This Spotlight gives a brief summary of the proposed 1991 tax amendments of relevance to mines and mining houses. It should be read together with the author's article South African mining tax in the 1990's', which appeared in the August 1990 issue of this Journal. A number of tax amendments of relevance to the mining industry were proposed by the Minister of Finance in his March 1991 budget speech. In addition, certain other measures that may be implemented were set out in the budget review document released at the same time. A word of caution is necessary: these measures will become law only if and when they are enacted in the appropriate legislation. When this legislation is tabled in June, it may not contain all of the measures discussed below, some of the measures may appear in modified form, and other measures not discussed at the time of the budget may well appear. Unless otherwise stated, the 1991 tax amendments will affect companies with years of assessment ending in the twelve-month period to 31st March, 1992.

This study investigated the effect of surface roughness on Schmidt rebound hardness (RL). Four different test surfaces of rock samples were studied: natural, ground, cut surfaces, and core samples. There was significant variability of standard deviation based on the RL on the natural surface, which indicated high roughness of the rock surface, whereas surface polishing caused a significant decrease in standard deviation. ISRM and ASTM methods were compared to estimate unconfined compressive strength (UCS) for different testing surfaces. RL obtained from the cut surface was found to be more reliable than those obtained from other testing surfaces for the prediction of UCS; however, regression and ANOVA analyses revealed that the ISRM method gave a more accurate UCS estimation of rocks with highly rough surfaces. It was also shown that RL values obtained from a cut surface were significantly higher than those obtained from core samples. Therefore, a comparison between RL values obtained from core samples and cut surfaces was made based on previous studies. This study statistically showed that estimated UCS values are not statistically significant if Schmidt rebound tests are not performed on similar surfaces. In addition, the mineral grain sizes of the studied rocks, different testing surfaces compared with those in literature, and standard deviation from RL are evaluated and discussed. The Schmidt hammer technique is a rapid, inexpensive, and straightforward method for estimating UCS for preliminary assessment; however, roughness of the surface should be eliminated if variations are shown in the surface rebound hardness.

In block cave mining, rock fragmentation is a key parameter that influences the production level design and mine planning. Fragmentation occurs mainly by natural breakage during the caving process and in the draw column. The breakage that occurs within the column is known as secondary fragmentation. Secondary fragmentation has been successfully described using the block caving comminution model, which replicates the fragmentation mechanics between particles under drawn and vertical loads in a draw column. This model is based on a kinetic and population balance approach, in which non-normalized and normalized assumptions can be used depending on material and comminution system behaviour. In this paper, the non-normalized and normalized approaches are applied and compared to laboratory data to determine which assumption should be used for secondary breakage in block caving. Approaches are compared graphically, with the mean square error and the Fisher test with a false-rejection probability of 0.05. Based on a statistical analysis, the results show that the normalized model can be applied to all the rock types tested.

The Upper Group 2 (UG2) chromitite reef is a shallow-dipping stratiform tabular orebody in the South African Bushveld Complex, which strikes for hundreds of kilometres. Mining is extensive, with depths ranging from close-to-surface to 2 500 m. Pillars are widely used to support the open stopes and bords. Little work has been done in the past to determine the strength of pillars on the UG2 Reef and design was done using formulae developed for other hard-rock mines. This has led to oversized pillars with consequent sterilization of ore. In this paper we describe a back-analysis of stable and failed UG2 pillars on the Bushveld platinum mines, and provides a strength formula for UG2 pillars. The formula may be used cautiously on all Bushveld platinum mines with similar geotechnical, geometrical, and geomechanical conditions to the pillars in the database.

The Renard kimberlite cluster is located in the Monts Otish region of Quebec, Canada. A Canadian National Instrument (NI) 43-101 compliant resource statement for the Renard kimberlites 2, 3, 4 and 9 and the Lynx kimberlite dyke was first issued in 2008 followed by a Preliminary Economic Assessment and the development of a conceptual mine plan. Following a successful drill program in 2009 that greatly expanded the amount of kimberlite in Renard 2, a revised resource statement was issued in December 2009 comprising 23 million carats of Indicated Mineral Resources and 13 million carats of Inferred Mineral Resources, a threefold increase on the previous estimate. The project is currently the focus of a second Preliminary Economic Assessment and it is expected that a full feasibility and permitting program will commence in 2010 leading to the creation of Quebec's first diamond mine by 2013.

