Introduction The issue of coal mining safety plays an important role in the United States' growing dependence on coal to supply its future needs. This article will address the federal government's role, principally the US Bureau of Mines, in meeting this challenging growth and demand while reducing the social and economic costs attributed to injuries and fatalities in underground mining. Some interesting facts and projections with respect to the nation's energy picture will be discussed. This includes the distribution of its reserves and the projected role of coal in the energy and economics of the nation's future. Underground mining will continue to be an important means of providing this coal. The author will discuss how the Bureau of Mines' research program addresses the problems of health and safety that grow out of the demand for more coal. Future projections First, a synopsis of salient facts and projections concerning the US's situation with respect to energy and the economy. Figure 1 depicts the relative quantities of recoverable energy reserves in the United States by their type. Most people are aware of the nation's use of oil. We hear a lot about natural gas. And we are aware of the controversy over the use of nuclear energy. But, while looking at Fig. 1, the question becomes, "Where will our fuel to meet the demand for energy in the future most certainly have to come from?" With 82% of the nation's recoverable fuel reserves being coal, the answer is irrefutable. Coal will be that source. Figure 2 is the present market for coal. It shows that 77% of the coal mined goes to supply electric utilities. Therefore, the coal industry as a whole is most sensitive to the trends and demands for electricity. It is less affected by what happens in other markets, such as export and direct industrial use. In fact, the coal industry is three times more sensitive to the electric utility market than to all other markets combined. Therefore, the trend in the demand for electricity must be examined. Electricity demand is expected to increase steadily over the next 15 years. It is projected to grow from its present 2.3 trillion kWh per year to 3.5 trillion kWh per year by the year 2000. The fuel to supply this increase in demand must come from somewhere. The question is "How much of this extra fuel will be coal?" Although the demand for electricity is predicted to increase, the demand for coal does not necessarily follow. Coal must maintain its fraction of the energy sources used for electricity generation if its demand is to increase at the same or greater rate as electricity. Except for a near-term dip in demand due to a slight increase in nuclear capacity, the domestic electric generation accruing to coal will go from 56% in 1985 to more than 60% in 2005. Thus, the predicted trend is for coal to become a larger part of the fuel mix for electric power generation. Similarly, looking at the most recent forecast for total coal consumption trends, it can be seen that for electric power generation alone, the coal industry must be able to supply an additional 316 Mt/a (348.5 million stpy) by the year 2000 (Fig. 3). It must be stressed here, though, that without significant improvements in mining safety, it can also be easily predicted that injuries and fatalities will increase in proportion to the increase in coal production. Will society consider that acceptable? This author does not believe so. Figure 4 examines the effect of coal prices on the price of electricity. The projections show that the already high proportion of fuel cost will become a greater fraction of the consumer price for electricity. Specifically in 1985, 36% of the price of electricity was the cost of the fuel. In 1995, 46% of the price of electricity will be the fuel cost. That implies that the price of coal will have an increasing influence on the consumer price for electricity. Thus, as coal is used more to generate electricity and as fuel becomes a greater

Using a cylindrical hydrocyclone with a long vortex finder as the separator, a batch sizer was developed for the fast comparative sizing of the coarse solids normally encountered in mineral pulps.Operating times as short as 2 or 3 min gave separations ranging from 16 mesh down to the subsieve sizes.Reproducibility was good and sensitivity was adequate for most applications.

