The Bureau of Mines developed a flotation method for concentrating spiral tailing produced from pilot plant tests on the Champion mine ore fines . The feed material contained about 49 percent Fe and 15 percent SiO2 and was posed mostly of specular hematite , muscovite , and chlorite . Bench- scale , batch flotation research developed a reagent suite composed of tall oil - fatty acid , fuel oil , sulfuric acid , sodium fluoride , and sodium silicate for recovery of iron minerals in the froth product . Concentrate made with the reagent suite contained 87.3 percent of the iron and analyzed 65.6 percent Fe and 1.9 percent SiO2 . Continuous flotation tests were made with a nominal feed rate of 400 lb /hr , but without middling recirculation . Using nearly the same amount and complement of reagents as in the batch tests , three similar continuous tests gave concentrates averaging 63.9 percent Fe and 3.1 percent Sio while recovering about 86 percent of the iron .

The U.S. Bureau of Mines studied the 3,500-acre Winegar Hole study area, Idaho, a legislatively proposed (101st U.s. Congress) addition to the Winegar Hole Wilderness, Wyo.; it adjoins the western boundary of the Wilderness at the Idaho-Wyoming border, about 15 m; east of Ashton, Idaho. The study was part of an Idaho Land Assessment Program to provide minerals information for land-use decisions, and ensure domestic mineral supplies. The study area is an east-west elongated, wooded plateau south of Falls River. Although the area is covered with surficial glacial deposits, it is probably underlain by volcanic flows; light-colored and mafic flow rock were noted in sparse outcrop. No mines, prospects, mineralized areas, or mineral resources were found in the study area during a literature and field search. The only nearby prospects include geothermal and rock aggregate (volcanic cinder) sites, and several placer claims. Although the Winegar Hole study area lies within a region of potential geothermal resources, no evidence of geothermal activity was observed. Rock in the area does not split into flat slabs, which could be useful as dimension stone, and would require crushing to be used 8S aggregate. Alluvium (placer) samples contain less than SO.01 per cubic yard gold (at a $350 per oz price); alluvial deposits are too small to contain gold resources.

A comprehensive review of published research was carried out to identify methods for teaching and assessing critical but nonroutine skills needed for coping with emergency situations. Computerized searches of the relevant data bases were carried out, along with identification of relevant articles and materials by personal contact with experts in many fields. The citations listed in this bibliography resulted from this systematic literature search and review. The computer searches and an analysis of this literature are described in technical report 1. Specific methods for assessing critical skills proficiency in aviation, medicine, organization management, the military, and other industrial/ technical workplaces were described. The potential application of these methods for teaching and assessing (1) critical first aid and (2) self-rescue and escape skills to underground coal miners in annual refresher training was explored. Research and development activities that may improve mine health and safety training were suggested. Most of the entries in this bibliography were assembled in 1984 through 1985. Study of these materials contributed to the completion of the project research that followed. This later work is reported in the project technical report 2 and the final report. This bibliography is most useful when combined with examination of technical reports 1 and 2 and the final project report.

Coal and nonmetal mining used about 4.3 billion pounds of explosives and blasting agents during 2001 in the United States. A major part of this consumption was related to surface mining. Mine Safety and Health Administration accident data indicate that flyrock and lack of blast area security were the primary causes of blasting-related injuries in surface mining. Fatal injuries due to lack of blast area security were primarily caused by failure to clear blast area or inadequate access control to the blast area. At a coal mine, a neighbor walked into the blast area and was fatally injured. The blaster could not see the victim entering the blast area from the firing station. In another case, a passenger in a vehicle was fatally injured by flyrock because highway traffic was not monitored during the blast. In another example, a dozer operator entered a blast area due to lack of access control. Several fatalities resulted from using inadequate or no blasting shelter. A crane operator was fatally injured while standing in the open about 120 ft from the blast site. In another instance, a helper, standing about 150 ft away from the edge of a blast, was fatally injured by flyrock. In a limestone mine an equipment operator was fatally injured while guarding access roads in a pickup truck. This paper briefly describes six representative fatalities due to flyrock and lack of blast area security in coal and nonmetal mines. Several mines were visited to collect information relative to working practices aimed at mitigating blasting hazards. Salient information obtained through these visits is presented.

