IN speaking of immaterial problems of industry I am using the word immaterial in its original sense, not consisting of matter; not in its derived sense, unimportant. There is nothing of a paradox in saying that immaterial problems are the most important in human life, for His a matter of everyday observation that much of the news in the daily papers, and most of the world's best literature and drama, deal with human conduct that has for its motive forces that are but little concerned with material things. The engineer's preoccupation with physical forces, in extending his control over them, has not blinded him to the impor-tance of forces that, for want of a better word, I call immaterial; but he has considered that dealing with the one is his job and the other is not. All the evidence of the past decade indicates that the latter are so in-extricably interwoven with the former in modern in-dustrial life that the engineer will have to concern himself with them whether he wants to or not. Some of the most important of the problems arising from the action of these forces relate to the mental hygiene of the workers in industry. Mental hygiene in industry was concisely defined, in terms of the best present knowledge, by Dr. C. Macfie Campbell, speaking last April before the executive com-mittee of the Associated Industries of Massachusetts, and as his statement can scarcely be bettered, I quote it below: "The term mental hygiene is apt to appear vague. FULLY 60 per cent of the serious and fatal accidents in Maryland coal mines are due to falls of roof and side. Usually, the victim of the fall sustains a broken back, sometimes not only the vertebrae being fractured but the spinal cord also being severed. When the spinal cord has not been severed and yet the vertebrae have been broken or injured, it is often possible to rehabilitate the victim of the broken back. - Such accidents are classed as Permanent Total and the victim receives a certain compensation from the State Industrial Accident Commission; sometimes the amount is awarded in a lump sum, but usually it is paid weekly. When the amount allotted to the victim of such an accident has been expended, either in a lump sum or weekly payments, the victim of the accident is dependent on public charity. Some efforts have been made to physically rehabilitate the victims and make them at least partly self-supporting before the expiration of their compensation payments. The State Industrial Accident Com-mission has done some of this rehabilitation. The Maryland Bureau of Mines, in cooperation with R. C. Thompson, Supervisor of Vocational Rehabilitation, State Department of Education, and his assistants, has, through an informal cooperative arrangement, placed several of the victims in hospitals in Baltimore for treatment. Six years ago, through the efforts of the Maryland Bureau of Mines, a dozen or more broken-back victims were examined by an orthopedic surgeon and report was made to the Bureau regarding such cases and the possibility of their rehabilitation. This paper details the result of such examinations.

The only essential difference among the three methods of collecting the precious metals from their low-grade ores by fusion is comprised in the nature of the vehicle in which those metals are concentrated. If lead- or coppper-ores are used, the processes are respectively lead- or copper-smelting; but when the sulphide of iron forms the matrix in which the gold and silver are collected, the process is known as pyritic smelting. The latter method presents rarely any advantages when lead- or copper-ores are available at rates which permit profitable treatment. Pyritic silver-smelting, defined by Percy as " the smelting of silver-ores, which are either free from lead or do not contain it in sufficient quantity to collect the silver, in conjunction with pyrites, in order to produce a regulus in which the silver may be concentrated," is not, as the name would imply, confined to ores of this metal alone, but embraces auriferous silver-ores, or even gold-ores simple. This method of collecting the precious metals from lowgrade dry ores, employed at Freiberg by Barthel Kohler in 1585, does not appear, up to the present, to have been introduced into this country on a working scale. And yet the possibility of getting rid in a single operation of all the earthy or siliceous gangue of a lowgrade ore and concentrating the precious metals in a matte without loss of lead (which includes gold and silver) by slagging, or volatilization, at the same time producing a highly siliceous slag, very nearly if not quite as clean as is usual in lead-smelting, certainly commends itself. The Institute is at present in sound condition professionally and financially. During the past year 546 new members were elected, the total membership now numbering 5,221. The Treasurer's Report shows that the expenses of the Institute are met by its income. Your Directors have thought it wise to issue a referendum to the members asking for a vote upon the suggestion that the annual dues be raised from $10 to $12. This moderate increase is proposed not because the Institute needs it at present but to insure a continuation and increase in its activities and usefulness, and to provide a reserve fund for future emergencies. In well-conducted organizations, such as clubs, it is a wise and safe course to so adjust the clues of members that the total receipts from