The Annual General Meeting of the Institute was held in Kelvin House, Johannesburg, on Wednesday, 25th August, 1971, at 4.15 p.m. Mr V. C. Robinson (President) was in the Chair. There were also present fifty one Fellows, twenty one Members, two Associates, two Students and fourteen Visitors, making a total of ninety one. WELCOME TO VISITORS The President: In welcoming you here, ladies and gentlemen, it gives me great pleasure to see so many of our office bearers-our important honorary office bearers-and particularly I would like to welcome our Honorary President, who is, as you know, the President of the Chamber of Mines, Mr John Shilling, and we are 'privileged also to have with us two of our Honorary Vice-Presidents. One in particular I am very pleased to welcome here, and that is Mr G. F. van L. Froneman, who is the Administrator of the Orange Free State, and we extend a very hearty welcome to him, because he is a long way from home. Then we have another Honorary Vice-President, Mr Tommy Gibbs, the Government Mining Engineer, and there are many distinguished guests, whose names I want to give you, so that you will know who they are. ANNUAL REPORT OF THE COUNCIL AND ACCOUNTS FOR THE YEAR ENDED 30TH JUNE 1971 THE PRESIDENT: We now come, ladies and gentlemen, to the annual report of the Council of the Institute-and our accounts for the year ended 30th June, 1971, and these documents are on your chairs; I know you probably haven't had time to study them yet, but I would like to highlight some of the things which I think are worth mentioning. I would ask you to take, first of all, ladies and gentlemen, the report of the Council as being read, and before moving adoption, however, there are certain salient points I wish to touch on, and I will leave the financial side of this entirely to our very competent and worthy, Honorary Treasurer, Mr Denis Maxwell.

KingIn presenting his paper Dr W. J. Whiten outlined the basic concepts on which the control model was based and emphasized the fact that empirical models based as much as possible on theory were used to simulate each unit of the crushing plant. The final parameters of each model were computed using data collected from the plant. Unfortunately, the system did not permit accurate extrapolation but was successful when operating in the region from which the parameters were calculated.He concluded from the results of the test work that the crusher amperage was a critical parameter and that the utilization of the model gave a 15 per cent increase in the plant output. This was because the model predicted that a marginally fine grind would provide a significant increase in throughput. Dr Whiten elaborated on what constituted the multiple spline regression, explaining that it was a least-squares curve-fitting technique in one or more dimensions, where the calculation of coefficients in analytic expressions was replaced by the calculation of typical points on a very smooth curve called a spline function. The emphasis was placed on the shape and value of the curve or curves instead of on the coefficients as in analytic regression. A spline function was the line drawn between all points constituting the data set.Dr B. K. Loveday commented that the simulation was unusual in that the optimum throughput was considered to be the maximum throughput, which, surely, was limited by the crusher size. He also emphasized the importance of the interaction between both crushing and grinding circuits and added that in practice the optimum operating conditions were inter-dependent. Dr Whiten replied that in the case of the plant under consideration, the crushing process was not, in fact, the limiting operation.Mr C. E. Clifford indicated that the model was being used to simulate a number of crushing and grinding circuits at Mount Isa Mines. He reported that the model simulated the circuit satisfactorily for primary and secondary gap settings of 0,625 in. to 0,375 in., but that adjustment had to be made to the model parameters for gap settings of 0,250 in. to 0,125 in.In reply to a question from Dr D. M. Hawkins, Dr Whiten said that he preferred to use low-order splines with smaller segments rather than high-order spline functions with large segments."

The productivity indices of the Republic of South Africa compare poorly with those of its competitors in the rest of the world. The theory of productivity is relatively simple, and various models are available to demonstrate this. The problem is how to apply the theory in practice and to convert it into a practical management system that will guarantee results. The secret lies in a management approach that aims at a continuous improvement in achievement and that involves the entire work force down to the lowest level in the process. Good management systems ensuring the necessary attention to, among others, management by objectives, finance, personnel, maintenance, planning, and control are a prerequisite for continued improvement and staff involvement. The net result of such an approach is described by the term performance management, which encompasses the total integration of al a company's management systems.

Key variables in heap leaching include permeability, mechanical stability and mass transport. All of these properties can be manipulated by agglomerating and curing the ore before stacking it into heaps. The chemical and structural evolution of the agglomerates during curing is key to improving agglomerate properties and, ultimately, heap performance. It is possible to image the internal structure of agglomerates using SEM/EDX (e.g. QEMSCAN or MLA), although these methods are destructive and do not represent the 3D structure of the agglomerates. A non-destructive alternative is to image the agglomerates using X-ray Microtomography (XMT). Not only does this provide 3D information, it also allows the same samples to be repeatedly scanned, allowing the time evolution of the agglomerate structure and chemical composition to be tracked. In this paper we compared the behaviour of ores agglomerated using a combination of sulphuric acid and ferric sulphate with ones in which chloride ions are added to the recipe, since chloride leaching is gaining in popularity as a chemical alternative to bioleaching for sulphide ores. We tracked the curing process beyond the typical time scales to see the impact that this has on both the agglomerate structure and the subsequent leaching behaviour. The effects of extensive solid-waste packing as a support medium are described. It is shown that the waste packing resulted in excellent hangingwall conditions with only minor deleterious effects.

