Coal mining operations in the Upper Olifants River Catchment in the Mpumalanga Province of South Africa are challenged with the increasing production of excess mine water that cannot be fully managed by existing practices of pollution control at source, recycling, and reuse on mining sites, storage and limited release to the natural water course. In contrast to this, the Olifants River Catchment is experiencing water stress and insufficient water is available to satisfy all water quantity and quality requirements for future industrial and municipal growth. It is estimated that the catchment has a deficit of 192 million m3 per annum if the reserve water requirements are taken into account. The future increased water requirements can be met by water transferred to the Olifants River Catchment from adjacent catchments. The cost of transferred water is likely to be substantially higher than the current cost of water supplied to local municipalities, commerce and industry. BHP Billiton and Anglo Coal Corporation are working together to jointly implement water management strategies that will contribute to the achievement of in-stream and dam water quality and aquatic objectives for the catchment. Consideration is now being given to the treatment and beneficial use of excess mine water. This will inaugurate a new era for the coal mining industry in South Africa, in which a pollution threat to the water resources in the Upper Olifants River Catchment is converted into a water source for beneficial use. Three potential mine water reclamation and reuse schemes have been identified and this paper details the technical, institutional, legal and financial considerations in the implementation of these schemes.

The Jabiluka uranium mine was constructed in the Ngarradj catchment, a right bank tributary of Magela Creek in the Northern Territory. The Jabiluka Mineral Lease is adjacent to Kakadu National Park, near an area listed as Wetlands of International Importance under the Ramsar Convention and recognised under the World Heritage Convention. In the late dry season of 1998 and prior to the 1998 - 1999 wet season, a stream-monitoring program was implemented in the Ngarradj catchment to collect baseline data on sediment transport within the catchment to assess and proactively manage associated impacts caused by mining at Jabiluka. Stream suspended mud concentration, stream discharge and rainfall data were collected for four wet seasons (1998 - 2002) giving an almost continuous data set. The stream system has high natural variability dependent on rainfall intensity and subsequent discharge and pre-wet season fire distribution and intensity. In general, mud concentration is elevated at the commencement of the wet season until about February. This is caused by first-flush removal of surface material detached during the dry season by agents such as bioturbation (including anthropogenic activity), wind erosion and surface desiccation. Water quality trigger values downstream of the mine were derived using upstream percentiles and the before-after-control-impact, paired site design. Both analyses showed no observable impact from mine construction in 1998 or during the study period. However, the impacts of dry season fires could be clearly detected. The data set provides good baseline information for future assessment at Jabiluka and demonstrates the need to view measured parameter values on a catchment-wide basis with knowledge of rainfall, discharge and fire distribution.

As the mining industry looks to new technologies for a safe work environment and increased production rates, so should emergency response teams when dealing with organisational incidents. Implementation of technology has transformed the nature of incidents within the international mining community with lower frequency, high impact events replacing high frequency, low impact incidents of the past. In turn the approach to mines rescue response and preparation has naturally diversified. New rescue technologies when applied effectively can only further advance preparation and the response of mine rescues teams. This paper discusses some of the changes associated with mines rescue as the industry embraces technology. It highlights some recent rescue responses and their approach and gives examples of some of the new technologies being used for improved mines rescue.