The categorization of artisanal and small-scale mining has a significant impact on perception and understanding of the sector, particularly from a livelihood perspective. Several developing countries classify different types of artisanal and small-scale mining based on legal status. Given the nature such activities, the tragedy of the commons theory has been applied to understand the inevitable environmental, economic, sociocultural, safety, and health negative externalities – which are products of informality and illegality. Consequently, formalization is a panacea to sustainability. This article aims to offer a conceptual organization and foundational knowledge for characterization of artisanal and small-scale mining. It seeks to identify existing literature on the subject to avoid replication and acknowledge other scholars. Moreover, the article aims to place the study within the context of existing literature, establishing relationships with other studies and why the research is necessary. This paper pinpoints gaps left from other studies in so far as the characterization of artisanal and small-scale mining is concerned. Thus, reviewing literature abetted in finding similarities and differences on how artisanal and small-scale mining is defined from a scholarly and legal basis. The paper ascertains major claims made by earlier research on this topic, such as environmental impacts, the lack of adequate regulatory framework, and presents querying and probing questions lacking from other studies.

"Tapping operations at ferroalloy smelters generate a significant amount of fume. Effective capture of fumes is required to meet the obligations of environmental, as well as occupational, legislation.A study was completed on an existing fume extraction system at a ferromanganese furnace tapping area. The area under consideration included the tap-hole, launder, and ladle area. The study consisted of site test work as well as computational fluid dynamics (CFD) modelling to identify and evaluate solutions.Site test work and observations during furnace operation provided a baseline of system performance as well as input parameters for CFD modelling. Gas flow rates and energy contents from each extraction area were measured. Photographs and video footage were taken to evaluate areas of fume leakage.The CFD study was firstly validated against site observations to ensure the accuracy of input parameters. Thereafter several modification concepts were modelled and suitable combinations were investigated to ensure robust solutions. South African discard coal fines and K₂CO₃ blends were heated in a laboratory-scale rotary kiln to produce ashes for H₂SO₄ leaching tests. The optimized H₂SO₄ leaching conditions of 6.12 mol.dm³ (M) H₂SO₄, solid to liquid ratios 1:5 and 1:10, and 80°C for 8 hours were used. K₂CO₃ was added to increase the dissolution efficiency of K. The objective was to determine if the Al present in metakaolinite (Al₂O₃.2SiO₂), the Al, K, and Ti in the alumino-silicate glasses, and the Ti in rutile (TiO₂) in the ashes could be selectively dissolved in H₂SO₄. XRF results show that the ashes formed at 700°C dissolved more efficiently (87% Al, 89% K and 23% Ti) compared to the ashes formed at 1050°C. This can be attributed to the presence of Al₂O₃.2SiO₂, K₂CO₃ melt, K₂CO₃ remnants, KAl(SO₄)₂, and K-aluminosilicate glass in these ashes. XRD results indicate that the ashes prepared at 1050°C contained anorthite (CaAl₂Si₂O₈), microcline (KAlSi₃O₈), pseudomullite (Al₂O₃.SiO₂), and silicon spinel (2Al₂O₃.3SiO₂), which are either insoluble or only sparingly soluble in H₂SO₄. These minerals resulted in the lower dissolution efficiencies of Al and K. Based on the high dissolution efficiencies of Al and K for the ashes produced at 700°C, coal fines blended with K₂CO₃ could possibly be utilized as feedstocks for the production of aluminium(III), potassium(I), and titanium(IV) and a sulphate-containing leach liquor. Furthermore, the environmental issues and costs associated with the handling and disposal of large volumes of coal fines will also be resolved.

The application of modifying factors to the Merensky Reef and UG2 Chromitite Layer has a number of challenging aspects as the deposits are tabular and consist of a number of separate geological entities that are grade bearing. The important aspects of the conversion include mineral holdings, dilution with grade bearing material, mining and geological losses, marginal cut offs and recoveries especially where open pit or weathered material is being considered. It is considered inappropriate to add material for dilution at zero grade as the associated material generally comes with an associated low grade. The Merensky Reef Is typically a pegmatoidal feldspathic pyroxenite with bounding chromitite layers. The Merensky Reef is senso stricto too narrow to be considered as a mineable entity and therefore any reserve must include material at low or marginal grades. This is further complicated as the typical mine cut or approach varies across a mine of project. This variation must be included in the mineral reserve conversion. The UG2 Chromitite Layer is typically lithologically bounded i.e. chromitite hosted. However, this adds interesting aspects particularly where leaders are intersected in the hangingwall. These can contribute to unstable hangingwall. It may be considered appropriate to include these in the mineral reserve. One of the overarching principles is that the reserve can be demonstrates to be feasible i.e. can be mined at a profit. Here aspects of a feasibility including infrastructure (power, water etc) needs to be properly considered. The paper will attempt to describe these and other relevant issues and highlight examples from experience together with proposed solutions.

