IT, HAS been my privilege to be Chairman of Engineering Council for very nearly three years, during which time Mr. A. D. Flinn, the. Secretary, and myself, have seen the organization develop until it is functioning smoothly and accomplishing what it can with the money at its disposal. The earliest attempt at what may be called an Engi¬neering Council, of which. I have any knowledge, was made six or seven years ago when the four Founder Societies each appointed two men, who occasionally met to discuss matters submitted to them which were of importance to, the, profession as a whole. I was one of the representatives of the American Institute of Mining Engineers.

Rock mechanics, like all engineering disciplines, must have a theoretical foundation. The subject of this chapter is the formulation of analytical methods that may aid in the rational design and determination of the stability of engineering structures in competent brittle rock materials. By an engineering structure in rock, we mean any (1) excavated sub- surface opening, (2) open surface structure, or (3) system of openings in rock that is virtually self-supporting-that is, not requiring artificial systems to carry structural stresses.

The rate of FeO and MnO reduction from silicate and aluminate slags by carbon-saturated iron is dependent on both slag composition and temperature. Owing to variable stirring rules during- the course of reaction, the reduction processes occur in two stages in stationary graphite crucibles. In the first stage the slirring caused by CO evolution results in forced convection conditions in the slag. As the boiling action subsides during reduction, the flow conditions within the system become those defined by natural convection. Analysis of the data by an unsteady-state penetration model indicates that the rate of reduction is controlled by the rate of cocur-rent flow of' cations and anions from the bulk slag to the interface during both stages of reduction. The hearth reactions of the blast furnace have been extensively investigated from the viewpoint of equilibrium by deductions from controlled laboratory experiments. However, the literature contains relatively few studies that have been directed toward the area of slag-metal reaction kinetics, and the majority of these have been concerned with the rate and mechanism of sulfur transfer between iron and slag. More recently, attention has turned to the kinetic factors in the reduction of oxides from liquid slags. One of the first investigations in this field was conducted by Dancy1 on the reduction of pure liquid FeO and pure liquid Fe3O4 by carbon-saturated iron. The integrated form of the rate equation indicated that the reduction of FeO was of the first order up to 80 pct reduction. Over the initial 30 pct of reduction, the magnetite reaction was also interpreted as a first-order process. The rates of reaction were extremely rapid as indicated by a 30 pct reduction of the liquid magnetite in a time interval of about 1 to 2 sec. Phil-brook and irkbbride' studied the reduction of FeO from a lime-alumina-silica slag by carbon-saturated iron and solid graphite in stationary crucible assemblies. With the use of the differential form of the rate equation, the rate of the reduction reaction was found to be proportional to the second power of the concentration of the reactant FeO for both the slag-metal and slag-graphite reactions. These authors presented a number of comments in an effort to explain the difference between the molecularity of the above reaction and the observed second-order relation. One such argument, recently extended by Wagner,3 was that the rate-limiting step may well be one of transport control. A complete discussion of the proposed mass-transport control mechanism of this reduction reaction will be presented in a later section of this paper. Kinetic studies of the reduction of other oxide species, namely chromous oxide, titania, and silica, have also been reported. McCoy and philbrook4 used rotating crucible assemblies to investigate chromium reduction from Ca0-SiO2-A12O3 slags. First-order kinetic law was obeyed for the slag-metal reduction reaction as determined by the integration method of data analysis. Due to scatter of the data, any dependence of the rate constant on temperature or slag composition was obscured. Concentration-time data for the reduction of titania from blast-furnace type slags under reducing conditions were obtained by Delve, Meyer, and Lander.' The data were too few, however, for a formal kinetic interpretation. Kinetic data for the very slow reaction of silica reduction have been observed by McCoy and Philbrook6 and Fulton and chipman.7 The former experimenters found the reaction-rate constant for silica reduction by carbon-saturated iron to be 20 to 60 times less than the rate constant for chromium reduction. In their work on the reduction