To identify the most successful methods now in use for controlling respirable dust in longwall mines using double-drum shearers. Approach Conduct dust surveys at six longwall mining sections that use double-drum shearers and are regularly in compliance with the Federal Respirable Dust Standard, to identify effective dust control techniques. The selection of mine sites was based on recommendations provided by the Mine Safety and Health Administration. Instantaneous and short-term gravimetric instrumentation make it possible to isolate longwall dust sources and to determine the effectiveness of dust control techniques. (These procedures were developed by the Bureau of Mines, and are described in detail in Technology News Bulletins 134 and 135.) Production levels, and seam heights at each of the six longwall sections were: 53", 700 tps; 60", 800 tps; 72", 1000 tps; 79", 1500 tps; 84", 2000 tps; 96", 1500 tps. Survey Results Three effective dust control techniques were identified. 1. Shearer Operators on Intake Side of Lead Drum-At all mines surveyed, an important factor in controlling dust exposures at the shearer is the use of a cut ting sequence that allows the shearer operators to work most of the time on the intake air side of the lead drum. Emphasis is placed on assessing the hazard potential, on ventilation principles, and on monitoring for gas. The chapter also emphasizes the importance of human factors in reducing explosion risk. Ensuring safe conditions is much more than just good engineering design. It also involves the every-day vigilance of those working underground. This does not imply that the engineering design can be ignored, only that the job of providing safe conditions has just begun with design. EARLY INDICATORS OF A GAS PROBLEM For the engineer planning a tunnel project, reliable early indicators of methane are scarce. How-ever, the local geology can often provide some information.2 Carbonaceous rocks and tar sands are a likely methane source. Gas is also a distinct possibility if it is known to be present else-where in the same sequence of geologic formations. Swampy areas, sewerage systems, and landfills are also candidates because the decomposition of organic materials produces methane. The gas in a tunnel can originate in the strata being excavated, or it can migrate a considerable distance from adjacent strata. Test borings at the project site can also serve as initial indicators of gas. Methane has no odor, but may be emitted along with gases that do. If gas is emitted from the borehole, a sample may be collected by inserting a tube into the hole as far as possible and pumping the gas out. The gas sample should be collected in a sampling bag or canister for later analysis by a chemical laboratory.3

Rock mass classification systems are extremely useful for site characterization and have been employed by the rock mechanics community for several decades. While empirical in nature, the classification systems provide a viable means to quantify the nature of rock mass, which is necessary for stability analyses. In U.S. coal mines, the Coal Mine Roof Rating (CMRR) is the most widely used classification system for several purposes, including sup-port selection, chain pillar design, assessing the stability of extended face cuts, etc. The Analysis of Roof Bolt Systems (ARBS) is an empirical method developed from the CMRR to guide selection of roof bolts as the primary support system in U.S. coal mines. In this paper, the experience of Peabody Energy in applying ARBS to sup-port design is discussed. In general, data from the Peabody mines show that ARBS predictions match well with field conditions. Peabody, however, does not use ARBS as the stand-alone methodology for support selection. Peabody uses a two-pronged approach in which the support requirement is initially estimated from the classification method, and then numerical modeling is used to select the proper reinforcement system. Such an integrated approach is necessary, as ARBS suggests only the “amount of steel” that may be used to support the roof and does not specify which type of roof bolt to use. A case study is used to demonstrate the usefulness of ARBS and Peabody’s integrated approach to support design. Also, the application of ARBS at several Peabody mines showed a very good correlation with support cost. The correlation indicated a direct relation between bolting cost and the ARBS value.

