PRESIDENT WHITESIDE: The chair will now throw the meeting open to discussion. GEO. B. PRYDE: In the old days at Rock Springs we had electric plants situated about half a mile from our mines; we had small boiler plants; we had an electric plant with about 600 kilowatt capacity. About ten years ago we discarded the old steam plants and started building towards a centralized power plant. We now have three 2,500-kilowatt turbine generators and one 1,000, and our peak load is about 7,000 kilowatts. We have had to rebuild the old power plant, scrap the old machines, and install water tube boilers. We did this as a matter of economy in a small local plant we had years ago, and it has grown to be a large central plant, supplying power for about 20,000 tons of coal daily, and distributing this power within a radius of twenty miles. We have found this method of power to be more economical than with the old plants, and the people who buy power from us in the Rock Springs field say it has been to their advantage also. We found this last year, when we had to shut down for five months, that that plant was the only plant operating in the Rock Springs field, supplying all the power, running of fans and pumping during the time the mines were shut down, and it helped the situation very much. We had an old wooden building which we had to tear down, raise the walls, and put on a steel roof; had to rebuild the boiler room and rebuild the boilers. The water situation at Rock Springs has never been very good; we get our water from wells 250 to 500 feet deep, and use one and one-quarter million gallons a week. We have two large spray ponds and we have gotten along well. There isn't any comparison between the central power station and the old method of making power. (Applause.) FRANK YOUNG: I listened with a great deal of pleasure to the paper just read, and it struck me it was remarkable how a paper prepared by anyone could be so nearly identical and coincide so very near with the experience of another. It is just like some work I have had. I had the engineering part to do for the power plant for ten years, and I think at that time we did all of the things that he mentioned in his paper. Also his analysis of the cost of power seems to me exactly right. If I had gathered the figures and made the statement myself I think it would have been very much the same as was read. Mr. Chairman and Gentlemen: I tried to get Benedict Shubart to have some fellow-some big fellow with a big voice-to read this paper for me, but he said there was nothing doing; [ ] that I would have to read it myself. I will try and not take up too much of your time. It is a pretty big subject, Mechanical Loading, and it covers a good deal of ground. I have merely touched on the high spots, as it were. A great deal has been preached and written in the last year or so about mechanical loading, and I doubt if any other subject in the mining industry has been discussed so freely and as often in the last few years. It is not the intent of this paper to dwell on the merits or demerits of any [ ] particular type of loader, that is, to say what the writer thinks is the most efficient or most inefficient machine. Saturday, June 28 A pre-convention activity kicking off the 93rd RMCMI meeting was a Saturday evening June 28 reception for all Mine Rescue participants, their convention registered spouses, professional evaluators and RMCMI Board of Directors. This was at Buddy's Run in the Sheraton Steamboat Resort, Colorado. An estimated 100 persons enjoyed the buffet: fresh vegetable erudite with ranch dressing, fresh fruit and cheese displays and silver dollar rolls filled with ham or turkey. Blue golf shirts and red caps and convention packets were distributed to each Mine Rescue team member. Evaluators received red shirts and blue caps during the reception. Meeters and greeters from the Reception Committee wore red RMCMI arm bands and were stationed at strategic hotel spots, answered attendee's questions and gave directions to the registration area. Convention packets were first distributed Saturday afternoon by Julie Cummings and Lorraine McDonald. Sunday, June 29 A 7:30 a.m. shotgun scramble kicked off the golf tourney at the Sheraton course for 145 golfers. Yes, 145! as Lois Egan, President Tom's wife, completed a five-some with Tom and their three sons. A continental breakfast preceded the tourney. Another 65 golfers began play at 1:00 p.m. making this a record number of 210 golfers! Julie Cummings and Loren Linville sold $2,620 worth of $10 mulligans to the golfers with proceeds to the scholarship program. [ ] Both golf tourneys were co-chaired by Dave Mallak and Gordon Merriam who distributed prizes at 4:30 p.m. Monday. Prizes were donated by Amax Coal Sales West, Inc.; Austin Powder Co.; BHP Minerals-Navajo Mine; Bucyrus International, Inc.; Commercial Testing & Engineering Co.; Empire Machinery Co.; Ingersoll Rand; The Jeannot Group, Komatsu Mining Systems; Long-Airdox Co.; Marston Environmental Inc.; MEGA Corp.; The P&M Coal Mining Co.; Scandura, Inc. and TerraMatrix. [ ] RMCMI registration was an all day venture headed by chair Julie Cummings and assisted by Pat Johnson. [ ] Nearly 40 persons met for a Chef Demonstration and wine tasting at the Sheraton at 11:00 a.m. Executive Chef Jacques Wilson prepared broiled achiote shrimp with cantaloupe, grilled duck stuffed blue corn pancakes with herb grained bread and fresh fruit meringues. Wilson shared his recipes with the group and appropriate wines were served with each course, all sampled by the attendees. The chef arranged an impromptu showing of the main kitchen following the demo. [ ]

