Much has been written and said concerning tables of permissible or maximum allowable concentrations of various toxic substances in air, but not enough attention has been given to their limitations and how to use them intelligently . There is a tendency to place too much reliance on figures , with little or no consideration of their real meaning . The repeated publication of a figure often adds significance to it far beyond that intended by the original author or publisher . How are these figures referred to as "maximum allowable concentrations " established? What is their real meaning? To answer these questions it is necessary first to define maximum allowable concentration . The usual definition is somewhat as follows : "The average concentration to which an industrial worker can be exposed for 8- hours daily for an indefinite period without injury or occupational disease . This definition is made up of the following items : ( 1 ) Average concentration, ( 2 ) 8 - hour day , ( 3 ) indefinite exposure period , and ( 4 ) lack of injury or occupational disease . There is some controversy regarding item ( 1 ) , items ( 2 ) and ( 3 ) are usually though not invariably accepted , and there is definite disagreement regarding the interpretation of item ( 4 ) . . To reach a more satisfactory interpretation of maximum allowable concentration , attention is directed to ( 1 ) the development of tables of maximum allowable concentrations , ( 2 ) criteria on which limits are based , and (3 ) methods used to obtain data on which limits are based .

Introduction The fiftieth anniversary is, for an individual or a society, an appropriate time for a review of the past so that events and experiences may be viewed m perspective, and thereby serve as a useful guide to the future. In this review of mining geology it is proposed to set forth the situation as it was when the Institute was founded, and then trace the developments during three appropriate periods-the first from 1898 to 1918 the second from 1919 to 1939 and the third from 1939 to 1948. Mining activities were widespread in Canada in 1898 and some of the operations were considered large for their day. The total value of the metals produced in that year was $21,705,854, and in the case of five metals the output had a value in excess of one million dollars. In order of importance these were gold, silver, copper, nickel, and lead. The important producing areas were ova Scotia, Quebec, Ontario British Columbia, and Yukon. This diversification of the mining areas and the metals produced created an interest in mining throughout Canada, and was an important factor in making Canadians conscious of their mining industry. In the year 1898 geology was a recognized science. The principles of physical geology were well known, but the same cannot be said of economic geology and structural geology. Ore deposits and their occurrence had been studied chiefly in Europe. A great many important observations had been made but the theories linking these facts together were still m a formative stage. The same condition was true of structural geology. These two branches of geological science which are so important in what is now called 'mining geology', had not progressed far enough to be of practical assistance mining operations. For this reason, geologists were regarded as dreamers in ivory towers-a concept chat still lingers in the minds of those who have not kept abreast of the growth of the science.

