This paper provides a discussion of the various federal and state laws governing water quality as related to mining operations. The specific laws addressed are the Clean Water Act, and the Arizona Mined Land Reclamation Act. Topics that will be addressed are mine water and process water discharges, storm water discharges, pollution prevention, dredge and fill, spill prevention control and countermeasure plan, and surface water protection. Proposed changes to the laws and regulations will be discussed. Compliance strategies will be suggested to prevent potential noncompliance and enforcement.

The micrography and macrography of aluminum and its alloys present certain difficulties. Many of the difficulties attendant on the micrography have been removed by methods developed during the past few years, notably those of E. H. Dix, Jr.1 The development of grain size in aluminum and its alloys may be equally troublesome, yet comparatively little detailed attention appears to have been given to it. Satisfactory reagents are available for the development of such structurcs in ferrous and most non-ferrous metals, but those applied to aluminum and its alloys, i. e., alcoholic or aqueous solutions of sodium hydroxide or hydrofluoric acid are not entirely satisfactory. Hanson and Arch-butt,2 in speaking of these two reagents, state that "These two reagents give fairly satisfactory results, but they sometimes produce badly tarnished surfaces from which the surface deposit is difficult to remove." It has been our experience that neither of these reagents is to be entirely relied on for developing structures suitable for study or photography. This means that when the etch fails to produce satisfactory results the specimen must be repolished, through the 000-paper at least, and then etched with another reagent. This procedure entails a considerable loss of time, and the final results may not be all that might be desired. However, the reagent to be described, although not a panacea for all etching troubles, has improved results so markedly that it is felt that it & worth offering as a grain-size etch generally applicable to aluminum and aluminum alloys. Czochralski3 in 1915 mentioned the application of a solution of 10 to 20 c. c. concentrated hydrofluoric acid in 100 c. c. absolute alcohol, etching in this reagent being followed by dipping in concentrated hydrochloric acid soliltion.

Froth flotation is a physico-chemical separation process that takes place in two phases; pulp and froth phase. It is widely recognised as a complex process, due to the range of interactions present within the system. Of critical importance is the role of the froth phase within the system. The pulp kinetics governs the maximum potential recovery within a flotation cell, while the froth phase governs the selectivity via the froth?s stability. Higher froth stability improves recovery at the expense of grade, and lower froth stability improves selectivity. It is well known that the two major factors affecting froth stability are attached particles and solution chemistry. This paper looks at a flotation bank at different froth depth and frother concentrations. The air recovery to the concentrate is determined at each condition and relates the effect of the operating conditions on froth stability and transport to the amount of solids that are recovered to the froth and concentrate by true flotation. The results presented show that, for a given process objective, which in this case was a consistent mass pull profile, depending on the operating conditions, solids recovery in the pulp is affected by the air rate required to maintain the target mass pull. To a smaller extent, the changes in the pulp composition affect down-stream pulp recovery. The variation in solids recovered into the froth drives the froth stability at the start of the flotation bank, while the frother drives the froth stability at the end of the bank. The performance in between these two extreme conditions arises from an interaction of these two effects. The consequences of these interactions can give rise to counter-intuitive responses that can confound efforts to optimise the performance of the bank.

With more electronic systems being introduced underground, the mining industry faces electromagnetic compatibility (EMC) issues caused by electromagnetic energy emitted by one device adversely impacting the normal function of another. This paper provides an overview of EMC and electromagnetic interference (EMI) research for underground mining, including a review of EMI in other industries applicable to mining, published EMI research pertaining to mining applications, representative EMI incidences, related EMI legislation in mining, and mitigation strategies.

"As open-pit operations expanded at Pine Point, hydraulic aquifer evaluation was undertaken to establish the criteria necessary for the design of a feasible dewatering system.The extreme climate of this northern location dictated that the ore zone under extraction be rendered as dry as possible to minimize freezing effects. The design and implementation of such a system necessitated detailed hydraulic evaluation, and the problems that occurred are typical of those inherent in open-pit mining operations in northern areas.The paper describes the problem solution as approached from a mine engineering point of view, with particular reference to the practical aspects of operation and installation. The hydrological analysis used is simple and readily applicable to most open-pit dewatering problems."

