This report reviews the regulatory environment as it pertains to tailings management and disposal from mining operations, excluding coal and placer gold operations, in the state of Alaska. It is based on the EPA's staff position on an effective program to regulate mining wastes as presented in the May, 1990 Strawman II document, The unique conditions which occur in parts of the state, including a fragile environment, high seismicity and permafrost, are identified. The special waste management practices which are necessitated by these conditions are delineated. The report provides a detailed outline of the current technologies that are suitable for designing, constructing, operating and closing a railings disposal facility to meet environmental protection objectives. Cost implications to the mining industry of potential regulatory actions, such as the degree of groundwater protection are examined.

The Ambatovy Joint Venture comprises an operating lateritic nickel mine, ore slurry pipeline, pressure acid leach plant and nickel refinery in Madagascar. The hydrometallurgical process selected by Sherritt for treatment of the Ambatovy ore is a long-term, sustainable approach to producing nickel. Sulphur, used to prepare hydrogen sulphide, which is used to produce mixed sulphide intermediate, is recovered in the refinery as ammonium sulphate fertilizer. Additional sulphur is used to generate sulphuric acid for treatment of the ore in the high pressure acid leach (HPAL) step; fossil fuel consumption is minimized by using the heat generated from the exothermic reaction between sulphur and oxygen in the acid plant to produce power and steam. Steam consumption is minimized by design of efficient flashing and preheat systems for HPAL, while the high temperature of the HPAL step serves to minimize acid consumption. Fossil fuel consumption by the operation as a whole is further minimized by locating the leach plant and refinery near the port of Toamasina and utilizing a 220 km slurry pipeline to transport ore from the mine to the leach plant. In addition, Ambatovy has demonstrated a strong commitment to sustainability programs such as the biodiversity management program at the mine and local procurement in Madagascar. In this paper, the hydrometallurgical process for nickel and cobalt recovery from Ambatovy ore is described, along with highlights of Ambatovy’s approach to sustainability in Madagascar.

Paper written on project work carried out in partial fulfilment of B Tech (Engineering Metallurgy) degree This investigation relates to a multi-purpose electrolytic system. Its primary purpose is to electrowin gold from high or low concentration gold cyanide solutions and/or from gold sludge, and to convert the recovered gold into a gold (alloy) electroform or electrode at the gold mine itself. These operations are carried out sequentially and in situ in the same electrolytic cell. Electrorefining of the gold recovered may also be done in the cell. The system applies to silver as well, and may be adaptable to base and platinum group metals. It could also be used in environmental applications, to remove undesirable metals present in aqueous solution at very low concentration. The work to be discussed forms part of recently filed patent applications. Subsequent and future developments of the system are briefly outlined. A vehicle proximity warning–collision avoidance system is being developed using GPS and wireless local area networks to improve safety of off-highway trucks in open pit mines. After two-and a-half years of research, software development, and laboratory testing, field tests were carried out at operating limestone quarries and open pit mining operations to evaluate GPS accuracy and overall system effectiveness under rugged operating conditions. This article describes the progress made on this NIOSH-funded project and discusses the GPS accuracy tests and overall system tests that were carried out during the year 2001 at the Colorado School of Mines Survey Field and at the Morenci open pit copper mine in Arizona. "INTRODUCTION Cobalt is an essential metal in the normal industrial ac¬tivity of the United States. Being an important constituent of high-speed steels and other cutting-tool materials, it becomes of critically essential importance during periods of national emergency. 3/ The Presidential order of December 20, 1940, included cobalt among other essential commodities that could be exported only under license. The Executive order 4/ listed cobalt metal, cobalt oxide, and alloys containing more than 5 per¬cent cobalt as being within the licensing requirements.There was no domestic marketed production of, cobalt products from 1931 until 1940 when the Pyrites Co. 5/ produced some cobalt oxide. The major portion of the domestic cobalt requirements has been obtained from Northern Rhodesia, the Belgian Congo, and French Morocco. 6/ The uncertainty of sea transportation from those sources of supply demanded that steps be taken to obtain from domestic raw materials an adequate supply of cobalt for use in the materials required for production of indispensable machined war metal products. In connection with the national policy for attaining self-sufficiency of strategic and critical materials, the Bureau of Mines, Boulder City, Nev., Experiment Station initiated studies to recover cobalt from the low-grade oxidized cobalt deposits in the Goodsprings district, Nevada. Hewett 7/ reported occurrence of cobalt specifically in the Blue Jay, Columbia, Copper Chief, and Highline mines and generally over a widespread area in the district."

