President George Bush signed the Safe Explosives Act (SEA), which amended the Organized Crime Control Act (OCCA) of 1970, into Law on November 24, 2002. As a result of this legislation, new restrictions on who could legally receive or possess explosives in the United States went into effect, resulting in a profound impact on the commercial explosives industry. The law went into effect in two key phases. The first phase, which went into effect on January 24, 2003, resulted in additions to the categories of persons who are prohibited from receiving or possessing explosive materials in the U.S.

"INTRODUCTION The Congress theme ""Improvement of Mine Productivity and Overall Economics by Modern Technology"" is probably beat: addressed by the subtheme allocated to this Plenary Session. It is appropriate that .Theme 1 emphasizes the simple point that effective use of geotechnical information is the key to improving mine productivity. In essence, this means that: (1) geological and geomechanics, (rock mechanics) data must be collected in sufficient quantity and of high quality; (ii) data interpretation must be performed specifically for purposes of engineering design; (iii) innovative design approaches should be used to bring about Improvements in productivity and safety.While, each of these three aspects .may: seem obvious to any mining engineer it is a fact that the above sequence is seldom followed and as a result, mining engineering not infrequently lags, behind other branches of engineering when it comes to design creativity, efficiency and safety.. . After all, mining is still-one of the most hazardous occupations and we are gathered here to discuss, at the highest world professional forum, how to use more effectively the modern technology. This however, does not mean that mining engineers are less capable than other engineers or that their achievements are any lesser; far from it! Mining engineers are the cream of the engineering society on whose efforts depends the welfare of mankind. Moreover, they have produced minerals and coal evergrowing quantities against evergrowing difficulties. Yet, we must and can become even better because we are not making full use of the modern technology and rock mechanics knowledge already at our disposal, and. we are not being innovative enough to the full extent of .our capabilities."

In its investigation of old, abandoned, lead-zinc mines at which records of operations are not available, in 1914 the Bureau of Mines dug surface trenches anti', in 1947 It diamond-drilled three holes at the Albright Farm deposit in Sinking Valley. Some good lead-zinc ore had been extracted from veins in dolomitic limestone during the time of the American Revolution and as late as 1870. Since that time the only activity was sporadic prospecting and developing. Thu Bureau of Mines disclosed two additional veins by surface trenching, but diamond drilling failed to find significant lead-zinc mineralization.

Three different sulphidic raw materials were treated in a laboratory scale laminar flow fur-nace simulating suspension smelting conditions. The materials were a pure chalcopyrite concentrate, a high-antimony concentrate (tetrahedritic), and crushed copper mattes. The gas preheating temperatures were 500 -1 100°C ana the atmospheres ranged from N2 to N2 -75 % O2, Two particle size fractions were used for the concentrates with x = 20 -38 um and x = 62 -74 um, and three for the granulated copper mattes with x < 37 um, x = 62 -88 um, and x = 125 -177 um. Scanning electron microscopy combined with energy dispersive analysis and backscattered electron analysis was used for determining the morphology and the mineralogy of the reacted particles. Fragmentation of the particles were observed in all materials during the flash oxidation, the conditions depending on the iron and sulphur content and the original particle size fraction of the material. The melting and/or reaction stages of the particles in different conditions were studied from powder samples. Polished sections were examined in order to follow the development of porosity and the mineralogy of the particles.

