"The Phu Kham copper-gold operation in the Laos People’s Democratic Republic (PDR) is owned and operated by Phu Bia Mining Limited. PanAust Limited holds a 90 per cent interest in Phu Bia Mining Limited, with the remaining ten per cent held by the Laos PDR Government.The original 12 Mt/a copper-gold concentrator at Phu Kham commenced production in April 2008. An incremental improvement program resulted in a number of circuit changes being incorporated by 2011, including conversion of conditioning tanks to flotation cells and the installation of a Jameson Cell cleaner scalper. In 2012 the Phu Kham Upgrade Project was commissioned to increase throughput to 18 Mt/a. In April, 2013 the Phu Kham Increased Recovery Project was commissioned to maximise performance by debottlenecking the plant IsaMill™ regrind and cleaning capacity.With the variable mineralogy of Phu Kham ore, control of the c concentrate regrind circuit is essential in terms of achieving effective liberation to maintain concentrator performance. On a routine basis laboratory regrind signature plot data is compared with daily surveys of the operational IsaMills™. More extensive surveys are also conducted to determine size distribution on a mineralogical basis and the effect of fine regrinding on pulp electrochemistry and flotation performance. This paper provides a review of the operating performance of the Phu Kham IsaMills™ with regard to power draw, feed and product size distribution, feed per cent solids, mineralogy and pulp electrochemistry. Legacy tailings storage facilities exist within operating mine sites across Australia. These tailings storage facilities are often viewed as rehabilitation liabilities but with considered assessment may prove to be a resource. Extraction of such a resource might add value to operations by providing cash flow during the development of new mines; providing supplementary mill feed for existing mines undergoing step changes in operations; and supporting mine closure activities. Hellyer Gold Mines is successfully extracting and reprocessing sub-aqueous material from legacy tailings storage facilities at their Hellyer operation in north-west Tasmania. The Hellyer tailings storage facilities contain poly-metallic material from the Hellyer and Fossey underground deposits dating back to the 1980s as well as material from tailings reprocessing activities by other operators of the Hellyer site. Hellyer Gold Mines is reclaiming sub-aqueous material using cutter-suction dredgers and reprocessing on-site. Hellyer is the only operation of its type in Australia and few such operations exist worldwide. Key learnings around the estimation of a resource for legacy tailings storage facilities have been acquired at Hellyer that can be applied to the assessment of other tailings storage facilities. The application of dredging as a mining method at Hellyer is delivered through collaboration with experts from outside the mining industry under the direction of a mining engineer. Key elements required for the planning and delivery of safe and efficient dredging inside tailings storage facilities have been identified at Hellyer and are presented to provide a road map to the development of other dredging operations.

The Hazelwood Mine (HM) commenced operations in the 1950s and was originally operated by the State Electricity Commission of Victoria (SECV) prior to it becoming privatised. ENGIE, the current owners of the Hazelwood Mine ceased operations in 2017 and have since transitioned the site into the rehabilitation and closure phase, which is to encompass a full pit lake as part of the final landform. A key aspect of HM closure is the maintenance of long-term stability of the pit slopes to deliver a final landform which is safe and sustainable, particularly given its proximity to critical public receptors. The Princes Freeway, which is the primary access route to the Latrobe Valley (LV), and the Morwell Township are both located immediately to the north of the HM. Post a serious heating event underground, and at the direction of the State Mining Safety Authority, a mining company needed to demonstrate the use of cutting-edge technology to mitigate future events. Yokogawa were contracted to provide a turnkey solution to help the mine achieve this objective. The solution was to use a fibre optic-based Heat Detector that will allow entry into and around the mine considering the potential volatility of the environment, also the need to redeploy as mining activities moved underground and more boreholes are added. Industrial strength fibre optic cable and a robust connector system was chosen to achieve this goal and give the customer the ability to send cable down boreholes of up to +1 km and continuously monitor the temperature ofunderground roadways. Being able to re-deploy the cables into different boreholes and link borehole temperature measurements gave insight into all areas on the mine. The machines deployed on-site were the Yokogawa DTSX1 heat detector incorporating the Ramen Backscatter principle. Being of a robust construction and a low power consumption device, it was easily included into the portable monitoring trailers designed by the customer and built locally.

