Perhaps the most significant development in coal mine ground control during the last century was the introduction of roof bolting during the late 1940’s and 1950’s. From an engineering standpoint, roof bolts are inherently more effective than the wood timbers they replaced. Roof bolts promised to dramatically reduce the number of roof fall accidents, which then claimed hundreds of lives each year, and they were initially hailed as “one of the great social advances of our time.” Roof bolting also emerged at a time of rapid technologic transformation of the coal industry, and greatly accelerated the transition to trackless, rubber-tired face haulage. The U.S. Bureau of Mines quickly became the new roof support’s strongest advocate. Some state agencies and miners were skeptical at first, but nearly everyone was soon won over. Case histories were reported showing that roof falls could be largely eliminated while productivity increased dramatically. Little wonder that, in the words of one contemporary observer, “roof bolting has been adopted more rapidly than any other new technology in the history of coal mine mechanization.” Yet by the end of the 1950’s, it was clear that roof fall fatality incidence rates had actually increased. It would be another decade before the superior ground support provided by roof bolts would clearly save lives. The story of how roof bolting was implemented by the mining industry, but took so long to live up to its promise, is a fascinating example of the interaction between economics, technology, regulation, and science. It still has important lessons for today.

This report presents the methods and results performed pursuant to the U. S. Bureau of Mines contract entitled "Noise Abatement in Mining Machinery," Number H0122054. 2.1 Background Until the Congress of the United States created and passed Public Law 91-173, the Federal Coal Mine Health and Safety Act of 1969, there were no directly-applicable standards for noise exposure for underground coal miners.1 Section 206 of this law, approved December 30, 1969, provided for standards of noise to be applicable to each coal mine. These major topics are: (a) Nature of coal mine spoils, topsoils, and unmined soils; (b) influence of macro- and microclimate on (c) plant production on spoils and topsoils; (d) prediction of aboveground biomass from plant cover; (c) mineral composition of plants; (f) controlled environment studies on plant growth response; (g) microbial communities (h) water chemistry and organism diversity of catchbasins; (i) vegetation and soil development on abandoned, and (j) topsoiled sites; and (k) viability and diversity of seed bank. Based on these investigations, general conclusions and some recommendations are presented.

This report, sponsored by the U.S. Bureau of mines, presents the results of an examination of available safety assessment methods and their applicability to the mining industry. Standard safety analysis procedures were evaluated for relevance to the mining industry and mire operators' needs. The major safety concerns and needs of mine operators were identified through telephone contacts and a visit to a mine site. Safety assessment methods recommended for use by the mining Industry were also investigated for potential adaptability to a user-interactive computer system. Several methods were determined to be Immediately transferrable to the mining industry; these techniques are described in a user's handbook produced as part of this project. The handbook gives detailed instructions on appropriate application and utilization of these methods. Other techniques will require further development before they can be effectively transferred to the mining Industry. These methods, their advantages, disadvantages and resource requirements are described in the final project report. Recommended system safety analysis techniques facilitate an evaluation of total mine system safety and a determination of safety-related interactions among systems within a mine. The application of these methods to the mining industry could result In reductions in both the frequency and the consequences of mine accidents.

An active list of permissible explosives was published in July, 1931, as part of United States Bureau of Mines Report of Investigations 313, under the title of "Active List of Permissible Explosives and Blasting Devices Approved Prior to June 30, 1931." Changes in that list were authorized in August, September, October, November, and December, 1931, and. January and March, 1932, as published in Reports of Investigations 3l40, 3147, 3l50, 3155, 3158, 3161, and 3163, respectively. This Bureau of Mines publication estimates that U.S. helium resources as of January 1977 were 710 billion cubic feet. These resources are broken down into four classifications, as follows: Helium in measured natural gas resources and in storage, 201 billion cubic feet; helium in indicated natural gas resources, 150 billion cubic feet; helium in hypothetical natural gas resources, 175 billion cubic feet; and helium in speculative natural gas resources, 184 billion cubic feet.2 Most of the helium in natural gas is presently dissipated as natural gas is consumed as fuel and for other purposes. Helium resources of the United States may also be divided into three other categories: (1) Depleting and undiscovered natural gas resources, 589 billion cubic feet; (2) nondepleting natural gas, 83 billion cubic feet; and (3) storage, 38 billion cubic feet, of which 37 billion cubic feet is federally owned and 1 billion cubic feet is privately owned. The United States does not have any significant leasehold rights in the depleting fuel gas resources. However, through the Department of the Interior, it does have leasehold rights to about 70 percent of the helium found in nondepleting natural gas, and it owns over 90 percent of the helium in storage.