of SiO2 in mechanically stirred systems, Fulton and Chipman also found small values for the specific reaction rate and derived a high value for the energy of activation for the reaction. In both of these investigations, the reduction process was assumed to follow first-order behavior. schuhmann8 proposed that the rate-limiting step in this reaction is the diffusion of oxygen from the interface through a boundary-layer film to the bulk metal phase, and Rawling and Elliott9 have reported experimental confirmation of this hypothesis for temperatures below 1600°C. Turkdogan et a1.10 have also concluded that the rate of reduction of silica is a slow process and controlled by the diffusion of oxygen in the metal, but only in the absence of carbon monoxide bubbles at the slag-metal interface. In the presence of bubbles, achieved either by injecting carbon monoxide at the slag-metal interface or by blowing it through the metal and slag, these investigators found a rather rapid reduction of silica which appeared to be controlled by an interfacial reaction involving the de-sorption of silicate ions from the slag-metal interface to the metal phase as silicon and oxygen atoms. THE experiments described in this paper were made at the Washoe Reduction Works, Anaconda, Mont., for the purpose of determining the relative speed of elimination of the iron, sulphur and arsenic during the process of bessemerizing copper-mattes. The samples were taken from a horizontal "barrel" converter, 8 ft. in diameter and 12 ft. 6 in. long, having an average charge of 9 tons of matte, and blown with a 16-1b. air-pressure. All samples were taken with the blast on, turning the converter from its normal blowing-position to nearly verti¬cal, so that a conical mold, with a long handle attached to a horizontal rod, could be introduced from a platform above the converter into the mouth of the converter and a sample taken. The difficulties of taking a sample with the blast on are appar¬ent, and the irregularities of the lines in Figs. 1, 2 and 3 can be readily accounted for by the amount of slag in the samples. On the whole, the plotting of the results gives comparatively uniform lines, considering the conditions. The samples were taken by the regular sampling-force of the works at 10-min. intervals, as shown in Tables I., II and III, which also give the chemical analysis of the samples so taken. The test shown in Table I. was made with a new converter; that of Table II with a converter that had made three charges and had been cleaned out; that of Table III with a converter that bad blown one charge to white metal, and had then been " washed " out and used for the test. In plotting these results, it was necessary to take, as a basis, the percentage of copper in the samples. This basis does not exactly represent the true condition, since the volume is constantly decreasing and a certain quantity of copper passes into the slag, but it is as near as can be obtained in practice. Rearmament superimposed on buying sprees by the public, caused a general shortage of metals in 1911. and the rare metals were no exception; they also shared with the more common metals the uncertainty of future demand. In general, the apparent undersupply of metals is a favorable condition for the realization of sleeping possibilities of the rare metals, especially if the supply can he made sufficient to take care of the possible new demand. Many changes in metal usage in 1941 were forced because of shortages. When such changes are in the direction of the economic trend there is a speeding up in the tempo of the inevitable change, but when the forced changes are against the economic trend they are likely to be shortlived. In any event, the latter is not a solid foundation on which to build a future business.

ORIGINALLY the Babbitt experimental plant grinding circuit consisted of one rod mill 10 ½ ft diam by 12 ft long in open circuit followed by two ball mills 10 ½ ft diam* 12 ft long in parallel circuit. Shortly after operations commenced it was apparent that the rod mill could not function satisfactorily at the required 125 gross tons of ore per hr. Attempts to operate at this rate produced: 1) excessive tramp material over rod mill trommel screen which could not be handled in this open circuit and 2) excess build-up of coarse ore in the ball mill circuits because of inadequate rod mill grinding. Since Reserve Mining Co. ore must be ground to 85 pct -325 mesh to produce a satisfactory iron concentrate, an efficient and controlled grinding circuit is highly important. The first step in trying to resolve this grinding problem was to determine which unit of the circuit was actually in trouble and to what extent. A series of tests conducted at a lower tonnage rate of rod mill feed indicated that one ball mill could grind satisfactorily at rates up to 70 gross tons of rod mill feed per hr.