The term Engineer of Record (EoR) is commonly used in North America and South Africa to define the responsible person for the design, construction and operational phases of a tailings storage facility (TSF). Recently, this role has been elevated in prominence within Australia, but what does it really mean? Recent updates to international TSF guidelines suggests appointing an EoR is good practice, but where does the responsibilities of the EoR start and finish. Interestingly, both Samarco and Mount Polley failures had active EoR’s in place. This suggests that nominating an EoR alone, is not the full answer to mitigating the potential for a TSF failure. Appropriate construction and operational practices are key to the success of the design of TSFs, where all too often, operators ignore the operating plans developed by the designer. To be successful, a key consideration of the EoR role, is involvement in the operational phase of the TSF. This requires ‘buy-in’ from the mine managers and a change in the way TSFs are perceived by site. This paper explores how the roles and responsibilities of the EoR can assist in improving governance of TSFs if implemented effectively and what role the client has to ensure the success of the EoR.

The Victoria Park Tunnel project is an inner-city alliance project in central Auckland, New Zealand. The existing two-directional viaduct will be modified to single-direction flow, and a new northbound 440 m cut and cover tunnel will be constructed beneath Victoria Park. Three-dimensional (3D) visualisation media were used to communicate key design innovations to stakeholders and the general public. The 3D visual material has proven a useful tool for informing motorists of a new safety barrier method adopted for traffic management.This presentation will explain how 3D visualisation was incorporated in the project and will showcase the 3D visualisation media created for the project.

"Screw press technology is an innovative approach to tackling the growing pressure to conserve water and minimise the environmental impact of mineral tailings disposal. The principles of the technology have been known for a considerable period of time in non-mining applications such as water treatment, wastewater (municipal sludge), as well as in the paper and chemical industries for dewatering solids, particularly those containing clays.The screw press represents a viable niche technology for filtering fine and high-clay tailings, without the prior thickening stage, and is capable of producing a filtered product that is sufficiently consolidated and dry enough to provide a product suitable for conveying and dry stacking.The Ishigaki screw press was introduced in 1990 and key features are: continuous operation and excellent availability low wear to plant acceptable flocculant consumption low carbon footprint and low noise levels fully automatic.These features lead to simpler plant layouts, easier maintenance, smaller spares inventories, reduced wear, smaller footprint and overall lower capital and operating costs.The amenability of a particular tailing stream to treatment by screw press technology may be determined by test work. Two pilot plant studies are described where this technology has been applied in the mineral industry being flotation tailings from a rare earth (RE) mineral concentrator and coal tailings. This paper discusses the methods utilised by the technical team to identify and quantify the SLC risk factors, the modifications to mine design and scheduling, and the changes to the planned risk management practices. The paper also describes the future work currently planned by the OZ Minerals technical team to quantify the various risk factors in terms of space, time and magnitude. This may better inform the future mining practices within not only the Carrapateena province but also the wider Gawler Craton.

The Beverley uranium mine û now in production in the remote north of South Australia at1000 tonnes per annum û was established to meet a projected, but little-recognised shortfallin primary supply of uranium for the nuclear industry in the early part of the 21 st century. Inthe context of AustraliaÆs lack of bi-partisan support for uranium mining and the nuclearindustry, a four to five year window of opportunity existed from 1996 to establish the mine.During this period, Beverley achieved a number of firsts including: the first ISL mine inAustralia; the largest ISL mine in the world and the first to produce more than 500 tonnes ofuranium in its first year; the first to be established under a new Native Title regime in SouthAustralia; and the first to be established under a revised South Australian Mining Act.Beverley was brought into production against the background of: hostile opposition fromanti-nuclear activists; a suspicious and at-times hostile media; a regulatory and politicalcommunity that was unfamiliar with ISL mining; commercially unsophisticated Aboriginalgroups; an inexperienced engineering industry; and the vagaries of development in a remote,semi-arid location with neither population nor infrastructure. The lessons that can be learnedfrom Beverley showed that û like much in life û flexibility and timing are crucial.

