This volume summarizes mining and petroleum legislation in 30 jurisdictions of the Western Hemisphere. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

This Bureau of Mines study is a listing of fuels -related projects that are presently under construction, planned, or proposed by various companies and organizations in the Western United States. The future facilities covered in this report fall into the following categories: coal mines and expansions to existing mines, electric powerplants and expansions to existing plants, coal conversion plants, waste-to-fuel conversion plants, oil shale projects, tar sands projects, potential geothermal facilities, coal slurry pipelines, railroads related to fuels development, uranium mines and expansions to existing mines, uranium mills and enrichment facilities, oil refineries, and natural gas processing plants. The projects are listed by state. Data concerning the company, location, planned markets, process type, initial operating date, capacity, water requirements, employment, current status, and other relevant information are included. Each project has been plotted on an accompanying state map. Due to present uncertainties concerning the fuels industry, some of the listed projects may never he constructed. No attempt has been made to determine the degree of certainty or viability of each project.

In the usual volumetric determination of uranium, the solution containing uranium is reduced in a Jones reductor, yielding a mixture of trivalent and tetravalent uranium; the trivalent uranium is oxidized to the tetravalent state by bubbling a stream of air through the solution. The resulting solution of. Tetravalent uranium is titrated with a standard oxidant, generally sulfatoceric acid, dichromate, or permanganate; It seemed likely that the, same general procedure could be used in determining semimicro quantities of uranium if the conditions affecting the variables involved were understood more clearly than at present. In the method described below, the use of ferric sulfate to oxidize tetravalent uranium allows the titration to be made at room temperature in an essentially colorless solution with sulfatoceric acid. The latter oxidant its turn permits the use of the very stable indicator, ferroin, with its sharp color.., change and exactly reproducible blanks. Solutions of uranyl sulfate were prepared by diluting a stock solution that had been standardized gravimetrically according to the method of Lundell and Knowles (8).3/ Solutions of sulfatoceric acid were prepared according to the directions of G. F. Smith (12) and were standardized against arsenic trioxide in the presence of osmic acid according to the directions of Gleu. The cerium solutions were stored in 18-liter carboys fitted with siphon arrangements so that the bottles did not need to be opened and protected from light in a dark cupboard. Under these conditions, even the 0.01 N solution changed by less than 1 part per thousand over a period of about 6 months.

THIS bulletin presents all analytical and lest methods regularly used by Bureau of Mines laboratories for characterizing coal and coke. To provide better service to coal producers and consumers, the scope of this bulletin has been expanded to include important test methods used to evaluate coal properties for commercial processing. The methods described will prove valuable to all persons interested in analyzing and testing coal and coke.

This study was conducted to make a limited evaluation of experimental and standard tractor dozer blades. A field test program was conducted in the southeastern part of Kansas on strip-mined areas where the spoil banks are parallel with rest-to-crest distances between 90 and 120 ft and maximum dozing distances usually less than 50 ft. This evaluation was a part of an overall joint Pittsburg and Midway Mining Company--U. S. Bureau of Mines (USBM) Specialized Reclamation Field Test Program primarily centered on the field t sting of experimental high-volume lateral relocation blades. The three blades evaluated were the 60-ft-wide angle (A) blade mounted on two 41B tractors. a 48-ft-wide A blade mounted on two D9H tractors, and a 13-ft-wide reclamation universal (Rec U) blade mounted on a D9H tractor. In addition to the experimental blades, three commercially available blades were tested: A 20-ft universal (U) blade mounted on two side-by-side (SxS) D9H tractors; a 20-ft U blade mounted on a 418 tractor; and a l2-ft straight (S) blade mounted on a D8H tractor. The dozer blade evaluations compared measured blade performance with soil and other site characteristics and with estimated earth-moving performance rates based on earthmoving methodology that accounts for the traction and speed of the tractor. The earthmoving methodology was also validated with data collected during this program.