An incestigation has been made of the effects of heat treatment and alloy composition on the long-time stress-rupture properties and structural stability of the similar nickel-base alloys Udimet-500, Lrdimet-520, and Udimet-700. Rupture test data are presented at stresses ranging from 4 to 50 ksi at temperatures from 1450° to 1900°F for times up to 14,000 hr. Ductility response is emphasized. Optical and electron tnicroscopy were complemented by X-ray diffraction analyses of extracted phases to relate microstructural stability to the observed rupture properties. Particular attention is paid to Udimet-520 since structural characteristics of this alloy appear to vary somewhat from its sister alloys. Both cast and wrought performance of Lrdimet-500 are discussed. The computerized PHACOMP calculational technique, based on electron-vacuncy theory, is discussed and related to structural stability where appropriate. Electron microscopy and microprobe techniques were used to conduct evaluation of the oxidation characteristics of Udimet-500 exposed in air for 16,100 hr. The steady advance in strength and reliability of nickel-base superalloys continues to be one of the high points of modern metallurgy. The stress capability of these materials has increased steadily, allowing higher and higher operating temperatures in the highly sophisticated aircraft and industrial gas turbines now on the market. The attendant increase in efficiency, of course, means greatly improved power output. Gas turbines for industrial and marine use have long been designed with these objectives paramount the usual design requirements in terms of time of service being 100,000 hr. High-efficiency, long-life aircraft such as the supersonic transport require superalloy engine materials with high-strength and long-time structural stability. Thus, materials studied for and operating experience from industrial gas turbines provide a good reservoir from which technology of high value to the SST program can be drawn. This study is one such case. Three prominent nickel-base super alloys—Udimet 500, Udimet 520, and Udimet 700 were extensively evaluated for industrial gas turbine bucket use. Particular attention was directed toward structural stability as a requisite property. Within the present context, structural stability is defined as freedom from the propensity to form strength-robbing or embrittling phases such as u,p,x,or Laves, and the ability to maintain useful rupture strength and ductility throughout design life. MATERIALS The three alloys, cast Udimet 500 (U-500C), Udimet 520, and Udimet 700, were chosen for detailed evaluation based on preliminary studies which indicated that U-500C and U-520 possessed comparable rupture strength capabilities, and that U -700 had a greater strength capability but somewhat poorer ductility than wrought U-500. The nominal compositions of the three alloys, along with the compositions of the heats investigated, are presented in Table I. PROCEDURE Dimensionally rejected U-520 buckets from Special Metals Corp. heat 63370 were heat-treated using the four cycles delineated in Table 11. Cycle A was investigated to determine the effects of a shortened 1700°F primary age. Cycle B was considered a "standard" treatment. Cycle C investigated a higher solution temperature in combination with a shortened primary age, while cycle D assessed the effect of the higher solution temperature alone. These heat treatments were designed to produce optimum combinations of rupture strength and ductility through maximum y' development, the development of a y' grain boundary cushion, promotion of MC carbide degeneration reactions, and agglomeration of resultant M23CB. Since one of the premises of the evaluation of U-520 was that rupture strength would be equivalent to U-500, forged U-500 buckets from Special Metals Corp. heat 62916 were heat-treated with cycles A, B, and C to provide comparison. The heat-treated structures of U-520 and U-500 are illustrated in the 8700 times electron micrographs of Fig. l. The U-700 tested was all from 3-in.-diam hot-rolled and centerless-ground rod from Special Metals Corp. heat 2-1426. Two heat-treatment cycles were employed, E and F of Table 11. Cycle E is a standard four-step, triple-age treatment intended to provide an optimum match of strength and ductility through well-developed matrix and grain boundary y', as recommended by U-700 vendors. Treatment F is a shortened , single-age cycle which could provide a significant processing cost reduction should adequate strength and ductility be maintained. Following heat treatment, rupture specimens of U-500 and U-520 were machined from the buckets and tested. Standard rupture bars of U -700 were machined from the heat-treated rod and rupture-tested. Failed and withdrawn rupture bars were prepared and examined by optical and electron microscopy. Select specimens were electrolytically digested, and the residues analyzed for carbide and topologically close-packed phases using CrKa or CoKo radiation. Of the six different U-500C heats evaluated, five were cast by Misco Precision Casting Co. and one was cast by Haynes Stellite Co. Cast-to-size rupture bars

