Social licence to operate is not a new concept for the mining industry, referring to stakeholder approval or acceptance for the activities and impacts of a project, company or industry. It is intangible, dynamic and non-permanent, hence it needs to be earned and then maintained (Thomson and Boutilier, 2014). It has also been argued that social licence extends beyond building approval or acceptance, into engagement for long-term development (Owen and Kemp, 2012).There are many examples where stakeholder opposition – or withdrawal of social licence – have increased capital and operating costs, extended schedules and impacted reputation. At its extreme, the withdrawal of social licence to operate can also contribute to or be the catalyst for mine closure.The key benefit of obtaining a social licence is a reduction of risk. Stakeholder support and advocacy, as well as the implementation of social performance programs that contribute to social licence, can be beneficial in terms of schedule, costs and other benefits.While decisions to close a mine are generally driven by resource availability or economic conditions, the social, economic and environmental legacy remaining post-closure is of importance to many stakeholders. With a number of significant mines now approaching closure within Australia, we are seeing heightened community concern about the economic and social impact of mine closure and the success of land rehabilitation. A Central Termelétrica SOL, ou CTEs 5 e 6, foi construída com o objetivo de fazer o aproveitamento da energia do gás oriundo do processo de coqueificação do carvão mineral realizado em fornos específicos para este fim, em um processo denominado “Coqueria Heat Recovery”. Nesta unidade operacional de responsabilidade da área de energia da ArcelorMittal Tubarão, seguindo o plano plurianual de manutenção nas turbinas Fuji, foi realizado intervenção de manutenção nos dois turbo gerados CTE’s 05 e 06 no ano de 2015. Durante as atividade de inspeção de manutenção foi detectado que existiam trincas nos pés das palhetas encaixadas no rotor da turbina nº6. A partir desta constatação, o equipamento ficou sem confiabilidade para operação continua, precisando de substituição das palhetas danificadas. O trabalho proposto apresenta as alternativas possíveis até a solução definitiva que foi a substituição das palhetas defeituosas por novos spare parts. As possibilidades descritas a seguir, serão o objeto de tomada de decisão até a normalização do equipamento: i) Montar TG e operar com palhetas do ultimo estágio trincadas até a chegada do sobressalentes para troca; ii) Deixar equipamento parado aguardando chegada dos sobressalentes para troca e conclusão da montagem e testes; iii) Remover por usinagem de campo, o ultimo estágio de palhetas do rotor montagem e operação do TG6 até a chegada do sobressalentes vindos da Fuji Japão.

The 1987-88 Denver Brown Cloud Study was performed to determine the sources of the particle cloud which forms over Denver each winter. The study was organized under the leadership of Colorado Governor Roy Romer , EPA Region VIII and the Greater Denver Chamber of Commerce. The study was sponsored by over 40 organizations representing governmental agencies, the natural gas industry, the coal industry, utilities, oil companies, railroads, the motor vehicle industry, and other Denver area companies and organizations. The cost of the study was $1.5 million which was raised almost entirely from private sources. The study team was headed by Dr. John Watson of the Desert Research Institute of the University of Nevada. Dr. Watson is a recognized expert in conducting studies of this type.

Effective risk management in major subsurface projects involves ways to mitigate adverse impacts to final design and construction approaches due to changed subsurface conditions. An Early Contractor Involvement (ECI) collaborated with Observational Method will be an effective contractual tool to address risk developed due to encountering differing site conditions. Observational Method (OM) can further be supported with artificial intelligence (AI) technologies with automated data-driven decision-making features in risk mitigation and implementation of proper design and construction approaches. This paper presents collaborative applications of ECI, OM, machine learning, and risk baselining in risk management and productivity enhancement in tunneling projects.

