MORE THAN 30 MILLION EMPLOYEES each year are exposed to hazardous occupational noise, and approximately one-third of them develop permanent hearing loss (NSC, 2000). Possible explanations for the latter statistic include worker regard for noise as a mere nuisance rather than as an occupational safety and health hazard, and consequent neglect of established protective measures (e.g., hearing protection); lack of knowledge concerning noise; improper use of hearing protection; worker indifference; and inadequate training (Bauer & Babich, 2004). Many drill rigs generate high sound levels, which vary according to the type of machine, its location with respect to the physical surroundings, and the location of the sound measured around the rig. A NIOSH study measured noise output from several types of drill rigs during field investigations (Ingram & Matetic, 2003). Two types of data were recorded the actual noise generated by the drill rig at various positions around the rig and the noise to which the drill operator was exposed during the drilling cycle. For the latter, sound level measurements up to 120 dBA were recorded while hammering casing (metal on metal) in drilling a water well (Photo 1). Several types of administrative controls exist to address worker exposure to loud drill rig noise. Rotating duties to decrease exposure time and posting warning signs in high-noise work areas are two such controls. Another is the use of hearing protection. Worker use of hearing protection has been disappointing, however. One study by the University of Michigan found that construction workers used earplugs and earmuffs only between 36% and 61% of the time that they were necessary (Lusk & Kerr, 1998). In a 2001 study, OSHA reported a relatively low rate of 30.4% for use of earplugs among construction workers (Walker, 2001). Why are rates for hearing protection use so low? One explanation may be workers' lack of concern for noise in the workplace. They expect workplace noise to be a loud and in¬ evitable nuisance and, therefore, accept it as part of the job. As a result, they disregard proven measures that can protect their hearing. Other workers may use hearing protection, but do so improperly. They may misguidedly remain in high-noise areas for extended periods thinking they are protected when in fact they are not. Other reasons for low use and/or misuse of hearing protection include poor education, lack of awareness and inadequate training (Nash, 2003). To address the training issue, NIOSH developed two exercises from which drillers can learn about noise, hearing loss and hearing protection. The City of Atlanta Water Department required the construction of a two sludge tanks and a wet well at the existing Chattahoochee Water Treatment Plant. Western Summit won a design build contract to build the project and proceeded to evaluate the wet well size options, and construction procedures. The final design required the construction of a 1 million gallon tank. The proximity of the underground tank to adjacent roads and existing plant structures ruled out laying back the excavation. As a result a tied back sheet pile retaining wall was initially proposed.

Mineral production was of little significance in the country's economy, and Bangladesh was not a world-ranked producer of any mineral commodity during 1977. Natural gas was the most important mineral exploited; however, reserves were sufficient to allow for much greater production, Economically, Bangladesh made some progress in 1977-782 in its struggle against poverty, underdevelopment, and rapidly increasing population. The gross domestic product (GDP) grew 8%, mainly owing to a 13% increase in food grain production, the key economic indicator in this highly agricultural nation. GDP at current prices dropped slightly in Fiscal Year (FY) 1976.77 to $6.6 billion3 and rose to $7.2 billion in FY 1977.78. The population rose from 81 million in FY 1975-76 to about 85 million in FY 1977-78, resulting in an increase of per capita GDP from $83 to $85 during the same period. The high annual population growth rate, over 3% in 1976 and about 2.8% in 1977, was recognized by the Government as the main problem facing the country. Average density was 525 people per square kilometer. A similar density would have the entire world population living within the continental United States.

Diesel Particulate Matter (DPM) issues are very high profile currently in both Australian coal and metal mines and Australian states are generally moving to acknowledge and to broadly follow US 2008 final metal/non metal mine regulation limits of 0.2 mg/m3 submicron particulate matter, 0.16 mg/m3 total carbon particulate and 0.1 mg/m3 elemental carbon particulate. The real time DPM monitor is being developed on the base of the successful Personal Dust Monitor (PDM) unit. The objectives of recently completed Australian Coal Association Research Program (ACARP) study has been to finalize the design of a DPM unit, to undertake comprehensive and internationally recognized laboratory testing to evaluate the new design and to undertake an underground series of tests to establish the robustness and reliability of the new approach. Under the project Thermo Fisher Scientific has undertaken structural changes to the PDM to convert it to a DPM real time monitoring underground instrument, the D-PDM. The Pennsylvania Pittsburgh Research Laboratories of NIOSH (the group that originally contracted for the PDM development) has undertaken laboratory ?calibration or verification? testing. A phase of Australian mine robustness and engineering testing has been undertaken to ensure the instrument can effectively assist mine management to handle this health issue. Tests have been undertaken at points of expected high atmospheric DPM such as during Longwall face moves, Development RAM car, Eimco and PJB usages. The paper discusses how the monitors have performed within the underground mine environment in evaluating DPM during the various phases of the production cycle. They have closely examined the influence of aspects of the mine ventilation system. Results have been compared to alternative industry pollutant measuring approaches. The outcome of the project gives the industry access to an enhanced tool for understanding the mine atmosphere in the presence of DPM. Real time DPM monitoring will allow the industry to pin-point high exposure zones such as those encountered in coal longwall face moves where various vehicles work or in areas of constrained or difficult ventilation. Identifying of high DPM concentration zones allows efficient modification of work practices to reduce underground miners? exposure. Some outcomes of the ACARP project in this area will be discussed.