When the original version of this study was published in 1972 it was evident that a problem was developing on the energy scene. The ability of the United States to find the energy supplies it needed within its own boundaries--at least in the forms desired--was declining. Production of crude oil in the United States had peaked in 1970 and was declining slowly; environmental restrictions had begun to hamper the production and consumption of high sulfur coal; natural gas reserves were beginning to dwindle; and the development of nuclear power was proceeding more slowly than originally planned. Shortfalls in energy supply were being met through the importation of increasingly larger quantities of petroleum, but supplies were adequate and the price of the imports was below that of domestic production. The energy problem was more prospective than current. In October of 1973 the prospective problem became the "Energy Crisis&apos; when the Arab petroleum exporting countries reduced crude oil production, imposed an embargo on the shipment of crude oil to the United States, and then raised the price of crude oil in a series of large steps. This crisis was a clear demonstration of the dangers of the dependence of the United States on imported petroleum, and of the Nation&apos;s vulnerability to the actions of the oil exporting countries. This paper gives results of an experimental study of the sweep efficiency of a miscible displacement in a five-spot. The study was carried out in a parallel-plate glass model in which effects of diffusion were scaled at or near the molecular diffusion level. The experiments show that very early breakthrough (25 to 35 per cent of pore volume (PV) injected) may be expected in miscible floods because of the unfavorable viscosity ratio. However after 1 PV of displacing fluid is injected, the sweep rises to a reasonable value (50 to 60 per cent). Photographs show that small slugs of less than 10 per cent of PV tend to dissipate before breakthrough. A minimum slug size of 15 per cent of PV would appear to be necessary even in a relatively homogeneous formation. Presence of a slug whose viscosity is inter-mediate between that of oil and gas increases the sweep efficiency of the oil-gas system. In a typical system the sweep at breakthrough rose from 26 to 37 per cent of PV for a 25 per cent slug. The increase in sweep brought about by use of a large slug could well pay for the extra deferment cost of the additional slug material. INTRODUCTION Most miscible displacement processes involve the displacement of oil with fluids of much lower viscosity and density. The displacement process at these adverse viscosity and density ratios is dominated by instability phenomena, i.e., viscous fingers and gravity tongues. These phenomena have highly adverse effects on oil recovery. Although a number of laboratory studies have been made to determine the effect of adverse viscosity ratios on five-spot sweep patterns,l,2 the scaling of diffusion effects is uncertain. In the series of scaled model studies reported herein, an attempt was made to scale diffusion. Model studies of miscible displacements in which molecular diffusion predominates are per-mitted by controlling the parallel plate spacing which reduces convective mixing to arbitrarily small levels. To decide how this scaling relates to any particular Geld displacement necessitates an estimation of diffusion effects for the natural rock being considered and conditions under which displacement will be conducted. The approach normally taken is to extrapolate data obtained from stable miscible displacements performed in the laboratory, such as those presented by Brigham et al.3 The validity with which such an extrapolation can be applied to an unstable flow system has yet to be established. If this approach is accepted, a family of oil recovery curves can be generated for a single viscosity ratio based on Brigham&apos;s observation that the magnitude of the dispersion coefficient is dependent, among other things, upon specific rock properties. Objective of our test was to define the lower limit of this range by presenting the case where dispersion effects were reduced to the molecular diffusion level in both the transverse and longitudinal directions.

The appraisal of mineral reserves by a lender is carried out at the initial stages in developing a loan for a mine. The depth of investigations is influenced by the competence of the explorer, the type of commodity and knowledge of the geological environment. The lender looks for a reserve life which exceeds the term of the loan plus contingencies for events such as cost over-runs, adverse markets and production difficulties. The physical features of importance are discussed. Factors with direct financial implications are considered for their incorp- oration in sensitivity analyses to allow risk appraisal. When satisfied, the lender can then proceed to review cash flow forecasts, the basic strength of the project, then determine with the borrower the components and alternat- ives of a loan package.