Queensland Alumina Limited (QAL) is the worldÆs largest producer of smelter grade alumina, located in Gladstone, Queensland, Australia. The plant employs evaporative cooling towers for waste heat rejection. Process water requirements include red mud residue disposal, steam venting to the atmosphere and Calcination feed moisture. Raw (untreated) water consumption in 2001 was 37 700 m3/d or 3.8 m3 per tonne of production. The Gladstone region experienced a water shortage in the period 2001 to 2003, resulting in progressive water restrictions. Industry operated under a ten per cent restriction from April 2002 and in November 2002 a 25 per cent restriction came in force. The maximum restriction level of 50 per cent was anticipated for the middle of 2003. Water restrictions of these magnitudes have the potential to result in significant production limitations, which would have major economic consequences for QALÆs owners, customers, suppliers and employees. Therefore it was imperative that measures be found to mitigate the impact of these restrictions. Furthermore, as one of the largest water users in the Gladstone region, QAL had an obligation to the community to minimise water usage as much as possible. A thorough analysis of water usage on site was conducted, focussing on all water streams leaving the plant. The philosophy used was that by minimising water outputs, the inputs would follow suit. Where possible, preference was given to solutions that provided lasting water savings. This occurs when the value of the water saving justifies the project cost, irrespective of water restrictions. By June 2002 an average water saving of 19 per cent was achieved, almost double the required saving. By end November 2002 further projects had increased the total water saving to 29 per cent, mainly through the re-use of GladstoneÆs municipal treated effluent as wash water. Further measures to reach the target of 50 per cent reduction were investigated. The evaporative cooling system was to be replaced with seawater cooling, using cooling towers to minimise the seawater pumping cost. Another benefit of this concept was the ability to dispose of the cooling tower bleed stream with the existing system for neutralised red mud disposal. This would avoid the need for an additional environmental outfall from the plant. In February 2003 the Gladstone region received over 500 mm of rain, which boosted water reserves to five years supply at forecast usage rates. This led to the lifting of all water restriction. As most of the implemented water savings measures are economically viable in the absence of water restrictions, raw water usage at QAL is still less than 75 per cent of pre-2002 levels.

The purpose of this paper is to outline the basic policy problems for good community relations programmes in the resource extraction industries of Papua New Guinea. The main focus of the paper will be on defining and analysing those problems which lie on the landowner side and which are still not widely understood within the resource extraction industries despite several decades of turbulent experience. Many of the companies operating in the resource extraction industries of mining and petroleum and gas have in recent decades adopted, by choice or necessity, 'good corporate citizen' policies. Some of these companies now pursue ethical business, environmental and community relations policies. Some have adequately funded and well-trained staff in their community relations departments. Although different industry sites scattered over Papua New Guinea show significant differences in their experience of social conflict, I argue here that a good deal of this variation has less to do with the differences between the companies' public relations policies and their effectiveness and more to do with the conflict causing features of indigenous society. Experience suggests that even a company well-equipped with good intentions, good policies and good staff may experience serious difficulties in maintaining good community relations in Papua New Guinea. Many of these difficulties, I argue, can be traced to causes that lie, essentially, within the structure of Papua New Guinean communities and in the customs and social relations of Papua New Guinean peoples. Accordingly the attention of this paper is focussed on the conflict causing aspects of Papua New Guinean society. It is true, to the point of being a cliche, that Papua New Guinean societies are oriented very strongly towards achieving consensus and social harmony. In this regard Papua New Guinean communities differ significantly from, say, Australian communities. My purpose here is not to denigrate this aspect of Papua New Guinean societies but, rather, to point out that the drive for consensus is driven by the desire to avoid its opposite, dissensus. This paper sets out to define the dissensual aspects of Papua New Guinean societies and my special interest is in those conflict producing aspects of Papua New Guinean societies that are most resistant to the mechanisms that are designed to create social harmony. A survey of the recent history of industry and community relations in Papua New Guinea indicates that there are three main factors present on the landowner side which are liable, separately or through their interaction, to cause difficulties. These factors are respectively generational challenge, social boundaries and custom variability and I shall discuss each of these in turn.

Himalayan ranges on the northern border of India are source of many perennial rivers and suitable sites for large dams have been located therein. However, Himalayas are young mountains and comprise of comparatively weaker rocks having adverse geological features like shear seams, thrust zones, minor and major faults and intense jointing. Tehri dam project under construction, is located in lower Himalayas. It envisages construction of a 260.5 m high earth and rock fill dam and an underground power station of 2000 MW (Eight machines of 250 MW each, four of which will be reversible) installed capacity. This dam will be the highest and the underground complex will be the largest to be constructed in India in the Himalayas. The under- ground complex comprises of 25 km of tunnels varying in diameter from 6 m to 11 m and seven large cavities of various sizes, the biggest being 22 m in width, 194 m in length and 65 m in height. Rock formation in the power house complex belong to phyllites having various joint sets spaced from 0.5 m to 3 m. Due to the poor geological conditions and closely spaced net work of large cavities, the planning, analysis and design of the cavities is a challenging job. Many aspects have to be considered in determining the sizes, locations and orientations of the various cavities taking into account the properties and jointing pattern of rock mass, functional requirements and economics. Correct evaluation of loads and forces is necessary for economical design of supporting system for the various cavities. Rock loads on the roof of cavities and their supporting system will be assessed with the help of the latest methods. The stability of the rock mass around the cavity will be evaluated by elasto- plastic method using finite or boundary element techniques. A scheme of field investigations, laboratory tests and instrumentation for deter- mining rock properties in preconstruction stage and for monitoring behaviour of the underground cavities during and after construction is envisaged.

