This paper examines the integration of risk management into the design philosophy of a project to produce a æzero baseÆ design, which targets a minimum capital cost without adversely impacting upon the operating costs of the resulting plant. The concept of zero base design is similar to zero base budgeting and the desired outcome is to improve the economy of the design. Design requirements are questioned in an attempt to distinguish preference, prejudice and myth from necessity. Where doubt remains a risk management approach is adopted. The key to risk management is not risk elimination, but risk mitigation. Risks can be managed by designing them out, but often this involves considerable capital cost penalties and it is more attractive to accept the risk and design an operating strategy to deal with it. The paper discusses this with some examples of real world risk mitigation strategies that resulted in substantial capital cost savings. The paper concludes that as much as a quarter of project capital costs can be eliminated by a combination of zero base design and carefully crafted risk mitigation strategies.

The formation of Kiruna-type deposits has been ascribed to either immiscible iron phosphate melt separated from silicic magma or precipitation from magmatic-hydrothermal fluids. The early Cretaceous Ningwu volcanic basin in Eastern China contains tens of Kiruna-type iron deposits. The orebodies are mainly hosted within the top zones of subvolcanic dioritic intrusions and along the contacts between these intrusions and adjacent volcanic rocks/strata.The orebodies are commonly associated with widespread brecciation and wall rock replacement. Magnetite formation was closely associated with extensive hydrothermal alteration that may extend kilometres, with both vertical and horizontal zonation. Field and textural data indicate that magnetite formed slightly later than albitisation but coeval with apatite and actinolite. Elemental analysis of magnetite and apatite from ores shows distinct features to those as igneous accessary minerals in the host dioritic intrusions, suggesting a genetic relationship to magmatic-hydrothermal processes. Magnetites have elevated TiO2 (up to 5 wt per cent) and V2O3 (up to 0.7 wt per cent), which implies that they are derived from incipient high-temperature magmatic fluids. It is concluded that the Kiruna-type deposits in the Ningwu basin most likely formed from high-temperature magmatic-hydrothermal fluids. The early history of the mine is traced from the beginning of shaft sinking in 1886 to the purchase by the Broken Hill Proprietary Co. Ltd. in 1949. A necessary preliminary to mechanisation of the Borehole Seam was development of the Young Wallsend seam, andthis development is described. Surface reorganisation and coal handling arrangements are dealt with in detail. Then follows a description of the Borehole Seam mechanisation, the provision of power supply for this purpose, arid pumping arrangements in themine.INTRODUCTIONStockton Borehole Colliery is in the Parish of Teralba, between the townships of Teralba and Boolaroo, and about 12 miles from Newcastle. The colliery holding, a freehofd area of 2,560 acres, was apparently an original land grant when acquired by Teralba Co-operative Coal Company who decided to mine for coal and named the mine "Teralba Colliery." Shaft sinking was commenced in 1886 but was delayed by financial and water troubles to such an extent that it was not until 1901 that the Borehole Seam was reached.Coal was won until 1904 using a single 16 ft. diameter shaft, ventilation being achieved by means of a wooden boxing down one side of the shaft. This collapsed, and operations ceased until the mine was taken over in 1906 by a company known as "Borehole Colliery Limited," the principal stockholder being the Stockton Coal Company. It renamed the mine "Borehole Colliery." This new company immediately commenced sinking a 13 ft. diameter air shaft. In 1908 the Stocktol1 Colliery at Stockton was abandoned, and during the following year much of its equipment was transferred to Borehole Colliery. A table concentrate obtained experimentally by the New Occidental Gold Mines N.L. has unusual interest on account of the presence in it of abundant coated or "black" gold. The concentrate was obtained from ore from the New Cobar mine, Cobar, New South Wales, by feeding the oversize product from a "Dorr Bowl classifier to a Card table.Its assay value was 129 oz. of gold and 52 oz. of silver per ton, yet practically no free gold could be seen on panning.When, however, the concentrate was digested in hydrochloric acid fine rusty gold could be obtained by panning.The following chemical analysis was carried out by the mining company on a similar sample of concentrate.

