Law of the Sea. - The Ninth Session of the Law of the Sea Conference resumed July 28 at Geneva and will run for 5 weeks. The 160-nation Conference began in 1973. Two of the major factors to be discussed are the transfer of technology to the UN-controlled Enterprise or mining authority, and how the 36-member Council will make decisions. As the session completed its third week, delegates expressed little hope of completing a treaty text this year. There was a feeling, though, that substantive issues might be settled so that a treaty text can be completed next year. The Deep Seabed Hard Mineral Resources Act signed by the President on June 28, provides an interim regulatory procedure for ocean mining activities conducted by U.S. nationals that may be superseded by a law of the sea treaty.

It describes mining and milling practices in the vicinity of Wickenburg in Maricopa and Yavapai Counties, Ariz. Under the Heavy Metals Program, investigations were conducted at the old Badger dill placer mini in Nevada County California to collect data and information regarding drilling and sampling methods and deposit characteristics. The studies contributed to a team effort by five Bureau of Mines research groups to develop new or improved placer mining technology in the Tertiary gold-bearing channel gravel of northern California. This report describes the techniques used and the results obtained in the sampling and drilling stage of deposit delineation studies that were conducted by the Denver Mine Systems Engineering Group. Sampling included the collection and processing of 400 tons of largo and small volume samples from drill holes, underground workings, surface pits, and blast hole rounds. A total of 355 samples averaging 2,296 pounds per sample provided reasonably accurate data for analysis of the gold distribution. These studies indicate that the bulk of the gold is within 40 foot of bedrock in stacked, lenticular zones of cemented gravel that are largely confined to the relatively narrow, meandering course of the deepest portion of the bedrock channel. Drilling studies involved the testing of three types of truck-mounted drills including rotary, bucket and vibratory, none of which proved to be a completely versatile tool for sampling quickly and reliably both consolidated and unconsolidated gravel.

This manual was prepared to provide essential information to be used when critical decisions pertaining to mine fire recovery or other disaster situations become necessary. It is a state of the art report based upon technology and instruments developed, under a Bureau of Mines Research Contract. A detailed description of the development work and results of full-scale field testing is contained in the Technical Report, Vol. II, of USBM Contract Report H0122045, "Extinguishing Coal Mine Fires by Remote Scaling." Further research and development work has been programmed; consequently, a more complete manual providing detailed instructions and describing available instruments and equipment will be published. Those instruments and special equipment described in this manual must be considered prototype; methodology and applied technology will require special expertise. Consequently, any prospective application of this remote sealing technique will require assistance by the United States Bureau of Mines Research organization and experts from the contractor who developed the basic technology and instruments.

Foster-Miller Associates has developed a set of guidelines to permit hoist manufacturers, mine owners, and MESA mine inspectors to design, purchase, install or inspect a safe and effective Emergency Escape Hoist, as required by the Coal Mine Health and Safety act of 1969. A series of surveys were carried out to determine: 1. The attitudes and local needs of the MESA District Managers. 2. Current escape hoist installations. 3. Equipment available for future designs. 4. Foreign methods and equipment for mine rescue. From these survey studies, preliminary guideline objectives were developed.

Research objectives were to determine the reasons for erratic behavior of semisilica horizontal zinc retorts in service; to investigate potential corrective measures including the possible utilization of more refractory materials in the retort body; and to delineate laboratory tests suitable for process control in the manufacture of retorts. Correlation of laboratory test results and data supplied by the cooperating smelters indicated that structural failures due to thermal shock and laminations in the retort body are largely responsible for the erratic behavior of horizontal zinc retorts in service. The most promising modifications made in the retort body and evaluated on a laboratory scale included finer grinding of the plastic clay fraction, substitution of mullite grog for calcined fire clay and grain alumina for silica, plus the use of an organic binder. Lamination-free extrusions having excellent thermal shock resistance were prepared from a mixture composed of 50 percent low-silica Missouri plastic clay through 100 mesh, 25 percent mullite grog through 6 mesh, and 25 percent alumina through 100 mesh. The mix was pugged under 28-inch vacuum with 1 percent ligno sulfonate binder in 12 percent tempering water. Laboratory tests suitable for process control in the manufacture of retorts are described.