Since early in 1940 the Bureau of Mines has been concerned with possible means of utilizing manganese-bearing materials from the Missouri Valley manganese deposit. During the period between July 1945 and August 1947, the Bureau of Mines undertook to complete certain phases of the problem by re-evaluating the results of earlier work and supplementing the findings by additional operations and field studies considered necessary to permit drawing of final conclusions. Distinctive discoloration marks the outcrop of the manganese deposit which is exposed on both flanks of the Missouri River Valley and its major tributaries for a peripheral distance of approximately 523 miles in south-central South Dakota. The apparent magnitude of the deposit, judged largely from observation of the outcrop, had led to much speculation as to its actual value in terms of tonnage and grade. Similarly, investigative work aimed at developing a means of winning a usable manganese-rich product from the deposit had reached no conclusion, except that certain methods showed more promise than others for accomplishing the final objective.

Lead Tariff.--The full House Ways and Means Committee approved H.R. 6089 which will have the effect of reducing the tariff on unwrought lead to 3% ad valorem, with a floor duty of 1.0625 cents per pound, compared with the currently effective rate of 3.5% ad valorem. Consideration is also being given to tariff rates on imports of red lead and litharge from Mexico. A consortium of domestic producers has appealed to the Office of the Special Trade Representative (STR) requesting a return to tariff schedules which were in effect prior to the concessions made effective on January 1. Mexican producers have filed a proposal in favor of lower duties, and the matter now awaits a ruling by the STR. Ferrous Scrap Exports.--After holding public hearings and receiving public comments in May, the Department of Commerce announced that it would not institute formal monitoring of ferrous scrap exports, as requested by the Ferrous Scrap Consumers Coalition. The Department said, however, that it would follow the trend of scrap exports and prices. Ferrous scrap prices are currently low and supplies are reported to be adequate.

To demonstrate the feasibility of unwatering ore reserves previously indicated in the virgin Melrose zinc-lead field in Kansas and Oklahoma, the Bureau of Mines .carried through a pumping project on the Park Walton farm in 1943. Due to success of the undertaking, attention was turned to exploration of other indicated ore deposits and promising areas within that part of the field benefited by .the drainage project, By the middle of 1946, four private mining companies were active in the field; and a considerable output of lead and zinc concentrate had been obtained from the new Park Walton mine and mill. The Park Walton Ore deposit was unwatered by installing deep-well pumps in three holes previously drilled by the lessee. Pumping was continued by the Bureau of Mines at a rate of 2,500 to 1,000 g.p.m. for about 6 months; during this time the local static artesian water-level, originally averaging 108 feet below the surface in the old drill holes was lowered to the 316-foot level, which justified beginning the initial shaft sinking and mine developments. In all, about 750,000,000 gallons of water was pumped by the Bureau of Mines at an operating cost averaging $0.024 per 1,000 gallons.

This report presents a programme of work to demonstrate the use of a surface-based centralised computer control system for the remote monitoring and control of underground conveyors in a US coal mine. The system selected for demonstration was the 'Dynalink' Micro MINOS system which is manufactured by Hawker Siddeley Dynamics Engineering Limited. The site selected was Barnes S Tucker Lancashire No. 20 Mine located near Carrolltown, Cambria County, Pennsylvania. The system concept, operating and application software was designed and developed by the. British National Coal Board. The report describes the selection of the site, specification of the system requirements, commissioning, operation and evaluation of the system under typical US mine operating conditions. Experience with the system, based primarily on the system reliability and performance of conveyor control, was favourable. Mine management personnel felt that the system had successfully achieved its objectives and were keen to expand monitoring and control to other activities.