Sluiceboxes can provide a much higher concentration ratio than most other gravity concentrators (up to 50 000:1) at very high overall placer gold recoveries (greater than 99 per cent). They are also very reliable, inexpensive and simple to operate. This combination is very difficult to beat and explains why the sluicebox is still the most important placer gold concentrator in northwestern Canada, Alaska and the rest of the world. A sluicebox is a rectangular fl ume containing riffles on matting, through which a dilute (<12 per cent) slurry of water and alluvial gravel flows. Sluiceboxes are actually centrifugal concentrators with settling velocity playing a minor role in gold recovery. Due to their higher density, gold particles tend to segregate to the bottom of the slurry flow where they form a streamline that is diverted by a low pressure zone into a riffle. Under ideal conditions, this ribbon of slurry will be overturned as it flows down the rear of the following riffle and will continue fl owing in a circular path to form a vortex. At the bottom of this vortex, centrifugal and gravitational forces combine to drive gold particles into or beside the matting. To remove the gold concentrates, sluiceboxes are shut down and the riffles and matting are taken apart and cleaned. The slurry velocity provides the energy that powers the vortex. If the velocity of the slurry is reduced through overloading with solids, insufficient water flows or shallow gradients it may not sustain a full size vortex. If the riffles are too close, too far apart, too tall, or if there is not enough energy available to the vortex, the vortex will not be formed properly and gold recovery will be reduced. If the slurry velocity is too high, extreme turbulence and the resulting scouring will also cause gold losses. Testing sluiceboxes with conventional sampling and evaluation techniques is very costly, time consuming and problematic. Most placer gold ores contain a very small number of gold particles in a large volume of pay gravels. Sluiceboxes can lose coarse gold particles. The presence or absence of one of these particles in a tailings sample can lead to high unpredictable errors (nugget effect) even when large sample volumes are processed with care. Every time conventional samples are upgraded, additional errors are introduced due to the inefficiency of recovery equipment. Nuclear tracer tests are more accurate, faster, cheaper and safer than conventional sampling. In 1989 through 2002, the recovery efficiency of dozens of sluicing systems was determined by mixing radioactive gold particles (tracers) into the feed streams of dozens of placer mines in the Yukon Territory, British Columbia, Alaska and Guyana. Four distinct sizes of nuclear tracers were used and their recovery was related to the design and operational characteristics of the individual sluiceboxes and their pay gravels. At clean up, scintillometers were used to detect the very low level X-ray and gamma ray radiation emitted by these tracers and locate them in the sluice runs. The effectiveness of any given section of riffles was easily diagnosed by the presence or absence of tracers. At every mine the gravel feed rates, water flows, equipment dimensions and riffle performance were measured. After the gold tracers were removed from the fi nal concentrate and counted, the concentrate was sieved and weighed. These gold recovery, weight and sieve data were used to calculate the quantities and size distributions of the gold particles in the original pay gravels and those lost in the tailings. The expired tracers were stored in a lead lined container until their radioactivity was near background levels (about two months). The standard errors from these radiotracer tests were estimated from binomial probability theory with the equation: SE = {(n + p + q) ^ 0.5}/n. Where n was the total number of radiotracers added, p is the proportion recovered and q was the proportion lost. Each overall recovery estimate would be within one standard error of the true recovery value (14 times out of 20) and almost always within two standard errors of the true recovery (19 times out of 20). The maximum standard error with 100 tracers was five per cent and occurred when the recovery approached 50 per cent. With higher recoveries, standard errors usually ranged from one to two per cent.