With unprecedented worldwide growth and increasing global demand for energy expected to swell by 60 per-cent in the next two decades, mining matters as much now, if not more, than it ever has. This was the consensus at the 110th Annual National Western Mining Conference presented by the Colorado Mining Association, Feb. 12-14 at the Westin Hotel in Denver, CO. The role of coal ? America?s most abundant energy source ? the future of uranium and its possible resurgence in the energy marketplace, the skyrocketing value of gold as well as the issues of health, safety, climate change, legislation and government?s role in mining were all discussed during the three-day conference that operated under the banner of ?Mining Matters.? Barbara Filas, chairperson of the 110th National Western Mining Conference, president of Knight Piesold Co. and former SME president, welcomed the record crowd with an inspiring speech in which she pointed out that although ?most normal folks don?t know what role mining plays in their everyday life, mining does matter. ?Our industry,? she said, ?matters to Colorado. It matters to Colorado because it is a $3-billion industry. It matters to the 13,000 people who are employed directly or indirectly by the industry and it matters to schools that receive more than half of the royalties that are generated by mining.? During discussions of mining?s place in Colorado, the western United States and the world, special attention was paid to coal, uranium and the future of energy. ?It is time to rethink our perceptions about coal,? said Mark A. Smith, president and chief executive officer of Chevron Mining Inc. He spoke during the opening reception in a presentation titled, ?Coal to Liquids: Bridging America?s Energy Gap.? Although coal is America?s most abundant, and cheapest energy source, it is also one of the most scrutinized because of the pollution it causes and recent, and heavily publicized, tragedies that have claimed the lives of some who mine it.

The potential of uirought tungsten- and tantaluw-rich alloys of the W-Ta-Mo-Cb system was investigated for high-strength structural applications above 2500° F. Appreciable strengthening of tung-sten and tantalum—essentially attributable to solid-solzction effects—was obtained with binary, ternary, and quaternary alloys. Tensile strengths as high as 67,000 psi were achieved at 3000 OF. ThE quest for wrought structural materials which possess good strength properties at temperatures above 2000°F has led to a considerable research effort during the past decade. In addition to exploring the potential of various high-melting-point refractory metals (such as molybdenum, columbium, tantalum, and tungsten) for very high-temperature structural applications, alloy-development programs have been undertaken to achieve greater strengths than could be achieved with unalloyed refractory metals. The methods of strengthening refractory metal alloys have included both solid-solution and dispersion strengthening. General relationships among the relevant properties (melting point, recrystallization temperature, and high-temperature strength) of refractory metals indicate that the highest strengths at temperatures of 2500°F or higher would be obtained with tungsten-or tantalum-base alloys. Therefore, the present investigation was undertaken to determine the high-temperature strength potential of solid-solution strengthened alloys based on the binary system W-Ta; to effect further strengthening, minor additions of molybdenum and columbium (at the 6 and 12 pct levels) were made. The portion of the W-Ta-Mo-Cb quaternary alloy system of interest is shown schematically in Fig. 1. The component metals—W, Ta, Mo, and Cb—have a bcc structure at all temperatures, and their binary systems are mutually completely soluble.' Complete solid solubility in the W-Ta-Mo and W-Ta-Cb alloy systems has been demonstrated,' and, therefore, it was expected that the quarternary alloys of the system would also exhibit complete solid solubility at all temperatures. In the virtual absence of contamination by interstitial elements, all the alloys would be truly solid-solution strengthened. Twenty specific compositions of this investigation included binary, ternary, and quaternary alloys of the W-Ta-Mo-Cb system as well as unalloyed tungsten and tantalum. The compositions are shown in Table I. EXPERIMENTAL PROCEDURE Consumable-electrode vacuum-arc melting with ac power was used to produce small laboratory-sized, cylindrically shaped ingots (1-1/4 in. in diameter and 2 to 3-1/2 in. long) of the twenty compositions. A furnace was specially constructed to melt as many as four electrode rods simultaneously into molds lined with tungsten or tantalum sheet. High-purity rods of tungsten, tantalum, molybdenum, and columbium were used for consumable electrodes; the diameter of each rod was determined by the desired weight percentage of the component metal in a given alloy. "The technologies used in the mineral processing of ores are being increasingly applied to the identification and remediation of metal contaminated industrial, military and landfill sites. The objective of mineral processing treatment of contaminated site material is to restore the value of the land and to concentrate the contaminants into a very small volume of separated material which, depending upon its nature, can be further processed, marketed, or sent to a landfill. A systematic characterisation of the site material is first undertaken. Bench and pilot testing follows to evaluate criteria for metal separation. The testing may examine one or more physical or physico-chemical reprocessing methods, singly or in combination, for the remediation of the test samples. These mineral processing tests determine the % metal removal fiom the soil and the contaminants concentrated from the medium. The usefulness of mineral processing testing for site remediation flowsheet design and execution is illustrated by the case studies presented. This paper will present the test results of three case studies: an industrial site decontamination, the cleanup of a small arms firing range, and the reclamation of property within a landfill.INTRODUCTIONEnvironmental legislation and our society’s quest for a cleaner environment has led to the application of mineral processing expertise and technology for industrial site decontamination, military site cleanup and landfill reclamation. Although the required level of decontamination varies between jurisdictions, a site becomes a candidate for decontamination once the contaminant concentrations are found to exceed the Canadian Council of Ministers of the Environment (CCME) Interim Remediation Criteria for soil (decommissioning guidelines) or applicable provincial guidelines. Tire costs represent one of the highest controllable costs in open-pit mining, accounting for approximately 10% of mining costs. Tire monitoring technology has evolved rapidly in recent years and is emerging as a viable tool for extending tire life and reducing costs. The majority of the major tire manufacturers and several independent companies are in various stages of developing monitoring systems that capture and store vital tire data. Previously this information had only been accessible when the vehicle passed a fixed point in the mine, or when mine personnel manually downloaded the data. Integrating this technology with a mine management system enables remote collection and management of trend and alarm data. Mine personnel can now monitor a tire?s health parameters at any time, anywhere on site, regardless of the vehicle?s location. Anomalous tire conditions can be detected early and corrective actions taken. This information can then be integrated with other major onboard systems, operating conditions, and geographical information. Tire monitoring no longer exists as a stand-alone technology, but has evolved into an important integrated tool for mine operators. This paper will review the current status and benefits of integrating this emerging technology with a real-time mine management system.

