The safety analysis of shaft-sinking operations included a review of accident reports from coal and metal-nonmetallic mine shaft-sinking projects in the United States, a review of foreign and domestic shaft laws, and discussions with shaft contractors and Federal mine inspectors. Accident data were studied to identify the most common and the most severe types of shaft accidents and to determine their immediate and contributing causes. Additional factors such as worker training and experience, equipment and sinking procedures, regulations and enforcement practices were also investigated to determine their impact on shaft safety. The results of the study are summarized in recommendations for improved training of shaft miners and clarification of Federal shaft-sinking regulations. A guide to assist mine inspectors in examining shaft-sinking projects is also included.

Optimum selection of consumables will be discussed with regard to the facility to meet tentative toughness requirements in weldments. Finally, the development of welding procedure specifications will be considered in relation to the prevention of hot or cold cracking and lamellar tearing.Welding RequirementsGeneralThe exploitation of Canadian frontier oil and gas reserves will require a fleet of various types of offshore structures. These will include fixed jacket types and semi-submersibles for the East Coast with huge man-made islands and icebreakers for the Arctic regions. Both these regions will also require supply and drill ships plus subsea pipelines and cargo tankers for transportation. Clearly the welding of these items will plays large part in the over-all integrity and safety of exploration and production operations.The required development in structural steels and pressure vessel steels, for current and future offshore structures, to improve properties, particularly toughness for lower temperature service, has also prompted welding researchers to develop process and consumable combinations to match the parent plate specifications. This development has had to consider particular aspects of weldability such as a low susceptibility to cold cracking and preventing low HAZ toughness. Current research has centred on attempts to increase HAZ toughness with higher heat input welding of newly developed structural steels.The installation of Arctic region pipelines has provided a sound base for future, more complex fabrications in the most severe service temperatures in the Canadian frontier although few of the installations have been designed to the lowest possible exposed temperature of -62°C."

Design and implementation of a roof bolting plan requires reliable geotechnical information of strata, such as rock strength, and locations of interfaces and voids/fractures. The drilling parameters obtained during normal roof bolt installation cycle provide a fast and economic way to gather information on the geological structure within the bolted horizon. The purpose of this research project is to develop a method for identifying the geological features in the mine roof strata based on drilling parameters of roof bolter. The criterion for void/fracture prediction has been developed and proven valid. This paper focuses on the estimation of the strength of roof strata by using drilling parameters. Based on the results of a series of underground and laboratory tests, feed pressure is found to be the most sensitive parameter when the strength of roof strata changes. Moreover, it was also found that both penetration rate and rotation rate have obvious impact on the magnitude of feed pressure. Based on these findings, the criterion for the estimation of roof strata strength has been developed using the relationship among feed pressure, penetration rate and rotation rate and implemented in MRGIS.

When the HSE Act was introduced in New Zealand in April 1993, one of the prime aims of the Government was to signal to the industry. The Government's recognition of the employer as the key person responsible for safety and health in the workplace and to actively encourage employers to self manage the health and safety function. Because of the significant change in the philosophy behind the new legislation, and because of the inherently conservative nature of the mining industry, it has taken some years for both the industry and the regulators to reach the stage of considering the framework in which a controlled degree of self management can proceed.   In this paper, some of the issues relating to the legitimacy of the process are considered, some of the questions raised in the minds of those charged with implementing the legislation are discussed, and the views of some eminent authors are examined.   The latter part of the paper focuses on a programme called the Reduced Site Surveillance Programme, which grew out of Goal 2 of the New Zealand Mining Inspection Group's 5-Year Strategic Plan. The programme is described in some detail, and the criteria applied at each stage of the programme is discussed. The paper concludes with the author's expectations of the longer term outcomes of the programme.

