Closure cost estimates may be generated at any stage of a mining operationÆs life; commencing with the initial prefeasibility studies and continuing through to the final decommissioning cost estimates. However, not all mine closure cost estimates are necessarily the same. Cost estimates will vary depending on the purpose for which they are prepared, the organisations requiring or undertaking the estimate and the stage of the mining operation. Different organisations can legitimately arrive at disparate cost estimates for closing the same mine because the organisations have different reasons for requiring the estimates. Another, equally valid, reason for potentially wide variations in cost estimates by different organisations on the same mine site is the different definitions of æclosure costsÆ used by different estimators. This paper considers the different approaches by different organisations including operating companies, government authorities and financial organisations and uses a hypothetical example based on practical experience to illustrate some of these differences in estimation methods.The paper suggest that a more consistent approach to closure cost estimating in the Australian mining industry would assist mining companies, governments, the accounting industry and the broader community to better understand this complex component of mine planning. INTRODUCTION Content of this Report The 1300m long twin-bore 8.1m diameter Airside Road Tunnels (ART) were excavated beneath the busy taxiways and stands of Heathrow Airport between 2002and 2003. The tunnels were fully completed and handed over to the client for use early in 2005. This paper will describe the purpose of the tunnels, and the measures put in place to minimize the impact of construction on the daily activities involved in running an international airport. Terminal 5 Construction Heathrow Airport is the busiest international airport in the World, with a current capacity of circa 67 million passengers per year, based on existing infrastructure of4 passenger terminals, 1 cargo terminal, 2 runways and 170 aircraft stands. Terminal 5(T5) is being built to increase Heathrow’s passenger capacity by providing the following: 12 additional aircraft stands through redevelopment of the south apron area, in the autumn of 2004 A main terminal building (T5A) and a first satellite (T5B), and 43 additional stands by the spring of 2008, most of which will be able to receive the new generation large aircraft (Airbus A380) A second optional satellite (T5C) by year 2010 A third optional satellite (T5D) by year 2015 The total value of the project is approximately 4.2 billion pounds for the main phase of the works spanning from 2000 to 2007. Purpose of the Airside Road Tunnel The ART has been constructed to support the internal road traffic of the airport between terminals, aircraft stands, runways and taxiways, for passenger buses, service and technical vehicles. The majority of the traffic will be buses transporting passengers between the terminals and their aircraft.

In decision making support system, that are used in various fields of environmental protection (environmental impact assessment, environmental management systems, setting environmental standards and regulation, etc.), it is often important to apply various mathematical environmental engineering models. The question of linking environmetal engineering modeling to decision making support system used in environmental protection is not yet methodically solved. The reasons for that could be manifold. Decison making support systems, used in environmental protection, because they are simply taken from bussines decision making, are not often adequate for specific problems raised in environmental protection. On the other hand, there are great number of types of models in environmental engineering, what urges the problem of finding the way of their proper linking with decision making support systems. The application of fuzzy logic in that field is estimated as one of possible solution of the problem.

"Lakeshore Gold’s Bell Creek Mill is located in Timmins, Ontario. The mill has been in operation since 2009 and has undergone several small expansions since then. In 2012 - 2013 the first major mill expansion was commissioned raising the mill capacity from 2,000tpd to 3,150tpd. This was done through the installation of a new ROM ore truck dumping facility, jaw crusher, ore storage dome, SAG mill, leach tank, CIL tank, and electrowinning cell. This paper will cover the equipment installed to raise the tonnage as well as the commissioning of the new equipment including problems encountered and how these problems were solved.IntroductionLake Shore Gold acquired the Bell Creek Mill, along with the Bell Creek Mine, from the Porcupine Gold Mines Joint Venture, a joint venture between Goldcorp Canada Ltd. and Kinross Gold Corporation, in December 2007.The Bell Creek mill, which processed ore from the Bell Creek Mine has consistently achieved recoveries of over 95%, is a conventional gold mill circuit, involving crushing and two stage ball mill grinding, gravity and leaching, followed by Carbon-In-Pulp (CIP) process for gold recovery. The facility had been placed on care and maintenance in 2002. At the beginning of 2009, the mill had been refurbished with an initial capacity of 800 tonnes per day and was subsequently refurbished to a capacity of 1,500 tonnes per day near the end of the third quarter of that year. The Mill was then expanded in 2010 to a capacity of 2,000 tonnes per day.In late 2011, the Company commenced a 50% expansion of its milling facility, from a processing capacity of 2,000 tonnes per day to 3,150 tonnes per day. Phase 1 of the expansion, which mainly involved enhancements to the solution circuit (“back end”) and increased the mill’s capacity to 2,500 tonnes per day, was completed at the end of 2012. Commissioning of Phase 2 of the expansion, to a capacity of 3,150 tonnes per day, commenced at the end of July 2013."

