The necessity for protection against the hazards of lightning manifests itself from time to time in the mining industry by reason of loss of life, damage to electrical equipment, fires in surface structures at mines, and accidents in the handling and use of explosives. This paper is intended to assemble, correlate, and present some of the salient. points embodied in the available literature on the subject and at the same time give some factual data concerning instances of such loss of, life and damage to property, with special application to the mining industry The annual loss of life and destruction of property by lightning is considerable; the former may be prevented to a limited extent, though use of common sense as to exposure is required and not always followed; the latter can be prevented to a considerable degree. The manufacturers of electrical equipment,, through improved types of lightning arresters,, have done much toward the protection of electrical equipment, with consequent safeguarding of life and of property. Education based on unfortunate experiences has gone far to discourage the handling of explosives and blasting accessories during thunder storms, especially in open pits and quarries, and to a much smaller extent in underground workings. The lowly lightning rod plays an important role in the protection of certain types of buildings (especially isolated buildings), stacks, monuments, and other structures. LIGHTNING PHENOMENA In 1751, Franklin proved that lightning was simply a visible display of electricity - an extended spark; and until a generation ago little had been added to his exposition, to define the various phases of the phenomenon. In this Bureau of Mines investigation, production was monitored for 1 year at over 30 coalbed gas-drainage boreholes located in Alabama, Pennsylvania, and West Virginia. Results indicate that the quality of data gathered from such wells can be improved greatly if potential problems are anticipated and prevented in the early stages of well production. Major water-monitoring problems include solids buildup, freezing, the presence of gas in surface waterlines, and improper pumping interval settings. Such problems may be avoided by incorporating in the original well design waterline filters, sand screens, separator tanks, and systems to automatically control pumping intervals. Problems related to measurement of coalbed gas flow include large quantities of water vapor contained in the gas, especially during winter months; freezing and subsequent obstruction of flow; sudden, uncontrolled release of gas pressure; and solids buildup in metering equipment. The installation of commercially available items, such as filters, separators, and insulation, and the thoughtful application of a basic knowledge of coalbed gas reservoir characteristics will prevent most production-monitoring problems.

Although the technology involved in removing material from below the earth's surface has a long history, communication systems in underground workings are relatively new to the industry. Communication equipment did not begin appearing in underground mines until the early 1900's. Figure 1-1 shows a miner using a Western Electric standard telephone set for underground mines in 1913. These early phones were essentially the same as those used aboveground, except that they were enclosed in cast-iron boxes as protection against moisture, acid fumes, and gases. In the 1950's, the Chesapeake and Potomac Telephone Co. of West Virginia introduced a telephone set for use in explosive atmospheres that was designed around the philosophy of explosion containment. To contain an explosion within the telephone set required a 39-pound casing, which greatly limited portability. [ ] Both of these telephone sets required "pipe" or conduit, not a very practical item for a 100-squaremile coal mine. A common thread prevalent in the first 40 years of design and development is that the primary effort was placed on the telephone set. In the early 19701s, as work began on the design of modern communication systems for use in underground mine environments, the following requirements were established: 1. Must meet intrinsic safety standards .--This applies not only to coal mines, but to other explosive environments. 2. Must be compatible with the environment.--The system must with- stand dust, moisture, and corrosive conditions. 3. Must be rugged in structure.-- The system must withstand maintenance by 10-inch pliers and 4-pound hammers, as well as impact from a falling piece of roof. 4. Must be size-flexible.--Whatever is built must be sized for the small operator as well as the large companies. 5. Must be a total system in design.--The system must be intrinsically safe, including cable, power supply, and station set. 6. Must work with present telephone system.--The system should be compatible with aboveground communications already in place; it should not be the single cause of change in aboveground communications. 7. Value-added pricing.--The system should be reasonably priced so that savings created by its introduction will more than offset the installation cost.

