The dealings between concentrated capital invested in the conduct of our various industries and the combinations of labor known as "trade union organizations," have produced not only in the United States, but abroad, many novel methods of negotiation between employers and wage-workers. The size and strength of these organizations have destroyed the personal elements formerly governing the dealings between employer and employee, and have produced various forms of trade-agreements now in more or less successful operation. The difficulty, however, has been to secure consent of both parties to an equitable agreement. For this purpose there have been devised various forms of arbitration, either compulsory under the shadow of governmental legislation, or voluntary by mutual agreement. But these have not been altogether successful from a technical stand-point, for the reason that a compromise has generally been necessary, and in an effort to reach an agreement, terms have been made which have been neither fair nor satisfactory to either of the contending parties. The Anthracite Board of Conciliation represents one of the few thoroughly successful courts for the settlement of trade-disputes, if not the only one which has yet been evolved. ThE present paper proposes a mechanism of dislocation multiplication at internal inclusions or cavities and presents experimental evidence of such sources in zinc. Using an etching technique recently described by Damiano, Tint, and Herman1 to study the three-dimensional aspects of dislocations in bulk zinc crystals, an investigation was made of helically shaped and closed-loop etch patterns found to be associated with inclusions. Crystals containing 0.1 pet Cd and grown from the melt were deformed slightly by bending and then aged at room temperature to precipitate cadmium at the dislocations. The crystals were cleaved along the (0001) plane and then etched with Gilman's2 etch. Crystals were continuously viewed on the (0001) plane while the etching was in progress and numerous helical and closed-loops etch patterns were continuously recorded as shown in the sequences printed directly from the cine film in Fig. l(a) and (6). These etch patterns are not to be confused with the etch patterns previously reported by Damiano and Herman3 which revealed dissolution spirals on the (0001) plane of high-purity zinc crystals. In the present case, precipitates arranged in the form of closed loops or helicies are progressively uncovered by etching after suitable aging of cadmium doped zinc crystals. Viewed with dark-field illumination as shown in Fig. 2, portions of a helical figure and subboundaries were revealed simultaneously. Continuous viewing while the etching was in progress revealed in Fig. 1(b) that the short line segments observed on single photomicrographs were in fact continuous and described a helix which had its terminus at an inclusion. THREE mills are now operated by the Consolidated Mining & Smelting Co. of Canada, Ltd. : (1) The Sullivan Concentrator, Chapman Camp, B. C. (near Kimberley, B. C.), (2) the St. Eugene Concentrator, Moyie, B. C., and (3) the Tadanac (Customs) Concentrator, Trail, B. C. Differential flotation is the only concentration method employed in all three I plants. Tables are used for pilot work only. Values in all ores treated are as minerals of some or all of the metals -lead, zinc, gold or silver. Occasional customs ores contain small amounts of copper. Sulfide iron content of ores treated varies from a [ ] low figure in some ores to 38 per cent. iron in Sullivan ore. Gangue minerals vary considerably. A few customs ores are somewhat oxidized and as a result present difficulties. Flotation equipment and control are similar in the three mills, and the flow sheets at the St. Eugene and Tadanac mills, while much simpler, are modeled after that of the Sullivan Concentrator. In this paper I will not detail treatment nor equipment in any of our plants but will describe special features in, or in connection with, all of them. I will then deal with flotation reagents, describing our use of each of them, particularly where differing from general practice. I will conclude with comments on special subjects related to differential flotation.

The Archean (2.65 billion years) aged Canning Stock at Copper Mountain, WY, contains an average of 20 ppm U. The North Canning and Fuller deposits occur within the enriched interibr of the stock. Post-Laramide development of supergene enrichment blankets occurred in 25-100 m (82-328 ft) crushed zones. Hematite and chlorite accompany pyrite and sooty pitchblende in the mineralized zones. Reduction mechanism proposed for deposition of pitchblende are sulfides, hydro-carbons, bacteria, the water table, or some combination of these. Abundant tar-type organics appear to have preserved the enrichment blankets from degradation. Trace element and radio-metric data define target zones, but exploration models focus on favorable structure.

Two reagents have been proposed for the commercial extraction of copper from leach liquors, namely LIX64N produced by General Mills Chemicals, Inc. and Kelex 120 produced by Ashland Chemical Company. Each of these reagents consists of an active extractant and an additive. In the LIX system, the additive improves the kinetics of the extraction reaction whereas for the Kelex system, the additive acts primarily as a third phase inhibitor. Equilibrium and kinetic studies have been conducted with both systems. In general, the Kelex system effectively extracts copper at a lower pH than LIX64N; furthermore, the rate of extraction with Kelex is considerably faster than with LIX which indicates that systems employing the Kelex extractants might also be able to employ agitated columns rather, than mixer- settlers which are absolutely necessary for effective extraction with the LIX reagents.

