The key-note of good writing, as of good manners, is B natural. Sincerity is the first requisite for effective writing. When a man says what he knows or believes, he is likely to be interesting, because each human being possesses an individuality, a point of view, or a range of sympathy that makes him different from his fellows. To say or to write what you do no6 think, for the mere sake of talking or writing, is a verbal exercise that must be performed with extraordinary skill if it is to be attractive. Affectations are rarely attractive, rarely effective. To be natural is to be yourself, not a poseur; to give the reader the best of yourself, instead of re-warming the baked meats of yesterday. Quotations-which are second-hand thoughts-will serve occasionally when the thing you want to say has been said so well by another that it would be waste of energy to try to say it better; but, as a rule, the utterance of the writer himself is more interesting than the quotation, because the writer brings something of himself to bear on the subject, and for the moment is more in touch with the reader than any dear departed author. Therefore, say things as best you can in your own way, neither in borrowed words nor in the phraseology that mimics another. Write as if you were speaking to a person whom you desire to persuade or convince. You will then write better than you speak, because, in the first place, you can be more deliberate, and, secondly, you can revise what you have written. Speaking and writing are similar mental acts, with a difference: the difference between eating food raw and eating it cooked. JIGGING is the stratification of a mass of solid particles in upward pulsations of water or in alternating upward and downward pulsa¬tions. The stratification usually is effected in a rectangular open¬top container having a perforated bottom through which the pulsations of water are applied to the materials to be separated; in separating coal, to a mass of coal and refuse. Jigging usually is a continuous process involving three steps: (1) the reception of the raw coal, (91) the stratification of the coal and refuse so that the refuse settles to the screen plate, and (3) the overflow of the cleaned coal and the withdrawal of the refuse collected on the screen. The jig is the most universal washer ever devised. It is handling in practice a wide range of closely sized coals and ores, mixed sizes of coal from 8-in. to 0 through %-in. to 0, and mixed sizes of ores down to %3 O-in. to 0 and even smaller. It is treating materials ranging in specific gravity from that of gold at 19 to that of coal at 1.30. It is handling feeds in which the proportions of high-gravity materials range from 90 per cent or higher, as for some iron ores, to 10 percent or less for some coals. It is handling feeds containing all shapes of particles-round, rectangular, and flat. It is handling simple separation problems and difficult separation problems. Thus, it is an almost universal separating device. One might add that it has been one of the most misunderstood types of washers, from both a theoretical and a practical point of view. Although con¬siderable progress has been made in coal jigging in the past 10 years, the jig probably has more unexplored possibilities than any other type of washer. In this chapter the object has been to treat the jigging process in a practical manner and to give information that will help the reader to improve his particular operation. Inasmuch as performance data from operating plants would contribute little of value, none has been given. Instead, the emphasis is upon jigging principles as a foundation for attacking the problems that arise. These principles are in reality tenta¬tive conclusions from research in the field of jigging during the past 10 years and most of this chapter should be regarded as a progress report on an investigation still under way.

