The term potash refers to potassium oxide (K2O), a compound not found in nature or produced by man but used as a basis for comparison of all potassium compounds and now is applied generally to various compounds of potassium used by agriculture and industry. Potassium, the last of the three major plant foods to be used in appreciable quantities by agriculture, was originally produced only from organic materials for chemical uses. The first recorded identification of a mineral source of potassium was in 1797; but, until the discovery in 1839 of the large deposits of soluble potassium salts in Germany and their development in 1860-61, nearly all potassium compounds continued to come from organic sources. With the importance of potash to plant life discovered in 1840 by von Liebig and the production of potash in Germany after 1861, agriculture soon became the major consumer of potash. In 1958 agriculture accounted for about 95 pct of the total potash consumption; the chemical industry used the remaining 5 pct. Mineralogy and Geology Potassium, an important constituent of the earth's crust, occurs in many forms in numerous rocks and minerals, including water solutions, but is not found in its native state. Twenty-five of the more important potash minerals are listed in Table 1. The properties of the five potash minerals most common in Permian salt formations follow: Sylvite is isometric; has a hardness of 2, a specific gravity of 1.98, vitreous luster, and cubic cleavage; and ranges in color from clear to brick red. In taste it is similar to halite but has a sharper taste and a cooling effect on the tongue. It is very plastic under pressure. Langbeinite is isometric; has a hardness of 4, a specific gravity of 2.82, vitreous luster, conchoidal fracture, and no cleavage; and ranges in color from clear to gray. The discovery of prolific oil wells in old territory hitherto regarded as doubtful, if not worthless, and the rapid extension of a gas pool opened late in 1938 were the most interesting petroleum features in West Virginia during 1939. Oil activity in general was slow because of crude prices that were still fairly low at the end of the year, although substantially increased above those in January. Fewer oil wells were completed, but the average results were better than in 1938. Fewer gas wells, also, were completed, with greatly lessened average initial production. Many old oil and gas wells were abandoned, so that the total number of active wells has not changed appreciably. The account of operations, as gathered from trade journals and other sources, shows that 561 new wells were drilled, resulting in 101 new oil wells with 2261 bbl. of daily initial production; 366 new gas wells with 602,400,000 cu. ft. of daily open flow; and 94 dry holes. Besides these new wells, 61 old wells were drilled to deeper sands, with 12 bbl. and 13,328,000 cn. ft. of added production. On the new wells the oil average was 22.38 bbl. per well per day; and the gas average was 1,645,900 cu. ft. per well per day; the ratio of dry holes to completions was 16.76 per cent. From an exploratory standpoint one partly discredited oil area was revived by good new production, and another small oil pool may have been opened. Some of the results in gas exploration will require more drilling for true appraisal. It is certain, though, that one very considerable gas field in the sands of Mississippian age has been proved; and there is a probability of six new pools in the Middle Devonian shale. In the Oriskany sand (L. Dev.) the Elk-Poca pool has been extended considerably farther northwest into Jackson County; and farther north in Jackson County two widely separated wells, which may be pool openers, have been successfully completed. On the other hand, several important wildcats in various counties have been dry. Stratigraphically lower, some additional wells have been completed in the Newburg sand (Sil.) and one small producer has been completed in the Clinton sand (Sil.), the importance of which can scarcely be overestimated, because no Clinton production has previously been found in the state, although at least seven wells have been drilled through the sand.

