All state mining laws require that flame safety lamps be used in gassy mines; the laws of some States require that safety lamps be kept for emergencies at every coal mine, whether gassy or nongassy. The use of the flame safety lamp has been widespread because it is the only defice readily available for detecting both the presence of methane and deficiency of oxygen. This paper reports the results of an investigation by the Electrical Section, in cooperation with the Gas Section, of the Pittsburgh Experiment station relative to the behavior of permissible flame Safety lamps in mine atmospheres deficient in oxygen and the effects of methan5/ on the detection of oxygen deficiency.

Most laboratory sealant studies were carried out in 2.0 inch I.D. Plexiglas tubes of 9.0 inches height containing 4.0 to 4.5 inches reconstructed soil from an 0-8 or 8-16 inch soil horizon at the Lanse site. (When soil was used from the Kato site, the top soil horizon was approximately 0-4 inches. The 4-8 inch horizon was somewhat comparable to the Lanse 8-16 inch horizon.) A 20 mesh Saran or steel screen was placed over the rubber stopper with a bottom drain to a 100 ml measuring cylinder. In some earlier experiments a 1/2 inch bed of 1/4 inch pea-gravel was then added, but in later experiments this was eliminated as it showed no particular utility. Field soil samples collected by a shovel were stored in sealed containers and sieved through a 4 mesh screen just before use. (Moisture content was typically about 25% for A horizon soil and about 20% for B horizon soil.) The sieved soil minus roots was then added in increments of about 1 1/4 inches. Compaction was effected by dropping a weighted ramrod (1-7/8 inches O.D,) five times from a height of two inches. If about twenty tamps were used or if the soil columns were rapped vigorously while water-logged, compaction was high with no detectable percolation. Freezing such samples would then usually cause very slow percolation, e.g. 1-2 ml/day. Using this as a standard procedure, percolation flows were usually stablized after two to three days to rates of about 100 to 200 ml/hour. Percolate was recycled carefully to minimize disturbance of the soil surface. When percolation flows were about 100 to 200 ml/hour, various additives (sealants) were introduced to the moist column in two to three increments to maintain a slight head. Additive concentrations were usually 2-1/2% with some at 5% in earlier experiments. Typical use of 40 ml of 2-1/2% additive corresponds to 4400 lbs/acre. When no more additive was present as supernatent liquid, water washes of about 15 ml were then used several times followed by special additives as needed. More water washes were then used to maintain a head of about 1/2 inch. Percolate was collected in 100 ml cylinders to measure percolation rates in ml/hr. Turbid percolate was evaporated to determine amount of eluted latex. Percolate was sometimes checked for pH by Pan-pH Indicator Paper9,10 reading in 0.5 units. Surface tension measurements were sometimes made by a DuNouy tensiometer10 in experiments using a surfactant for pretreatment.