"Simple systematic accounting that adequately records all transactions has long been regarded as essential to the welfare of any business enterprise. Some of the defects that detract from the prosperity of the slate industry are attributable to a lack of effectiveness in cost keeping. This condition has prompted the United States Bureau of Mines to make a detailed study of accounting methods for the slate industry, and to present for consideration a system of accounts, which it is believed would enable the industry to attain more economical management and operation if accepted by a fair proportion of its important units.The method of accounting presented herein has been worked out with the assistance of leading slate producers and the recommendation are tentative and are submitted in this form as a means of developing constructive criticism. Believing that cooperative effort in this, as in many other problems, will bring the most enduring benefits to the industry as a whole, the writer urges that the most earnest consideration be given to this vital problem now facing the slate industry.Grateful acknowledgment is made of the helpful assistance rendered by R. E. Eckert of the accounting firm of Eckert, Degan, and Palmer of Easton, Pa., in compiling the charts and the explanatory text. He has brought to this work a wide knowledge of accountancy, supplemented by a background of direct contact with the slate industry, and his presence at the various conferences has been of great advantage in clearing up difficulties. The National Slate Association sponsored the cost study and chiefly through the efforts of President W. H. Smith and Secretary W. S. Hays, has aided greatly in conducting it. The Bureau of Mines studied the feasibility of water diversion and overburden dewatering for underground coal mines in the Appalachian region. All relevant published literature pertaining to the occurrence and control of surface and ground water in underground coal mines was reviewed, and the impacts of mine water with respect to health and safety, production, environment, and costs were assessed and are described in this report. The report also identifies the sources of water inflow into underground coal mines, and gives a summary description and evaluation of techniques that can be used to reduce the amount of water entering these mines. Engineering practices currently used by operating coal mines in the Appalachian region to prevent the movement of ground and surface water into active coal workings were reviewed and are summarized. Major emphasis has been placed on the identification of geologic and hydrologic conditions of the site, the water control methods used, and an evaluation of their technical and cost effectiveness.

Brown iron ore resources in Barbour, Butler, Crenshaw, and Pike Counties were investigated in a drilling program and geological study by the Federal Bureau of Mines in cooperation with the Alabama Geological Survey and the University of Alabama. The aggregate footage drilled was 18,010 linear feet. When developed, reserves of 12,664,000 long tons of crude ore were indicated, containing from 26.9 to 29.0 percent iron and 0.2 to 1.6 percent manganese under a maximum overburden of 40 feet. Total inferred crude ore for the four counties was calculated to be 827,700,000 long tons. Beneficiation of samples by simulated log washing and use of a 1/8-inch screen yielded from 46.8 to 51.7 percent iron and 0.2 to 2.6 percent manganese. Screen-test studies indicated no appreciable interlocking between the iron and manganese minerals and the waste particles of materials retained on a 200-mesh screen. Clay was prominent in micron-size slimes. Silica was deleterious in the minus 20-mesh size. While an indicated 2,198,000 dry long tons of usable iron ore can be recovered, sink-and-float tests show that it may be possible for 4,654,000 dry long tons to be recovered by other than log washing. However, applicable commercial processes have not been demonstrated.

Knowledge of the phase relations of the fluids that exist in the porous spaces of rocks constituting natural petroleum reservoirs and of the behavior of these fluids under various field conditions of operation is essential to the conservation of petroleum and natural gas and to their efficient recovery. The problem of determining whether these fluids are in the liquid or gaseous state and of recognizing the transitions that may take place as the material in the reservoir is subjected to different conditions of pressure and temperature confronts many producers today, especially in certain fields. Commercial production of synthetic rubber in the United States became a reality in 1931 when E. I. duPont de Nemours, Inc., announced the manufacture of Duprene, a synthetic rubber made by polymerizing r chloroprene. Duprene was later improved and reintroduced as neoprene. Since 1931 other synthetic rubbers and rubberlike materials have been announced and are now produced commercially or are in the pilot-plant stage in the United States. These include Thiokol, Buna S, Perbunan, Koroseal, Vistanex, Flamenol, Ameripol or Hycar, Chemigum, Butyl rubber, and Flexon. None of these is synthetic rubber in the strict chemical meaning of the word synthetic, as none is identical in chemical structure with natural rubber. However, all possess some of the physical properties of natural rubber, and in addition usually have some outstanding property not found in natural rubber that makes them superior for certain uses. Because of these superior qualitites, a considerable demand had arisen for synthetic rubbers before the present emer¬gency, although the price was several times that of natural rubber.