Dr Claude Martin,Director General,WWF International The four quotes above well illustrate the challenges faced by companies and conservationists in attempting to achieve the societal goal of sustainable development. That this aspirational goal itself is far from clearly defined, although it has been widely accepted and endorsed by governments, business and civil society, exacerbates the challenges. Sustainable development has as its central thesis the integration of environmental, social and economic policy. Its attainment by business has been described John Elkington (1998) as the pursuit of the ætriple bottom lineÆ - the achievement of social and environmental targets, in addition to the traditional economic bottom line. It is self-evident that business is both competent and comfortable defining and measuring economic performance and reporting that performance to internal and external audiences. As long as information has been prepared according to the established standards of measurement and reporting of economic performance, all audiences can have confidence in its accuracy. Business does not enjoy the same competence and comfort with regard to social and environmental performance. This is no startling condemnation of business, any more than it is a criticism of governments, non-government organisations (NGOs) or academia. It is a statement of fact that the tools to allow for credible definition and reporting against the other two components of the ætriple bottom lineÆ have yet to be fully developed and are, therefore, far from being widely accepted. Crucial to achieving sustainability is the ability to measure progress toward the goal. The task is to develop means to define appropriate performance standards and to credibly measure and report company environmental and social performance against those standards.

Ridgeway Gold Mine is part of Cadia Valley Operations which is wholly owned and managed by Newcrest Mining Limited. Ridgeway is an underground sublevel cave (SLC) operation mining approximately 5.6 Mt of gold-copper ore per annum. Ore tracking and accounting systems monitor gold and copper grades, copper mineralogy, host lithology and ore sizing. These factors have material impacts on concentrator throughput and metal recovery. Drawpoint recovered grades are routinely reconciled back to design data to monitor and assess draw performance. Grade control at Ridgeway has been based upon sampling the ore from SLC drawpoint bunds using 15 kg grab samples combined to form 30 kg samples prior to assay. This large sample size was selected in an attempt to representatively sample the coarsely-sized broken ore, the samples collected having a nominal diameter of about 130 mm. The assay results for gold and copper from these samples are extremely variable and the usefulness of the results has been questioned by the mine, particularly given the onerous and OH&S hazardous activity of handling large sample masses. Granulometry testwork at Ridgeway confirmed the extent of the relationship of decreasing sample grade variability with particle size. Based on this relationship, drawpoint sampling tests were carried out using 9 kg samples sieved to -45 mm at the drawpoint site. The gold and copper results from the finer 9 kg samples were significantly less variable than those from the normal, coarser 30 kg samples. The variance reduction was similar to that predicted from broken ore sample theory for the selected sample mass and nominal particle size. This relationship therefore allowed Ridgeway to assess the sample mass and particle size required to achieve a particular precision. In addition to improving the precision, the reliability of assay results from smaller samples from the fine particle fraction for drawpoint control depends on the accuracy of the results. The assumption is that the grade of the finer ore is similar to that expected from the lot, or that if a bias exists, then the extent of this bias is acceptable and consistent enough to be accounted for in the grade control system. The distribution of grade with particle size and the reconciliation of drawpoint sample and mine results is currently under investigation.

