The production of coal from underground mines in Washington declined during the recent war owing to shortage of manpower, and coal was shipped to the Pacific Northwest from mines in the Rocky Mountain region. The movement of this coal into Washington required the use of railroad equipment that otherwise could have been used for transporting war materiel and personnel. Strip mining uses a minimum of manpower, and the development of coal areas in the Pacific Northwest that can be mined by the strip method should increase production in the area, thus releasing railroad equipment from the necessity of transporting coal long distances and also providing consumers with a lower-cost product. The development of a strip mine to supply the demand at low cost requires a large investment in heavy equipment. In order that the fixed charges due to large investment in plant and equipment may be kept at a minimum, large reserves of coal must be proved. A reconnaissance of an area near Toledo, Lewis County, Wash., indicated a large bed of lignite that could be mined by strip methods. The area is approximately midway between Portland, Oreg., and Tacoma, Wash. (refer to fig. 1), and the opening of a large mine in the area would supply fuel to these and other nearby centers.

For some years past, those interested in the development of the increasingly important mining industry of Canada, have urged the adoption by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory, is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by 'Orders in Council and Ministerial Regulations. In the earlier stages of development, it is perhaps a matter of necessity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, -and that any changes required from time to time should be made only after full and open discussion in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada was constituted by the Imperial Statute known as the British North America Act of 1867 (which came into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nova Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. Subsequently Rupert's Land and the North West Territories were acquired, the 'Crown Colonies of British Columbia and * SECRETARY'S NOTE.-Mr. Clark, an eminent Canadian lawyer, and joint author of the treatise on "The Law of Mines in Canada," has been requested by the Do¬minion Government to prepare a Federal mining-law, and presents this paper, by invitation of the Council, in order to obtain, if possible, useful suggestions from members of the Institute.-R. O desgaseificador RH é um reator de refino secundário bem estabelecido. Nesse equipamento, gás inerte é usado para promover a circulação de aço entre a panela de aciaria e uma câmara de vácuo. A predição correta da dispersão de gás na perna de subida do RH é importante para a modelagem confiável do processo. O presente trabalho estudou a penetração de gás na perna de subida do RH por meio de modelos físico e matemático. No estudo, foram considerados apenas um ou dois bicos injetores e vazões de gás, por bico, entre 5l/min e 50l/min. Para as condições com um bico injetor, os resultados das duas abordagens mostraram boa concordância qualitativa. Já para as condições com dois bicos injetores, a concordância só foi satisfatória para vazões de até 30l/min por bico. Adicionalmente, os resultados obtidos indicaram que o problema de penetração de gás em modelos matemáticos de desgaseificador RH identificado na literatura está relacionado com erros numéricos e não com falhas na modelagem da física do problema.

Siskon Gold has started gold production at the San Juan deposit in northern California. The mine is located about 27 km (17 miles) north of Nevada City, CA (Fig. 1). It is scheduled to be-come the largest underground gold mine in California. It is situated in the western foothills of the Sierra Nevada Mountains in the Mother Lode gold belt. The property consists of 8 km2 (2,000 acres) of patented land. It is situated in a topographically high area known as San Juan Ridge, which is 213 m (700 ft) above and between the Middle Yuba and South Yuba rivers. The elevation is between 790 and 914 m (2,600 and 3,000ft) above sea level. Annual precipitation averages 1,346mm (53 in.). Most of that falls between November and April.

The kinetics of hematite concentrate reduction by mixtures of hydrogen and CO of various compositions has been investigated as part of the development of a flash ironmaking process at the University of Utah. This process produces iron directly from iron oxides concentrates by the gas-solid flash reaction based on the partial oxidation of natural gas, resulting in a significant reduction in energy consumption and greenhouse gas emission. The reduction kinetics of hematite concentrate of an average particle size 21.3 μm by the above mentioned gases in the temperature range 1423 to 1623 K (1150 to 1350 ºC) was investigated. Hematite concentrate particles can be reduced to > 90% by any of these reductants in several seconds of residence time typically available in a flash reactor. The activation energy ranged from 214 kJ/mol for hydrogen to 231 kJ/mol for CO.