Occurrences of titanium, zircon, and other heavy minerals are widespread in Florida. Deposits concentrated as "heavy sands" by wave and wind action have been mined an or near Atlantic coastal beaches since 1916. An important inland concentration at Trail Ridge; .believed, to have formed along an ancient share line, was disclosed by preliminary investigations (1947) by the Bureau of Mines. This report describes investigations to determine the extent and grade of "heavy-sand" concentrations in other inland stabilized dune areas in the central and northeastern parts of the peninsular region of the State (fig. 1). Portions of the central highlands south of Trail Ridge and terraces and dunes in the coastal lowlands region, east and northeast of the ridge were investigated. Holes were drilled in 10 areas (see table 1 and fig. 2) along State and County roads and on private property. They were spaced 250 to 2,000 feet. apart to obtain a cross-sectional picture of "heavy-sand" content in the dune areas. These sections were generally placed in east-west directions normal to the general trend Of the peninsula to intercept one or more of the ancient shore lines in the various areas (figs. 3 to 13, incl.). A total of 433 drive piped and 333 jet holes were drilled, and 7,293 bulk and core samples were taken. Intermediate holes were placed at closer intervals when field analysis indicated 1 percent or more of heavy minerals present. All of the holes drilled and the analysis of samples that contain 1 percent or more of heavy minerals are listed in table 2. Profiles (figs. 14 to 20, inclusive) show the more favorable concentrations, which are irregular in outline and erratic in mineral content. The highest concentrations averaged 1.0 to more than 2.0 percent heavy-mineral content, but a few individual hole samples exceeded 3.0 percent in grade.

This report briefly describes the broad program of research and technologic work conducted by the Bureau of Mines on coal and related subjects during 1966. In addition to n description of investigations on mining, preparation, and utilization of coal, an account is given of the Bureau's work in mine health and safety, coal resources, mine explosives, and environmental conditions relating to coal mining and utilization. Details of most of the projects are reported in publications cited throughout this report. Centers and laboratories conducting the coal research and related investigations appear in appendix A; organizations, institutions , and companies contributing to the Bureau's coal research and technologic program are listed in appendix B.

"The curtailment of imports of foreign potash during the World War directed attention to the necessity of establishing a domestic source of potash for fertilizer, and considerable study has been given to the subject by Government bureaus, research organizations, and private individuals. These studies have covered all known sources of potash, and among them the extensive greensand deposits of New Jersey in which the potash content is found in the mineral glauconite have been investigated.Several hundred patents have been obtained covering processes for the extraction of potash from siliceous minerals, but up to the present time none have proved successful on a large commercial scale.When the investigation of the potash deposits of Texas was started by the Federal Government, the laboratory study of the drill cores was assigned to the Nonmetallic Minerals Experiment Station at New Brunswick, New Jersey, with the object of ascertaining a possible commercial method of utilization.The purpose of this preliminary study was to investigate existing literature and previous investigations to ascertain the extent and availability of the deposits, the extent of commercial success so far attained in potash extraction, the most promising known methods and by-products obtained from them, probable markets, and possibility of competition with foreign potash, and by a study of these data to determine whether further chemical engineering analysis and laboratory investigation were warranted.As the study advanced it became evident that adequate reserves of green-sand were available for many years supply. and that whereas many processes had been patented few had been tried commercially. "INTRODUCTION In the present war, with increasing demands on foundrymen for speedy production of sound castings, the role of sand in foundries has paramount importance.Foundry sands include both molding sands and core sands. Molding sands are those used in making molds, whereas core sands include those used for ""cores"" that fill the parts of the mold intended to be openings or hollow spaces in the casting. Core sands are, as a general rule, relatively coarse-grained as compared to molding sands. Coarse-grained sands, however, are required in making molds for large castings.Owing to the intimate relationship between properties of the sand and casting defects, it is necessary (for most efficient foundry work) to keep a close check on the molding sands used and to properly select and prepare a sand for a specific job. A mold is essentially an unfired refractory composed to meet specific requirements as to strength, permeability, and resiliency. Good green strength is important in preparing and handling the mold. Low dry and hot strengths contribute to cutting and washing, whereas high strengths cause difficult shake-out, with subsequent loss of sand. When molten metal is poured into the mold: a dried skin is attained, and gases from moisture and combustibles are driven off. Excessive moisture necessary for the proper working of a sand, as well as poor venting due to low permeability, are factors responsible for producing such defects as blows and pinholing. The skin of the mold, upon contact with molten metal, first expands and later contracts; these conditions are favorable for producing scab defects. Contact with the molten metal sometimes causes the skin of the mold to sinter or fuse and may produce a sand burn on the casting. Then again, the mold may develop excessive hot strength rapidly, thereby causing a cracked casting. Experienced foundrymen can other such relationships, too numerous to be included here."