Blast fragmentation can have a significant impact on the profitability of a mine. An optimum run of mine (ROM) size distribution is required to maximise the performance of downstream processes. If this fragmentation size distribution can be modelled and controlled, the operation will have made a significant advancement towards improving its performance. Blast fragmentation modelling is an important step in Mine to MillTM optimisation. It allows the estimation of blast fragmentation distributions for a number of different rock mass, blast geometry, and explosive parameters. These distributions can then be modelled in downstream mining and milling processes to determine the optimum blast design. When a blast hole is detonated rock breakage occurs in two different stress regions û compressive and tensile. In the first region, compressive stress waves form a æcrushed zoneÆ directly adjacent to the blast hole. The second region, termed the æcracked zoneÆ, occurs outside the crush one. The widely used Kuz-Ram model does not recognise these two blast regions. In the Kuz-Ram model the mean fragment size from the blast is approximated and is then used to estimate the remaining size distribution. Experience has shown that this model predicts the coarse end reasonably accurately, but it can significantly underestimate the amount of fines generated. As part of the Australian Mineral Industries Research Association (AMIRA) P483A Mine to MillTM project, the Two-Component Model (TCM) and Crush Zone Model (CZM), developed by the Julius Kruttschnitt Mineral Research Centre (JKMRC), were compared and evaluated to measured ROM fragmentation distributions. An important criteria for this comparison was the variation of model results from measured ROM in the fine to intermediate section (1 mm to 100 mm) of the fragmentation curve. This region of the distribution is important for Mine to MillTM optimisation. The comparison of modelled and Split ROM fragmentation distributions has been conducted in harder ores (UCS greater than 80 MPa). Further work involves modelling softer ores. The comparisons will be continued with future site surveys to increase confidence in the comparison of the CZM and TCM to Split results. Stochastic fragmentation modelling will then be conducted to take into account variation of input parameters. A window of possible fragmentation distributions can be compared to those obtained by Split. Following this work, an improved fragmentation model will be developed in response to these findings.

During the late-1980s crawler-mounted crusher units established their position in the aggregates industry. Between 1986 and 1994 about 700 units were delivered to customers all over the world for surface operations, mainly in Scandinavia and central Europe. The crawler-mounted units are popular among smaller crushing operators because they are versatile and easy to move between sites. In large quarries the greatest benefit is obtained by combining a primary crawler-mounted crusher unit with mobile belt conveyors which eliminates the need for costly haulage by dump truck. Savings of up to 40 per cent in production costs prior to secondary crushing have been achieved. Today the environmental aspect in quarrying is assuming ever greater importance. Besides being costly the dump trucks are also the major source of dust and exhaust fumes within a quarry. A complete face crushing system consisting of a crawler-mounted crusher unit and mobile belt conveyors can be electrically driven and can be equipped with dust encapsulation and dust collectors. A mobile crushing unit is not a new idea. From the mid-1950s onwards the mobile and self-propelled units have been built equipped with crawlers, tyres or walking mechanisms, with weights usually of 500-1000 t. Due to their massive size these unit are not mobile in the same way as the today's mobile units. It is not feasible to move them more than a few times a year unlike today's fully mobile units which are often relocated once an hour. This means that the massive units can not continuously follow the production face and their loading always requires a certain amount of haulage. Today the mining industry is facing new challenges. With low mineral prices and high labour costs, increasing productivity is essential for survival. New standards are also being set for the labour safety and the environment. Large research programs have been launched to meet these challenges. However, technology which can partly solve these problems already exist and is only waiting to be introduced into underground applications as well - the mobile crushing unit followed by belt conveying. As in surface operations the elimination of truck haulage also brings considerable savings in operating costs in underground mines and reduces the amount of dust and exhaust gases generated. An additional benefit especially in underground applications is improved safety. In an underground mine most accidents are caused by moving vehicles.

Mineral exploration and development can have a significant impact on the environment and local communities, in some circumstances extending well beyond the mine site. Poor environmental performance and consequent social impacts by some companies have affected the reputation of the whole industry to the extent that the principal public concern about mining is its impact on the environment. This is consistent with public attitudes about other major natural resource sectors such as forestry and commercial fishing. Traditionally the community has relied on governments to set the benchmark for acceptable environmental and social performance through establishing and revising regulations governing the mining industry. This however assumes that regulations keep pace with community expectations. It also does not take into account those circumstances where governments can have conflicting roles as both watchdog and project partner. Government regulations and industry self-regulation are not in of themselves sufficient for the minerals sector to demonstrate that it has adequately addressed environmental and social issues associated with the sector. For the minerals sector to improve its reputation it must first improve its environmental and social performance. To do this requires the sector to operate to acceptable standards of environmental and social performance and for the sector to be able to credibly communicate this to its stakeholders such as investors, non-government organisations (NGOs), customers, staff, regulators and local communities. Independent third party certification of environmental and social performance (æcertificationÆ), already operational in forest and fisheries management, is proposed as a mechanism to enable the minerals sector to achieve this. World Wide Fund for Nature (WWF) and industry partners will be collaborating in a project to ascertain the applicability of æcertificationÆ to the minerals sector. A number of economic, social and environmental benefits are identified that could accrue should mining companies be able to differentiate themselves on the basis of environmental and social performance, an attribute evident in æcertificationÆ schemes. External audiences are seeking increasing levels of information and data on environmental and social performance of mining companies, be it local communities, investors, financial institutions or NGOs. Environmental and social reporting should be a key communications device that stakeholders can rely on as a reliable, credible source of information on environmental and social performance. WWFÆs contribution to the debate about environmental and social reporting has been to develop a process to assess the quality of environmental and social reports against reporting ingredients which WWF believe are important if a report is to be an accurate reflection of the reporting entitiesÆ environmental and social performance.

