The World Bank Group (WBG) believes that extractive industries can make significant contribution to sustainable development and poverty reduction, providing that environmental, social, and corporate governance issues are properly managed. The WBG recognizes that stakeholders have legitimate concerns about the impact of extractive industries, and management proposals are built around the central theme that investments and policy advice in the extractive industries should lead to poverty reduction. To help governments create appropriate policy and regulatory frameworks, this paper focuses on the linkages between overarching policies and laws and the management / governance of extractive industries at the local communities. It encourages the use of new instruments designed to help ensure that local communities benefit from extractive industries.

Introduction The high-density sludge process was originally developed by Bethlehem Steel Corp. for use on acid mine drainage (AMD) and diluted waste pickle liquor discharges requiring continuous chemical-treatment. This work began in the early 1970s and was first put into practical use around 1973. To date, there are approximately 15 operating systems that have been installed to treat mine drainage in the United States. In addition, there are another 10 systems installed outside of the United States. The dense-sludge process is an innovative and improved method for treating acidic metal-bearing streams in a manner that minimizes the volumetric generation of sludge for disposal. The technology utilizes a sludge-recycle process that forms particles with a low affinity for water. These particles are unlike conventional metal hydroxide solids that contain tightly bound interstitial waters. Typical acid mine drainage streams contain high sulfate concentrations that combine with calcium ions in lime-based treatment systems to form gypsum crystals. Compared to the form generated in conventional lime treatment systems, the physical form of the gypsum is radically altered when the dense-sludge process is utilized. The characteristics of the metals particles are also changed in this process, as the metal hydroxides are converted to metal oxides. The dense-sludge particles settle faster, dewater more readily, are more easily pumped and hold much less water than conventional precipitates. In some cases, because the metal content of the sludge is more concentrated, it can be economically recovered. In general, the conventional and dense-sludge treatment processes are very similar. The changes required to implement the dense-sludge process are minor, and, typically, much of the existing equipment can be utilized. The net results of the process are: reduced operational costs associated with sludge generation, improved process control (particularly pH control), reduced gypsum deposition (i.e., less scaling) on system components and reduced sludge generation resulting in less return water for treatment. Despite the relative simplicity of the process, the application of the technology requires careful discrimination, and the "experience factor" for implementation is an important consideration that should not be over looked.

The last decade has seen the use of powerful computerized Mine-Wide Monitoring (MWM) systems for detecting hazardous conditions in underground coal mines. Recently, the U.S. Bureau of Mines and Jim Walter Resources, Inc. (JWR) expanded the scope of MWM system to include ground control. Single-point extensometers were installed in each of 30 intersections along a tailgate entry. These instruments monitored the rate of roof sag, a sensitive indicator of roof instability. Data were collected by the mine's own computerized MWM system. The paper describes the successful integration of ground control instruments into MWM, the data reduction procedures, and the identification of several hazardous areas.

Most citizens take it for granted, but minerals produced in the mines of the western United States, including Colorado, are crucial to nation’s standard of living and quality of life, said Colorado’s Gov. Bill Owens in his welcoming remarks at the 106th National Western Mining Conference. The conference, which was organized by the Colorado Mining Association (CMA), was held Feb. 4-6, 2004, in Denver. Attendance was425, up substantially from last year’s meeting. The meeting included the CMA annual membership meeting as well as the CMA chairman’s and president’s reports. The meeting also included awards presentations in which companies were recognized for their efforts in pollution prevention, health and safety, and reclamation. The conference also included a tradeshow.

QIT Madagascar Minerals (QMM)’s heavy mineral sand deposit located near the Village of Fort Dauphin, Madagascar was recently drilled using Boart Longyear Company’s Mini-Sonic drill. Continuous sand core samples were obtained to a depth of up to 30 meters for analysis and compared with the existing drilling data. Results were used as part of a validation process of the resource estimate, based on approximately 1,500 exploration holes drilled to date.