HAVIC is a collaboration of investigators from North America, Sweden, and Finland having a scientific mandate from NIOSH, to study the exposure response relationship between vibratory tool exposure and adverse health effects. Five cohorts, the Suomossalmi forest workers cohort, Volvo truck cab workers, Connecticut shipyard workers, and matriculating dental hygiene students and experienced dental hygienists have been under study. In the case of shipyard workers, there was survey and tool exposure data from 1988, although detailed subject testing was only available within the timeframe of the study. The truck cab assembly workforce was an inception cohort that had been followed from 1994 along with age-matched controls. The Finnish forest workers had cumulative health data on a cohort (n=52) that had been studied from 1976. For a subset of these subjects, there was detailed tactometry testing in 1990, 1995, and 2003. Accordingly, there was historical as well as new prospective data for the industrial cohorts. The Suomossalmi cohort was reassembled only for our study, which precluded follow-up evaluation and because of retirement is almost certainly the last time this historic group will be studied. The study features are: • Characterization of the exposure response relationship for hand-arm vibration through a study design, incorporating multiple cohorts, some having existing historical data, • Selection of cohorts to include different types of vibration: oscillatory (forest workers) impact (truck cab workers), high frequency (dental hygienists) and mixed (shipyard workers), • Inclusion of two inception cohorts: dental hygiene students and Swedish truck cab workers, • Methods for multi-site and historical integration A description follows. [ ] Methods The study included surveys, physical evaluation, and a selection of battery of “best tests” (cold challenge plethysmography, multi-frequency tactometry, segmental sensory nerve conduction velocity [SNCV]1,2,3) applied across groups to quantify responses to exposure. Exposure monitoring included exposure characterization through daylong data logging at the individual level. Workers at each site were instrumented with a microcomputer-based Vibration Exposure Monitoring (VEM) system, developed at the Biodynamics Laboratory of UCHC and about the size of a police walkie-talkie, to record user-specific tool-operating times, vibrations, and grip forces throughout all, or a representative part, of their workday. More specifically, data logging methods involved the direct monitoring of work cycles, involving tool operation time and measures of tool vibration, namely the root-mean-square (RMS), root-mean-quad (RMQ), and root-mean-oct (RMO), and grip forces, each calculated per minute. For this study, the questionnaire was homogenized with other vibration studies4,5,6. Cross-translation was directed by the multi-lingual investigators, and then reviewed by the study team. Various chemicals, including compounds of copper and lead, were added to a mixture of No. 2 and No. 6 fuel oils that was fired in an experimental furnace. Tests were made to determine (1) the effectiveness of these chemicals in removing soot deposits on probes devised to simulate heat-transfer surfaces in boilers and (2) the effectiveness of the chemicals in preventing the deposition of soot on the probe surface. Test conditions were regulated so that the temperature of the products of combustion adjacent to the probes was in the range of 625° to 700° F. The clean-metal temperatures of the air-cooled probes were comparable with the water-tube temperatures in boilers operated at 40 to 100 p.s,i.g. The dosages of the fuel oil additives used in these tests were generally larger than those usually recommended for most proprietary compounds.

The investment involved in any communication system represents a considerable sum. Even though it is desirable that the system work properly each and every time it is called into use, some failures are bound to occur. Most failures, however, and especially those that occur most frequently, are due to poor installation techniques. An extra hour spent at an installation site can save many maintenance trips and many frustrating hours of system troubleshooting. Typical faults likely to cause communication outrage are Pager phone systems Poor splices aggravated by corrosion. Strain relief not provided. Drip loop not provided. Incorrect branch connections. Overloading the circuit. Poor battery connections. Improper wire size or type. Lightning strikes. Improper placement of wire runs. Carrier phones Mounting transceiver near load resistors or other sources of heat. Tracks not electrically bonded. Cable abrasion due to poor mounting location. Disconnected battery. Poor mechanical installation. Each installation should be well planned. After an installation is completed, the technician should ask the question, "What can go wrong with this unit or line?" Remember the adage, "Whatever can go wrong, will." Preventive measures taken during installation will pay off in the long run. 6.2 Pager Phone Installation The pager phones used in many underground coal mines are battery-operated, party-line telephones with provisions for loudspeaker paging. The system is usually two-wire, nonpolarized, and operated by self-contained batteries. Many of the individual units are certified as permissible. 6.2.1 Mounting Pager phones are designed to be mounted on an upright support at the desired location. For convenience, the phone should be mounted 5 feet above the floor where there is no obstruction to using the handset or removing the cabinet front cover for servicing or battery replacement. In low-coal situations, a suitable height for installation should be selected convenient to the normal operator's position at the site selected. About 12 inches of free space on each side of the phone should be provided for cabinet access. The phone should be protected against direct exposure to dripping water and should not be allowed to rest in a puddle of water. The mounting location should be convenient to a work location and have a safe, unobstructed area for a worker to stand and use the phone. The phone must be in a location where the worker will not be in the path of moving vehicles or falling debris. Each telephone is normally well insulated, but it is still good practice to provide an insulating mat or dry planking for the user to stand on.

Since 1970, abnormally high methane emissions have been observed in eastern sections of the Federal No. 2 Mine operating in the Pittsburgh Coalbed in northern West Virginia. The nature and volume of these emissions indicate a source other than the coalbed. An investigation was undertaken to delineate probable methane sources. Gas well information and stratigraphic correlation of corehole data indicates that a sandstone directly above the main coalbed is an additional source of methane emissions. The sandstone body appears to be an ancient stream channel, infilled with fine-grained sand and organic matter. Coalification of the organic matter produced methane as a byproduct. Additional methane presumably migrated into the sandstone unit from the subjacent coalbeds. The methane became trapped in the porous clasticunit by the surrounding impermeable strata. Mine development near this unit creates a significant pressure gradient, triggering abnormal methane emissions into the mine along naturally occurring fractures. Pre-development methane drainage of the sandstone could be accomplished by completing vertical boreholes along its trend.