Through the courtesy of the State Department, the Bureau of Mines has received a compreensive report on the jede industry of Burma, pre- pared by American Consul Winfield H. Scott, Rangoon, Burza. This mater- ial is the main basis for the present circular, although free use also has been made of reports on the jede industry in China and Germany by consular officers in those countries, to whom footnote credit is given. The word "jade" is said to be derived from the Spanish "piedra de ijada" (hijada) meaning, literally, "stone of the side," as jade was supposed to cure pains in the side; nephrite (a jade mineral) was named from the Greek word meaning kidney, because it was formerly warn as a re- medy for kidney diseases. To the Burmeso, jade is known as "Kyauksein," or green stone, and to the Chinese, all varieties of the material are referred to as "Yu" or "Yu-chi", According to Confucius, jade was symbolical of. justice, harmony, intelligence, and humanity, and the Chinese of today believe that by using ornaments made of this stone, the wearer is. protected from the "evil eye" as well as from diser.se. Ornaments of carved jade were known to the ancient civilizations of Mexico and Peru and to the peoples of other sections. of Central and South America, Jade ornaments also have been found in the lake dwellings of Switzerland and in Crete; thile in China, as far back as the Chou dynasty (B. C. 1122 B. C. 255) it was used in the production of various classes of precious vessels and as insignia of rank.

In December 1988 Phelps dodge corporation brought an underground gold mine into production in the republic of Botswana. The mineralization is associated with steeply dipping shear zones in Archean greenstones of the Tati Schist Belt. The gold is intimately associated with sulfides and is refractory in nature. The deposit is being exploited by underhand open stoping methods. Vertical and inclined shafts are used to hoist the ore to surface where it is treated by conventional crushing, milling and flotation, followed by fluid bed roasting with CIP elution and carbon regeneration. Adjacent deposits are being explored with a view to increasing production. Legal and taxation aspects of operating in Botswana are discussed.

Bureau of Mines investigated the progressive impact that petroleum (crude oil and condensate) operations in the Gulf of Mexico have had on onshore operations and the expected effect of increasing activities in this area on future petroleum supplies from domestic sources. The data analyzed include capital expenditures, number of wells drilled, success ratio for exploratory wells, daily production per completion, annual producing rates, and oil reserves. The report compares offshore and onshore data and ascertains trends in petroleum industry operations. Observed data and trends indicate that in the near future Gulf of Mexico development and production will continue to increase relative to total U.S. petroleum activity. By 1975 annual oil and condensate production from the Gulf of Mexico is expected to be in the range of 750 million bbl to 1,150 million bbl, and account for approximately 20 to 30 pct of the estimated total domestic production.

As part of the strategic minerals program, the Bureau of Mines conducted a diamond-drilling project on three barite properties in eastern Tennessee and western North Carolina during the summer and fall of 1944. These properties, the Moccasin Gap prospect and the Krebs property in Cocke County, Tenn., and the Sandy Bottom mine of the Stackhouse group in Madison County, N. C. (fig. 1), are known to have produced some barite. The Bureau of' Mines project was planned to prospect for extensions of the ore bodies. A total of 3,169 feet of diamond drilling was done in 15 holes on the three properties. Tabulations of sample analyses and drill-hole logs are presented in this report. Two other mines of interest in the area are the McCoy and the Williams in Cocke County, Tenn. The Williams adjoins the Krebs. No drilling was done by the bureau in either of these properties.