As MOST of the oil production comes from leased-lands and not fee property, I shall refer to "leases" as covering the producing tracts. To produce oil, leases on land must first be obtained. Well-selected leases are all important. Not many years ago, the location for drilling for oil in wildcat territory was too frequently determined by the nearness, of adequate water and fuel supply, or with a view to cheapness of transportation. To some extent, the "creekology" theory is the result of the number of wildcat tests made near streams, to obtain water for operations. Now, an up-to-date operator will depend on his geologists for his location and, in many cases, will spend thousands of dollars to get water to it. The wisdom of following the geologist rather than the creek has been abundantly demonstrated in the past few years. In vast territories, where dry holes are spotted at intervals of a few miles or less. apart, and by reason of which these territories have been condemned for oil, the geologist is now finding many more spots that are producing large quantities of oil. No better tribute to the work of the geologist can be found than the surface and subsurface work being done in practically all parts of Oklahoma and the development had as a result of this, work. A land department is usually organized by placing in charge a man who is not only acquainted with the oil development, but who is a shrewd buyer, a first requisite for which should be unquestioned integrity. It takes a shrewd buyer to resist the persuasive lease broker, frequently backed by a geological picture from which the oil fairly drips. The geologist can help a lot by being absolutely honest when he makes these pictures; he will also thus strengthen his own cause. A geologist should interpret his own work and put his name behind his interpretation. If he does not he is liable to be misquoted and often discredited, as a result, by some overzealous lease broker giving an interpretation never intended by the geologist.

THE oxidation of pyrites and marcasite in coal-mine strata to produce discolored acid mine drainage has long been explained by chemical reactions occurring in three stages: 1. The iron sulphide minerals are oxidized by air in the presence of water to produce a nearly colorless solution of ferrous (iron) sulphate and some sulphuric acid. 2, The ferrous sulphate and part of the sulphuric acid combine with additional oxygen to form ferric (iron) sulphate. 3. The ferric sulphate hydrolyzes to form a reddish-brown precipitate and additional sulphuric acid. Nevertheless, chemical data alone are not sufficient to explain all observed facts. The first stage seems to proceed more slowly in the chemical laboratory than in nature. The second and third stages normally occur to a marked extent within a few days with raw mine water. However, the visible discoloration that characterizes these latter stages will not develop for months if the mine water is sterilized. By means of bacteriological techniques, two organisms have been isolated from acid coal-mine drainage. These are believed to have a part in promoting the chemical reactions summarized above. One organism is considered to be Thio-6aciZZus thiooxidans, which is known to be able to convert elementary sulphur or sodium thiosulphate to sulphuric acid. Its relation to the formation of acid mine drainage has not Yet been established. Apparently it does not Promote the oxidation of ferrous iron compounds in mine drainage to the ferric state. The second organism has not been identified by name but is described as " Gram negative, non-spore-forming rods approximately 0.4 micron wide by 0.8 to 1.0 micron long." A pure culture of this when added to sterile mine water will cause the latter to become amber and develop the typical rusty precipitate. However, it has not been found to convert sulphur compounds to sulphuric acid. Further research is planned to determine whether or not these microorganisms play a significant part in the first stage of oxidation whereby pyrites and marcasite minerals go into solution. Some of the conditions found in abandoned sections of coal mines, such as a reduced Percentage of Oxygen and increased percentage of carboll 'dioxide in the air, as well as the existing temperature and acidity ranges, will be tolerated by and may even be favorable to these organisms. It is now generally conceded that if a steel is to develop optimum physical properties in the conventionally quenched and tempered condition, the microstruc- ture after quenching should consist wholly of martensite; and that transformation of austenite to intermediate-temperature products during quenching will have a deleterious effect upon the physical properties, particularly the toughness, of the tempered material. This implies that, in order to obtain the optimum physical properties from a given steel, its "harden-ability " should be high enough to suppress all transformation except that to martensite under the heating and quenching conditions to which it will be subjected, and this premise is probably the most important reason for hardenability control. However, the criterion of hardenability that at present is most widely accepted and