These investigations were undertaken as part of a program to determine the optimum X-ray spectral lines to use for analyzing the wide variety of samples received by the X-ray Laboratory. Theoretical calculations and experimental data derived from these investigations show that longer wavelength spectral lines, > 2A, are very useful for many analytical problems. Because of the low fluorescence yield of the elements of atomic numbers 13-22 and the small depth of penetration of their X-ray spectral lines, these elements were originally considered to be insensitive; however, these studies show that the wide dispersion of their spectral lines, coupled with their weak beta lines, permits the use of wide collimation, thus increasing the line intensity. More importantly, the background due to scattered primary radiation is very low in the long-wavelength region.

During the period 1937-40 and until peacetime research was superseded in 1941 by wartime activities , the junior author was engaged in studies regarding the relative efficiency of operating methods in quarries producing crushed stone for mineral aggregates . The results of some of these studies were published as reports of investigations in 1939 and 1940 ; / others were discontinued due to war demands on personnel and time . The published reports discussed the efficiency of particular quarry operations with respect to the time consumed and without reference to costs or mechanical factors . • At the time , the field data were collected for the published reports other data were collected relative to the relationship of the numerous variable factors inherent in the operation of a churn drill to the ability of the drill to produce blast holes . The churn drill is essentially a crusher and depends. for its performance upon the foot-pounds of energy it can impart to the cutting edge of its bit . The gravity stamp mill , so well-known in western gold mines , is essentially the same type of crusher . The ratio of foot- pounds necessary to crush the rock , to the total theoretical energy developed by the falling churn- drill tools , affords a good means of evaluating the efficiency of the tool . This does not include to tal over-all efficiency involving the mechanical equipment of the drill itself or its power unit .

The present epoch in human history has been variously described as the age of coal, of oil, of iron and steel, and of power. All agree, however, that it is a great industrial period. Power is of course the vital force in the industrial organism; but power is derived chiefly from mineral fuels or from harnessed and controlled water - also a mineral substance although usually not so classified by industry. However, the latent energy of fuels cannot work for men until it is changed to active energy by combustion and until this active energy is converted into motion. This motion is just as indispensible as the energy itself. Likewise, the latent energy of water cannot be utilized until it, too, is converted into motion; out the mechanisms and devices for converting latent energy into motion, as well as the structures in which they are operated, would not be possible without metals and other minerals. Consequently, minerals are fundamental in industrial civilization.

The Black Mesa coal field is part of the Hopi and Navajo Indian Reservation in Apache, Navajo, and Coconino Counties, Ariz. The field is in an isolated area with the nearest railroad 70 to 90 miles to the south. Travel is restricted by roads that become impassable during inclement weather. The area is a mesa and rises from 500 to 2,000 feet above the surrounding territory. Water is very scarce, and the nearest stream of any consequence is the Colorado River about 90 miles northwest from the center of the field. Coal beds are found in the Mesaverde formation of the Cretaceous age, but they are uncorrelated and range from subbituminous to bituminous in rank. Huddle2/ estimates the reserves of subbituminous coal in Arizona at about 15 billion tons, most of which is in the Black Mesa field. The geology of the field has been reported by Campbell and Gregory.3/ Coal production is small, and the output is used almost exclusively for domestic fuel in the Indian schools, missions, and trading posts.

This report contains experimentally determined heat-content values for cerium dioxide and Columbium (niobium) dioxide in the temperature range from 298° to 1,800° K. There are no previous similar data for Columbium dioxide, and those for cerium dioxide have an upper limit of 373° K. The heat-content and corresponding entropy-increment data are presented in tabular form. Equations were derived to represent the heat contents and heat capacities. The data for cerium dioxide are entirely regular, but those for columbium dioxide show two previously unreported anomalies at 1,090° and 1,200° K.