In the fiscal years 1946 and 1947 the number of mine explosions decreased compared with the preceding years. However, the loss of life was so serious during the fiscal year 1947 the period when the Government administered bi- tuminous-coal and lignite mines that from April to June 1947 extraordinary measures were taken in mines then under Government possession to obtain com- pliance with provisions concerning rock dusting, ventilation, and blasting that had not been followed. The great loss of life in explosions during the fiscal year 1947 as compared with 1944, 1945, and 1946 is not easy to explain, but the necessity for maintaining adequate protection has been definitely demonstrated. Management, workers, and inspection agencies alike must keep the mines reasonably safe against explosions or allow them to lapse into a condition where chance is the principal protection against disaster. The at- tention given to protecting coal mines and the men employed in them against mine fires, following the disastrous fires in 1944 and 1945, has at least tem- porarily controlled this hazard loss of life from coal-mine fires was re- duced to 1 fatality in 1947. The number of fires was also less, and progress has been made in reducing the heavy losses in both life and property from un- derground coal-mine fires that occurred in the two years mentioned. Fatalities from mine explosions during the past 6 fiscal years, July 1942 to June 1947, totaled 674, and there were 149 explosions; during the preceding 6 years there were 655 fatalities in 132 explosions. The 6 fiscal years 1942- 47 cover the active period of Federal coal-mine inspection. During the fiscal year 1947, there were 154 fatalities from explosions compared with 58 during the fiscal year 1946, 64 in 1945, 94 in 1944, 152 in 1943, and 152 in 1942.

Abstract - A consistency-driven pairwise comparisons method for mineral potential assessment is presented, using a simplified case of volcanic-associated massive sulfide type deposits as an example. Geological, geochemical, and geophysical criteria are considered on two levels: local and regional. The local geological criteria are subdivided into stratigraphy, lithology, alteration and/or mineralization, and structure. The concept of geomerit index and a procedure for computing this index are introduced. The method of consistency-driven pairwise comparisons can be combined with other quantitative and qualitative assessment methods, enhancing them by incorporation of nonmeasurable geological criteria (e.g., stratigraphy or lithology) and by computation of weights. The consistency-driven approach allows experts to refine at-times subjective judgments concerning exploration and land-use planning, and contributes to the improvement of mineral-potential assessments.

The propensity of coal spontaneous combustion can be evaluated using various laboratory testing methods, such as R70 adiabatic tests, thermal gravimetric analyzer (TGA) tests and critical self-heating temperature (CSHT) methods. Each of the methods has its unique characteristics and index for classifying the propensity of self-ignition of coals. Accountable relationships among the propensity indices of different methods should be established. Using the newly established R70 and TGA testing setups in our ventilation laboratory, samples from U.S. coal mines have been collected and tested. The TGA is a relatively new quantitative method. A test can be conducted in a relatively short time, within about one and a half hours, compared to the adiabatic tests. The temperature and weight of the sample can be measured with high precision and then used to determine the activation energy of the coal, which is a good indicator of the potential for self-heating. Under a specific experimental design, the TGA technique could perform the proximate analysis for determining coal quality parameters (e.g., moisture, volatile matter, fixed carbon and ash content). These parameters can be used in an empirical equation for assessing the potential for coal self-ignition. The trend of activation energies determined using TGA techniques is reasonably consistent with the trend of activation energies determined using adiabatic tests. As a case study, a comparative analysis of these two methods for determining activation energy was made on coal samples collected from Indiana. The kinetics of the spontaneous combustion mechanism has been explained. If the functional groups of a coal such as hydroxyl (-OH), carboxyl (-COOH), methyl (-CH3), etc., activate more easily with a small amount of activation energy at a relatively low temperature, the coal will have a higher potential for self-heating. With the kinetic and coal quality parameters determined by the TGA setup, it has been found that the coal with a low potential for self-ignition has low self-heating rate, a high activation energy and a high minimum self-heating temperature.

The Bureau of Mines investigated technologies for testing the integrity of in situ leach mining wells, as required by environmental regulations. To test for leaks, inflatable packers were used to seal the well casing. Laboratory testing determined that the packers could contain a casing pressure up to 50 to 60 psi (345 to 414 kPa) less than the packer inflation pressure. Single-and double-packer configurations were successfully field-tested in 32 wells ranging from 500 to 530 ft (153 to 162 m) in depth. A rigid pipeline and a hoist truck were used to run the packers in and out of the wells for the double-packer tests, which averaged 2-1/4 h each. In an effort to decrease the time of the rigid-pipe double-packer test. a self-contained trailer-mounted test system was designed and built. It utilizes a winch and steel cable to run the packers in and out of the well and high-pressure nylon tubing for packer inflation. This system was successfully field-tested in eight wells averaging 650 ft (198 m) in depth and resulted in a time savings of 13 pct and an operator-hour reduction of 42 pct.