This is one of a series of papers being prepared for and published by the United States Bureau of Mines, describing mining and milling methods and costs at crushed-stone plants throughout the United States. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total production costs. It is recognized' tat publication of total production costs might in many instances cause embarrassment to individual producers, as well as to the industry as a whole. However, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no mis-understanding of the scope of the cost tabulations shall ensue. As part of the U.S. Bureau of Mines program to improve base metal leach systems, pressure leaching of galena (PbS) concentrates in fluosilicic acid (H2SiF6) solution was investigated. Lead extraction was 93 pct when PbS was pressure leached in H2SiF6 at 95° C with 2OO-psig O2 pressure for 40 min, using ferric nitrate [Fe(N03)3] as a catalyst. The effects of several catalysts, O2 pressure, time, and acid concentration on leaching were determined. The purified leach solution was electrowon to recover high-purity Pb metal. The H2SiF6 used in leaching and electrowinning can be recycled continuously. A flow diagram was proposed based on this investigation. Elemental sulfur (SO) was recovered from the leach residue by solvent extraction. A method was also developed for treating the flnal residue to segregate the important byproduct elements such as Ag, Cu, and Zn and enable their recovery by standard commercial processes.

Equipment and techniques were developed with Bureau of Mines facilities for measurement in the laboratory of sonic shear wave velocity in variously shaped rock specimens in a wide range of sizes. A variety of rock types was tested. The shear wave front is produced by electronically excited, piezo-electric ceramic) disk-shaped transducers. Transmitter and receiver are interchangeable. Special equipment components were Bureau produced; other components were commercially available. The equipment permits quick measurement of shear wave velocity on variously shaped specimens with a minimum of specimen preparation. The technique, under favorable conditions, allows for determination of the moment of arrival of the shear wave when it is superimposed on a weak longitudinal wave.

Coal research and related activities in 1964 by the Bureau of Mines resulted in many advances in the production, preparation, and utilization of this valuable natural resource. Mining research during the year was marked by work on hydraulic mining, coalbed degasification, mine drainage control, mine sealing, strip-mine rehabilitation, and quenching of mine-refuse fires. Bureau research continued to produce information leading to increased safety in underground mining. Such research included roof and rib control via bolting and bonding, pressure monitoring of coal and mine rock during mining operations, and development of safety devices for detecting conditions leading to roof falls. Other safety work was continued on methane detectors, coal-dust suppression, and mine ventilation equipment and techniques. Mine explosion and explosives research, mine equipment and materials, safety rule modernization, and safety education and training of mine workmen were continued. Coal storage and preparation work in 1964 ranged from freezeproofing of lignite for rail shipment, through washability studies of coals and washing equipment, to research on new ways to remove ash and sulfur from coal. Electric power production, which accounts for a major portion of the market for coal, received further study. Unique power generation systems, including coal-burning gas turbine and megnetohydrodynamic generators, were intensively investigated. Conventional power systems were improved through continuation of work on furnace performance, powerplant stack gas purification, and engineering and boiler water service.

The Bureau of Mines annually publishes statistical data reflecting technological trends in the minerals industry (metals and nonmetals except fuels). This report outlines recent developments and trends and the technology outlook for mining practices and metallurgical processing based on a review of the minerals industry during the past 2 years. A historical statistical series which indicates trends in the minerals industry has been extended with 1970 data. In addition, data are given from a 5-year Bureau of Mines cyclic canvass of froth flotation plants. Data for 1970 are compared with those of 1960 and 1965.

In gasifying pulverized coal with steam and oxygen, the particle size of the coal fed to a gasifier should be as small as economically possible. A potential way to achieve this advantage is to reduce the particle size of the coal by passing the coal-steam mixture at high velocity through a heated tube coil before the mixture enters the gasifier. To evaluate this method the Federal Bureau of Mines flashed coal-water slurries in externally heated metallic tube coils to determine the extent of size reduction. The first of two different laboratory-scale apparatus reduced the average particle diameter of subbituminous C coal from 190 to 110 microns at an outlet velocity of 330 feet per second (f.p.s.). At the same outlet velocity, a second apparatus reduced the average particle diameter from 250 to 140 microns. An increase in velocity produced more finely divided coal, but variation in temperature and pressure had no effect except as they affected velocity. Virtually the same size reduction was noted for five ranks of coal at equal velocities. The rate of increase in particle-size reduction with increase in velocity decreased with a decrease in particle size. The pulverizing mechanism was concluded to be abrasion of the particles with each other and with the tube wall.