The Bureau of Mines Information and Analysis Directorate collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The Bureau's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority fur the Bureau of Mines survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96479, 96th Congress), which strengthens protection fur proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

The Bureau of Mines conducted studies related to SO2 air pollution to determine attritioning rates, SO2 sorption rates, and sulfur loads that could be obtained on commercial alkalized alumina sorbent pellets. Fluidized-bed attritioning rates ranged from 0.025 pct/hr for alkalized alumina with a crushing strength of 4 kg to 0.075 pct/hr for 0.5 kg crushing strength mate¬rial. Airlift attritioning rates ranged from 0.50 pct/hr for 3 kg crushing strength alkalized alumina to about 3 pct/hr for 0.5 kg material. Attritioning rates for the commercial alkalized alumina were comparable to those obtained for sorbent pellets prepared in the Bureau of Mines laboratory. Sorption rates were related to S02 concentration in flue gas, temperature, and presence of nitrogen oxides in the gas stream. Sorption rates at 300° C were 0.35 X 10-6 gS/gp/sec (grams sulfur per gram pellet per second) in 0.045 pct so, gas, 5.1 x 10-5 gS/gp/sec in 0.34 pct SO2 gas, and 65 X 10-5 gS/gp/sec in 10 pct SO2 gas. For the 0.34 pct S02 gas, sulfur loads of 0.10 gS/gp (the projected load for regeneration) were obtained in 47 min at 130° C and in 116 min at 300° C. The presence of either NO or NO2 in the 0.34 pet S02 gas increased the SO2 sorption rates 2 to 3 times at 300° C, but had no effect at 130° C.

Ferrous fractions recovered from urban refuse were tested by the U.S. Bureau of Mines, U.S. Department of the Interior, to assess their character, composition, and response to detinning. This research was conducted as part of the Bureau's efforts to conserve mineral resources through recycling. Results from laboratory and pilot tests established the technical feasibility of detinning scrap recovered from household refuse. Detinned products containing less than 0.03 percent residual tin were produced. Concentrations of other residual elements were determined and compared with those in existing commercial scrap and with proposed specifications. Studies were extended to include evaluations under commercial conditions. Preliminary tests on 5-1/2 short tons of ferrous fractions revealed the need for adequate shredding to assure optimum metal-caustic contact and minimize retention of tin-bearing rinse solution in the final baled product. The washed metal product contained 0.06 percent residual tin. Subsequent melt tests showed a yield of 91.4 percent. Based on these studies, full-scale commercial demonstrations showed that detinned bales equivalent to No. 1 bundle quality could be produced in carload quantities. Up to 5 pounds of tin per gross ton of scrap is con-currently recovered during the detinning process.

The U.S. Bureau of Mines estimated the potential availability of titanium from 39 mines and deposits in 12 market economy countries. The evaluated properties account for 76 pet of the market economy country demonstrated resources, which total 603 Mt of contained titanium dioxide (Ti02) in the minerals rutile, ilmenite, leucoxene, and anatase, and represent 95 pct of current production. Approximately 250 Mt of contained Ti02 could be economically recovered from evaluated titanium operations at January 1992 market prices. In terms of mineral concentrates, this equals approximately 19 Mt of rutile concentrate, 110 Mt of ilmenite concentrate, 47 Mt of synthetic rutile concentrate (in addition to the ilmenite), and 160 Mt of titanium slag that could be recovered. Over the past decade, the titanium minerals industry has adapted to the changing market. In the 1980's, titanium producers expanded production because of the rising demand for titanium products. Today, the titanium industry is in a state of overcapacity, and byproduct revenues, such as that from zircon, have become essential in keeping operations profitable. The industry has also witnessed a greater dependence on upgraded ilmenite products, such as titanium slag and synthetic rutile, because of the expense of rutile and the lower wastes emitted from these upgraded products. As a result of this dependence on upgraded ilmenite products, South Africa has become a leading titanium producing country and has displaced Australian production.