Bendigo is AustraliaÆs second-most productive goldfield, having produced some 22 million ounces of gold between 1851 and 1954. Bendigo Mining Limited (BML), the sole lease-holder of the Bendigo Goldfield, is developing a mine that is planned to produce ore from beneath the historical workings for at least the next 25 years. The high-grade Bendigo reefs occur in the proximity of the chevron anticlines, which characterise the goldfield. Typically the reefs display relatively small cross-sectional areas and large (subhorizontal) strike dimensions. They occur in clusters due to interrelated structural controls. Most of the gold occurs as visible grains and laminae, and as such grade estimation is not amenable to ænormalÆ sampling and estimation techniques. The initial phases of exploration and development of the mine focused on understanding and resolving these sampling and estimation issues. In 2005, BML reviewed and updated the March 2004 Feasibility Study, refining the life of mine development strategy. The strategy fundamentally aims to exploit the 11 million ounce Inferred Resource and additional exploration potential by developing the current Kangaroo Flat Mine to produce ore at an initial rate of 450 000 t/yr in 2006/07, expanding to 600 000 t/yr by 2009/10; and developing the Eaglehawk Mine to produce 1 Mt/yr by 2011/12. Ore will be processed initially at the Kangaroo Flat site, and from 2011/12 also at the Eaglehawk Mine 1 Mt/yr processing plant. The two mines will connect underground in 2009. Total ore treatment capacity will be 1.6 Mt/yr, producing 600 000 oz/yr from a head grade of 12.7 g/t gold. The project is planned to operate for 25 years, processing 33.6 Mt of ore producing 13.7 Moz of gold. To achieve this production rate, the exploration and ore delineation programs will require up to 16 diamond drill rigs producing over 200 km of core per year. At the same time, approximately 8 km of on-reef development must be monitored and typically 18 stopes managed concurrently. The processing plants will be located in geographically constrained areas, which will limit the ability for selective stockpiling and campaign treatment.

An Environmental Impact Statement (EIS) for a major mining development typically has to address various aspects of surface water management, including some which generally tend to be the more contentious: the diversion of rivers and creeks from areas disturbed by mining, and their rehabilitation; the effective management of disturbed area run-off via the collection, containment and treatment of contaminated water on site in sedimentation dams; the collection, containment and treatment of mine pit water; the decommissioning of surface water storages; final void water quality; and water discharge criteria. Environmental Impact Assessment processes for proposed mining developments in Australia at the state and commonwealth level usually involve a form of Initial Advice Statement (or Notice of Intent), Terms of Reference, an EIS, and a Supplementary Report (or similar) which responds to agency and public comment on the EIS. The EIS is used by approval agencies to decide the acceptability of the Project, and to set the conditions of approval. The conditions are often in the form of a state-issued æOperational LicenceÆ or similar. With mining, the initial approval at the EIS stage is often just a pre-cursor to various other planning related approvals, including obtaining a mining lease. Afterwards, mine plans and plans of operations must be submitted to government at various stages of the mineÆs life, ostensibly to provide the detailed mine planning over periods of one û five years. Despite all this additional planning and documentation beyond the submission of the EIS, government approval agencies are increasingly not satisfied with conceptual water management designs and commitments to an outcome (such as meeting a specified water quality standard) in the EIS. Agencies are also requiring sufficient water management design information to be convinced that the outcomes are achievable. To assist proponents of major mining developments, the Queensland Government has published Technical Guidelines for water management, and Environment Australia has published a æBest Practice Environmental Management in MiningÆ booklet on water management. In addition, the Australian and New Zealand Environment and Conservation Council (ANZECC. 2000) has published Water Quality Guidelines which provide an approach to water management, and provide receiving water investigation trigger criteria. So, what are the water management issues that are likely to be the subject of comment, debate and negotiation prior to the EIS being approved? and what commitments may a mining proponent have to make in order to convince the approval agencies that sufficient investigation and design has been provided? This paper provides some answers to this question, by reference to recent major mining proposals which the author has managed through state and commonwealth Environmental Impact Assessment processes.