Develop a method for control of groundwater inflow to chronically "wet" sections of underground coal mines, in order to reduce groundwater interference with mining activity and to minimize acid mine drainage. Approach In eastern coal regions, groundwater stored in fracture zones in the rock mass can create a significant water problem for underground mining operations. Fracture stored inflow to mine workings impedes mine productivity since storage water sources usually release at the active face, creating the poor mining conditions typical of a "wet" section. Fracture water can also contribute to AMD problems when the water subsequently contacts sulfide minerals in the coal, The Bureau of Mines has developed a mine-dewatering method that eliminates many of the problems associated with mine water inflow by draining these fracture zones before the water can reach the developing face and interfere with mining activity. How it Works The dewatering method removes large volumes of the stored groundwater through high-capacity pumping from a minimal number of wells placed strategically on fracture traces (the surface expressions of fractured rock zones). These fracture traces are located through low-level aerial photographic and geologic investigation. As shown on the map, dewatering wells are sited precisely on fracture trace intersections in order to take advantage of the increased pumping capacity gained from these zones of high permeability. Since 1988, there have been thirteen documented incidents in the United States and Canada in which carbon monoxide (CO) is suspected to have migrated through near surface strata into structures or other enclosed spaces as a result of nearby trench blasting or surface mine blasting. From these incidents, there are thirty suspected or medically verified CO poisonings and one fatality associated with these incidents. To better understand the variables contributing to this hazard, the National Institute for Occupational Safety and Health (NIOSH) carried out a small-scale field study to identify key factors that may contribute to the migration of CO through the ground. NIOSH conducted single-hole heavily confined experimental test shots to measure the radial pressure pulse as it propagated through surrounding monitoring holes to determine if a relationship existed between the pressure pulse and resulting CO measurements afterwards. NIOSH also monitored blasts at an airport construction site. Following the detonations, the concentrations of CO, nitric oxide (NO), and nitrogen dioxide (NO2) were monitored for several days in the surrounding satellite holes. The peak CO measurements relative to distances from the shots were compared. Pressure histories and peak particle velocities (PPV) were measured at monitoring boreholes. It was found that the differential pressures recorded within the boreholes give some indication as to the likelihood of CO appearing, whereas the PPV measurements do not seem to be as good an indicator for potential CO migration. In this limited study, changes in barometric pressure had very little influence on removing the trapped detonation products, whereas applying a vacuum to the monitoring holes was effective in reducing the entrapped CO concentration.

The following additional studies are recommended: 1. Future development of the magnetic sludge process should involve optimization of the process variables; these include stirring rate, sludge heating time, aeration rate, method of preliminary sludge dewatering, and the effects of magnetic separation for final sludge processing. In addition, the matter of amenability of coal mine waters to treatment should be considered more thoroughly by means of a more comprehensive literature review as well as actual tests on mine drainage samples. 2. The technique of sludge freezing should be explored further. Emphasis should be given to conservation of energy in the process, and the filtration characteristics of the resulting sludges should be evaluated. 3. Further studies should be conducted on the feasibility of the CO2-addition approach to mine drainage sludge densification. The filtration characteristics of product sludges should be evaluated, and the possibility of recovering and recycling the residual alkalinity of the sludge, either directly as CaCO3 or as CaO plus CO2 after calcination, should also be explored further. 4. Efforts should be made to develop cost data for the conceptual processes involving magnetic sludge formation, sludge freezing, and C02 pretreatment, with the purpose of selecting at least one of these processes for further testing at a field site. 5. The use of inexpensive waste materials (e.g. fly ash, "red dog," slag) as sludge additives, possibly in conjunction with coagulant aids, should be considered further. Results of the present studies have indicated that such materials, employed in relatively large amounts, increase the density and enhance the filterability of sludges from lime neutralization of coal mine drainage. The use of pulverized blast furnace slag in this regard appears particularly promising, and studies should be made to ascertain its availability, relative cost, residual alkalinity, and behavior as an additive in conventional mine drainage treatment processes involving lime neutralization and aeration.