Several federal and state agencies have promulgated regulations that require the installation of operator protective structures on mobile equipment used in mining, construction, agriculture and logging industries. These regulations cover many different types of vehicles, from small farm tractors to large rubber-tired front-end loaders, and require structures that help protect the operator from death or injury from vehicle overturns, from falling tree tops and logs, from falling rocks, and from tree limbs in clearing operations. Two general types of vehicle operator protective structures have evolved over the past twenty years. The first of these is the "Roll-Over Protective Structure'' or "ROPS" that is essentially a "roll bar" or "roll cage" that provides a relatively safe area for the vehicle operator if the vehicle should tip over and roll. The second protective structure is the "Falling Object Protective Structure" or "FOPS" that provides overhead protection against falling material. The terms "ROPS" and "FOPS" are often used interchangeably (sometimes inaccurately) with "cabs", “canopies” , "roll bars" , protective structures" and other such descriptive names. In this report, "ROPS" describes the function of the structure; "FOPS" also describes a particular function. Thus a ROPS/FOPS could describe a cab or a canopy that provides both roll-over protection and falling object protection. “MESA” is used as an abbreviation for the Mining Enforcement and Safety Administration; "USBM" is used to abbreviate the U, S. Bureau of Mines.

Experimental modifications have been made by the Bureau of Mines on standard pneumatic rock drills to reduce the noise of the air exhaust, drill steel resonance noise, and noise radiated by the drill body. A close-fitting case and muffler around the drill body, consisting of a metallic honeycomb skeleton filled with viscoelastic absorber on the inside and a durable outer shell, provide both exhaust and drill body noise muffling and absorption. Drill steel resonance noise is reduced by a constrained-layer treatment consisting of a tubular metal cover bonded to the ouside of the rod by a viscoelastic filler. Damping alloy components have been developed to reduce metallic resonance noise. Combined, these modifications have reduced the drilling noise level in granite from 115 dbA to 97 dbA. Data are presented on the individual and combined effects of these modifications on drilling noise and performance.

One of the goals of the Bureau of Mines is to develop metallurgical pro-cesses that conserve energy and/or that take advantage of abundant domestic energy sources. Western lignites and subbituminous coals can be used for firing pellet induration and metallization furnaces. However, the refractory linings of these furnaces must be able to withstand attack from corrosive alkali metal oxides present in the ash of many of the low-rank fossil fuels. The Bureau of Mines conducted dynamic and static slag tests on high-alumina and alumina-silica refractories to determine their resistance to lignite ash slags. The investigations showed that increased alkali content in the lignite ash caused increased corrosion and erosion of the tested refractories. The degree of corrosion decreased with increasing alumina content, with the 99-percent-alumina refractories having the highest resistance. In general, the matrix phase was attacked preferentially to the alumina grains. Also, porosity reduction and tar impregnation enhanced the corrosion and erosion resistance. The 90-to 99-percent-alumina refractories are recommended for use as furnace linings in alkali slag environments.

Bench-scale experiment~ by the Bureau of Mines showed the gross effect of retention times ranging from 0.1 to 14.5 minutes on the conversion of high-volatile C bituminous coal to liquids and gases. The uncatalyzed coal was hydrogenated at 400°, 450°, and 538° C. and 500, 1,000, and 2,000 p.s.i.g. The percent coal conversion increased rapidly during the initial 3 minutes and asymptotically approached a maximum within 7 minutes at all conditions. Reasonably good correlations of coal conversion with time, pressure, and temperature were obtained. Temperatures up to 900° C. and retention times of about 1 minute are recommended for future experiments with the objective of producing only gaseous hydrocarbons and partially devolatilized coal suitable for use as solid fuel. The reactor contained 13 semicircular ledges, and the retention time was controlled by the rotation of scrapers which swept the coal from ledge to ledge. Only coal feeds that did not adhere to the internal mechanism could be used.