The research to be described is directed to the construction of an instrument that detects methane in air. The principle on which it is based is that methane gas absorbs infrared radiation in the wavelength range of about 3.2 to 3.4 micron. Solid state p-n junctions of composition In, .97Ca.03As emitting radiation in a band centered at 3.3 micron were grown by liquid epitaxy on InAs. Fight separate growth cycles and a total of 200 diodes were measured to determine total power, wavelength peak, spectral. half width and reproducibility of the method. In order to compensate for temperature changes, dual emitter systems (one InGaAs, and one InAs diode) mounted on the same TO-5 header were made. These devices were imaged, using a folded optical path cell, on large area InAs detectors, grown by a planar diffusion technique. In the 0-50°C range the primary temperature sensitivity is in the InAs detector rather than in the emitters. Several methods to reduce the overall temperature sensitivity to within acceptable limits were demonstrated. Humidity was shown to have a negligible effect on the measurements.

Data are presented on the characteristics of lignites with emphasis on the composition and fusion properties of the ash. Differences in the analyses of commercial-grade lignites are related primarily to variations in moisture and ash contents. Lignite ash is generally characterized by high concentra¬tions of alkaline earth oxides and a greater tendency for retention of sulfur in the ash than higher-rank coals. Composition of ash varies significantly within and between mines. The differences within mines are significant for short distances and may be eliminated under certain circumstances by normal mixing occurring during mining. The sulfur in lignite averages 0.6 percent and is found primarily in the organic or pyritic forms with only a trace of the sulfate. During the stan¬dard laboratory asking procedures, from 60 to 100 percent of the original sul¬fur is retained in the lignite ash. Trace elements, such as uranium and germanium, in the ash from commercial¬-grade lignites are present in low concentrations, but others, primarily copper and silver, are present in specific samples in concentrations approaching those found in some commercial ores.

"The Bureau of Mines is conducting research on the causes and methods for control of cutter roof failure in underground coal mines. This hazardous ground control problem exposes miners to the danger of falling roof rock and frequently results in massive roof failure. This report outlines the probable causes of cutter roof failure, which are proposed based on field investigations, numerical model analysis, and in-mine observations. Traditional methods of control are presented, as well as innovative methods based on mining concepts developed during earlier years of coal mining history. The report can be useful to a mine operator for assessing the causes of cutter roof failure on a site-by-site basis and for predicting the probability of its occurrence. A process is presented for selecting an optimum control method that includes both traditional and innovative control techniques for each of the various causes of cutter roof failure. INTRODUCTIONGround control research conducted by the Bureau of Mines is designed to develop technology that will aid in reducing the frequency of accidents associated with poor ground control conditions. Cutter roof failure often poses a safety hazard to miners and causes delays in production while massive roof falls are cleaned up and unstable roof is resupported. Implementation of control measures reduces the threat of injury to miners and prevents production delays.The definition of cutter roof failure used in this report separates this unique type of failure from other ground control problems, to aid in the analysis of the causes and in the development of control methods. The definition is as follows:Cutter roof failure in mine roof rock is a failure process that initially begins as a fracture plane in the roof rock parallel to, and located at, the roof-rib intersection. The fracture propagates upward into the roof over the mine opening at an angle usually steeper than 60° from the horizontal.The mappable extent of cutter failure may range in length from only a few feet to several hundred feet and may traverse entry-crosscut intersections without change in direction. Once initiated along the roof-rib line, a cutter may propagate away from the roof-rib line of one side of a room, cross the roof span, and continue along the other side of the room. It is important to note that this definition excludes a similar type of failure (sometimes referred to as ""kink roof') that has comparable characteristics but occurs in the center of the entry. (The reasons for this distinction are discussed in the ""Background"" section.) Researchers refer to the cutter failure discussed in this report as ""classic"" cutter roof failure; except for short deviations across intersections and entries, initial failure is confined to the roof-rib intersection."