Discussion held at the sessions of the Canal Zone meeting, November, 1910. [SECRETARY'S NOTE.-As a result of this discussion, an expression of opinion covering all points of unanimous agreement was adopted and signed by members of the Institute party as individuals. This statement, which was printed in the Bulletin of December, 1910, is reprinted below, as an introduction to ,the detailed report of the discussion. It should be clearly understood that it does not constitute an official declaration by the Institute, the rules of which forbid any such action. At the New Haven meeting of February, 1909, a free discussion of the plan of the canal took place, in which the critics of the present scheme had full opportunity to state their views. That discussion was continued at considerable length in the newspapers ; but the Institute was never committed to either side. In this latter instance, the situation is precisely similar. Certain members and guests of the Institute, having had the advantage of later developments and of personal inspection, have expressed the conclusions at which they have arrived on their own responsibility ; and these conclusions are published by the Institute, subject to further discussion, like any other part of its proceedings. The general statement referred to contained a promise that the full discussion, of which it was a result, would be subsequently printed ; and this promise is fulfilled, so far as practicable, in the subjoined report, concerning which I beg to offer the following explanations: 1. It is made up of the remarks of the members of our party, as subsequently written out and mailed to the Secretary. 2. In editing these contributions, I have condensed the material considerably by cutting out much repetition of opinions and phrases ; and in such excision, I, frankly confess, the authors whose communications were delayed, have been the sufferers. Nevertheless, there is a good deal of repetition left, as there must be, when so many persons had talked so much, and come to agreement upon so many points. 3. It has been found impossible to preserve in this report the actual order of the free and informal oral discussion represented. Physiol. 11): L365–L374, 1994.—Although integrity of the alveolar basement membrane may influence progression of lung injury induced by inhaled particulates, little is known about direct effects of coal dusts on the alveolar epithelium or its extracellu¬lar matrix (ECM). Effects of dust on synthesis of cell and ECM proteins by type II cells (T2P) was thus investigated. Three coal dusts (anthracite no. 867; bituminous no. 1451 and no. 1361) and mine dust MIT-3, of respirable size, were studied as a function of dose and time over 3 days of primary T2P culture. On day 1, 750 µg/ml of 867 were required to increase relative synthesis of ECM proteins (ECM/cell). MIT-3, 1451, and 1361 were without effect. By day 3, 867 or MIT-3 increased ECM/ cell 60-100% at 300 µg/ml; 1451 produced modest, dose-dependent stimulation, whereas 1361 remained without effect. None of the dusts caused significant cytotoxicity. The results show dose- and time-dependent effects of well-characterized coal and mine dusts to modify partitioning of newly synthesized proteins into the ECM and suggest that coal dust exposure may modulate structure or function of the subepithelial basement membrane.basement membrane; cell culture; inorganic dust; lung injury; extracellular matrix deposition; pulmonary epitheliumCHRONIC EXPOSURE to coal dust may be associated with development of pulmonary fibrosis and consequent loss of normal lung function (see Ref. 26 for review). Al¬though the pathways of inorganic dust-induced lung injury are recognized to involve an inflammatory re¬sponse, the underlying pathogenic mechanisms are not understood in detail. Acute and chronic responses to dust exposure involve a variety of interacting cells of the immune system, including macrophages, T cells, and B cells, along with pulmonary fibroblasts. These responses reflect direct effects of the dust particles, as well as indirect effects mediated by soluble factors, including cytokines and eicosanoids (see Ref. 41 for review).Studies of pulmonary macrophages and fibroblasts following silica exposure suggest that dust-induced damage at the airway surface may involve cellular injury through oxidant-mediated pathways. Coal dusts and related inorganic particulates can activate the alveolar macrophage (42) to produce fibronectin (15) and cytokines, such as interleukin-1 or tumor necrosis factor (4) and/or other soluble products which act locally (29) to cause acute cellular injury and to initiate the progression of fibrotic lung damage (16). Type I epithelial cells are typically more susceptible than type II cells to oxidant injury. Type I cell damage and subsequent death leads to denudation of the subepithelial basement membrane (2, 21) and can be associated with leakage of plasma constituents from the pulmonary vasculature into the alveolar compartment (13)."