The reality of rising electrical power costs and the haunting prospect of decreasing electrical power availability are a threat to the growth of new projects and expansion programmes that could negatively affect the sustainability of mining operations. These threats require the adoption of effective power saving measures aimed at three principal objectives: the elimination of wastage, the reduction of power usage particularly during peak demand periods and, more importantly, improving the efficiency of high power-demand processes. It is reasonable to assume that the greatest impact will be achieved by concentrating on those processes that are large electrical power consumers. For Anglo Platinum operations, mine ventilation and, currently to a lesser extent, mine cooling are two continuous processes that fall in this category. It is estimated that these may consume fifteen to thirty-five per cent of the power delivered to the shaft head-depending on the shaft's design. Mine ventilation systems suffer from inherent, historical inefficiencies that lead to excessive power consumption. Air cooling systems are designed to be energy-wise in terms of modulating refrigeration plant operation to meet the underground requirements while maximizing use of 'free' cooling from surface conditions. Currently about ninety-five per cent of the refrigeration capacity used in Anglo Platinum mines is dedicated to surface bulk air coolers. The net thermal efficiency of these systems is compromised as mines expand in depth and on strike. Looking to the future, this practice will be complemented by more energy demanding underground cooling tactics requiring considerably higher electrical power consumption per unit ton produced. To counter this increase in power consumption, more energy-efficient systems and advantageous transient strategies such as thermal storage and the use of ice-on surface and possibly even underground-are being considered. This paper describes work currently undertaken and planned by Anglo Platinum operations to reduce power consumption by main fans during off-shift periods, the associated efforts currently introduced to reduce underground air leakage, the possibility of introducing more efficient auxiliary ventilation systems, the feasibility of thermal storage, and a brief look at energy recovery system as a means of countering the anticipated power demand associated with underground cooling. "An increasing number of mobile phones is increasing the number of the discarded mobile phones. Many efforts are thus being made to collect and recycle these devices. This paper is a short introduction of the recycling system of precious metals from the discarded mobile phone, currently available in Japan. Moreover, an attempt has been made to compare the energy recovery and the mechanical recycling of plastic wastes from the discarded mobile phone. The assessment has been carried out in the context of the life cycle assessment methodology (LCA). The environmental impact of each option was assessed by calculating the following impact indicators: depletion of abiotic resources (ADP), and global warming potential (GWP). 1. Introduction In 2003, the demand for mobile phones was increased since the camera was included in a mobile phone and the 3rd generation of mobile phones was introduced. In turn, the number of discarded mobile phone is rising sharply. Generally speaking, all the metallic parts of mobile phones can be recovered and recycled by using smelting and purification techniques. Disposal of brines produced with crude petroleum and natural gas is a continually increasing problem. The necessity for studying this problem has been realized more generally in recent years, and in August 1934 an agreement was made between the Kansas State Board of Health and the United States Bureau of Mines to conduct a cooperative technical study of methods of brine disposal. To date one paper in the technical press4/ and three reports5/6/ have been published in which are given results of studies carried on under this cooperative agreement. In the Mid-Continent fields, the methods used most generally for handling oil-field brines are: (1) Impounding in evaporation ponds; (2) controlled diversion into surface streams; and (3) injection into subsurface formations through wells assigned for this purpose. Various States recognize one or more of the methods as legally authorized procedure. Over the last few years as the coal industry has seen an increase in the price of coal, a renewed interest in the additional mining of pre-law highwall sites has occurred. Much premium coal and property remains behind these pre-law highwalls but access to mining is limited because prior mining used auger machines to remove coal from under the highwall. Older augers seldom reached more than 200 feet and often no more than 100 feet but this zone of auger holes destabilizes the highwall to where additional mining is often unsafe. If the reserve is large enough, the highwall can be stabilized with common flyash and cement grouts to form a face-up for an underground mine but this expensive method is usually not practical for continuous use with a highwall mining machine. It is estimated there are hundreds of miles of highwall riddled with auger holes where the coal reserve available is ill-suited for deep mining for a variety of reasons. However, these same properties are ideal for additional mining with state-of-the-art highwall mining machines that have a reach up to 1200 feet, except to the relatively thin auger mined de-stabilized zone. The renewed interest in highwall mining these properties has driven research into finding an economical way to stabilize the highwall so the highwall mining machine can recover additional coal. This research discovered and fine-tuned a process that is economical and is successfully supporting the highwall at a highwall mining operation. This paper discusses the research involved in determining the strengths need, the methodology used to place any grouts, the effect on mining plans and the increased recoveries. ARMPS-HWM is used extensively in this research. The failure of the highwall, when not grouting, and the success, when grouting using the new materials and equipment utilized, confirmed the ARMPS-HWM method.