Like most industries, the refining industry has in recent years been confronted with the problem of a decreased martin of profit, due both to a general lowering of prices and to rising costs. This has resulted in accelerating a program of increased efficiency an evidenced by improved methods and the installation of equipment designed to affect a number of economies hitherto regarded as unimportant. Perhaps the most important of these has been that of fuel economy for, as is not often realized, a refinery consumes about one-tenth as much fuel as it produces. A recently completed canvas., made by the Bureau of Mines for the purpose of determining the trend of fuel consumption at refineries in the United States, showed the following outstanding points, (1) a decrease in the use of oil for fuel in 1926 of approximately 4,000,000 barrels as compared with 1925; (2) a small decrease in the use of coal; (3) a material increase in the use of gas, both natural gas and refinery gas; and (4) a considerable increase in the use of petroleum coke.

We have gathered here in Pittsburgh, at the Nineteenth Annual Safety Congress, in order to advance the cause of safety. Although my personal inter- est in this movement alone would have been sufficient to insure my presence here, specific duties have brought me to this congress in an official capacity. My responsibilities as the head of the United States Bureau of Mines, which makes the promotion of safety in the mining and allied industries one of its major activities, necessitate my attendance. My obligations as president of the Joseph A. Holmes Safety Association, an organization closely allied to the bureau and which has for one of its objects the public recognition and reward of outstanding achievements in safety, require that I be present at this time. This morning, my job is to present the Holmes safety certificate to the Lehigh Portland Cement Co. First I will remind you of the nature of this safety association, named in honor of the first director of the Bureau of Mines. After Mr. Holmes' death, in 1915, a number of influential organizations banded together to commemorate the name of this leader in the conservation of human life. In order that you may appreciate the significance of an award by the Joseph A. Holmes Safety Association, I shall read you the list of 24 national organizations which comprise its membership:

In its investigations looking to the improvement of health condi- tions and the increase of efficiency in the mining industry, the Bureau of Mines, in cooperation with the Bureau of Public Health, is studying sanitary conditions in and about mines with the intent of pointing out how those conditions that are a menace to the health of the miner may be most efficiently removed or remedied. An out- line of sanitary betterment work at mining villages in the Birming- ham district of Alabama has already been published by the bureau," and in this bulletin are presented suggestions on the planning of mining towns and the construction of miners' houses. The bulletin does not pretend to be a treatise on the so-called "housing problem," and mentions sociologic issues only incidentally. It is assumed that the influence of proper shelter on health is understood and that not a lack of appreciation so much as a lack of knowledge of the best remedies is responsible for many of the undesirable conditions that exist at mining towns. The purpose of this bulletin is to supply facts on the building of well-lighted, well- ventilated, warm, attractive, and economical houses for miners, these houses being assumed to be units of an industrial village or town the building and management of which are under the control of a corporation, so that special conditions hold which do not apply to houses built and owned by individual miners. From this it is not to be inferred that the company-controlled town is the best system or the only one in vogue. The discussion of this side of the subject in all its phases is too involved to be included in this paper. One element in favor of the company-controlled town is its possible immediate responsiveness. Hence this assumption. Also the assumption is made that a-new isolated town is being built, and hence the selection of the site, the arrangement of the streets, and the situation of the houses are discussed before the house itself is treated, for one of the most important factors in obtaining an economical sanitary house is a well-selected town site. Many of the suggestions, however, may be applied in improving conditions in existing towns, in building new houses in old towns, or in repairing old houses. Emphasis must be laid on the fact that as a rule a mining village has a shorter life than a manufacturing town. Economy is emphasized frequently because the discussion is predi- cated upon the assumption that the miner himself is to pay for all that he gets. House rent will doubtless be expected to bring in a reasonable return on all money invested in streets, sidewalks, water supply, sewer system, and houses; in other words, the town is to be run on a business and not on a paternal or charitable basis. "Fair and reasonable" precludes, of course, the idea of excessive returns. Some companies do not consider it good policy to realize as high a rate of interest as an independent realty company would be war- ranted in realizing. Under some circumstances part of the town improvements might be charged as "expense of the industry," that is, to the consumer. The isolation of a mining town introduces a unique responsibility. As the miners are practically obliged to rent the company houses, the officials of the company ought to scrutinize all expenditures in- volved so that house rent may be reduced to a minimum. In a way the town builders are placed in the position of trustees. They deter- mine, within certain limits, what proportion of a man's wages shall be spent on house rent. This consideration should restrain fanciful and unnecessarily expensive building; the other extreme should like- wise be avoided. True economy should be distinguished from cheap- ness. Ugly, insanitary, uncomfortable shacks should not be built even if, because of their cheapness, there is a demand for them from tenants. The obligation of the industry to society as a whole as well us to the tenant ought to forbid this. A cheerful, strong, healthy, virile race will not rise out of the filth and squalor of cheap hovels. An insanitary environment often does its damage slowly and silently; vitiated air does not, like mine gas, announce its deadly work by an explosion. As Talbot⚫ says: Health depends in part on freedom from infection. The probability of obtain- ing that freedom will be greatly increased by maintaining the body at a high state of vigor, or "vitality," as it is popularly called. This implies the promo- tion of all agencies which have to do with the physical well-being as well as with the control of sources of infection. Many men realize that in building houses for their workmen they are invested with a peculiar responsibility that must be wielded wisely, and in large developments they call into consultation the land- scape architect, the sanitary engineer, and the building architect, as well as the mining engineer.