A new probabilistic approach is introduced for slope stability analysis including adverse impact of blasting vibrations. The material strength within a slope area is randomized in this bi-variate joint probability analysis. To be a completely general engineering method, the new probabilistic approach employs the random variable transformation technique; the Hermite model of the Gaussian transformation function, which transforms the experimental histogram of strength values to the standard Gaussian variables. Because bi-normal joint probability is analyzed on the true probability region projected on the Gaussian transformed variable plane, it is an exact solution of slope stability based on the available sample data. Details of the probabilistic approach are given through a case study on an iron ore mine. The case study demonstrated that the probabilistic approach is effective and simple enough to be a routine engineering practice for slope analysis.

"The number of investigations reported during the past year indicates that control of the health hazard due to abnormal air conditions is still a matter of serious consideration in the mining, metallurgical, and allied industries.Australia. - In an investigation into the health and working conditions of employees in the mining industry of Tasmania and Victoria3, it was found that although pulmonary tuberculosis may occur early in life, silicosis is e disease of slow evolution and does not appear frequently under the ace of 40. A period of at least ten years in the industry was found necessary to produce silicosis, and in no case was the disease found in those who had not worked underground. A very high incidence of silicosis was found in all fields among those who had worked underground 20 years and longer. There was some evidence that silicosis complicated by tuberculosis may occur earlier than uncomplicated silicosis.England. - In a paper presented before the Section on Occupational Diseases of the British Medical Association, Dr. E. L. Middleton, the medical inspector of factories, called attention4 to the occurrence of silicosis in various industries throughout the country.punitive on some quite harmless industries. Thus Middleton says: ""Where the amount of dust is small the action of the phagocytes is likely to be effective, but where it is great . . ."" What dosage is indicated by ""small"" and ""great"" in this connexion? If the meaning of ""small"" were known, would it be correct to go on to say, as he does, ""each successive dose of silica produces a summation of effects""? Then, again, would it be fair to say ""a comparatively brief period of exposure may be the only determining factor""? What, in minutes, hours, or days per week, per month,' or year, is intended by ""a comparatively brief period""? ""Intermittency of the process"" is another expression used in summing up the reasons for and against a standardization of air purity by a gravimetric process or enumeration of the particles; the arguments against such a standardization are, by Middleton, considered strong, but they are by no means convincing to us. A standard has been accepted in respect of the amount of lead in milligrams per 10 cubic metres of air; Dr. Ronald Lane showed in another paper read that adherence to this makes the occurrence of poisoning highly improbable. Mavrogordato has placed on record figures of silica dust at different stages of the improvements in the workings of the Rand mines, and such a control is in constant operation in them today.We emphasize these points because apparently the Government has taken the unusual course of legislating first and postponing inquiry to a later date, as in the ""Various Industries (Silicosis) Scheme, 1939."" The insurance companies also have a considerable interest in the matter of compensation for the silicosis risk. Penetration and dissolution mechanisms are reviewed for predominantly single-phase oxide, two phase oxide and oxide-carbon composite refractories by liquid silicate slags. Theoretical models of these processes, as well as static (sessile drop, dipping and crucible) and dynamic (rotating finger and rotary slag) experimental tests, along with their practical limitations are considered. Direct (congruent or homogeneous) attack is controlled by the reaction rate at the slag-refractory interface or the rate of diffusive transport of species to it through the slag leading to active corrosion. Indirect (incongruent or heterogeneous) attack is controlled by diffusive transport through the slag or through a new solid phase, which forms at the original slag-refractory interface. This may lead to passive corrosion. Examples of direct and indirect attack in a range of refractory/slag systems are described highlighting the critical influence of the composition and hence viscosity of the local liquid slag adjacent the solid refractory. Penetration and corrosion can be controlled either through the local slag composition via the refractory or the bulk slag or by microstructural control of the refractory by e.g. internal generation of dense layers or external deposition/generation of passive coatings, so-called in situ refractories.

