The United States Bureau of Mines (USBM) awarded a contract to Foster-Miller, Inc. to develop guidelines for the storage and use of Self-Contained Self-Rescuers (SCSRs) in underground non-coal mines. An SCSR is a device capable of supplying, in an emergency, one hour of self-contained oxygen (no breathing of mine air). The information and recommendations in this report were developed primarily from three sources: discussions with mine representatives (including management, labor, and government), site visits in underground mines I and a detailed analysis of every reported non-coal accident which produced d hazardous atmosphere during the 5-year period 1976-1980 -plus ten other major incidents from prior years. Volume IV has three major sections: Recommendations and Discussion (Section 2), Analysis of Mine Accidents (Appendix A), and a Summary of Discussions with Mine Representatives (Appendix B).

Manufacturers and consumers of steel have come to realize during the past few years that cleanliness is of great importance in steels which must meet rigid specifications for various physical properties. Of equal importance is the consistent production of steel which is uniform in these properties. For maximum utility, steels should be uniform not only from heat to heat, but also from ingot to ingot and within each ingot. In the manufacture of killed steels such as the higher carbon forging grades, uniformity as indicated by the usual chemical analysis is easy to obtain, provided that a normal top discard is taken, as is always the case in steels poured with hot-top practice. No such uniformity, however, holds true for the nonmetallic matter, which consists for the most part of the products of deoxidation of the steel. For a large tonnage of steels which go into articles manufactured by deep-drawing processes, killed steel has never been successfully applied because with the present deoxidation practice, low-carbon killed steel is almost invariably extremely dirty. To obtain the desired qualities for deep drawing, the steel is rimmed, - that is to say, deoxidized with manganese and perhaps a small amount of aluminum, - the resultant product being of high purity in the skin of the ingot, but very badly segregated at the center of the ingot, particularly in the upper-central section. This segregation necessitates a very heavy top discard, and one of the major segregates is carbon which renders the steel too hard to draw properly. If clean, low-carbon killed steel could be made successfully, much better ingot yields would be obtained than by the present rimming steel practice. Furthermore, banded structures and outside and inside seams, which are undoubtedly due in a large measure to blowholes in the ingot, are defects which are very difficult to control in rimmed steel.

A monitoring method for diesel particulate matter was published as Method 5040 by the National Institute for Occupational Safety and Health (NIOSH). Organic and elemental carbon are determined by the method, but elemental carbon (EC) is a better exposure measure. The US Mine Safety and Health Administration (MSHA) proposed use of NIOSH 5040 for compliance determinations in metal and nonmetal mines. MSHA also published a rule making for coalmines, but no exposure standard was provided. A standard based on particulate carbon is not considered practical because of coal dust interference. Interference may not be a problem if an appropriate size-selective sampler and EC exposure standard are employed. Sub micrometer dust concentrations found in previous surveys of nondieselized, underground coal mines were relatively low. If a large fraction of the sub micrometer dust is organic and mineral matter, sub micrometer EC concentrations would be much lower than sub micrometer mass concentrations. Laboratory and ?eld results reported here in indicate the amount of EC contributed by sub micrometer coal dust is minor. In a laboratory test, a sub micrometer EC concentration of 31µg m 3 was found when sampling are spirable coal dust concentration over three times the US compliance limit (2mg m3). Laboratory results are consistent with surveys of nondieselized coal mines, where EC results ranged from below the method limit of detection to 18µg m 3 when size-selective samplers were used to collect dust fraction shaving particle diameters below 1.5µm sub micrometer EC concentrations were ?7µg m3. In dieselized mines, sub micrometer EC concentrations are much higher.

The electrification of ammonium nitrate-fuel oil (AN-FO) blasting agents by pneumatic loaders is described and discussed. The consequences of the electrification are considered in light of the initiation requirements of electric blasting caps. It is recommended (1) that semiconductive loading tubing be utilized and (2) that the resistivity of the AN-FO be controlled; it is further recommended that the operator (3) test to assure continuity of the electric detonator legwire-bridgewire-legwire circuit prior to insertion of the cap into charge or borehole, (4) keep the legwires shunted but not otherwise connected to ground during loading of the blasting agent into the borehole, (5) assure that the borehole is discharged prior to hooking up the detonator leads, (6) assure that he is himself discharged prior to handling the detonator leads, and (7) assure that the blasting cap leads are never carried to the AN-FO loader. The basis and significance of these recommendations are explained.