The term "fusain" was first adopted from the French by the American geologist J. J. Stevenson in 1911, according to Wheeler, (1),3 who applies it to that portion of coal resembling charcoal, which he treats as one of the four ingredients of banded bituminous coal. The term has since been adopted by American writers. The Germans use it with slightly different spelling - namely, fusit. It is the equivalent of "mother-of-coal" and "mineral charcoal" of the earlier British writers. The English word fusain is also applied to "a crayon of fine charcoal" and is derived from the Latin root fusus. OCCURRENCE OF FUSAIN IN COAL AND ITS RECOGNITION Fusain is fairly widely distributed in coals of all ranks in varying amounts. It is almost always present in very thin sheets between the bedding planes of the banded coal constituents and presents a jet-black silky appearance who n the coal is split away. As fusain has little cohesive power the coal splits readily along the planes where it occurs. Such fusain bands often attain appreciable thickness -- frequently 1/4 to 3/4 inch. -Beet (2) has reported a maximum thickness of 2 inches for fusain partings, and Sinnatt (3) has found it in the form of plates and lumps; one lump taken by him from the Peacock mine weighed 3-3/4 pounds. Bore (4) has found it in coal balls. Sinnatt (3) states that fusain occurs in two forms, "the first a hard compact variety occurring rather rarely, which can not be pulverized by pressure of the fingers the second type is the common substance" -- that is, a very friable, easily pulverized material. The writer has also found the two types of fusain in the same coal bed and has observed that the hard variety contained considerable calcium carbonate, which probably entered the material in situ by infiltration. Sinnatt further remarks that the layers of fusain (soft type) usually contain less moisture than the coal (or lose it more readily on exposure), and when exposed they quickly change to flocculent powder so that the fines of the coal as mined are likely to contain a major proportion of this substance.

"INTRODUCTION Aluminum and manganese bronzes as a group, may be separated readily from other copper-base alloys by experienced sorters. However, separation of aluminum bronze from manganese bronze is generally a matter of guesswork, so that accurate separation presents a difficult salvage problem.Attempts at separation by the thermoelectric tester. 3/ which had proved successful in solving other sorting problems, showed in this instance that the desired separation was uncertain because of the wide range of composition allowable in each kind of bronze. If only one composition of each kind of bronze were used in industry, separation by the thermoelectric method probably would be simple. However; the variability in composition observed in commercial alloys is so great that the thermoelectric power of the one type frequently overlaps the range of values found for the other. As a result, specimens frequently are classified in the' wrong group.Separation of the two types of bronzes on the basis of measurements of magnetic properties on filings from the various samples also proved unsuccessful because the test results overlapped to such an extent that no clear-cut division could be obtained.Electrode potential measurements were made also on the aluminum and manganese bronzes in the hope of distinguishing between them. A drop of saturated potassium chloride solution was placed on the fresh surface of the metal and the tip of a calomel electrode introduced therein. The voltage generated was measured by connecting the electrode and the bronze part to a research-type potentiometer. Although the voltages generated by the manganese bronze parts were greater than those generated by the aluminum parts, the difference in the closest two sets of readings was not sufficient to warrant a good separation. When a concentrated potassium alum solution was used instead of the potassium chloride solution, a wider divergence of voltage was produced by the various bronzes, but unfortunately readings overlapped in several instances."