INTRODUCTION The first references in the literature to the so-called C.S.I.R. 'doorstopper' strain cell were made in 1964 1,2,3,4. These were the climax of nearly two years of experimental and developmental work with the instruments and the operating techniques involved. Since that time numerous field measurements have been made with 'doorstoppers' and they have been developed to a stage where they are in commercial production and are being supplied to users throughout the world. No detailed description of the latest 'doorstopper' equipment has, however, appeared in print and this paper is written to bring the literature up to date in this respect. The triaxial strain cell was developed three years ago 5, 6, 7 and was first described at the First Congress of the International Society for Rock Mechanics in Lisbon in 1966 8. Since that date laboratory tests and-particularly important-field tests 7' 9 have demonstrated the validity and practicality of the instruments and techniques. These instruments have also been developed to a stage where they have been released for commercial production. In this form they are very different from those described two years ago and a full description of them at this stage seems to be justified. THE INFORMATION SUPPLIED BY 'DOORSTOPPER' AND TRIAXIAL STRAIN CELLS Both the 'doorstopper' and triaxial strain cells were designed specifically to determine the absolute stress in rock using an overcoring stress relieving technique. They were not designed to measure changes in stress. They may, however, be used for the latter purpose provided the glue which is used to stick the strain gauges to the rock is known to possess sufficiently stable strain-time characteristics as not to affect the accuracy of the results during the time the measurements are made. The 'doorstopper' was designed primarily to measure the major principal stress in situations where its direction and those of the two other principal stresses were either known or could be assumed. For example, at great depth in undisturbed virgin ground, it is reasonable to assume that the maximum principal stress is vertical and that the other two lie in a horizontal plane. The borehole in which the 'doorstopper' is installed would thus be drilled in the horizontal plane parallel to one of the minor principal stresses, the direction of which would either have to be assumed or determined as described later. The stresses measured would be the vertical major principal stress and the principal stress acting in a horizontal plane normal to the borehole axis. It is possible, as will be shown later, to obtained the complete state of stress using 'doorstoppers'. In this event, it is necessary to make measurements in three boreholes drilled in any three known directions to each other and relative to a system of three orthogonal axes. The triaxial strain cell was designed to determine the complete state of stress in a single borehole drilled in any direction in any stress field. During the year 1933, in the Texas Panhandle, 113 oil wells were completed, adding 33,337 bbl. to the daily potential of the field. The field potential on Jan. 1, 1933, as determined by the Texas Railroad Commission, was 149,260 bbl., with a daily allowable production of 41,000 bbl. The potential was raised gradually, until on July 16, 1933, it reached 155,344 bbl. with a daily allowable of 55,000 bbl. This potential and allowable was maintained over a period from July 16, 1933, to Sept. 8, 1933, when the potential was reduced to 136,893, with a daily allowable of 43,727 bbl. Since Sept. 8, 1933, there has been a gradual increase, until on Jan. 1, 1934, the field potential reached 159,740 bbl. with a daily allowable of 42,000 bbl. Of this amount 26,429 bbl. arc "marginal oil" and 2682 bbl. are exempt on account of water. Deepening of Wells During the year 64 wells were deepened, increasing their total oil production 9631 bbl. per day. Of this amount the Gray County granite wash contributed 9256 bbl. from 57 wells. It has been found in many places that the granite wash carries an additional oil pay from 50 to 75 ft. below sea level. After World War II Canada?s fledgling iron ore mining industry developed along the ill-defined Quebec / Labrador border near what became the town of Knob Lake and later renamed Schefferville. For about twenty-five years from 1954 to 1982 Schefferville was the epicenter of Canadian iron ore mining and the foundation of the Iron Ore Company of Canada. In about 1982 it all stopped, shut down, the miners moved away leaving behind a mining camp and a ghost town that have sat idle and almost deserted for the past twenty five years. The story looks set to change with new plans to re-establish the former mining operations in the historic mining camp. This paper outlines the proposal to reactivate the direct shipping iron ore operations in the Schefferville mining camp, and specifically the properties in Labrador owned or optioned by Labrador Iron Mines Limited (?LIM?), a wholly owned subsidiary of London Stock Exchange listed Anglesey Mining plc. The Schefferville mining camp is located about 1,000 km northeast of Montreal. There are no roads connecting the area to southern Labrador or to Quebec. Access to the area is by rail from Sept Iles to Schefferville, or by air from Montreal and Sept Iles.

"INTRODUCTION Mining activities must be safe and profitable. These two requirements influence each other. The purchase and implementation of safety improvements costs money. Injuries and illnesses at mines stop or delay production and may result in additional costs or a loss of profit. Other effects of injuries and illnesses include the negative influence on employee morale, corporate reputation and conflicts with contract partners. Based on this researchers asked the question: are mines with lower rates of injuries and illnesses more profitable than mines with a higher frequencies? One aspect of this research is the evaluation of the safety situation and the measurement of benefits of safety improvements in the German mining industry. In the following paper, this part of the research will be examined. The main aim is the evaluation of injury rates in different German mining sectors and regions in Germany. SELECTION OF GERMAN MINING OPERATIONS The research team decided to focus the study on the salt and potash and the aggregate and industrial minerals mining industries in Germany. These two mining industries are different in the number and size of operators, structure of the industry, pricing and markets. The selection of two different industries adds to the clarity of the evaluation. Salt and potash mining industry The German salt and potash industry is primarily located central Germany. All salt and potash mines in Germany are underground operations. In 2015, the German potash industry employed 8,100 employees and generated a total revenue of 2 billion Euros. German potash reserves include magnesium compounds like kieserite (MgSO4·H2O), in addition to sylvite (KCl) and carnallite (KMgCl3·6(H2O)). The German salt industry employed 2,300 people in 2015 and generated revenue of 800 million Euros (Krueger, 2015) There are seven mining companies with salt and potash operations: esco-european salt company GmbH & Co. KG, K + S Kali GmbH, Saline Luisenhall GmbH, GSES Glückauf Sondershausen Entwicklungs- und Sicherungs-gesellschaft GmbH, Südwestdeutsche Salzwerke AG, Wacker Chemie AG and Südsalz GmbH. In this way, esco – european salt company GmbH & Co. KG is an affiliated company. Esco was founded as a joint venture of K + S and Solvay in 2002, since 2004 K + S is the sole holder (esco - european salt company GmbH & Co. KG, 2016). Likewise, the Südwestdeutsche Salzwerke AG has a controlling interest in Südsalz GmbH (Südsalz GmbH, 2016). Aggregate and industrial minerals mining industry The aggregate mining industry in Germany is comprised of many small mining operations and relevant companies. According to the German Department of Economics (BMWi, 2015), the following industrial materials are classified as aggregates: fluorite, barite, kaolin, quartz and quartz sand, quartzite, silica, loamy and foundry sand, pegmatite sand, shale, clay, bentonite, schistose, limestone and dolomite, gypsum and anhydrite, basaltic lava and lava sand, gravel and split, pebble and silicic sand and peat."

