The Non-Time Critical Forest service CERCLA Action at Mansfield Canyon, Santa Cruz County, Arizona designated previous locators of unpatented mining claims as owners/operators of the Hazardous Waste Facility, retroactively liable for all reclamation costs including reclamation of mines acquired by the Forest Service. The CERCLA Action is based on non-existent tailings, a non-existent permanent resident, inaccurate and unreliable data and did not review or consider prior USGS and USBM data. The consequences of the Forest Service action include(1) reduced exploration, (2) loss of credibility, (3)public disillusionment and distrust.

"Human rights can contribute to sustainability in the mining sector, both in theory and in practice. Both human rights and sustainability share a common concern to improve economic prosperity, environmental health and social equity by avoiding negative impacts and conflict, as well as by engaging with and empowering affected communities. Globally, there is an emerging consensus that companies have a responsibility to respect international human rights standards. Respecting human rights means that mining companies are responsible to ""do no harm"" to the people and communities affected by their operations. After a discussion of the Protect, Respect and Remedy framework for business and human rights, this paper illustrates some examples of how international standards for human rights and sustainability interacted in a recent assessment of Goldcorp's Marlin Mine in the Western Highlands of Guatemala. The final section explores how human rights should be integrated into broader policies and procedures for corporate sustainability. This includes integrating human rights into ESIA processes, legal compliance, corporate governance and grievance mechanisms. Pressures on mining companies to respect human rights will not disappear; therefore, a proactive and integrated approach to human rights is a fundamental component of a broader strategy for sustainability"

The Mixshield is a tunnelling machine for water bearing soft soils. Developed on the basis of the Hydroshield, it extents the application of this machine to cohesive soils. As Earth pressure balanced shield. The Mixshield is employed on three big contracts 1. a 6.3 km ring tunnel in Hamburg, outer diameter 5.95 m, with a new developed segmented concrete lining 2. a 1.9 km pipe-jack job near Cologne, o.d. 3.6 m 3. Metro Lot 3 in Lille/France, o.d. 7.7 m, 3.2 km long with segmented concrete lining and a most sophisticated separation-plant The site experiences will be reported.

Research on the low-potential hydrophobic state of pyrite with potassium amyl xanthate (PAX) as collector, is reported to help explain and understand the fundamental aspects of the N2TEC flotation process, which was originally developed for the improved recovery of gold from refractory auriferous sulfide ores. Typically in the N2TEC process, air is replaced by nitrogen as the flotation gas, and potassium amyl xanthate is used as collector for the reactive auriferous pyrite particles. The first N2TEC flotation process was commissioned at Lone Tree in Nevada in March 1997 and has been in operation ever since. On the basis of electrochemically controlled contact angle measurements, the low-potential, low-pH hydrophobic state of pyrite has been examined as a function of flotation variables such as pH, gas-phase composition, collector concentration and pyrite potential.

By understanding the ore breakage characteristics and utilising comminution circuit modelling, the benefits of SAG mill feed size manipulation can be readily assessed. This paper looks at the benefits and problems of total secondary crushing of mill feed and advocates partial secondary crushing as a means of improving grinding efficiency for certain hard ores. Case studies are reviewed for new and existing SAG mill circuits.