The distribution ratio of Pb (LPb s/m) between three types of slags (FeOx–SiO2, CaO–FeOx and FeOx– CaO–SiO2) and molten copper after equilibrium was measured at 1300°C and oxygen partial pressure (pO2) of 10-10–10-6 atm. Results showed that for FeOx–SiO2 slag, the LPb s/m increased from 0.024 to 2.57 with pO2 increased from 10-10 to 10-6 atm. The LPb s/m with CaO–FeOx slag was lower than the FeOx–SiO2 slag at the same pO2, ranging between 0.015 and 0.53. Using the FeOx–CaO– SiO2 slag generated LPb s/m values (0.02–1.6) in between. The oxygen partial pressure in the investigated range had no obvious effect on the activity coefficient of PbO (γPbO) which was averagely 0.44, 1.70 and 0.71 for FeOx–SiO2, CaO–FeOx and FeOx–CaO–SiO2 slags, respectively. The increases in the (CaO+MgO)/SiO2 mass ratio of the FeOx–CaO–SiO2 slag induced the decrease in the LPb s/m and the increase in the γPbO value. However, the variation in the Fe/SiO2 mass ratio didn’t exert obvious effects.

WITHIN recent years people have begun to realize the importance and significance of the mining and allied industries. The leading part the engineer plays in civilization is becoming recognized. However accurate quantitative knowledge of the industrial importance of mining is still seldom possessed except by those close to this business. It is true that there are a few who go to the extreme and represent the whole progress of civilization as a reflection of man's gradual mastery of mineral utilization, but on the whole, the magnitude of the-industry is underestimated. In this paper I shall call attention briefly to the importance of mining in the United States, in Canada, and in the world. Ordinarily, the annual primary mineral production of the United States is about $5,500,000,000. The average for the last 5 years has been a little over that, but last year, sadly enough, it was less than 31/4 billion. Just now, we are on the decline, and have been for the last two years. In Canada, the 5-year average was about $268,000,000, and last year it was 227 million. Due in part to gold mines (in 1930, for the first time, Canada's gold production exceeded that of the United States), the Canadian average is holding up better than ours. Average world mineral production over the last -5 years has been estimated at about $12,000,000;000 whereas in 1931 it was less than than 8 billion.

Mining exploration and development projects in Australia are being negatively affected by the highly complex regulatory and bureaucratic processes at all levels of government. These processes affect mining companies operating in Australia by impacting on timelines and the cost of developing a mining project. It is not uncommon for the granting of project approvals to take in excess of five years, meaning that mining companies struggle with productivity, efficiency, time frame and cost issues in respect to their projects in Australia. As the mining boom in Australia is moving from the investment to the production phase, it is now more important than ever to maintain a regulatory landscape that facilitates rather than discourages new investment.While one of our key arguments is that there is too much burdensome regulation and red tape in Australia, we are also strongly believe that regulatory intervention is necessary to ensure that appropriate checks and balances are in place to serve the public interest and manage environmental, health and safety, social and other development-related impacts that may arise from a mining project. However, the regulatory intervention in Australia has come to a point where it is excessive and starting to discourage valuable investment in mining projects for nominal return to the public. Excessive regulation or ‘red tape’ impedes productivity and competitiveness, deters investment and innovation and costs jobs, all of which ultimately impact on the growth of Australia and the standard of living of all Australians.This paper aims to examine and compare the federal, state and local regulations that govern mining projects in Australia. It will highlight how these regulations are unnecessarily complex, lengthy and duplicated and how they can be streamlined to reduce red tape. In doing so, the paper will evaluate the recommendations proposed by the Productivity Commission Report on Major Project Assessments released in 2013, which include the recommendation to move to a ‘one project, one assessment, one decision’ regulatory model.CITATION:Pope, C and Tannock, M, 2015. This paper describes a case history of geochemical prospecting. An area of known mineralization was available for an orientation survey which led to the selection of elements and criteria for a reconnaissance survey in the area offsetting the known mineralization. Certain anomalies were found which were then made subject of confirmation sampling and of rock geochemical investigations. Inasmuch as the geochemical prospecting technique specifically led to a detailed area which now serves as a target for drilling and other exploration efforts, the geochemical prospecting part of the program is considered successfully concluded and, therefore, reported on here. Whether the target area will turn out to host the deposit or not is, of course, of utmost importance to the Company, but is of less importance to this paper. We will describe the concepts, the planning, the execution, the analysis and the interpretation of this typical geochemical prospecting case. A number of people on the staff of International Oil & Gas, Inc. have participated in this prospect, as have students from Southeast Missouri State University and their professor, Gary M. Lowell. In addition, the Missouri Geological Survey has been most helpful with records and letters on the century-old prospecting and mining in the general area. Many valuable discussions have also been held with geologists from the industry who, from time to time, have visited the area, examined the property and reviewed the status of the project. The support and interest from all these parties has made it possible to pursue and expand this exploration concept from one of being just "more of the same kind" to the most chal-1enging and exciting with which this author has ever been involved, namely the prospect for tin porphyry deposits in the mid-continent United States.