The global emphasis on conserving energy resources has led to the adoption of hybrid power systems in vehicles. Optimally applied, hybrid systems can save up to 40% on fuel costs. To optimally manage a hybrid vehicle's energy flow it is necessary to know, in real time, all the energy requirements to complete a given route. The energy consumption depends mainly on the vehicle mass, speed profile, and route topography. Of these, the topographic profile is the one factor that is only route-dependent and not influenced by the vehicle or driving styles. The heading vs. distance profile is also an example of a route characteristic not influenced by the vehicle or driving style. In this study the topographic and heading profiles are used to identify routes, and are easily measured by means of digital barometric pressure and compass sensors. Correlations between the current route and previously travelled/stored routes are performed based on their topographic and heading profiles in a point-by-point manner. Above-ground tests were first performed using a road vehicle and six routes to evaluate the system. The system consistently and correctly identified a 20 km route within the first 4 km. It also proved to function correctly in underground tests through the implementation of an instrumented hand-held surveyor's wheel. This system finds direct practical application in optimizing the energy management of an underground hybrid locomotive used by the mining industry in South Africa, but can also be of benefit in applications where route identification is required and using GPS is not feasible.

Numerical modeling was used to investigate the feasibility of using two geophysical imaging techniques, cross-borehole ground penetrating radar (XBGPR) tomography and electrical resistivity (ER) tomography, for detecting and characterizing defects in deep-mixed soil columns. XBGPR modeling was accomplished with a three-dimensional numerical forward modeling code and a two-dimensional inversion routine. Spatial variations in apparent dielectric constant (Ka) and attenuation (a) were mapped. Electrical resistivity modeling was accomplished with a three-dimensional numerical forward modeling code and a three-dimensional inversion routine. Spatial changes in electrical resistivity were then mapped. Three different types of defects were simulated, in addition to a defect-free column. The computer simulations suggest that XBGPR tomography and ER tomography might be useful, non-destructive methods for detecting and estimating the extent of defects in deep-mixed soil columns. The results show that small, isolated defects might be difficult to detect, but defects approximately equal to or larger than the sampling interval (for XBGPR) or vertical electrode spacing (for ERT) should be detectable.

O presente trabalho tem como objetivo mostrar os ganhos financeiros e produtivos do Laminador de Aços Longos da CSN através da otimização do plano de passes. Analisando a árvore de calibração identificamos a possibilidade de ganhos com a unificação de famílias de bitolas. No laminador temos duas famílias: Família Ø 5,5 mm (bitolas 5,5; 7,0; 9,0; 11,0; 14,30) e Família Ø6,3mm (bitolas 6,3; 8; 10; 12,5 e 16) para a fabricação destas bitolas utilizamos até 18 passes no laminador duo horizontal/vertical e mais ate 10 passes no laminador acabador cantilever. Após um estudo detalhado do plano de passes existente, verificou-se a possibilidade da eliminação e unificação de passes entre as duas famílias. Para corroborar as alterações propostas, decidiu-se utilizar um modelo matemático que representasse os passes e realizasse os cálculos para verificar as reduções e capacidades dos equipamentos visando minimizar os riscos e custos adicionais com modificações de ferramental. Após mais de 60 horas de simulações e testes, foi desenhado um novo plano de passes para a Laminação eliminando-se a necessidade de troca de 8 cadeiras, o que representa um aumento de 6 horas no tempo disponível para produção por mês e também a redução de 8 pares de cilindros de laminação, redução de guias e roletes, e tempo de preparação na oficina de cilindros. Só após verificação e aprovação desta etapa foram iniciados os testes no laminador que confirmaram os resultados obtidos nas simulações.