The selection of Sydney and Port Kembla for the First Ordinary Meeting of the Institute for 1938 was, no doubt, a recognition of the celebrations marking the 150th Anniversary of the first settlement of this country. In selecting a theme for my Presidential Address, I propose to depart from the precedents of my distinguished predecessors, as I feel that this year of celebration is the natural year for a brief review of the history and progress of the Institute.In July, 1892, the Amalgamated Mining Managers' Association of Australasia held its Annual Conference in Ballarat, Victoria, when Mr. Uriah Dudley, who attended as a delegate from Broken Hill, brought forward the advisability of the formation of an Australasian Institute of Mining and Metallurgy. Mr. Dudley was authorised to take such action as he thought fit, and the result was the formation of a Provisional Committee in Broken Hill of men who were mostly members of the American Institute of Mining Engineers. Crushing has proven to be of fundamental importance in mine mill integration at Highland Valley Copper (HVC). Highland Valley Copper has achieved large throughput and good quality control through the gyratory crushers by proper blast design and better gap control. The next step, in optimizing the mine mill relationship, is evaluating the crusher liner wear and its shape influence on performance and product size reduction. To do this a laser measurement device has been developed and data is being recorded on the concave and mantle liner wear. This paper will outline the work to date and indicate specific objectives of the work.

Interest in industrial minerals in recent years has increased to such an extent that it has taken them into the mainstream of the Australian mineral industry. Notwithstanding that time series data on the values of production, exports, and imports show that industrial minerals are overshadowed by metals and energy minerals, their contribution to the national economy is important and more significant than would seem to be indicated by the statistics. Whereas the ex mine value of metals generally includes some processing (at least to a concentrate stage), most industrial minerals are valued at little more than their extraction cost, in addition to which such costs are generally low because most industrial minerals are exploited in low-cost surface operations. Consequently, values of mine production of metals and industrial minerals are not strictly comparable in that values of mine production of metals tend to be overstated Short term growth of the industrial minerals sector is assured because of several new projects already commissioned but not yet reflected in the statistics. Longer term growth is also assured, based on various other major projects that are likely to come on stream in the early to mid 1990s.