this source will about equal the annual expenditures, the initiation fees being used for reserve purposes. Our dues alone do not at present meet the expenses. This, I think, is the whole situation, so far as this question is concerned. Expenses might be reduced in some measure, but they cannot be materially reduced without affecting the integrity and usefulness of your Institute. Nothing of consequence in our internal affairs has occurred during the past year except, perhaps, the establishment of the Arizona Section and the prospect now assured of a Nevada Section. During recent months there has been a marked change in the relations of the Institute to its fellow societies and to the Government of the United States. That change is one of cooperation. The Secretary of the Navy has appointed two of your members to the Naval Consulting Board to cooperate with members of 10 other scientific organizations. This Board is now organized, and through its work your Institute is brought in close touch with the activities of the other societies and with the United States Navy. The President of the United States has requested us to recommend to the Government one of our representatives in each State in the Union to act in collaboration with a member in each State from the. American Society of Civil Engineers, the American Society of Mechanical Engineers, the American Institute of Electrical Engineers and the American Chemical Society, thus organizing a directorate of engineers for each State, that will conduct, through the members of each of the five societies referred to, living in each State, a campaign of industrial preparedness. Secretary's Note.—Mr. Bramwell was born in 1846, at Liverpool, England, his father being English, and his mother American, of Scotch ancestry. Brought to the United States in early childhood, he was educated at the public schools and graduated from the College of the City of New York. He subsequently studied his profession as a mining engineer at the Royal School of Mines, Berlin, Prussia, and was for a short time in the service of the Prussian government at Konigs hutte. Returning to this country in 1871, he was employed during succeeding years as mining engineer, chemist, and manager at various fnrnaces and iron works in Pennsylvania and the Southern States until, in 1883, he became actively engaged in the development of the Flat-Top coal-field of southwestern Virginia, in which region the town of Bramwell was named after him, in recognition of his services as a pioneer of the great industry which he did so much to promote. After prolonged and fluctuating ill-health, he died, July 13, 1894, at Paris, France. At the opening session of the Bridgeport meeting, the Secretary announced his death, and Mr. Pechin, being called upon, made the remarks reported below.— R. W. R. Widely as Joseph Herbert Bramwell was known, I. think I knew him somewhat better than any one else. After finishing his studies abroad, he came to this country, a very young man, seeking an engagement. This was about the beginning of 1871, as I remem ber, and I was then trying to make iron at Dunbar, at the foot of the Allegheny mountains, in Fayette county, Pa. His engaging manner and charming personnel, combined with his letters of intro duction, made me more than satisfied in securing his services as my chemist. At the outset we lived a sort of pioneer life, and for many months he was practically a member of my family, and the affection then formed remained unbroken to his dying day. I vividly recall the circular of April, 1871, signed by Eckley B. Coxe, R. P. Rothwell and Martin Coryell suggesting a meeting at Wilkes-Barre, Pa., for the purpose of forming the American Institute of Mining Engineers. At the last moment, prevented from going, I sent Bramwell; and I am more than glad that his name appears among those whose sagacity established an Institute that has become illustrious by reason of its numbers, the character of its members, its invaluable papers and its enormous influence for good

Bethlehem, Pa.-I regret that the author has overlooked the great usefulness of the electric furnace for the melting of ferromanganese in the manufacture of manganese steel. WALTER S. MCKEE, Chicago, Ill. (communication to the Secretary*)-In an article as brief as mine it was not possible to .fully cover the metallurgical field; this accounts for my not mentioning the electric furnace for the melting of ferromanganese in the manufacture of manganese steel, although the advantages of such an apparatus are fully appreciated by me. FREDERICK LAIST, + Anaconda, Mont. (communication to the Sec-retary?).-Manganese steel has proved very serviceable in our plant.. We are using manganese steel for the jaw plates on the 5-' by 15-in. crushers in the concentrator instead of cast-iron jaw plates which we formerly used. The manganese steel wears five times as long as the cast iron. We are also using manganese steel in our 8- by 20-in. crushers. In our primary crushers, which are 12 by 24 in., we still use cast iron because the manganese-steel plates wore unevenly and left shoulders which caused trouble in setting up the crusher. Another reason for preferring cast iron in these crushers is that they grip the ore better on account of wearing of the rougher surface. The surface of the manganese steel becomes polished and large pieces of ore fail to be drawn in. We recently tested 8- by 16-in. manganese-steel elevator buckets working on 2-in. undersize against malleable-iron buckets and found that manganese-steel buckets lasted two and one-half times as long as the malleable-iron buckets. We use manganese-steel screen plates on our 2-in. trommels and have found that they last about five times as long as cast iron. We also used manganese-steel wheels and rails under the 20-deck round table in our slimes-treatment plant. We first used cast-iron rails and wheels and found that these wore badly at the end of two or three weeks, while the life of the manganese steel seemed to be almost indefinite; we never had occasion to change any of the manganese steel rail sections or wheels in the year and nine months that the plant was in operation.