IF THE engineer is to go into politics, as I think he should, I believe the curriculum of every engineering school should be amended to include a good stiff course in public speaking. My observation has been that the engineer in private conversation can scintillate as brightly as a life insurance agent or an oil stock salesman, but before an audience, with rare exceptions, he is a total loss. He will not get up and talk. He hides his light under a bushel, and sits on the bushel as dumb as an oyster. I have seen meetings of the Utah Section at which some topic of general interest to the members was up for discussion, and where an animated debate was the logical thing to expect. After the chairman states the subject and invites discussion, there is dense silence. Finally a member, bolder than the rest, gets up and with trembling voice and knees makes a motion. The motion carries, the meeting adjourns, and then the members gather into groups and begin to discuss the question seriously -and intelligently, giving cogent arguments on either side and embellishing their remarks with appropriate or inappropriate epithets illustrations and figures of speech. Now, I am not pleading for more speechmaking. The good Lord knows we have too much of this great American indoor sport already. But I think every man ought to be able and ready to express his opinions at the proper time. Some men have a reputation for wisdom because they do not talk much. We speak of the wise old owl because she never speaks, but in my opinion the owl's reputation for wisdom is vastly overrated. silence is more apt to be a cloak for stupidity than for wisdom. The person who has ideas can- not exert any influence by keeping them locked up in his own mind. The great motive force of the world is not muscle, but ideas, and ideas in order to get in their work must be released.

PRODUCTION at Aguilar started in 1936 and by 1942 the mine had reached a peak of 25,000 tons a month. Present production is only about 60 per cent of this capacity because of difficulties in railroad transportation and the rationing of fuel oil brought about by the war. In the early years, cut-and-fill stopes were tried, but square sets were found to be the most practical method in the southern section of the mine, where blocky, treacherous ground and greater mining widths are prevalent. Square sets and opencut mining were the rule until 1942, when it became increasingly difficult to get mine timber. The ore beds in the northern section of the mine were found amenable to cut-and-fill stoping as the rock was firmer and the veins narrower. At present 69 per cent of the ore comes from cut-and-fill stopes, 27 per cent from opencut, and only 4 per cent from square-set stopes. Massive galena and sphalerite with comparatively little quartzitic gangue constitutes the higher-grade ore. The gangue minerals that can be detected by eye in low-grade ore are rhodonite, wollastonite, and pyrrhotite. Wall rocks range from shale to quartzite, with occasionally a little limestone.

ELECTRICAL methods of geophysical exploration attracted major attention at the three sessions devoted to geophysics on Monday and Tuesday. At the opening' meeting Monday morning Hans Lundberg gave the paper by himself and Folke Kihlstedt; he described the use of the Racom, discussed last year, and the method whereby it is possible to eliminate all but subsurface, effects in electrical exploration. In the discussion Theodor Zuschlag pointed out some of the theoretical considerations behind the field procedure. Karl Sundberg's paper on the effect of impregnating waters was presented by title only, and S. F. Kelly then gave an abstract of a paper on the electrical properties of ores, by J. J. Jakosky, R. N. Anderson and Clyde H. Wilson. , This dealt with an exhaustive series of laboratory tests on the variation of -conductivity of ore specimens with the frequency of the energizing current, and of the effect of moisture content in typical clays and gouges on their conductivities at various frequencies. Considerable discussion was provoked during which the authors came in for some-criticism on their measuring circuits and for their assumption that a solid conductor could be compared with linear ones. They were praised, however, for making a start toward a compilation of resistivities for ores and rocks. Dr. Slichter disagreed with them that the conductivity of an orebody was primarily capacitive. He also called attention to the fact that it was high time geophysicists adopted the standard physical expression of ohm-,centimeters or ohm-meters to express resistivities. This same point was the burden of the next paper,. "Uniform Expression for Resistivity," by Sherwin F. Kelly, presented by title only.