One of the best kept technology secrets in U.S coalmining history involved a robust coal geophysics program used by a local coal company to detect and map various geologic anomalies and man-made structures ahead of mining for nearly 15 years. Several original mine plans were changed as a result of findings from two-dimensional (2D) and three-dimensional (3D) seismic data. They indicated the presence of geologic anomalies in reserve areas that could adversely impact future mine development and longwall production. By combining the surface seismic and exploratory drilling methods, the coal company learned how to properly leverage its risk by gathering a lot of useful subsurface information before making major commitments.

The cost of preparing a feasibility study is notoriously difficult to estimate. Studies for mining projects are typically commenced when an exploration programme has identified a mineable resource and pre-feasibility studies have shown that development of the resource would lead to an economically viable project. Pre-feasibility studies will normally include an estimate of the cost of a formal feasibility study and this estimate would then be firmed up before a commitment is made to proceed with the formal study. Data for preparing the feasibility study cost estimate will be sketchy, geological investigations, metallurgical testwork, and marketing studies may be needed before the scope of the project and hence the scope of the formal study can be finally determined. Before an estimate of the work required and hence of the cost of the feasibility study can be prepared the source of project funds must be decided. Studies for internally funded projects are often less rigorous than those which must be "bankable" and subject to the scrutiny of external financial institutions. This paper sets out suggestions for preparing more accurate cost estimates for feasibility studies by ensuring that all activities are included and shows how a staged approach to preparing such studies can minimise costs and guard against cost overruns. It also provides a case study showing how the estimate compared with actual costs for a recent feasibility study completed by Pancontinental Mining Limited.

Geochemical projects in progress or recently completed in the Bureau of Mineral Resources, Geology, and Geophysics (BMR) cover a wide range of topics and include research projects, regional studies, and prospecting programmes. However, in these notes emphasis is given to projects which are directly relevant to mineral exploration.FIELD INVESTIGATIONSStream sediment sampling, rock and soil sampling, and geobotanical surveys have been used by the BMR in a number of areas, partly in attempts to locate specific zones of mineralization, and partly to investigate the effectiveness of the various methods under different conditions of climate and topopraphy and in different geological settings.Stream sediment sampling has been most successful in the Territory of Papua and New Guinea. For example, in the South Sepik area, zones of disseminated su1phide mineralisation were found to give rise to anomalies with peak values of up to 1,000 p.p.m. copper, compared with background values of about 40 p.p.m. (Dow et al., 1968). By contrast, the results of rather limited work in the Northern Territory and in the Kimberley district of Westen Australia were inconclusive.Rock and soil sampling, on the other hand, was successfully used in a number of areas in Northern Australia, particularly at Rum Jungle and Tennant Creek.Rum Jungle area In the Rum Jungle area, where uranium and base metal mineralization is mainly associated with a Lower Proterozoic black slate sequence, samples, of c-horizon soil or weathered 'rock are generally collectedfrom the bottom of drill holes, usually 15 to 20 ft deep, bored with a power-operated auger.Surface sampling indicates that such a technique would probably have shown up all the major geochemical anomalies delineated by deep sampling, but the latter gives slightly more consistent and slightly