THE relation of annealing temperature to conductivity of copper wire has been determined.1 Conductivity hard was 98.26 per cent. After a 10-min. heating at 200° C. it was 98.69. By annealing 10 min. at 300° C. a large increase, to 100.93, occurred. Maximum conductivity, 101.15, was attained after a 500° C. anneal; thereafter it decreased to 100.53 after a 950° C. anneal. If copper is gassed the decrease is much more than this. MATERIAL AND METHOD The work was done on high grade electrolytic copper, 99.942 per cent. copper-plus silver, silver 0.0008 per cent. It was hot-rolled to 3 in., then cold drawn to 0.080 in. The wire was cut into 25 5-ft. lengths and numbered 1 to 25 as cut. Four samples were tested hard. The others were wound into 5-in. diameter coils. For the 100° C. heating a coil was put into water, the water brought to boiling, and the wire kept at this temperature for 10 min. For the higher temperatures the coils were placed in envelopes of sheet copper, a little water added, and the envelopes sealed by folding over the edges twice, and hammering them together. This kept the air out very well. The envelope and wire were brought to the desired temperature; this was maintained for 10 min., then the whole was water-quenched.

In particular, this model allows calculating metal extraction efficiency as a function of pH, solvent flowrate, stripping flowrate and aqueous feed flowrate in the mixers-settlers. The relationships between Aboriginal Traditional Owners and mining companies have often been mired in dispute, particularly since the High Court Mabo decision and the Native Title Act of 1993. In the Pilbara region, Rio Tinto Iron Ore (RTIO) impacts the traditional country of 12 Aboriginal Traditional Owner/language groups. Over the past 12 years the company and the Traditional Owners have negotiated and settled several significant land use agreements including the Yandi Land Use Agreement over the Yandicoogina mine in 1997, between Hamersley Iron (now Rio Tinto Iron Ore) and three language groups û the Bunjima, Nyapaili and Innawonga people and the Eastern Guruma Indigenous Land Use Agreement (ILUA) of 2006. These substantive agreements are now being followed by a new generation of region wide ILUAs which are close to conclusion. Arising from these regional agreements is a new framework for engagement which has been informed by the implementation of the previous agreements in the Pilbara and across the Rio Tinto group of companies. They are driven by both a company desire to have a consistent approach to engaging with Traditional Owners and the Traditional Owners wanting to have a similarly transparent and consistent standard of performance by the company in implementing the agreements which can deliver improved employment, cultural heritage engagement and direct and indirect benefits for the life of mining by the company. During the past three years the growth in the Pilbara, Western Australia brought new opportunities with people flocking to the region for employment flowing from the mining boom. Housing was at a premium and FIFO (fly-in, fly-out employment arrangements) was developed as a method to manage the general growth and demand for skills. Despite the recent down turn in the world economy since September 2008, which has reduced demand for minerals, the Pilbara continues to enjoy high levels of employment and as a result there is still significant pressure on housing and services provision. Although there has been vast economic growth in the Pilbara not only by mining companies but also oil and gas companies, the 2006 census data indicated that the direct benefits of improved employment, business development and engagement in the mainstream economy continued to exclude Aboriginal people. Indigenous people constitute a significant proportion of the population in the Pilbara region, some 6000 people û currently 14 per cent of the population rising to 18 per cent by 2015 û yet they remain at the bottom of the socioeconomic scale. More than 40 years of mining has returned relatively little to this group of people who are the permanent residents of the region and are connected through their traditional culture to this country (Taylor and Scambary, 2005). Ensuring local Aboriginal participation in the mainstream economy has been a challenge for resource companies, Traditional Owners and local residents in the Pilbara. The case study explores the relationship between a mining company û Rio Tinto Iron Ore and the Traditional Owners of the Pilbara. It examines two projects that have been developed to engage Indigenous people in the development of their region and through regional representation and business development to build a sustainable future for themselves and their future generations and at the same time ensure social cohesion to support social licence to operate. The case study also examines the process that was followed by Rio Tinto Iron Ore and its operations in undertaking a regional agreement for land access, participation and the integration of local Indigenous people into their business and the local economy.

