The acid rain legislation has passed into law. This new law has caused the power generation community to investigate alternative methods to obtain compliance with the new legislation. One thing all of the power companies have concluded is the answer is not easy. Do we switch fuels to burn all low sulfur compliance coal? Maybe possibly only partial desulfurization by means of a dry sorbent system? Or, finally, maybe a wet scrubber system? Whatever the choice, the power community needs to investigate all of the alternatives. In 1988, ICF Kaiser Engineers, Inc. (ICF KE) responded to a request by the U.S. Department of Energy for the engineering development of advanced physical fine coal cleaning. ICF KE responded and was awarded a contract to conduct a multi-task program to develop an advanced flotation system to eliminate pyritic sulfur and retain as much energy as possible. ICF KE assembled a team that included members of industry, academia, and industry research organizations to conduct this multi-task program. The program includes sixteen (16) tasks. This team had personnel to help solve some of the anticipated problems and to provide industry prospective on the viability and commercial potential for any concepts proposed. The primary team consists of a major coal producer, Babcock and Wilcox, Eimco Process Equipment Company, and Virginia Polytechnic Institute and State University.

Dump truck operators are exposed to whole-body vibration (WBV) levels that exceed the International Standard Organization (ISO) 2631-1. The WBV level measured by RMS acceleration value, for operator comfort, and long-term health and safety is under 0.315 m/s2 by these standards. However, fundamental research by Frimpong and Aouad (2009, 2012) and field experimental study by Kumar (1999) have shown that operators are exposed to extreme WBV levels exposing them to injuries and musculoskeletal diseases in the long-term. These extreme WBV values in the vertical direction are equal to 3.56 m/s2, 1.12 m/s2 and 0.87 m/s2 for the operator?s seat, lower-back and cervical regions, respectively. Discussion by E. Arioglu Y. Luo and S.S. Peng are to be congratulated for their outstanding paper providing new results from surface subsidence monitoring over longwall panels under different conditions. This writer found the authors' paper very interesting. In reference to this paper, the following contributions are offered: • In the paper, the maximum possible subsidence [(ASmax)] induced by chain pillar convergence has been related to a parameter (h/1- p) by linear regression. (Notations are expressed in this discussion's Fig. 1 (b).) It is a well-known fact that in a goaf the roof lowers onto broken material that gradually compacts. Then the physical behavior of goat may closely follow the compaction characteristics of broken materials. In light of this assumption, a mathematical means (Fig. 1(a)) of defining the expected compaction (i.e. surface subsidence) represents an exponential expression between [ASmax/m vs. h/1-p]. This is based on Luo and Peng's field observations from the Appalachian, Illinois and Alabama coal fields. (The coefficient of regression "r" under consideration was computed to be 0.883). • According to Wardell's (1969) findings for board and pillar mining, the maximum possible subsidence can be expressed in terms of maximum pillar loading (depth, ratio of extraction) and the height-to-width ratio of the pillars left. Using Luo and Peng's 1991 results, this writer discovered a regression equation between the above-mentioned factors. As displayed in Fig. 1(b), the functional expression approximates as closely as possible the observed subsidence data. It may be noted here that Wardell's approach (1969) can be successfully utilized for longwall panels having chain pillars. The California High Speed Rail Authority (Authority) was created by the State of California through legislation in 1996. The purpose of the Authority is to plan, construct, finance and operate a statewide intercity high speed passenger rail system. In 2004 the Authority prepared a programmatic level environmental document in compliance with the California Environmental Quality and National Environmental Protection Acts (CEQA and NEPA).The Authority and Federal Railroad Administration (FRA) were the lead agencies overseeing the development of the environmental documentation. The resulting document includes two volumes and 64 supplemental technical reports analyzing the transportation needs for California and the selection of an approach to meeting the project transportation needs. The Programmatic Environmental Impact Report and Environmental Impact Statement (EIR/EIS) identified High Speed Rail as the most environ-mentally protective, sustainable and economical approach to meeting the state?s projected transportation needs.