Human engineering was the keynote of the thirty-ninth annual meeting of the American Society of Mechanical Engineers, which was held in New York, December 3-6. This note was sounded by President Charles T. Main in his address at the opening session and was carried through by all the speakers. In his survey of the year's work, he said that more than 6000 names of engineers were furnished the Government for filling a wide variety of positions. In addition to the 1400 members in service, two members of the council of the society are in uniform in France and one, as a distinct war service, is in charge of one of the largest shipyards. After giving other ways in which the Society has helped the Government, President Main called attention to the necessity for thoroughgoing efforts to increase production and the settlement of questions involving industrial relationships. At the following meeting, President Adams of the American Institute of Electrical Engineers called attention to the necessity of meeting labor in a progressive way, facing labor questions fairly and squarely, as the real interests of labor cannot be separated from those of the engineer. Charles E. Knoeppel, discussing "Industrial Organization as It Affects Executives and Workers," said the problem of the cost of living might be settled in two ways: 1, there must be more producers, and 2, there must be a greater amount supplied by those now producing. The first solution is practicable, he said, if labor is allowed shorter hours, better conditions, and a remuneration that will attract workers. The second can be employed by eliminating waste, standardizing conditions, setting fair tasks, and allowing men to earn an amount that will compensate them for' their skill and cooperation. Dudley R. Kennedy of Philadelphia, employment manager of the American International Shipbuilding Corporation, said the human-engineering phase of the country's industrial development had generally been overlooked. "We hardly yet know what competition means; we will learn it within a few years. Permit me to prophesy that the executive of the next decade will be the man who best knows men. He will be an originator, a handler of men as individuals, a handler of men in the mass, a leader not a driver, a very human man. The science of human engineering is here to stay. The study of human characteristics is the most enduring, as well as the most fascinating in the world, and still the most complex."

WHEN a mine is changed from hand, to me-chanical loading, the character of the coal dumped at the tipple is changed in many ways. Selective mining is not so easy with mechanical load-ers, and where much picking is done at the face it is apt to be wasteful anyway. Much recoverable coal is apt to be lost by too free gobbing and, in my opinion, picking at the face should be confined to removal of heavy rock, such as pieces of roof or bottom or sulfur balls. and to such clearly defined and persistent bands as can be readily recognized and segregated. With mechanical loaders of the shovel type, even this amount of gobbing is almost impossible. When coal is shoveled into a conveyor there should be no difficulty in doing as much picking as now by hand loading. The size of lumps may be greatly increased, on ac-count of the ease of handling them with a shovel, as the miners will not break them up in order to lift them into cars. Fines may be increased. This is, of course, not universally true, yet it is my opinion that a shovel breaks the coal more, as a rule, than hand loading. This might not be true with all types of shovels and is cer-tainly not true with a conveyor, either with or without the "duck-bill." The average car load will be greatly reduced in fields such as Illinois and Indiana, in which it is the practice to build up the coal above the sides. Where "level full" regulations prevail there should be no material change. When the coal comes to the tipple these differences usually result in the discovery, that many changes are necessary in the preparation plant. The increase in the percentage of fine sizes will probably not bother the screen, but may overload the conveying apparatus. The larger size lump may clog the chute, but as a rule the efficiency of the sizing screens is not greatly affected. In one completely mechanized mine the proportions of 6-in. lump and 2-in. screenings, when loading by hand, were 16.9 and 51.3 per cent respectively. When loading mechanically, these proportions changed to 15 per cent lump and 53.5 per cent screenings. The picking force on the tipple has been increased from 14 on hand loading to 33 men on mechanically-loaded coal. This is for an output of about 5000 tons.