Underground mining, like many high-risk industries, is facing a crisis in the near future. This industry has traditionally relied on a master-apprentice relationship to train new workers, but experienced miners are retiring in large numbers, leaving few "masters" to properly train their replacements. With a recent resurgence in mining, many new miners are entering the workforce each day. The rise in the number of inexperienced workers has implications for worker safety in an industry in which one mistake can blow up the entire workplace. The explosion in the Darby Mine in May 2006 that killed five miners illustrates what can happen in hazardous environments such as underground mines. The Health Communications Team at the National Institute for Occupational Safety and Health Spokane Research Laboratory was asked to address this problem by developing new training and safety awareness materials to promote safe flame cutting and welding practices. This article describes how occupational ethnographic techniques provided insights needed for "new product development." The result of this work was a national initiative to raise awareness and to protect underground coal miners from the dangers of flame cutting and welding in an environment filled with solid fuel and methane (natural gas). Although this project was initially designed for the mining industry, the approach and lessons learned are applicable to any high-risk industry and should be of interest to other social marketing or occupational safety and health professionals.

The objective of this study was two-fold: 1. To perform a world literature search pertinent to the analysis, selection and design of hoisting systems and their components and to codify the search into a literature compendium. The search resulted in a technical data file of over 1500 hard copy items. The compendium index was also suitable for establishing a comprehensive computer-loaded data base on the subject. 2. To develop a comprehensive system of guidelines to cover salient aspects of analysis, selection and design of electrical, mechanical and structural components of a hoisting system with a view to establish parameters for maximum safety and efficiency of operation, installation and revision of the system. 3. Major mechanical components in the hoist and mechanical drive train are considered. Design and specification criteria based on American standards and practices are developed as they apply to typical mine hoist arrangements.

Today computers are accepted as a standard item in industry and they perform a variety of tasks over a wide spectrum of activities from mine planning and CAD to data processing and spreadsheet work. However many problems particularly in the. area of decision making where there are no clear mathematical models available and usually the output or answer is dependent to some extent on a heuristic approach, don't lend themselves to conventional solutions using standard procedural algorithms. Recently a number of techniques have evolved primarily from the enhanced capabilities of modem equipment, which are capable of solving these problems. This paper is a brief overview of these rather unconventional developments of computer technology in the area of artificial intelligence with reference to their application in mining.

Laboratory bias is a universal problem in all branches of analytical science. It results from differences in methods, techniques, equipment, and calibrations between laboratories. Notwithstanding that it is a property that can be measured by the use of standards or by inter-laboratory testing, laboratory bias remains a material issue for the mining industry. There is extensive literature and clear guidelines on measurement from the International Organization for Standardization (ISO) and its worldwide federation of national standards bodies (ISO member bodies) and from the science of metrology. ISO guides cover the manufacture and use of standards. An accessible source of literature covering laboratory quality control comes from the public health sector, particularly pathology. There is little doubt in financial reporting rules about the meaning of materiality. Public reporting guidelines are clear that material matters need to be disclosed for investors. Unfortunately there is currently no clear guidance what to do about biased assay results in mineral industry public reporting guidelines. This paper reviews the requirements for the manufacture and use of reference materials, public reporting requirements in the mining industry, and presents proposals to improve management and reporting of laboratory biases. This paper identifies the need for the development of specialized inverse solution techniques for the analysis of pressure transient data for the characterization of the transport and sorption properties of coal seams. Central to the proposed inverse solution technique is a specially structured artificial neural network (ANN). The most important transport and sorption characteristics of coal seams are butt and face cleat permeabilities, macropore porosity, Langmuir volume constant, Langmuir pressure constant, and sorption time constant. Conventional methods, such as type curve matching techniques and laboratory-derived measurements are handicapped in terms of being representative over the entire domain of interest. In this paper, we utilize analytical forward solution techniques for various combinations of characteristics of coal seams to generate training and testing patterns. These training patterns are shown to an ANN structured to learn the ubiquitous non-linear relationships that exist between coal seam properties, input conditions and the pressure transients measured. The trained networks are then extensively tested to ensure that they have effectively learned the training patterns. In the final stage of the development, the networks are run in the prediction mode. The responses of the networks are found to be in agreement with the input data. The developed networks are able to generate results generally within 5% error margin for permeability and porosity and 20% error margin for the sorption characteristics of coal seams. A number of examples highlighting the capabilities and degree of effectiveness of the network in characterizing the coal seams areincluded. The investigation to evaluate the reserves of coking coal in the United States suitable for the manufacture of metallurgical coke is being made by the Bureau of Mines in three parts: (1) To estimate known (measured plus indicated) recoverable reserves of all coking coal; (2) to upgrade marginal coals through effective preparation; and (3) to study the carbonizing properties of coals and coal blends not now widely used for metallurgical coke making. This is the fifth of a series of reports giving the results of studies by countless under part (1) of the investigation. (See appendix.) This report covers Westmoreland County, Pa., which comprises parts of New Kensington, Freeport, Elders Ridge, Pittsburgh, Greensburg, Latrobe, New Florence, Johnstown, Brownsville, Connellsville, Donegal, and Somerset quadrangles. (See fig. 1.) A short resume" of the chemical and carbonizing properties of the coals are included. Data on the coal beds in this county were obtained from mining companies, land companies, individual landowners, and other sources of authentic information. A base map for each bed in each quadrangle was made to the scale 1 inch equals 1,200 feet. Maps of mines, locations of drill holes, bed and total coal thicknesses, and the outcrop of the bed were plotted on the maps. With all available data plotted, isopach lines were drawn to limit areas of known unmined reserves in beds up to 14 inches thick, 14 to 28 inches thick, 28 to 42 inches thick, and over 42 inches thick. These areas of coal reserves also were divided into "measured" and "indicated" categories. All areas in each thickness range and in each category, mined-out areas, areas excluded from the estimate, and areas outside of the outcrop were measured by planimeter on the base maps. Estimates of total reserves 14 inches and more thick and maps for individual beds were prepared from these data.

