"AbstractIn order to raise the enormous amounts of capital which will be essential for the development of Canada's mineral and petroleum resources, this country's resource industry must be permitted to earn an acceptable rate of return. The existing tax regime, with its high rates, complexities and misdirected incentives, presents a serious obstacle to our resource industries in their development of Canada's immense , but increasingly lean, resources. Government tax and other policies are not the only cause of the crisis now facing the resource sector in Canada, but a reformed tax system, with stable and reasonable tax burdens, is required if Canada's resources of minerals, oil and natural gas are to continue to contribute in the future, as in the past, to our national well-being.An independent task force, organized under the auspices of the Canada West Foundation, has recently completed a wide -ranging report: on the future development of Canada's mineral, oil and gas resources. This five-volume report, completed after almost two years of research and study, concludes that Canada •is facing a major crisis •in the development of our resources, It states that unless corrective action is taken now, mineral production and exports could decline drastically after 1985, at the same time that Canada would face massive bills for imported oil because of inadequate and declining production.The task force, chaired by the author of this article, has put forward recommendations for a fundamental shift in both federal and provincial policies in order that Canada's mineral reserves can be developed in the national interest. British Petroleum (BP, 2005), indicates that world reserves for oil to be 1198 billion barrels, for natural gas the equivalent of 1156 billion barrels of oil and for coal the equivalent of 3219 billion barrels of oil. If we take into consideration the mean aver-age annual increase in demand of the last three years for oil, 2.6%, for natural gas, 3.9%, and for coal, 6.6%, then their respective reserves? lifespan are calculated to be 27, 34 and 38 years. Without taking into account their annual increase in demand, lifespan increases to 38, 67 and 161 years respectively. Since zero increase or perpetual increase in energy demands on finite resources is unrealistic the selection of the most suitable energy commodity for power generation rests upon the law of supply and demand of each commodity. This defines its price hence its selection for the production of cheap electricity. When the ratio of supply to demand is less than one, peak production is achieved. Any further increase in demand results in price increase to quench its demand. The Association for Oil and Gas Peak (ASPO) has calculated that when oil demand exceeds 84 million barrels/day, Peak Oil Production will be attained thus prices will start to increase in order to even demand with supply. Correspondingly, Gas Peak Production is expected to take place when demand exceeds 9.1 or 10.2 billion cubic meters/day. Peak Oil production has been calculated to take place in the current year, 2006, while Gas Peak production is estimated to take place between 2020 and 2025 provided that gas will not cover the energy deficit created from the lack of oil otherwise Gas Peak production could arrive as early as 2010. The use of coal for power generation is considered a better alternative than oil and gas if new combustion technologies with an energy efficiency of 43%, Germany, and 47%, Denmark, are adopted. These not only extend the lifespan of coal reserves but reduce also CO2 emissions by 25% and 31%, respectively. In the very near future CO2 sequestration and fixation in deep geological strata will eliminate its emissions thus rendering the use of coal the cheapest feedstock for power generation.

These annual reviews are guide's to the current work-and publications of the Bureau but do not replace the more complete reports published under the authorship of the individual investigators on specific problems in Bureau of Mines bulletins, technical papers, reports of investigations, and information circulars and in the technical press. The Annual Report of the Director of the Bureau of Mines to the Secretary of the Interior for the Fiscal Year ended June 30, 1945, summarizes the year's work on coal as follows: Coal and Coal Products The United States maintained its No. 1 industrial position in supplying fuel for war and in preparing for peace through more complete mining, improved preparation and up-grading of coal for special uses, and better utilization of coal in industrial establishments and homes.

Soon after the Broken Hill Limited started operations at their Iron and Steel Works at Newcastle, NSW, it was found necessary to install a mill for rolling small merchant bars, rounds, etc.An arrangement of the first mill laid down is shown on Plate 1., Fig. 1. This mill commenced operations on the 18th July, 1917.The feed for this mill was rolled in the existing 18-in. mill and sheared to the lengths required before being delivered to the billet storage yard. The billet storage yard is 90 ft. span, and is served by one 10-ton electric overhead travelling crane. Billets were placed on the billet bed preparatory to being charged into the heating furnace.The heating furnace was of the continuous recuperative with end discharge and had a hearth 40 ft. long by 10 ft. wide. The billets were pushed through the furnace by means of two hydraulic rams, which could either act together and push one row of billets, or act singly and push two rows of billets. This furnace was fired by producer gas from the producers shown on Plate I., Fig. l.The gas was conveyed to the furnace by means of a brick underground flue.