This report presents evidence indicating that when rock is stress-relieved during the course of mining or in drilling a core, it may be altered or damaged to the extent that the physical properties of the relieved specimen are not the same as those of the in situ rock. Furthermore, this type of damage may result from stress change other than that accompanying stress relief, such as the application of a relatively large compressive stress. In some instances the damage is microscopic, manifesting itself as incipient cracks or the failure of individual crystal bonds. However, if the sample is taken from a high-stress area, macroscopic damage may occur.

This Bureau of Mines publication presents an overview of mine electrical power systems research currently being conducted by the Bureau. The papers, given at a Technology Transfer Seminar, emphasize the increasing importance of research related to the safety considerations of underground coal mine electrical systems. Selected topics are included that summarize results of research in the areas of electrical shock prevention, explosion-proof enclosures and load centers, discriminating circuit breakers, and trailing cables. Other topics discussed at the seminar are published as separate sections of the Bureau of Mines Hand- book "Application Notes--Mine Electrical Power Systems."

MSA Research Corporation, Division of Mine Safety Appliances Company, was awarded a contract to conduct a survey of past and present methods used to control respirable dust in noncoal mines and ore processing mills. The survey covered information reported in mining journals, and U.S. Bureau of Mines Circulars, dust inspection reports, on-site evaluation of dust control methods and systems, and contact with manufacturers of dust control equipment. Both surface and underground mining operations were visited. Fifty mines and 51 processing plants were included in the survey. "INTRODUCTION In February 1945, Captain (now Commodore) W. G. Greeman, U. S. N., Director, Naval Petroleum and Oil 3hale Reserves, requested the Bureau of Mines to assist the Navy in its wartime development of Naval Petroleum Reserve No. 1, Elk Hills field, Calif., to assure adequate supplies of petroleum products in the Pacific theatre. Unit Operation 4/,engineers desired pressure volume-temperature and viscosity data on the reservoir oil in the shallow oil zone to augment data previously obtained for the purpose of calculating reservoir performance and oil reserves. Accordingly, arrangements were approved by the Operating Committee far, the Bureau of Mines to proceed with a program of field sampling and laboratory determinations designed to obtain the desired information.To carry out the assignment, the Bureau transferred the necessary person¬nel, subsurface pressure, temperature, and sampling instruments, and laboratory equipment for analyzing subsurface oil samples from the Petroleum Experiment Station, Bartlesville, Okla., and the San Francisco, Calif., office and set up a temporary field headquarters in the Elk Hills. The program of work as out-lined by Unit Operation required the 6 months period March-August 1945 to complete during which time individual reports comprising data on pressure-volume-temperature relationships and reservoir oil viscosities as determined on subsurface oil samples and recombined oil and gas samples for 5 selected wells were submitted to Unit Operation.This report is a summary compilation of the data contained in the original reports supplemented by correlations of some of the physical properties of the reservoir oil with the A.P.I. gravities of the produced oil. The report also includes material-balance calculations relative to one of the oil horizons in the shallow zone. The Bureau of Mines believes that publication of the results of these analyses is a worthwhile contribution to the petroleum literature and of particular interest to the California industry."

This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. The present paper gives more on analyses of the gases leaving the top of the charge and on accretions formed on the walls of the blast furnace. New data are presented to show the effect of the temperatures at the tuyere zone on the lead content of the slags made. The greater part of this paper, however, deals with a much debated subject, namely air used in lead blast furnaces. Original data are presented to show the effects on smelting lead 'products when air is supplied to a lead blast furnace under volume versus under pressure control.

The Bureau of Mines conducted underground mapping and rock strength tests to describe and analyze mine roof conditions surrounding ancient stream channel deposits (paleochannels) in the Pittsburgh Coalbed in southwestern Pennsylvania. Paleochannels in the study mine consist of sandstone and/or siltstone and affect the Pittsburgh Coalbed through erosion and/or differential compaction. Differentially compacted sediments within and adjacent to channel deposits caused slip planes, faults, clay-dike faults, clastic dikes (clay veins), coalbed rolls, and slumped structures. Paleochannels can be predicted by recognizing these features and associated sediments, which allows for modification of long-and short-term mine planning and development. Mine entries located beneath the paleochannel deposits exhibit less stable roof conditions than entries with normal (nonchannel) roof. Paleochannel deposits comprise only one-fourth of the mapped study area; however, they contain one-half of the hazardous roof. This study deter-mined that rock strength evaluations, including rock quality designation (RQD), unconfined uniaxial compressive strength testing, and point-load testing, must be accompanied by underground observations. Suggested remedial support techniques include angled and/or longer tensioned bolts, steel mats or crossbars, steel sets or cribbing, and roof trusses.