The Bureau of Mines conducted surface tests to determine the feasibility of using liquid explosives for underground rock fracturing. The effects of configuration, confinement, length, critical layer thickness, and fracture-propping sand on detonation and explosive propagation velocity of desensitized nitroglycerin were studied, using polymethyl methacrylate and glass-plate reservoirs through lengths from 3 to 12 ft, with explosive-layer thicknesses from 0.1875 to 0.0312 in and in aluminum tubes 8 ft long with diameters from 2.000 to 0.125 in. Interval and continuous detonation velocity data were obtained. Under the test conditions detonation velocity was dependent upon explosive confinement and fracture-propping sand. The detonation velocity of a confined nitroglycerin explosion in aluminum tubes can be reduced by as much as 85 percent, when the tube contains fracture-propping sand. The shape of the reservoir, whether triangular or rectangular, has little effect on the detonation velocity or explosive propagation. The critical or minimum explosive-layer thickness between glass plates, capable of supporting propagation, was 0.0312 in. The presence of a fracture-propping sand in the sheetlike layers increased the critical explosive layer thickness to 0.0625 in. In nitroglycerin-filled and nitroglycerin-sand filled tubes, the minimum tube diameters successfully tested were 0.125 in and 0.375 in, respectively.

The Greymouth Coal Project is a proposal to mine by the application of proven hydraulic, and room and pillar underground mining methods; and to process the equivalent of an average of 1.7 million tonnes per year over a forty-year period. The proposed mine site is located ten kilometres north of Greymouth, on the west coast of the South Island of New Zealand. Of the three separate mineable seam groups, the thick Main Seam Group, which makes up 77% of the total resource, will be mined by hydraulic mining technology.   It is proposed to market and produce a high volatile bituminous type coal with low ash (6%) and sulphur (0.4%). Because the inherent ash content is low, the requirement for coal treatment will only be the use of a single cell jig circuit to control the effects of rock dilution and partings. The resulting coal product is tentatively planned to be transported by rail to the port at Lyttelton for loading on to Panamax or Post Panamax size vessels.

INTRODUCTION In 1974, Industrial Miners Mexico, S.A. (IMMSA), agent for the borrowers, was the largest privately-held mining, smelting, and refining company in Mexico (accounting for 32% of Mexico's nonferrous metal and coal production in 1974), the fourth largest company in terms of sales, and the second most profitable company in Mexico, excluding government wholly-owned and operated industries. The company was engaged in the mining, smelting and refining of coal, copper, fluorite, gold, lead, silver, zinc and related by-products for domestic consumption and export. A combination of favorable factors led IMMSA to propose an investment plan amounting to US$286 million for 1974 through 1978, of which US$150 million was to be financed. These factors included: Substantial profits in 1973 and 1974 Positive near-term outlook for metal prices Success of the reinvestment program in increasing productivity Substantial additions to proved reserves during 1973-1974 and Fiscal incentives provided by the Mexican government to stimulate investment in the mining industry. The primary purpose of the investment program was to construct a new electrolytic zinc refinery and to expand and modernize many of the company's existing mining and refining facilities. THE BORROWER Company History Compania Miners Mexico, S.A. was incorporated in the city of Monterrey in 1918 as a wholly-owned subsidery of ASARCO Inc. (formerly American Smelting and Refining Company, New York) for the purpose of mining and processing non-ferrous metals and related products. In compliance with the Government's Mexicanization program, ASARCO Inc. divested itself of 51% of its equity in Compania Miners Asarco, S.A. on June 30, 1965. Subsequently, ownership in the divested share was apportioned as follows: 15% ownership in Compania Miners Asarco, S.A. to a group of private investors, and 36% in trust for subsequent public sale. The company's name was changed to Asarco Mexicana, S.A. in 1965. Mexican ownership in Asarco Mexicans, S.A. was increased to 51% in 1967, following the purchase of the 36% share ownership held in trust, and then to 66% in 1974 when ASARCO Inc. divested itself of an additional 15% of its holdings in Asarco Mexicans, S.A. Following its 1974 divestiture of 15% of Asarco Mexicans, S.A., ASARCO Inc's ownership in Asarco Mexicana, S.A. was reduced to 34%. In 1974, the company changed its name for the second time to Industrial Miners Mexico, S.A. (IMMSA). Fiscal Agreement IMMSA entered into a fiscal agreement with the Mexican government in 1969. The agreement, which was renewed in 1974, provided for 100% of the production and export tax corresponding to the federal government with a minimum of 50% of the amount refunded to be reinvested in fixed assets. South Africa remains the largest global producer of gold, accounting for 11.3 per cent of total world mine production, which amounted to 2520.2 t in 2005. The benefits and disadvantages associated with hedging practices in general, and among South African gold producers is examined. The wide variety and unique nature of risks faced by the mining industries provide a strong case for hedging. Only the principles of hedging, such as selling ounces of gold in the ground at a pre-agreed price for delivery at a future date as a cost-effective mechanism for price risk management, is discussed. Progressive and cumulative increases in the volume of forward sales in the major producing countries are considered by many to be the cause of the declining gold price over the past decade. In spite of negative publicity, forward selling continued as an industry-wide practice until recently (2002) when the global hedge book contracted by 352 t; contraction amounted to 158.6 t in first quarter of 2006. The objectives and benefits of hedging include continuity and stability of cash flows, stability in price achieved, reduction of frictional costs, and creating an effective management tool. The importance of a defined hedging strategy in reducing uncertainty about the hedging objectives is essential to a successful hedging policy. Historical patterns in hedging revenues at an industry level indicate five distinct periods during which the fortunes of hedgers have fluctuated. Finally, since 2001 the rising gold price and reduced price volatility through the consolidation in the global price means that the need to stabilize revenue flows is less urgent. This has meant that hedging is becoming progressively less important for the mining industry at large.