[ ] Great Basin Gold Ltd. (GBG) owns the Hollister Mine and operates it through the wholly owned subsidiary Rodeo Creek Gold, Inc. The property is located in northern Nevada on the Carlin Trend gold belt within the historic Ivanhoe Mining District. The mine is located on the western edge of the Northern Nevada Rift, a major north-northwest trending structural zone that has localized middle Miocene volcanic rocks and numerous epithermal gold deposits. The precious metal deposits are low-sulfidation epithermal systems characterized by banded quartz veins with electrum and silver selenides. The Hollister Mine will employ the selective underground mining method of cut and fill. This will be combined with split shooting (resuing mining method) to optimize recovery and reduce dilution. The focus of mining will be on extraction of ?ounces? from the narrow-veins rather than trying to maximize tons. The initial drifts will be excavated along the strike of the vein and then capped with a substantial concrete sill pillar. Back stoping with hand held drills will be used to selectively mine the vein. The stopes will be backfilled with waste rock material. With every lift, an 18 inch concrete cap will be poured onto the backfill waste rock to prevent gold values from being lost into the fill. Targeted ore production rate will be over 400 tons per day. With current ore reserves, project life is estimated to be around eight years; however, Hollister geologists view the site as one of the most prospective systems for bonanza vein deposits in Nevada. When evaluating mining investment opportunities, one should consider the risks associated with mineral exploration and development. These are commonly classified as technical, economic, and political risks, and are accounted for in the investment decision by changing the discount rate. Thus, a company may use different discount rates associated with varying risks in order to compensate for the variability of success. The discount rate has a tremendous effect on the economic evaluation of mineral projects. Even when all other factors used as inputs for calculating the NPV (net present value) are equal, the project under consideration may be accepted or rejected depending upon the discount rate. Determining a realistic discount rate for a given project is therefore the most difficult and important aspect of cash flow analysis. It should be determined with the consideration of proper technical, economic, and political conditions surrounding the specific project undergoing economic evaluation. One key problem for determining the appropriate discount rate is that it typically depends more on subjective perception of the degree of risk or other experience factors than on a systematic approach. Thus, this study aims to identify, analyse, and document the type, role, and impact of risk factors influencing the determination of discount rates, and then to determine discount rate by using the aforementioned factors.

The conventional truck and shovel haulage system has become expensive to operate in most mines due to current strict environmental conditions, increase in depth and size of open-pit mines, increase in labour costs, and fuel costs. These factors have motivated the search for alternative material haulage options in open-pit mines. In-pit crushing and conveying (IPCC) system has been regarded as a plausible alternative in material haulage systems. However, usage of IPCC has been limited to a few mines due to limited knowledge of IPCC performance, and other technical factors of the system. This paper investigates, and evaluates the productivity performance of four types of IPCC systems (fixed, semi-fixed, semi-mobile, and fully mobile IPCCs) using mine productivity index (MPi). Using a model developed by MATLAB, the MPi for the four systems is computed using input variables such as availability, utilisation, performance and number of trucks and shovels in a limestone quarry. The mine productivity index for fixed, semi-fixed, semi-mobile, and fully mobile IPCC is obtained as 67.13%, 69.02%, 70.52%, and 71.52% respectively. In conclusion, the fully mobile in-pit crushing and conveying system is the most appropriate IPCC in the quarry, due to its better productivity performance compared to the other three IPCC systems and the truck and shovel system currently in use.

Excess water can lead to instability and even failure in tailings storage facilities (TSFs). Simply reducing the amount of water in TSFs could be the best way to ensure the safety of nearby communities. In this case study we investigated the effects of reducing the water content in tailings slurry at a copper-cobalt-zinc mine in Mexico. An environmentally friendly polymer was used as a drag reduction agent (DRA) to offset the increase in solids percentage. The potential effects of the increased solids concentration on the tailings transportation system were also assessed. A series of ‘what if’ studies was conducted to assess whether adding the polymer would allow the solids concentration to be increased without changing the pressure loss in the tailings pipeline. The studies entailed conducting pipe loop tests to investigate these changes under various solids/ polymer concentrations and then constructing a computational fluid dynamics (CFD) simulation model using the test results. The validated model was used to determine the optimal polymer percentages needed to maintain the same pressure loss under baseline (30% solids) conditions, and to assess the potential risks (clogging, increased erosion rates) to the pipelines. The potential water savings were found to be significant, varying from about 1.852 Mm3/a at 35% solids to 3.915 Mm3/a at 45% solids.

Modelling stockpiles is a key factor of a project’s economics and operation in mining, because not all the mined ores are not able to mill for many reasons. Furthermore, the financial value of the ore in the stockpile needs to be reflected on the balance sheet. Therefore, automatically tracking the boundaries of the stockpile facilitates the mine scheduling engineers to calculate the tonnage of the ore remaining in the stockpile. This paper suggests how the dynamic of stockpile shape changes caused by dumping and reclaiming operations can be inferred using polygon models. The paper also demonstrates how the geometry of stockpiles can be inferred in the absence of reclaimed bucket information, in which case the reclaim polygons are established using the digger’s global positioning system (GPS) positional data at the time of truck loading. This work further compares two polygon models for creating 2D shapes.