MR. TESCHER (Disaster at Dawson) : I move that you appoint a committee of nine members of this Institute to draft a set of resolutions that we can send out to all members of this Institute, to the mine officials in all four states, that might go towards preventing these disasters; that we reach all men, all mining men, mine officials of all kinds. I think we have enough brains to carry out a few suggestions of that kind. I think you are fully familiar or know men who are fully qualified to act on this committee. The only qualification that I have is to ask that Mr. Harrington be appointed a member of this committee. PRESIDENT WHITESIDE: You have heard the motion, and I believe it was seconded. Is there any discussion? That is a subject that really needs a great deal of thought. MR. LAMB: Things like that can't be handled in a minute. What Mr. Tescher suggested is all right, but to my mind, going into a great many of these different properties, seeing the conditions, such things hit pretty close to home. I would suggest that you put this off; lay it over until such time as the people who had the disaster have some time to think these things over. It is too soon to offer even a suggestion. Suggestions are all right, but there are no nine living men in the United States who can stand up or sit down and talk it over and give you any reasonable answer, in one hour or six months. First, you would naturally have to go down there and converse with the men who were at the camp at the time. You are all operators; all you operators would -like to talk it over today. You realize that anything that is good for the camp is always acceptable in disasters of this kind. I say, do it gracefully and not by publication. MR. TESCHER: I feel that the men present know these suggestions by heart and they don't have to discuss them. They know them instinctively and they know they will apply to any mine. It must be understood that if these suggestions are not carried out, they ought to be; and there is a motion before the house. PRESIDENT WHITESIDE: Mr. Murphy, you started to rise to your feet a moment ago. Have you anything to say on the subject? MR. MURPHY: I have just returned from a visit to Mr. Brennan. Mr. Brennan and I have worked together for twenty years. The manager of our company asked me to go down there and express his sympathy. Those things come to all men if they live long enough, in the coal business, and he wanted me to express to Mr. Brennan personally his sympathy and deep regret. What I had in mind when I started to rise, was to suggest that the Institute as a whole express its sympathy to Mr. Brennan. I don't think there is a man in Utah, Wyoming, Colorado or New Mexico who has done more in safety' lines than Mr. Brennan, and it just seems bad luck that he had this disaster, and I am in hearty sympathy with the gentleman who spoke about not appointing this committee. I believe a resolution to Mr. Brennan would be very much better. JAMES DALRYMPLE: I am in sympathy with this gentleman here. I think it is going to hurt the feelings of those connected with the mines in which this disaster occurred. If you will give me the privilege for a few minutes, I will gladly express myself and the action that has been taken in the past by this Institute, and my opinion combined with a great many other opinions. And what I am going to say is going to be said by the-well, I am going to say it as I see it. I am going to say it not in an unfriendly spirit, but from a spirit of not undue criticism. I happen to be one of the original members who organized this Institute. I did what I could to obtain memberships. I remember very well when we had our first meeting that we had a very large membership. I think I have a photograph of the members which was taken on the steps of the Capitol building at that time. CHAIRMAN ALLEN: Gentlemen, I have been asked to call this meeting to order by Mr. Marchant, and am acting here temporarily in the absence of Mr. Nyman, who is unable to be with us. Mr. Nyman sends the following telegram: "Will not be able to be present at the Institute meeting. Serious illness of my father has made it necessary for me to remain in Salt Lake Please arrange substitute. Very sorry." In addition to having to pinch-hit for Mr. Marchant and President Nyman, I am here representing the Governor of the State of Colorado also who is unable to be here. The Governor of Colorado is a very busy man. His appointments are made months ahead. We only got word of the possibility of his addressing this meeting yesterday morning, and I went over to the Governor's office this morning to see if there was any possibility of getting him here, but he had been booked up for two months ahead of this time to appear at the convention of the Veterans of Foreign Wars in Trinidad, Colorado, where he is today, and which makes it impossible for him to attend this meeting. I know that he would have liked to have been here with you, as there is not any doubt but what the Governor of Colorado has the interests of the mining industry at heart. This was manifested last week when he called a meeting of representative men of the different lines of industry so that we could arrive at some results and some arrangements to see if it was possible to get at the bottom of the condition causing our bad times, and the appointment of commit- tee groups to find out what these problems were and to see if they could get any possible solution to them. The meeting was adjourned with the suggestion that those who were present would among themselves select such committees to investigate the conditions of the coal mining industry, and offer suggestions for betterment.