An Automated People Mover (APM) transit system is planned for the growing Phoenix Sky Harbor International Airport. The APM will improve passenger movements between the terminals, and provide a link to parking facilities, a new rental car facility, and the planned metro Light Rail. The underground works will include shallow twin bored tunnels, taxiway crossings, and underground stations constructed beneath critical airport facilities. Challenging soft ground conditions will require extensive underpinning and ground improvements. Design is underway, and construction is scheduled to begin in 2007 with project completion in 2015. The owner’s planned delivery method for the APM Project will be Construction Manager at Risk (CMAR) with a Guaranteed Maximum Price.

The use of augercast piles has been limited by the engineer's concern for the structural quality of the installed pile. The nature of the pile is such that its final structural continuity is very dependent on the skill of the personnel that do the installation. Thus, NDT methods have been used to verify integrity and when problems are indicated the available solutions are usually quite costly. If information were available during the pile installation so that immediate steps could be taken to correct perceived problems, the concerns of the engineer could be addressed and the system would gain increased reliability. Pile Dynamics, Inc. has developed a quality control system, the Pile Installation Recorder for Augered Cast-in-Place piles (PIR CFA). This system consists of the following devices as shown in Figure 1. 1) The Control Unit powers the sensors, conditions the signals from the sensors, records all measurements, takes input information from the operator, displays the results, and stores the recorded data on a flash card for later permanent storage and processing. During the use of the system all of the results obtained during a test are seen during recording and can be reviewed on the screen again after completion of the installation. The ability to review the measured information makes it unnecessary to print a copy in the field. Since printers often give difficulty in the construction site environment the ability to review the results quickly after completion of the installation is an important capability.

Roof support systems are necessary to provide stable mine openings and much research has been conducted to design a variety of roof support systems that will function in various manners to ensure that stable ground conditions are achieved. Despite these advancements in technology, mistakes continue to be made in the evaluation and/or installation that significantly degrade the support capability or lead to erroneous determinations of support expectations. The purpose of this paper is to discuss misconceptions about how roof supports perform and factors that impact their performance. The goal is to present practical information that will assist mine operators and engineers in selecting, installing, and evaluating roof support systems properly, and help them to avoid mistakes that can lead to erroneous expectations and potentially catastrophic results that may lead to roof falls. The paper is limited to a discussion of secondary roof support systems and powered roof supports such as longwall shields.

A number of impending and actual pit wall failures have been observed and documented, which have been interpreted to initiate on newly generated structural features. This infers failure through intact rock. Failure mechanisms have been postulated resulting from circumferential stress, extensional strain and brittle flexure. These will be discussed in the context of the failures and the associated monitoring. The implications of failure initiating on ?unknown? features has a significant impact for deep open pit mines where designs are based on the expected structural regime. Being able to anticipate such failures is important for design. Equally important is management of such changes as they arise. In this context, monitoring using high resolution microseismic techniques will be discussed as a means of providing early warning of such failures.

The Deep Creek zinc and lead mine afforded an excellent example of a relatively small underground mine operation that approached the low mining costs of large, highly mechanized mines, An open stope mining method incorporating sublevel benches and vertical long holes was used (fig. 1). Detailed descriptions are given on the exploration program, stope development, stoping procedures, and pillar removal. Pressure grouting was used to check the inflow of water and thus prolong the life of the mine. Statistics on mining costs and on electric power consumption, haulage from mine to mill, and milling costs are included.

Current and potential dragline reclamation usage was evaluated for the U.S. coalfields based on data gathered and analyzed during field surveys, literature reviews and contacts with manufacturers. It was concluded that current wining plans have been adapted to federal and state strip mine and reclamation laws in ways which limit the potential for drag line reclamation systems at active mine sites. At abandoned conventional contour mine sites in steep-sloping areas such as central Appalachia, however, it was found that dragline reclamation systems have great potential application and may be the only practical solution to many reclamation problems. Alternative dragline systems were examined for restoring abandoned sites, and it was concluded that a tower excavator system offered superior characteristics and should be evaluated and developed under field conditions. A testing program was developed to provide a framework for the monitoring and analysis of cost, production and environmental data during a field demonstration of a tower excavator system.