J. V. N. DORR, New York, N. Y.-I have read Mr. Eames' excellent paper on this' subject with great interest, for besides being connected with the design and installation of the first modern countercurrent decantation plant, he was associated with me in the development of the thickener in the Black Hills some years earlier, and has now been operating the largest plant that has used this method of treatment. His, discussion, of the influence of different factors on the results obtained is quite thorough, but several features I think may not be apparent to the reader who has not studied the subject carefully. 1. Grade of Ore That Can Be Treated.-Mr. Eames has shown graphically that' the assay of all solutions increases directly as the grade of the ore treated. He has not emphasized, however, the fact that, as most operators prefer to keep the assay of pregnant solutions down below a certain figure in order to insure complete precipitation, an increase in ore value beyond a certain point means a proportional increase in solution precipitated and therefore not only an increase in the percentage of dissolved gold recovered, but an actual descrease in tailing loss. The importance of the influence of the percentage of moisture in the underflow on loss is made clear, and I. may add that unless it is quite evident that pulp can be safely settled to 50 per cent. solids, or more, it is usually advisable to use a continuous filter at the end of. a decantation plant to reduce losses in cyanide and gold. Dissolution in Thickeners.-The influence of a change of solution on silver dissolution has long been emphasized and most gold operators have. recognized the annoying way in which a gold ore after being agitated until nothing more can be dissolved will loosen up again when almost ready for the dump after the dissolved metal has been removed by decantation or filtration. Continuous decantation gives favorable conditions for this additional dissolution and a chance to recover most of what is thus dissolved. This is especially true if an extra tank is used in the series and barren solution added at the second tank from the end instead, of the first, as shown in Mr. Eames' Fig. 1. It can be calculated that the use of this tank will reduce the mechanical loss of cyanide by one-third and cut the gold loss as well; but the saving in gold or silver that may dissolve when the pulp is first diluted with weak solution may be as important.

EVE have studied the gold-aluminum system by X-ray diffraction and by the microscope over the entire range of composition for temperatures between 300° and 500° C. Results obtained are shown in Fig. 1, com-bined with the work of Heycock and Neville1 at higher temperatures. The diagram differs in important details from that given by Hansen2 in his critical compilation of the literature of binary alloy systems. This work was, undertaken both because of the intrinsic value of a knowledge of the phase diagram of this system and because of the need of theoretical metallurgy for precise and accurate data, particularly X-ray diffraction data. Systematic studies of equilibrium diagrams, particularly by Hume-Rothery,3 have shown regularities that yield a certain insight into the nature of alloying forces. It has been shown, for example, that solid solubility depends on the concentration of free electrons in the alloy, on the relative radii of solvent and solute atones, on the forces of attraction between atoms, and on the relative stability of intermediate phases. The well-known Hume-Rothery rule states that the crystal structures and compositions of many intermediate phases depend on the electron-to-atom ratio. This has been confirmed and extended by wave mechanical calculations.4 A knowledge of the forces between atoms in alloys, even an imperfectly developed empirical one, should be a valuable guide in the preparation of technological alloys of desirable properties. Furthermore, such informa-tion is basic in such problems as rate of diffusion, age-hardening, phase transformations, and others. weight, and deflection, and recommends that the Pennsylvania Railroad Company denland that rails be made on specifications, based on these six variables, so narrow, that to fill them would cause the constant rejection of enormous quantities of steel, and a consequent enhancement of the price of rails, probably ten or twenty per cent., without any certainty that such rails would be any better than those the steel-mills are now making. I earnestly hope that the investigation which Dr. Dudley has so ably carried on will be continued. I hope the Pennsylvarlia Sailroad Company, or preferably a combination of several railroads, will institute the prolonged investigation which I think will be necessary to solve this deep problem; that they will take a hundred or more rails, watching and noting down carefully every detail of their manufacture as well as their analysis; that they will be carefully weighed before, during, and after service; that their