During the interval 1929-41, geophysical exploration in Russia made considerable progress, as reflected in publications. The greater part of these publications was available during the preparation of Geophysical Abstracts and Ms been abstracted in them. The rest was not received and remained unaccounted for. A considerable portion of these lading publications are now listed in bibliographic form, in view of their interest to geophysicists. All publications entered in the bibliography are in Russian. 1. Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutionsÆ funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industryÆs concept of the unwritten æsocial licence to operateÆ is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

Any future developer of underground mining on the Bendigo goldfield will need to understand the unique geology and gold occurrence of this field. The development and sloping system employed will be primarily designed around these unique features. Modern techniques and equipment used in narrow vein mining will be applicable in this situation.The purpose of this paper is to examine the important geological features of the field as well as the known historical occurrences of the type of gold deposition in the ore bodies. This information will point to a system of development and extraction which will accommodate these features.

The material for this paper was collected for the most part by C. H. Beal during the years 1916, 1917, and 1918. Many of the conclusions reached in regard to the life of oil wells have already been published by the Bureau of Mines 1 but those presented in this paper deal particularly with the theoretical aspects of oil production. The report discusses some of the fundamental factors governing oil production, taking up first the conditions affecting the. amount of oil in the oil sand, then those factors that control the rate of production of oil wells, and then discusses several related problems, most of which deal particularly with the effect of the production of one well on that of another.

THE discovery that strongly magnetic bodies localized near the surface of the earth could be detected by the distortion which they produced in the resultant magnetic field marked the beginning of magnetic surveying methods. From an original ability to detect bodies of magnetic iron ore and the like when located very close to the, surface, these methods have been extended until today they promise to give much information with regard to the structure of such slightly magnetic material as sedimentary rock containing only a very small proportion of iron.1 The recent extensions have been made possible through the development of more delicate instruments, and of methods for their use. From the original compass and dip needle, the design of apparatus has progressed until equipment Is typified by magnetic balances capable of measuring the components of the earth's field to an extremely high degree of accuracy. It seems unlikely that the limit of such instrumental development has been reached. Just as the change from compass and dip needle has enabled the location of relatively minor changes in magnetic materials, so additional developments in the direction of increased sensitivity, as well as in greater dependability and constancy of operation, should reveal positively many slight changes which either escape notice in the present surveys or are so small that they cannot with certainty be separated from uncontrollable errors due to inconstant operation of the equipment. The ability to read smaller and smaller variations does not mean, of course, that deductions as to the causes of these variations will be made as accurately and definitely as -is possible with the more pronounced anomalies.

Two cemented paste backfill (CPB) formulations containing pyritic tailings were leached in deionized water in flooded and alternating air-flooded environments and in a simulated acid rock drainage-type (ARD) solution. Scanning Electron Microscopy (SEM), solid phase chemistry and acid-base accounting measurements documented the weathering characteristics of the CPB samples. Short-term exposures of the portland-CPB samples preferentially dissolved the cement binder to a greater extent than slag-Portland CPB mistures. In all cases, the added neutralizing potential provided to backfill by cement was short-lived and insufficient to neutralize the acid generating potential of the mixture.