The oil fields of Arkansas, all situated in the southern part of the State, have played an important part in the development of petroleum production in the northern coastal plain region of the Mid-Continent area. From the first discovery of oil in southwest Ouachita County in 1920 to December 31, 1930, a total of 480,167,5604/ barrels of crude petroleum has been produced from' this region. Development of the Arkansas fields proceeded rapidly after 1920. The El Dorado field was discovered in Union County in 1921. Drilling in Ouachita County resulted in the discovery of the Smackover field in 1922 and subsequently in the development of the whole southern area. To November 31, 1938, 6,4595/ producing wells had been drilled in 25 fields, aggregating 53,7356/ acres of proved territory in 6 counties. Peak annual production for the State was reached in 1925, when 80,823,7007/ barrels was produced, resulting largely from flush production from the Smackover field, which rose td an average of 444,9508/ barrel daily during that year. "The mining industry has always faced the problems of replacing retired mining professionals, retaining their knowledge, continuously developing the skills of local talent and employing under-represented groups. In expansionary scenarios the industry faces the additional challenge of increasing available talent. New talent has traditionally come from current mining programs; however, these programs have been declining in numbers, and those that remain face challenges such as fluctuating enrollments, and reduced budgets. Queen’s University and Northern College have partnered to develop an innovative new program that offers online mining education to engineering technologists seeking to upgrade their skills and obtain a Bachelor’s degree. The high quality, flexible curriculum, offered online, includes a wide range of learning activities that promote interaction (student-to-student, student-to-instructor, and student-to-content), and is enabled by modern learning technologies (an integrated learning platform, as well as a variety of types of purpose-built video, web conferencing, and simulation software). The program issues block transfer credit to college graduates, and consequently reduces the time to completion when compared to other Bachelor’s degrees in Mining. The curriculum has been carefully designed to enhance a balance of technical, managerial, and societal skills for students. The program also includes short summer field school sessions, where students gain practical application skills under the direct supervision of engineering experts. THE NEEDS OF INDUSTRY Canada is the world’s largest exporter of minerals, and the contribution of this sector to Canada’s gross national product is more than three times that of the automotive industry, representing approximately 4% of Canadian GDP (MiHR, 2015)1. According to a recent report by the Canadian Mining Industry Resources Council (MiHR, 2016)2, despite the recent downturn in commodity prices, the industry will continuously need to attract new engineers to replace talent retirements and prepare for the possibility of expansion when the industry recovers. As past experience indicates, the challenges during expansion times are severe and the effects on education counter-productive. For example, during the prolonged expansion cycle of 2006-2012, several new programs were started worldwide, and mining became the profession of choice for many young students. During the subsequent downturn in the industry, many of these programs face dwindling enrollments, placing their sustainability in question. However, there is a continual need by industry to retain employees, as well as attract and train local talent, while providing educational opportunities to its employees. High potential college graduates can find themselves reaching a ceiling in their advancement due to their lack of a University degree. Furthermore, there exists an under representation of women, immigrants, and Aboriginal peoples in the labour force, and engineering fields in general1,2. Traditional mining engineering programs have tried to respond to the needs of industry, as well as meet the needs of students seeking diverse and successful employment careers. These programs tend to cater to the educational needs and aspirations of a general population, and their ability to grow and respond to changing industry needs is constrained by the number of students they can attract, as well as the resources available to them in a steady-state scenario."