In 1997, a group of Canadian mining companies met to review the Mine Environment Neutral Drainage (MEND) program and to consider future activities. They concluded that (1) that Canadian industry and Natural Resources Canada (NRCan) should fund a small secretariat in Ottawa to support technology transfer in Canada and, (2) that it was important for industry to continue the momentum of MEND on an international scale. The need for the International Network for Acid Prevention (INAP) was strongly endorsed by consultants, company, university, and government experts from Australia, Canada, and the United States who convened in Vancouver in February 1998. The initial focus was the development of a solid knowledge base covering the collective experience of INAP?s members to promote the dissemination of successful practices, the identification of knowledge gaps, and the formulation of effective research proposals. The sharing of information on past successes and failures alone was viewed as sufficient justification for the formation of INAP. INAP was officially launched in October 1998, and is now an effective, industry-based initiative to globally coordinate research and development in the management of sulphide mine waste. Significant improvements in the management of sulphidic mine materials through knowledge sharing, research, and development of technology by INAP will reduce liability associated with acid drainage. 1.1 Section 47(1) of the Mine Health and Safety Act, 29 of 1996 (?the MHSA?) establishes a Mine Health and Safety Inspectorate which is administered by the Chief Inspector of Mines. The Mine Health and Safety Inspectorate is part of the Department of Mineral Resources. The Chief Inspector is appointed by the Minister of Mineral Resources (see section 48(1) of the MHSA). 1.2 The Chief Inspector must, amongst other things, ensure that the provisions of the MHSA are complied with and enforced, and that all the duties imposed upon the Chief Inspector and the other Inspectors of Mines in terms of the MHSA and any other law are performed. The Chief Inspector of Mines must appoint Principal Inspectors of Mines and Inspectors of Mines to assist him/her to discharge his/her duties (see section 49(1)(a) and (c) of the MHSA).

In order to ensure safe mining and reduce surface damage in shallow multiple-seam mining, the failure characteristics of interburden strata with different coal pillar offset distances between pillars in the upper and lower seams, the distribution characteristics of stress concentration in coal pillars, and the development characteristics of stratum cracks and subsidence were physically investigated and also using UDEC2D software. Meanwhile, the effect of different coal pillar offset distances on the stress concentration of coal pillars and development of stratum cracks were studied. Based on those results, a formula for safe mining and reducing surface damage was established, which provided a theoretical basis for safe and environmentally friendly mining in shallow multi-seams. According to the results of the study, the optimal coal pillar offset distance (the side-to-side horizontal distance of the upper and lower coal pillars) between the upper and lower coal seams was developed to reduce the stress concentration of coal pillars and surface damage. The results of this study have been applied in Ningtiaota coal mine and have achieved good results in safe and environmentally friendly mining.

In 1986, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied part of the 20,071-acre South Fork Wilderness Study Area (OR-005-033) and part of the 8,791-acre Sand Hollow Wilderness Study Area (OR-005-034) in order to evaluate their identified mineral resources. The study areas are located in Crook County, OR, about 58 air miles east from Bend. The areas studied are underlain by Tertiary- and Quaternary-age volcanic and tuffaceous sedimentary rocks. No mineral resources were identified in or adjacent to the study area. Except for common opal and agate occurrences along the northern boundary of the study areas, no mines, prospects, or mineralized zones occur within the study areas. Bentonite is periodically mined less than 1 mi southwest of the Sand Hollow study area boundary. Neither of the study areas has geothermal leases, but both areas are under lease for oil and gas.

In today’s world, production is the name of the game. We are all in business to make money. In the Quarrying and Mining industry the same holds true. The primary goal is to develop the best drilling and blasting program available to maintain uniform fragmentation to maximize production. Also we want to maintain drilling and blasting costs and minimize escalators. This paper is intended to discuss ways for all parties (quarry’s, blast service and drill companies) to attain this through understanding what can be done to help blasthole drilling and production. Blast designs and seminar’s emphasize the accuracy of drilling to produce better fragmentation. Blast design must also include basic concepts in the drilling process. The type of drill to be used for example whether it is a crawler or truck mount, top hammer or down the hole is important. Quarry operators have a role to play as well. They hold the key to the production of drilling. What the customer does or does not do has a direct effect financially to the drilling. The phrase of pay me now or pay me latter comes to mind. This paper will explore the detail of planning that is required by the quarry and/or blast service companies before a single hole is drilled. The drill must be able to meet the production need of the operation. The type of drill available and what can and cannot be done. The drill cost must be competitive. This paper will touch on comparison drill costs from 1967 to 1999.

Barrier pillars in underground coal mines could eventually be subjected to a hydraulic pressure head due to the build-up of mine water in the old workings. The pressure head could not only act as a force to destabilize the pillar but also cause seepage flow through the pillar and its surrounding strata. Excessive seepage flow could induce piping failure that in turn could accelerate the mechanical failure process of the barrier pillars. In this paper, finite element simulation approach has been employed in the evaluation of the barrier pillars. Both the stress distribution and the seepage flow pattern in and around a barrier pillar have been simulated numerically. The effects of ground stress on rock permeability to water seepage has been taken into consideration in these simulations.