An improved methodology is presented for assessing the economic feasibility and effectiveness of recycling industrial waste. The methodology is based on the break-even control mechanism, but at the same time provides for the introduction of new evaluation criteria such as the threshold of conditionality and the degree of ore substitution. Based on an improved analysis, it becomes possible to more precisely predict recycling efficiency. A more refined determination of the lower limit of concentration of recoverable metals, at which technogenic waste can be assigned the status of secondary raw materials and processed profitably, leads to a significant expansion of the secondary raw material base suitable for recycling. The potential for recycling manganese-containing dust from the production of ferrosilicomanganese, dehydrated sludge from the hydro separation of slags, and cake from the production of electrolytic manganese dioxide at the Chiatura mining enterprise is used as an example. It is shown that with a threshold of –24% Mn content, the highest recycling efficiency can be achieved by the production of low-phosphorus manganese slag and conversion to ferrosilicomanganese using the above waste to replace 40-60% grade III and IV manganese concentrates in the feed.

Ore mineralogy defines the properties during processing and metal extraction. Fast and frequent monitoring of the mineral content and related process parameters brings value to the mining operation and material processing. Decreasing ore qualities and increasing prices for raw materials require a better control of processed ore and a more efficient use of energy. Traditionally quality control in mining industries has relied on time consuming wet chemistry or the analysis of the elemental composition. The mineralogy that defines the physical properties is often monitored infrequently, if at all. The use of highspeed detectors has turned X-ray diffraction (XRD) into an important tool for fast and accurate process control. XRD data and their interpretation make the difference in the identification of minerals, in describing their distribution in ore bodies and in their beneficiation during processing. The use of statistical techniques such as Partial Least-Squares Regression (PLSR) or Principal Component Analysis (PCA) on XRD raw data has been successfully trialled to determine raw materials and processed ores, in addition to well established methods for mineral identification and quantification. PLSR can be used to correlate process parameters directly from the XRD pattern without investigating the mineral content. Hidden information present in the XRD pattern but not determined with traditional methods can be used to improve the characterisation of the analysed materials. The practical use for the direct determination of process relevant parameters during exploration and ore beneficiation will be illustrated in several case studies from mining and ore processing. "Sublevel caving in Malmberget mine results in mining-induced surface deformation. One of the currently mined orebodies is the Printzsköld orebody. As mining deepens there is need to assess the behaviour of the cave formed in the subsurface above this orebody. Numerical analysis was used to assess the effects of extraction to deeper levels and perform strength parametric studies. Stress redistribution was studied, and the results showed high stress buildups in the hangingwall and the crown pillar. Two failure mechanisms have been identified – shear and tensile. Reducing cohesion by 50% increased the area of the yielded zone by more than 100% in the hangingwall.IntroductionThe Malmberget mine is owned and operated by the Luossavaara-Kiirunavaara AB (LKAB) mining company. Iron ore is extracted by large-scale sublevel caving. The mine comprises a total of 20 orebodies, about 10 of which are in production today (Figure 1). The mine is located in the municipality of Gallivare, about 100 km north of the Arctic Circle (Figure 2).Successful sublevel caving requires progressive caving of the orebody after initial blasting. This results in caving of the hangingwall, sometimes all the way to surface, resulting in surface deformation. As mining progresses to deeper levels a larger area is affected by deformation. Over the years, extraction from the Malmberget orebodies has led to deformation of the ground surface, affecting residential areas and existing infrastructure.Forecasting the caving process is not straightforward as it can be rapid or slow, depending on the rock mass conditions, stress conditions, the failure mechanisms at work, etc. Moreover, several of the orebodies in Malmberget are non-daylighting, which makes reliable caving analysis even more difficult, primarily since there is less available experience from such cases. Mine closures have traditionally prioritised environmental rehabilitation, often overlooking the deep socio-economic disruptions that follow, particularly in mining-dependent communities. This paper argues that mine closure should not mark the end of prosperity but rather the beginning of a sustainable transition. The coproduction model, which integrates community participation, governance, and economic planning, offers a transformative approach to closure planning. Drawing on case studies from Ghana, Zambia, and Indonesia, this research examines the successes and failures of past closures, highlighting the critical role of stakeholder engagement, skills development, and economic diversification. By incorporating emerging technologies such as AI-driven economic forecasting, blockchain for governance transparency, and decentralised finance (DeFi) models, mining companies can ensure a just and sustainable post-mining future. This study challenges outdated closure models and presents a forward-looking strategy that sees mine closure not as an endpoint, but as a catalyst for social resilience and economic transformation. It underscores the need for policy reforms, stronger governance, and investment in alternative industries to prevent mining towns from becoming economic wastelands. By shifting the paradigm from remediation to regeneration, this research calls for a new era of mine closure planning that puts people and prosperity at its core.