Introdduction The main line of ascent in the development of the nickel industry may be traced back through the International Nickel Company of Canada, Limited, to its earliest antecedents, the Canadian Copper Company and the Orford Copper Company. Mining geology is but one aspect of the overall development of this organization, and the stress it has placed on geology grew according to the need. In the early days, intensive geology was not required because ore supply was not one of the main problems of this or any of the pioneer companies. The difficulty then was to find economic methods for reducing the ores to nickel and copper, and markets for absorbing nickel in the face of a limited demand from consumers heavily prejudiced in favour of the New Caledonia product. "Very early in the history of the region it was patent to everyone that to share in the full benefits of the industry the same individuals or company must control the whole of the operation necessary to manufacture the finished product' (1, p. 45). These conditions were fulfilled for the International Nickel Company in 1902 when the Canadian Copper Company (incorporated 1886), with its ample ore supply, took the initiative to merge its interests with those of the Orford Copper (Refining) Company (incorporated 1887) to form the new company which, with reorganizational changes, emerged as the producer of the overwhelming bulk of the world's nickel. The Mond Nickel Company, Limited, entered the field in 1899 with a refining process, and over a period of years acquired ore through purchase of mining properties. This Company operated successfully and independently until 1929 when its assets were joined with those of the International Nickel Company in order to permit the most economic exploitation of the Frood-Stobie orebody in which both Companies were interested.

The triazine molecules have not been given much attention and they are potential collectors that may positively impact the mineral processing industry. The adsorption of triazine as collectors such as sodium 2,6-dithio-4-butylamino-1,3,5-triazine (SDTBAT) on pyrite form a basis in design of flotation collectors that may be applicable in a wide range of sulfide minerals. The SDTBAT collector was compared with the sodium normal butyl xanthate (SNBX) and sodium normal butyl dithiocarbamate (SNBDTC). All collectors were adsorbed in their neutral form containing sodium on the pyrite (100) surface. The computational calculations found that the adsorption energies followed the order: SDTBAT (-300.35 kJ/mol) > SNBX (-186.10 kJ/mol) > SNBDTC (-163.78 kJ/mol). It was observed that the SNBX and SNBDTC adsorbed through the S atoms, while the SDTBAT adsorbed through the S atoms and N atoms onto Fe atoms. It is clear that the SDTBAT had a strong binding energy which is attributed to the presence of the triazine group that is electron depositing to the active S atoms compared to the SNBX which possessed the oxygen that is electron withdrawing. Moreover, the SDTBAT collector was found to bind stronger than the xanthate. This was complimented by microflotation tests that showed fast floating and higher recoveries of pyrite when using the SDTBAT collector than the xanthate and DTC. This clearly demonstrated that the SDTBAT is a potential collector to replace the xanthate collector due to its high selectivity and flotation power.

Paste backfill has been adopted by many underground mines in North America and a growing number elsewhere. Paste offers a number of advantages. This paper suggests wider applications of paste technology to surface tailings disposal and water management. Advantages include improved overall stability, potentially easier permitting, smaller water inventory and earlier reclamation. It may be feasible to use the same plant to prepare backfill and to dispose of surplus tailings. Example cost models are given to illustrate potential applications.