This paper describes the field application of the NTH fracture classification to rock encountered in the construction of the 9.6 km long, 10m diameter, Second Manapouri Tailrace Tunnel. Excavation of the tunnel was undertaken by TBM between 1997 and 2002, in gneisses, granitic and diorite rocks. The paper outlines an adaptation of the NTH fracture classification used during the geological logging of this tunnel. The NTH fracture classification was primarily applied to assess discontinuity spacing for tunnel support requirement decision-making. The paper includes some general comparison of NTH classes with overall penetration rate.

Costs of complex/underground projects have been consistently underestimated and delivery on time and on budget has been problematic. This has been attributed, to inadequate cost estimates and unidentified and/or insufficiently managed risk. Use of probabilistic cost estimates like the Washington State Department of Transportation?s CEVP® process (developed by the author and others) has produced more realistic cost estimates, explicitly identified and quantified risk (as input to risk management plans) and early awareness of key project issues. This paper updates previous work (NAT 2004), adds implementation detail for probalistic cost estimating as used by WSDOT, FHWA and other agencies and will address key issues in risk management, as related to probalistic cost estimates.

Pre-excavation grouting is a predictable and reliable technique performed to prevent or minimize settlement in advance of, or during the tunneling operation. It safeguards the infrastructure above the tunnel alignment. Cement based suspension grouts and sodium silicate based grouts are frequently injected to consolidate and strengthen the formation and create a reinforced canopy above the tunnel trajectory. Grouting is typically performed through permeation and permeation in conjunction with hydrofracturing. Multiple injection passes through steel sleeve pipes are ideal, since they create an effective forespiling system to facilitate tunneling without causing unacceptable settlement, even with minimal overburden thickness. Ten pre-excavation grouting projects performed in the North America are discussed in this paper.

The MINER Act of 2006 mandated that all underground coal mines must install and maintain refuge chambers. Refuge chambers serve as a temporary shelter in case of emergency. Several factors affect the performance of a refuge chamber: heat production inside the chamber and introduction of CO when chamber doors are opened are two major factors. This study examines the CO purging process and to determine total air quantity and time necessary to lower the CO con-centration to safe levels for different inlet/outlet configurations using three-dimensional simulation technique. The study uses Reynolds Averaged Navier Stokes and continuity equations along with the spe-cies transport model assuming uniform air mixing. The heat transfer of any kind is neglected and the purging process is assumed to take place isothermally. The standard k-e model is utilized for simulating turbulence in the flow field. Many mining operations have gained an impressive expertise in trouble shooting and maintenance with their existing fleet over the years. Whether it is an in-house maintenance group or an external service group - most of the systems weak points are well known and can be corrected by maintenance personnel. As some of these issues get more and more serious each year, too much time is lost in unscheduled downtime, often taking hours to be repaired and to find the failure with obsolete diagnostic tools (Fig. 1.). Many of the breakdowns result from failures that cannot be detected in advance. The maintenance system is much more reactive than preventative. The state of the art of mining equipment today uses advanced, efficient, and reliable systems for electrical drives, control and diagnostics of the machines. The demand for highly sophisticated solutions on such mining equipment is well known. Mining operators need to ensure the highest level of productivity, lowest operating costs, least maintenance and highest reliability in a drive system. The paper will introduce you to the state of the art of drives technology for dragline (Fig. 2) and shovel mining equipment (Fig. 3).

The United States continued to depend on imported bauxite during 1995. Domestic bauxite mine production remained at about the same level as in 1994. It amounted to less than 1% of total world production. All of it was used for nonmetallurgical products, such as abrasives, chemicals, proppants and refractories. Metallurgical grade bauxite was imported from 12 countries. Principal suppliers for this 10 Mt (11.1 million st) of ore were Guinea (39%), Jamaica (35%), Brazil (17%) and Guyana (8%). The average value of imports, c.i.f. US ports, was $31/t ($28/st). Calcined refractory-grade bauxite imports totaled235 kt (259,000 st). It had an average value of $112/t($102/st) c.i.f. US ports. China supplied 61%, Guyana30%, Hong Kong 4% and France 3%. Imports of other grades of calcined bauxite, primarily for the abrasives market, totaled 259 kt (286,000 st).They were supplied by China (59%), Greece (20%), Brazil (14%) and Australia (6%). The average value was$74/t ($67/st) c.i.f. US ports.