Laboratory investigations were made by the Bureau of Mines on ore containing the sulfides of both mercury and antimony to develop a method or methods for the economic recovery of mercury metal and the concurrent recovery of antimony as metal or salts,. If standard mercury-recovery techniques are applied to such ores, the antimony content interferes with the effective production of mercury metal; further-more, the antimony is lost. This report presents the results of tests on a sample of cinnabar-stibnite ore from the Red Devil mine near Sleitmute, Alaska. Red Devil ore was chosen for the investigation because it is purported to be typical of ores of the Kuskokwim River area, which, in their aggregate, constitute large potential reserves of mercury and antimony. Studies included petrographic, spectrographic, and chemical analyses, gravity-separation tests, bulk flotation of mercury and antimony sulfides, differential flotation, leaching, and furnacing of crude ore and of flotation concentrate.

This trainer?s guide is designed as a reference manual. The purpose is to offer information and examples to skills trainers to assist them in structuring training for new operators of Walk-Thru roof bolting machines. Trainers can use this manual as a resource for helping trainees learn, understand, and apply knowledge and skills. In this sense, the guide is not prescriptive. It is designed to offer information and trigger ideas on what might be done to accelerate learning to those who are new to the roof-bolting task. On-site trainers can modify this guide to fit their conditions, machines and equipment, and work procedures. They can integrate roof control plans, company policies and procedures, and operators? manuals from the manufacturers of the original equipment into this guide. Every trainee is different and will come to the job with varying levels of relevant knowledge and skills. The trainer?s decisions on where to start, how to organize the on-the-job and classroom training portions, and when and how to offer different aspects of the training will be based on (1) a pretraining assessment of the trainee?s knowledge and skills and (2) the trainer?s experience in conducting skills training. The ?Skill Check? section might be useful for deciding where training should start among miners who have underground experience but limited knowledge of roof-bolting techniques. Every job carries a learning curve and likely has a number of ?teachable moments? where significantly new knowledge and skills can be learned.

This report describes three cases of carbon monoxide (CO) poisoning in a manhole, including one fatality, from CO migrating through soil after nearby use of explosives. A municipal sewer project involved installation of new pipes and manholes. Work of the general construction contractor was interrupted when a subcontractor detonated 265 pounds of nitroglycerin-based explosive 40-60 feet south of the manhole to break up underlying rock. A construction worker who descended into the manhole 45 minutes after the explosion collapsed within minutes, and two co-workers descended into the manhole to rescue him. One rescuer retrieved the unconscious worker, and the other rescuer died in the manhole. All workers had elevated carboxyhemoglobin levels. In the subsequent NIOSH investigation, air monitoring was conducted with real-time instruments, and air samples were collected in Tedlar bags. Laboratory analyses of the bag samples collected near the bottom showed 1905 parts per million (ppm) CO, 19.5% oxygen, and 3% carbon dioxide. Direct reading instruments showed progressively higher concentrations as the sensor was lowered into the manhole. Subsequent chamber tests on sample explosive yielded 27 liters CO per kilogram detonated. Based on this value, the surface blast at the construction site may have produced about 3,250 liters (114.8 cubic feet) CO. The CO in this incident most likely was released from the nearby explosion and migrated through soil and fractured rock into the manhole. The blasting and construction industries should be made aware of this previously unrecognized CO exposure hazard associated with surface blasting. The extent of CO exposure from explosives used in construction is not known, and additional information on the extent of CO exposure must be collected. In addition, confined space entry procedures (including monitoring confined space atmospheres before entry) should be observed; CO monitoring of confined spaces in the presence of blasting can prevent future incidents such as this one.