El desarrollo de las pruebas y la ejecución de las mismas, definiió el proceso de lixiviación para minerales sulfurados de Minera Pampa de Cobre.

[Adequate supplies of suitable coal and coke are prime requisites in many industries, particularly those dealing with the utilization of mineral resources, recently interest has been focused on the possibilities of using electricity produced at Bonneville and Grand Coulee, Wash., in many electrochemical and electrometallurgical processes, in which core or some form of carbon is necessary in addition, discussion has been revived on the possibility of making iron and steel by the conventional methods employed in blast and open-hearth furnaces. The subject also is important at this time because of its relationship to industrial preparedness for national defense. A supply of coke from local sources on the Pacific coast is necessary in any program of production for strategic sufficiency of certain materials. An anal trio involving tae establishment of such industries should include detailed data on available supplies of coal, the quality and properties of the coke produced, and the technologic and economic factors involved in manufacture of echo and disposal of byproducts.]

A brief overview of rockburst control measures is presented. The paper then elaborates on one key rockburst control measure, which is known as destress blasting. A historical background of the technique is presented in order to understand different aspects of its field application. The publication enumerates key aspects of the technique as being used in practice in South Africa and North America. The paper also presents an analysis of three case studies in order to demonstrate difficulties associated with the field application of distress blasting in hard rock mines.

Effective control of respirable dust is one of the most serious problems associated with longwall mining in the United States. This report describes the development and the underground evaluation of ventilated cutting drums, on a double ended ranging drum shearer. The ventilated drum uses high pressure (1,500 psi) water sprays to draw air (3,500 cfm) through 12 airmoving tubes mounted in the drum hub. The sprays draw dusty air from the face side of the drum, scrub the air, and discharge the clean air on the gob side of the drum against a deflector plate. During a three week underground evaluation, the cutting drums reduced shearer generated dust levels at the shearer operators position by 40%, at the shield operators downwind of the shearer by 55%, and at the tailgate by 55%. Cutting and loading performance of the drums were superior to the mine?s conventional drums. After the evaluation, the mine continued to use the ventilated drums to finish mining the panel. During this 3 month period, there were no mechanical or seal failures demonstrating excellent system reliability.

There are a number of methods available for the determination of the fracture toughness of rock. Some of the most recognised methods include the hollow pressured cylinder, the short-rod, the chevron - edge-notched round bar in bending and the disc-shaped compact specimen. Most of these tests are difficult and expensive to conduct. In this paper the simple Brazilian testing of discs for tensile strength has been used to determine their fracture toughness. Tests were conducted on six different rock types and the values of the fracture toughness obtained for each type are in close agreement with the results of the well recognised the chevron edged types. The U.S. Bureau of Mines subjected the CSE SR-lOO self-contained self-rescuer (SCSR) approved by the National Institute for Occupational Safety and Health (NIOSH) and the Mine Safety and Health Administration (MSHA) to a series of laboratory treatments designed to simulate various environmental conditions in underground coal mines. The tests were designed to predict the ability of the self-rescuers to withstand those environmental stresses without causing a decrease in wearer protection. The apparatus were heated to 710 C for 48 h, cooled to -450 C for 16 h, vibrated for 9 h, and dropped 1 m on each axis. A critical concern was internal damage to an apparatus, without any obvious external signs, that would cause it to malfunction or seriously degrade its performance. Carbon dioxide (C02) levels in apparatus with combined treatments were higher than in apparatus with individual treatments and untreated apparatus. The higher levels remained within safe limits, however. None of the treatments caused venting of the small oxygen cylinder that provides starter oxygen. Some bottles were found to be empty because of manufacturing defects in the burst disks. This problem was corrected in later models. The heat treatments did make the case ends more difficult to remove and the breathing bag sticky and subsequently more difficult to unfold. An apparatus that was dropped and vibrated had a broken desiccant bag that released some of its contents which compromised the seal of the relief valve. The case was dented from the drops. As with the first-generation self-rescuers, if there is visible damage to the case of the apparatus, the apparatus should be considered to be internally damaged and must be removed from service.