"INTRODUCTION The veins of the Clark Fork district have been mined on a small scale since 1913. In May 1943, the district was examined by an engineer 3/ of the Bureau of Mines with a view to possible exploration for larger ore deposits that might be of value to the war effort. The area adjacent to the Hope, Whitedelf, and Lawrence mines was re-examined 4/ December 27, 1943. As a result, the Bureau of Mines started exploratory operations in the district during the summer of 1944 which was continued until the late spring of 1946. This report presents the data obtained from the investigation.ACKNOWLEDGEMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The year 1979 was a period of increased activity for the world's mineral industry, distinctly in contrast with 1978 when estimated world crude mineral output value declined slightly and most phases of the industry's activity were somewhat curtailed. In 1979, most major mineral commodities recorded significant gains in output, with a substantial number achieving new record highs; details on trade levels for 1979 were not available, but increases over those of 1978 were expected on the basis of partial data. Consumption of most commodities edged higher; in some cases the higher demand levels were met largely through draw-downs of stocks accumulated in recent years, while in other cases notable output increases were required to meet demand. Actually, 1978 was not a bad year for all elements of the mineral industry if changes in output levels of the various commodities are considered as a measure of performance. There were far more individual commodities registering production increases between 1977 and 1978 than registered declines, but some of those reported as declining were relatively major commodities (bauxite, aluminum, copper and zinc were notable), Moreover, the upturn in productive activity in 1978 was not matched by increases in profits. However, 1979 was unquestionably a year of renewed expansion efforts, although some commodity areas, most notably the steel industry component, were still experiencing difficulties.

Coal research and related activities in 1964 by the Bureau of Mines resulted in many advances in the production, preparation, and utilization of this valuable natural resource. Mining research during the year was marked by work on hydraulic mining, coalbed degasification, mine drainage control, mine sealing, strip-mine rehabilitation, and quenching of mine-refuse fires. Bureau research continued to produce information leading to increased safety in underground mining. Such research included roof and rib control via bolting and bonding, pressure monitoring of coal and mine rock during mining operations, and development of safety devices for detecting conditions leading to roof falls. Other safety work was continued on methane detectors, coal-dust suppression, and mine ventilation equipment and techniques. Mine explosion and explosives research, mine equipment and materials, safety rule modernization, and safety education and training of mine workmen were continued. Coal storage and preparation work in 1964 ranged from freezeproofing of lignite for rail shipment, through washability studies of coals and washing equipment, to research on new ways to remove ash and sulfur from coal. Electric power production, which accounts for a major portion of the market for coal, received further study. Unique power generation systems, including coal-burning gas turbine and megnetohydrodynamic generators, were intensively investigated. Conventional power systems were improved through continuation of work on furnace performance, powerplant stack gas purification, and engineering and boiler water service.

Fluorphlogopite mica was synthesized from inexpensive and abundant olivine, clay, feldspar, and sand (plus K2SiF6). The raw materials were melted in crucibles and in an internal resistance electric furnace. The melts yielded >95 percent mica. The major difficulty encountered was incomplete settling of the highly dispersed ferroalloy. This problem was not completely solved. Reducing agents tried in melts of 300 to 400 pounds were carbon, silicon, and silicon carbide. Carbon slowly reduced the iron of the raw materials, with much fuming. Silicon apparently was oxidized ahead of the melting and was ineffective under the conditions obtained. By far the best reducing agent was silicon carbide. With silicon carbide, fuming did not occur and ionic iron content of the mica flake approached 0 percent. However, even with SiC, the highly dispersed globular iron did not completely separate from the mica portion. The fluorphlogopite made during this investigation should be suitable for metallurgical use. A byproduct ferroalloy containing about 5 percent nickel, 3 to 5 percent chromium, and some cobalt was obtained. Because of the highly dispersed metallic ferroalloy, the mica was not deemed suitable for electrical or electronic uses.