Talc is a layered, hydrous magnesium silicate mineral. It has a soft, soapy feel and typically a smooth texture. Talc is also known for its insulation, heat resistance, chemical stability, oil absorption and strong covering quality. Talc, Mg3Si4O10 (OH)2, has a theoretical chemical composition of MgO at 31.7 percent, SiO2 at 63.5 percent, and H2O at 4.8 percent. However, talc’s chemical and mineralogical composition can vary depending on its geological history/parent rock association. These mineral associations and variable levels are usually chlorite and carbonates (magnesite, calcite and dolomite). Two key elemental substitutions that can occur in the talc crystal structure are iron for magnesium and fluorine for hydroxyl. These compositional differences may limit or enhance the talc’s usage in specific market niches. The United States remains self-sufficient in most grades of talc.

Anatolia Minerals Development Limited (AMDL) is constructing the Çöpler Gold Project in eastern Turkey and commenced mining in the fourth quarter of 2009 with gold production scheduled to begin in the fourth quarter of 2010. The project is a 15,500 tonnes/day oxide heap leach with three-stage crushing, agglomeration, carbon adsorption and electrowinning for final metal recovery. Leach solution copper levels are expected to be relatively low during the first two years of production but will increase in later years due to higher copper content in the mined and processed ore. Over the mine life approximately 40 million tones of ore will be placed on the leach pad, which will contain about 35,000 tonnes of copper. Metallurgical testing indicates copper extraction will vary by ore type and, if controls are not implemented, may lead to copper levels exceeding 1,000 mg/L in pregnant solution. High copper levels in leach solution have the deleterious effect of increasing cyanide consumption and potentially overwhelming the ability of the carbon circuit to effectively adsorb the principal economic metals, which in this case are gold and silver. Using data obtained from laboratory leach column testwork, the heap leach facility was modeled using METSIM process simulation software to estimate the build-up of copper in leach solution over the mine life. Laboratory testwork was also performed to evaluate process conditions for treating a portion of pregnant leach solution via sulfide addition to precipitate saleable copper as copper sulfide (Cu2S).

"The Netherlands has major resources of sand, gravel and clay, exploited mainly for construction works and the building materials industry. As in most western countries, mineral extraction meets with considerable societal resistance. To this end, Dutch minerals policy aims to prevent extraction by promoting economical use of materials, and the use of alternative (secondary or renewable) materials. Up till recently, it also included a system of production planning to sustain supplies of regionally scarce materials. Dutch policy development is reviewed and discussed in terms of pitfalls and possibilities for mineral planning in general. Promoting secondary substitution has been quite successful, and presents an example. In contrast, the production planning system has been controversial from the start and ineffective as a result, mainly because it attempted to solve supply problems without properly addressing the underlying resistance. Higher production, better safety standard, and potential for automation are some of the benefits of longwall mining. Today, longwall face advances at a faster rate exposing many diversified rock layers in a short period of time. It is now a serious challenge to cope with ground control problems such as roof falls, face and floor failure, and excessive shield loading as fast as possible to minimize production and monetary losses. In Illinois coal mines, the existence of weak floor strata blow the coal seam may pose additional problems related to floor heaving, shield base punching, and associated roof and face falls. In this study, the effects of weak floor on longwall ground control are analyzed using two-dimensional finite element models. A two-leg 635.6-ton (700-short-ton) yielding capacity shield is included in the models to evaluate the effects of different thickness and material properties of the weak floor. The study indicates that the thickness and material properties of weak floor have significant effects on shield loading, the distribution and intensity of front abutment stress, failure zones in the surrounding strata, roof-to-floor convergence, and floor punching by the shield base.