INTRODUCTION The application of oil field technology to large diameter hole drilling is beginning to offer a cost effective alternative to conventional shaft sinking methods. The drilling of ventilation and small production shafts are, of course, not new. The major constraint to the drilling of large diameter production shafts has been the inability to drill holes large enough and straight enough to install and operate relatively high volume hoisting equipment. This paper discusses recent advancements in drilling technology as applied specifically to large diameter holes for use in the mining industry. The paper emphasizes the geotechnical and hydrologic considerations in assessing site conditions and their application to drilled shaft technology. The authors worked together on a recent feasibility study for a 6 m (20 ft.) diameter 975 m (3,200 ft.) drilled shaft in New Mexico. Their individual experience in drilling and geotechnical investigations related to shaft sinking is world wide. The consistent occurrence of organic carbon early in the paragenesis of Mississippi Valley-type sulfide deposits suggests a genetic link between organic carbon and the sulfide ores. Reduction of sulfate in the mineralizing solution by organic carbon at the sites of mineralization is commonly proposed as the precipitation mechanism for these deposits, but inorganic sulfate reduction is too slow to be important to the chemistry of the ore zone, and bacteria, which catalyze sulfate reduction at low temperatures, are not known to survive at the temperatures of mineralization. Sulfate reduction with or without bacteria is not consistent with the sulfur Isotope evidence. Sulfur isotope studies also indicate that the derivation of sulfur from hydrocarbon at the sites of mineralization is unlikely. Organometallic complexing may be involved in the transport of metals, but no plausible mechanism for breaking these complexes at the sites of mineralization has been proposed. Reduction of partly oxidized sulfur species in the mineralizing solution by organic carbon at the sites of mineralization is a possibility which deserves further scrutiny.

Hindered-bed separators are recognized as low-cost, high-capacity devices for both classification and density separation; however, since their inception, there have been few significant advances in the fundamental technology. Recently, Eriez has shown through modeling and pilot-scale testing that the innovative approach to feed presentation offered in the CrossFlow teeter-bed separator provides improved metallurgy when compared to traditional hindered-bed classifiers or single-stage coal spirals. This design feature prevents excess water from entering the separation chamber and disrupting the overall fluidization flow rate within the teeter zone. Most recently, a side-by-side industrial scale evaluation has verified that this technology improves overall efficiency and simultaneously reduces the separation cut-point. With regards to coal processing, data from full-scale units indicate that the CrossFlow offers good separation efficiency, high unit capacity, and metallurgical results consistent with laboratory- and pilot-scale separators.

The MetroWest Water Supply Tunnel project includes three main work shafts, excavated primarily in rock. Shaft L is 9.8 m (32 ft) diameter and 124.1 m (407 ft)deep. Shaft E is 7.0 by 12.8 m (23 by 42 ft) and 91.4 m (300 ft) deep. Shaft 5A is 7.9m (26 ft) diameter and 72.5 m (238 ft) deep. Construction methods are compared and contrasted. Lessons learned involve a differing site condition in soil overburden, contractor-proposed modifications, and remedial slurry wall work. Other aspects discussed include noise and vibration control, groundwater inflow, water treatment, muck handling and contract administration issues.

Gentlemen, my subject today is glass reinforced plastics. By definition, this encompasses a wide variety of materials: at least a half dozen basic varieties of polyester, epoxy, and phenolic; virtually infinite compounding variations within the basic groups: literally limitless variations in the amount and the nature of the glass reinforcing. Complicating all of this is the fact that different modes of application of the same material fall appreciably alter' the product's general strength and suitability. These many, many differing materials are what we conveniently call "glass reinforced plastics" or, more simply, fiberglass". This common name is actually a large part of the problem when dealing with fiberglass materials. Far too often a specification is written calling for simply "fiberglass reinforced polyester', based on successful prior use of a polyester laminate. Such a specification is very nearly worthless since such tremendous variation is possible under it. Success of a laminate furnished under such a specification is entirely dependent on good fortune

In February of 1989 the Mission Complex of ASARCO Incorporated completed an expansion of its concentrator, raising the base mining rate from 25,900 TPO (28,500 STPD) to 37,200 TPO (41,000 STPD). The expansion was accomplished by extending the twelve existing Mission ball mills in length, by installing the grinding circuit from Asarco's idled Sacaton Concentrator along with various auxiliary equipment, and by modifications to the flotation circuit and water systems. This paper will give a brief history of the consolidation of the ore body which made the expansion possible and explain the various parts of the expansion.