To deftne the capabilities of a nonexplosive excavation concept, the Bureau of Mines conducted reduced-scale laboratory tests of a mechanical excavation tool called a rock splitter. The splitter investigated was capable of applying combinations of radial and axial loads to rock when placed in a predrilled hole. Experiments conducted with the tool in concrete, limestone, and granite proved it capable of excavating all three materials. Break geometry in these three materials was the same, which encourages the prediction of performance in all rocks. The design of the radial-axial loading splitter's feather components significantly affected the tool's performance. It appears the design of this in-hole component should be tailored for the rock to be excavated.

A laboratory furnace was developed by the Federal Bureau of Mines for use in studying the interrelationships among variables associated with skull melting and casting high-temperature metals. Although additional work is necessary to determine the extent to which the information obtained by using this furnace can be extrapolated to larger furnaces of the same type, many casting characteristics of metals and alloys can be determined on equipment of this size. This furnace is a laboratory-size, consumable-electrode, skull-casting furnace equipped with a water-cooled copper ladle. The ladle, which is a tilt-pour or over-the-lip type, has a volume of approximately 30 cubic inches and provides up to 20 cubic inches of molten metal for castings. Castings of various reactive and refractory metals, including zirconium, titanium, hafnium, columbium, molybdenum, tantalum, and tungsten, have been produced. In addition, castings of iron, chromium, and copper have been made. The simplicity and versatility of the apparatus would make it useful to metallurgical laboratories preparing cast specimens.

This is one of a series of papers being prepared for and published by the United States Bureau of Mines, describing mining and milling methods and costs at crushed-stone plants throughout the United States. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total production costs. It is recognized' tat publication of total production costs might in many instances cause embarrassment to individual producers, as well as to the industry as a whole. However, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no mis-understanding of the scope of the cost tabulations shall ensue. "INTRODUCTION The Warrior View mine of the Seaboard Coal Corporation is located in Tuscaloosa County on the Warrior River about 14 miles northeast of Tuscaloosa, Ala. The Brookwood bed at this point yields a coal with fair coking qualities, and the product from neighboring mines on this bed has been used for the manufacture of blast furnace coke. The output of the Warrior View mine, however, is used exclusively for domestic and steam-raising purposes.This paper continues the series° of reports on the washability of Alabama coals which are based upon the study of coal preparation in Alabama now being conducted by the U. S. Bureau of Mines and the University of Alabama with the cooperation of the different coal mining companies. This paper contains screen-sizing and float-and-sink tests of a representative sample of run-of-mine coal, and flakiness and crushing tests on certain sizes.Published information on the Brookwood bed is very meager. Fieldner6 gives the proximate and ultimate analyses for a number of seam samples taken from representative mines working this bed. Gandrud and Britton7 show sections of this bed taken at Searles, Ala. They also give the specific gravities of the coal, the bone, and the shale partings.Table 1 give the proximate and ultimate analyses for the 3/4 to 3/16 inch size of raw coal. Table 2 gives the sulphur content and the ash fusibility temperatures of the float-and-sink fractions for this same size. The character of the coal is very uniform throughout the range of sizes produced and, as it was not convenient to have these analyses on all sizes, this size was chosen as being representative of the coal. From the information available it is evident that the coal preparation problem is restricted to one of ash reduction.SAMPLING AT THE MINEAt the Warrior View mine the run-of-mine coal is dumped from the mine cars upon a 3-inch grizzly. The oversize is crushed in rolls set at 24 inches and joins the undersize before being elevated to the raw-coal bin ahead of the jig. The sample was caught at the point where elevates discharges into the raw-coal bin, by taking a proportional amount of the coal at 10-minute intervals over the period of a day's run, The total sample amounting to 2.7 tons was shipped to the laboratory at Tuscaloosa for the washability studies."