crop-ends will be tested before service, and the rails themselves after removal; that all the sources of error which Dr. Dudley admits in the present investigation may be removed, and that enough facts may be gathered and tabulated so that the conclusions which may be drawn from them may be apparent to every one without labored discussion or heated argument. But I venture to prophesy that after this investigation shall have been completed, and a formula adopted which shall be satiefactory to both manufacturers and consumcrs, that formula will not be the one now under discussion. I hope Dr. Durlley will pardon me if I have been unduly severe in my criticism, and consider that I have written my remarks hastily and at a time which should have been given to needed rest. I differ with him only as regards the conclusions which he has drawn. I appreciate the value of his labors, and only make public my own conclusions in the hope of contributing to the advancement of the science of steelmaking, in which we are ail so deeply interested. Dr. August WENDEL, Troy, K. Y.: Dr. Dudley's last paper gives, certainly, very valuable and interesting information regarding the wear of rails under different conditions. His results concernillg the composition of rails, explotle, rather startlingly, some old theories regarding the wear of rails, and 1 think after his formula is silnplified it will be one good formula to work by. As he now arrives at the same conclusions reached ill his first paper, some of my remarks will apply to both, althougl~ I would

AT this our first meeting I beg to call the attention of the members of our Institute to what is certainly a question of the greatest possible importance to the industries we represent; and more particularly to the welfare of the coal and iron trades: I refer to the enormous waste of coal in mining and in its preparation for market, as now practised in our anthracite coal-fields. I t is a fact which many of you can certify to, that we are wasting fully me-half of all the coal in the veins we are now working, and there are cases, which might be mentioned where this proportion, immense as it is, has been greatly exceeded. The popular belief that our deposits of anthracite coal are "practically inexhaustible," is very far from being founded on facts. On the contrary, supposing the present rate of increase in the production to be maintained, it is probable that a maximum yield for our coal-fields would be attained in about fifteen years ; there are in fact some of our smaller basins where the principal veins are nearly exhausted and the production has already attained its maximum. There are others, again, where the depth attained-and it must be borne in mind that we commenced working at the surface outcrop moderate though it is (scarcely ever reaching eight hundred feet), has so increased the cost of mining as to imperil the capital invested, and though it requires but little foresight to predict the time when the difficulties of mining will be very considerably increased by reason of the greater depth, greater quantity of water, fire-damp, and other fruitful sources of cost, yet, ignoring these recognized facts, we continue to waste more than one-half of the coal where it is obtained with the least danger, expense, and trouble, that is, near the surface-either above water-level or at a moderate depth . below it. The inspection of almost any accurate mine map will satisfy you that, on an average, we leave fully one-third. of the coal in the ground as pillars to support the roof; in some places more than one-third thus remains, while it is very rare that less than one quarter is left. In almost every case this coal is absolutely lost, for it will very rarely pay to reopen gangways and lay roads to it after that portion of the mine has been abandoned. Is it necessary in all cases to support the roof, and where it is, may not some artificial

HAVING demonstrated to you above the practice of bringing silver to its ultimate fineness and perfection, it now remains for me to describe how the two kinds of metals that are found in the smelting product that you made from the ores are to be brought to their end: One is copper and the other lead, and perhaps a third is gold, if per-chance the silver that you refined in the cupeling hearth contained any. It would be almost impossible that it should not contain any, because either a little or a lot is almost always found as an admixed substance not only in silver but in. every one of the other metals as well. But in order to continue in sequence, you must suppose that there is some gold and that, of the two materials you have that I mentioned above and told you to save, one is the matte (calling it according to the usage of Germany, * since I do not know a more exact or better word for describing it to you) and the .other is the litharge that you took from the cupeling hearth. In addition, the hearths themselves are saturated and full of lead. If these things should