Loaders and dump trucks are the most commonly used surface-mining equipment. Negligence of the safety-engineering aspects of dump trucks may result in serious accidents in a mine. A reduction in the risk of an accident due to the deployment of trucks can he achieved by engineering analysis, risks assessment, improved safety features, active safety devices, condition-based maintenance, in-built protection systems, etc. This paper presents some cases of accidents in Indian surface coal mines and advocates a systems approach to safety.

Mining is an industry of experimentation throughout human history. Recently, societies are giving a clear message about mining because many projects are being rejected around the world. These refusals are a generational reaction to the activity of mining. In practice, it generates the perception that mining is using the same methodology without attending to the gradual initiation of conflicts. This is in spite of the best engineering and technology of the time that are put in place at the presentation of those mining projects. Some of these rejected projects are geographically distant from each other, but the communities? rejection occurred during many cases under similar characteristics. This concern shows that the current model of mining projects needs to be replaced with a new one: A new Design, one within which the socio-environmental values of this millennium are inherent. This paper describes Mining Project 101 to help the industry to set the highest and cleanest standards for mining. It also presents its aspects to sustainability and nature, which provides the principles and procedures for designing, planning, and operating mining projects with sensitivity to nature. It offers methods of diagnostic, remediation, and extraction while at the same time preventing and preserving a physical, chemical, and biological equilibrium of nature. This emerging process will be a step up from having a mining industry unaccountable to the socio-environmental conflicts it perpetrates and will abandon the ?cosmetic? repair on the caducity of traditional models in today?s practice. The ordinary Portland cement (OPC) is the key pozzalonic component of the concrete mix, widely used as the construction material world-wide. Billions of tons of OPC are used in the construction industry each year. However, calcinations of limestone and silica that produce OPC also produce almost an equal amount of CO2 during the cement manufacturing process. Thus, OPC production accounts for nearly 7% of all anthropogenic CO2 emission each year. The main objective of this study was to develop a geopolymer-based composite to be used as a substitute for OPC in concrete application to significantly lower the carbon foot print of the construction industry. A waste material produced during the coal combustion process was used as the main raw material for the geopolymer-based composite. It was mostly the non-metallic content of the F-type fly ash produced from the combustion of bituminous coal. The authors envisioned to extract some of the valuable metal oxides from fly ash prior to using the major non-metallic portion of the fly ash for geopolymer concrete application. The results obtained from this study exhibited that the compressive strength of the geopolymer concrete compares favorably with that of the conventional concrete prepared using the OPC.

The deployment of large machinery for low cost, bulk surface mine production operations has resulted in high-impact shovel loading operations (HISLO). In extreme cases, shovels load large dump trucks with 100-ton (or more) passes generating high-impact forces under gravity. HISLO generates high-frequency shockwaves that cause severe truck vibrations exposing operators to whole body vibrations (WBV). Current research study in this area has established that the vibration levels affecting the operator?s seat, lower-back, lumbar and cervical regions fall within the extremely uncomfortable zone compared to the ISO 2631 comfort zone. These results pose health threats to truck operators over long-term exposure to these vibrations. In this paper, the authors will examine engineered solutions to mitigate these health threats.

Considerable movement is afoot internationally to rationalize standards and regulations relating to valuations and the qualifications for valuation professionals. In July 2000 the International Valuation Standards Committee released expanded standards, and additional important improvements are planned by 2003. Possible updates to the International Accounting Standards (IAS) and potential adoption of IAS by the U.S. could significantly impact minerals appraisers. Standards designed specifically for mineral asset valuation are under development in Canada and the U.S., with Australia’s internationally respected VALMIN Code providing the benchmark. In the U.S., the all-encompassing Uniform Standards of Professional Appraisal Practice (USPAP) is annually modified and continues to gain deeper acceptance, while the SEC holds fast to its antiquated rule prohibiting reporting of a quantitative estimate and value for non-reserve mineralization. Some important international trade agreements are driving actions to free the trade in professional services. In July 2000, an international workshop was held to initiate discussion on minimum qualifications for appraisers to work internationally. Pressure for uniform minimum qualifications and rules for professionals internationally will continue to build. The U.S. is historically among the slowest countries to implement such initiatives, with its state level licensure barriers having the potential to cause some of its professionals to be stranded in an international backwater. Structural change is needed in Australia’s VALMIN Code to remove conflict with the latest International Valuation Standards. The mineral valuation standards developers of Australia, Canada and the U.S. should work jointly on updating VALMIN for global use.