The study evaluates the hydrological behaviour of exposed and covered waste rock dumps. The objectives were to determine the major factors influencing unsaturated flow in waste rock dumps and covers, and to improve the in-situ, laboratory and numerical modeling characterization methods. Using material properties obtained from in-situ and laboratory tests, waste rock dumps of different configurations, with and without covers, were modeled. It was found that a properly designed “Store, divert and release” (SDR) cover allows most of the water to be diverted downslope and discharged outside of the waste rock dumps. The SDR cover seems to work efficiently even in extreme storm events. The numerical modeling results show that the unsaturated hydraulic properties (e.g. air entry value and water entry value) of the materials largely control the infiltration of water into waste rock dumps.

This report is the 25th in a series summarizing Bureau of Mines research and technologic work on coal and related investigations, and the 7th of these reports to be issued on a calendar-year basis.3 It reviews briefly work in progress during 1960, and furnishes references to publications by Bureau personnel during 1960 and also to a few older papers that were not cited in prior reports of this series. Details about some of the researches mentioned can be found by referring to the publications cited in the footnotes or in the further list in the Miscellaneous section; other phases of work are reported here for the first time and will be covered in more detail by later publications, Coal programs of the Bureau of Mines extend over the wide range of theoretical and applied studies indicated by the table of contents. Fundamental research on coal structure and on the properties of coal will, over a period of time, increase the general knowledge about coal Which scientists and engineers may use in answering practical questions and in solving problems in the mining and utilization of coal. More applied studies are conducted in connection with the developement and evaluation of new mining techniques and the effective processing and utilization of coal and of coal products. Health and safety activities, analyses of coal being mined, and technical advice and assistance to Federal agencies in connection with fuel and boiler-water problems are among the practical services handled by the Bureau.4 5

The Bathurst mining district is located near the town of Bathurst on the north shore of the province of New Brunswick in eastern Canada. This region is the northeasterly extension of the Appalachian mountain system. The area is heavily forested and covered with a fairly uniform layer of glacial gravels and boulder clay. The relief is low, increasing to a few hundred feet in the north west and several hundred feet in the extreme southwest. Thus, rock outcrops are scarce and occur mostly along streams and ridges. These factors made conventional prospecting difficult and resulted in the district becoming an excellent place for the application of regional geological studies, air photo techniques, airborne and gound geophysical methods and soil sampling. Late in 1952, The Brunswick Mining and Smelting Company discovered a very large base metal sulphide body presently known as their No. 6 orebody. Early in 1953, another and even larger sulphide body was discovered and is known as the No. 12 ore body. Mining exploration was very active thoughout 1953 and in 1954, The American Metal Company discovered the orebodies which have been developed into The Heath Steele 'Mines. The location of these deposits is shown on figure one. In the latter part of 1954, The Anaconda Company became interested in the district and decided to make a geological study of this new and promising base rrietal area. The following paper presents the story of the application of modern geological and geophysical techniques, leading to the discovery of a large sul-nhidp liodv. The Bathurst district is generally underlain by the Tetagouche group of Middle Ordovician rocks.

"Recovery of precious metals associated with a sulphidic matrix has an important economic effect on complex sulphide ore treatment. Because a significant portion of the silver and gold associated with pyrite are rejected to tailings during the selective flotation of pyritic Zn-Pb-Cu ore, other ore processing routes have been investigated.Direct leaching of the ore with ferric sulphate solution followed by separation of different components of the solid suspension by flotation was applied. Such a process allows for: production of zinc sulphate solution; transformation of galena PbS to insoluble lead sulphate PbS04 and its accumulation in a non-floatable fraction together with precipitated geothite FeOOH and other insoluble gangue minerals; separation of sulphur and non-decomposed sulphides in the floatable fraction.Laboratory research carried out on the ore samples from an Alaskan pyritic deposit from the Delta region indicates that gold and silver are mostly concentrated in the floatable fraction.Total recovery of zinc from the ore attains 96.5% to 98.5% after ferric sulphate leaching. About 85% of copper was extracted from the ore during the ferric sulphate and subsequent ferric chloride leaching, and about 6% of the copper remained in the non-floatable fraction and mixed fraction during the leaching-flotation step. Extraction of lead from the nonfloatable fraction during leaching with calcium chloride solution attained 98% to 99%. Extraction of silver from the floatable fraction during leaching with ferric chloride solution reached 98%. Extraction of gold from the floatable fraction during cyanide or thiourea leaching reached 71% to 89%. The results of the laboratory research are presented."