remain in their present condition they would be useless bodies without any perfection. First, taking one of the three said parts, as a material of greater quantity and also as a thing that needs greater labor, and because, being reduced to the point I have told you with smelting and evaporation, it is nearer to its end, I shall tell you what must be done in order to bring it to pure copper. As I have told you, there are two materials on hand, one of which is the matte and the other the litharge. Each at first sight seems a half-burned thing; one has already been finished metal and the other is to be, but in my opinion the matte is nearer to its end than is the litharge because the latter has been dried by the power of the fire and re-formed from another body. Now leaving aside the discussion of this thing, after the matte has been well evaporated and reduced, it is taken and put on a forge. In front of the tuyère a receptacle is made of stones that neither calcine nor melt, or of coals and powdered clay, in the form of a little cradle that is longer than it is wide and not very deep. IT is now five years Since I called the attention of the Institute to the industrial importance of the coal and the iron ores of the Hocking Valley in Southeastern Ohio, and in a pamphlet on the region published Soon after, in 1874, endeavored to resume the principal facts then known respecting it, including the observations of the geological survey of Ohio, made and published up to the time by Professors Andrews and Wormley, together with an estimate of the probable future of the region, and its relations to the coal and iron markets of the country. Since that time the labors of the Geological Survey have included a further Study of the coal by Prof. Edward Orton, the results of which will be awaited with much interest. I may say from my knowledge of them, that while confirming the general conclusions of his predecessors, he has been enabled to add much to our knowledge as regards the correlation of the various members in different parts of the coal-field, and to Show more clearly the positions and the importance of the ore-beds in the Hocking Valley region. The only ore mined in that vicinity previous to 1874, was below what is called the Great Vein or No. VI coal, and to the west of what is known as the Hocking Valley coal-field, and although experiments in a few furnaces in the State had Shown that this coal could be used with advantage in iron-Smelting there was not a single blast furnace within the field. My observations at that time, however, impressed me with the abundance of iron ore, not only below but above this important coal Seam, and I then ventured to express the opinion that this region, from its cheap and easily mined Smelting-coal, its native ores and limestones, and its geographical position and relations to the great markets of the West, and to the supply of rich iron-ores from Lake Superior, was destined at no distant time to become a great metallurgical centre, where iron could be made more cheaply than at any other equally accessible point in the country. The object of the present communication is to report progress, and to State how far my observations made in the region last month have justified the predictions of 1874. The five years which have elapsed have been, as all know, most unfavorable to the iron trade, and especially to new enterprises in untried regions, yet they have not passed without important industrial developments in the Hocking Valley, where not less than thirteen blast furnaces have been erected

THERE are, as I have heard, varying opinions among men experienced in minerals as to whether silver has its own mineral [i.e., occurs native] or not. Mineralogical reasons and the authority of the majority persuade me that it has, not only because I have seen the natural material separate but also because I know that in mines of gold, copper, lead, and other metals pieces of pure metal are found without admixture, and I have heard that pieces of silver, gold, and copper have been found that had been reduced to their ultimate purity by natural causes. This is also confirmed by a German, Georgius Agricola, who says* that in a mine in Saxony a piece of metallic silver was found so large that the Duke who was prince and patron of the place had a whole dining table of square German style made from it without its being enlarged or worked on by any human artifice except for the tripod legs, and he often boasted that in this he surpassed the greatness of the Emperor. In truth I have never seen any metal except copper that was brought out from the mine pure and without any mineral, but I think that such a thing is indeed possible, since I believe in the greatness and power of Nature, who strives toward no other goal than perfection and purity. Indeed most of the minerals that I have seen have not been without admixture, not only of their earth but also of other metals, and this is more true of that which I have heard called