One of the important decisions in the development of new mining concentrator projects is the electric power supply for the project. Key decision factors often include the production of power on site versus purchase of power from the grid, ownership of the power supply infrastructure and the choice of generation technology. In this sense, the paper introduce a methodology that will allow the evaluation of the various alternatives to supply electric power to remote mining and mineral processing sites in a consistent and equitable manner taking into account economic and technical considerations and providing the same degree of availability and reliability. The most employed evaluation method consists of carrying out trade-off studies between the various alternatives but care should be exercised so that the alternatives analyzed offer comparable operational results.

The stability of foams and froth plays an important role in flotation, in which small amounts of relatively weak non-ionic surfactants (frothers) are used to produce air bubbles and foams. In the present work, factors affecting the stability of the foams produced in the presence of common frothers, such as n-pentanol, n-octanol, methyl isobutyl carbinol (MIBC), and polypropylene glycol (PPG), have been studied. We used the thin film pressure balance (TFPB) technique of Schelud-ko-Exerowa type to measure the equilibrium film thicknesses. The results were used to determine the contributions from the various surface forces to the disjoining pressures in the thin lamellae (foam) films formed between air bubbles. In addition, we used a model developed by Wang and Yoon (Colloids and Surfaces A: Physicochem. Eng. Aspects, 2006) to calculate the elasticities of the lamellae films at the critical thicknesses at which films rupture. The surface forces and elasticity da-ta were then compared with the foam stabilities in the presence of the various flotation frothers. It was found that foam stabilities are controlled by both film elasticity and surface forces, the relative contributions of which change with frother type and concentration. In general, surface forces play a more important role at relatively low frother concentrations, while elasticity plays a more important role at higher concentrations. At the frother additions usually employed in the mining industry, MIBC relies on surface forces while PPG-400 relies on film elasticity in producing stable foams. The former is capable of dampening the hydrophobic force, which is a major attractive force destabilizing lamellae films, while the latter is capable of reducing surface tensions at low concentrations.

The Minerals Availability Program of the Bureau of Mines conducts cost evaluations of current and potential mineral operations in the United States and foreign countries. The International Mining Cost Indexation System (IMCI) allows data of different time periods within a country to be updated to a common base year for analytical purposes. The IMCI comprises 12 factor cost indexes and an exchange rate series for 96 market economy countries, denominated in both local and U.S. currency. The IMCI for each country contains 12 time series indexes that measure the average annual rate of change in the cost of factor inputs to the mining industry within that country. Mining industry factor cost indexes include wages, plant and equipment, construction and mining materials, power and transportation, and other measures considered to comprise the majority of capital and operating costs. Cost data or proxies are collected in local currency. Index series within each country are constructed separately and indexed on a 1975 base year. The local currency index is converted to a U.S.-dollar-based currency index using an exchange ratio.

Corporate responsibility already encompasses safety and compliance. No longer will companies be able to use differing standards of care to miners based on the country in which they are working. This is not only an issue of social license, but one of global risk management.

The annual reports of the supervising engineer of the seven sections comprising the Mining Division are assembled in the following pages and form the annual report of the division. In planning activities, the aim has been to adapt the work to changing conditions and needs of the mining industries and to avoid becoming bound to any particular type of investigation when others are found to be of more pressing interest.

