"IntroductionTHE PURPOSE of this paper is to present .a summary of the evidence given before the Petroleum and Natural Gas Conservation Board in support of applications to it for permits to export natural gas from Alberta.I will attempt to be objective in my statements, despite the fact that my main interest in the hearings before the Board was to advance the interests of my own clients, the Westcoast Transmission Company, Limited.The hearing of the export applications •commenced before the Board in January, 1950, with the .application of the Westcoast Transmission Company. Joint hearings were commenced in September, 1950, and completed on December 14th, 1951. The Board heard evidence in support of six applications for export, one application to build a gathering system in Alberta, and three interveners, the .latter being the City of Calgary, the local gas companies, .and the coal interests, including both operators of coal mines and the Unions.The evidence comprised better than 8,400 pages, over two million words, and occupied 92 days before the Board.The Interest in Natural GasThe natural gas industry is one of the newer industries. It is not yet twenty years •old. In the United States, the expansion •of pipeline facilities has been phenomenal in the last fifteen years, and particularly in the last three years, when a total of over two billion dollars was invested in pipeline facilities. There are approximately 250,000 miles of gas transmission pipelines in the United States at this time, with additional lines constantly being pressed."

The 1982 United Nations Convention on the Low of the Sea includes provisions under Article 76 for extending a coastal State's jurisdiction beyond the 200-nautical-mile (nm) Exclusive Economic Zone (EEZ) and for establishing the seaward limits of sovereign rights over natural resources. Article 76 prescribes a set of methodologies for determining these outer limits based on physiography and sediment thickness. The methodologies were applied to each of the five continental* margin areas of the United States - Atlantic, Pacific, Gulf of Mexico, Alaska, and Pacific Islands-using existing digital hydrographic and geologic data. Figures 1 and 2 show the results of applying the methodologies to the Atlantic, Pacific, Alaskan, and Gulf of Mexico continental shelves. Figure 1 depicts the preliminary limits of each of the Article 76 determinations for the Atlantic and Gulf of Mexico continental shelves. The Atlantic limits were described by Carpenter, Thormahlen, and Amato (1995) at the 26th Underwater Mining Institute.1 The limits for the Alaskan continental shelves are shown in Figure 2. Additional areas beyond the 200 nm EEZ are highlighted. These include a small area north of the U.S. - Canada boundary, containing 7,000 km2, a large area north of Point barrow (395,000 km2), and a third area north of the Aleutian Islands (178,000 km2). The shelf between the first two areas appears to have sediments thick enough to qualify for the 1 percent method (Irish Formula); however, year-round ice cover has prevented acquisition of seismic or drill data. The entire northern Alaska shelf is prospective for petroleum The Gulf of Mexico (Figure 1) has two small areas beyond the EEZ known as "doughnut holes." One is south of Louisiana and includes part of the Sigsbee Escarpment, an area believed to have potential for oil and gas. Oil was found on Sigsbee Knoll in cores from Deep Sea Drilling Project's Leg 1 cruise in 1968. The Sigsbee areas contains about 6,000 km2. The second area is south of the Florida panhandle and contains about 12,000 km2.

The steel for gas turbine compressor discs (26NiCrMoV14.5) requires some mechanical properties like strength, impact, toughness, fatigue, and creep resistance in order to be used in such application. To achieve the properties required for the gas turbine compressor discs, the material should have very low contents of sulfur, phosphorus, antimony, tin and arsenic. The level of cleanliness should also be very high and this is possible by achieving low oxygen content keeping the deoxidation elements like silicon, manganese and even the aluminum in very low percentages. The main problem in refining such steel is to adjust a sufficiently low oxygen content to have a good desulfurization and at same time a good cleanliness without using silicon, manganese or aluminum as deoxidizers. Combination of initial selection material, steelmaking process control, forging sequence and heat treatment cycles can provide uniform mechanical properties throughout the gas turbine compressor discs. Villares Metals SA as a big player on special steels with complex process has been developing this kind of material for several years. The objective of this work is to show the process technology evolution involved in the production of this kind of steel under the discussed preconditions.