Since the early 1900s the geotechnical community has investigated every significant failure of a tailings dam, improved our knowledge of the behaviour of the tailings storage facilities, developed analysis methods, compiled lessons learned, and committed to zero failures. The rate of occurrence of tailings dam failures has reduced since the 1980s, however, failures continue to occur and continue to surprise us. At BHP, we have decided to take an approach to the tailings management that is similar to the approach to safety. We are looking at ways to eliminate, substitute, separate or engineer around the hazard (tailings dam failure). As such, our ultimate long term goal would be to eliminate the need for new tailings facilities. Unfortunately, we have not developed yet technologies for extracting many of the common metals and minerals without producing tailings. Our shorter term goal is to substitute the current conventional slurry tailings facilities with less risky dryer facilities. We are working with vendors and research organizations to develop technologies that can be efficiently applied on a large scale. At the same time, we are committed to using the best available engineering to reduce the risks associated with our existing and new conventional tailings facilities. The best engineering can be achieved by people with the appropriate education, experience, attention to detail, discipline and authority. We have implemented a system of governance to make sure, we have the best engineering applied to all our facilities, considering the specific conditions at each site.This paper presents the current tailings governance process at BHP, and the initiatives that were undertook towards achieving a zero failure goal. The Grande Côte Mineral Sands Deposit (GCMSP) is located on a coastal mobile dune system in Senegal on the west coast of Africa. Senegal is a stable, democratic republic, having gained its independence from France in 1960. It has a population of about 12.5 million people. The dunes begin about 25 km north-east of Dakar, the capital city of Senegal, and extend northwards for more than 140 km. The mineralised dune system averages about 2 km wide with some areas extending to up to 4.5 km wide.Mineral Deposits limited (MDL), a Melbourne-based company with over 60 years operational experience in mineral sand mining in Australia, holds, through its Senegalese subsidiary MDL Senegal SARL (MDLS), a 25-year Mining Concession covering the deposits. The main heavy mineral (HM) areas identified to date are, from south to north, Mboro, Fass Boye, Diogo and Lompoul. Within the Mining Concession there is potential to identify additional resources beyond the limits of present drilling. The dunes are mobile or semi fixed, pale yellow in colour and overlie older white marine sands. The dunes range between 5 m and 30 m in height and the mineralised zones, which are essentially flat-lying, average around 15 m in thickness. The mineralisation consists, principally of ilmenite with accessory zircon, rutile and leucoxene. Zircon and ilmenite are the main commodities of interest.Independent consultants AMC estimated mineral resources for the four main deposits in 2006 of 1330 Mt of sand averaging 2.0 per cent HM at a cut-off grade of 1.5 per cent HM. At a cut-off grade of one per cent the resources were 3200 Mt averaging 1.5 per cent HM. All of the estimate was classified as Inferred Resources under the 2004 Australasian Code for Reporting of Exploration Results, Mineral Resources and Ore Reserves (JORC, 2004).Subsequent completion of infill drilling, sampling and assaying of the initial mining area, centred at Diogo, was completed in 2008, enabling a final dredge path to be designed and ore reserves estimated, based on a JORC compliant Measured and Indicated Mineral Resource. Infill drilling is continuing in the Lompoul and the results of this campaign will be included in the JORC compliant data base by AMC in April 2010 to enable the 15 per cent year dredge path and mine plan to be finalised.Development studies have shown that the project can be optimised as a dredging operation, with mineralised sand being treated in a conventional floating spiral preconcentrator, wet concentrator and dry mineral separation plant. Engineering work now substantially completed by Ausenco Limited (Ausenco) has developed the combination of some existing plant from MDL’s past operations, and new plant for the complete process from dredging to final product separation and grading. Testwork on a series of bulk samples has determined that the project can yield a high quality zircon product and an ilmenite product along with minor rutile and leucoxene.Work to date indicates a likely output of around 80 000 t of zircon in various quality streams (Primary, Secondary, Standard and Foundry Grades), around 550 000 t of ilmenite plus around 15000 t of rutile and around 12 000 t of leucoxene/secondary ilmenite. Planned zircon output would represent around 7per cent of the total world production, which would make the GCZ&IP a significant producer on a world scale.The studies have indicated capital costs to be in the range of US$400 M total operating cost (after completion of ramp-up) of around US$50 M - $55 M/a. Revenue is expected to be in the range $127 M - $157 M/a.

Accurate measurements of the moisture content of iron ore have increasing importance in modern mining operations. Knowledge of the moisture content allows process control actions to be carried out to ensure that the moisture is within prescribed limits, whether this is ensuring sufficient moisture to be above the dust extinction limit or that the moisture level is below the transportable moisture limit for sea shipments. Additionally, controlling moisture within desired limits can allow for greater throughput of iron ore by limiting the amount of water transported. There are a range of options available for operators wishing to obtain moisture data, though there are few demonstrated and proven devices that are able to provide real-time analysis of the full bed-depth of material. Scantech’s through-belt moisture systems are able to accurately analyse the full bed-depth of conveyed iron ore in real time using its unique microwave transmission technology, providing valuable data for operators. Recent advances in these systems have overcome errors associated with the highly attenuating nature of iron ore, particularly for large conveyor belts and deep ore. Furthermore, analysis of different ore mineralogy and its effect on the accuracy of moisture analysis has been examined and quantified. This paper discusses some of these recent results, demonstrating achievable accuracies in spite of changing ore mineralogy. Associated Minerals Consolidated Limited (AMC) is constructing a 112,500 tonne/yr synthetic rutile plant at Narngulu, near Geraldton in Western Australia. Design of the plant is based on the technology developed by AMC and utilised in its two existing plants at Capel in Western Australia. Ilmenite Feedstock for the plant will be sourced from AMC's mine at Eneabba and coal obtained from the Collie deposits. The plant is scheduled to come on stream in the second quarter of calendar 1987. The rationale of the decision to construct the Narngulu plant is examined against the background of the world market for high-Ti02 content feedstocks. Also provided is a detailed description of the plant and an examination of the technology used in process Design.