The application of high-resolution seismic reflection to map structure and/or mineralisation in hard rock environments has progressed significantly in the last decade. Improvements in equipment, field practice, processing and understanding has seen the seismic reflection technique emerge as a cost-effective tool for high-resolution three-dimensional structural and lithology mapping to depths far greater and with superior accuracy than other more conventional geophysical techniques.This paper outlines results and preliminary interpretation of 2D and 3D seismic reflection surveys aimed at defining fault zones and locations for quartz load development in favourable host lithologies at the Cracow low-sulfidation epithermal gold system in Queensland, Australia.As this is possibly the first time that high-resolution seismic reflection data has been used to define the structurally-controlled location of low-sulfidation epithermal gold mineralisation, an important aspect of this work was the derisking or due diligence steps taken prior to commissioning the full 3D surveys at each site. This included full wave sonic logging, vertical seismic profiling and trial 2D lines. Interpretation of the 2D profiles and the drilling of interpreted structure provided the confidence to proceed with the full 3D survey.The advantage of collecting 3D data extends beyond ensuring that the received reflections are located correctly in 3D space. The final 3D data cube can potentially map the entire fault network, thus highlighting flexures and changes in orientation of the structures both vertically and along strike, which is an important aspect in the deposition of gold and for direct targeting.CITATION:Smith, R, Cook, J, Pike, S and Pridmore, D, 2015. The use of scrapers in mining and earthmoving operations is not new; in fact they are one of the earliest methods of bulk earthmoving. A single machine, which can load, haul, and dump material with a minimum of ancillary support is a highly productive and cost-efficient method of earthmoving. In recent times scrapers have been unpopular due to perceived problems and operational limitations, but the last couple of years have seen a resurgence in the use of scrapers in the Bowen Basin as a primary prestripping tool. The main operational limitation of scrapers is the economic operating range. Maximum productivity and lowest cost per bcm is achieved on short leads, as the lead distance increases the cost per bcm quickly reaches and then overtakes that of an truck-excavator fleet. The geometry of a ætraditionalÆ coal mine does not readily allow short leads for prestrip fleets due to the nature of dragline stripping operations. The strip arrangement means that material has to be taken around the end of the pit, meaning a longer haul distance than the actual point-to-point distance between load and dump. This can be alleviated by using pit bridges, however these can cause spoil problems for draglines if not properly planned and have been avoided by many mines. Due to the economic haul distance limitation of scrapers, truck-excavator fleets have become the normal method utilised. Currently more geologically complex mines are opening up, which do not allow traditional down-dip strip mining to occur. Cross-dip mining methods allow for short leads between prestrip loading and dumping areas, hence scrapers and bulk doze are realistic alternatives to a truck-excavator fleet in the prestrip environment. Keeping the lead distance to a minimum a fleet of 657Æs can move material at a very low cost. The other main operational limitation of scrapers is the type of material that can be economically excavated. Hard material can lead to damage to the bowl, free-flowing sand will not readily stay in the bowl leading to reduced load factors. Ripping the material with a dozer prior to excavating can lead to improved loading time, and greatly reduced GET consumption. When considering scrapers for prestrip operations a number of things must be considered: is the lead distance within the economic haul distance? should twin power (push-pull) or single power (dozer pushed) scrapers be used? do I need to rip, what should I rip with? what ancillary support is required? is there another system already available on-site which is currently under utilised? This paper considers the parameters under which large twin power scrapers are the most effective way of undertaking prestrip operations.