The writer has been asked to set forth for this Institute, the experience of the past eleven months in the mining operation conducted at Sweetwater Mine in which coal has been produced by the use of Link-Belt Conveyors on long faces. The coal in this mine has an average of six feet three inches in thickness, and lies on an average pitch of five degrees. The roof is a sandy shale of medium hardness and has been generally considered as good top in the room and pillar method of mining. When our company became interested in conveyors, the writer visited most all of the mines in the East where conveyors and other mechanical methods of mining were in use and decided that the modified method of w-hat is in use at the Norton-West Virginia mine would be the most feasible for our conditions. We in- stalled three hundred feet of conveyor as an experiment to see whether or not our roof could be handled and taken care of on long faces. This three hundred feet was installed as two separate conveyors, one as a face conveyor-100 feet in length, the other as a heading conveyor that delivered the coal into the mine car on the main entry. This face was worked directly on .the strike and down the pitch. This did not prove to be a success as the caving of the roof carried over to the working face and necessitated propping between the conveyor and the face and it was also necessary to shovel coal on the conveyor up the pitch. After working out this block, 200 feet in length, we installed these two conveyors at a place adjoining this worked out block, but on a half V shape shown on the sketch. This block of coal was sixty feet wide. This method proved to be very successful. We cut a place, moved the conveyor against the face before shooting and carried two rows of cribs between the conveyor and the cave, and caved the roof every second cut. After working out this block we were satisfied that this system was feasible with our mine. We then ordered twelve hundred feet more of the same type as the trial conveyor with the exception of a very few modifications. We then installed this fifteen hundred foot unit on the four faces shown on the sketch, with one hundred feet to each face, two hundred feet on each heading and three hundred feet on the main conveyor that delivered the coal into the pit cars. We also had a head and rear section for each of the four advancing places shown on the sketch. As the sections were taken out of the heading conveyors they were installed on the advancing conveyors, and when the faces approached the main conveyor, the main conveyor was taken out and installed in the next uphill or main conveyor place. The roof caved very well in line of the points and was broken about every twenty feet. It broke in a straight line and did not curve at each V. We encountered no trouble unless we permitted one of the points to get behind. The maximum tonnage possible to be produced on this method was estimated to be seven hundred and twenty-five tons a day, assuming that all places were cut and cleaned up in one shift, and this we did for several consecutive days. Dear Mr. Pryde: In accordance with suggestion in your letter to me of June 21, 1923, Mr. Roberts, Mr. Dalrymple and I had a meeting and attached find our contribution to the proposed August report of the Committee on Safety. You will note that we have confined ourselves to matters in connection with explosions and prevention of explosions, in coal mines. If the committee is to report on general safety in coal mines, including accidents from haulage, timbering, rock falls, electricity, etc., we would like to suggest that you ask other members of the committee to specialize on one or more of these subjects. Especially we believe it would be advisable to specialize as to precautions against electrical accidents with giving of data as to maximum voltage, precautions to be taken as to gas ignitions by mining machines at faces, best methods of placing power wires underground, etc.; also give information as to up-to-date safety installations, such as whistle devices notifying of disarrangement of ventilation or devices for quick cutting off of electrical power from mines under certain conditions; also give data as to efficient safety man cars on various pitches, etc. Yours truly, D. Thank you President Nielsen, and thank you ladies and gentlemen of the Rocky Mountain Coal Mining Institute. I'm glad you asked me to join you a second time. The setting here at Tamarron is splendid. A few days ago the National Coal Association held its Diamond Anniversary meeting at the Broadmoor in Colorado Springs. Although NCA is junior to this Institute in years, we do try to keep up. Our speakers looked at 1992 as the possible eve of a new era in world history - a pivotal year. It offers the opportunity to replace a dying era of war and tension with a new one of peace and prosperity built on economic cooperation and trade and, of course, energy to uphold all four - trade, cooperation, prosperity and peace. The Persian Gulf War was only a sample of what can happen to the other four if the energy isn't there. And so I especially like your theme: Energizing America With Coal. It is most pertinent. I was invited to discuss the National Energy Policy and its impact on coal and I intend to do that. But more important is coal's impact on the Nation and the world and so 1 shall discuss that as well. This year - 1992 -also will be pivotal in the Nation's politics.