used is based on a microstructure of 50 per cent martensite. This criterion, which was suggested by Grossmann,' does have considerable justification. It may be readily measured by a fracture or etch test and, since it represents the point at which the hardness is changing most rapidly with variations in cooling rate, it may be determined empirically from a hardness-depth curve by determining the point of steepest slope (the inflection point). Application of shrinkage stoping methods, without filling, in the mining of large silver-gold orebodies in the Mogollon district, where the ore is hard and wall rocks stand well without timbering and where veins make little water. Vertical and inclined shafts in use with both surface and underground hoisting stations. Storage pockets used on main hoisting levels, with electric signals and telephones for communication. Power is generated by De La Vergne engines having a total sea-level rating of 1540 hp. On account of the remote location of the camp, transportation is an important item of expense, amounting in 1922 to $0.641 per ton of ore milled or $0.265 per ton-mile on all freight hauled. THE Mogollon mining district is in the southwestern part of New Mexico near the southern end of the Mogollon range, from which the district takes its name. The town of Mogollon is but 37 1/2 mi. in an air line northeast of Clifton, Ariz. The air-line distance from Silver City is 52 1/2 mi. and from Tyrone, 57 mi. Supplies are transported by motor truck from Silver City. The distance by road is 75 mi., half of which is an improved highway of modern construction. Transportation has always - been a large item of expense in carrying on operations in the district. Valuable ore is said to have been discovered in the Mogollon Mountains as early as 1870 but the first regular prospecting was carried on in 1875, by James C. Cooney, a sergeant from Fort Bayard. His discovery of rich silver-copper ores in the region of Mineral Creek led to the establishment of the Camp of Cooney. Remote from any settlements where there was a semblance of law and order, and harassed by the Apaches, development was slow and nearly 10 years elapsed before the village of Mogollon was established on Silver Creek. Prospecting in this section of the district had disclosed the outcrops of several promising veins containing silver-gold ores. Among the early claims located were the Last Chance, Top and Confidence, on what has proved to be the most productive vein in the district.

The material presented in this paper is an abstract of a thesis submitted by the writer to the faculty of the Massachusetts Institute of Technology, as part requirement for the degree of Master of Science. The investigation was undertaken at the suggestion of Prof. H. 0. Hofman, and it was conducted, under his direction, in the laboratories of the Mining Department of the Institute. The purpose of the work was, first, to study some of the reactions that have been considered as a part of the mechanism of the chloridiz-ing roast, and second, to study the conditions under which nickel oxide and copper oxide may be chloridized. While the production of chlorine gas by various reactions during the chloridizing roast may not be primarily useful in the chloridation of metal oxides and compounds, it nevertheless serves a useful purpose in preventing the dissociation and decomposition of chlorides once they have been formed; for example, the dissociation of cupric chloride into cuprous chloride and chlorine. Therefore it was thought that a study of some chlorine-producing reactions would prove of interest, and the first series of experiments dealt with this phase of the subject. he object of the latter part of the work was to show the possibility of treating heavy sulphide ores, such as those of Sudbury, Ontario, containing much iron and small amounts of copper and nickel, by chloridizing and removing the copper, leaving an iron-nickel oxide product suitable for smelting in the blast furnace for nickel-bearing pig iron. The chloridizing of the copper would, of course, be preceded by a roast for the removal of sulphur, the sulphur oxides being available for the manufacture of sulphuric acid, if under the local conditions this product would be of commercial value. It is not known when silica sand was first noticed along the north coast of Puerto Rico, but the first mention of its occurrence was made in 1922, by N. L. Britton,1 who described its presence in isolated patches extending from Loiza westward beyond Manati. Further observations were made in 1925 and 1926 by Meyerhoff,2 who extended the known occurrences still farther westward to the low hill belt in the Quebradillas limestone immediately south of Hatillo. The extraordinary purity of the sands, which in most localities exhibit no contamination from the non-siliceous materials surrounding them, was quickly appreciated, and the feasibility of utilizing them for the manufacture of glass was investigated, initially by the Committee on Mineral Resources3 and later (1936) by the Puerto Rico Recon-structionAdministration and by H. C. Ray, mining engineer of the Insular Bureau of Mines. In 1934 samples submitted to the Hazel Atlas Glass