OUR present-day geological surveys show that 36 of our States are underlain with bituminous coal, covering a total area of 496,709 square miles. The North American continent possesses 69 per cent of the world's coal reserves, with the United States alone having an estimated 55 per cent. The American coal reserves, in tons, are calculated to he about 3,500,000,000,000 tons, of which we have exhausted about 1 to 1 1/2 per cent. If this coal were mined at the rate of the 1918 production-a record output of 579;000,000 tons-it would not be depleted for 4,000 years. The more easily accessible and high-grade coals would obviously be consumed much before this; some estimates are 100 years. The natural progress of the nation's industries up to 1910 encouraged on every hand the development of new mines, especially where cheap and easy access to coal measures was coupled with short hauls to the consumer. Over-development resulted, which is perhaps today one of the fundamental causes for the many difficulties faced by the coal industry, which is highly competitive; about 70 per cent of the production cost is labor. February, 1926) The Pioneer mining district, better known as the Superior district, from its principal town, is located in Pinal County in south-central Arizona about 80 miles east of Phoenix and 22 miles west of Miami. The region embraces a, confused series of mountain ranges of moderate height but precipitous slopes, between which lie irregular valleys filled with alluvial detritus. The average elevation is about 2800 ft. in the valleys and the summits of the ranges reach 2000 ft. above this. Superior is situated on the north bank of Queen Creek where it emerges from one of those ranges into a more or less basin-shaped valley. The drainage of Queen Creek is to the southwest and the flood waters spread out and lose themselves in the desert northeast of Florence, the county seat of Pinal County. FiRst I must express my deep appreciation for the honor of being privileged to give the Howe Memorial Lecture this year and at the same time my feeling of inadequacy to do justice to the subject. The first Howe lecturer was most fittingly, Professor Sauveur, his contemporary and friend, and the subject was beta iron. Last year the second Howe lecture was delivered by Dr. Mathews, one of his most distinguished pupils, who spoke on austenite. This year, the Howe Professor of Metallurgy was chosen to deliver the third annual lecture, and the subject ought to be martensite. No one but Professor Sauveur could have brought to life what was considered by many to have been dead and buried, and he so persuasively and convincingly proved to us by his experiments the existence of something that the followers of that new cult "X-Ray and Crystal Structure " would have us believe is simply alpha iron. And Dr. Mathews from his wide practical experience was so easily able to convince us that austenite was not only the most wonderful of the iron-carbon series, but that it was the wonder alloy of the future. If I were to follow in the footsteps of my distinguished predecessors, I would talk to you about martensite. But when I had planned this lecture, I found that I was writing about Professor Howe and his work and his influence on the science of metals of today, and that martensite had become the secondary theme. And when finally I was obliged to choose a title, I remembered that it was in 1901 I came from Roberts-Austen with a letter of introduction to his very dear friend, Henry Marion Howe, at the Columbia School of Mines, to continue my work at the next bench to Dr. Mathews. Since then a quarter of a century has gone by, and during that time all branches of science seem to have been remade, so great has been our advancement in knowledge and discovery. And now that Metallography has finally established its place as an important branch of science, with its own textbooks and literature, I would like to review what seem to me to be the most important advances we have made in the last 25 years. To do this, I would start with Howe's "Iron, Steel and Other Alloys," and end with Jeffries and Archer's " Science of Metals." In the preface of the former, Professor Howe wrote: My warmest thanks are due to the friends who have aided me with their counsel and knowledge. THE importance of aluminum-silicon alloys in the light alloy field is now generally recognized. Where silicon was once considered detrimental to the properties of aluminum, useful alloys now contain as much as 13 per cent. Furthermore, silicon is present as an impurity in aluminum of even the purest grades. Iron is another important impurity in aluminum and like silicon is found in small quantities in the purest aluminum available today. The manner of occurrence of iron and silicon in commercially pure aluminum and many of its alloys exerts, a very pronounced influence upon their properties. The effect of large quantities of iron in aluminum-silicon alloys is so detrimental that it has been found necessary to limit the allowable maximum percentage to as low a figure as is consistent with quantity production and satisfactory physical properties. The intimate relation existing between iron and silicon in aluminum and aluminum alloys makes necessary a more complete knowledge of this ternary system. This paper is divided into two principal parts, dealing respectively with aluminum-silicon solubility equilibria and the constitution of aluminum-iron-silicon alloys.