At 5:30 p.m. a social hour was held for all RMCMI registrants on the lawn area south of the Gondola Lift House. This was followed by a western steak fry and dancing to the country western band, "The Cat's Night Out". MORNING SESSION Tuesday, June 29,1982 RMCMI golfers came out in force for a shot-gun start of the Championship Golf Tournament at Vail Municipal Golf Course which began its first session at 7:30 a.m. followed by a second at 1:15 p.m. The tournament was headed by William Carpender, chairman and his committee members Gary Bennewitz, Jr. and Gene Christmann. RMCMI members were treated to early morning rolls and coffee in the Conference Center preceding a showing of the RMCMI slide/tape program on enhancing the image of coal mining, by telling the story of the Institute. Following this, the meeting was called to order by President McKeever at 8:30 a.m. when he introduced Mr. Carl Terzian who presented a workshop entitled "Sure You Have an Image - But What Kind?". MR. McKEEVER: Good morning Carl. I see you're ready to address this bright and busy tail audience. One of the things that I really want to point out this morning and I knew we would have a second chance with Carl Terzian but Carl is someone that will leave a good lasting impression on you and what he will hopefully be talking about, as I remember, is that what he's saying here can be used personally, or for company, or for the Institute, or anything else on image. Carl is Chairman of the Board of Carl Terzian Associates. He is a prominent author, lecturer and consultant. He is headquartered in Los Angeles and he's nationally known: governmental affairs, man¬agerial development and executive speech training and has served nearly four hundred clients since 1969. Each year he travels nearly 300,000 miles to address conventions, conferences and sales and management meetings as a motivational speaker. Carl has been speaking professionally for more than twenty-five years. He was graduate magna cum laude 1957 from the University of Southern California where he was elected Phi Beta Kappa and student body president. He later served as State Department goodwill ambassador for President Eisenhower; public relations director for Lutheran Hospital Society of Southern California; dean and professor of political science and speech at Woodbury University and public affairs director for architect Charles Luckman. He has been honored for his civic and philanthropic and professional accomplishments by the Congress and State Department, California Assembly and Senate, City and County of Los Angeles, Her Majesty the Queen of England, and six times by the Freedom Foundation of Valley Forge. Carl, welcome to our Coal Mining Institute and it's been kind of a historical situation on Tuesday morning that we will probably have people straggling in after that wonderful steak fry that we had last night. The 78th Regular Meeting of the Rocky Mountain Coal Mining Institute (hereafter referred to as RMCMI) convened at the Marriott's Mark Conference Center, Lionshead Village in Vail, Colorado. The meeting was called to order at 8:45 a.m. by the President, Ira E. McKeever, Jr., who is President, Western Mining Operations, Natural Resources Group, W. R. Grace & Co. McKeever was introduced by Past President Edward F. Ziolkowski, Senior Vice President and General Manager, Energy Development Company in Hanna, Wyoming. MR. ZIOLKOWSKI: The first order of business this morning is to introduce the president and for a business meeting as well as other items on the program. It is my pleasure to introduce Ira McKeever to you this morning. Ira was born and raised in Kit Carson, Colorado, and served in the U.S. Navy prior to obtaining his geological engineering degree in 1952 from Colorado School of Mines in Golden. He then spent the next 20 years involved in mining sulphur, pot ash and coal with Texas Gulf Sulphur at that time and Gulf Resources Chemical Corporation. In 1972 he joined W. R. Grace & Co. as president of the Mining Division, Natural Resources Group. He was named Colowyo Coal Company's president and general manager in 1976 to develop what is currently Colorado's largest coal surface mining operation. Last year he became W. R. Grace's president of Western Mining Operations which is the position he presently holds. Ira is active in civic affairs; he is currently serving on the Colorado Energy Impact Assistance Advisory Committee. He is a member of the Colorado's Metropolitan Water Roundtable, he is also a director of Project Colorado, a member of the committee for the Colorado Division of Commerce and Industry. He