Co., of Washington, Pennsylvania, were reported to have the composition as shown in the table on column two. Appreciation of the quality of the sand prompted geological and quantitative studies of the deposits, as well as cornmercial investigations to determine the feasibility of utilizing it locally or on the mainland for the manufacture of glass containers. Distribution of the Sands The quartz sands consistently lie within the outcrop area of the Quebradillas limestone, the youngest of the Miocene formations in the Tertiary coastal plain that fringes the northern coast of the Island. Many of the deposits are closely associated with limestone outcrops, but some appear to be embedded in lagoonal sediments at some distance from rock exposures, and at least one deposit, near Dorado, has been reworked by waves and littoral currents. With this single known exception, the deposits consist of irregular, patternless patches of white sand, which have sharply defined contacts with the surrounding material. Although patches of sand are present in a 90-km. belt that is not more than 5 km. wide, extending from Loiza to Hatillo, they attain maximum size, purity and number in the north central coastal area between Dorado and Barceloneta. Overgrinding, Or the breaking of ore particles into sizes smaller than required for liberation, is a first-magnitude problem in grinding for concentration processes. The conventional ball mill-classifier circuit used in commercial grinding produces mineral particles that are all ground to pass an upper size limit, while the proportion of very fine sizes, or slimes, is uncon rolled. Calculations based on measurements made in commercial plants which were grinding ore for flotation concentration indicate that about go pct of the energy used in grinding is consumed in useless overgrinding.1 In addition to accounting for the consumption of a large amount of energy, over-grinding is detrimental to the flotation process. Overground slime coats larger partitles and inhibits selective action by the flotation reagents on particles which by themselves could be separated very well. A further difficulty is that extremely finely ground minerals do not respond satisfactorily to flotation-collecting reagents, and both selection and recovery decrease markedly with particles finer than 5 to 10 microns.2 conventional classifier-ball mill circuits inherently tend to overgrind the valuable minerals more than the gangue minerals because most valuable minerals are of higher density and are softer and more friable than the gangue minerals. The rem- edy to this situation would seem to be a separating mechanism which would separate free valuable mineral particles regardless of size and density considerations and a mechanism which would operate in the grinding mill so that valuable mineral grains would be removed from the grinding machine as soon as they are freed. A consideration of these ideas led the authors to the conception of a simultaneous grinding and flotation mechanism. So far as the authors are aware, such a machine has never been tried, even on a laboratory scale. Development oF Apparatus and Experimental Method Apparatus development went through several stages before a really workable machine was devised. Work was started with a large cast-iron mortar 7½ in. in diameter and 8 in- deep. A cast-iron disk Was mounted on the end of a vertical shaft SO that it fitted loosely into the bottom of the mortar. On top of the disk four radial cleats ¼ in. high were bolted to agitate the ball charge as the disk, or impeller, rotated. The vertical shaft was driven at 100 rpm by a mechanism improvised from an old coffee-mill type of grinder. A hole was drilled into the bottom of the mortar through which compressed air was introduced for frothing. In operation, more charges of Ore which had been crushed to pass an 8-mesh screen were placed in the bowl along with water and suitable reagents. History ILLINOIS has so recently attained the third place in the oil production of the United States that few realize its great importance, or are aware of its highly profitable character. Since 1907 Illinois has furnished about 15 per cent. of the United States output and about 10 per cent. of the world's production. The value of the output in 1913 is estimated at $30,000,000, of which about $20,000,000 is profit. The present prosperity dates from 1905, but efforts have been made since 1865 to develop production and geologists have been very sanguine as to its future for over 25 years. Had the oil operators been as confident as the geologists, the field would have been opened at least 30 years earlier. For relative gravity measurements, the author in 1918 described an instrument1 of which the essential part consists of a highly astatized, standing pendulum turning about a horizontal elastic axis. This type of instrument has been used recently in practical field work, therefore a description of its principle and technical development is given herein. Part I, describing the principle, is a direct translation of the original Swedish paper.1 Part II gives an account of the practical elaboration of the instrument, together with some description of measure-ments performed.