OZ Minerals Limited owns and operates the Prominent Hill Copper-Gold Mine, located 140 km southeast of Coober Pedy in far north South Australia. The Prominent Hill mine comprises an open cut mine with an initial 10 year mine-life and an 8 Mtpa conventional grinding and flotation plant to produce high quality copper-gold-silver concentrates, which are exported by road to local customers and by rail to the port of Darwin for shipment on to Southeast Asian smelters. Mine and process operations at Prominent Hill are licensed to abstract a water supply of up to 26 ML/d, sourced from a borefield located 40 km and extending to 80 km east of the mine. The arid climate of the broader Prominent Hill region means that groundwater is important for sustaining community and pastoral industries in the region, and security of water rights for third party users is a critically important water management issue posing a significant challenge to the development of Prominent Hill. Depth to water table and the typically high salinity of groundwater in the region means there is little environmental dependence on groundwater within the immediate Project area (mine lease and wellfields). The Prominent Hill mine and associated infrastructure lies within the South Australian Far North Prescribed Wells Area (FNPWA), which was principally defined to ensure the ongoing security of the ecologically, socially and culturally significant GAB springs, of which the closest are found around 150 km northeast of Prominent Hill, and only 50 km northeast of the water supply borefield. Prescribing of the FNPWA meant that OZ Minerals was required to demonstrate to both State and Federal Government agencies that the mine's water supply is independent of that which supports GAB springs and other third party water users in the region. Recognising these potential obstacles, OZ Minerals successfully defined and developed a previously unknown industrial quality groundwater resource, separate from other important groundwater resources in the region that supply community, pastoral and environmental users, ensuring third party water user sustainability.

The Gippsland Basin in south-eastern Australia has an area of approximately 46 000 sq km. It is one of the world's major coal and petroleum bearing basins, with most of the former occurring in the smaller one fifth on-shore part. The stratigraphy, structure and economic resources of the Tertiary sedimentary pile is now well known through extensive drilling for coal and petroleum. In contrast, the older Cretaceous sequences through their lesser economic importance are relatively less explored. The sedimentational history of the Gippsland Basin has largely followed along similar lines of development to the many other southern Australian basins since the Cretaceous break-up of Gondwanaland. However, the scale of accumulation of coal and hydrocarbon source rocks is unprecedented and differentiates this basin, for reasons less well understood, from the others. Large scale open cut brown coal mining since the late-1920s has been carried out in the western extremities of the basin, while vigorous extraction of some two thirds of Australian petroleum products taken place in the offshore part. Brown coal seam thicknesses and economically winnable reserves are huge and outrank most other brown coal basins of the world. Development of the resource currently meets the need for electricity generation throughout the State of Victoria, but other future developments such as conversion to oil, being investigated.

Laboratory scale flotation tests were done on mineral hematite and aspecular hematite ore using oleic acid and sodium oleate as collectors. The mineral hematite floated strongly in the neutral pH region, with an increased pH range of flotation at higher oleate additions. Concentrates with sufficient hematite grade to meet the paint pigment specification were produced using oleic acid and sodium oleate as hematite collectors on the specular hematite ore. Hematite recoveries of 70 per cent at 60 per cent Fe grade were obtained using stagewise roughing. The interaction between hematite and oleate was confirmed as chemisorption but the exact mechanism could not be determined, as two independent phenomena can be used to explain the fact that the pH of maximum grade increased with increasing oleate addition.

Pseudoclastic hydrothermal alteration textures occur within quenched coherent dykes forming part of a subaqueous dome complex (~4 Ma) onPonza Island, Italy. These textures are similar to those observed in considerably older (~500 Ma) subaqueous volcanic rocks at a number of localities throughout the Mount Read Volcanics in Tasmania and elsewhere in ancient volcanic sequences of this type in Australia. This is significant because the processes of formation, hydrothermal alteration and secondary mineralisation of ancient volcanic sequences may be better understood if we can make comparisons with modern analogues. Observations at Ponza imply that these pseudoclastic alteration features form synvolcanically or immediately after dyke emplacement and lava extrusion. This is compatible with scenarios presented for their formation in ancient sequences in the Mount Read Volcanics, Tasmania.