has, in the past, served as chair- man of the Craig Hospital Board. In 1967 Ira was the recipient of the Colorado School of Mines van Diest Gold Medal Award, and in 1981 was given the individual service award for outstanding accomplishments in the field of health, promotion, physical fitness by Colorado's Governor's Council for the Health and Promotion of Physical Fitness. Memberships are also held in Denver Coal Club, the Colorado Mining Association, and the American Mining Congress. Will you please welcome Ira McKeever? I do have one other piece of business here. If you will all join with me, yesterday was Ira's birthday. I asked what year that was, but I couldn't get that out. So, I'm not going to lead the singing. Someone is going to lead the singing. But I think it would be appropriate if we did sing happy birthday this morning and I think it would also wake us up. How's that? All right, will you join me please? So I've got a few more years hopefully to be with you and this wonderful industry that we represent. Thank you Ed. I realize now more than ever, the tremendous effort that you put in the program last year and the magnitude of the job that is placed in the presidency of the Institute. It was indeed with tremulous hands that I undertook to lead the Institute this year, and I found a tremendous amount of strength and guidance in my friend Ed whom we've known since college days and worked together. On behalf of that lifetime of memories and good thoughts, Ed, I would like to present to you a little token of appreciation. 1 would like to join Ed in welcoming you all to Vail. Ed arranged the weather, 1 arranged the program along with Charlie Margolf. This is the 70th regular meeting of the Rocky Mountain Coal Mining Institute; and in accepting the leadership a year ago, 1 obligated one very special person to fill the role of chairlady and hostess for this meeting. I would like to have you all, if you haven't already, meet my wife, Linda. I would like to thank her publicly for her guidance and help she continues to provide me. It's absolutely necessary that you also meet and recognize Charlie Margolf our program chairman who will be helping through the meeting to present and monitor our program; and anyone who knows Charlie knows the sincerity and dedication he brings to anything or any phase of life he touches. The subject assigned to me of "The Power" Problem of the Mine" is so broad that I have decided to confine myself to the question of the power supply itself, rather than the application of electricity throughout the property. We will look over certain economic aspects of the problem, particularly in the way it affects the mine manager or executive and his attitude toward the power plant. The accepted method of power application to the mine is by electric power, and the experience of each of you is that the job is never complete as you are always undertaking some further electrification which necessitates the stiffing up the power house to care for the additional load. The mine executive, then, is wrestling almost continuously with the problem of his power plant. Either it is overloaded and must be enlarged and rebuilt; or its operating costs are excessive; or it breaks down and limits coal output; or some one wants to sell new and improved machinery, until the manager almost hates the thought of such a restless part of his property. If he purchases power, every day new uses for it seems to be found. In many ways this unrest is due to short-sighted policy toward the problem, and the tendency when the problem of extension has to be met, to dispose of it in the cheapest way and without thought as to where the future is leading. The day when each opening had its own boiler plant, steam hoist, steam driven fans, steam pumps, steam loaders, etc., seems to be far behind us. The recognized method of power distribution today is by electric power, except for rather limited applications of compressed air; most of which is electrically compressed. During fifteen years contact with mines of Colorado and Wyoming the writer has seen nearly every mine power house double or triple in capacity or abandoned in favor of purchased power, worn. out and inefficient machinery thrown out, isolated boiler plants dropped, seam pumping at great depth changed to electric drive, all resulting in greatly reduced labor and fuel costs. Power costs, which in such isolated plants were considered normal, would be unthinkable today. One property where the main power supply was by compressed air from steam driven com¬pressors used under boilers 8.35 per cent of