‘thick’ Bolivian crocidolite but similar findings also probably explain the paucity of mesotheliomas in the Finnish anthophyllite, South African amosite and African Transvaal crocidolite mines. The findings from the present study suggest the incidence of mesothelioma in the three major cities of Bolivia is not significantly elevated above background even though Bolivian crocidolite has been used for the past 60 years commercially and residentially in all three cities. Although some cases of mesothelioma may have been missed due to a failure to reach hospital or a shortened natural lifespan, mesothelioma generally occurs after the age of 50, we cannot tell precisely the extent to which these were confounding. We suggest the most likely explanation for the lack of mesotheliomas despite the large populations at risk from the long and extensive residential and commercial use of crocidolite containing products, is related to an increased fiber width distribution and a concomitant reduction in the ‘Stanton fiber size’ fraction.

Introduction ASARCO's Ray Operations include an open-pit copper mine in the Mineral Creek Mining District of Pinel County. The district is located in east central Arizona, 132 km (82 miles) southeast of Phoenix, AZ, and 126 km (78 miles) north of Tucson, AZ. The mine lies 8 km (5 miles) north of the Gila River in Mineral Creek Valley, between the Tortilla Mountains to the west and the Dripping Springs Range to the east. The rich copper deposits of the Mineral Creek mining district were first noted by a US Army Officer in 1847. The Ray Copper Company was the first major operation in the area. The company was named after the Ray mining claim, which was one of the earliest recorded claims. After decades of sporadic and unsuccessful mining ventures, the Ray Consolidated Mining Company was formed in 1910. The company introduced one of the first successful block caving operations in the world. In 1933, the Kennecott Copper Corporation acquired the Ray Consolidated Mining Company and continued operation of the mine under the same name until 1943, when the property was renamed the Ray Mines Division of Kennecott. Underground mining continued until 1955, when the mine was converted to an open pit operation. In November 1986, ASARCO Inc. purchased the Ray Mines Division and related facilities from Kennecott. The purchase also included the Hayden concentrator and the Ray Smelter, located approximately 32 km (20 miles) from the Ray Mine. This paper summarizes the 54,400 tpd (60,000 stpd) in-pit crusher and overland-conveying system and the 24,200 tpd (30.000 stpd) copper SAG concentrator and tailings disposal system constructed at ASARCO's Ray Complex - Ray Operations. General description of facilities The Ray concentrator includes a sulfide SAG concentrator, a "relocatable" in-pit primary-crushing plant and overland-conveyor system, a concentrator tailings-disposal system and plant ancillary facilities, The major elements of the project include: • A relocatable Fuller-Traylor in-pit 1524-mm (60-in) x 2261-mm (89-in) primary gyratory crusher at the 442 m (1450 ft) mine elevation. The crushing plant has a nominal capacity of 54,400 tpd (60,000 stpd) of sulfide ore. • A 1524-mm (60-in) wide x 1253-m (4110-ft) long overland belt conveyor, which runs from the in-pit crushing facility to a transfer station serving both the Ray Concentrator and the existing Hayden concentrator railroad load-out facility. • A 1524-mm (60-in) wide x 152-m (500-ft) long stackerbelt conveyor, which delivers a nominal 27,200 tpd (30,000 stpd) of ore from the transfer station to a 23,600 t (26,000 st) live-capacity coarse-ore stockpile serving the Ray Concentrator. • A nominal 27,200-tpd (30,000-stpd) concentrator, including semiautogenous grinding, flotation, copper concentrate filtration and associated plant ancillary facilities. • A tailings disposal system. Flotation tailings are pumped from the Ray Concentrator to a 122-m (400-ft) diam. thickener, located 4.8 km (3 miles) southeast of the Ray Concentrator site. The thickener overflow is pumped to two 76.2-m (250-ft.) diam. concrete process-water reservoirs. The thickener underflow, at 45% solids, is pumped to a new tailings disposal site located at Elder Gulch. • An HDPE-lined temporary-containment area to collect material from Ray Concentrator plant upsets and local storm-water run-off from a 100-year, 24-hour rain event. •A reclaim-water system from the Elder Gulch tailing pond area to the Ray Concentrator. • A 610-mm (24-in.) diam. x 31.9-km (19.2 mile) long fresh-water pipeline from the Hayden fresh-water-well field system to the Ray Concentrator. The overall process design criteria for the new Ray Concentrator is based on a nominal throughput of 27,200 tpd (30,000 stpd) of ore at 90% plant availability. However, based on the maximum performance capacity of the installed grinding equipment, it may be possible to achieve a sustained operating level in excess of 36,300 tpd (40,000 stpd) when processing soft ores. Estimated reserves of high-grade iron ore at Serra dos Carajás total 16 billion metric tons and have an average grade of 66.7 percent iron, 2.2 percent combined silica and alumina, and 0.05 percent phosphorous on a dry basis. Hematite is predominant and no significant sulfur or other deleterious elements are present. Figure 1 illustrates the comparative magnitude of the Carajás reserves. Serra dos Carajás is located in northern Brazil, about 550 kilometers southwest of Belém, Pará. It is six degrees south of the equator between the Xingu and Tocantins Rivers. Both rivers flow northward toward the Amazon River. The greater part of the area is covered by thick jungle, and the most practical means of access is by air. Figures 2 and 3 show the location of Serra dos Carajás. Figure 4 shows the distribution of the major iron-ore deposits.