Geological maps, data, and prospectivity analysis relevant to mineral exploration in New Zealand have recently been released. Regional-scale geological mapping is increasingly available for the country through the QMAP 1:250 000 Geological Map of New Zealand programme. Published QMAP sheets Greymouth, Wakatipu, Waitaki and Dunedin cover large areas of interest for mineral exploration companies. The QMAP geological data are also available in digital form for use with other digital datasets using GIS software. Crown Minerals, in cooperation with GNS, have completed two gold prospectivity studies; the first covering mesothermal gold in the South Island, and the second encompassing epithermal gold in northern New Zealand. These studies have defined areas of interest for these two mineralisation types and assembled geological, mineral occurrence and production, geochemical, geophysical, topographic and cultural data into projects for use with GIS software. Included are the results of prospectivity modeling for gold using these data and specific mineralisation models. The prospectivity studies and relevant data are freely available on CD through Crown Minerals and are intended to encourage mineral exploration in New Zealand.

The Tyrrhenian micro-nodules, findable at low depths (200/600 m under s l) are a reasonable reserve of manganese. They can be easily and cheaply recovered but do not contain valuable metals as in the case of oceanic nodules. In this work a hydrometallurgical process for manganese recovery from Tyrrhenian nodules is presented. The studied treatment includes the following operations: magnetic enrichment, reducing leaching, leach liquor purification and electrowinning . The study shows that the most important step in the process is the preliminary manganese enrichment. It can be done directly on the platform reducing not only the transport cost, but also the residue mud in the metallurgical plant. The leaching parameters such as status and size of nodules, temperature, composition of leaching solution and S/L ratio have been investigated. After purifying the leach liquor by iron precipitation as ammonium jarosite , the conditions to electrowin manganese have been investigated. The yields of both manganese leaching and iron precipitation together with current efficiency and specific energy consumption in the electrowinning step are given.

Review of the mining legislation in New Zealand has coincided with a number of radical changes. These include a redirection of economic management towards a more open and competitive economy; major reform of the state sector aimed at greater efficiency, transparency and accountability; a new environmental administration; and a fundamental review of policy for management of natural and physical resources. These changes provide an opportunity to develop a consistent and coherent approach in the minerals and related statutes that will achieve objectives of economic efficiency, equity, practicability and good environmental management.

Mount Isa Mines Limited first installed electronic data processing equipment in 1959. The decision to replace this equipment with a computer was motivated by the need for greater processing power and the availability of new and less expensive computers. Consideration of hardware software and delivery features of available equipment, resulted in the selectIon of an ICT 1900 series computer which was installed in March 1966. Special air-conditioning and power stabilization equipment was also required.Systems design and programming was carried out by personnel recruited from within the Company and trained by the computer manufacturer. Early work was hindered by the problems of remote location.Initial applications were basically accounting functions whIch were taken over from the EDP installation. Subsequently computer applIcatIOns of a more complex technical nature have been undertaken. Future work will include both "scientific" and data processing applications.