silver than of any of the others. I except the silver that is mined in Schio in the region of Vicenza. These doubts, therefore, are not born without some shadow of apparent reason. As I told you above I believe that silver may have and does have its own mineral, for every substance that is converted into metal can exist pure by itself in its own species, as it also exists separately even though it be mixed with others, since it is seen that in each ore its metal is generated in a single body. Therefore it happens many times that whoever speaks of the ore of silver in one breath, without distinction, speaks of that of all the other metals, because there are few ores that are not mixed. TWENTY-FIVE DOLLARS for nothing at all except a sheepskin. That to me is the effect of the New York State law for registration of engineers and the same may be said of any of the state licensing laws. Of course, if one has to practice in more than one state, he must pay a more or less equal amount for every state he works in; and yet there has been little effective protest against these laws. It would seem that the spirit which animated the Boston Tea Party is non-existent amongst engineers. Undoubtedly a good many consider, through their failure to understand the law, that the matter does not affect them. In New York State it is provided that "any person practicing or offering to practice profes-sional engineering or land surveying . . . shall be licensed as hereinafter provided." To quote further from the law: "A person practices professional engi-neering . . . who holds himself out as able to do, or who does, the work that an engineer does . . . " The cunning of the wording of this article can only be appreciated by considering that anyone calling himself an engineer falls within the definition; its liberal inter-pretation (I have not quoted the whole of it) would embrace many who do not consider themselves engi-neers. The state authorities may not construe it to include such individuals; indeed, they may possibly consider it inexpedient to extend it to include engineers of subordinate grade, but the possibility is always there and, even though an engineer be of the grade of assis-tant, he may at any time be called upon to substitute for his principal in responsible charge of the work. It is therefore clear that anyone calling himself engineer and practicing engineering must, for his own protection, apply for registration or run the risk of violating the law. Now, what is the sense of all this? We have done very well without such restrictions on the means of gaining our livelihood. If one only stops to think, there is hardly a minute of his modern existence when he is not dependent for his safety on the engineering by engineers of yesterday or today. How often is one in jeopardy through failure of engineering works, work done under the supervision of those same engineers? If all of us had to wait for our ends by such means, our average life would probably be some thousands of years. Where, then, is the point to the object declared in all these laws that the need for licensing is "to safeguard life, health and property?" Bosh!

Jones, Pittsburgh, Pa. : The question that naturally occlun to me is this: Has Dr. Dudley in his inveatigtrtions been aiming to prove a theory, or has he been guided by an earnest desire to discover what are the proper elements in the composition of a good-wearing steel rail ? Unfortunately, for correct chemical information, he has omitted in his analgw two very importnat elements,—sulpbur and copper. Now, before we will even begin to admit the correctnets of Dr. Dudley's conclusions and the formula he prescribes, we will at the start question the propriety of any chenlist or scientist prescribing a formula for making steel when he has iguared such important ele ments as sulphur aud copper. I, for one, will not accept any such formula. Are we sure, or is Dr. Daclley sure, that the chemical analyseq embodied in his paper are correct? This may seem a presumptuous queetion, yet, with my experience with chenlists, I naturally doubt the correctness of the analyse8, and, before I will accept them as correct, I will ask that comparative tests of phosphorous and man ganese be made by the Pennsylvania Railroad chemists and the chemists of the leading steel-works in the country. Let us first verify the correctness of the analyses before we consider the con clusions. I can enumerate a great number of instances in which chemists have differed very widely in their determinations of phos phorus and manganese. A prominent iron fitam made a contract with the Edgar Thomson Steel Company to deliver pig metal guar anteed to be between 0.07 and 0.08 phosphorus; an analysis by our chemist resulted in phosphorus 0.148 and 0.152,—a rather startling difference! Again, a sample bar of steel, in which our chemist reported phosphorus 0.11, was tested by a chemist of au other Bessemer works, ana his determinations were phosphorus between 0.07 and 0.08: A