IN SOME research. work carried out by the writer, certain results have bean obtained which bear on the fundamental nature and origin of coal and the relationship between coal and petroleum. Without entering into a discussion of the details of the experiments, which were conducted on petroleum and derived bitumens, there are given here, by way of definition, some of the relations that the writer has established between certain classes of bitumens of petroliferous origin. Bitumen.-A natural organic substance, gaseous, liquid, or solid, consisting of hydrocarbons and the oxy- or thionic derivatives of the same, or of a mixture of all three. Diasphaltenes.-Those portions of bitumens that are soluble, in ether or carbon disulfide, but are insoluble in a mixture of equal parts of ether and alcohol. Diasphaltenes are produced by the oxidation or thionization of petroleum oils; they have, as the name indicates, twice the molecular weight of asphaltenes, into which they are converted when subjected to moderate temperature. For example, an artificially produced diasphaltene, which was readily soluble in pentane and ether, was quite insoluble in either of these solvents after heating for three weeks at a temperature of 100° C., and was converted into an insoluble asphaltene. Asphaltenes.-Those portions of bitumen that are insoluble in ether or ether alcohol but are soluble in carbon disulfide. Asphaltites.-Those solid or semisolid natural bitumens that are composed, for the most part, of asphaltenes or diasphaltenes. A pure asphaltite1 would be composed wholly of asphaltenes and diasphaltenes, but most asphaltites contain small percentages of oil and wax, which have not yet been converted into asphaltenes; they may also contain a small percentage of kerotenes, which represent the next stage of the metamorphosis of asphaltenes. Among the naturally., occurring oxyasphaltites may be mentioned grahamite; and among the thioasphaltites, gilsonite.

The measurement of the electrical, thermal, and magnetic properties of metals at low temperatures, primarily in the range of liquid helium below 4.2°K, is a powerful tool for investigating many of the fundamental properties of the metallic state. Unusual problems have arisen at certain iron blast-furnaces in Virginia through the fact that the ore-supplies, derived from the Oriskany formation, contain from a trace up to 1 per cent, of zinc oxide. Since the technical literature bearing on this subject is very scant, the following notes, based on personal experience, will probably be of value to those of our members who are interested in iron blast-furnace practice. The course of zinc through the blast-furnace is readily traced. Entering the throat as zinc oxide, finely dissemiuated through the ore, it descends unchanged to the fusion-zone, since a temperature of 1,000" C. or more is required for its reduction. At the fusion-zone, the zinc oxide is reduced by solid carbon to metallic zinc, which is set free as vapor and rises with the ascending gases to the cooler zones of the furnace. In cooling through the range of temperature from 1,000" to 500° C. the zinc is re-oxidized according to the reaction Zn + CO2 = ZnO + CO, and the resulting zinc oxide, being in a very fine state of division, is readily carried along by the ascending gases. Portions, however, deposit on the descending stock and are carried down, again to pass through the same cycle of changes. Still other portions deposit on the lining of the stack, and gradually form hard masses of "cadmia." Of the remainder of the zinc oxide, the greater part passes out of the furnace, and is either deposited in the down-comer, dust-trap, stoves, boilers and flues, or passes through the chimney into the atmosphere. A small portion escapes reduction and enters the slag as zinc oxide, while still another portion is absorbed into the lining of the furnace.

The purpose of this paper is to review the more important developments in the production of petroleum during 1930 in Texas, excluding the Panhandle and Gulf Coast districts, giving emphasis to trends rather than to statistics. Outstanding Developments Aside from increasing curtailment of drilling operations and general prorating of production by state authority the most noteworthy developments for the year appear to have been: 1. Demonstrations of the fictitiousness of potentials as shown first by Darst Creek pool, rated at 180,000 bbl. and having actually 78,000 bbl. daily, and especially by the Hendricks pool of Winkler County, with potential of about 1,000,000 bbl. daily in mid-year and production of only 52,000 bbl. daily when opened to continuous full production in December. 2. Rapid development of the Darst Creek pool under competitive drilling. 3. Orderly and highly successful development of the Van pool under unit operation. 4. Failure of several highly rated structures southwest and northeast of Van. 5. Extension of the deep Simpson production at Big Lake and increased interest in these pre-Mississippian pays in North Central Texas and West Texas. 6. Discovery of prolific wells in northwest Rusk County from sands of Upper Cretaceous age, portending a rapid and extensive development campaign around the northwest margin of the Sabine uplift. THE object of most size reduction operations in the mineral industry is to liberate the grains of valuable minerals in the ore from those of the gangue. This is usually accomplished by crushing and grinding the entire mass of ore until there is only a small probability that any single particle contains more than one mineral. During this size reduction only limited control exists over size or composition of the particles exposed to the breaking action, and there is no control over the paths followed by cracks generated during the operation. This lack of control usually results in overgrinding and in production of large quantities of very fine material. The first detriment, overgrinding, is costly in itself, but when combined with the second factor it is doubly so. Not only is the fracture of a free particle unnecessary-the fracture of these particles may also make subsequent separation operations difficult, inefficient, and wasteful. It has been pointed out' that if the object of size reduction is to liberate the valuable mineral component of the ore then, ideally, fracture should follow intergranular paths to the exclusion of trans- granular ones. This would result in liberation of the valuable minerals with as little size reduction as possible. This ideal comminution operation is referred to as intergranular comminution, and it was the object of the investigation to determine the extent to which it could be developed by heat treatments.