In recent years, the damping capacity of metals has come to be recognized as an important index of certain types of structural change. In a number of instances, this property has proved to be particularly sensitive, but insufficient work has been done to permit a general interpretation. There is considerable question at the present time as to just what factors are responsible for the internal dissipation of energy when a metal is carried through a cycle of stress, and these factors must be ascertained if the value of the damping method as a metallurgical tool is to be determined. Since internal stresses are among the chief causes of dissipation of internal energy, or damping capacity, it was thought that a study of the changes in damping during the recovery and recrystalliza-tion of a cold-worked metal might throw some light upon the subject, particularly if the damping changes were correlated with other properties that are better understood. Probably more work has been done on the recrystallization phenomena of alpha brass than on any other metal, so this was chosen as the material for the present investigation. Damping measurements on brass have been made by Förster and Köster.1 They showed that the annealing of a brass that had been cold-drawn to 50 per cent reduction produced a rapid fall in the damping, a flat minimum occurring at approximately the temperature of recrystallization. The damping remained at a low value until grain growth was well under way and then it increased rapidly with increasing grain size. Köster and Rosenthal2 continued the work in greater detail. They pointed out that the damping decrease does not correspond to the hardness drop but occurs at a lower temperature, suggesting that the relief or redistribution of internal stresses has a large effect while the actual recrystallization effect is small. They also show the increase in damping at the higher annealing temperatures. Their curves are reproduced in Fig. 1.

In the spring of 1878 the Pine Grove Furnace, located in Cumberland County, Pa., was blown in after lying idle for several years. The fnrnace was constructed in 1770, and for over a century it has been in almost continual operation. The plant consisted in 1877, when the writer was first called there, of a stone stack 32 feet in height, inclosing a shaft and boshes, the latter being 8 feet in diameter. The blast was supplid by two wooden blowing-tubs discharging into a third, having a floating piston sustaining a box weighted to give the desired pressure, the power being furnished by a waterwheel. A small 18-pipe hot-blast stove heated the blast. The furnace was remodelled during the winter of'77-78, and a Weimer blowing-engine with a blowing-tub 5 feet in diameter and 2 feet stroke, and the necessary boilers, were substituted for the wooden tubs and water-wheel. The stack was raised and enlarged, and provided with a bell and hopper having a central drop. Water dam and tymp were added, and general repairs were made. The hot oven, however, was not increased. The furnace had always been operated with charcoal as fuel, and its reconstruction was made with a view to continue the use of charcoal, but provision was made for ample blowing capacity should other fuels at any time be employed. Although liberal arrangements had been made in cutting wood, the stock of charcoal supplied in 1878 was insufficient for the increased requirements of the remodelled plant, and notwithstanding the purchase of some 80,000 bushels from an adjacent idle furnace, there war: riot enough to keep the furnace in constant blast until a new supply could be obtained, particularly as the season was unusually backward. Instead of following the established precedent of many charcoal furnace managers, i. e., blow out every February, it was detemined to continue in blast, using coke as fuel. Accordingly, when the charcoal stock was exhansted, on March 22d, 1879, Connellsville coke was substituted, the change of fuel being made at once; that is, the coke charges followed immediately upon the last charcoal charges. After working a few days, the strike in the Connellsville coke region cut of the supply, and anthracite coal was obtained, a mixture of the two fuels being employed. The strike continuing,

CHROMITE deposits in southwestern Oregon occur along definite zones or horizons in sill-like ultramafic intrusions. These horizons are here referred to as ore zones and are distinguishable only by relatively Shin and scattered, discontinuous chromite occurrences. The zones are tabular in shape but are usually folded and faulted by the intensive post-intrusion deformation the ultramafic rocks have undergone. A single zone may contain disseminated, nodular, banded, or pods of massive chromite. The typical chromite deposit is composed of a series of thin lens-shaped bodies that lie along a definite plane and generally show evidence of magmatic flow with their long dimensions aligned in the direction of flow. A body of chromite often pinches down to a narrow wisp only a fraction of an inch thick. This thin streak of chromite may point to or be connected with another body of chromite. In some deposits the orebodies have a definite rake. The depth at which chromite may be found can be predicted by its position in a folded intrusive, provided that adequate structural evidence is available. Although the ore shoots are characteristically discontinuous, there is theoretically no limit to the depth at which chromite may be found. Origin: All the chromite deposits examined in southwestern Oregon are of magmatic origin, that is, the chromite was an original constituent of the peridotite magma and became segregated in varying degree from the magma to form the ore de- posits. Examples of early, intermediate, and late magmatic chromite have been recognized in the area. Crystallization of the principal minerals (olivine, pyroxene, and chromite) was apparently near completion at the time of intrusion of the peridotite magma. The magma acted as a viscous crystal mush stringing out aggregates of pyroxene and chromite in the direction of flow. These streaky accumulations are termed schlieren.