Polish coal mines are well equipped with methane monitoring systems,nevertheless the worsening conditions force a continuous impro- vement in the field of environmental monitoring. Application of modern electronic components make it possible to design the new modular telemonitoring system incorporating the best features of the older systems,widely employed in Polish collieries, eliminating their weak points. Several new sensors and portable instru- ments for methane monitoring and early fire detection have been developed and tested in mining conditions.

"In the recent past, the mining industry has witnessed a substantial increase in the numbers of fatalities occurring at metal and nonmetal mine sites, but it is unclear why this is occurring. One possible explanation is that workers struggle with identifying worksite hazards and accurately assessing the associated risk. The purpose of this research was to explore this possibility within the mining industry and to more fully understand stone, sand and gravel (SSG) mine workers’ thoughts, understandings and perceptions of worksite hazards and risks. Eight mine workers were interviewed and asked to identify common hazards they come across when doing their jobs and to then discuss their perceptions of the risks associated with those identified hazards. The results of this exploratory study indicate the importance of workers’ jobrelated experience as it applies to hazard identification and risk perception, particularly their knowledge of or familiarity with a task, whether or not they had personal control over that task, and the frequency with which they perform that task. IntroductionAccording to the U.S. Mine Safety and Health Administration (MSHA, 2015a), 37 mine workers were fatally injured in accidents at metal and nonmetal mine sites between October 2013 and January 2015, following a record low of 16 in 2012 and in 2011. In 2014 alone, 29 mine workers were fatally injured at a metal or nonmetal mine site, and 52 percent of these fatalities occurred at a surface stone, sand or gravel (SSG) mine. In January 2015, Joseph A. Main, Assistant Secretary of Labor for Mine Safety and Health wrote to stakeholders in the metal and nonmetal mining community and identified several areas where improvement was necessary to promote the health and safety of mine workers. One area identified was an increased focus on “daily and effective workplace exams to find and fix hazards” (MSHA, 2015b).Hazard detection is challenging in the mining industry, despite the existence of regulation. Mining is a major undertaking involving the use of complex heavy machinery, equipment and processes as well as numerous and diverse worker activities that take place in a dynamic, challenging environment (Scharf et al., 2001). In other industries that are similarly dynamic and unpredictable, such as the construction industry, a large proportion of hazards go undetected (Carter and Smith, 2006). It is critical that miners are able to both recognize worksite hazards and accurately assess the risk associated with the hazards, because their health and safety depend on their deciding whether and how to remove hazards and mitigate risks."

Steelmaking slags are usually used as roadbed and civil engineering materials. However, the expansion phenomenon, which is caused by the volume expansion during hydration of free CaO and free MgO contained in steelmaking slag, is indispensable. Since the hydration of free MgO in steelmaking slag is much slower than that of free CaO, it is qualitatively considered that free MgO contributes to the hydration expansion of steelmaking slag over a long period of time. Similar to free CaO, free MgO consists of undissolved MgO and crystallised MgO in steelmaking slag. The latter precipitates during slag cooling. When divalent metal oxides (FeO, MnO, CaO) are dissolved in the crystallised MgO to form a MgO-based solid solution, it is expected to inhibit the hydration reaction similar to precipitated CaO. From the previous hydration test of Magnesioferrite, which was calcined after mixing MgO and Fe2O3 reagents, it was found that the higher the Fe2O3 concentration, the slower the hydration reaction progressed. In this study, by clarifying the influence of calcination conditions of MgO-FeO and MgO-FeO-MnO solid solutions, which were prepared by the calcination of mixture of MgO, FeO and MnO reagents, on their hydration reactivity, the effect of composition and thermal treatment on the formation of free MgO that is not hydrated (or easily hydrated) were discussed. To investigate the influence of MgO grain size, coarse MgO particles, which were obtained by crushing MgO crucible, were also used for heat treatment. With increasing the amount of FeO and MnO in the MgO-FeO-MnO solid solution, the hydration reaction became more suppressed. The expansion suppression effect was higher with solid-solved FeO than with solidsolved MnO. When the calcination temperature of the MgO-FeO solid solution was increased, the Fe3+/Fe2+ concentration ratio increased, resulting in a higher hydration rate.