In recent years there have been significant advances in computing power and programming technology, enabling more complicated processes to be modelled in greater detail. This has led to increased understanding of these complex processes, including mineral processing circuits. JKSimMet was developed over the past 35 years, incorporating outcomes from various research projects conducted at the Julius Kruttschnitt Mineral Research Centre (JKMRC), part of the Sustainable Minerals Institute at The University of Queensland. It is a steady-state software program that allows the user to mass balance, model fit and simulate crushing, grinding and classification circuits. JKSimFloat has been developed over the past 20 years, incorporating outcomes from the JKMRC and other institutions around the world through the AMIRA International P9 project ? The Optimisation and Simulation of Mineral Processing Circuits. It is also a steady-state software program, similar to JKSimMet, but is focused on analysing flotation circuits. Both programs have been used in a wide variety of optimisation and design projects over many years. This paper provides an overview of both JKSimMet and JKSimFloat and examples of how both programs have been used to better understand, develop and optimise mineral processing circuits around the world.

This paper presents the development of a new grinding circuit steady-state modeling system. It is fundamentally based on the “functional performance equation”, which has now been used to improve the performance of numerous grinding circuits. This equation characterizes the two distinct efficiencies that are at work in a ball milling circuit, and how these relate to overall circuit productivity. It does so based on the particle size chosen to distinguish between coarse and fine (product size) material. Now, by applying it to all the material size classes, a simple yet reliable ball mill model was created. Combined with cyclone recoveries, the complete, detailed grinding circuit performance can be exactly reproduced mathematically by the computer program. It can then be used with separate process equipment application engineering methods to systematically engineer grinding circuit improvements. The development, features, uses and limitations of the system are described.

Cripple Creek and Victor Gold Mine is an epithermal gold deposit located in the Rocky Mountains of Colorado. Surface operations are continuing along with an expansion for an onsite mill to take place in the next couple of years. The surface pit is currently progressing downward from an oxidized zone into a transitional, more sulfide/ telluride-rich zone. Gold mineralization includes native gold, electrum, and tellurides. Cyanide heap leaching is the recovery process for the oxidized ore with the sulfide/telluride-rich ore to be processed at the new onsite mill. Ore characterization prior to mining is vital when there are two possible recovery processes. This characterization is dependent on geometallurgy. To identify the causes of the variability, multiple parameters are analyzed and assayed. These parameters are measured by a variety of analytical testwork. The analytical testwork provides measurements for the desired parameters. Geometallurgical models are developed for the parameters per recovery process, so estimations can be inserted into the resource model to optimize operations and recoveries.

Na-feldspar (albite) and K-feldspar (microcline or orthoclase) are major feldspar minerals with identical crystal structures and physicochemical properties. Flotation appears to be a unique method of separating these minerals. Fundamental studies on amine/feldspar system in the presence of monovalent salts showed that separation of these feldspar minerals by flotation is possible at certain concentration of monovalent salts in HF medium and natural pH. A comparison between natural pH and HF medium indicates that the latter provides a better selectivity at the expense of higher collector requirement. A general mechanism for both systems involving an ion exchange between the uncommon ions and adsorption of the common ions is proposed to be responsible for creating differences in the charge of albite and microcline unto which amine adsorbs.