all the coal mined. The cost of power was 12 1/2 cents per ton of coal mined. Another property of four openings, each with its own boiler plant and usual equipment of hoists, pumps, etc., had a power cost of 10.3 cents for each ton mined; and these were days when you did not get very high prices for coal. Another property operating two mines mostly by steam used 11.1 per cent of the coal output under their own boilers and the power cost was 19.45 cents for each ton mined. Each of these properties is now electrified and power costs are from 3 to 4 cents per ton, and the fuel burned runs from 1 to 2 per cent of the output. With the broadening market and high prices for slack coal and the high prices for labor in boiler and engine rooms, the cost of steam is reaching a high figure, and efforts must be made to keep this down, by more efficient steam production and by utilizing this steam in better machinery which will increase the work done by each pound of steam. It must not be overlooked either, that the plant which is very wasteful of fuel is usually a pretty old one and one far from reliable. In a general way the more efficient the plant, the greater its reliability. Ample and reliable power supply means ability to get out coal when there is a market. The increasing use of purchased power is largely due to changing conditions which are tending constantly to push up the cost of power, unless the most efficient machinery is used and large scale production possible. Some time after my arrival in Rock Springs to fill a short engagement with The Union Pacific Coal Company, Mr. Dickinson informed me that he had placed me on the program for a paper entitled "Mechanical Loading in Indiana." Since development of mechanical loading operations on a genuine coal producing basis for that section began near Oakland City, Indiana, and rapidly spread over Southern Indiana, Western Kentucky and Southern Illinois simultaneously, the results referred to are in many ways common to all three states. Prior to December, 1922, several attempts at mechanical loading had been registered, notably among which were installations of the Jeffry Entry Driver, and the Meyers-Whaley loader. The object of most of these earlier installations was quick development rather than lower production costs in face loading. In this measure it is claimed the machines were at least partially satisfactory. Three items which seemed to delay rapid progress in the adoption of either machine were, excessive first cost, height of coal seam necessary, and timidity of the operator relative to the labor situation which might develop. When the Joy machine was put on the market in the form of the 4-B.U., with a clearance overall which would perform in coal slightly under five feet in height, and at a cost price of less than one-half that of other machines being sold, many operators were at once ready to take a chance along with the manufacturer. This desire was accentuated by the difficulty to operate coal mines at all at prevailing production costs. This condition also made the coal miner more receptive to machinery which would give added employment to the field. At the convention held in Cincinnati during May, Mr. .Joy stated that about 200 of his machines were in operation at that time. Mr. Whaley said that about 40 of his were in use in coal mines. It is probable that of the above sum 75 machines were installed in Indiana, Illinois and Kentucky. Since that time, possibly 50 more machines of later design have been added. Like many of our troubles, those which seemed most difficult to overcome, proved in the end to have been least of all, and in this case the sup¬posed resistance which labor would advance has been more or less imaginary. In Illinois and Indiana a scale of wages is being accepted which is consistent with average earnings of machine men. The fact that a large number of coal operators want and are buying more loading machines has encouraged mining machinery manufcturers on every hand to devote renewed vigor to the cause and it is generally understood that new types and models are being developed both in factories and mines with the coal industry eager always to see the latest development. I understand that at present the Goodman, the Jeffry, and the Sullivan machinery companies are each offering new designs to meet Indiana and Illinois requirements. It is not strange that with so many installations many were made as a result of an impulse to ride the band wagon without any serious attempt to study the results or draw any conclusions from the experiences of others with loading machinery.