Papers and Contributions Since the Institute's inception, it had been our practice until some years ago to meet regularly for discussion of new developments, using as a basis a paper read by one of the members. Usually, the Journal issue containing the paper would have been circulated well before the meeting, giving members plenty of time to absorb it and perhaps to prepare contributions. Discussion was generally lively, often controversial. The author always had an opportunity to reply.

The Phoenix Programme takes the Mining and Mineral Processing Industry into the Science Classroom In the early years of mining, methods were crude, simple, labour-intensive, and very slow. Human resourcefulness, however, created innovations (mechanization, and computerization), that resulted in faster development, greater tonnages of ore, more efficient separation, and a superior final product. This expansion occured an ever-increasing rate, and resulted in a booming mining industry and a growing economy.

The importance of human factors in mining productivity by A. C. Lawrence, D. Corn., B. Econ. (Member) The paper outlines some of the views on the relationship between work attitudes and performance, and examines evidence derived from relevant research done in the mining industry. It is suggested that higher productivity within any given system of mining can be attained if attention is paid to the four factors that represent the CORE of human work performance: Competence, Opportunity (or Organisation), Recognition (or Rewards), and Expectations (or Enrichment).

The paper describes how the level of the water-table was reduced as a result of increased pumping of water from the mine. Because such a condition in an area where there is compactable material above solid dolomite results In surface movement, steps were taken to restore the water-table to its former level. These included the return of water underground via a sinkhole and boreholes, and the piping of water from another mine.

The paper reviews current understanding of the effect of ion implantation on the wear process, and the state-of-the-art of ion implantation as a commercially viable treatment to impart wear resistance. Ion implantation involves the firing of high-energy ions into the surface of a material, which modifies the surface properties and so causes a transition in the dominant wear mode. The process is best suited to specialized engineering applications involving critical dimensional tolerances or surface finishes, but has gained little industrial acceptance because of its poor reproducibility and the lack of a suitable method of inspection.

Mine management by objectives By A. A. HAZELL The author discusses the objective areas of mine management. Setting objectives is seen to be a conscious process which starts at the highest level of management. This enables clear objectives to be set at each lower management level. The methods of setting objectives in the areas of stope production, productivity and manager performance are set out in detail. In the area of manager performance emphasis must be placed on the practice of management. It is concluded from results obtained that "management by objectives" produces better than average perormances.

Recent experiments and analyses have provided greater understanding of friction losses for the size distribution of the particles forming the slurry. Wilson and Sellgren (2001), Wilson et al. (2006) and Sellgren and Wilson(2006) have proposed a multi-component model consisting of carrier fluid and pseudo-homogeneous, heterogeneous and fully stratified solids. The technique presented here was found to estimate friction losses well when compared to reported experimental results with pipelines with diameters mainly from 0.2 to 0.5 m for various mixtures of fine sand to coarse gravel and products from mineral processing and phosphate mining.

A method for the calculation of the economic optimum spacing of raise connections in 'scattered' mining layouts is described. The method of calculation and the results obtained in a case study are presented. An indication of how the overall optimum spacing (which satisfies both economic and geological considerations) can be determined is also given. " The case study demonstrates that, even with the present strike-cleaning systems,significant savings in working costs can result from an increase in the spacing between raise connections. Furthermore, improvement of the present systems would result in a considerable increase in these savings.

This paper describes how a 'mined out' coalfield is being mined successfully by opencast methods. The coalfield is that at New Vaal Colliery, which is situated in the Vereeniging-Vanderbijlpark-Sasolburg industrial complex. Al three coal seams at New Vaal had been mined previously, when the better-quality coal had been removed. The coal-preparation plant at New Vaal, which is also described, supplies coal to the 3600 MW Lethabo Power Station. The Colliery has been designed to supply 600 million sales tons of coal over its forty-year life.

The paper discusses some theoretical aspects of Gy's sampling theory and provides reasons as to why it has found limited use in the mining industry, particularly for ores with low concentrations of values such as gold. These types of ores are referred to as low grade ores in the paper. It is shown that the misuse of the a priori liberation factor proposed by Gy is the main reason for the implementation limitation of Gy's model for low-grade ores. In addition, results of a case study done at the Gencor Geostatistics Department based On the new implementation of Gy's theory are provided.

The structural design of large grinding mills, with reference to shell-mounted bearings by D. A. FENTON*, P. Eng. (Visitor) The paper outlines the advantages of shell-mounted grinding mills over mills having a conventional trunnionsupported shell. The growing use of larger mills in the past decade has led to a significant number of mechanical and structural failures, the most common being those at the junction of the head and the shell. Larger mill diameters favour the use of shell-mounted bearings. The elimination of castings, which have an inherent weakness to fracture, makes the shell-supported mill lighter and stronger than a conventional mill of the same shell thickness.

The determination of stresses and displacements close to tabular excavations is of considerable importance in the planning of tunnels and of remnant and pillar layouts. This paper gives a description of a simple yet effective method for the achievement of improved values from an analogue or MINSIM type of analysis. Essentially, closures and rides (the movement of hanging-wall relative to footwall) in mined-out areas are assumed to vary in a piecewise linear fashion as opposed to a piecewise constant fashion. As the former fashion more closely resembles the true variation, it is possible for the stresses and displacements at points close to the excavations to be calculated with much better accuracy.