The molecular structures of isobutyl xanthate (IBX), diisobutyl dithiophosphate (DIBDTP), O-isobutyl-N-ethyl thionocarbamate (IBETC), O-isobutyl-N-ethylcarbonyl thionocarbamate (IBECTC) and O-isobutyl-N-ethylcarbonyl thiourea (IBECTU) were fully optimized using density functional theory (DFT) at the B3LYP/6-31+G(d,p) level with the integral equation formalism for the polarizable continuum model (IEF-PCM) in the aqueous phases. The effects of the polar groups in these thiol molecules on their collecting performances were determined by the energies and compositions of frontier molecular orbitals and the atomic charge values. Our results indicate that the sulfur atom(s) in IBX, DIBDTP, IBETC, IBECTC, or IBECTU molecule is the centre of reactivity. And the collecting abilities of these reagents for copper sulfide minerals follow the order as: IBX > IBECTU ? DIBDTP ? IBECTC > IBETC, and the order of their selectivities against pyrite is suggested as: IBX < DIBDTP < IBETC < IBECTU < IBECTC. The theoretical analysis provides an insight into the collecting powers of these collectors, and offers an atomic scale approach to understand the experimental data available in the literature. The Empire concentrator was built in four stages, with the latest stage accounting for 50% of the overall plant capacity. Over the past 5 years, the average throughput of the three grinding lines has decreased by 50 LTPH (15%) without significant changes in ore characteristics and despite the addition of secondary grinding capacity to supplement the existing pebble mills that are the constraint of the grinding circuit. This paper discusses the different areas under study that are aimed at optimizing grinding circuit utilization which includes improving system logic, pebble crushing operation and pebble mills operation.

This paper describes operating gains resulting from standardizing operating and maintenance practices to improve the performance of the pebble crushing circuit at he Empire Concentrator. Past efforts have led to improved operating time but no additional throughput gains. New Operating standards and checklists were developed and introduced. The content and frequency of the review process indicators was then changed to take advantage of the new practices resulting in an increased feed rate and availability through the pebble crushing circuit.

The Brightwater Conveyance System consists of four tunnel segments in three tunnel con-tracts, comprising over 21,760 m (71,400 ft) of pressurized face tunneling in complex glacial and non-glacial soft ground conditions with a large proportion 60 m (197 ft) or more below the ground surface with up to 7 bars groundwater head. This resulted in unique technical challenges for establishing geotechnical baseline values. The process used to develop these baseline values and specifications with regard to the level of risk that the owner, King County, was willing to accept is described in this paper.

Underground heat issues are mainly focused on the detrimental effects to a workers health. However, working in hot, humid conditions has other negative effects. Studies have shown that safety, productivity, workforce morale and operating cost are also worsened in these conditions. The human body has several mechanisms for rejecting heat and remaining cool. However, once the air temperature exceeds about 34°C, the only effective mechanism is by evaporation of sweat from the skin. This is assisted by acclimatisation which is the human body?s enhanced ability to combat extended exposure to heat. The body has to remain well hydrated when working in heat as even small degrees of dehydration cause significant decreases in the ability to work in heat. There are two ways in which heat load can be reduced: Through use of refrigeration/vent/cooling to reduce thermal stress on workers; Reduce the contribution that heat sources have to underground heat load (e.g. reduce idle time, fleet size, etc). Some of the sources of underground heat have the potential to be more manageable than others. Geothermal heat and heat from autocompression will be found in all mining situations in varying degrees depending on geothermal gradient and surface temperature, however, the use of equipment and blasting may be streamlined to reduce the underground heat load. It is through a combination of the available options that most mines will successfully control their heat related problems. Mt Isa, which has been a focus for heat related study in Australia, has successfully implemented protocols for working in heat. Through combining these with the installation of a surface bulk air cooling plant, Mt Isa has consistently reduced the incidence of heat illness. This is likely to be the most cost effective method of reducing heat load for deep mines in Australia. Shallower mines which may only occasionally encounter hot conditions should consider more portable cooling options. This study will review the heat issues in underground Australian metalliferous mines.

National Institute for Occupational Safety and Health (NIOSH) researchers conducted an investigation to quantify sound levels and to determine the amount of sound reduction provided by engineering noise controls installed in a talc processing plant. Baseline sound level and sound intensity measurements were performed at the plant and the measurement locations were recorded for comparison to post-control measurements. Follow-up measurements were then made at the same locations after the initial noise controls were installed. The plant subsequently decided to implement additional noise controls and the researchers returned to conduct measurements for a final analysis of all noise controls. The most significant results showed a sound level reduction in the main mill area from a range of 93-104 dB(A) down to 90-94 dB(A), and a total sound power level reduction of 21 dB(A) for air classifying mill 3.