SALKOVITZ1 has given a number of useful angles between planes for use with the Laue method in determining the orientation of bismuth single crystals. Bismuth is usually considered as having a face-centered-rhombohedra1 structure with its axial angle 87°34', Fig. 1. A similar figure given by Sal-kovitz appears to be in error in that the angle there marked as 87°34' should be 92°26. The primitive cell is a single rhombohedron of axial angle 570 14. The structure is almost face-centered-cubic and hence high accuracy in measurements is essential if there is to be no confusion in indexing poles or zone axes. It is easier to get this accuracy if zone axes are plotted on the stereogram because they will lie near the basic circle where the net has a more open scale. The zone axes can be read from the film, using a Greninger chart, and can be plotted more accurately than poles. Also, the angles between points near the basic circle can be read more accurately than those between poles near the center. In order to use the zone axes the angles between directions have been calculated from a formula given by Niggli,2 and are given in Table I. Miller indices

THE determination of the orientation of metal single crystals and the studies of plastic deformation are greatly facilitated by the use of the stereographic projection. To draw a standard projection of the crystal it is necessary to have a tabulation of the angles between the various crystal-lographic planes of the particular crystal studied. Bozorth' has published such a table for the cubic system which can be found in many reference books; such convenient tabulation for the hexagonal metals, however, does not appear to be in the literature, although scores of workers have calculated these angles. Therefore, Table I of angles for magnesium, zinc, and cadmium has been compiled. Since the c/a ratio is different for each of these metals, three separate calculations are necessary. The angles 4 between (HKIL) and (hkil) were calculated by means of the formula: Hh+Kk+½(Hk + hK)1+~3aLl cos The c/a ratios were calculated from data given in the 1948 edition of Metals Handbook. Fig. 1 is a typical (0001) standard projection of zinc. For all practical purposes, it serves for cadmium as well, as can be seen from the table. Exothermic mass transfer takes place in various areas involving metallic systems, ranging from liquid metal processing operations to the growth of thin films in microelectronics. The formation of intermetallic compounds plays an important role in the exothermic mass transfer of metallic systems. Two types of exothermicity are identified , namely , Microexothermicity and Macroexothermicity. The former is encountered when small amounts of metals are mixed, while the latter is exhibited when a solid metal in a lump form is added into liquid metal. In this paper two types of exothermic mass transfer in metallic systems will be presented and reviewed. Mathematical modelling work for these types of exothermic mass transfer will be analyzed.

A bulk analyser based on the gamma-ray resonance scattering process can be used to give a rapid and accurate measure of the percentage by weight of copper or nickel averaged over a large mass of sample, typi- cally 20 kg. It is shown that for a bulk sample containing about 3 wt.% Cu, crushing to -25 mm is the only sample preparation requited for analysis to within an error of about 0.06 wt.% Cu (errors quoted are one standard deviation). A comparison of bulk analyser and con- ventional assays on the same bulk samples can be used to estimate the sample preparation errors in the conventional methods. The squared deviations between bulk analyser and conventional assays are approximated by the sum of variances in sample preparation, conventional analysis, and bulk sample analy- sis. The sample preparation error was esti- mated as 0.26 wt.% Cu for samples crushed to -2 mm before splitting, 0.08 wt.% Cu for samples crushed to -0.35 mm before splitting, and 0.04 wt.% Cu for the average of 15 grab samples from bulk samples which had been crushed to -2 mm. The average copper grade for each group of samples was about 1.7 wt.%. Results are presented which show that

This paper describes the pumping operations at the Ajax, Cresson, and Vindicator dines in the Cripple Creek mining district of Colorado during the summer of 1936. At that time the three mines wore pumping 6,500 gallons of water per minute into the Roosevelt drainage tunnel. Cripple Creek is the most important gold district in the State; it has yielded gold valued at over $365,000,000. The mines engaged in pumping are among the largest producing properties in the district. (Canal Zone meeting, November, 1910.) I. INTRODUCTION. THE present truce in litigation between Western smelting and ranching interests gives opportunity for a summary of the results achieved by metallurgists in condensing fume and de-acidifying furnace-gases. In the absence of complete records of past experiments, there has been a good deal of unnecessary duplication of attempts and' failures. Yet, especially under the recent policy of our large corporations, looking to the economic recovery of the values of by- and waste products, original and, in some cases, effective measures have been developed by American metallurgists. In the case of Bliss vs. the Anaconda Copper Mining Co., the Montana Supreme Court, recognizing the progressive efforts made to render the flue-gases innocuous, and the value to the community of the smelting company's operations, refused to hamper its work, and returned a verdict in favor of the defendant. In the trial, the experimental firms of the company in the so-called "affected region" were proved to be thriving perfectly, showing that immunity was guaranteed to vegetation and stock by the wide distribution of the sulphurous acid gas in the dry air of Montana. Indeed, L. S. Austin has proved that by the time the fume is 4,000 ft.. distant from the stack, the percentage of sulphurous acid has been diminished from 2.28 to 0.00045; and Angus Smith has shown that rain must contain 40 parts per million of free acid before vegetation is affected. The arsenic in the stack-gases is but a very small part of the original content of the ore, of which 80 per cent. and over is rejected in the concentrator and furnace waste-products or recovered in the flues. In the course of, investigation of domestic manganese-mineral occurrences, examining engineers of the Bureau of Mines collected 2-ton lots of ore from properties in the Cleveland-district, Idaho. As only one of the ores was high enough in grade for direct marketing to-producers of ferromanganese, ore-dressing concentration methods were investigated to determine their amenability to treatment. High-grade ore. (38.7 percent Mn) from the Idaho Manganese Mining Co. was taken from a replacement deposit in limestone consisting of several horizontal beds 1 to 5 feet thick, about 1 mile northeast of Cleveland. The manganese minerals occur as an intimate intergrowth of manganese oxides, containing minor amounts of limonite, ?quartz, and calcite as rather fine inclusions. However, the major contaminants are claylike products of rock decomposition, which can be eliminated by thorough washing of the ore at relatively coarse sizes. The Hot Spot property is 1 mile south of Cleveland. The ore occurs as a replacement deposit of medium-grade- ore in limestone, .The sample taken by the Bureau of Mines assayed 26.0 percent Mn. The manganese minerals consist of nodules, principally pyrolusite with some psilomelane and manganite embedded in wad.' The low-grade wad, containing manganese and siliceous minerals in intimate association, was easily rejected by washing.