National Minerals Advisory Council A meeting of the National Minerals Advisory Council on August 3rd in Washington, D. C., indicated the vitally important part that the mining industry is to play in the mobilization program. Director James Boyd of the Bureau of Mines told the Council that the Department of the Interior would review the recommendations of all the Council's commodity committees with regard for mobilization planning in the light of the changed international picture. The Council was requested to reactivate its commodity committees and have them gather all available data on supplies, their sources and availability and present and potential production of the minerals and metals represented on each committee. Data on labor, machinery, transportation, automotive and stationary equipment, power, fuel, lumber, water supply are a few of the important items called for in the reports, which are to be presented at a meeting of the Council on September 1 at Salt Lake City. The material in the reports will become the basis for discussing metal and mineral requirements at that time. Discussion at the meeting bared several $64 questions, probably the most important of which are the following: 1. Which of the war-essential metals and minerals and in what quantities can we reasonably expect to get them from abroad under threat of submarines? 2. How are we going to meet the manpower problem posed by (a) migration of labor from mining to manufacturing since the end of World War II and (b) the draft and the calling up of reservists? Opinion was expressed by industry spokesman at the meeting that the function of complying with mobilization requirements be left to those in the industry itself; that is, those having the "know how." This view contended that any administrating governmental agency should be kept as small and streamlined as possible. There was general sentiment against the reactivation of the wartime Premium Price Plan or other bonus plans as a stimulus to production. The thought was emphasized that what was needed was a change in the basic conditions which have fostered the decline in domestic mining activity in the postwar years. One such condition, long overdue for correction, is the tax structure as it applies to mining enterprises. Many quarters both in industry and in government favor tax relief along the lines suggested in the six tax recommendations by the Council to the Secretary of the Interior last December. The Council adopted a resolution expressing a feeling that the following tax recommendations are still feasible and desirable and will accomplish as much toward increasing exploration for new deposits (thereby subsequently increasing production) as will government loans for exploration: (1) Losses from unprofitable ventures should be allowed corporations, partnerships, or individuals as ordinary deduction against current income. (2) Development costs after discovery should be recognized as operating expenses. (3) Allowance for depletion should be made to the stockholder as well as to the corporation. (4) Income should not be taxed without full allowance for losses of loss years. (5) Adequate allowances for percentage depletion should be made. A discussion of the manpower problem led to the Council's acceptance of a resolution advising that "military authorities should proceed with caution in depriving the mining and metallurgical industry of its manpower." The resolution strongly urged that no personnel "directly engaged in exploration, development, production or supervision (of strategic and critical materials) should be drafted for the armed forces, at least until the anticipated demands upon these producers are clarified." Stockpiles The Munitions Board's "Stockpile Report to the Congress" of July 23, 1950 revealed: (1) The total estimated value of the stockpile objective is $4,051,714,510 at the close of fiscal year 1950. (2) The total value of the stockpile on hand, at the close of fiscal 1950 was $1,556,154,352 or 38.4 pct of the total stockpile objective. An additional $494,948,060 was on order, making a total of 50.6 pct on hand plus the amount on order. (3) Materials obtained for the stockpile by the ECA from January to June 1950 amounted to $13,112,085, while development projects by ECA during this period involved the expenditure of $9,322,000, mainly with counterpart funds. Shortly after the start of the Korean conflict it was felt that Congress ould appropriate greatly increased sums for the purchase of materials for the stockpile. This stimulus to the program may increase the dollar earnings of those European nations that are present or potential contractors in our stockpiling program. Such a development would mean that these nations could add to their gold reserves, thereby stabilizing their respective economies and hastening recovery. This seems to be the picture for the next six months anyway. The "bug" appears when it is realized that the increased threat of total world war actually may retard recovery in Europe as nations on the continent may feel inclined to devote more of their resources to defense programs. Industries Essential to Defense The Department of Commerce in response to a request by the Department of Defense issued on August 3, 