INTRODUCTION Section 209(b) of the Federal Land Policy And Management Act of 1976 (FLPMA-43 U.S.C. 1719 b) authorizes the Secretary of the Interior to convey mineral interests owned by the United States where the surface is or will be in non-Federal ownership. The objective is to allow consolidation of surface and subsurface (mineral) ownership. Certain major conditions must prevail for a conveyance to occur. These are: 1) There are no known mineral values (KMV) or 2) Where the mineral reservation interferes with or precludes appropriate non-mineral surface development and that non-mineral development is a more beneficial use of the land than the mineral development. Remember that allegation, hypothesis or speculation that the conditions could or may exist in the future will not be a sufficient basis for conveyance. Convincing factual evidence for an applicant’s case for mineral conveyance must be made in order to achieve that conveyance. See 43 CFR 2720 0-1 to 0-3, and 0-6. CONCEPT OF KNOWN MINERAL VALUES Known mineral values means mineral rights in lands containing geologic formations that are valuable in the monetary sense for exploring, developing, or producing natural mineral deposits. The presence of such mineral deposits with potential for mineral development may be known because of previous exploration, or may be inferred based on geologic information (43-CFR 2720.0-5(b).

Nearly a decade and a half after the US and China established formal diplomatic relations, and two decades after the two countries signed the Shanghai Communique and established commercial ties, the world, and perhaps China itself, has discovered that a wealth of natural mineral and energy resources lie beneath China's soil and directly off its coast. The country's coal reserves and oil and gas potential are well known. Its ferrous and nonferrous metal reserves are respectable and in a number of instances pre-eminent. According to 1981 Minerals Yearbook estimates - more often than not below those now being claimed by China - the country's aluminous metal reserves are about 907 Mt (1 billion st); iron ore reserves are 40 Gt (44 billion st); and copper reserves are about 46 Mt (54.4 million st) of contained metal. In addition, the country has about 10.7 Gt (11.8 billion st) of phosphate reserves, the fourth largest in the world, and 3 Gt (3.3 billion st) of pyrite. China's national Sixth Five Year Plan promulgated in late 1982 ended a stringent three-year retrenchment or readjustment period in which a number of major development projects involving foreign participation initiated in the late 1970s were shelved. The new Five Year Plan is a signal both within and outside of China that things are now moving again, and that major industrial and service sectors are receiving the kind of funding and flexibility they need for expansion, construction and modernization. The new plan's strategy for growth is measured and much less grandiose and frenetic than it was five years ago when China flung open its doors to foreign companies and invited participation in large-scale development projects. Now, the country's reticence to spend foreign exchange to purchase key equipment, technology, and services -a reaction to these projects and the spending they entailed - is clearly on the wane. In China's effort to quadruple its GNP by the year 2000, there is a new willingness to use some of its substantial foreign reserves. In fact, it is projected that 1983 will witness a $1.9 billion deficit, with a $2-3 billion deficit in 1984 and 1985. The following article discusses implications the Sixth Five-Year Plan has for nonferrous metal development in China. It is the first in a series of three articles on Chinese mineral resource development to be published in Mining Engineering over the next few months. The second article will identify specific nonferrous projects underway, while the third in the series will focus on trade and development opportunities for phosphate and potash producers in China. China's Ambitious Plans In the last few months, the exploitation of China's nonferrous resources and development of its industrial processing capabilities have begun to receive increasing attention on both provincial and central levels. Unlike the earlier modernization drive of 1978 when China's ferrous sector - best typified in the Baoshan iron and steel project - got the lion's share of the Ministry of Metallurgical Industry's (MMI) energy and resources, it now appears that in some respects the nonferrous and industrial sectors are finally moving out from beneath the dominating shadow of ferrous and getting their own day in the sun. Separation of Nonferrous from Ferrous One clear demonstration of this is the establishment in April 1983 of the China Nonferrous Metals Industry Corporation (CNFMIC). The corporation is composed of 819 enterprises with over a million workers, and also includes 12 nonferrous metal construction companies, eight design institutes, and three prospecting companies. Of ministerial rank, CNFMIC is responsible for the development of both the country's nonferrous resources and its processing facilities. Although closely tied to the parent ministry from which it sprang (i.e. MMI), CNFMIC, at least theoretically, is separate and independent from it. One strong indication that this independence is, or soon will become a reality, can be seen from the fact that the new corporation is not headed by the former MMI officials, not even those who made up the ministry's now defunct nonferrous bureau. Instead, its president Qiu Chunfu is formerly of the State Economic Commission and the China International Trust and Investment Corp. Its general manager Fei Ziwen, an engineer in his early 50s, is from the Jiangxi Province Copper Corp. The new nonferrous corporation appears to be powerful