The estimated production of petroleum in the Dominion of Canada for 1931 was 1,582,000 bbl., an increase of 60,000 bbl. over 1930. Nearly all of the production came from Alberta, with a small quantity from Ontario, and a very minor amount reported from New Brunswick. At the beginning of 1931 it was hoped, and predicted, that a substantial increase in production would be shown for that year, but such was not the case, since Alberta did not show the anticipated gain. The production from Ontario and New Brunswick has not varied more than a few thousand barrels during the past 10 years and aggregated 124,000 bbl. in 1930, with 126,600 bbl. estimated for 1931. Unless new fields are discovered, production in 1932 will decline, with Ontario and New Brunswick showing little change and Alberta declining appreciably. In This report, factors which currently enter into the design, manufacture, and quality assurance of explosion-proof enclosures are reviewed, with special emphasis given to the sealing concepts and sealants/cements, per se, for lenses. The physical and mechanical properties of a number of representative sealants and adhesives are measured, and found to exhibit great variance, with few discernible trends which might afford a firm base on which to establish minimum property standards. Accordingly, acceptance criteria for adhesives and sealants are suggested based on the survivability of an explosion-proof enclosure as a structure rather than upon the minimum mat real properties of its constituents. Procedures or surface preparation of adherends, and for quality assurance, also are proposed.

With the pioneering spirit, Canada's natural resources have been and are creating economic revolutions.Western Canada oil and natural gas rank high on the list of such revolutions. Calgary, your meeting place today, is the birthplace of this economic revolution, one that has already sharply altered the economy .of the middle half of Canada, particularly that of Alberta; is increasingly making its weight felt on the economy of all Canada; and is helping re-shape world thinking on sources of vital petroleum supply for both peace and war. Calgary is today the 'operation headquarters' for the great bulk of a huge exploration and development programme that now extends over a quarter of a million square miles of Canada's West. As a Calgarian, •therefore, I am particularly happy to have this privilege of talking about oil and natural gas to members of the C.I.M.M., who play a key role in the development of all Canada's varied natural resources."

For the year 1934, there were 382 oi1 wells completed for a total initial of 146,965 bbl. Fifty-three wells were deepened for a total increase of 8363 bbl., bringing the total volume of new oil to 155,328 bbl. As of Jan. 1, 1934, the daily potential of the field as determined by the Texas Railroad Commission was 159,740 bbl. Of this amount 26,429 bbl. is "marginal oil," and 2682 bbl. is exempt on account of water. In December, 1934, the daily potential was established by the Railroad Commission as being 297,501 bbl. with a daily allowable of 56,800 bbl. Of this amount 31,993 bbl. is "marginal oil," and 2183 bbl. is exempt on account of water. There has been no field-wide test made during the year, and as a result the rated potential of the field is in all probability much higher than the actual potential. As each new well comes in, a five-day test is made under the supervision of the Railroad Commission. The potential thus established is added to the field potential and shares its pro rata part of the market outlet, which is the allowable production, no allowance

Near misses recorded and reported by workers can provide awarenessto the potential causes of injury and prompt safety management initiatives. Although most companies require near-miss reporting, it is unclear what the value of these reports are, if any, and how they influence subsequent actions or controls to reduce on-the-job risks. Researchers at the National Institute for Occupational Safety and Health (NIOSH) conducted a case study with an aggregates company in which near-miss reports were analyzed at each of their locations over an entire quarter during the summer of 2018. Within that quarter, workers recorded 249 near misses. Of those, 167 were valid near misses that occurred at work. Researchers coded the reports using a qualitative 5 × 5 risk matrix. Of the 167 near misses, 19% were deemed low risk, 25% moderate risk, 30% high risk, and 26% critical risk. Several patterns in the near-miss incidents were documented, including classification of incidents and common corrective actions referenced (i.e., elimination/substitution, engineering control or redesign, work process/procedures, and personal protective equipment). The analysis provides insight into ways that risk communication and management programs can be improved to reengage workers and their situational awareness on the job.