1950 a "Tentative List of Essential Activities" as a "guide for calling up for active duty members of the civilian components of the Armed Forces." The list includes the following: Primary Metal Industries. Included herein are establishments engaged in the smelting and refining of ferrous and nonferrous metals from ore, pig, or scrap. Metal Mining. This category includes establishments primarily engaged in mining, developing mines or exploring for metallic minerals (ores). This group includes all ore dressing and beneficiating operations. Anthracite Mining, Bituminous Coal and Lignite Mining, Crude Petroleum and Natural Gas Extraction, Mining and Quarrying of Nonmetallic Minerals, Except Fuels. Challenge to the Mining Industry The source of our country's great strength lies in its capacity to produce. In times of stress such things as national morale and manpower are all-important but without a capable industrial machine we would be helpless. That machine must be fed with minerals and metals in order to generate and maintain momentum sufficient to insure success. Consequences of the lack of adequate supplies of essential metals and minerals to increase and sustain our industrial power are not pleasant to contemplate. It is absolutely imperative that we put forth Herculean effort to guarantee ample supplies of such essential materials as copper, lead, zinc, manganese, antimony, mercury, tungsten, tin, chromite, nickel, cobalt, iron ore and rubber. The mining industry faces a challenge more serious than ever existed before in the history of our country. The industry must be equal to the task.

By contrast with viscometry and sedimentation, no actual measurements of the applicability of Stokes' law to steelmaking have ever been reported; instead, the proof for and against Stokes' law has been inferred from the frequently observed phenomenon that inclusions collect in the top scum and the bottom of ingots. As such proof is unsatisfactory, continued reference to Stokes' law in steelmaking, even as a model for calculating the terminal velocities of rising inclusions, should be avoided. In fact, all conclusions that have been reached regarding size, density, and viscosity on the flotation of inclusions could be made more rationally without Stokes' law. A worthwhile exception is that of Mitsche1 who in 1934 used Stokes' law to show not only the expected effects of size, density, and viscosity on flotation but also the beneficial effects of i) melting under a slag layer (now Electro Slag Refining); ii) treating melts with synthetic slags (Ref. 2 gives recent applications); iii) bubbling an inert gas through the melt (recent applications in Refs. 3 and 4); and iv) altering the solid/ liquid interface characteristics. At this point, it should again be emphasized that the boundary conditions for which Stokes' law was derived place enormous restrictions on the law but its application, as noted earlier, can yield useful results in some fields under certain conditions and within well-defined limits. When compared with inclusions, which may be solid or liquid, spherical or irregular, dispersed or coagulated, interacting between themselves and the melt, floating in a liquid which is in a state of motion of varying intensity5 and contained in vessels of various shapes and sizes that may change with time as in a solidifying ingot, the conclusion is obvious-Stokes'

ONE of the major purposes of the Institute is to "maintain ... a library of books relating to subjects cognate to the sciences and arts of mining and metallurgy." In conformance with this purpose the Institute maintained its own library for a number of years until 1912 when it was merged with the libraries of the other Founder Societies. At that time the A.I.M.E.'s share of operating expenses was wholly covered by the income from a $100,000 gift from James Douglas. But interest on the Douglas Library Fund has declined from 51/2 per cent to 31/4 per cent; the library has grown from some 50,000 volumes in 1913 to more than 170,000 in 1945, with consequently increased costs; and its costs nave otherwise risen. The Institute today contributes to the library annually about 65c per member, of which about 25c is income from the Douglas Fund, or a net charge, from regular income, of 40c per member. IN my studies during the past twenty years of the enrollments in the mining and metallurgical schools of the United States and Canada, I have been struck with the great diversity in the curricula offered by these schools. In 1933 when I made my first complete study of the schools (Mining and Metallurgy, May 1934, p. 211), I discovered 19 different curricula or programs of study, leading to almost as many different bachelor degrees, in the 49 schools in the United States and the 4 schools in Canada. IN the zinc smelting industry the year 1947 seems to have been one of putting one's house in order rather than one of any material technical development or radical change in operating conditions. Labor generally has been in better supply but several plants report a scarcity of skilled workmen. Some plants continue to operate on the basis of a six-day week and will probably continue to do so until labor is more plentiful. Only one plant is known to have