The term "secondary recovery" has recently brought on a new meaning in view of the depletion of natural resources, energy conservation, plant optimization, and the environmental consciousness that has led to hazardous waste management, recycling, and secondary processing. Many secondary recovery processes are being developed applying mineral processing technology. Gravity separation, magnetic separation, and flotation have all emerged as implicit methods for recovering residual values from various process streams and hazardous constituents from waste streams. Recently, a technique for concentrating metallics has been successfully reintroduced. Although the concept of the eddy-current separator was developed over a century ago, (Patent 400317 issued to Thomas Edison on March 26, 1889) it was not until this last decade that it gained prominent acceptance. The evolution of permanent magnets has provided a cost effective alternative for the generation of high intensity magnetic fields. High energy permanent magnets have substantially reduced the capital and operating costs over the electromagnetic circuits employed in antecedent eddy-current separators. Specifically, in recent years, the strength of permanent magnets has increased several fold with neodymiun-boron-iron rare earth magnets now providing an energy product of 35 million gauss-oersted. Figure 1 shows the evolution in the strength of permanent magnets. The development of these rare earth magnets has led to the design of circuits possessing a magnetic force an order of magnitude greater than that of conventional permanent magnetic circuits.

The Twin Hills Gold Deposit is an example of a preserved, high level, epithermal system, with mineralisation introduced contemporaneous with deposition. The deposit is hosted within sediments of the Late Devonian to Early Carboniferous Saint Anns Formation, of Cycle 1 Drummond Basin stratigraphy, situated in central Queensland. Prior to epithermal activity in the Twin Hills region, a lacustrine fan delta depositional environment existed, together with minor tuffaceous activity. Cyclical repetitions of the fan indicate repeated faulting and seismic activity took place during deposition. Significant gold mineralisation was first intersected at Twin Hills by Metana Minerals NL in 1988, after drill testing a "blind" target outlined by geological mapping and bedrock geochemistry.

Two equations express the integral rate at which fines are produced from a homogeneous material: It has been demonstrated that the Gaudin-Meloy distribution for single fracture is equally applicable to multiple fracture and is related to the Gaudin-Schuhmann distribution at least when the distribution modulus a is close to unity. A, xoY was found to be independent of starting mass over the range studied when particle size was held constant. The equations are related to the input energy to the mill. In an earlier paper,' it was shown that when Mo g of uniformly sized homogeneous material is ground dry in a batch rod mill, the energy-size reduction equation is expressed at any time by the mass of unbroken starting material left at time t, ku is the size modulus of the portion Mo - Mt, and P is a constant that is generally equal to the distribution modulus a. If the power to the mill is constant, Et is proportional to time and Eq. 1 is rewritten where (Mo -Mt)/t is actually the integral rate at which fines are produced from a parent material, and A, is another constant. The size modulus, k,, is determined from the Gaudin-Schuhmann equation:2 where y is the cumulative fraction finer than any size x. This study investigates the evolution of dimensional properties of grinding products, namely, the mass, the surface area, the length, and the number of particle distributions with the energy input in a ball mill. The size analysis of the mill products enables the calculation of the mass distribution of each material at predetermined size classes and then the determination of the other dimensional properties by taking into consideration the geometry of the particles. Based on the distribution of dimensional properties, an effort was made to determine whether the grinding products are fractal in nature. The effect of material type and grinding conditions on the relationship between the dimensional properties and the specific energy input was also investigated. Special importance was assigned to the study of the specific surface area and the surface area production rate, both during the initial grinding stages and at higher energy levels. The determination of the surface area production rate allows the identification of the grinding limit and the maximum specific surface area which could theoretically be achieved. This approach has as ultimate objective the maximization of energy efficiency and subsequently the minimization of the high grinding cost.

AN intelligent discussion of the oil situation and its needs, whether from the standpoint of the prospector, the operator, the engineer, or the public administrative officer, must be founded upon a knowledge of the law under which oil lands are obtained. A consideration of new legislation must be prefaced by an understanding of the present law and its results. This paper undertakes to present no new remedy for the ills of the present situation, no new solution of the problems the oil business is facing. It attempts merely to summarize the present law, its provisions, its origin, its development, and its effects. The discussion does not pretend to be exhaustive from a legal standpoint. It aims to avoid legal intricacies Which tend to confuse rather than clarify. It seeks but to present the essentials of the existing situation. The title to government lands known to contain valuable deposits of petroleum may be acquired only under the terms of the placer law as embodied in Section 2329 et seq. of the Revised Statutes. As a preliminary to considering the desirability of this situation it is profitable to examine into its origin. ORIGIN OF THE LAW Congress has left no room for doubt as to the legal applicability of the placer law to oil lands. The Act of Feb. 11, 1897 (29 Stat., 526), provides: "that any person authorized to enter lands under the mining laws of the United States may enter and obtain patent to land containing petroleum or other mineral oils, and chiefly valuable therefor, under the provisions of the laws relating to placer mineral claims."