The furnace used for experimental work is shown in Fig. 1. One fireclay sagger, or pot, was set within another and the space between the two filled with Silox heat insulation. The hearth is a cast-iron plate with an imbedded ribbon of nichrome wire; this wire heater is connected to a potential regulator, which permits a very close voltage control. A mechanically driven arm is fitted with rabble blades so arranged that a uniformly thick ore bed may be maintained indefinitely. This arm is usually driven at about one revolution per minute but its speed of rotation can be varied as desired. Compressed air is led into the furnace through a meter, and it was found necessary to preheat the air in order to secure the definitely isothermal conditions sought. A reliable laboratory method to characterise the response of free gold particles when subjected to flash flotation conditions has been developed by AMIRA P420 researchers at Curtin University. This test has been applied to assess the flotation recovery of gravity recoverable gold from free milling ores as well as synthetic ores featuring either a gravity concentrate or gold powder. Longwall ground behavior in the Illinois Coal Basin was studied in the past (1, 2, 3). Most of the past studies, however, were concentrated on either surface subsidence or underground structural behavior. In this study, both surface and in-mine ground behaviors are considered, which include: 1) stress and deformation characteristics in the chain pillars; 2) roof and floor deformations; 3) surface subsidence characteristics, including time effect; 4) relationship between the surface subsidence and underground strata behavior; and 5) the ultimate hearing capacity underneath the chain pillars. Field measurements and tests were conducted and the data were analyzed using both analytical and statistical methods. The findings in this study can he used by mine operators in the Illinois Coal Basin for longwall ground control planning and design.

A study of the application of mine tailings as precast construction materials through alkali activation has been carried out, focusing on efficiently activating mine tailings, reducing alkali consumption, decreasing curing time and improving compressive strength. Firstly, the effect of temperature on the alkali activation of mine tailings was studied. Secondly, the impact of additives, i.e., calcium hydroxide and aluminum oxide, on the compressive strength of samples was investigated. Thirdly, the impact of forming pressure on sample strength was studied. Test results showed that unconfined compressive strength (UCS) of 40 MPa was achieved with the geopolymerization products through optimization. Finally, to elucidate the geopolymerization mechanism of mine tailings, microscopic and spectroscopic techniques including SEM/EDX, XRD, and FTIR spectroscopy were used to investigate the microstructure and the elemental and phase composition of the geopolymerization products. The findings of the present work provide a practical method for applying mine tailings as precast construction materials through alkali activation.

Researchers at the U.S. Bureau of Mines collected and analyzed overcore measurements and other indicators of in situ stress characteristics at the Lucky Friday Mine, Mullan, ID. An analysis of these data revealed that significant local variations in in situ stress are present in this mine and that these variations existed prior to mining. High stresses were found to be associated with the most competent strata and a locked section of a fault. An estimate of the predominant stress field was developed for mine-wide modeling. The estimate shows that the greatest principal stress was oriented north of northwest. This information should provide a basis for mine-wide structural modeling of the Lucky Friday Mine and should generate important insights into localized stress conditions, which may significantly affect both local and mine-to-mine variations in seismicity induced by excavation.