"Truck-shovel systems are the dominant material loading and haulage machinery in open pit mining operations. Optimal selection, sizing, and allocation of this capital intensive equipment is highly desirable for both achieving production targets and improving the mine’s economics. In this study, discrete event simulation technique was applied for modeling material transportation in Golegohar open pit iron ore mine in Iran. Direct observation of the material loading and haulage for duration of three months resulted in statistical modeling of the operation in the form of probability distribution functions. These probability models were used as the inputs of a stochastic simulation model constructed in GPSS/H simulation language. The model was validated through comparison with the actual operation and was used to test different what-if scenarios and sensitivity analysis of the current system. Some modifications in the number of trucks, shovels, and dispatching strategies were proposed. Simulation resulted in considerable improvements in the mine’s production and economics.INTRODUCTION There are three different mechanisms of discrete, continues, and hybrid material transportation in open mines, including but not limited to: i) in-pit crusher and conveyor belts (hybrid), ii) slurry piping (continues) and iii) truck-shovel system (discrete). Although, each mechanism has its advantages, the truck-shovel system is the dominant method of material loading and handling in open pit mines owing to its high production rate, excellent flexibility, relatively low operating and capital costs, and good maintainability. General objectives of optimal equipment selection include: i) meeting the long and short term requirements of production rates, ii) human & equipment safety, iii) environmental protection, and iv) economic operations (Figure 1).The two most important decision factors on a truck-shovel system selection and sizing are the equipment geometry and size. Geometry (equipment width, weight, turning radius, swing angle, etc.) is mostly controlled by mine’s designs and layouts, as well, as operational constraints. After selection of a favorable geometry based on the constraints; the next step is to select the equipment manufacturer. Once the geometry and manufacturers are selected; the next step is to decide on models (e.g. Bucket size) and required number of each unit"

METALLURGISTS have long believed that martensite in steel forms as plates along the octahedral {111} planes of austenite. Much has been written about mechanisms whereby units of the austenite lattice are pictured as transforming to martensite by shearing movements initiated along the octahedral planes of austenite, supposedly resulting in plates of martensite lying parallel to these planes of shear. A critical inspection of two or three photomicrographs of quenched hypereutectoid steel led us to the conclusion that the orientation habit of martensite, at least in hypereutectoid austenite, could not possibly be octahedral. Inasmuch as recent studies30,31 of the martensite-type reaction in nonferrous alloy systems have established the irrational orientation habit as characteristic of this type of lattice transformation, the need for a thorough restudy of the crystallography of martensite formation in steel was evident. The present paper reports the results of such a study, extended to include both cementite and some of the products of constant-temperature decomposition of austenite. Also reported are a few of the results obtained from a microscopic and X-ray study of the austempering process in very high-carbon steel.

Platinum and palladium are the most generally useful, most ductile and least rare members of the platinum family. They have many important applications in the pure state but for other applications it is frequently desirable to harden them and otherwise modify their properties by alloying small amounts of the other platinum group metals with them. These alloys are frequently required to withstand very drastic forming operations and to possess certain mechanical properties to fulfill specific requirements. For these reasons a knowledge of the tensile properties and annealing characteristics of pure platinum and palladium as well as their more useful commercial alloys is important to the user and the fabricator. The present work was undertaken to fill this need. Rather brief (5 min.) annealing treatments were employed to render the data of maximum practical value and all tests were conducted upon 0.050-in. dia. wire, initially reduced 50 per cent in area by cold drawing, for the same reason. Conclusions 1. Pure (thermocouple grade) platinum reduced 50 per. cent by cold drawing exhibits the following tensile properties: ultimate tensile strength, 36,000 lb. per sq. in.; proportional limit, 27,000 lb. per sq. in.; elongation, 2.5 per cent in 2 in.; reduction in area, 95 per cent. When fully annealed by treatment at 1100°C. its properties are: ultimate tensile strength, 20,700 lb. per sq. in.; elongation, 30 per cent in 2 in.; reduction in area, 93 per cent. 2. The addition of alloying elements in moderate amounts markedly increases the strength and annealing temperature without much detriment to the ductility. Before exploration programmes or minerals developments are formulated, a mining company ought to assess how capital can be returned if the project is successful. A fact not well appreciated by the minerals community is that it is often difficult to get money out of many Pacific Rim countries due to special foreign exchange controls or restrictions on dividend or capital repatriation. On top of this risk are factors such as creeping expropriation through administrative, fiscal, or corruption pressures; environmental regulations; terrorists; and organised labour and political activists. Political risk is much more than just expropriation or nationalisation.Political risk factors can make or break a project in many PacRim countries and just the cost of delays and negotiations can insidiously affect project economics. This unpalatable thought, however, can be readily addressed by either legal structuring e.g. offshore proceeds accounts, offset/back-to-back currency hedges, or political risk insurance for the equity as well as any subsequent project development debt.