Expansion of concentrator capacity at Iron Ore Company of Canada's Carol Lake plant resulted in a dramatic increase in the production of fines. With iron recovery from the fines running only 18%, Carol Lake engineers initiated an extensive test program which resulted in the installation in July 1977, of a full-scale plant utilizing Reichert cone concentrators. Results to date have indicated a 100% increase in iron recovery from the concentrator's fines product. Carol Lake is located near the western boundary of Labrador, Newfoundland, some 960 km (600 mi) northeast of Montreal. Concentrator operations began in 1962 with a design capacity of 7 million t/y (7.7 million stpy). The bulk of the concentrate was pelletized at a 6 million t/y (6.6 million stpy) pelletizing plant completed in 1963. The remaining concentrate was sold in the international market. The concentrator was first expanded in 1966 to 10 million t/y (11 million stpy) capacity. In 1967, the pellet plant was expanded to match the increase in concentrate production. Sales increases led to a further expansion in 1973. By 1977, more than 40 million tons (44 million st) of crude ore were processed to recover in excess of 17.42 million tons (19 million st) of concentrate and 10.4 million tons (11.5 million st) of pellets.

The recession that took hold of the domes-tic mining industry in 1981-82 finally abated somewhat in 1987, resulting from increases in many commodity prices, especially in the metals sector, and from continuing success in lowering operating costs. By no means was the work finished; the mining industry was in a sense entering a new era. The struggle for survival was still very evident for many companies and various commodities, but increasing productivity and profits were accompanied by indications that these trends were more long term than short term. Raw nonfuel minerals produced in the United States during 1987 had an estimated value of $26.3 billion, an increase of $2.9 billion over the 1986 value. This is the fifth consecutive year that the value has increased. Except for a decrease in 1982, the value each year has increased since 1971, or 15 of 16 years. The value of raw metals production increased by an estimated 28%, an impressive improvement since the drastic fall in 1982. Industrial minerals growth was comparatively flat, with an estimated in-crease in value of 0.1 %, continuing a trend of the previous 2 years. Metal mine production dropped considerably in 1982 and maintained its resultant lower level until 1987, when production significantly recovered.

Various ores from deposits in the Boulder Dam Recreational Area, Clark County, Nev., were submitted for ore-dressing tests as part of the Bureau of Mines studies of western manganese ores. The Virgin River manganese deposit is situated on the Virgin River arm of Lake Mead, 5 miles from Bonelli's Point, which was formerly the junction of the Virgin and Colorado Rivers. It is 20 miles from Overton, Nev., and 26 miles from Boulder City, Nev. The ore body, composed of wadlike manganese in a tuffaceous gangue, is a flat-lying bed overlain with beds of gypsum and basalt. Two ore samples were submitted by engineers of the Bureau for ore-dressing investigation. Low-grade sample 1 was a composite of channel samples cut from outcrops of the ore body; sample 2, of intermediate manganese grade, was taken from the dump-at the exploratory shaft sunk by the Bureau. The Boulder City manganese deposit is situated in the Boulder Dam Recreational Area -3 miles southwest of Boulder City. The ore body is a manganiferous gypsum bed 32 feet thick, slightly inclined from the horizontal. The ore sample submitted-by engineers of the Bureau for-testing was taken from channel cuts in the walls of the shaft, which cuts through the bed vertically.

In the heavy minerals industry wet high intensity magnetic separators (WHIMS) are widely applied for primary magnetic separation of magnetic minerals and non-magnetic minerals. This piece of equipment is well known for its robustness to handle a wide range of feed conditions and still produce stable product qualities and yields. A heavy mineral production plant aimed to increase production through their WHIMS plant containing 11 duties and 26 units. Instead of adding new units an alternative approach was followed to firstly maximise the efficiency of the current circuit and secondly to consider possible reconfiguration of the circuit to produce additional product tons for minimal capital investment. In order to characterise the current circuit’s efficiency, identify pockets of excellence and determine the areas for improvement the whole circuit was surveyed several times and mineral mass balances were drawn up.This paper aims to: discuss the modelling process of the WHIMS circuit,explain the calibration and validation process followed to ensure the accuracy, anddemonstrate the sensitivity analysis performed on the different options. From this analysis an efficiency criteria was developed to compare different circuit configurations that enabled the production plant personnel to make an informed decision on the way forward.