As part of its effort to reduce the environmental impact associated with mining and metallurgical operations, the Bureau of Mines used a modified form of the Environmental Protection Agency's Extraction Procedure toxicity test on copper reverberatory slags that contained low, medium, and high levels of the impurity elements As, Pb, Sb, Bi, and Zn. All tests resulted in extracts that did not exceed those limits published in the May 19, 1980, Federal Register; there-fore, these solid wastes were designated as nonhazardous for most landfill disposal situations. However, arsenic and lead levels disturbingly close to the allowable limits--and even higher levels of copper and zinc, for which there are no established limits--leached from the high-impurity-element granulated slags. These slags should be handled in such a way so as to minimize the possibility of water contamination. One baghouse dust was tested according to the EPA procedure and found to exceed the extract limits by a factor of 10. This solid waste may be considered hazardous.

Research investigations conducted on five ore samples show the applicability of heavy liquid separation (HLS) techniques to mineral processing. Under proper operating conditions, semicontinuous tests in small fluid cyclones yielded 90 percent sink-float concentrates with recoveries exceeding 90 percent on minus 35-mesh ore samples of kyanite, potash, spodumene, fluorspar, and beryl. Although none of the ores were examined in detail, their response to this novel concentration method provides basic examples that are typical of the process. Various aspects of cyclone design and operational characteristics of heavy liquid cyclone circuits were studied which demonstrated the flexibility of HLS by using multiple units connected in series. A comparison of two heavy liquid solutions, tetrabromoethane and methylene bromide, exhibited their individual advantages and limitations. Unique problems relative to this process are discussed including liquid viscosity, mineral composition of the ore, toxicity, and material handling hazards.

As part of its goal to minimize the requirements for mineral commodities through conservation and substitution, the Bureau of Mines is conducting research to determine the resistance of alumina refractories to corrosion by alkali-containing slags that could result from burning of the abundant Western lignites in metallurgical operations. Static corrosion tests were performed at 1,000° to 1,350° C and dynamic tests were performed at 1,400° to 1,600° C to investigate the stability of refractory specimens in slag environments. In general, the degree of refractory attack increased with decreasing alumina content in the refractory and with increasing alkali content of the lignite ash. The parabolic kinetics observed in static tests suggested that a reaction product layer is formed through which ionic diffusion must occur to sustain the reaction with the refractory material. The linear kinetics observed in dynamic tests in high-viscosity slags indicated a shearing of the reaction product layer by viscous slags. The observed lesser attack of refractories by low-viscosity slags can be explained on this basis. Two 99-percent-alumina refractories and two 90-percent-alumina refractories formed an expanded protective layer with the more viscous slags but not with the less viscous slags. Corrosion of 90-percent-alumina refractories increased exponentially with temperature. In refractories with the same nominal alumina content, those that contain a combination of a-Al203 and mullite (3A1203?2Si02) have better corrosion resistance than those containing a combination of a-Al203, cristobalite (Si02 mineral), and mullite. In alkali environments (1,300 to 1,400° C), 90-to 99-percent-alumina refractories are recommended for use as furnace linings.

In 2004, there were 646 underground coal mines in the USA employing 37,445 miners. These mines reported 3556 injuries to MSHA that year - 17% were associated with bolting machines (593 injuries), 8% with continuous miners (283 injuries), and 4% each with Scoop/LHD (1 51 injuries), shuttle cars (134 injuries), and personnel transport (145 injuries). The use of the frequency of reported injuries for the prioritization of risk control strategies has limitations because of the tendency to underestimate the importance of relatively rare but high-consequence events. Injury reports also underestimate the contribution of risk factors such as whole body vibration, which have a long-term cumulative contribution to an elevated risk of injury. However, taking these limitations into consideration, the results of the injury narrative analysis suggest the following hazards as the highest priority for elimination or control: • rock falling from supported roof • inadvertent or incorrect operation of bolting controls • handling continuous miner cable • collisions while driving LHD/Scoop, shuttle cars and personnel transport • rough road while driving or traveling in LHD/Scoop, SC & PT

Water-jet-assisted cutting involves the use of a mechanical cutting bit in combination with a high-pressure water jet directed just in front of the bit tip. Such a jet can offer benefits in terms of improved cutting, reduced dust and fines, and improved bit wear. The Bureau of Mines, through a contract with the British National Coal Board, has re- searched the use of water-jet-assisted cutting on roadheaders. After several engineering design problems were overcome, this program led to the successful underground testing of these roadheaders. Today, more than 60 water-jet-assisted roadheaders are in operation around the world, and numerous others are on order. This paper details the evolution of these machines and the benefits to be gained by their use.