IN recent years considerable interest has been shown in surface-alloyed metals, particularly those of chromium (chromized steels), which have excellent corrosion [ ] resistance under a variety of severe conditions, and may undergo bending and flanging operations without spalling. An early method1 employed to produce a high-chromium case on steel was developed by Kelley in 1921. It consisted of heating a low-carbon steel in intimate contact with powdered chromium in the presence of hydrogen at temperatures sufficiently high to permit diffusion of chromium into the steel. The usefulness of this process was limited because the extremely high temperatures of 1200° to 1400°C. (2200° to 2550°°F,) caused excessive grain growth and warpage, Louenstein and Ulmer2 packed iron castings in ferrochromium and com- [ ] mon salt, and heated for approximately three hours at 930° to 1040°C. (1700° to 1900°F,). A recent and more practical method of depositing chromium on steel surfaces has been developed in Germany by Daeves, Becker and Steinberg3-8 and in Russia by Izgaryshev and Sarkisov.9 This process consists of passing gaseous chromium chloride over the steel to be chromized at temperatures of 900° to 1000°C., or packing them in a porous, ceramic material that previously had been saturated with chromium chloride. At 1090°C the scale formed OH Mn is highly, irregular due to blistering and sintering, This is a second cause of faster oxidation Since much of the blistered oxide does not participate as part of the protective layer. The oxide phases that form at different times depend on the degree to which the surface metal has become depleted, in manganese by preferential oxidation. PREVIOUS work has demonstrated that the oxide scales formed on chromium steels at high temperature consist of both spinel and rhombohedra1 phases and may contain considerably more manganese, especially in the spinel phase, than is present initially in the alloy.' It has further been observed that a binary Fe-26 Cr alloy scaled less rapidly than an equivalent commercial steel and formed no spinel.' However, it is not established if manganese in chromium alloys actually promotes formation of spinel nor if it affects oxidation resistance. It seemed expedient to try to evaluate the specific effect of manganese by oxidizing an Fe-26 Cr alloy containing a small manganese addition under the same experimental conditions as used for the manganese-free alloy.' EXPERIMENTAL Table I shows the composition in weight percent of the Fe-26 Cr-1 Mn alloy and of the Fe-26 Cr alloy used as reference. The alloy with manganese was prepared from the vacuum-melted Fe-26 Cr alloy by remelting in vacuum with the proper manganese addition. The ingot was rolled to strip and specimens 1.1 by 0.035 by 5 cm and 1.1 by 0.5 by 4 cm cut out or machined. As previously described2 the specimens were smoothed by abrading through 600-grit Sic paper, electropolished in acetic-perchloric acid (20 to 1) to remove 10 p of metal, annealed at 1100°C in 20 torr of purified argon, and electropolished to remove a further 10 p of metal. They were then either rinsed in water and methanol and blotted dry or immediately etched for 45 sec in deoxy-genated 4 N HC1 under cathodic polarization at 10 pa per sq cm. Oxidation runs were carried out in a vertical tube furnace in a flow of purified oxygen at 1 atm while the weight increase was recorded continuously on a* automatic balance.3 Alter 98 hr at 870.C or 20 hr at 1090"C the specimens were removed to flowing argon and observed microscopically for evidence of spalling as they cooled. Subsequently they were examined by X-ray diffraction, the oxides analyzed chemically, and metallographic cross settions prepared. RESULTS Figs. 1 and 2 show the oxidation curves of Fe-26 Cr-1 Mn at 870' and 1090C. The Fe-26 Cr reference runs are shown as dashed curves. Experimental details of the six runs are included in Table 11. The first 20 hr of run 1 is repeated in Fig. 2 to show the effect of temperature. At 8'70°C the weight gain for Fe-Cr-Mn is about twice that of Fe-Cr (curve 1 vs curve 2, Fig. 1). Both alloys show regular oxidation curves. On parabolic coordinates (right-hand scale of Fig. 1) the

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a means by which public desires-pursuant to social objectives such as environmental protection and occupational safety-can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the trade-off between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. The paper hypothesizes that the administration of objectives (or policy) has an impact on decision making which affects energy facility decision making. While recognizing the fact that regulatory policy cannot be totally divorced from administration, this paper proceeds under the assumption that elements of the regulatory process may be examined individually. The subject of this study is limited to the interplay between regulatory agencies and their clientele.