A consistent and reliable international approach to public reporting of a mining companyÆs main assets, its Mineral Resources and Mineral Reserves, has become of increasing importance in recent years with the rapid globalisation of the mining industry. Through the efforts of the Committee for Mineral Reserves International Reporting Standards (CRIRSCO), a committee representing national resource/reserve reporting committees in Australia, South Africa, UK/Ireland/Western Europe, Canada, USA and Chile, the reporting standards in most æwesternÆ countries use almost identical resource and reserve definitions and are generally around 90 - 95 per cent compatible. New codes based on the CRIRSCO model are being developed or considered in other countries, including Peru and the Philippines. This unified approach has provided the mining industry, regulators and investors with a common framework to report and interpret mineral resource and reserve estimates, thereby facilitating funding to the mining industry through improved investor understanding and confidence. The common reporting standards are reflected in the CRIRSCO International Template, available on CRIRSCOÆs web site, a document that is kept æliveÆ by reflecting the best of the most recently published CRIRSCO-type national standards. In a significant exception to this unified industry approach, the USA Securities and Exchange Commission (SEC) requires adherence to its own standard, only partly compatible with CRIRSCO-type standards, with adverse and costly implications for companies listed in the USA. A major industry submission was presented to SEC in April 2005 which, if accepted, would bring about considerable compatibility of CRIRSCO and SEC standards. The UN Economic Commission for Europe (UN-ECE) has, since 1992, been developing its Framework Classification (UNFC) as a single global system for harmonising all existing national and international resource/reserve reporting systems, covering both government and industry requirements and both the hydrocarbon and solid minerals sectors. While few mining companies report their resources and reserves using the UNFC, the system is accepted or is being examined as a basis for reporting by some governments, including those of Russia, China and India. The UN-ECE agreed in 1999 to incorporate CRIRSCO definitions into the UNFC for those categories of resources and reserves used for market-related reporting, but a more recent edition of the UNFC removed or changed the definitions, requiring re-engagement by CRIRSCO to ensure compatibility. Since 2005, CRIRSCO and the Society of Petroleum Engineers (SPE) have been involved in discussions with the International Accounting Standards Board (IASB), which plans to develop a new Accounting Standard for the Extractive Industries as part of its International Financial Reporting Standards. At the request of the IASB, CRIRSCO and SPE have been examining any potential for convergence of resource/reserve definitions between the mining and hydrocarbon industries. Each of these systems is described in this paper and high level comparisons made.

Open cut mining in Australia is facing the greatest challenge in its history in attempting to compete not only with other operations internationally, but also with underground operations domestically. Most flat dip and shallow depth surface-mineable coal reserves have been depleted during the last two decades and new open cut operations must extract deeper coal deposits. As open cut coal mines move into deeper areas and the stripping ratios increase, the relative cost of overburden removal also increases. It therefore becomes even more important to design the mine around the optimum overburden removal scheme. The deeper mines are usually multi-seam operations with a more complex geology and with more geotechnical and hydrological problems. Deeper mines are subjected to greater problems requiring more detailed mine planning and design, such as selection of the optimum mining method and pit layout. In planning and design of such operations, the number of alternative methods which need to be considered is consequently greater.Dragline productivity and its stripping capabilities are directly affected by the selection of digging method, strip layout and pit geometry. Every mine has a unique combination of geological conditions. The operating methods that work well at one mine may not necessarily work at another site. Selection of an optimal stripping method, strip layout and pit geometry for a given dragline must be considered with respect to the geological conditions of the mine. With increasing geological complexity of Australian strip mines, it is becoming more important to use sophisticated techniques such as computerised mine planning methods to assist in optimising dragline operations.

Chromite ores have a long history of low pricing and for AustraliaÆs only chromite mine this has been a particularly tough challenge, especially as the mine is located nearly 400 km from the nearest port at Port Hedland. A stockpile of chromite fines (-16 mm) has been built up since 2003. The opportunity to develop a facility to treat this material to produce a chip (-16 + 1 mm) product and a sands (-1 mm + 45 micron) product was taken when the price increased to above US$140/t. A simple add-on plant containing a heavy media cyclone circuit for the chips and a spiral circuit for the sands was designed and developed. During construction of the fines plant the price of chromite reached a level where the payback for the entire project was less than eight weeks. Soon afterwards the price and the demand for chromite plummeted and the site was put on care and maintenance, except for the commissioning of the fines plant. This put considerable pressure on whether to continue to operate the plant or to place it in care and maintenance. Times of boom and bust provide management with almost totally opposite views. By not taking a conservative view on prices and costs, the effect of extremely low prices and minimal demand can be devastating to a good project. Designing and building plants with conservative costings in boom times gives a greater chance of keeping projects alive during the bust periods that tend to follow.