The mine operated by the United Verde Copper Co. is situated near Jerome, Ariz., on the eastern flank of the Black Hills, at an elevation of approximately 5500 ft. (1676 m.) above sea level. The mine and the town of Jerome are located on a steep hillside, which slopes rapidly to the valley of the Verde River. The smelter town of Clarkdale is situated in the Verde valley 4.1 mi. (6.5 km.) distant in an air line from Jerome, and at an elevation of 3560 ft. The two towns are connected by the standard-gage railroad of the Verde Tunnel & Smelter R. R., a subsidiary of the United Verde Copper Co. This road is 11 mi. long and has a compensated 4 per cent. grade. At Clarkdale, it connects with the Verde Valley branch of the Santa Fe R. R. The narrow-gage (36-in.) line of the United Verde & Pacific Ry. was, until 1919, Jerome's only rail connection with a main trunk line. This road connects with a branch line of the Santa Fe system at Jerome Junction, after traversing 26 mi. of mountainous country. From the time of its location, in 1876, until its purchase by Senator W. A. Clark, of Montana, in 1889, the United Verde mine was worked on a small scale and shipments of high-grade gold-silver ore were made from the surface workings. Thickening is the most widely applied dewatering technique in mineral processing. Thickeners are used to increase the concentration of suspension by sedimentation, accompanied by the formation of a clear liquid. As the particles get finer the thickening process encounters difficulty due to a significant change in the settling behaviour of particles. The batch settling tests of coal refuse of a coal washing plant which contained 91% particles smaller than 38µm and 0.6% coarser than 75 µm showed that the optimum feed percent solids that provided highest flux (solids handling capacity) was 4%. The flux of the pulp with the plant solids concentration (i.e., 10%) was 60% lower than that of the pulp with 4% solids. A thickener with a diameter of 22m based on the dilution of feed from solids concentration of 10% to 4% was designed. Monitoring of the thickener performance for a period of one month in the plant indicated that on average the feedrate of 25t/h (dry solids) with solids concentration of 10% could be thickened to the underflow concentration of 26.5% with a clear water overflow. It was found that the key component of the successful operation of the thickener is the dilution of the feed without which the overflow loses its clarity and the system ceases to operate under predetermined conditions. Specially designed feeding system which efficiently dissipated the energy of the incoming flow and staged flocculant addition regime are among the main contributing factors in making the design and operation of such thickener possible.

This report presents the results of a program to develop backfilling techniques to mitigate undesirable effects of hydraulic borehole uranium mining. Large underground cavities, formed during the borehole mining process, can be backfilled to prevent ground subsidence and to allow mining of adjacent uraniferous sandstone. Three backfilling techniques were tested in the laboratory and in the field: bulk dumping of slurry into the borehole from ground level, slurry injection under water, and slurry injection above the cavity water level. These techniques were tested with sand and with sand and one percent cement (by weight) mixtures. The project was accomplished in four tasks: equipment preparation and transport, mining operation to generate a full-sized cavity, backfilling operation, and assessment through core samples and subsidence checks. The concentrations of cement mixed with sand proved to be inadequate to bond the sand. Bulk dumping resulted in a 30-degree angle-of-repose, much too steep to completely fill the cavity. Both slurry injection techniques filled the cavity satisfactorily. However, underwater injection is the recommended backfilling technique because the borehole water level does not need to be pumped down during backfilling. The borehole itself was filled by bulk dumping of slurry. In conclusion, backfilling of borehole mining cavities is entirely feasible, and the preferred method is slurry injection under water.

Copper refineries are constantly looking for methods to upgrade their plants to reduce refining costs and to improve the purity of their electrolytic cathodes at the same time that the purity of the anodes they refine is being lowered by the rehabilitation of reverberatory furnace smelters to one of the direct smelting processes. The comments given below are based on the answers to the questionnaire returned bf the 36 copper refineries that represent 66% of the western world s refining capacity. Eleven refineries employ some form of uniform weight anade casting, e.g., Outokumpu, Contilanode, Mitsubishi, Lurgi, or Hazelett. This type of anode casting presents the best possibility for improving cathode purity. The cathode press of Phelps Dadge can improve current efficiencies and cathode quality. The press is used on first-run cathodes, after 48-60 hours, on half-cells at a time without interruption of the cell current. One refinery interrupts current for sever.al hours to allow the anode slime to settle before the, cathode pressing. The cathode press is now used at eight refineries. Apart from periodic reverse current (PRC), it is not expected that current densities will be increased. Thirty refineries, using direct current, average 231 amps/M, with a low of 178 and a high of 350. Five refineries use PRC at an average of 338 amps/M, with a low of 290 and a high of 380. Current efficiencies are good at an average of 94%, with a low of 88% and a high of 99% for the 34 refineries that reported. It must be remembered that the cycle efficiency with PRC is about 93%., so that the effective current efficiency with PRC would be only .94 X .93 or 87% However, PRC should be considered seriously for refinery expansions because it can save about 25% on capital costs.