"Vast amounts of time and money are spent fighting flow problems in plants that involve the handling or processing of industrial minerals. Because these types of projects tend to be capitalintensive, the right decisions, made at the design stage, can have a substantial positive effect on the economics of the project.Some of the problems related to solids flow in mineral processing plants include:•,Flow stoppages•,Uncontrolled flow•,Segregation of blended materials•,Build-up and dead material resulting in loss of live capacityUnfortunately few Universities in North America provide courses in the design or selection of bulk solids handling equipment, let alone the theory of bulk solids flow, with the result that engineers do not fully appreciate the effects of bulk solids handling on their process. The usual method of selecting “standard” equipment, all too often, leaves plant operators hammering on hoppers to promote flow, a technique that is not only usually ineffective but also unsafe and often causes damage to equipment. In short, too little consideration is given, at the design stage of projects, to the particular material and operating environment involved and how these will affect handling between process steps.This paper seeks to give a general understanding of bulk solids flow theory including flow patterns and flow property tests, and presents functional design guidelines to ensure reliable flow. As well, a case history will be presented. Our message is clear: To ensure uniform, reliable flow, a plant design must take into account the specific flow characteristics of the bulk solid to be handled or processed."

THE field of rare metals is so broad that progress can be reported upon many important fronts. Not satisfied with the 92 elements that Mendeleeff and his followers have accepted as legitimate, scientists are trying now to complicate matters by making new elements. Enrico Fermi announced the fabrication of "Element 93". Uranium, instead of being allowed to disintegrate slowly according to its normal habit, was bombarded with neutrons until some of them seemed to have stuck in the nucleus. To understand just what is alleged to have happened all one has to do is to line up the elements in their usual order of ascending atomic weight and imagine, as physicists do, that each atom is a little solar orbit comprising a central mass or planet about which other masses revolve like satellites. Ordinary hydrogen, being very light, consists of only one positively charged proton center, with only one positively charged electron revolving about it. Other atones are progressively more complicated until we come to uranium, which has a relatively big center and 92 particles revolving around it.

INTRODUCTION This is the first in a series of papers addressing practical tunnel lining design. The format for this and future papers is to present a particular topic and support the presentation of the guidelines by the practical application of a case history. The primary intent is to provide guidelines for the geotechnical and structural design of tunnels where the tunnel size and/or ground conditions dictates that systematic support of the excavation is required following each increment of excavation. This method of tunneling is commonly referred to as Sequential Excavation and Support(SES) and is also commonly termed the New Austrian Tunneling Method (NATM) The authors developed the design guidelines from experience gained over the past two decades during the design and construction of several major railway, highway and water-transfer tunnel projects in Africa and Asia. During this time it has been possible to compare the performance of the as-constructed structures to the predicted performance as given by the design process. Excavation was typically carried out in widely varying ground conditions (weak-bedded rock, jointed hard rock, and soil-like poorly cemented rock with groundwater). It is therefore intended that the design guidelines could be applied, in general terms at least, to any tunnel excavated in any ground mass condition with any ground material type (hard rock, soft rock, bedded rock, soft ground, and soil) with or without ground water. This first paper is an introductory paper that defines the scope and a brief outline of the design issues that may be presented in detail in later papers. What is design? It may be thought of as any rational/verifiable/justifiable process whereby a concept is transformed into information that can be used to bring the concept to reality. In the case of a civil structure, design may be defined as that process, which is documented and can be audited, that determines information such as the shape (form) of the structure, the dimensions (size) of the structure, the thickness and strength of structural members that comprise the structure, etc. This information can be used to compute the time, money and resources required for