It must be stressed that the following comments are offered only to assist mineral industry professionals in understanding the issues involved in personal liability. The information and views expressed herein are not intended to be a comprehensive guide or definitive statement of the law and they should not be regarded as a substitute for specific advice for individual situations. Readers should consult their own legal and other professional advisers before applying the content of this paper to their own particular circumstances. It is hardly news that work in the mining industry is governed by a complex regulatory and legal system which is constantly changing, but few realise just how directly they can be affected and become personally liable for any breaches. These may result in civil or criminal proceedings and personal assets are at risk. Owners, company directors, managers and now employees are at risk, together with consultants, contractors and suppliers of equipment or consumables, as well as government inspectors. They are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control. This paper identifies the areas where such individuals in the open pit mining industry in Australia face the risk of personal liability and measures which can be used to minimise the risk or which can be used to make out a defence to legal action which could arise. There have always been a myriad of Commonwealth, State and Local Government laws and regulations with which to comply, and now international protocols are being used as a basis to impose greater obligations on all people. Once, the `corporate veil' gave some protection to the individual, but today there is negligible protection from the full force of the law. Not only are there various types of law enforcement officers, but public interest groups, shareholders, customers, suppliers, creditors etc may litigate. This paper is not intended to be an exhaustive discussion of the provisions of all the legislation or case law where individuals can be held) personally liable. These areas would include environmental, pollution and heritage law (including Aboriginal sacred sites); occupational health and safety (including workers' compensation) law; trade practices and fair trading law; contract law; corporations law (including the requirements of the Australian Stock Exchange [ASX] and Australian Securities Commission [ASC]); industrial relations law; anti-discrimination and sexual harassment law; taxation (including superannuation trustee) law; and the Common Law. The focus is on the following areas of regulation, which are outside the usual experience of those in the open pit mining industry (the Mining Acts and Regulations are specifically not dealt with here): ò Environment Law; ò Trade Practices Law; ò Occupational Health and Safety Law; and ò Corporations Law.

It is recognised by the current JORC (1999) code that resource classification involves the interaction of numerous qualitative and quantitative criteria such as data quality, geological continuity and grade continuity. No prescribed criteria and rules will work for all situations or even between different ore types within the same deposit. Also these criteria and rules are sometimes applied without a clear understanding of their appropriateness, accuracy or correct implementation. For these reasons case studies are useful to evaluate and compare criteria commonly used to assist in resource classification. In this paper blasthole data from a selected area of Joffre Member hosted ore of the Brockman Iron Formation at the Mt Whaleback orebody are used as the basis of a case study for the above-mentioned purposes. Iron grade, in per cent, is interpolated from a blasthole dataset into a block model using ordinary kriging. Samples are then removed from this blasthole dataset to produce a random sample grid, a semi-random sample grid and a regular sample grid. Using nearest neighbour, inverse distance squared, ordinary kriging and sequential gaussian simulation, block iron grades are estimated using these three blasthole data subsets as inputs. This provides four groups of estimates with the ordinary kriging estimate based on the complete blasthole dataset being considered to represent the true estimate of iron grades. Also generated during this process are estimates of the error for each block. These error estimates range from the simple, such as drill spacing, through to more advanced methodologies such as kriging efficiency and simulation. These estimates of grade and grade estimation error are then compared to the true estimate using graphs and statistics. In order of increasing accuracy the block grade estimation and simulation methods were nearest neighbour, inverse distance weighting, ordinary kriging and finally conditional simulation. The simulation in some instances doubled the accuracy of individual block grade estimates when compared to nearest neighbour and inverse distance weighting estimates. It was found that many methodologies for estimating the error of individual blocks performed equally well with only methods such as average drill hole spacing and classification by search ellipse pass number performing poorly. An approach on how to convert the abovementioned error estimates of individual blocks into a meaningful JORC classification is also discussed. Although advanced non-linear resource estimates are applicable, most iron ore mines are still using relatively straightforward methods. The use of blasthole data and some simple linear interpolation methods and simple linear based error estimates makes this study repeatable for most iron ore sites and their resource geologists. This style of investigation is recommended as a useful approach for the Competent Person to apply to their deposit and thus better select, implement and understand the criteria used for resource classification and provide more consistency and confidence in the resource classification process.