This Bureau of Mines report and its companion report (Information Circular 9142) have been prepared to assist in the preparation of prefeasibility type estimates for capital and operating costs of beneficiation of various types of mineral occurrences using current technology. The handbook provides a convenient costing procedure based on the summation of the costs for the unit processes required in any particular mining or mineral processing operation. The costing handbook consists of a series of costing sections, each corresponding to a specific mineral processing unit process. Contained within each section is the methodology to estimate either the capital or operating cost for that unit process. The unit process sections may be used to generate, in January 1984 dollars, costs through the use of either costing curves or formulae representing the prevailing technology. The mineral processing handbook includes individual cost estimation sections for unit operations associated with comminution, beneficiation, solid-liquid separation, hydrometallurgy, and special applications as well as infrastructure and plant general and administrative costs. When using this system for estimating cost data for a mineral processing facility or for checking or verifying processing costs from an existing facility, a minimum amount of background information is necessary.

Volume 2 presents the results of studies of Phelps Dodge Corporation's tailings embankments numbers 1West and 2 West, at Morenci, Ariz. The work involved compilation and description of pertinent factors relating to the physical features and operational characteristics of the facility, including information on embankment construction practices; investigation and research of the general geologic and seismicity characteristics of the site and vicinity; limited field exploration and materials sampling and testing at the site; installation and limited monitoring of piezometers, surface movement markers, and slope indicator casing; limited laboratory testing of materials to evaluate the basic index and engineering properties of the embankment and tailings materials; selected engineering analyses of the embankment for various types of potential "failure" conditions; and includes appendices.

This report is in partial fulfillment of Contract S0241051 awarded to COMINEC on June 27, 1974. 'Me purpose of the work under this contract is to develop a conceptual design for an automated longwall mining system. The conceptual design will serve as the basis for future design and development of an automated longwall mining system capable of sustained production in excess of 2,500 tons per shift with reduced manpower which will ultimately be demonstrated in an area where conventional longwall mining has been successful. 1.2 DEFINITION OF THE PROBLEM 1.2.1 Why An Automated System The most obvious benefit of automation and remote control in a longwall mining system is the reduction of accidents consequent upon a reduced working force in the hazardous face areas. However, another important aspect of the problem is the skilled labor shortage which is being compounded by the need for vastly increased coal production. The United States coal mining industry had a working force of almost 600,000 miners in 1928 but was able to muster only 145,000 miners in 1970. The miners required to staff the additional working sections and the new mines necessary to meet our energy needs are simply not available. Only automation and remote control will permit a reduced work force with increased production by keeping the face equipment operating continuously.

Although not immune from the problems affecting the U.S. economy generally, the mineral industry in 1991 contributed nearly $300 billion in the value of processed materials of mineral origin. Supporting this contribution, the Bureau of Mines continued the research and analytical programs highlighted in this annual review. Featured in 1991 were such relatively new programs as minewide monitoring applications in ground control and advances in processing of ceramics and composites, along with more traditional research into health, safety, and mining technology, minerals and materials science, and environmental technology. Under Bureau sponsorship, a National Minerals Policy Forum brought together some 200 executives from industry and Government concerned with minerals policy to begin a dialogue on developipng a policy statement on current minerals issues. A major feature of the forum was the keynote address by Secretary of the Interior Manuel Lujan, Jr.

The Florida phosphate industry currently produces more than 80 pct of the total U.S. marketable output of phosphate rock. Because phosphate is one of three principal nutrients used in formulating a complete fertilizer, it is imperative that an uninterrupted supply of this material be available to meet the agricultural requirements of the United States while maintaining a viable phosphate industry which is competitive in world markets. As a result of an evaluation made by the Bureau of Mines, five areas were identified that affect the overall production and projected growth of the phosphate industry in Florida. These areas relate to the technological ability of the industry to comply with environmental regulations and performance standards by using the best available technology. The most significant technical problem facing the industry is the management of the clay fraction rejected during the beneficiation of phosphate ores. Other areas of concern are environmental restrictions and regulatory requirements, issues associated with mining and reclamation of wetlands, reclamation of other disturbed lands, and consumptive water use. Each of these areas is reviewed, with major emphasis placed on the current state-of-the-art processes for treatment and management of phosphatic clays.

Detailed data are given on grouting for ground stabilization in sinking a small-diameter shaft in the relatively unconsolidated sandstone and siltstone, Cost and performance data are presented as made available by the companies.