The gold treatment plant of Great Western Consolidated N.L. is at Bullfinch, Western Australia, 22 miles north of Southern Cross, which is 100 miles west of Kalgoorlie. A railway to Southern Cross connects the mine with the main Perth-Kalgoorlie line.The plant, which commenced operations on the 31st October, 1952, was, designed by Messrs. Alex: Stewart & Co. in consultation with the technical staff of Western Mining Corporation Ltd. to treat 1,000 long tons a day, made up of approximately equal parts of quarry oxidized ore and underground sulphide ore, by moderately coarse grinding (2-3 per cent plus 65 mesh Tyler) and straight cyanidation without straking. The design had to allow for future treatment of all sulphide ore at the rate of 40,000 tons per 28-day periodand to make provision for the possible later inclusion of preaeration treatment.The test work on .which design was based was done on representative development samples, the mine being divided into zones for this purpose, to check possible local variations from average treatment behaviour. Proposed mill feed mixtures were made up from time to time for complete ore dressing tests, which were conducted in the Western Mining Corporation laboratory at Kalgoorlie.The chief feature of the design was that the plant had to handle the extremes of very soft, poor settling and filtering oxidized ore and very hard, good settling and filtering sulphide ore. On one hand, crushers and mills had to be large enough to handle the sulphide ore and on the other, thickeners and filters had to be large enough to handle the oxidized ores.The design is marked by simplicity, the use of large units of equipment, and flexibility to cope with a variety of ores.

"In this study, Co-Cr-Mo alloys were produced using a mixture of Co304, Cr203 and Mo03 powders with Al powders by a Self-propagating high temperature synthesis process. SHS is a process of material synthesis that has revealed a number of reactants combinations capable of much higher energy release than conventional explosives. Al203 is added to the mixture to decrease the adiabatic temperature of the system. The thermodynamic simulations and the calculations of adiabatic temperature were examined with FactSage 6.2. In the SHS experiments, different Co304/ Cr203/Mo03 ratios were examined, and their effects on the metal recovery and alloy compositions were carried out. The samples were characterized by using chemical analysis, XRD, XRF and SEM/EDS techniques.IntroductionSelf Propagating High Temperature Synthesis (SHS) has significant advantages compared to the high technology furnace applications, such as very short processing time, simple operation, low energy requirement and low cost [l, 2]. In a SHS process, the ignition starts the combustion and propagates throughout the reactant mixture yielding the desired product. However, the disadvantages of the process such as inhomogeneous or unreacted products due to undesirable reaction rates needs to be overcome by changing some parameters such as ignition temperature, particle size, additive, atmosphere etc. [3, 4]. This work aims to establish a scientific and engineering background in the production of some cast Co-Cr-Mo master alloys via SHS (Self Propagating High Temperature Synthesis) metallurgy which is attractive process technique regarding fast and low-cost production ability of cast alloys."

"After cooling and thickening, slurry from the second stage of the Hudbay zinc pressure leach circuit is filtered and washed on a belt filter prior to disposal. At times, the belt filter can be a bottleneck to the process. Preliminary studies show that filterability of the second-stage (HAL) autoclave leach residue can be indicated by particle size distribution of the filter feed and filtered residue cake. In particular, the Volume Weighted Mean Diameter, D[4,3], generated by a laser diffraction particle size analyzer from samples of HAL Filter feed, shows residues that filter more poorly have a lower Volume Weighted Mean Diameter than those that filter better. INTRODUCTIONHudbay produces cast zinc metal from blends of zinc concentrates at its metallurgical complex in Flin Flon, Manitoba, Canada, using Sherritt’s two-stage pressure leach process (Collins et al., 1994; Collins et al., 1995; Barth et al., 1998; Shairp et al., 2006). Pressure leaching replaced the original roastleach- electrowinning process in 1993.Filtration for the second-stage (HAL) leach residue originally consisted of two stages of vacuum drum filtration with intermediate cake repulping stirred tanks. As part of Hudbay’s 777 Project, with a designed increase in cast zinc production, a pre-feasibility study by SNC-Lavalin Inc. showed that losses of soluble zinc in the zinc pressure leach residue could be reduced by installing more efficient filtering and washing equipment. Based on laboratory performance, capital cost, installation ability, and potential operating cost savings, a 70 m2 Filtres Phillipe belt filter was chosen for the HAL residue, and commissioned in 2000/2001.When the HAL belt filter is performing well, there is no pooling of water on the surface, moisture content is relatively low, and subsequent analysis shows that water soluble zinc content is relatively low. There have been occasions where the filter has performed poorly with respect to the aforementioned parameters. The Bureau of Mines conducted a study of production costs for the secondary lead industry and determined costs for present, pending, and proposed environmental legislation. Operating costs for smelters by capacity groups range from 16.8 to 19.6 ¢!lb of refined lead. Present regulatory compliance costs for these groups range from 2.2 to 2.4 ¢!lb. Pending compliance costs could add 3.5 ¢!lb of refined lead, and proposed regulations could add another 1.3 ¢!lb. The individual capital costs necessary to comply with pending environmental regulations are estimated to be $1.8 million for small smelters and $10.4 million for large smelters. Proposed regulations could require additional expenditures from $1.9 million for small smelters to $4.9 million for large smelters. These cost estimates, based on average 1985 dollars, indicate that pending and proposed legislation could add significantly to capital and operating costs of the secondary lead industry. These regulatory compliance costs may result in a loss of up to 40 pet of secondary lead production capacity.