Although the Pressure Acid Leaching (PAL) of nickel laterites has been conducted at Moa Bay, Cuba, since the early 1960s, the commissioning delays generally encountered by the æsecond generationÆ of PAL lateritic nickel producers in the late 1990s have demonstrated the potential complexity of the PAL process and the importance of technical risk management in maximising the realised project value. This paper describes some of the strategies used by the Ravensthorpe Nickel Project (RNP) to manage the technical aspects of the Ravensthorpe project risk. Central to these strategies is the use of Front End Loading (FEL) to deal with issues early in the development phase, when changes to the project structure can be made most effectively and cheaply. Such an approach requires a management philosophy that recognises risk as a potential cost, which accepts responsibility for dealing with risk, and which is prepared to provide adequate resources for risk management.

"While methods exist to allow the simulation and optimization of existing flotation operations, there is a deficit in the ability to predict the performance of a new ore type pre-processing. A laboratory scale batch flotation testing methodology has been developed to assess the flotation potential of ores (known as the JK Floatability Index or JKFI). Previous work conducted by Alexander and Collins (2008) showed that the test could be used to predict full scale results in base metal ores. In this work, JKFI tests were applied to three different types of ore and one blend from a greenfields gold deposit to show the test applicability to flotation of precious metals. The results from the JKFI test on one ore type were then used to predict the response of all ore types (including the blend). To validate the predicted kinetic parameters, a comprehensive survey was performed on a pilot plant where each of ore types was processed in the circuit. An acceptable agreement was found between the experimental recoveries and predicted recoveries which indicate the potential of this method for use in predicting the flotation response of an ore.INTRODUCTIONOver 100 years, flotation has been considered an efficient method to concentrate different types of sulphide and oxide minerals and coal. Thus, numerous research studies have been undertaken to find an appropriate model to predict the behaviour of particles in flotation circuits (Barnwal et. al., 2006; Bascur and Herbst, 1983; Cecile and Villeneuve, 1991; Deng et. al., 1996; Zheng et. al., 2006). Most methods are based on the ore flotation response in an industrial plant which is expensive and time consuming to characterise. It is difficult to reliably predict flotation response for new types of ores in industrial scale plants.The floatability component modelling (FCM) approach, developed within the Australian Minerals Industry Research Association (AMIRA) P9 project, has been used to derive models of operating flotation plants for the purpose of simulation and optimisation (Alexander and Morrison, 1998; Alexander et. al., 2000; Varadi, 2006). This approach has been applied at a large number of operating sites treating a wide variety of ores. The approach requires metallurgical surveys to be undertaken in conjunction with batch flotation tests and cell characterisation. This allows ore and machine parameters to be derived, which are then used in the P9 Flotation Model. The development of a FCM generally requires a large commitment of resources and time. While there has been significant support of this approach in industry, the FCM approach is limited to ores already being processed (Runge, 2004; Wightman, 2006)."