The Oregon-Idaho graben evolved after widespread tholeiitic flood basalt volcanism associated with the arrival of the plume head of the Yellowstone hotspot beneath southeastern Oregon approximately 17 - 16 Ma. The north- to north-northeast-trending, 50 km-wide graben evolved between 15.5 and 10.5 Ma during east-west extension. The graben is part of a middle Miocene back-arc rift (1100 km long) that includes the northern Nevada rift, the Baker and LaGrande grabens, and the Chief Joseph dike swarm of the Columbia River Basalt Group. The graben ceased to be a volcanotectonic depression as the cross-cutting western Snake River plain began to evolve at approximately 10.5 Ma. At about 14.3 Ma and continuing to approximately 12.6 Ma the Oregon-Idaho graben began to break up into subbasins that were bounded by intragraben fault zones. The break up was accompanied by a change to calc-alkaline volcanism that persisted within the Oregon-Idaho graben until 8.1 Ma, approximately 2.5 million years after subsidence within the graben ceased. Three intragraben fault zones have been identified and a fourth is inferred. The easternmost, the Devils Gate fault zone, coincides with the magmatic axis of the graben at approximately 14.3 Ma. By approximately 13.5 Ma the magmatic axis had shifted to the west along the Dry Creek Buttes and Wall Rock Ridge fault zones. A diffuse magmatic axis developed at approximately 12 Ma farther to the west where the fourth intragraben fault zone is inferred. In addition to serving as conduits for the ascent of basalt, basaltic andesite, rhyodacite, and rhyolite magmas, the zones focused the discharge of large geothermal systems. The intragraben fault zones display a common evolutionary pattern. The 2 to 3 km-wide zones initially control the distribution of facies in volcaniclastic sediments and the location of basalt hydrovolcanic vents. During this stage, the fault zones may have had no surface expression other than a low elevation change on a relatively low-relief landscape. As relief developed by continued deformation along the fault zones, strike-length of individual faults increased and weakly consolidated volcaniclastic sediments, silicified sediments and hot-spring sinter, and palagonite were eroded from the uplifted blocks and deposited in neighboring subbasins. It is during this stage that the large hot-spring precious-metals bearing prospects evolved. Displacements of over 150 m on a few faults within the zones and possible reversal of the sense of displacement along the zones occurred in this final stage of development. Locally, the fault zones were remobilised during the subsidence of the cross-cutting western Snake River plain. The intragraben fault zones within the Oregon-Idaho graben illustrate the relations among syntectonic volcanism and sedimentation and the evolution of geothermal systems within continental rift systems.

Owing to the number of chemical processes now in use for the separation of metals from their ores, and the consequent employment of chemicals at the mine, it is sometimes necessary to be able to produce them on the spot. This particularlyapplies to sulphuric acid which may be required for the manufacture of chlorine and of sulphate of copper, or for the treatment of'sulphides and other purposes. It can be made from brimstone for rather less than £3 per ton, but when delivered to any distance from the works, the cost of packages and other charges would amount to more than the value of the acid.I hope therefore, that to any of the members of the Institute who may find it necessary to make sulphuric acid for their own requirements an outline of the process, and some details of the plant etc may be useful, and perhaps lead to their devising improvements, mechanical or otherwise. Though acid can be made from pyrites in Europe for about 15/- per ton, it is probable that for most metaIIurgical purposes the quantity required. and the uncertainty as to how long it would be needed, would make it advisable to spend as little as possible on plant, and so use brimstone, though more expensive, I have therefore given no details of pyrites burning, which is very fully treated by Prof, Lunge in his work on " Sulphuric Acid and Alkali."

The progressive development of underground mines frequently requires increased ventilation flow rates through mine shafts that were originally designed for lower rates. Where these shafts are equipped with conveyances running on rope guides, the higher air flow rates adversely affect the lateral motion of conveyances and could cause conveyances to collide with the shaft walls or with one another. Hence the safety impact of higher flow rates requires proper assessment. This can be undertaken by use of computer simulation models to predict the dynamic motion of the conveyances during hoisting. It can also be undertaken entirely by field testing, or using a combination of simulation and field testing. This paper discusses these techniques and makes cautionary remarks about setting an absolute generic maximum flow velocity for all shafts. Recent, detailed mapping, (Allibone, 1986; Peden, in prep.) of north west Stewart Island, has shown that the Rakeahua Granite (Watters et al, 1968), is comprised of a wide range of granitoid bodies ranging from diorite to leucogranite. As a result of the wide variation in granitoids Allibone (1986), suggests renaming of the Rakeahua Granite to the Rakeahua Granitoid Complex. Names were also proposed for the individual granitoid bodies mapped.