"Some of the weakest roof in United States coal mines is found in the Illinois Basin. Historically, the Illinois Basin has also suffered from high rates of unplanned roof falls and rock fall injuries. During the past decade, however, roof fall and rock fall injury rates have fallen dramatically, and are now lower than the national average. Several technologies are responsible for the improvement. Roof screen was rarely used ten years ago, but a number of mines now use it on a regular basis to prevent rock falls and rock fall injuries. Other roof skin control fixtures and work practices have contributed as well.The reduction in roof falls is also directly attributed to enhanced intrinsic roof support. Stiffer primary bolting patterns have reduced the magnitude of roof spalling and roof sag. They have also helped create a more intact beam that is able to be suspended from longer cable bolts. Cable bolt design methodology has also contributed to this reduction in roof falls. Some early cable bolt applications were unsuccessful because they employed as few as two cable bolts per intersection. This paper describes a methodology for estimating rock loads for support design.ROOF FALL TRENDS IN THE ILLINOIS BASINAlthough the Illinois Basin has a long history of poor roof conditions and high rates of unplanned roof falls and rock fall injuries, recent data indicates a change in the trend. Roof fall rates are determined by dividing the total number of non-injury roof falls by the total number of hours worked underground. The data is considered for 200,000-man hours. While the Illinois Basin was once a coalfield experiencing roof falls at nearly twice the national average, it is now at or below the national rate. Figure 1 indicates the trend over the past 20 years. In 2008, the Illinois Basin mines experienced 5.06 roof falls every 200,000-man-hours, compared to only 0.75 in 2018.There has also been a significant reduction in the rate of rock fall injuries in the Illinois Basin coal mines, as shown in Figure 2. In 2008 there were 1.48 rock fall injuries every 200,000-man-hours, compared to only 0.43 in 2018.ILLINOIS BASIN COAL ROOF GEOLOGYThe roof rock in the Illinois Basin has been studied in the past to understand the primary causes of roof failures (Molinda et al., 2008; Thompson, 2010; Molinda and Mark, 2010). Rusnak and Mark (2000) evaluated 10,000 laboratory strength tests from 800 rock units and concluded that for shale, siltstone, and sandstone, the strength of the Illinois Basin variety was less than half that of the same rock types in Central Appalachia (Figure 3). A study of Coal Mine Roof Rating (CMRR) measurements in more than 200 US coal mines also found that weak roof was predominant in the Illinois Basin (Mark and Molinda, 2005)."

For the first time in its history, the George A. Fox Conference let its focus venture away from the friendly confines of the East Coast of the United States to spend part of the one-day conference looking at projects from around the globe. With a record-setting attendance of 377 people, the conference, titled ?Tunneling: An international perspective,? opened with a keynote speech from special guest In-Mo Lee, professor, Korea University in Seoul, South Korea. He is also the president of the ITA-AITES. In a sweeping presentation, Lee walked the packed audience through some of the most fascinating and challenging projects in his home country. Among the projects he spoke about were Korea?s longest railway tunnel, the Solahn Tunnel and the Inje Tunnel, a freeway tunnel that is 11.94 km (7.4 miles) long.

The limit of pressure to which an underground dam may with safety be subjected, is a question that-as far as the writer knows has not received the same attention from authorities on engineering construction, or practical mining, that has been accorded to questions on which the design and strength of other structures or machines in connection with a mine are based. That dams may, under certain conditions, be constructed to resist water under great pressure is a known fact. But the difficulty of demonstrating beforehand that any proposed structure of this kind will withstand the pressure and be effective is, owing to the indeterminate nature of some of the risks to be provided against, very great. In the present state of our knowledge it may almost be laid down as a rule, that a dam of this kind should not be undertaken where grave consequences would attend failure until experience of structures where the physical conditions are similar, but where there are no such risks, has given assurance that such work would stand.In Mines and Minerals for May, 1900, there is published a paper by Mr. James McNaughton describing the construction of three underground dams in the iron mining district of Michigan.The first of these was put in to hold back a flow of 750 gallons per minute, which when pent up created a pressure of 276 pounds per square inch, showing that the height of the sustained column was about 635 ·feet. The hole through which the water issued was in the bottom of the cross cut it was enlarged by removing all loose rock for a depth of 18 ft...

During the latter part of 1937 consideration was given to the construction of a; local smelting plant for producing blister copper. Previously copper concentrates had been shipped to the United States of America. The proposition had the advantages of a saving in cost of realization, quicker financial return and reduced dependence on overseas shipping.The smelter was designed by the existing staff, who had difficulty in obtaining data on small plants, particularly on the reverberatory furnace. Construction was started in March, 1938, and the reverberatory was blown in on January 16th, 1939. One roaster had been operating for several weeks prior to this date.While results and operating technique on this new departure in small-scale smelting are barely beyond the experimental stage, it is felt that the experience gained to this time should be recorded to help fill the obvious gap in published information covering plants of this type.At present there are three copper smelters operating in Australia; the other two plants are equipped with blast furnaces.LOCATIONThe new smelter is situated in a position convenient to the concentrator and to the power plant.