THE various methods of treating pulp in air-agitation tanks offer problems for experiment and study which are fascinating as well as practical. The usual method heretofore has been to fill each tank in turn, agitate the mixture the required period and then discharge the treated pulp into a storage-tank, from which it. is drawn to the filter as required. A later method is to run the pulp from the tube-mill, classifier, thickener, or settler into the first of a set of tanks, and thence continuously or in series through the remaining tanks, finally drawing off the pulp to a continuous filter, or to a pulp-storage tank if the filter is of the intermittent type. It is this method which I propose to discuss here in a preliminary way, with the idea of going exhaustively into the examination of the results of a series of experiments in a later paper. It may be of interest to note that the design of a cyanide-plant has recently been completed in which the estimated cost of the agitation-tanks, storage-tanks, and pumps was 30 per cent higher for the charge-agitation arrangement than for the series plan. The first question in studying the series method is, "What is the actual period of treatment undergone by the pulp?? One first supposes that by chance some of the pulp may get through with little or no treatment, while other portions may stay in the tanks a needlessly long period. The former is not probable or even possible, and the latter is, practically, true to only a limited extent. The greater the number of tanks the greater is the percentage of chance that all the pulp will be treated equally. Without going into the mathematical analysis of the problem (which is of little value, since it is based on problematical premises), its important terms may be clearly grasped by thinking of, or " visualizing," the conditions when,

FOR the same reason that water is not missed until the well runs dry, the roles of many industrial minerals in wartime are often overlooked. In contrast to the growing shortages of many metals, our supplies of most nonmetallic minerals are limited only by our machinery for taking them from the ground and by our processing facilities. With few exceptions, the demand for increased supplies has been met without fanfare or delay. Only Brazilian quartz crystals, certain kinds of mica, and, latterly, industrial diamonds are on the so-called strategic list, although asbestos, beryl, corundum, cryolite, fluorspar, crucible-grade graphite, ilmenite, iodine, kyanite, monazite, nitrates, rutile, and zircon have caused more concern among those responsible for procurement and are included in our preclusive buying programs. Such specialties are needed urgently, but they are far less important in the over-all picture than the more abundant minerals.

It has been pointed out by Stead1 that grains of considerable coarseness may be developed in steels containing from 3 to 5 per cent. of silicon, and in a previous paper2 the present author has shown that under the proper conditions of annealing single grains having an area of 50 sq. cm. may be obtained. It is the purpose of this paper to discuss in more detail the conditions promoting the growth of these grains, in the hope that the experiments described may throw some additional light upon the general problem of grain growth in metals. These silicon steels lend themselves particularly' well to such experiments because of the ease with which the change in structure may be followed and because of the fact that the effect of the carbon present is largely obliterated by the high percentage of silicon. This forms a solid solution with the iron, which acts very much like a pure metal. This alloy has been found to have but one critical point, viz., Ar2. This point, determined by Roberts-Austen for Hadfield's 4 per cent. Si alloy, was found to lie at 703" C. Vigouroux3, in working with pure Fe-Si alloys, finds this point to rise from 750" C. for 0.5 per cent. Si to 860" for 6 per cent. alloy, with a flat region in the curve from 3 to 4 per cent. Si. No accurate determination of this point has been undertaken by the present author, but it has been roughly determined to lie between 730" and 750:. In the preliminary experiments, some of which have been described in a previous paper, it was found that practically all of these steels, when annealed to 1,200" C. or higher, showed grains of comparatively large size. These grains varied in size, however, from about 4 sq. mm. to 50 sq. cm. (see Figs. 1 and 2) under the same conditions of anneal, and it was for the purpose of determining the cause of this difference in size that the experiments herein described were undertaken. The Colorado Plateau region has been the principal domestic source of uranium, vanadium, and radium. The value of these commodities produced from the region through 1964 slightly exceeds $2 billion. Most of the deposits occur in streamlaid lenses of sandstone in the Chinle and Morrison Formations. The ore minerals below the zone of oxidation are low-valent oxides and silicates of uranium and vanadium; all of these, except the quite stable vanadium silicates, oxidize readily to a variety of high-valent uranium and vanadium minerals. The ore minerals partly replace fossil wood but mainly impregnate sandstone, typically forming tabular ore bodies that are nearly concordant to the bedding of the host rock. The deposits range in size from those containing only a few tons of ore to those containing more than 1 million tons. Stratigraphic, lithologic, and sedimentary structural factors obviously influenced the localization of these deposits, but igneous activity, hydrothermal mineralization, and tectonic structures show no similarly consistent influence on localization. The deposits are epigenetic, but the source of the ore metals, the nature of the ore-bearing solutions, and the time of ore emplacement are uncertain. A few uranium deposits in the region are dominantly discordant to bedding and occur in collapsed breccia pipes or along linear fractures. Their origins are also uncertain.