IT is customary to ascribe two general modes of occurrence to natural gas, namely shale. gas which, as the name indicates, is found in' shale, and reservoir gas, which occurs ill sandstone, conglomerate and dolomitic limestone. Both of these types are found in the Cleveland district. The shale gas has been produced on a small scale for a long period of years, probably dating back as far as 1883. Shale gas is a low-pressure gas, small in volume with variable pressure, and is limited to no definite horizon. It is generally independent of oil, may last for a long time, and is not dependent to any great extent on the structure of the rocks. There are many such wells in the district which range from 400 to 1,840 ft. in depth, although most have been completed at about 800 ft. This indicates that the wells pass through the Cleveland and Chagrin shales into the Huron or Portage shale of the Upper Devonian. During the last 2 years great interest has developed in a deeper-seated reservoir gas. What is commonly called reservoir gas is generally a high-pressure gas occurring in large volume at a definite horizon. Oil may, or may not, be associated with the gas, and in most regions in which reservoir gas is found, the geological structure is of great importance. This type of gas occurs in all large fields such as those of West Virginia which have been supplying Cleveland until the recent discovery of local gas at great depths in commercial amounts.

Heap leaching, as practiced at Rio Tinto, Spain, while one of the oldest, and probably one of the cheapest, methods of extracting copper from its ores, has not had, until recently, other than experimental application in this country. This has been due partly to a mistaken idea that the Rio Tinto ores possess some obscure and mysterious quality that renders them alone suitable to the process, partly to the fact that tests properly made meant the expenditure of large sums of money and several years time, and partly to the fact that favorable commercial and other conditions are not often found. This paper gives some views on the chemistry and mechanism of the method, an account of the preliminary experiments, and the final plans adopted for a large-scale installation of the method by the Phelps Dodge Corpn. for treating low-grade ore from Sacramento Hill, Bisbee. If results comparable with those obtained from the test heap are to be had from the large plant, this plant will operate on the lowest-grade sulfide ore now being treated commercially in the country. The method has several advantages: The installation cost is low. Interest charges must, of course, be made both on the cost of the ore delivered to the plant and for the plant itself, but as these are low, there is considerable advantage in the ability to regulate output by more or less complete shutdowns in accordance with market and other conditions. The amount of labor needed is small, and the cement copper produced may be considered nearer a finished product than the sulfide concentrates from a mill, and certainly means less installation cost per ton to put into final form by present methods. This investigation was undertaken to determine the quality of different iron blast-furnace slags as desulfurizing agents, and the possibility of using, in the blast furnace, materials of higher sulfur content than is now common. The solution of the problem would render possible the use of higher sulfur iron ores for pig iron and cokes containing more sulfur than now employed, and the economic manufacture of irons and steels of lower sulfur content. It is generally assumed that the sulfur that reaches the lower part of the iron blast furnace is removed from the pig iron by combining with lime to form calcium sulfide. Most of the sulfur introduced with the charge is in combination with iron or manganese or, perhaps in the coke, as a carbon compound.1 The iron and manganese sulfides are more soluble in the iron than is calcium sulfide, and as the latter is generally said to to be more soluble in the slag than the iron and manganese sulfides, this greater solubility of calcium sulfide in the slag tends to free the metal from sulfur. This greater solubility of the calcium sulfide is used not only to reduce the sulfur contents of the pig iron in the blast furnace, but by this means also low-sulfur steels are produced in the open-hearth and electric furnaces. The reaction2 FeS + CaO + CO = Fe + CaS + CO2 requires a high temperature and strongly reducing conditions in the presence of lime. Explanations of the basic procedure for making earth-conductivity studies by the Eltran method have already appeared in several placeS. 