Realizado análise das principais perdas de tempo do processo de refino de ferroníquel, análise dos tempos e métodos do processo de amostragem de ferroníquel e brainstorming com os operadores. A partir destas informações foi realizada revisão na receita de refino de ferroníquel com a utilização de cálcio silício ao invés de alumínio para desoxidar a escória e teste com sensores de silício (sem utilização de CAPEX) e proposto para CAPEX utilização de espectrômetro de emissão atómica/óptica para reduzir tempo de espera por resultados de laboratório. A revisão da receita reduziu o tempo tap to tap de corridas sem sucata para 211 minutos.

In this study, we compare the influence of two water soluble polymer-based organic binders added to bentonite, to form a hybrid-binder system for Iron Ore Pelletization. The kinetics of the agglomeration process and resulting properties of green pellets were analyzed, and examined in detail through Scanning Electron Microscopy (SEM) and Confocal Laser Scanning Microscopy (CLSM) analytical techniques. It was encountered that the differences in the mechanical properties of the pellets produced by each binder system could potentially be explained by the ability of the polymer to interact with bentonite at a macromolecular level.

"Argillaceous rock formations, in particular clay shales, are notorious for creating challenges in rock engineering. Due to their generally low hydraulic conductivity and their complete saturation in their natural state at depth, the behavior of clay shales is usually characterized by a strong hydro-mechanical coupling.This paper presents typical pore pressure responses monitored in different underground rock laboratories and explores alternative ways for their interpretation. The underpinning processes and their relevance are identified based on analytical and conceptual numerical models. Pore pressure monitoring data from Opalinus clay at the Mont Terri Underground laboratory, the Boom Clay at the Mol facility and the Callovo-Oxfordian clay in the Meuse/Haute–Marne URL show a similar pore-pressure response associated with stress changes accompanying tunnel construction although the tunnels were built in different rock types, at different locations, and under different in-situ conditions.The numerical analyses in this study shows that the pore pressure response around an excavation in low permeable clay shales may have different explanations. Pore pressure drops observed in the tunnel near field can theoretically be explained by both, a pure elastic response in an isotropic or anisotropic rock mass with an anisotropic stress state, or a inelastic response and related dilatancy. However, a comparison between the numerical models and the in-situ measurements revealed that the latter is more likely. This conclusion is justified by the observation that pore pressure drops occur significantly ahead of the tunnel face which is not the case in elastic numerical simulations. Pore pressure measurements in the far field, where failure processes are unlikely to occur, can only partly be explained by a linear poroelastic models. The introduction of an anisotropic material plays a key role in reproducing the responses, conceptually."

"Option pricing is used in finance for valuing options to buy (or sell) shares at some future date because it provides a convenient framework for quantifying values subject to uncertainty. As one of the main sources of uncertainty in mining is the price (sales) of the metal, this approach can also be used for valuing mining projects.The first part of this paper reviews options and option pricing; the second part presents the approach developed by Brennan and Schwartz (1985) for using option pricing to value natural resources. Several applications of this methodology have been published; these are described. From a mining point of view, the assumptions made by Brennan and Schwartz are too simplistic. The weaknesses are discussed with a view to improving an apparently promising new way of assessing the value of projects. IntroductionThe collapse of the British merchant banking group, Barings, has highlighted the risks that can be incurred by speculators and arbitragers in the futures and options markets. But this negative attention on futures and options should not make us forget their positive aspects. They can provide producers and consumers of metals with more predictable sales prices. The introduction of the new traded average price options, TAPOS, by the London Metal Exchange in January 1997 is a response to this need. Equally important, the theory that the finance industry has developed for valuing options provides an interesting framework for valuing mineral projects as well. While this paper was being revised, the South African gold mining house, JCI, announced that it was using a methodology based on option pricing for valuing the mineral rights to deeplevel gold resources (see Box 1)."