The U.S. Bureau of Mines investigated the resources, costs, capacities, market relationships, and short-and long-term supply of bauxite, alumina, and aluminum. The 45 evaluated mines and deposits in 14 market economy countries (MEC's) have a demonstrated resource of 8.4 billion mt of bauxite and an aluminum content of approximately 2.1 billion mt. Developed world bauxite resources and existing primary aluminum smelting and refining capacity are sufficient to satisfy demand through at least 1995, when additional properties (with higher cost levels) would need to be developed to satisfy future demand levels. It is anticipated that new alumina or aluminum production most likely would occur in developing regions with large bauxite potential, low-cost energy sources, and a close proximity to refining and/or smelting capacity. An increase in aluminum recycling capacity would help meet future demand increases. A series of network model supply analyses was performed for the period 1988 through 2000. Based on announced future production levels and assuming demand grows at the level outlined in the analyses, model results indicate there is sufficient material available to meet demand until 1998, where-upon an aluminum shortfall is projected. Additional analyses investigated the effect of a reduced growth rate of demand and regional production variations in Venezuela on the international aluminum industry.

Noise from vibrating screens is generated in two ways: 1) Noise due to the material being processed and, 2) noise from the screen itself. Non-metallic decks had been shown previously to reduce material noise. The noise reduction and change in screening performance was quantified for six non-metallic decks using dolomite, granite and coal as the materials. The non-metallic decks were from 2 to 7 dBA quieter and from -1 to +10 percent less efficient as compared to a steel wire cloth deck of the same open area. Damping of the sidewalls and isolation of the drive mechanisms had been shown, in a development configuration, to reduce the noise of the screen itself. Tests of four prototype damping treatments gave reductions up to 4.9 dBA and the mechanism isolators gave an additional 2.1 dBA. The treatments were successfully life tested in two ways: 1) Lab tests to a simulated 25,000 hours were conducted on samples of the treatments in a corrosive salt spray to simulate coal plant wash water and, 2) the full size treatments were run on a full size screen for 5,000 hours.

"A Google search on talc asbestos will yield over 500,000 hits – the reason being the growing number of civil lawsuits in this area. Historically the litigation was centered on amphibole-containing industrial talc. There was no debate these talcs contained amphiboles, but the issue was the definition of asbestos. Ultramafic hosted talcs, however, are formed in such a way as to not favor the formation of amphiboles in the talc; they can occur in the surrounding black-wall, also the serpentinite host rock is in direct contact with the talc. Thus allegations can be made non-asbestiform amphiboles or non-regulated serpentine group minerals can occur in the final products. INTRODUCTION Gunter (1994) wrote the following in regard to the question “What is asbestos? “The question yields different answers depending upon the audience. To a mineralogist, asbestos is a mineral form. To an engineer, it is an industrial material with several useful properties. To a medical doctor, it is an agent that might cause certain diseases. The third answer invokes several more issues: to a lawyer, a possible lawsuit; to a news reporter, a story; to an asbestos abatement worker, a job; and to a public school administrator or a parent, a nightmare.” The main function of that article was to try and provide background information to be taught at the college level to help students understand some of the issues associated with the use of asbestos in our modern society, and especially its use as a fireproofing agent in schools and public buildings. At that point in time one of the main issues was asbestos abatement as the mining and use of asbestos was waning as its health risks became more clearly known in the occupational setting. Now over 20 years later the current issue we are dealing with herein is “asbestos” occurring naturally in talc. This is a well know concern for those in the talc industry and they have been working on methods to ascertain if their products contained “asbestos” since last century. As such our articles will focus more on issues emerging from recent litigation, and the confusion that occurs, especially in the “asbestos” nomenclature as the mineralogist, engineers, doctors, and lawyers previously mentioned try to communicate. And lastly we need to remain cognizant of the fact that people are still dying of mesothelioma in the US. As a last resort to recoup expenses as they are dying they often respond to the TV advertisements we’ve all no doubt seen."