The beneficiation of fine iron ore will increase in importance in the future because most new iron ore resources will be in the form of lower grade ore deposits that will require liberation of iron ore minerals at finer sizes. Generally this fine iron ore will be beneficiated to produce a pelletizing concentrate with very strict chemical and physical specifications. In addition, because of the increasing demand for iron ore there are now more opportunities to produce by-product iron ore from mining operations producing other commodities. In the past the associated iron ore minerals would report to final tailings but now there is potential value to be realised from by-product revenue. These by-product iron ore opportunities are almost all centred on producing pelletizing concentrate. Currently pelletizing concentrates are produced mainly by various combinations of flotation and magnetic separation. The selection of the beneficiation route will depend on ore mineralogy and considerations around plant capacity and final concentrate quality. The main economic iron minerals are magnetic, haematite being paramagnetic and magnetite being ferromagnetic. This, therefore, means that magnetic separation can be applied, in principle, to all fine iron-ore beneficiation plants. While flotation has a considerable capacity advantage over magnetic separation, the real advantage of magnetic separation over flotation in fine iron-ore beneficiation is that treatment of -10 µm iron ore is possible-in flotation, the feed is deslimed at 10 µm and the -10 µm stream is considered to be final tailings, even though there is often a significant amount of contained iron ore. This paper describes a study around the recovery of fine magnetite in the form of a pelletizing concentrate. The study is based on an evaluation of an iron ore by-product opportunity from an iron oxide copper-gold (IOCG) deposit. Experiments were conducted to quantify the differences in magnetic separation performance with decrease in particle size treated. A mineralogical evaluation of all the test work products was undertaken to facilitate the interpretation of the test work results. These results were then used to propose an economically viable flowsheet for maximizing fine magnetite recovery using magnetic separation.

Eco-Efficient Gravity Separation Solutions in India Sustainable development and social responsibility issues are a principal aspect of mineral processing operations around the world. With the need for more environmentally effective technologies, some gravity separation systems have provided eco-efficient mineral processing solutions in places where it is not otherwise viable because of lack of fresh water or for other environmental reasons. Advanced spiral separation technologies developed in Australia offer a cost effective and environmentally viable way to process minerals. In particular, we review recent case studies of spiral plants commissioned in India where environmentally sustainable solutions to design problems included the use of spirals operated with sea water and the use of high capacity (HC) spirals to provide low consumption of energy and materials and a reduced plant footprint. This paper evaluates the performance of various spiral plants in India and how critical environmental issues which affect the overall viability of wet concentrating processes where resolved.

This report describes a microcomputer-based instrumentation system for structural monitoring of the circular, concrete-lined Silver Shaft in northern Idaho, The 1-ft-thick concrete lining and surrounding rock mass were instrumented with a total of 12 multiple-point borehole extensometers, 16 pressure cells, 22 concrete embedment strain gauges, and 12 thermistors. The instruments were distributed among four test sites and installed immediately above the shaft bottom during sinking at the 2,414, 4,063, 5,191, and 5,955 levels. Limited access to the instruments prompted the development of a microcomputer-based remote data acquisition system that could be operated from the surface. The system scanned the instruments on a programmed schedule, printed out reduced data, and stored the data for plotting and recall. Data acquisition from off-site and uploading of data to mainframe computers were accomplished by the addition of modems to the basic system. The system is suitable for use in monitoring the structural behavior of any deep mine opening, especially in harsh operating environments and where access is limited.

The recent surge in demand for uranium in the United States, accompanied by a significant increase in price, has resulted in exploration, mining, and milling of lower grade ores than have been exploited in the past. To sustain production levels of uranium with lower grades of feed requires larger tonnage mill operations. Also, because of recent environmental regulations, mill operations must be prepared to properly contain large tonnages of tailings, and recycle, treat and discharge, or evaporate mill effluents. Thus, the advent of lower grade ores, larger tonnage mills, and environmental considerations has made the cost of milling a critical factor in today's uranium production economics in the United States. Three basic milling methods are employed for extracting uranium from ores: 1. Acid leach, countercurrent decantation, and solvent extraction. 2. Acid leach, resin-in-pulp, and Eluex. 3. Alkaline leach, solid-liquor separation, and precipitation. Vanadium often occurs as a valuable by-product in ore deposits located in the Uravan mineral belt in Western Colorado. Also, lesser amounts of vanadium may occur in ores from South Dakota, New Mexico, and Utah. Vanadium is usually extracted in the acid leach solution with uranium and recovered by solvent extraction after recovery of the uranium. By-product recovery of uranium from phosphoric acid and porphyry copper dump leach solutions is now receiving considerable attention. Pilot plant studies are under way and construction of commercial plants is in progress.