operated on a curtailed basis because of labor shortage, but here the difficulty was lack of proper housing facilities. Necessary materials and equipment for much-needed maintenance and modernization have been in short supply so these programs have often been delayed. Laborsaving devices of the "Payloader" type have been more generally used for handling materials. Slab zinc production was discontinued during the last months of the year at Danville, 111. and at Langeloth, Pa. Both of these plants used the Hegeler type of furnaces fired with producer gas. KEYNOTE of the technical sessions of the Iron and Steel Division at the Annual Meeting was struck by Leo F. Reinartz in his Howe Memorial Lecture on "The Development of Research and Quality Control in a Modern Steel Mill." In describing recent developments in steel-producing practices at the American Rolling Mill Co. the co-ordination of practical observation and directed research with operations was stressed and was shown to have resulted in economical production of steels of uniformly high quality. Empirical methods based on inaccurate and incomplete experience resulted in the production of commercial products of variable quality and were recognized as inadequate; a research program was therefore initiated that has been justified by its fruits. To name a few outstanding achievements such as Armco iron, steel for electrical sheets, wide continuous strip of superior surface and quality, and non-aging steel is not sufficient to summarize the results of this increasing effort toward better steel products. In addition to the development of new products the faithful observation of operating procedures, the co-ordination of the resulting information, and the standardization of processes have made the steel of today much more uniform and thus more economical and useful to the nation.

MINING is one of the world's oldest industries and has pioneered the civilization of all new lands. Today, mining is not only one of the essential and basic industries of the world, but it is constantly growing in magnitude and becoming more important. We think that the most of our mining is done in the western portion of this country, but in the old State of Pennsylvania mines and products derived from minerals account for about two-thirds of the entire productive wealth of the State. As our forests are denuded, mining furnishes substitutes for timber in the way of concrete, gypsum board, etc. ; and as civilization increases the wants of mankind, mining is producing metals and minerals of every kind in increasing quantities. For example: during the past ten years the per capita consumption of copper in the United States has increased 49 per cent, to 14.56 Ib.; that of lead has increased 35 per cent, to 12.24 lb.; and that of zinc has increased 70 per cent, to 9.57 Ib. The consumption in European countries is about one-half of this, and there are other countries with large populations where there is virtually no consumption; so when all other countries catch up in consumption with our country, you can see what an enormous demand there is going to be for the metals, even to the extent of having to find substitutes for copper, lead, and zinc.

Methods of fair payment for excavating, supporting, and concrete lining tunnels have been sought by various owners for years. Tunneling techniques have changed with the development of equipment-from the hand-mucking operation to the machine mucker and, most recently, to machine-boring; from tunnel supports using timber sets to steel sets to rock bolts and, most recently, to shotcrete support; and from hand-placing the concrete lining using wooden forms to pumping or pneumatic placing using steel forms. As tunnel construction techniques advanced, so did methods for payment for the work performed. The recent development of tunnel-boring machines, or "moles," is precipitating another change. These changes have led to some difficulty in providing proper payment for the various items of work for different types of tunnels. As a major construction agency engaged in water-resources development in the western states, the U.S. Bureau of Reclamation has long been aware of the need for clarification of payment provisions in tunnel construction. The Bureau has some 150 miles of tunnels completed on its projects and about 50 miles of tunnels under construction. In this construction, the Bureau has benefited by the advance made by contractors in improving the techniques of tunnel excavation. To assure that the Bureau has an up-to-date approach to payment provisions, the Chief Engineer recently established a "standard" method of payment for all types of tunnels. It is believed that this new method of payment will be equitable for all contractors bidding on various types of tunnels using the diversity of methods of excavation now available to them. These payment provisions provide for different quantities for excavated tunnels using the blasting technique or using machine-boring techniques. In this way, the contractors have a choice in excavation methods and an equal opportunity to be low in their bids. We believe this will be an incentive to all contractors to be as progressive as the development of new equipment economically allows.