Lignin, the second most abundant natural polymer and bi-product of the pulp and paper industry, has been commercially available in a number of forms since 1940. This growing industry is fueled by demand in traditional applications. Reagents that offer unique solutions in various mineral process applications are examples of advanced uses that also fuel growth. These applications include flotation reagents in fluorspar, bastnäsite and potash, as well as in the zinc pressure leach process. Due to the fact that no concerted effort has been made to find applications for modified lignosulfonates, it is quite possible that this natural material will find use in other benefication processes.

Minewater from many western U.S. uranium mines often contains radioisotopes in concentrations higher than permissible for discharge to unrestricted areas. .Radium 226 has the lowest permissible concentrations of all radioisotopes and usually greatly exceeds this limit in untreated effluents. This radionuclide is derived from the natural radioactive decay of uranium: [ ] The treating of minewater effluents has been studied previously (1) and the classical removal method for radium has been adsorption on barytes or freshly precipitated barium sulfate. This paper describes the removal of radium from minewater by utilizing a selective complexer based on a crosslinked organic polymer matrix.

The distribution of mercury in soils, rocks, and ore was studied in three areas of the Pachuca-Real del Monte District: (1) An area north of the town of Pachuca where ore veins have been found at or near the surface. The mercury content of soil samples taken near the vein zones is far above the background value. The highest value was 1900 ppb (parts per billion) mercury in a soil sample above Veta Vizcaina; the background is about 50 ppb Hg. (2) In the area north of the town of Real del Monte where only a few of the veins are known to crop-out. Regardless of exposure, soils collected over veins show anomalous mercury values ranging from 250 ppb to 1900 ppb. (3) In an area south of the town of Real del Monte. Here, although vein outcrops are lacking, mineralization is known at a depth of about 120 m. All soil samples taken at 50 m. intervals along an east-west traverse contain anomalous amounts of mercury, with peaks corresponding with the known location of the veins.

An 8.5-km (5-mile) conveyor has gone into operation in western Turkey to eco¬nomically transport crushed lignite from the mine area to a power plant. This conveyor has replaced trucks as the principal mode of transporting the lignite. One principal element of Turkish govern¬ment policy is the country's commitment to increase electricity supplies for mining and other industries. Lignite is an important source of electric power supply in Turkey. Production was about 48 Mt (53 million st) in 1987, amounting to more than 20% of the total power supply in Turkey. In the western Anatolia supply network, it plays a major role for power generation. Deposits are located in the Soma region of western Turkey. The lignite is of low quality, deposits are scattered, and the terrain is dif¬ficult and hilly. These conditions demand an economical and technically feasible method of transporting the raw material from mining areas to the central thermal power plant. The Soma power plant is located about 120 km (75 miles) northeast of Izmir, near the coast of Aegean Sea. An overland conveyor of a unique design has gone into commercial operation at the Soma power plant facilities of the Turkish state electricity organization, Türkiye El¬ektrik Kurumu (TEK). The conveyor re¬places truck transport to ensure economical use of the lignite deposits. Computer-aided design (CAD) added more precision, qual¬ity, and flexibility of engineering in design activities. It also helped quick realization of the project that was executed in cooperation with the German company Krupp Industri¬etechnik and the Turkish firm Gama Endüstri AS. Unique features The conveyor includes several major features rarely combined in a single flight: Overland long distance conveyor. • Horizontal curves. -Steep vertical concave and convex curves to match the difficult terrain. Down-hill conveying. Frequency converter drives with vari¬ able belt speed. Generating operation mode to backfeed the energy to the network. Layout The 8.5 km (5 mile) long conveyor takes the -200 mm (-8 in.) lignite from the primary crushing plant located near the mine to the central, final crushing plant located in the stockyard area near the power station. The drive and belt tensioning assemblies are situated near the tail end of the flight. The high voltage switchgear is housed in a room in the primary crushing plant build¬ing upstream from the conveyor flight. The frequency converters are installed in the low voltage switchgear room located below the control room within the primary crushing plant building. The use of statistical design to optimize deinking process design has been studied for the flotation deinking of newspapers. The interactions of two variables are often important in determining flotation deinking efficiency. The interactions can be synergistic or antagonistic. These interactions would not be discovered using the traditional method of varying one parameter and holding the other variables constant. An experiment design in which two or more process parameters are varied simultaneously is required to identify these interactions. A considerable number of conclusions could be drawn about the relative importance of process variables on ink particle size distribution, ink removal efficiency, and flotation yield loss in a flotation deinking process. However, these findings could be influenced by the deinking surfactant and the ink chemistry.