WHEN the price of crude oil was advanced on July 26, 1928, with some 4,000,000 bbl. daily of potential production shut in under proration regulations, and with as much more new production shortly available from semi-proved undrilled reserves, students of the oil industry were made to realize that a new order of things now prevailed in petroleum economics. A new interpretation of the law of supply and demand had taken the place of the archaic method of influencing current production by changing crude price levels. Proration had caused the change. The long period of over-production just experienced, the prospects of a potential over-supply far into the future, had set up certain forces which brought about some fundamental changes. Their cause, effect and future influence can best be developed by a detailed study of the history of the period since war-time regulation

With the construction of the Magdeburg zinc works, the Georg von Giesche's Erben Mining Co. of Breslau has to a certain extent completed the program of reconstruction which it set as its goal after the boundaries of Upper Silesia were drawn by the Treaty of Versailles. During its history, covering.more than two centuries, zinc and lead mining has been its chief activity. Through the new boundaries established, it lost to Poland all its mines and smelters, including five distillation smelters. Of its extensive properties, there remained only an apparently unimportant and unexplored portion of the old Bleischarley ore field which, however, happily made possible the resumption of its old business. In 1925 the Deutsch-Bleischarley shaft-only a few kilometers from the old Bleischarley shaft—was sunk and developed, and in May 1926 production of lead and zinc ore was resumed. As facilities for smelting were lacking, the ore was at first delivered to the neighboring smelters, which had now become Polish. Realization of the plan to build its own zinc works had to be postponed at first for lack of capital. In the meantime, however, plans for the new works were worked out in all details. After extensive experimentation in a semicommercial pilot plant it was decided, at the end of 1928 and the beginning of 1929, to use the electrolytic process and, for economic reasons, to place the works at Magdeburg. With zinc at the approximate price level that had ruled since the Deutsch-Bleischarley mine had begun working, it was hoped that the plan could be completed in 1930 with the company's own resources. However, falling metal prices, already noticeable in 1929, made this impossible, and further postponement for a time became necessary. Finally, at the end of July 1933, the funds for building the works became available, in the form of a loan granted under the first employment