Western Europe is a dynamic region, with an emerging co-operation between the individual nations both politically, economically, technically and scientifically. The European Union, today with 15 member States and with a range of central European States applying for membership, is a catalyst for this Cupertino, using a combination of EU funds, for financing research initiatives, and legislation to enhance development of technology and environmental performance. Europe is a major net importer of metals but with a large potential for own production, in particular in the accession countries. The metals and mining sector is furthermore identified as having a large potential to generate wealth both in todayÆs EU and in the future, widened Union. This paper provides a chart of examples on the many research initiatives presently underway in Europe, addressing environmental issues related to mining. The list of programmes and projects does not claim to be complete; it is rather an illustration on the wideness of the approach, describing various ways for transboundary Cupertino. The approach taken by many of the programmes goes beyond the strict ARD scientific area and therefore only a limited number of the many programmes can be identified as ARD research programmes. Also national programmes, without EU funding, are operating, eg in Sweden, Germany, and UK. The picture is continuously changing with new programmes being commissioned and old ones being completed.

Kestrel Mine co-disposes around 1.5 Mt of fine (2SO4/t and to date around 9 Mt has been deposited. The mine plans to co-dispose of approximately 39 Mt of material, creating a dump with a maximum height of 35 m and a disturbance footprint of 260 ha. Benign materials suitable for rehabilitation are severely limited and no successful rehabilitation strategy has yet been demonstrated. A rigorous measurement and modelling program is resolving outstanding issues associated with acid rock drainage (ARD). The objective of the program is to develop and validate a strategy for dump rehabilitation that will control ARD and allow for mine closure. The strategy includes using a soil cover to reduce water flux into the dump to control the overall oxidation rate and to control effluent release. Monitoring of the oxygen distribution and water flux in the uncovered material commenced in February 2001 and monitoring in waste under a trial cover commenced in February 2002. Carbonaceous and sulfidic oxidation rates have been measured. Initial modelling indicates that the carbonaceous material has the general effect of slowing the rate of pyrite oxidation, lowering the maximum sulfate production rate and extending the time to oxidise all the sulfides. The combined approach of measurement and modelling provides a sound basis for assessing the performance of the trial cover and predicting the long-term quality and quantity of effluent at the base of the rehabilitated waste dump.

Oversize rock breaking and metal tramp removal are key issues for reducing primary crusher downtime, as well as improving the safety associated with its operation. Remote operation of such tasks would thus not only increase productivity, but also reduce the risks related to work in confined spaces, fall risks, and overhead hazards. These issues are particularly relevant in high-capacity operations such as iron ore mining, where large machines are in continuous operation. This article describes the architecture, construction and advanced testing of a novel remotely operated robotic mechanism for assessment and removal of metal tramp from primary crusher chambers. The system essentially includes a robotic-arm equipped with a hydraulic clamp tool for handling oversize material, as well as an oxy-flame module for cutting metal pieces entrapped within the primary crusher cavity. The first industrial unit was delivered to a large iron ore mine in Brazil, where the installation and testing is scheduled within the coming months.