The design and construction of a Concentrator based on initial pilot plant work is rarely perfect. Palabora's plant was no exception although the basic objective to produce copper in a safely conservative manner was certainly achieved in a profitable manner. identification of the metallurgical and mechanical deficiencies of the plant through operating experience and a better concept of the minerology of the orebody enabled the development of a more efficient process both in terms of the metallurgical performance and cost effectiveness. To maintain and improve this level of efficiency, continuous inspection and revision of the plant metallurgy and engineering standards is required. In this presentation a few of the investigations and changes are described: 1.0 Alternative methods to restrict and eliminate the detrimental effect of critical size material on the performance of an autogenous mill. 2.0 An analysis of the environmental condi¬tions in Palabora's grinding circuit and the introduction of high chrome balls as grinding media. 3.0 The role of magnetite in the beneficiation process at Palabora. 1.0 Alternative methods to restrict and eliminate the detrimental effect of critical size material on the performance of an autogenous mill.

I welcome this opportunity to appear before you and to review briefly the various health and safety services of the Bureau of Mines available to the mining industry, other than coal, and also to tell of our plans for extending these services to improve safety and health conditions. The Bureau's health and safety activities are basically services by which we attempt to develop and disseminate information on improved techniques in mine accident prevention and promote mine safety education in the mineral industries. Unfortunately, some mining companies, particularly some of the smaller operations, seem to be unfamiliar with these services, The Bureau of Mines is charged by law with the responsibility for inspecting coal mines; other services to the coal mining industry and are provided only on request, Safety inspections and other services that we offer are provided for noncoal mining industries solely upon request.

The story of America's progressing standard of living is the story of machines. The automobile, the airplane and the telephone for example have made our transportation and communication systems what they are today. Even they depend in turn on another machine -- the rock drill. By making it possible to economically mine and quarry minerals in large quantities, this versatile machine supports virtually every American industry relying on the earth for its buried raw materials. And, like all machines, the rock drill's mechanical evolution was stimulated by production demands placed upon it. All percussion drills are mechanized versions of the original drilling unit -- man, Figure - illustrates a double jack team at work before the turn of the century. The man with the sledge hammer is the impact device while the man sitting is the rotation mechanism and feed motor. The first drifter drills (Figure 2) performed the same function but with increased mechanical efficiency. A piston controlled by a valve produced impact. A built-in ratcheting mechanism provided rotation and a hand-cranked screw provided feed thrust. As the industrial revolution proceeded into the twentieth century, the demand for raw materials stimulated refinements of all recovery machinery, including rock drills. As drills became heavier and more powerful, a mounting (or carrier) had to be provided to move the drill from hole to hole. This resulted in the development of the wagon drill (Figure 3). Propelled by muscle power, the wagon drill was for years the standard tool of the surface drilling industry (Figure 4). The U.S. Department of the Interior, Bureau of Mines is developing a process to selectively extract manganese from oxide ores as part of its in situ leach mining research program. The Bureau is conducting site characterization studies of two manganiferous iron-formation deposits which include: drill core, regional stratigraphic relationships from the existing geologic database, ore body geometry, geologic structure, hydrologic conditions, proximity of ore minerals to the leach fluid paths, surface subsidence potential, and data collected from laboratory leaching experiments. This information is being used to evaluate the technical, environmental, and economic feasibility of in situ leach mining of manganese for these two deposits. This paper will focus on the stratigraphy, mineralogy, ore textures, fractures, permeability, and porosity as they relate to in situ leach mining.