Copper electrowinning operations have dramatically improved their ability to produce high quality copper at low costs over the past several decades. Even so, some fundamental understandings are still lacking, which could allow operates to run more efficiently. For example, a rule of thumb exists that estimates a current efficiency loss of 2-3% per gram per liter of iron in the electrolyte. While several laboratory studies have been performed that demonstrate this rule of thumb is likely true, no definitive relationship exists. In this paper, the first steps in developing a definitive relationship are presented. The effective diffusivity of ferric ions in synthetic copper electrowinning solutions was measured using chronoamperometry and the Cottrell equation. The effective diffusivity of ferric ion was determined as a function of electrolyte concentration and temperature. Synthetic electrolytes were then used in laboratory scaled copper electrowinning experiments where relationships were found under stagnant conditions between current efficiency and solution composition.

Improvements in miners? safety and health, as reflected by injury and illness statistics, have reached a plateau and even been reversed. Research into miners' OSH is a necessary adjunct to regulatory enforcement. Under the National Occupational Research Agenda (NORA) mining experts have come together to draft a national agenda for this research. The Mining Sector Council, one of ten NORA Sector Councils, has produced a draft national research agenda to guide all mining research entities: academia, government, and industry. The agenda has seven major objectives, each of which has a sequence of sub-objectives: Reduce the likelihood of disasters in mines; Improve mine disaster response; Improve the health of miners; Improve atmospheric control (ventilation) in mines; Improve health and safety through behavioral research; Improve mine design, systems operations, and management performance to enhance mine health and safety; Apply ergonomics, human factor engineering, to increase health and safety. Long-term maintenance of the Mining Research Agenda requires input from the public, both here and abroad, monitoring of the impact of research results using OSH data, and partners who will translate the research to practice.

As mining operations progress toward tele-mining and autonomous procedures, the need for machine performance monitoring increases. Presently, through a combination of vision, sound, and other subjective observations, an operator attempts to optimize the mechanical excavator’s operation. As the operator is moved away from the face in the case of tele-mining or completely removed for autonomous operation, the qualitative sensory input is lost. This lost information must be replaced with quantifiable sensory input. Chip formation detection may be a suitable replacement sensory input. Chip formation can be predicted with high confidence (>80%) through the analysis of the load waveform associated with the bit/rock interface.

A novel concept involving the deployment of chemical stabilization has the potential to eliminate the need of slurry impoundments and significantly reduce the release of trace elements from the high surface area fine coal waste. The process involves mixing the fine waste generated from the underflow of a thickener operation with chemical stabilization agents to tie up the water and to create a solid waste material that can be discharged directly. Portland cement, sodium silicate, F type flyash, C type flyash and hydraulic lime were evaluated as stabilizing agents. A detailed experimental study has been conducted to identify the conditions that provide the maximum compressive strength within a short curing time. Results to date show the ability to achieve compressive strengths adequate for equipment to maneuver on using a Portland cement concentration of around 10% by weight. Quick-setting concrete was not found to enhance stabilization time and compressive strength.

The economics of “Conventional” and “Advanced Fine Coal Cleaning” (AFCC) circuits for refuse pond reclamation as well as active mine/preparation plant applications have been evaluated. The benefits of innovative tailings management schemes on the profitability of mining enterprises have also been evaluated as a part of this study. Analyses have been conducted for scenarios involving generation of two different product qualities of 5.81%, a quality that was obtained during AFCC circuit operation at SIU, and a more typical 8% product ash. The inability of the conventional circuits to achieve profitability while producing the lower ash content product is revealed from this approach. The spiral-only circuit is unable to produce a 5.81% ash product. A different version of the same circuit involving spirals and column flotation produced the desired product quality but could not maintain profitability. The AFCC circuits on the other hand, achieve net present values greater than $6 million, with return on investment in excess of 50%, in the water-only as well as dense medium mode, with and without tailings management. Addition of tailings management system to any of the circuits is found to enhance the project economics. The comparison of water-only and dense-medium applications of the AFCC circuits indicate a better suitability of the dense-medium circuit for producing premium quality products. Application of AFCC circuits in active mines offer better economics compared to applications in refuse pond recovery operations. The superior project economics are a result of reduced overhead cost and use of existing material handling facilities. Sensitivity analysis reveals the significance of capacity utilization on project economics.