VOLUME III The objective of Volume III of this report is to provide a concise review of six major types of legal constraints, controls, and regulations on surface coal mining in the United States, as of January, 1976. At the same time, an attempt is made to format the details of federal and state exploration, mining, and reclamation regulations such that point-by-point comparisons can be made and updated as revisions occur. Thus, Volume III should provide both an executive overview and a user's manual of legal controls of surface coal mining.

Virtually from the date of its discovery in December 1928 the Oklahoma City oil and gas field, Oklahoma County, Okla., has attracted national and international attention. The history of the field has been associated closely with rules and regulations pertaining to production control and proration practices. Early development was rapid, and Oklahoma City soon attained the distinction of being the first major field in which the producing wells were over a mile in depth. Before the structural features of the reservoir had been disclosed every outpost well was considered a "wildcat", so complex appeared the underground geology. The wells not only were deep and the reservoir pressures high, but the production from the early wells was a high A.P.I. gravity oil, accompanied by large volumes of gas. Several "blow-outs" and fired occurred during the early development, and the close proximity of these now unusual events to a large city gave the field much publicity, both local and national. Later, when its production threatened to demoralize the market for oil and its products, the Oklahoma. City field again attracted wide publicity. The then little understood geology of the underground reservoir and the diversity of ownership of the land overlying the producing structure made orderly development and production difficult to enforce. Proration was enforced with difficulty, and the rate of production from the field continued to increase until, on August 4, 1931, martial law was declared in all prorated fields of the State, and most of the wells in the Oklahoma City field wore shut in. On October 9, 1931, permission was granted to reopen and produce the wells in the Oklahoma City field. The order permitting production of the wells provided that during the period beginning October 10 and extending to October 20, 1931, all wells in the field that had not produced more oil than specified under the earlier proration orders and that had been shut in for the required 65-day period were permitted to produce 5 percent of their last potential during that 10-day period.

Wells producing from the Wilcox zone were allowed to produce 4 1/2 percent of their potential5/ from November 1, 1931, to January 1, 1932; Arbuckle limestone wells were allowed to produce 250 barrels of oil daily; and Simpson sandstone wells which had a potential of over 2,000 barrels per day or which made 3 percent or more water were allowed to produce 200 barrels of oil per day.

Geophysical Abstracts are published by the Division of Geophysical Explo- ration of the U. S. Bureau of Mines as an aid to those engaged in geophysical research and exploration. Inasmuch as geophysicists in the field may have little opportunity to consult libraries, the policy of the Division is to provide abstracts suffi- ciently informative in themselves to keep readers abreast of literature and patents published in the United States and abroad. - DISTRIBUTION. Abstracts 1-86 were issued as Information Circulars by the Burca of Mines; Abstracts 87-111 appeared as Bulletins of the Geological Survey; Abstracts 112-127 have been published as Information Circulars by the Bureau of Mines; succeeding issues will be resumed by the Geological Survey.

The plan describes the quality system, organization and implementing mechanisms which are to be applied in the manufacture and delivery of certified XP enclosures. This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. The decisions abstracted for the purpose of this work are those of the United States Supreme Court, 234 volumes; the various Federal courts, 214 volumes; the decisions of the Department of the Interior