The feasibility of basic oxygen furnace (BOF) offgas heat recuperation by preheating scrap was investigated on a pilot plant scale by the Bureau of Mines. In this study, offgases generated during the oxygen blowing of a molten pig iron and scrap charge were passed through a static bed of shredded auto scrap. Scrap quantities varying from 100 to 180 pounds and representing from 22 to 40 percent of the 450-pound BOF metallic charge were preheated in this manner. Average scrap bed temperatures of 1,650° F for 100 pounds of scrap and 1,150° F for 180 pounds of scrap have been achieved during the blows. As compared to cold scrap used in the normal BOF practice, it was found that by preheating scrap, usage could be increased by 43 percent. The thermal energy recovered by this preheating method can account for up to 44 percent of the energy necessary to melt the scrap.

This Bureau of Mines report describes analysis of a copper slag for 13 elements from a single sample solution by flame atomic absorption spectroscopy. Samples are dissolved with 7 ml of an HC1-HF-HN03 (3:1.5:2) mixture in heated plastic pressure vessels. A 1.5-pct boric acid solution is added to dissolve precipitated fluorides and to reduce matrix effects that interfere with atomic absorption analysis. Preparation time is less than 1 hour per batch of 10 samples. Total analysis time is less than 6 person-hours for 130 determinations with an average relative standard deviation of 1.83 pct for the 13 elements. Simple acid standards were used for all determinations. Values obtained by this method are in excellent agreement with values obtained by slower, more costly procedures.

Recent employment figures (taken from the Mine Safety and Health Administration's database) indicate that the number of independent contractor' employees working in the coal mining industry has doubled over the past ten years. As their numbers increase, they become a more visible segment of the industry. [ ] Increased exposure to mining hazards has also brought an increase in the number of fatalities involving independent contractor workers. One gauge that is traditionally used to evaluate the overall safety of an entity is the "number of fatalities." Over the five-year period from 1985-89, 27 independent contractor employees were fatally injured while working on coal mine property. This number increased to 45 fatalities during the subsequent five-year period from 1990-94. Nearly half of these fatalities (47%) were due to accidents involving powered haulage (See Table); 13% were electrical accidents; and 9% were machinery accidents. Combined, these three accident classifications accounted for 69% of all coal nine independent contractor fatalities. Information taken from fatality data is an important piece of the safety puzzle; however, other variables need to he examined in order to better define contributing factors associated with accidents. More specifically, information on trends in fatal and nonfatal accident and injury data is necessary before deciding what approach should be used to improve safety. In order to implement appropriate safety strategies, it is important for safety practitioners to examine all available lost time accident and injury information. The following coal industry data sites specific and present trends of independent contractor employees working in underground locations at coal mines, surface areas of underground coal mines, surface coal mines, and preparation plants. The data compares employment and accidents for time periods at the beginning and the end of a ten-year span from 1985 to 1994. Because the number of incidents involving independent contractors in certain accident categories during any one year may be small, three-year totals are used; the first three years (1985-87) of the ten-year period are compared with the last three years (1992-94). Bureau of Mines studies of copper-bearing Permian red beds, which extend from north-central Texas through western Oklahoma to southwestern Kansas, indicate heretofore undefined commercial possibilities for low-grade, medium-volume, strip-mining operations. Potential ore bodies are indicated containing 0.5 to 1.5 percent copper in zones 6 to 12 inches thick. Cost analysis studies indicate a commercial operation is feasible for a hypothecated 1,000-ton-per-day ore mining and milling complex where a maximum of 60 feet of overburden can be stripped in mining a seam of shale 12 inches thick containing 1.2 percent copper