In open pit mining, it is common that the bottleneck to productivity and profit lies in the truck-shovel mining operation, especially as strip ratios and mining intensity have increased with resource depletion and advances in mining equipment capabilities. This paper outlines a study of truck-shovel productivity using a new proprietary discrete event simulation platform for truck-shovel operations called MineDES. The study will specifically address the issue of whether truck queuing at shovels should be considered productive or not, and how mining engineers can determine the optimal truck fleet size for specific operational configurations.The MineDES simulation platform will be described and illustrated, highlighting the features that make it an appropriate tool for conducting the experiments at the heart of this study. The study encompasses a set of experiments, consisting of a number of simple truck-shovel operational scenarios for a benchmark open pit mining operation, which are simulated using MineDES. Each experiment is designed to highlight different factors, which are most important in calculating the ideal truck fleet size and for understanding the marginal productive impact of each additional truck added to the fleet. The scenarios will principally address the issues of how different types and levels of unscheduled equipment downtime and process variation, combined with the traffic delays/congestion arising in more intense mining operations, will affect productivity. The results of the experiments are interpreted using a simple fit-for-purpose cost and revenue model in order to highlight the indicative cost of over- or under-trucked configurations.The study has found that the optimal fleet size that maximises productivity and value will, in the presence of even small process variation, lead to non-zero trucks queuing at shovels on average. As process variations and unscheduled downtime events increase in the truck-shovel system, the required fleet size to optimise productivity and value increases. The celebrations which took place in 1986 to mark South Australia's Jubilee 150 served to focus attention on all aspects of the State's heritage. Until that time the sites and relics of South Aus- tralia's early mines had been generally neglected. Marked by the ruins of enginehouses and littered with the remains of the massive technology of the Industrial Revolution, these sites have now been recognised as containing the threads of a fascinat- ing story. In the early days of settlement the economy of the Colony was based on land and farming. Droughts caused periods of economic depression which were alleviated by chance discoveries of gold, lead, silver, and copper ore. Some of the mines which were opened on the copper deposits were the largest in the world at that time and their names well-known throughout mining circles. Working by hand with primitive equipment, the early miners excavated vast networks of shafts and stopes often extending to great depths: at Moonta- Wallaroo Mines for example workings extended to 860 m below ground. Because of the presence of underground water, mining to these depths would not have been possible without the Cornish pumping engine. Operated by steam power these massive engines and their associated equipment were transported from Cornwall by clipper and delivered to the mines by bullock cart. At this time the engines were at the peak of their devel- opment and, although expensive to import and install, they were highly reliable: the engine oper- ating Hughes pump at Moonta worked continu- ously for sixty years without a major breakdown.

Mine value chain reconciliation (MVC) is a necessary procedure to evaluate a mine’s performance against the assumptions and models used to plan mining and processing operations. Using nomenclature from Parker (2012), F2 reconciliation is the ratio between material received at the mill, compared with material sent to the mill, commonly reported in terms of tonnes, grade and metal. Measurements of material sent to the mill can be estimated in many ways, including: fleet management system (FMS) records, truck counts, or volume reduction. Most time-based reconciliations (for example, month-end reconciliation) use short-term model depletions of in situ rock measured by periodic topographic scans or surveys.

Flyrock produced by blasts in surface mining and quarrying is a major hazard that can result in serious injuries or property damage. This paper presents a fully integrated and automated approach for reviewing blast outcomes from a wide variety of rock blasting environments from the perspective of flyrock safety associated with blasthole collar ejections. The process is applied at a corporate level for an explosives service provider handling up to 100 blasts per day from mines, quarries and construction sites throughout the US.Flyrock risk minimisation has inspired research and the associated development of a reliable flyrock model to estimate flyrock ejection velocities and the resulting maximum projection distances of fragments. In spite of significant achievements in this area, flyrock incidents continue to occur, mostly due to implementation mistakes. An efficient preventive measure is continuous blasting process improvement that relies on on-site video recording, storage, automatic analysis and classification of the recorded blasts followed by the automatic generation of reports.In this paper, a novel blasting video analysis system that is capable of processing a large quantity of video records is presented. Blast analysis and parameter measurement are fully automated and are carried out using videos recorded with a conventional consumer camera. The blast video recording process does not require the use of surface markers, range poles or objects of a predefined size for scaling purposes.Although automatic video analysis is commonly used in many application areas, such as video surveillance, traffic monitoring and robotics, the algorithms that have been developed to recognise and track solid objects with well-defined shapes, textures and colours are not efficient at dealing with blasts, which, by their nature, have dynamically changing parameters. Moreover, very strong camera vibration caused by blasts that cannot be totally compensated by camera image stabilisers may cause conventional computer vision algorithms to fail.This paper presents novel computer vision methods developed for automatic tracking of the trajectory from a blast ejection point to the highest point reached by blast particles and the ejection velocity. The system also uses colour and motion analysis to detect the emission of toxic fumes during a blast. The solution is vibration tolerant and can differentiate foreground and background data, even in the presence of camera vibration. Moreover, the blasting video analysis method can automatically categorise correctness of the measurements and therefore indicate cases when additional visual inspections may be required to verify reports generated automatically.CITATION:Kharitonenko, I, McKenzie, C K, Papillon, B E and Popov, P, 2015.