As part of its research on advanced mining technology, the U.S. Bureau of Mines emphasizes studies on in situ leach mining. This research enables the Bureau to develop technical information that can allow mining companies to adopt in situ leach mining methods. Research results should help to remove the technical and economic barriers currently hindering the development of commercial in situ leach mining operations. This report contains papers summarizing results of Bureau research on various aspects of in situ leach mining. A featured topic is the cooperative field experiment of the Bureau and Santa Cruz Joint Venture in a copper deposit near Casa Grande, AZ. Discussions in-clude an overview of the entire project, cost modeling, environmental permitting, laboratory core-leaching experiments, petrographic studies, and an evaluation of the geologic structure in the region. In addition, papers describe hydrologic modeling and geophysical studies of solution flow during leaching. Preliminary geochemical modeling studies are also summarized. A final paper describes a nonionic chemical additive with potential for significantly reducing the high costs of drilling in in situ leach mining.

This chapter summarizes data on crude mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are tables that show the principal mineral commodities exported from and imported into the United States, and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at 'any of several stages of extraction and processing, the stage of measurement used In this chapter is what is normally termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the product of auxiliary processing at or near the mines.

Structural response and/or deformation was determined for each of four different grade Green River oil shales (27.0-, 34.5-, 45.5-, and 63.5-gal/ton) as they were heated in an inert atmosphere, under constant compressive stress, from ambient to subretorting temperatures; that is, below those required for rapid pyrolysis of the organic matter. Small cores and small columns of confined fragments comprised the test specimens, which were heated, in a specially designed microunit, at a uniform rate either to 725° or to 825° F under three different stress levels, 80, 200, and 325 psi. Structural response of some cores was observed as they were heated in a stress-free environment. The obtained stress-strain-time-temperature relationships provide information regarding the oil shale's yield temperature, yield stress, rate of compressive strain, loss of mechanical strength, and nature of structural deformation. Effects of structural deformation on induced permeability in small columns of fragments are presented. Results indicate that underground retorting of Green River oil shale may be seriously impaired through loss of induced permeability brought about by structural deformation of rich oil shale under the influence of heat and compressive stress.

The Northwest Experiment Station of the Bureau of :,!in-s, in cooperation with the College of Mines, University of Washington, has completed a detailed investigation-of the physical and chemical properties of western cokes made or used in the Pacific Northwest, as evaluated by standard methods./ One of the properties determined, to which more or less importance has been attached, was reactivity5/ or combustibility. As no standardized procedure is available, it was necessary to develop a workable method for evaluating this property. The combustibility of coke is usually measured by the formation of carbon dioxide with time at a particular temperature or by the reduction of carbon dioxide to carbon monoxide. Analysis of the resulting gases commonly is required to evaluate the result. The method described in this paper is simple and direct in that the sample of coke or other carbonaceous material is weighed as it burns; the loss in weight and time is indicated by a balance and clock arrangement. Gas analyses are not required. Methods similar in principle have been used by Tu, Davis, and Hottel6/ and by Oshima and Fukuda7/ for determining the combustion rate of carbon and for studying the effect of ash on combustion characteristics. This report, sponsored by the U.S. Bureau of mines, presents the results of an examination of available safety assessment methods and their applicability to the mining industry. Standard safety analysis procedures were evaluated for relevance to the mining industry and mire operators' needs. The major safety concerns and needs of mine operators were identified through telephone contacts and a visit to a mine site. Safety assessment methods recommended for use by the mining Industry were also investigated for potential adaptability to a user-interactive computer system. Several methods were determined to be Immediately transferrable to the mining industry; these techniques are described in a user's handbook produced as part of this project. The handbook gives detailed instructions on appropriate application and utilization of these methods. Other techniques will require further development before they can be effectively transferred to the mining Industry. These methods, their advantages, disadvantages and resource requirements are described in the final project report. Recommended system safety analysis techniques facilitate an evaluation of total mine system safety and a determination of safety-related interactions among systems within a mine. The application of these methods to the mining industry could result In reductions in both the frequency and the consequences of mine accidents.