Ferrophosphorus, an alloy of phosphorus and iron or perhaps a physical mixture of definite compounds of iron and phosphorus, has become of increasing importance as the use of the basic open hearth has extended. Commercial ferrophosphorus is a porous, brittle metal of crystalline structure and often with a bluish metallic luster. A typical analysis is as follows: Per Cent. Phosphorus......................................... 18.0 to 22.0 Iron............................................... 80.0 76.0 Oxygen............................................ 0.2 Sulfur............................................. 0.3 Silicon............................................. 0.1 Carbon............................................ 0.1 Manganese......................................... 0.2 This alloy was first made in an electric furnace, as it was thought that the high heat of the electric arc together with the reductive effect of carbon was necessary. About 1898, J. J. Gray, Jr., was producing a high-phosphorus pig iron in his furnace at Rockdale, Tenn., by using high-phosphorus, local iron ores. As these high-phosphorus ores were difficult to obtain, he conceived the idea of increasing the phosphorus content of the pig iron by the addition of phosphate rock to the furnace burden. When the phosphorus content of the pig was kept low and only small amounts of phosphate rock were added to the burden, no particular troubles were encountered, but when he increased the amount of phosphate rock to produce an 18 per cent. alloy, his furnace troubles rapidly multiplied. After many failures and freeze-ups, he was partly successful in making short campaigns on 18 to 20 per cent. "ferro." At first, when the furnace got in bad shape on ferro, he would switch to a regular pig-iron burden until the furnace was brought around sufficiently to start on ferro again. About this time, Mr. Gray applied for and obtained his first patent. As he grew more skilled in the furnace operations, he was enabled to extend the furnace campaigns and produce ferrophosphorus continuously for the life of the furnace lining. These improvements were made the subject of another patent issued in 1916.

Caving offers the lowest cost per ton of ally large-scale mining method, but its successful application demands an ore body that conforms to several rigid requirements. The deposit must be of wide areal extent, massive and not spotty in ore values, and insensitive to ore dilution. It must also be a rock mass that breaks up readily. There are only three active caving operations in the US-Climax, Henderson, and San Manuel-but caving methods have recently-taken on new importance as deeper, lower grade mineral occurrences and ore bodies are found. These deposits are too deep for surface mining methods, and too low grade to support any type of underground mining except a bulk method such as caving.

At Black Lake, Quebec, Lake Asbestos of Quebec Ltd., a wholly-owned subsidiary of American Smelting and Refining Co., has opened a $36-million mining and milling operation which will produce about 100,000 tons of asbestos fiber a year and add 7 pct to the Free World's supply. The orebody once lay beneath Black Lake, and readying the ore deposit for open pit mining meant removing about 37 million cu yd of overburden- 30 million cu yd by dredging and pumping, and 7 million by power shovels and trucks. The enormous amount of material to be dredged, control of drainage during dredging, the need to cope with drainage problems in the area and to provide for flood control to replace the regulating effect of the lake, posed unusual engineering challenges and required tremendous capital investment.

Hunkered up against the spine of the Andes in a tight valley where natural refuge from avalanche hardly exists is the daring Rio Blanco project of Cerro Corp. The deposit here was found in 1904, but nature has foiled all previous attempts to open it. To an experienced mountaineer or a highway engineer with mountain experience, the avalanche hazard in the valley of the Blanco river would be immediately apparent. The collar shaft is at the head of the valley at an elevation of 3600 m and for 12 km down the valley there is no space on the floor for building very much; the dissected rock walls are roadways for avalanches and even a highway could not be maintained sufficiently passable. This is the proposition taken on by the Cerro Corp. Chilean National Decree #1699, passed on December 9, 1966, signified "Go" to the Compania Minera Andina, a company whose shares are held 70% by the Cerro Corp. and 30% by the government of Chile. The orebody, although only partially delineated, contains proven reserves of 120 million tons of ore averaging 1.58% Cu. When the operation comes on stream in the last quarter of 1970, it will be at the rate of 11,000 tpd. Annual production will be 65,000 tpy of recoverable copper in concentrates.