1,2,3 In its essentials, this method consists of applying step functions of voltage to one pair of earth grounds and measuring the transient potential resulting at a separate pair of ground points. As previously pointed out,' the transient potential resulting from a suddenly applied steady voltage is the indicia1 transfer function of Carson1 6 which has been extensively studied in network theory. The discussion here, with one special exception, will ignore the problem of how the physical configuration of the earth affects the transient response voltage; it appears that this phase of the problem has been solved in only a few special cases having any direct bearing on the prospecting problem. Entirely distinct from the potential-theory aspect of the conductivity problem is the interesting material that can be had from studying the well-known network relations between cause and effect in linear circuits, and thus deducing criteria for the application of the several experimental methods available. To do this, only one assumption need be made about the nature of the earth. The earth is to be considered a linear conductor within the tolerance of ordinary measurements. The discussion will be restricted to collinear electrode configuration like that of Fig. I, since this is the only type of spread practical for use with driving currents that vary with time. Here one pair of grounds carries the driving current, and in line with these and external to them is a RECORDING Fair of potential probes. The problem will be to consider the relation between the different voltages appearing between the potential circuit terminals when various types of driving voltage sources are inserted in the current circuit. Suppose that the grounding points G, and G2 make good contact with the earth, and that a battery of sufficient voltage to produce one ampere of direct current is introduced into the current circuit by the closing of a switch. The potential transient response to such a voltage can be measured by taking an oscillogram at the potential Directors terminals, giving the time function that has been called A(l).4 This time function has been solved for analytically in the case of a homogeneous earth,"' and the

The conservation of mineral resources as a public policy question has received a great deal of attention in the area of petroleum and practically no attention in other mineral areas, except, of course, soil and water. Some insights into mineral conservation problems and how these problems can be approached in the social decision-making process are significant. THE MEANINGS OF CONSERVATION Conservation means many things to many people .2, 11 Too often it is a label attached to a proposed program or policy to add respectability and to gain public acceptance. It is a term applied to specific resources in some contexts and to resources generally in other contexts. The oft-quoted comment of President William Howard Taft that conservation is something everybody is for, no matter what it means, succinctly illustrates the confusion over both the meaning of the concept and the policies required to implement a conservation program. This confusion goes quite deep and is more than a matter of semantics or emphasis. For example, the efficient exploitation of a mineral deposit which might be applauded as good conservation in terms of that mineral, might well result in destruction of or harm to the environment which might be viewed as bad conservation. Economics provides some tools to help solve this sort of problem, but there may be fundamental differences in value systems among groups in this society, so that ultimately society must collectively make a subjective political choice as to what is good or bad conservation policy.a An Economic Definition of Conservation The economic concepts of conservation have more relevance and are more easily applied to minerals than to many other natural resources. This does not mean that economics goes all the way in understanding mineral conservation, but at least it provides a framework for analysis which later can be altered to include noneconomic variables. Perhaps the greatest confusion in discussing mineral conservation arises in attempting to relate purely physical concepts with economic concepts. An economist is interested in maximizing or conserving values; he is not interested in maximum physical recovery or utilization. He wants to know the costs and benefits of using, or not using, resources. The economic theory of mineral-resource conservation can be labeled variously as the theory of exhaustion, the theory of resource exploitation, the theory of resource utilization, or simply as a special case of the broad theory of capital.4,28 Consideration of these labels illuminates the concerns of the econo-