If the past is the key to the future, we will have ?tough? times maintaining Industrial Mineral reserves we have and proving new reserves around our plants and in new locations. The tough times will come from resources being more difficult to find, more hoops to go thru to make them Proven or Probable reserves. As always, Industrial Minerals require competitive quality, location, and costs. Since in most cases the market has suppliers, you will have to take away customers from their present supplier. This may take years or not happen even with lower cost higher quality raw materials. To determine the finished cost for a new deposit you need to design, determine capital costs, and operating costs for a new plant . Stripping, mining, hauling, processing, and transportation costs are part of the equation. After satisfying that your costs are in line you will need to do production tests to make sure the process works on the ore. You may want to complete permitting before purchasing the property. If you are new in the business you will have to prove you can deliver the right quality, the right quantity, on time consistently year after year at lower cost to take away a customer. Without being in the market this will be hard. The cut off grades to enter a market may be much lower than sale indicates because a competitor often lowers the price to keep you out of the market. We have many more items to check before the new deposits can be put on reserves. Our old reserves will require drilling to check for new products and prove that they do not contain items that would make them unusable for our product line or cause permitting problems. Archeological checks, wetlands, more water discharge testing, county zoning, and endangered species are among many items that have been added to mine permits. There will be more. A 4-6 page mining permit becomes 30-300 pages and consists of 5-15 permits, any of which might be a fatal stumbling block. It is not guaranteed that we can mine what we have on reserves. We may fight and lose. Oil-Dri?s loss in Reno and LaPort?s in England are examples where permitting failed. The NOx, sulfur, and carbon problems are just starting. Dioxin is in the background requiring monitoring on food products to Europe. What other anions, cations, endangered species, and land types are going to be problems in the future are guesses now. What new products are we going to have to test for and cause out of balance reserves? If there are none we probably won?t be here. We are competing for land use with ?Endangered Species?, wetlands, farming, forestry, cities, roads, and hunting. We?ve mined the best quality, low overburden, easiest to mine and process raw materials. The price of land and taxes are increasing. Old royalties are 2-3 times the present acre value instead of 8-10 times the property value when leased. Land taxes are up. It was and is best that we get the land in Fee Simple Title. This isn?t always possible. However, plants are closing and people have overlooked, made mistakes in drilling or interpretation of deposits. These may be opportunities. China is eating up high quality ?Industrial Minerals ?which have caused prices to rise. We may need to change our cutoffs? in terms of smaller pit sizes and higher overburden ratios. This is money in the bank. Overburden ratios and other items increasing cutoff costs need to be rethought. Suddenly doubling cutoff ratios for overburden and decreasing pit sizes are good alternatives to looking elsewhere where we might not be able to mine for a number of reasons. The higher prices make them competitive, especially when a competitor goes out of business. However, our low overburden ratios and short hauls around our plants are not safe from new roads, condemnation by county or city governments (N. J.), zoning changes (Reno, FL., CA, and environmental regulation changes (Buffers GA, MS). New roads ?Interstates? can take reserves, increase hauling distances and reduce tons per load. Let?s combine the Refractories, fullers earth, and bentonite industries and use the last 40 years as a guide to the future looking for problems and opportunities. Some or most of the following will apply to other minerals. WHERE DO WE LOOK? First, on our own properties, those next to our properties and on properties near our competitor?s plants. Where the profit margin has increased, the distance from the plant and thickness of overburden we can use is increased. The thickness of clay is decreased. For new locations we pick the ideal location and look at deposits and closed or open operations in ever increasing distances away from that location. We need to be aware of: 1. Increased transportation costs a. Access to Roads -Backhauls b. Haul with doubles and triples c. Railroads - Loading on sidings - Ability to get switches - Cars/backhauls versus rates 2. Cost of building a new plant 3. Cost of infrastructure 4. Cost of repair or new equipment when purchasing an operating or shutdown plant. 5. Local, state, and federal mine and environmental permitting. When exploring around an established operation expect that property acquisition, drilling, mining, stripping, and hauling costs will be greater due to them having second, third, or even fourth the pick of the deposits. I found this in New Jersey looking for refractories and around Quincy, Florida looking for attapulgite. You may be able to get some better properties because the operating company has angered some land owners, their drillers missed the clay, or the property wasn?t available when they were actively exploring for reserves. "IntroductionThe purpose of this investigation was to study the characteristics of the high-acid electrolytic manganese cell with the idea of fitting it into one of the flow sheets being worked out by the Metallurgical Division of the Bureau of Mines for the recovery of manganese from low-grade domestic ores.In construction, the high-acid cell 3/ differs from the low-acid type in that the cathode and anode compartments are separated by a diaphragm of relatively low porosity, such as alundum. This is necessary because in the high-acid cell the two electrolytes are circulated separately. The anolyte is 15 to 30 percent H2SO4. The catholyte consists of a solution of ammonium sulfate and manganese sulfate with a OH of 4 to 3. The only mixing of electrolytes is that resulting from flow through the diaphragms. In the low-acid cell the two electrolytes are not circulated separately and do not differ so widely in hydrogen-ion concentration. Hence, the canvas diaphragm is sufficient.During operation of the cell, manganese is deposited on the cathode, and sulfuric acid is produced in the anode compartments. Various other reactions take place in the cell. There is considerable decomposition of water; hydrogen is evolved at the cathode, and oxygen is liberated at the anode. When lead anodes are used, some hydrated oxides of manganese are formed at the anodes. The quantity of oxides formed is not as great as it is in the low-acid cell, because fewer Mn++ reach the vicinity of the anodes."