§ 22. THe results published in Professor Howe's paper10 of our determinations on the Ac3 and Ar3 points for a series of commercial carbon steels " containing manganese in varying proportion, represent the average temperatures found by taking several (4 or 5) heating and cooling curves. The accompanying curves, Figs. 6 and 7, are, for each steel, the first heating and cooling curves as obtained by the inverse-rate method of Osmond, using a cylindrical chronograph sensitive to 0.1 sec. for recording time. Simultaneous observations were also taken by the differential method with a platinum neutral and plotted by Rosenhain's derived differential method and gave substantially the same results, the curves having sensibly the same contours in both cases.12 The observations were taken in vacuo on cylinders 5 by 1 in. in length bored to center with a 1/8-in. hole to receive porcelain insulated thermo-couple, and inclosed in an out- and in-glazed Berlin porcelain tube heated electrically by platinum foil wound on the tube. The vacuum was usually better than 0.1 mm. The heating and cooling of the furnace was automatically controlled by a salt-water rheostat with shaped electrodes, giving a uniform rate of heating and cooling.

What to do with atomic wastes is one of the major problems of the atomic age. Unlike other waste materials, these cannot be burned, evaporated, or filtered, and the transfer of radioactive material from one physical or chemical state to another is not a complete answer, because only time diminishes radioactivity. Rate of decay of radioactive materials varies from a few seconds to several thousand years and cannot be altered by known economic methods. At present the Atomic Energy Commission and its contractors are coping with the situation adequately. Intensification of private development of atomic power could, however, pose problems in the nation's nuclear energy program.

Alluvial valley floors constitute a valuable land resource and are important to ranching operations in the semiarid western United States. This resource may be in jeopardy locally if the alluvial deposits are disturbed by surface mining of coal deposits. Erosion problems caused by poor land-use practices can cause trenching of the unconsolidated alluvium with a consequent lowering of the water table and depletion of soil moisture needed to support vegetation. Historical evidence of this sequence of events is abundant in the geologic literature and serves as the basis for assessing potential impacts of surface mining. The potential geomorphic impacts of surface mining on alluvial valley floors with regard to fluvial processes are. (1) disruption of the longitudinal profile followed by valley trenching and high sediment yields downstream, and (2) replacement of the excavated alluvium with unconsolidated material that does not have similar physical characteristics and may be susceptible to erosion. Mining may disrupt the existing hydrologic framework affecting stream flow, ground-water levels, and water quality of both surface and ground water. Although functional hydrologic and geomorphic processes are similar, each valley represents a complex environment that does not submit to broad generalizations.

Ozark Lead Company, a wholly owned subsidiary of Kennecott Copper Corporation, was formed in 1961 to operate in the State of Missouri. The orebody presently being mined was discovered in January of 1962, and over a quarter of a million feet of drilling was done to determine its value and extent. In addition, a development shaft, six feet in finished diameter, was drilled into the orebody by an oil field rig in order to support the results of the core drill samples and to obtain bulk samples of ore for metallurgical pilot plant testing, upon the results of which the primary flowsheet was established. The design criteria developed from the flowsheet was based upon a 6000 TPD plant throughput and the subsequent engineering and construction of the mine and concentrating plant was completed in June 1968. The plant, which is designed to mine and mill 6000 tons of ore per day and produce 60,000 tons of lead and 8000 tons of zinc in concentrate annually, is located approximately 110 air miles south- west of Saint Louis. MINERALOGY The orebody occurs in the Bonneterre dolomitic limestone formation in the form of irregular masses of disseminated sulphides in essentially horizontal beds. The Lamotte sandstone underlies the Bonneterre formation and is barren in values. Principal ore minerals include galena with lesser amounts of sphalerite and some copper minerals. Within the last century, and largely during the latter half of it, the increase of our knowledge of the development of man, both in his search for a livelihood and for power, and in the growth of his reason and conscience, has been greater than all we had known before. The great interest in all kinds of archaeological work and the many excavations made of buried and long forgotten places has put at our disposal historical records-not available, and in many cases not known before, and a study of these and other records of human progress from paleontological and geological sources has given us a much broader view of what we call "civilization" than was possible even a short time ago. The old idea that men were created with fully developed minds, speech and reason has yielded to the view that in the upward progress of the human race the development of the mind and reason has been a comparatively recent occurrence, as we think of the half million, and probably more, years that have passed since our earliest records of man were made.