A facetious title was purposely given this talk, so that a formal paper would not be expected. TWO or three days ago, while discussing with Mr. Dickinson some of the details of the dust explosion demonstrations we are planning for this coming Saturday, I remarked that we would like to have as many people as possible see some samples of 20 and 200 mesh dust, so they would more fully understand just what was causing the explosions. Mr. Dickinson requested that I bring samples and screens and in this informal manner, give you all a ".close-up" of coal dust which is considered in Explosion Hazard reports. While sampling mines, for road, rib, and roof dust, in connection with safety service and hazard reports which the Bureau of Mines Engineers make at the request of coal operators, I have often been assisted by under- ground mine officials or other men of many years experience and on almost every occasion, while we were carefully brushing the very fine dust from timbers or coal surfaces, they would make some remark such as: "never had noticed this kind of dust, didn't know it was here", or "well, that's the first time I really understood what all 'this dust talk was about." Such experience makes me believe that the much published terms, 20 mesh and 200 mesh are just numbers to the great majority of both miners and operators. We are now going to have lesson one in the primer of coal dust explosions and I want to say, in all sincerity that a complete course in the hazards of mining is deserving of a place in the curriculum of the best mining schools of this country. Sample No. 1 is fine coal and dust and is a fair sample of what can be found every where in rooms and entries of a mine, as it is too small to be gathered up with a shovel and is left in the ordinary mining at the faces and is spilled along the entries in haulage. In this you will see some quarter inch coal, much eighth and sixteenth inch coal, in fact those are the sizes I find many people have in mind when they are asked about the dust made in mining. Although the sizes mentioned are the ones which seem to almost entirely make up this sample, such is not the case, for from 10 to 20% of such a sample will usually pass this 20 mesh screen and in Sample No. 2 we have 20 mesh dust. Result of many tests, supports .the statement of the coal mining division of the Bureau, that it is quite probable that coal over 20 mesh does not take part in any but the most violent of explosions and that all dust under 20 mesh may take part in any explosion. The largest particles in this sample will not be over .03 inches in their largest dimension and a pound of dust to a foot of average heading is very easily found in most every mine I have visited and usually a great deal more can be readily gathered up. It was .found early that the finer the dust the more dangerous it was for a given coal. So for the early explosion tests conducted by the Bureau a commercial pulverizer was used and it turned out a 20 mesh dust of which about 75% would pass 200 mesh. Some men question whether the ordinary mining methods made such a dust and so doubted the explosibility of the dust in their own mines. The question was well taken, and hundreds of dust samples were taken by the field men of the Bureau to determine the kind of dust being made in all methods of mining and all classes of coal. The result of such sampling showed some coals. resisted breakage more than others and that actual mine road dust, through 20 mesh, would show from 10 to 20% through 200 mesh, and for actual rib and roof dust through 20 mesh, they would get from 20 to 40% of 200 mesh dust. The Colorado Fuel and Iron Company has divided their coal mines into groups or divisions: Las Animas, Huerfano, Fremont and Gunnison counties. Each division is represented by a safety committee composed of three men appointed by the management and three men selected by the employes? representatives. The three men appointed by the management are usually from a group engaged in routine work that is primarily of a safety nature. Mr. Robert McAllister, chief mine inspector; Mr. George B. Parker, superintendent of first aid and mine rescue training; Mr. F. C. Miller, chief chemist, fuel department; and Mr. 0. C. Irwin, assistant chief electrician. The three men appointed by the management act in each of the four divisions. It is the duty of the safety commit- tee to visit each mine three times per year and make a thorough investigation of conditions underground and on top. Their report is in the form of recommendations to the management for their consideration. They are also called to investigate all fatal accidents and learn, if possible, the cause leading up to the accident and recommend precautionary measures that will prevent the recurrence. This committee inspects the haulage roads, air courses, manways, electrical equipment, ventilation, timbering, working places and humidity. In addition, each mine has a local safety committee with the superintendent acting as chairman. It is the duty of this committee to keep in daily touch with conditions underground and on top. They hold weekly meetings and discuss problems related to safety. These men work on local conditions that govern their affairs. As an example: One of the mines has a checking out board at the man-trip parting in addition to the regular checking in and out system as required by law, and this board is checked before the man-trip leaves for the outside, giving the officials a chance to take prompt action in looking up a man who may have become ill or injured. Should a man walk out and forget to check off, there is a penalty imposed. The ventilation of a coal mine is most important and the method of conducting the air to the working face is one of the greatest precautionary measures linked with safety. A quantity of air must be maintained at every working face to insure rapid diffusion of explosive or noxious gases and in a manner without interruption. With this intent in, view, the Colorado Fuel and Iron Company is installing fan equipments with capacities of 200,000 cubic feet per minute with dual drives, twin fans in some instances, for insured circulation.