THE opening session was held on Tuesday evening, February 17th, in the house of the American Society of Civil Engineers. The President of the Institute, Mr. E. B. Coxe, after a few introductory remarks, congratulating the members on the general prosperity in all the branches of the professions and manufactures represented by the Institute, called on Mr. E. F. Loiseau, of Philadelphia, for the first paper, On the Successful Manufacture of Compressed Fuel at Port Richmond, Philadelphia. Professor Prime called attention to the fact that the work of the United States Testing Board had been left unfinished at a point when valuable results had just been reached, and offered the following resolutions: WHEREAS, The American Institute of Mining Engineers has seen with regret that the work of the United States Testing Board has been suspended through the lack of an appropriation by Congress, which appropriation dues not seem likely to be renewed, and WHEREAS, It seems most important to the vital interests of our iron and steel manufactures that the experiments commenced by the United States Testing Board should be carried to successful completion ; Resolved, That a committee of three be appointed, to act with a like, committee to he appointed by the American Society of Civil Engineers, to carry out to completion the work commenced by the United States Testing Board. Resolved, That the American Society of Civil Engineers be requested to cooperate with this society by the appointment of a like committee. Resolved, That the committee have authority to request, in the name of the American Institute of Mining Engineers, contributions to a fund to be devoted to the completion of the experiments aforesaid. Resolved, That the Council of this Institute be authorized, whenever requested by the committee so appointed, to petition Congress for the free use of the testing machine at the United States Arsenal at Watertown. Resolved, That a committee be appointed by the President, to select the afore-said committee of experts. Resolved, That the President of the Institute have authority to fill any vacancies which may occur in the committee. THERE has been a running discussion over the past several years with respect to the life and adequacy of our natural gas reserves. Some of the experts agree on one phase of the subject at least-that eventually it will be necessary to augment deliveries of natural gas in the northern markets by the development of a more or less comparable synthetic gas made from coal. The purpose of this paper is to point out: 1. It may be later than a good many people think-the demand for addi¬tional domestic and commercial pipeline gas in at least one section of the North will probably be felt rather keenly before an adequate synthetic pipe¬line-gas project, developed on economic lines, could be completed, even if initiated in the near future. 2. The evidence is considerable that such a project would be technically sound and economically self-supporting, although the margin of profit at first might be so small and the magnitude of an economic enterprise so great -that financing would be impossible without Government aid in some form or other. The part of the country referred to is the heavily populated section in the northeast of the United States. To simplify an examination of the situa¬tion, let us take the potential marketing areas within range to the north and east of the three pipelines: 1. Tennessee Gas Transmission Co. as it enters Erie County, New York state. 2. Texas Eastern Transmission Corporation just before the tap that sup¬plies the general Philadelphia area. 3. Transcontinental Gas Pipe Line Corporation as it enters the state of New Jersey. The sources of gas for these three pipelines are in Texas and Louisiana. The ultimate maximum combined capacity of the three lines at the points stated is approximately 1,200,000,000 cu ft per 24 hr at the maximum load factor probable of attainment in normal operation. The areas supplied by the three lines north and east of the points stated, or assumed as eventual markets, are: 1. Central New York state, from Buffalo to Albany (both inclusive).

FREE competition, long the controlling ideal of domestic trade within the United States, has had the fundamental geographical advantage of functioning in the world's largest area of unrestricted commerce. Goods moved back and forth across state lines, unimpeded by customs, and industrial operations have developed rapidly to meet the expanding needs of a pioneer country richly endowed with natural resources. Fifty years ago, antitrust laws were adopted to protect the competitive private enterprise principle. It became illegal for one person to combine with another to restrain trade or commerce among the several states or with foreign nations. The original legislative measures defining this philosophy were the Sherman Act of 1890 and the Clay- ton Act passed in 1914. The development of Europe and other parts of the world was influenced by different conditions which led to a different theory of trade. Here were many small nations, with limited natural resources and a thin market, and they attempted to protect their national economy by tariff walls. International business arrangements for the purpose of diminishing the ups and downs of the more competitive system --crux of the modern cartel operations-seemed a logical device to stabilize production and guard the interests of both workers and consumers. European governments as well as European industrial interests became convinced that if com- petition could be held in bounds the danger of business depressions and un- employment could be reduced.

Largest and most important of the milling plants under construction during the year is the Morenci plant of the Phelps Dodge Corp., in Arizona, where plans are being rushed for production in 1942. Grate mills will be used for fine-grinding, and in the pilot plant, classifiers of the spiral type have the preference for the closed- circuit work. The flotation units will be chiefly of the pneumatic type, with some mechanical units as auxiliaries. The Fagergren, Pan American, and Agitair machines were left in the competition as the year closed. If the absence of European markets for finished products has dislocated the mining industry, fortunately the lack of raw materials required in the beneficiation of ores has not been serious. except possibly as to the inability to import flint grinding pebbles. Some of the less important gold mines still use pebbles for grinding as is also the practice in the comminution of nonmetallics used in various industries. T the Calumet & Hecla in the Lake A Superior copper district pebbles have been used exclusively in open- circuit grinding in the Hardinge mills treating the