This publication comprises tables listing friction loss for a flexible, spiral-reinforced circular ventilation tubing system. The tables were constructed with the following parameters: a friction factor of 62 X 10-10, 10-foot sections of tubing ranging in total length from 100 to 550 feet, air quantities ranging from 1,000 to 15,000 cfm, and one to four 90° bends in the tubing. The aim of this publication is to improve ventilation tubing analysis and to provide a method of proper fan selection.

"During the coming winter, it is probable that many householders who have habitually been users of anthracite coal will be obliged to turn to some other fuel for heating purposes, because of the limited supply of anthracite. The next best fuel, from a standpoint of cleanliness and ease of operation, is coke, but here again the supply is inadequate and the householder will have to fall back on bituminous coal. Though bituminous coal has the dis¬advantage of being dirty to handle, requiring more care in firing, and of giving off considerable smoke, it will be more generally available, costs less, and in the better grades which will naturally find their way to the domestic market, is higher in heat value, and contains less ash than anthracite.Choice of CoalThere a variety of bituminous coals are available, the householder should choose a low volatile coal, such as New River, Pocahontas, or some other ""smokeless"" coal, or the British coal now being offered in the markets along the Atlantic seaboard. Though not necessary to have the coal sized, as is the case with anthracite, it will be found cleaner to use coal from which the fine dirt has been screened. If it is found that excessive dust is caused when firing the coal, this can be reduced by slightly wetting the coal at the front of the bin, as it is being used.Method of Firingusing bituminous coal instead of anthracite in the domestic furnace, it will be necessary to use an entirely different method of fir Instead of leveling the fuel bed and putting on fresh coal in an even layer over the entire fire box, the coked and partly burned coal remaining from the previous firing should be pushed as much as possible to one side of the box, and the fresh coal thrown into the empty side so as to leave some burning coal exposed. In this way the green coal is heated slowly, the volatile gases are given off gradually, and are ignited by the burninggoing to waste up the chimney unburned."

"Necessary Qualities There mines are located in out of the way places, where timber is scarce and its price high, the problem of protecting it from fire risk is of considerable practical importance. Scarcity of timber for mining purposes is commonly met with in the more arid parts of the country, where, also, mine timbers are most likely to become dry, and inflammable, and where, therefore, the risk from fire is accentuated. Any effective and cheap method of securing adequate protection of such timber at the lowest possible cost is worthy of careful investigation. The use of magnesite cement has been suggested in this connection.The necessary qualities for any substance for the use suggested above may be summarized as follows: It should be resistant to abrasion, and to impact and structural stresses. It should be durable when subjected to the action of the ele¬ments, and stable to any minor derangements of the base on which it is placed. It must be relatively unaffected by changes in temperature, by the action of water, and should adhere to the material on which it is placed, and it should also be free from shrinkage cracks due to setting up the material, Magnesite cement appears to fulfill the various conditions outlined above.The elasticity of such cement is the outstanding quality which makes it desirable for exterior work. It also possesses the ability to adhere to all materials in a marked degree. Its freedom from expansion and contraction after setting is one of the principal reasons for its adhesive quality. It may be applied to old brick or stone walls, even tho they have been repeatedly covered with paint, and the quality of ad-hearing to wood makes it possible to secure a weather-proof protection to the wooden casings and trim of exterior openings. The quality of adhesion and elasticity is easily proved by applying a 1/2"" layer to a 1"" board which has been first covered with metal lath. Such a board, about 8 feet long, may be repeatedly deflected about 3"" in the center without breaking the bond to the board, or causing any cracks to appear in the magnesia cement. The ability to resist fire as well as the possession of insulating qualities are also desirable characteristics of magnesia cement stucco."