1 Flotation Analogy To explain flotation in simpler terms the following analogy will be used. A factory (the flotation cell) manufactures a product (collector coated mineral). The product (collector coated mineral) is transported to market (the launder). A truck (the frother) is used to transport the product (collector coated mineral) to the market (the launder). The truck (the frother) transports the product over a road (the froth bed). The truck (the frother) and product (collector coated mineral) are supported by tires (the air). 2 Assumptions This operating philosophy assumes that the correct collector dosage is present along with the correct particle size distribution, pH conditions, etc. and that the minimum required frother dosage is correct. 3 Collector Addition The collector addition as used at a flotation plant is based on dosage rate as determined by the amount of mineral value entering the concentrator. Collector is normally added at two points in the concentrator: The primary flotation circuit and staged addition in the rougher scavenger circuit. Surveys have shown that the staged collector addition provides an increase in the kinetics and increases the recovery of the valued mineral in the rougher scavenger circuit. 4 Frother 4.1 Frother Dosage As explained in the above analogy, frother can be likened to the truck that transports the product (collector coated mineral) to market (the launder). Just as you would not use a truck rated at 15 tonnes to transport a 20 tonne load, you cannot expect to transport coarse minerals to the launder when there is insufficient frother present. Frother dosage must always be at, or above the minimum target. If less frother than the required minimum is used, then coarse mineral particles will not be supported and transported to launder where the mineral is recovered. To the naked eye the froth characteristics, even when insufficient frother is used, will appear to be correct. You cannot see the coarse particles that are not being recovered in the froth. (See Section 4.2 below for an explanation of why this occurs.)

Growing Greener is the single largest investment of state funds in Pennsylvania’s history, allocated to address the Commonwealth’s critical environmental concerns. Signed into law by Governor Tom Ridge on December 15, 1999, Growing Greener will enable the Department of Environmental Protection (DEP) to appropriate nearly $240 million over five years, to watershed restoration and protection, abandoned mine reclamation, and oil and gas well plugging projects. DEP has utilized these allocations in some remarkably innovative ways, as it: involves the cooperation of several state agencies, local governments, and grassroots organizations to address environmental concerns of the Commonwealth, provides funds directly to watershed groups based on locally determined decisions for local watersheds and offers a user friendly process. In three years, over $130 million in watershed restoration and improvement projects have been initiated.

Twenty-three companies mined kaolin in nine States in 2004. Production was estimated to be 7.6 Mt (8.3 million st) valued at $912 million, based on preliminary data. This was a slight decrease from 7.68 Mt (8.46 million st) valued at $939 million in 2003.Georgia was the leading producer state with an estimated 6.5 Mt (7.1 million st) in production. It was followed, in decreasing order of tonnage, by South Carolina, Alabama, California, Texas, Arkansas, Nevada, Florida and North Carolina. Georgia accounted for nearly the entire domestic water-washed, delaminated, and pigment-grade calcined kaolin production. Consumption Sales to the paper industry accounted for 49 percent of domestic sales and 64 percent of total sales. Other major markets for domestic sales were refractory products (10 percent), paint (5 percent), fiberglass (4 percent), catalysts (3 percent) and rubber (2 percent).Paper coating and filler markets accounted for about 87percent of export sales of kaolin.