This preliminary statement presents some of the results of tests carried out at the Lakeside Station of the Milwaukee Electric Railway and Light Co. , by the fuel section of the U. S. Bureau of Mines , in cooperation with the research department of the Combustion Engineering Corporation of New York . The object of these tests was to determine the thermal efficiency , ease of operation , and other particulars of a boiler equipped with specially designed furnace and burners for burning powdered coal . The boiler tested haş 13380 square feet of heating surface , and is one of eight boilers equipped with the Lopulco powdered coal system supplying steam to two 20,000 -Kw . steam turbines in the largest power house burning powdered coal . Twenty- six tests were run at rates of heat transference varying from 4000 to 8000 B.t.u. per square foot of boiler heating surface , and the mean thermal efficiency attained was about 84 per cent , based on the gross calorific value of the fuel as fired . The efficiency varied little with the rate of steaming , and its high value is accounted for by the small loss from incomplete combustion and the small amount of excess air which varied from 5 to 36 per cent . The coal burned had a gross calorific value of about 11500 to 12800 B.t.u. per pound , contained 2 to 5 per cent moisture , 33 to 36 per cent volatile matter and 9 to 13 per cent ash, and was so ground thaf 89 to 95 per cent would pass through a 100- mesh sieve . The ash had a softening point of 2150 to 2450 degrees F. , but did not fuse together at the bottom of the furnace because it was partly protected from the flame radiation by means of a series of water tubes connected to the boiler which were placed between the fumace bottom and the flame, ..

The Pittsburgh petroleum laboratory of the Bureau of lines has recently developed an improved method for the determination of water in pctroleum emulsions. It has been described in detail in an article entitled "A convenient method for the determination of water in petroloum and other organic emulsions" by E. W. Dean and D. D. Stark (Jour. Ind., and Enc. Chem. Vol. 12, ſay, 1920, page 436). It is essentially a modification of the familiar procedure of "distillation with an iniscible solvent", the improvement consisting in the use of apparatus that is rºck more convenient than any previously employed. The method has been used with marked success in the Bureau's laboratories for a period of about a year and has also been tried with equal satisfaction by a number of other laboratories. It has been most extensively employed for determining the water content of heavy fuel oils but has been applied also to several other types of emulsions, including shale oils, tars derived from coal, greases, and mixtures of powdered coal, oil and water. The Bureau has received a number of requests for information regarding commercial sources for the apparatus used, and having been assured of the value of the method, has taken steps to render it available for general use. - The equipment is, with the exception of two items, made of parts that are obtainable from the ordinary stock of chemical supply houses. The two exceptions are (1) the so-called "distilling tube receiver" and (2) the electric heater. The former is an essential part of the equipment; the latter is a convenient ac cessory but it can if necessary be roplaced by a gas burner. Efforts on the part of the Bureau staff to ronder these two items of apparatus available for purchase from supply houses, or for production by the user are hero described.

This study presents a historic overview of the role of mobile roof support (MRS) technologies in improving stability and worker safety and presents the results of recent field evaluations of the MRS load rate monitoring device and other remote deformation-monitoring techniques. Field studies were implemented at two sites in cooperation among researchers from the National Institute for Occupational Safety and Health (NIOSH), Maleki Technologies, Inc., and J. H. Fletcher & Co. The objective of the field programs were to (1) study the interaction between MRS’s and coal mine strata and (2) develop and test suitable monitoring systems for assessing roof and pillar stability. An MRS consists of a roof canopy, four hydraulic cylinders, a caving shield canopy, and associated electromechanical systems mounted on crawler tracks. The machines are controlled by radio from a remote location and operate on self-contained power units. Typically, MRS’s have capacities of 5,340 and 7,120 kN (600 and800 tons). In comparison to posts, an MRS is capable of maintaining the yield load after significant amounts of roof-floor deformation. Because the mining cycle is accelerated, MRS’s help reduce the potential for time-dependent roof falls. MRS performance has been monitored in the laboratory under controlled static loading conditions and in the field under deep, two-seam mining conditions. Laboratory studies have quantified support capacity and system stiffness as a function of machine height. Field investigations have focused on determination of optimum operating conditions and development of warning systems that indicate excessive load on the machine and/or impending roof-pillar stability problems. Analyses of field data show that roof instabilities are influenced by (1) pillar failure, (2) pillar yielding, (3) mine seismicity, (4)geologic structures, and (5) panel layout designs and mining practice.Pillar yielding and failure (unloading) and seismicity can be conveniently monitored by the load rate monitoring device, but for consistent detection of roof falls, additional deformation measurements directly within the cuts are needed.