Este estudo teve por objetivo avaliar a soldabilidade a pontos entre os aços 22MnB5 e Dual Phase da classe de 800 MPa de limite de resistência (DP800), ambos com 1,8 mm de espessura. A intenção foi determinar os parâmetros adequados de soldagem para esse tipo de junta soldada, que vem sendo progressivamente utilizada na estrutura de veículos automotores, em virtude do uso crescente de peças fabricadas a partir do aço 22MnB5, submetido ao processo de estampagem a quente (hot stamping). Foram avaliadas as propriedades mecânicas através de ensaios estáticos de cisalhamento e de tração cruzada, em juntas soldadas produzidas a partir da variação do tempo de soldagem e da força aplicada pelos eletrodos. Percebeu-se que as juntas confeccionadas com o tempo de soldagem com múltiplos pulsos (9/2/9/2/9 ciclos) e a força de 5,0 kN obtiveram os melhores resultados em cisalhamento. Em contrapartida, os corpos de prova produzidos com a força de 6,5 kN atingiram os maiores valores em tração cruzada. Independentemente dos parâmetros aplicados, todas as condições avaliadas permitiram alcançar o valor mínimo de carga de ruptura necessária para garantir a qualidade de uma junta soldada a ponto entre os aços avaliados.

The primary (sulphide) resources at Aphrodite are refractory in nature, requiring an oxidation process stage to be introduced to facilitate extraction of the gold. The company is investigating the use of pressure oxidation (POX) as the oxidation method for processing of high grade gold bearing concentrate it plans to produce at Aphrodite. POX has been used extensively around the world for the past 30 years and continues to be the favoured option for a number of refractory gold plants currently in the design and construction stages. Initial pressure oxidisation testing investigated the effect of temperature, pressure and grind size on a bulk flotation concentrate prepared from Alpha lode material. The concentrate averaged 47.3 g/t gold and was prepared from a composite of core samples averaging 1.49 g/t gold. Sub-samples of the concentrate were subjected to POX for 1 hour resulting in rapid oxidation during this very short period. Testing undertaken showed that there was a significant increase in sulphide oxidisation at higher temperature (220°C) and pressure (2,500 k/Pa) for the two grind sizes (75 and 20 microns) evaluated. The proposed flowsheet, OPEX and CAPEX are critical aspects for project development.

This volume is the second of a four-volume final report on research carried out under a contract from the U.S. Bureau of Mines on the development of a computer simulation model for surface mine reclamation planning. The other volumes are titled as follows: Volume I: Ore Reserve Estimation, Volume III: Mine Coordinate Generator System, and Volume IV: User's Manual for OPMHS/2. The dragline model described in this report simulates the movement of the dragline bucket across the digging face, the swing load, the dump, and swing back. It is programmed to handle chopdown, key cut, main cut, and rehandling operations. Provisions have been made for simulating equipment and mining delays. Any mining method can be specified in terms of numbered blocks, the dragline positions for the mining block and the dumping location for the block. Accounting procedures permit the calculation of production rates, rehandle volume, dig and delay times. The model can be used to study the effects of varying mining conditions, cut width, and spoiling sequence with special reference to toxic spoil, overburden and bench removal procedures. The basic input data for the model include machine parameters, the geology and material characteristics, the mining parameter, and the delay characteristics of the equipment.

Some project managers accept unsatisfactory economic evaluation modelling because they are unaware of what constitutes good practice. They tend to leave it to the evaluation specialist or others to decide. The AusIMM has published on its website a draft set of guidelines for technical economic evaluation which will allow these project managers to take control and demand worldÆs best practices.The style of the guidelines is described and the source of a worked spreadsheet example in Excel is given.Economic evaluation in project management is described. A simple test for the acceptance or rejection of evaluation work is offered. The nature of modelling and evaluation in each of the three study phases of concept, prefeasibility and final feasibility are described. Suggestions on the selection of specialists for each phase are given. The three levels of evaluation thinking are described, namely, modelling, valuation and evaluation. Finally the meaning of æfinancial analysisÆ is explained.The conclusion is that æthe role of an economic evaluation specialist is to create models and evaluations for the whole project team to readily understand and use: it is not to create models for his/her own useÆ.CITATION:Card, P, 2012.