The 5 km (16,194 lf) of 6.1m (20 ft) diameter TBM driven tunnel built by the J.F.Shea Co. will serve as sewage overflow storage. The TBM tunnel and four connecting tunnels excavated by drill and blast methods in hard granite will remain unlined. Based on the Geotechnical Baseline Report (GBR), the Contract documents provided a design with no required pattern of rock bolts, no probing, no pre-excavation or consolidation grouting, and lastly, no final lining of the tunnels was deemed necessary. This paper will provide a general overview of these topics with the emphasis on the actual ground conditions encountered versus the projected conditions provided in the GBR and how the GBR reflected the design of the project. Proposed modifications to the temporary and permanent ground support will be presented and the necessity of probing and pre-excavation grouting will be evaluated.

A survey of pillar conditions was carried out at 21 operating limestone mines that use the room-and-pillar method. The surveyed pillars were all located in rock that was classified as ?Good? to ?Very Good? using the RMR rock mass classification system. The average pillar width was 14.5m and the width to height ratio varied between 0.53 and 3.52. Pillar conditions were rated using a visual rating system that accounts for the effect of geological structures as well as stress related fracturing. Nine cases of pillar instability were recorded. Pillar instabilities were typically limited to individual pillars or small groups of pillars within an otherwise stable layout. Local geological structures such as inclined discontinuities or weak bedding planes contributed to instability in seven of nine cases that were observed. Elevated pillar stresses contributed to instability in the two remaining cases. All the unstable pillars observed had width-to-height ratios of less than 1.5. It is concluded that pillar instability is most likely to be caused by unfavorable geological structures in pillars with width to height ratios of less than 1.5. Stress related instability such as rib spalling becomes more prevalent when the average pillar stress approaches approximately 20 MPa.

All large-scale applications of conditional simulations intend to benefit from the ‘correct’ (or’ accurate’) characterization of uncertainty, adequately describing the variability observed from the data and its impact on the final objective. This paper discusses a number of relevant issues that highlight the extent to which, in reality, a model of uncertainty is dependent on the random function model chosen. Often in the presence of large number of conditioning data most available random function models will provide similar models of uncertainty. When conditioning is scarce, the resulting models of uncertainty will vary more widely, since the final output will depend mostly on the underlying assumptions of the model chosen. The application described in this paper is taken from a large porphyry Cu operation in northern Chile, and it demonstrates the impact of several variables on the resulting models of uncertainty. In particular, some of the decisions involved include the number of conditioning data and the underlying Random Function model used (Gaussian or indicator-based). Also, implementation-specific parameters must be decided upon, such as grid size used, random number generator, simple or ordinary kriging, multiple-grid simulation, and simulation of irregular three-dimensional bodies (as opposed to regular grids). Some practical guidelines are proposed to deal with these decisions.

"The Goldex mining and milling complex is operated by Agnico-Eagle Mines Ltd. and is located in the Abitibi greenstone belt of Northwest Quebec, Canada. The mill operates presently at a throughput of 8,250 tpd with gold grade varying between 1.8 and 2.2 g/t. The ore is very high in gravity recoverable gold (GRG) at about 92% and as such a significant emphasis was placed on the gravity circuit. Commercial production started in 2008. Average gold recovery is 93.5% with about 68% of gold recovery coming from the gravity circuit. Over the course of the first several years of production, several gravity audits were carried out. In 2009, a complete gravity audit was completed, including ore, classification, Knelson Concentrators, and the gold room. In 2011, an audit was undertaken of the flotation circuit to determine the efficiency by which GRG is floated. Large samples of flotation feed and tails were collected and process for GRG content. This allowed a link between gravity and overall recovery to be made. This paper presents results of the audits and the development of a model linking gravity and overall gold"