leading engineering establishmeut of Pittsbdrgh bought iron claimed by a chemical analysis to contain 0.08 phosphorus; our Mr. Ford found phosphorus 0.145. A chem ist connected with an open-hearth works reported manganese in a piece of steel, 1.14; in a second determination from the same piece of steel, by the same chemist, manganese was reported 0.43. HAVING been requested to prepare a paper referring especially to my patents as applied to blast furnaces, I shall confine my discussion to those improvements and inventions pertaining directly to the blast furnace itself, omitting a number of patents pertaining to blast furnace operations. I spent the early part of my life in the construction of blast furnaces, from rivet-heating to drafting and designing, much of the work relating to repairs and rebuilding. Later, as I became more interested in maintenance and operation of a group of blast furnaces, one fact especially made a lasting impression on me, namely that a very expensive piece of equipment was very short lived, and the expense of replacement, relining, etc., in many instances consumed most of the profits made while in actual operation. As far back as 1910, I began to lay plans to build with a view to permanency and not merely for a blast, the common expression at that time, which really meant only one or two years in southern practice. Since we did not then blow so hard most failures occurred in the bosh and hearth. The failure of either generally meant a complete new lining, as the inwall did not look good enough to last another blast. At that time we were using two types of hearth, one of heavy steel plate protected by well and sprays on the outside, and .one of heavy. cast iron, made in sections and bound together with wrought-iron bands. The former type proved dangerous, for if the iron should come through, as it frequently did, it would cut away the steel plate, quickly turning large quantities of molten iron into the water, causing a severe explosion and costly repairs. The cast-iron type gave trouble also by the iron finding its way through the joints between the sections, which was' not so serious; since the iron would not cut away the heavy cast-iron sections very quickly, and generally caused only small damage, and repairs-were easily made. Both types have been improved; the former by the introduction of cast-iron -water-cooled plates, placed on the, inside of the steel, jacket. This has proved to be very good construction, but has no real claim to permanency: As the cast-iron plates cannot be replaced from the outside, therefore the operator must assume that some time, at no late date, he must replace them from the inside, which will mean a blowing out of the furnace. Discussion of the paper of Dorsey A. Lyon and Robert M. Keeney, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 80, August, 1913, pp. 2117 to 2149. C. D. WOODWARD, Butte, Mont.:-We constructed a small blast furnace, and used first carbon electrodes and an alternating current of about 50 to 75 volts. We were able to smelt the material which was fed to the furnace, but we did not carry on experiments far enough to see just exactly what the power consumption was and compare it with the amount of material treated. We found that the blast seemed to help materially in reducing our charge and cutting down our power consumption. There were several other experiments tried at the time, and I do not call to mind now just what they were. We were trying to do away with the carbon electrode and replace it with an iron one, and it also seems to me we tried to use the ore for an electrode; but I believe that the electric furnace in the reducing end is simply a question of British thermal units per kilowatt-hour compared with British thermal units in a pound of coke. Now, if a pound of coke costs us 0.5 c. and a kilowatt-hour costs us in the neighborhood of 1.5 c., I think there is a big advantage in using coke instead of the electrical current for copper reducing. We tried steam, and a number of other methods, to throw copper down, but it has been some time ago and I am not very familiar with them now. The outlook of the experiments did not seem to be very promising, and we took it more as a thermal problem than an electrical one. PROF. JOSEPH W. RICHARDS, South Bethlehem, Pa.:-Mr. Woodward has spoken of the question as a thermal problem. I would call attention to the fact that electric furnaces usually utilize the heat of the electric current at from four to ten times the efficiency with which the heat generated by fuel is utilized; so it will not do simply to compare by thermal units generated. Your total thermal units may cost much less from coke than from electricity, yet you will find the electrically generated thermal units utilized in a properly designed furnace from three to ten times more efficiently than in the combustion furnace. You must make that allowance is comparing the cost of thermal units generated electrically and thermal units from coke.