"Abstract — The Detour Lake gold deposit is located within the northwestern limit of the Archean Abitibi Subprovince of the Superior Province. Mineralized zones are hosted by a sequence of pillowed and massive flows, hyaloclastite units, and altered ultramafic rocks, and are commonly oriented parallel to a series of high-strain zones that are co-planar to the regional-scale Sunday Lake Deformation Zone. Early in its kinematic history, the Sunday Lake Deformation Zone placed older (2.72 Ga) volcanic rocks of the Detour Lake Formation over younger (2.70 Ga) sedimentary rocks of the Caopatina assemblage. Gold mineralization is also parallel to the position of a laterally persistent siliceous rock unit, the 2.725 Ga ‘Chert Marker Horizon.’ The Chert Marker Horizon coincides with the boundary between the mafic-dominated upper Detour Lake Formation and the ultramafic-dominated lower Detour Lake Formation. Stratigraphic and geochronological data suggest that the Chert Marker Horizon is a deformed felsic volcaniclastic unit. At a cut-off of 0.6 g/t Au, the Detour Lake deposit contains 17.26 million ounces of Au within 445.9 million tonnes of rock grading 1.20 g/t Au. Gold occurs in shear-hosted and extensional vein arrays within rocks of the upper and lower Detour Lake Formation and within the Chert Marker Horizon. The Detour Lake deposit has many of the characteristics of a greenstone-hosted, quartz-carbonate vein deposit; its very large size may be attributed to large-scale rheological controls resulting in the formation of dilatant sites in permissive rock units. © 2012 Canadian Institute of Mining, Metallurgy and Petroleum. Ante la alta demanda energética de la mina Orcopampa en Arequipa, el costo de la misma se ha incrementado, así como ha generado problemas de transición entre las nuevas fuentes de energía tradicionales y las nuevas. En este sentido, el presente trabajo busca establecer políticas de racionalización del consumo de energía en la operación del complejo minero a costos bajosa a través de un programa de acciones que logre el ahorro de energía. La metodología del estudio comprende 4 etapas: reconocimiento preliminar del sistema, programa de mediciones, procesamiento y análisis de información y definición de un plan de acciones para reducir costos. Finalmente, se comprobó que la aplicación de este programa de acciones propuesto se ajusta de forma gradual al programa de acciones, logrando una ahorro anual de US$ 269 000 0.

During 1916 and 1917, the E. J. Longyear Co. of Minneapolis, Minn., carried out a campaign of exploration for nickel-copper ore in the Sudbury District of Ontario. The work was initiated by W. E. Smith, a resident of Sudbury, who called the attention of W. J. Mead, Chief geologist. The E. J. Longyear Co., to the fact that explorable lands in the Sudbury District were still available. Five diamond drills were employed, and holes were drilled in the townships of Levack, Trill, Denison, Blezard; Garson, Falconbridge and MacLennan. The general map of the District, Fig. 1, shows the distribution of the lands chosen. As a result of this exploration, a large body of nickel and copper ore has been found in the western part of the Township of Falconbridge. This property lies in the eastern part of the Sudbury District, east of the Garson mine.

Utilization of low-grade manganese ore adopting the carbothermic reduction roasting process is a proven method to produce high-grade manganese ore. To minimize industrial waste and protect the environment, gas cleaning plant sludge (GCPS), which is a solid waste from steel industries, was employed as a reductant to perform the reduction roasting process. The optimum conditions to carry out reduction roasting of the low-grade manganese ore were found to be: a roasting temperature of 950 °C, a residence time of 2 h, 40% GCPS as reductant, and magnetic separation at 5000 G for a manganese ore size of –10 mm. A lowgrade manganese ore comprising Mn grade 31.27% and Fe grade 19.78% having a Mn/Fe ratio of 1.58 containing a high silica content of 26.48% was used for the carbothermic reduction roasting having mineral phases of pyrolusite (MnO2) and hematite (Fe2O3) as found from XRD. The gangue minerals were separated during the magnetic separation, and the upgraded product was obtained, which reached a maximum value of TMn 49.5% with RMn 76.55% and TFe 62.19% with RFe 42.51%. In the study, activated charcoal (AC) was also taken as a reductant for comparative analysis; the experimental results revealed that GPCS performed better than that of the AC, showing potential to be used as a reductant in metallurgical industries. However, the resultedMn/Fe ratio was very low for the reduced sample; therefore, it can be used for smelting along with high-grade manganese ores as a feed.

The Surface Mining Control and Reclamation Act of 1977 establishes a nation-wide program requiring the Secretary of the Interior, through the Office of Surface Mining Reclamation and Enforcement, and the States to protect against the adverse effects of coal mining and to reclaim previously mined lands left without adequate reclamation. The Act requires coal mine operators to: restore the land to approximate original contour, return the land to a condition capable of supporting prior potential uses, protect the hydrologic balance, segregate and restore topsoil, control blasting to prevent damage and injury, establish vegetative cover, and control surface effects of underground mining. The Act also establishes: a reclamation fee on coal, a program to assist small operators, a program to give technical and financial assistance to State programs, State Mining and Mineral Research Institutes., a program for designating areas as unsuitable for mining, and a study on surface mining of minerals other than coal.

The U.S. Bureau of Mines conducted research to determine the effect of ground water control on the dewatering of phosphatic clay wastes. Two storage impoundments were constructed. One impoundment was surrounded on three sides with a series of well points (shallow vertical wells) to lower the ambient water table and the second impoundment served as a control. Ground water was pumped from the area surrounding the test impoundment for a period of 490 days. A constant pumping rate of 60 gal/min resulted in a water table drawdown of 13 ft, approximating the bottom of the impoundment. At the end of the test period percent solids in the test impoundment was 35 pct, while in the control impoundment percent solids was only 26.8 pct. Percent solids of greater than 30 pct is required for capping and final reclamation using fertile overburden.
